Facilitated the signing of an agreement between UNT and the Consulate of Mexico for the establishment of the “Ventanilla de Educacion,” Education Desk, at Mexico’s Consulate in Dallas, to provide information on education opportunities in North Texas to the more than 1,000 people per day who visit the consulate; 2014-present

Received a grant from “Juntos Podemos” Foundation in Mexico to bring Mexican families from North Texas to UNT to learn about higher education opportunities for their children. 2015

Helped establish a MOA with the National Archives of Mexico and CONACYT for the formation of human capital to develop a National Research Center of Excellence in Information Science. Fifteen fully funded MS level scholarship for federal employees granted.2014-2015

Organized and led UNT’s first Faculty Abroad Seminar to Mexico with a multidisciplinary group of faculty, which is generating substantial collaborations with top Mexican institutions. May, 2014

Honored UNT by being selected by EducationUSA to participate in an all funded program in Ecuador and Peru representing Higher Education in the USA and to reconnect and build programs with education and research institutions in those countries, July 2010.

Designed and taught a study abroad course on Environment Sustainable Development in Costa Rica to a group of Emerald Eagle Scholars of UNT. This program leads to the establishment of a joint Master of Science with a major in International Sustainable Tourism, MIST, with The Education and Research Center for Tropical Agriculture, CATIE. The program was approved by the Board of Regents and it is underway as of July 2010.

Negotiated and facilitated a reciprocal Emerald Eagle Program with two Mexico-Texas Border Universities; Autonomous University of the State of Coahuila and the University of the Valley of Mexico in Saltillo, Coahuila. Agreements of Collaboration were signed with the two Universities at a Ceremony at the UNT campus. September 2009

Research Engagement Activities

Serving as Co-PI, assembled the international team which included the University College London, State University of Ponta Grossa and UNT to secure funding from the US Department of State in the Global Innovation Initiative, to develop a Sustainable Brackish Water Desalination Plant in Brazil. 2015-2017

Received, in cooperation with the State University of Ponta Grossa one of eight 100,000 Strong in the Americas, Coca Cola Foundation grants, with the proposal “Ensuring the local availability of clean water through graduate student research and learning in Parana and Texas: Ammonia in water treatment systems, its environmental impact and effect on drinking water availability”. October 25,

Created a post-doctoral fellow’s agreement between the National Council for Science and Technology of Mexico (CONACYT) and UNT. Joint funding of up to $38,000 per year for visiting scholars in Engineering and sciences. 2014-2016.

Developed what is now an active collaboration with administrators and scientists of Technion in Israel which is resulting in a joint research project to develop a sustainable brackish water desalination plant with scientists from Nepal, Jordan, Israel and Brazil funded by the US Agency for International Development, the Governments of Sweden and the Netherlands. This team completed in the Global DESAL competition and finished third in the world. 2014-2015

Organized the 2013 Global Discovery Workshop at UNT that brought together scientist from various countries to discuss collaborative opportunities in the field of advanced materials.

Organized the 2014 Global Discovery Workshop at the University of Tartu, Estonia in partnership with the State University of Ponta Grossa, Brazil, the University of Tartu and the City of Denton, TX with focus on Energy Efficient Buildings and Communities.

Supported the Colleges of Engineering and Art and Science of UNT in the organization of a Multinational Workshop on Nanotechnology and Materials with the CENTER of Advanced Materials of CINVESTAV, Queretaro. This was an only scientist’s workshop with participation from institutions from Greece, Colombia, Mexico, and Israel, and North Texas institutions as the UNT Health Science Center, and the University of Texas in Dallas. June 28-30, 2011

Conducted an assessment on management and administrative plans in technology transfer for the establishment of a Techno Park at Ilia State University in the Republic of Georgia. This work was performed under a grant from IREX. July 9-20, 2011.

Established collaboration with the Archimedes Foundation of Estonia for trilateral work on technology transfer modernization reforms for the country of Georgia. July 20-24, 2011

Facilitated the signing of an Agreement of Collaboration between the Discovery Park and the City of Knowledge of Monterrey, Nuevo Leon, Mexico. December 19, 2010.

Orchestrated an agreement of Collaboration between CINVESTAV and UNT, signed in December 2010.

Developed, facilitated and coordinated partnership to submit a joint research presentation between scientists of the “Colegio de la Frontera Norte”, COLEF, Mexico and UNT, to participate in an International Seminar organized and hosted by the Western Galilee College in Israel. The work was accepted and a combined delegation of researchers from the COLEF and UNT participated on May 27-31, 2010 at the conference in Israel.

