WASHINGTON — El presidente Barack Obama acogió la estrecha relación entre Estados Unidos y México al reunirse el martes con el mandatario electo Enrique Peña Nieto cuatro días antes de que se posesione como nuevo gobernante mexicano.
Obama elogió la “ambiciosa agenda reformista” de Peña Nieto, quien ganó las elecciones de julio, y expresó confi anza en que los dos vecinos podrán fortalecer sus lazos económicos y comerciales e incrementar la seguridad en la frontera que comparten.
Obama dijo en tono de broma que estaba celoso del vicepresidente Joe Biden, quien encabeza la delegación estadounidense que asistirá a la posesión de Peña Nieto el 1 de diciembre.
Peña Nieto, del Partido Revolucionario Institucional, felicitó a Obama por conseguir la reelección en los comicios de noviembre y dijo que esperaba con ansías fortalecer las ya estrechas relaciones entre los dos países.

Shawn Worthy admits he’s a competitive guy — and a competitive parent,
sometimes.Yet even he was fl oored when a
couple of moms he met at a pro junior golf tournament told him that their teen daughters would be entered in 30 such events this past summer.
“Why are these young ladies out on the golf course playing competitively four or fi ve days a week?” Worthy asked himself.
His own 16-year-old daughter, Soleil, of Aurora, holds down a job while participating in a few tournaments each summer. She and the other young women are good, Worthy says, maybe talented enough to play in college.
But 30 tournaments?“If you’re a future Olympian, I get it.
But for these kids who will never reach that level, that’s what I don’t get,” says Worthy, a professor at Metropolitan State University of Denver with an interest in sports psychology.
“What does it say about our culture that we go to this extreme?” he asks. “And that we push our kids to this extreme?”
It’s not just golf. Many parents, coaches and researchers see a steady upping of the ante in youth sports, with kids whose families can afford the time and cost involved playing more, practicing more and specializing in one sport at younger ages.

On Election Day, the citizens of Puerto Rico made history. For
the fi rst time, they voted for statehood.A resounding 61 percent of voters
chose statehood. The other choices were independence (5 percent) or free association (33 percent). Seventy-seven percent of the island’s registered voters participated in this all-important decision. The question is: What will happen now?
There are 3.9 million people in Puerto Rico. The legal residents are all U.S. citizens. They carry U.S. passports, and many fi ght and die in wars wearing uniforms of the U.S. armed forces. But they don’t have a vote in Congress, and they can’t vote for president.
While these citizens were voting on their future, the Republican Party on the mainland took a mortal blow from Hispanic voters. Seventy-one percent of Hispanic voters voted for President Barack Obama. In the critical swing states of Florida, Nevada, Colorado and Virginia, this group provided the crucial margin of victory.
For the fi rst time, Hispanic voters made up 10 percent of the total turnout nationwide.
President Obama, in an interview with the Des Moines Register shortly before the election, said emphatically that if he won a second term, his victory would be due to the huge Hispanic turnout for him.
And in states that Obama did not win, such as Arizona and Texas, the percentage of Hispanic voters will increase greatly and could well turn these Republican states to Democratic states in the near future.
All you have to do is to look at formerly reliably Republican California and see how large numbers of Hispanic voters have turned the tide there.
You would think that the national Republican Party would do everything it could to stop the fastest-growing minority in the United States from

