    When I sat down to write my message for last years Buyers Guide, the issue on everyones mind was the HST. What a difference a year makes. In the last 12 months we have not only been dealing with the ef-fects of the HST, but we have also been tasked with the new .05 drinking leg-islation and new minimum wage increases; talk about a triple whammy.

    Minimum Wage:With new government a change in the minimum wage was expected but the magnitude and timing was not. A 28% increase in wages for servers (non alcohol) and 12% for servers of alcohol is a hit that industry in these eco-nomic times simply cannot handle without negatively af-fecting employment and profitability. And although pleased that government listened to the rep-resentations of the BCRFA with respect to a tipped wage differential, we were disappointed that this differential does not apply to all servers who earn gratuities. As expressed by many of our unlicensed full service members we know that many servers in unlicensed establishments earn as much as those who serve alcohol regularly. The irony of course is that as a result of the .05 drinking regulations less alcohol is being served in restaurants. The BCRFA is lob-bying the government to reconsider this point of difference.In addition to the increase, the government also elimi-nated the training wage. This will no doubt have a nega-tive effect on youth employment as restaurants will look to hire more experienced workers given these new wages. We have made this point to the government and are ask-ing for a wage subsidy or training tax incentives to provide relief for businesses who hire first time workers.

    .05 Drinking LegislationWe have provided the new Attorney General, Minister Shirley Bond a robust document outlining the very nega-tive impacts these regulations have had on industry sales. The government has admitted that there have been un-intended consequences to business and have asked for direction on how they can balance the situation. We have suggested that industry can help with education, but pen-alties need to be reduced for drivers registering under .08. The former Attorney General was considering some type of appeal process for those under .08 and we will con-tinue to represent your interests rigorously in an effort to restore industry sales.HSTThe new government has committed to a mail in vote slated for June 25, 2011. Our position is that while HST is likely a good tax long-term for our economy it is an unfair tax on restaurants. It has made restaurant meals even more expensive than non-taxed grocery food and is a spending block for consumers. We continue to have dis-cussions with government on mitigation. Livesmart BCThe government has made a substantial investment in an energy program in partnership with the BCRFA and the Canadian Restaurant Association. Beginning April 15 2011, there will be three energy advisors through-out the province (Kelowna, Vancouver, Victoria) who will provide free energy assessment to restaurants and to advise ways to decrease energy consumption and reduce operating costs. Information will be available shortly at www.thegreenadvisor.caWhile this past year has been extremely difficult for our industry, our strategy remains to build consumer confi-dence and work intently behind the scenes to advocate with government to create an environment of growth and opportunity. The family agenda of our new Premier will be best served by creating jobs and keeping the economy strong, so we congratulate Christy Clark and look forward to her promise that she will consult industry regularly.     1. Have regular meetings with your employees to let them know the general state of the business (what percentage it is down, possibility of staff or shift cuts and how these will be done). Actively encourage sug-gestions for increasing business, reducing waste and cutting costs.

    2. While staff is your biggest controllable cost, employees are also your greatest asset. Before you lay off work-ers, look for other ways of reducing costs. Your loyalty to your staff will pay off in the long run. If you must reduce staff, remember lay off is legally the same as terminating. This means you must give paid working notice or wages (the amount increases with the amount of time employed). This is required even if you intend to call the employees back to work when business picks up.

    3. You may not be able to give pay increases or bonuses this year but you can still offer rewards to good employ-ees

    Use your corporate credit card points to buy movie passes, gas coupons or other perks and pass these to your employees.

    Give recognition a certificate of merit or thanks, a simple greeting card or bouquet of flowers can be a meaningful way of acknowledging good workers when money is tight.

    Make a (tax deductable) donation to a charity your employees choose

    Find out employees interests investing, buying a first home, personal money management, career planning, drug proofing teens, etc. Invite someone to come to speak to in-terested employees on these topics. Speakers come from banks, real estate offices, colleges, non profit groups and government agencies and are often free or very low cost.

    4. Never be tempted to cut corners by breaking the law. If you try to avoid paying wages in accordance with the Employment Standards Act or neglect Worksafe premiums you will be caught and it will cost you far more than you expected to save.

    5. Use the slow time to redecorate paint, freshen up and deep clean your restaurant. Give existing em-ployees the opportunity to do some or all of the work most people can handle a paint brush and a mop. Make it fun with contests for the fewest drips on the drop cloth and the silliest looking painting or cleaning outfits.

    6. Consider doing some of your contracted services in house. For example: If you regularly have flowers brought in by a florist, consider asking if any employ-ee has a secret yearning to arrange flowers. Give the employee a budget and let them take care of the flow-ers. Youll save money and keep an employee happy.