Hosted and served as advisor of the Department Chair for Innovation and Technology Commercialization of Ilia State University of the Republic of Georgia, East Europe during a month and a half visit to UNT-I sponsored by the US Department of State. October 1- November 15, 2010.

Facilitated the Collaboration between the Tamaulipas Council for Science and Technology and UNT for the training of PhD students. Three PhD students from Tamaulipas began their PhD program in the College of Engineering in January 2011.

Facilitated and catalyzed the signing of an agreement of collaboration between the government of Ecuador and UNT for the training of PhD students, June 2011.

Organized a visit of the top level administration of the University of North Texas to visit state of the art research facilities in Monterrey and Saltillo, Mexico. Secretaries of Education, Science and Technology of the States of Nuevo Leon and Coahuila hosted and briefed the delegation. Former CEO of City Bank, Mr. Jorge Bermudez flew to Saltillo to speak to the group on the basis of the Global Financial Crisis. January 6-9, 2009

Gained support from the members of the Science and Technology (S&T) Committee of the Border Governors Conference to have UNT as host of the Committee’s Web Page. UNT’s contribution ensured an invitation to be part of the Technical Consultative Team that supported the S&T Committee. 2009.

Public Service Activities

Serves as a member of the Board of Directors of the Israel-Texas Chamber of Commerce 2014-Present

Contributed as proposal reviewer for the Partners of the Americas 100 K Strong program. 2014

Strengthened relations with the Hispanic Chamber of Commerce and with the Office of Economic Development of the City of Denton. This reinvigorated partnership lead to the organization of the first World Fest on the Square on September 26, 2009, event that brought together local high schools, local civic organizations, the City of Denton and the University of North Texas in a celebration of world cultures. It is expected that the World Fest on the Square will become an annual event.

Organized a meeting of the Denton’s Rotary Club at the Discovery Park. More than fifty members of the Rotary Club, which includes the mayor and the chief of police among many others distinguished local personalities, were briefed on the Park’s Science and Technology efforts and toured the facility after the meeting. Worked with faculty from all colleges throught the International Programs Enhancement and

Cordination Committe in support of the triple mission of the University, Education, Research

and Extension. Provided support to the Office of the Vice President for Research in globalizing

the institutional research agenda. Worked closely with the Association of Former Students in

reaching out to and organizing former students to developing opportunities in Latin America.

Provided support and guidance in programs in Mexico and latin american countries to four

Presidents of the University. Helped establish the Texas A&M University Center in Mexico City

and the Soltis Education and Tropical Research Center in Costa Rica. Worked closely with

members of the International Programs External Advisory Board in extending the university’s

network around the world, enhancing the presence of the university, developing programs and

generating financial support to foster comprenhensive internationalization at Texas A&M

University.

Academic Engagement Activities

Designed and implemented the mission statement, objectives and work plan for the establishment of the Office for Latin American Programs. (OLAP). The office initiatives supported the education, research and public service missions of the University in Latin America.

Established the Texas A&M University Center in Mexico City. Conceptualized and secured free use of office and conference space for 20 years, and funding for its establishment. Negotiated recognition of the Center by the Mexican Government as a non-profit organization. This legal status enabled the Center to receive deductible donations. Successfully managed the operation, academic activities and continuing education programs of the Center from1992- 2009.

Negotiated more than 40 Memoranda of Agreement between Texas A&M University Colleges and Institutes, and various universities, governments, business organizations and institutions in Latin America.

Developed the first international site for the university’s videoconference system – a link to the Mexico City Center. Successfully negotiated the donation of videoconference equipment, and secured funding to support the infrastructure involved in the current Mexico - Texas fiber optic link. Organized videoconference programs to showcase the application of this technology in teaching, research, recruiting, and networking, for both university and commercial interests.

Addressed the opportunities and challenges of the North American Free Trade Agreement through several academic events including major conferences on campus and in Mexico.

Conceptualized, organized and implemented the Faculty Abroad Seminar, the longest running (15 years, 1993-2008) international faculty development program at the university. The program has assisted more than 170 tenure-track and tenured faculty in

developing a broader understanding of important historical events that have shaped the current Mexico-US relationship, as well as current socioeconomic, political and cultural issues of Mexico. The objective of the Faculty Abroad Seminar was to build an extensive peer network with multidisciplinary outreach, in order to foster bilateral research and education initiatives.

Developed the organizational concept for the university-supported Soltis Education and Tropical Research Center in Costa Rica. Organized fact-finding missions to the site during 2005-07 in order to secure support for the program from the relevant academic departments.

Research Engagement Activities

Identified the opportunity and negotiated the agreement for collaborative research between Texas A&M University and the National Council on Science and Technology (CONACYT) in Mexico. The agreement included an initial fund of US $2,000,000 to finance bi-national research projects. Since 2001, one hundred and eight bi-national research projects have been funded. The cooperative agreement was successfully re-negotiated with the new CONACYT administration in August, 2007. The new agreement run from 2007-2012.