becoming a sure thing for the Democratic Party.
Ricardo Aponte, the executive director of the Republican Party of Puerto Rico, made the party’s task clear to me in an interview:
“If the Republican Party rejects statehood for Puerto Rico because it has a Hispanic population, that explains and perpetuates the 71 percent who voted for Obama.”
Aponte further stated, “This is an opportunity for the Republican Party to redeem itself.”
The Republican Party has been accused of conducting itself as if it were a country club: elitist and exclusionary; not welcoming to those different from itself.
Jose Fuentes, a former attorney general of Puerto Rico and co-chairman of the Romney campaign’s Hispanic Steering Committee, summed up the election results for Hispanic Republicans: “The results were dismal.” And in an admonition for the future, he pronounced, “Unless we are able to change our message and change our tone, we will be at the
losing end of the spectrum for another 50 years.”
Fuentes pointed out the ultimate prize.
“It’s time for Congress to make Puerto Rico the 51st state.”
I am an advocate for Puerto Rican statehood. Why? First, it is fair and just. Second, I see a way for the District of Columbia to become a state.
George Washington Plunkitt, the fabled boss of Tammany Hall, sized up politics in this memorable phrase: “I seen my opportunities, and I took ‘em.” This is our opportunity.
D.C. citizens should be aware that such prominent Republicans as House Majority Leader Eric Cantor of Virginia and Sen. Marco Rubio of Florida support Puerto Rican statehood. They believe that Puerto Rico has a good chance of electing Republicans to the U.S. House or Senate.
Democrats from House Minority Leader Nancy Pelosi of California to Senate Majority Leader Harry Reid of Nevada have spoken passionately in favor of D.C. statehood.
Don’t we have the makings of a statehood deal here? Besides doing the right thing, everybody comes out a winner.
There is precedent. Remember Alaska and Hawaii? They came into the union together. (Ironically, Alaska was supposed to be Democratic, Hawaii Republican. The reverse occurred.)
D.C. Council members Mary Cheh and Jack Evans, both Democrats, have already contacted Puerto Rican elected offi cials about pursuing this joint effort. Where is Mayor Vincent Gray?
President Obama has a second chance to thank the residents of the District of Columbia for giving him such astounding support (92 percent in 2008; 91 percent in 2012) by championing this cause and making it happen.
D.C. and Puerto Rico should become the 51st and 52nd states. I really don’t care about the order — just that they both get in.

Un nuevo reporte, preparado por la Alianza
Nacional de Trabajadores Domésticos y la Universidad de Illinois en Chicago, entre otras organizaciones, afirma que los empleados domésticos viven en un “mundo no regulado” en el que son víctimas de “serios malos tratos”.
El reporte publicado el martes se enfoca en la situación de niñeras, personal de limpieza y personal a cargo del cuidado de niños o ancianos.
Barbara Ehrenreich, experta en temas de pobreza y disparidad económica en Estados Unidos, escribió en el prólogo del informe que a estos trabajadores “se les paga menos de lo debido y en muchos casos menos del salario mínimo, y con frecuencia se les paga a niveles tan bajos que no pueden adecuadamente mantener a sus propias familias”.
Además, carecen de la protección de las leyes laborales y no tienen contratos, por lo que se los obliga a trabajar largas horas o a realizar tareas físicas para las que no están preparados.
“Estas condiciones son indistinguibles de la esclavitud”, afirmó Ehrenreich,
Y aunque esa situación es conocida, rara vez es documentada, entre otros factores, por la intimidad de la relación entre el trabajador doméstico y su empleador, intimidad que se utiliza precisamente para separar a los trabajadores de quienes podrían protegerlos.
En ese contexto, las organizaciones mencionadas, junto con DataCenter, Trabajadores Domésticos Unidos (DWU, en inglés), el grupo no lucrativo IDEPSCA, La Colectiva de las Mujeres en San Francisco, el Centro Humanitario de los Trabajadores en Denver, y otras 30 organizaciones prepararon un documento de 61 páginas para “presentar una imagen de lo que significa ser un empleado doméstico en Estados Unidos en el siglo XXI”, dijo Marco Núñez, director del Centro Humanitario.
El reporte, titulado “Economía Hogareña: El Mundo Invisible y No Regulado del Personal Doméstico”, es el resultado de entrevistas y encuestas con más de 2.000 niñeras, limpiadores y personal a cargo del cuidado de niños y ancianos en 14 ciudades, incluyendo Denver. Los entrevistados provienen de 71 países. De los entrevistados, el 54 por ciento eran latinos.
“Los miembros del Centro Humanitario, el personal doméstico, y nuestros aliados en la comunidad pedimos que el personal doméstico se una para obtener las reformas necesarias”, comentó Núñez en declaraciones preparadas.
El reporte indica que los empleados domésticos “desempeñan un papel central” en la economía de Estados Unidos, pero “generalmente trabajan en condiciones subestándares”, es decir, en situaciones de explotación, abuso y aislamiento social.
Los investigadores encontraron que el pago de bajos salarios es “un problema sistemático” entre el personal doméstico, ya que dos de cada tres de los encuestados gana menos del salario mínimo establecido por ley. Y se estima que casi la mitad de los trabajadores domésticos no gana lo suficiente para mantener a sus familias.
De hecho, el 60 por ciento de los entrevistados dijo que dedica más de la mitad de su salario a pagar la renta o la hipoteca, y otro 40 por ciento dijo que por falta de recursos paga tarde servicios públicos.
La queja más común fue el no tener control sobre las condiciones de trabajo, debido principalmente a la falta de un contrato, sea escrito o incluso verbal. Además, el 91 por ciento del personal doméstico afirma que enfrentó abuso o falta de respeto en el trabajo en los 12 meses anteriores a la encuesta, pero que “no hizo nada” por temor a perder el empleo.
Ante esa situación, la Alianza Nacional de Trabajadores Domésticos (NDWA, en inglés) y sus colaboradores y aliados piden que se aprueben nuevas leyes que eliminen la exclusión de trabajadores domésticos de la protección que otorgan las actuales leyes laborales. Con nuevas leyes, los empleados domésticos podrían recibir un salario mínimo, pagos por horas extras, tiempo de comidas y otros beneficios.
Una de las maneras de lograr esos cambios sería el permitir que los empleados domésticos formen su propio sindicato, sugirió NDWA.
También se pide que se eduque a los empleadores sobre las leyes vigentes y que se tengan en cuenta las necesidades de los trabajadores, como días por enfermedad, y de sus familias.
“Tenemos la oportunidad de mejorar, material y sustancialmente, las condiciones de un sector vital y especialmente vulnerable de nuestra fuerza laboral”, concluye el resumen introductorio del reporte, afirmando que “ya es hora que los empleadores y legisladores les presten atención”.