    7. In busy times, many restaurants discourage employ-ees from being customers because their presence dis-tracts employees on shift. Tough times call for a dif-ferent strategy. Encourage employees to bring their friends and families in. Offer generous staff discounts when employees choose your restaurant to celebrate life events.

    8. Encourage employees to use their own social net-works to bring in business. Give employees discount coupons to hand out as they consider appropriate. Make it a contest and give fun prizes or bonuses to the employees who bring in the most customers.

    9. Many employees belong to groups or organizations in need of places to meet or hold fund raising events. Offer your employees generous discounts and sup-port their charities or clubs if they choose your restau-rant as a meeting or event place. Its a sure bet some of the group will return for meals in the near future.

    10. Use the tough times to work as a real team with your employees. Your restaurant is their livelihood as well as yours. They want you to succeed. Let your em-ployees help you by being open to their ideas, sug-gestions and support.

    1. Set operating temperatures of refrigerators and freezers only as low as necessary and check regularly. This will help maintain consistent temperatures to utilize a minimal amount of electricity and keep your ingredients fresh at the same time.2. Replace inefficient fridges and freezers with ENERGY STAR appliances. They are designed with efficient components such as ef-ficient evaporator and condenser fans, anti-sweat heaters and high-efficiency compressors to help reduce energy use and energy bills substantially. 3.     1. Make it healthy & delicious. Consumers no longer hold with the conventional wisdom that a healthy meal means a flavourless one. In fact, according to the 2010 Canadian Healthy Eating Consumer Trend Re-port by Technomic, only 17 percent of Canadian consumers feel that food described as healthy does not taste as good as other options. And the Canadian Council of Food and Nutri-tion reports that taste is the number one factor in how Canadians choose the food they eat, but nutrition is a pretty close second.2. Give them the facts. Provide nutrition information, such as calories, fat and sodium, so your guests can make a healthy choice for themselves. 3. Cut calories. According to a recent study out of Penn State, almost three-quarters of restaurant chefs and owners said they could trim off 10 percent of the calories without consumers noticing the difference. 4. Give vegetables and fruit a starring role. They are the first food group in Can-adas Food Guide for good reason they are low in fat and calories, and

    high in vitamins and fibre. Load up your plates with a variety of colourful vegetables and fruit, and use fresh, local produce whenever available.5. Shake the salt habit. Salt is everywhere these days all over the news but also all over our food. Simply put, Canadians are eat-ing too much of it and most of what they are eating (almost 80 percent) comes from pre-packaged and res-taurant foods. Restaurants can cut down on the amount of sodium in their products by using lower-sodium in-gredients and using herbs, spices and lemon to more subtly flavour dishes.

    6. Make sure kids menu make the grade. Childrens menu items are often the least healthy choices. Instead of fried foods paired with pop and sugary des-serts, develop some interesting lower fat, higher fibre options that will appeal to tiny taste buds. Include colourful sides of cut-up vegetables and fruit, and offer milk or 100% fruit juice.7. Bigger is not always better. Restauranteurs have increased por-tion sizes over the years some-times by two to five times in an effort to provide more value for money. But Canadians have become savvy by

    As of March 1, 2011, the Terasen group of companies has been renamed and operating under the common name of FortisBC.Last year, Fortis Inc. announced a combined leadership structure for its B.C. operations, which in-clude the Terasen group of com-panies and FortisBC Inc. Since then, we have been working to bring our companies closer to-gether, and our move to a com-mon identity underscores our role as a leading energy pro-vider in the province. Although our name is changing, its business as usual. There is no change to the legal status of each Terasen entity and the ownership structure remains the same, operating under our Canadian parent company, For-tis Inc.     On March 16th, 2011 Premier Christy Clark announced chang-es to minimum wage laws in British Columbia. Along with the increase to $10.25/hr for general minimum wage, the Premier has introduced a $9.00/hr alcohol server wage for employees who directly serve alcohol. Starting May 1st, 2011, both wages will be gradu-ally increased over the course of a year. Furthermore, the $6.00/hour training wage will be eliminated. The General Minimum Wage will apply to employees in an unli-censed restaurant or employees in a licensed restaurant who do not regularly serve alcohol. Em-ployees such as bussers, hosts and breakfast servers who maybe tipped, but do not serve alcohol are required to be paid the general minimum wage. The alcohol server wage will apply to anyone who serves al-cohol to guests as a regular part of their job, but primarily applies to servers and bartenders.