Assisted in validation studies for the use of a technology to screen individuals for pre-diabetic conditions using computer analysis of retinal digital images. This technology was used in various locations in Texas and Mexico, including the lobby of the building that housed the TAMU Mexico City Center.

Obtained research funding in August, 2007, to evaluate an additional test to identify the pre-diabetic condition, specifically glucuronic acid levels. The collaboration included diabetes experts in Saltillo and Monterrey, Mexico.

Worked with the Office of the Vice President for Research in organizing the Science and Technology Forum, as part of the Border Governors Conference at Texas A&M University in 2005. A major outcome of the meeting was establishment of the Science and Technology Committee by the Governors of the ten US and Mexican states alone the border.

Served as Representative of the State of Texas to the Inaugural Meeting of the Science and Technology Committee, during the Border Governors Conference in Torreon, Coahuila, 2005.

Worked with the Office of the Vice President for Research at Texas A&M in the organization of a Technical Consultative Team to support the Science and Technology Committee of the Border Governors Conference. Texas A&M’s work included drafting the by-laws, developing both the mission statement and the statement of goals and priorities, and coordinating the activities of the Science and Technology Committee, 2005 - present.

Facilitated participation of the Director General of CONACYT, Ing. Jaime Parada, at the Summer NASULG meeting in Vancouver, Canada, 2003.

Served as a scientific proposal reviewer in the selection committee of the CONACYT-TAMU Research Program, 2001-2009.

Conceptualized, secured funding, and participated as co-principal investigator in the feasibility study to establish the Mexican Institute of Technology and Applied Sciences in Saltillo, Mexico, 1992.

Public Service activities

Organized Texas A&M Former Students Clubs in Mexico, several countries in Central and South America. Developed the electronic International Aggie Business Network Database (on-line).

Developed a series of seminars on Technology for Latin America, which brought hundreds of business people from several Latin American countries to Texas. Issues addressed included cattle production, horticulture, aquaculture, NAFTA, trade in the Americas, hydrocarbons, and food safety, among others.

Facilitated international business partnerships while serving as President and member of the Board of Directors of the Bryan/College Station Small Business Development Center. Organized two successful trade missions to Saltillo/Monterrey, and to Mexico City.

Organized a Solid Waste Management Program in Costa Rica that promotes new business enterprises and assesses social response, education, and political and legal implications of recycling solid waste. This program was the result of work with TAMU former students, government officials, corporations and foundations.

Assisted the former students in Costa Rica in establishing the TAMU Foundation of Costa Rica, which focuses in solid waste recycling programs. The Foundation received a grant for $250,000 from the Government of The Netherlands.

Worked with former students in El Salvador to establish “Aquatec: Caring for the Essence of Life,” a water conservation initiative that addresses the critical water issues facing El Salvador. Participants included corporations, foundations, and government officials, including five secretaries of State of El Salvador.

Assisted the Director General of the Inter-American Institute for Cooperation on Agriculture (IICA) in the conceptualization of the plan to establish the first Distance Learning Center in San Jose, Costa Rica, which linked Costa Rica, Texas and Mexico City.

Organized the Round Table Discussion for the Reconstruction of Central America after Hurricane Mitch. The event brought together government officials and university presidents from Honduras, El Salvador, Guatemala, and Costa Rica, and representatives from the Inter-American Development Bank and the World Bank.

Facilitated the visits of various Presidents of Latin American countries to Texas A&M as commencement speakers, including the Presidents of Panama, El Salvador, Costa Rica and Bolivia.

Assisted the Office of the President of Texas A&M University in the organization and implementation of visit agendas of several high ranking government officials, including the Presidents of Bolivia, Panama, El Salvador, Costa Rica, Namibia; Vice Presidents of Guatemala and Bolivia, as well as Secretaries of State from various countries in Latin America.

Conceptualized, implemented, and obtained certification for an internationally recognized program in Food Safety and Quality by the International HACCP Alliance, and the Food Marketing Institute’s SQF Training and Certification Program. 1996 – 2008.

Conceptualized, and gained financial support for the establishment of the Richard Ewing Award for Excellence in Science, Technology and Economic Development at Texas A&M University, to recognize the contributions of world leaders in international economic development, 2007.

Assisted in the organization, and participated in the Mexico-US Tick Technical Meeting at the Mexico City Center, in collaboration with the USDA-ARS, USDA-APHIS, and the College of Veterinary Medicine and Biomedical Sciences, TAMU. 2007.