Do you go with a real or artificial Christmas tree — and how do you
choose?Lots of folks in Colorado go with a
tree they cut themselves. But if a trip to the forest with a saw just isn’t your party, your choices are down to real and artificial.
So we grilled Doug Berard, the garden buyer for Home Depot who’s in charge of selecting merchandise for its Colorado stores. He answered a few questions from his perch in Seattle.
Q: What are the pros and cons of real trees?
A: A real tree is less expensive initially than an artificial tree, and it’s certainly a renewable resource. And disposal is relatively easy. There are a lot of communities that will come and pick up a live tree, and we have disposal bags and recommendations (for recycling or disposing of your tree). If cared for properly, it will last the season and through it to New Year’s. Traditionally, what we refer to as “cut trees” are certainly the thing.
Q: If someone loves a real tree, but hates the needles all over the floors, which species should they get?
A: The best needle retention is between Noble and Fraser firs. We don’t stock Douglas firs; they’re very susceptible to cold. Pines and balsams drop needles more. We do sell living pines (Austrian) and spruces (blue),
and they are container established. They are not susceptible to weather out there if cared for, and there’s absolutely a second use for the living Christmas trees that we sell.
Q: The advantages of an artificial tree are kind of obvious: No needle drop; you buy it only once; and if it’s pre-lit, it’s much easier. So what’s your approximate cost range on artificial trees?
A: The opening price point is going to be right around $49 for an undecorated, unlit tree; the lit ones start out around $69 or $79. We go all the way up; we carry a Martha Stewart lit tree at $199, and go up to $299 for a lit tree.
Q: What safety features should people look for on Christmas decorations?
A: Everything we carry is UL-approved, and I doubt that anyone would be selling non-UL approved merchandise. If you’re using old lights, make sure that they are UL-approed and have no exposed copper wire. And on a cut Christmas tree, never expose the ends of plugs to the water in the tree stand.
Q: And if they’re updating lights, what should they check out?
A:With LED technology, it’s a much greener tech, uses less energy and is much brighter than an incandescent bulb — and lasts much longer.
Q: What’s the one thing you’ve seen in your store that’s made you say, “Oh, I am so having that!”
A: The Maestro Mouse. It’s an interactive musical Christmas ornament. You can actually talk to the ornament and it will play music for you. We also have a remote set-up and a foot pedal set-up that will change the colors of lights from clear to multi.

u Capturan a prófugo buscado por FBI en México
LOS ANGELES — Un sospechoso de asesinato en la lista de Los más buscados del FBI subió de peso y cambió de identidad para evadir a las autoridades durante 14 años, pero su notoriedad y una recompensa de 100.000 dólares contribuyeron finalmente a su captura en México, anunció el lunes la agencia.
José “Joe” Luis Sáenz fue arrestado el jueves en Guadalajara, México, bajo sospecha de cuatro asesinatos y ahora está preso en el sur de California, anunció el FBI.
El operativo conjunto involucró a las autoridades estadounidenses y mexicanas.
En una conferencia de prensa en Los Angeles, funcionarios del FBI dijeron que Sáenz, de 37 años, había alterado su apariencia y vivía en un modesto apartamento sobre un salón de belleza cuando fue aprehendido.
Sáenz, ex miembro de la pandilla del Este de Los Angeles que alguna vez respondió a los sobrenombres “Peanut Joe” y “Zapp”, ha sido fugitivo desde que se le consideró sospechoso de dos muertes en Los Angeles en 1998.

Zulema Aracely Lindoro fue detenida la semana pasada en un retén de la Patrulla Fronteriza en San Clemente, al sur de Los Angeles, dijo Paul Carr, vocero de la organización.
Una revisión de sus huellas dactilares verificó que su visa estudiantil fue revocada en marzo por sospechas de estar vinculada con la familia de Joaquín ‘El Chapo’ Guzmán, dijeron las autoridades.

Still, as an entrepreneur of a startup company making personalized gifts (theExpressionary.com), this time of year can get extremely busy, and with that comes a certain level of stress.
While the holidays are a wonderful time of year for enjoying holiday rituals, it’s inevitable that crowded malls, worsening traffic, and too many events in too little time will wear on us.
Flanigan, 25, mostly takes the holiday stress in stride. He tries not to fret about getting the perfect gift, and he’s learned it’s OK to say no to holiday parties to avoid getting overbooked.
“When things get really rough, I breathe and meditate and count my blessings, and I’m usually OK,” Flanigan said.
Experts believe planning and adjusting expectations — as well as taking deep breaths — can go a long way in minimizing stress this time of year.
“There are the commercials, and it’s so hyped up that it should just be perfect. And that is a very unrealistic expectation,” said Dr. Pamela Everett Thompson, an Atlanta psychologist.
Thompson said family dynamics also can be tricky, with some reverting to old behaviors when they go home. That said, every year provides a new

“For instance, there’s the daughter who has worked extra jobs to help her mother maintain a certain lifestyle and the moment she walks into the house, the mom is talking about how she needs new curtains. … Instead of getting into an argument or getting on a soapbox, the daughter can pleasantly smile and say, ‘I wish I could help, but I can’t.’”
Kathleen Hall, founder and CEO of the Stress Institute based in Atlanta, said if people are feeling low, they should consider switching things up. She suggested volunteering or starting a new holiday tradition by going on a trip or decorating in a new way.
To control spending-related stress, Hall also recommended families organize holiday spending by creating a list of financial costs for gifts, as well as parties and other expenses. Be wary, she said, of emotional spending. If you struggle sticking to a budget at a mall, try shopping online or limiting your visits to a retail center to just a couple of days during the season, she said.
Thompson said it’s important to remember what makes this time of year so special, even magical, rarely comes in a box with a bow. It’s the memories — decorating the Christmas tree, lighting Hanukkah candles, singing songs around the fireplace.
“If people could focus on memories instead of creating that perfect gift, if they could focus on the laughter we share, and the reminiscing, even reminiscing over that pound cake you made which was a disaster, that is what sustains us,” Thompson said. “… Research indicates over and over and over the thing that contributes to well-being is that sense of belonging and connection to community and that we can create for free.” Meanwhile, Hall said she believes the devastation from Hurricane Sandy will make people more grounded this year.
Having a sense of gratitude can always put things in perspective, she said.
“Last year, I was feeling overwhelmed, and at the last minute, I put up a Christmas tree,” she said. “I put what I was thankful for on yellow Post-its on the tree. Then, my husband wrote what he was thankful for on turquoise Post-its. Then we put up lights. We kept the Post-it notes.”

La periodista mexicana de espectáculos Martha Figueroa
conoció a Luis Miguel la noche que el cantante cumplió 18
años. Su encuentro fue profesional y breve, pues sólo lo condujo al escenario donde el astro recibiría
un premio. Con un breve “gracias,” que
Figueroa recuerda como si le hubiera dedicado
un discurso entero, la reportera comenzó a forjar
una relación estrecha con el cantante.
Luego de seguir su carrera durante 25 años, Figueroa
decidió recopilar su relación profesional en el libro “Micky. Un tributo diferente”, que coincide con los 30 años de trayectoria del intérprete y en el que, alejada de sensacionalismos, relata anécdotas poco conocidas de Luis Miguel, que revelan su lado más humano.
“Descubrimos defi nitivamente
el Luis Miguel humano, porque de pronto nos ponen un Luis Miguel, que parece un personaje retorcido y no es retorcido. Esos que lo quieren dibujar como alguien puro y con un drama sobre sus espaldas, claro que no”, dijo Figueroa. “Los que no saben nada, descubrirán a un personaje importante. Los que crean que ya se acabó, se van a dar cuenta de que no”.
Publicado por el sello Aguilar, el libro tiene un primer tiraje de 20.000 ejemplares distribuidos en México, Estados Unidos y Perú. Con el estilo sarcástico e irónico que la caracteriza, Figueroa presenta lo que defi ne como un libro “pro-alguien” en el que asegura “no hay sangre ni tintes rojos”.
“Si el pensar que contar cosas sólo signifi ca hablar de lo muy íntimo de Luis Miguel y hablar de su familia, su esposa, sus novias, pues no. También la intimidad abarca muchas cosas. Los secretos y las revelaciones incluyen otro tipo de cosas, no nada más lo que se refi ere a eso. Y de Luis Miguel no se sabe y aquí encontrarás cosas bien
interesantes que te hacen conocer más y hacerte ese rompecabezas de quién es un ídolo como Luis Miguel”, precisó sobre el contenido del libro que en diciembre se publicaría en versión digital.
Un episodio relata una de las pocas ocasiones en que el cantante tomó “una cucharada de su propio chocolate” cuando los guardaespaldas de la princesa Estefanía de Mónaco, le impidieron acercarse a ella en el Festival Acapulco de 1991.
Luego de su fallido intento, Luis Miguel se “refugió” en el camerino del presentador Raúl Velasco, desde donde expresó que le gustaba una integrante del desaparecido grupo Garibaldi y donde reveló que una de sus canciones predilectos era “Todo mi corazón”, de Yuri.
Una de las partes más fascinantes es la vida romántica del llamado “Sol”, quien ha procreado tres hijos. Michelle Salas, al lado de la actriz Stephanie Salas; y Miguel y Daniel, concebidos con la actriz mexicana Aracely Arámbula. Sin embargo, Figueroa no profundizó en ese aspecto.

Hundreds of people from all over Cuba and several other countries came to a scruffy fi eld near Revolution Plaza this past week to preen and fuss over the shih tzus, beagles, schnauzers and cocker spaniels that are the annual Fall Canine Expo’s star attractions. There were even about a dozen bichon habaneros, a mid-sized dog bred on the island since the 17th century.
As dog lovers talked shop, the merely curious strolled the fi eld, checking out the more than 50 breeds on display while carefully dodging the prodigious output of so many dogs.
The four-day competition, which ended Sunday, included competitions in several breeding categories, and judges were fl own in from Nicaragua, Colombia and Mexico.

LA PAZ, Bolivia — Un equipo de fútbol integrado por el presidente boliviano Evo Morales derrotó el domingo 7-4 a un conjunto encabezado por Cafú, ex capitán del seleccionado brasileño.
Marcos Evangelista de Moraes, más conocido como Cafú, llegó a Bolivia invitado por la mayor cervecera del país de capitales argentinos y fue la estrella en el pequeño poblado altiplánico de Collana, a 30 kilómetros (18,60 millas) al sur de La Paz.
El gobierno y la empresa se asociaron para construir un pequeño estadio con césped sintético que Morales y Cafú inauguraron en un ambiente festivo y rural.
El equipo de Morales, integrado por oficiales de su seguridad y algunos ex seleccionados bolivianos, derrotó 7-4 al conjunto de la Cervecería Boliviana Nacional capitaneado por Cafú. Uno de los tantos fue convertido por el mandatario.

The four-time MVP was wooed by both franchises when he was cut loose by Indianapolis, but he never gave Kansas City much thought. Instead, he signed with its AFC West rival, and is now putting together one of the best seasons of his career for Denver, all while Kansas City flounders behind the revolving door of Brady Quinn and Matt Cassel.
The difference on Sunday was striking: Manning threw for 285 yards with touchdowns to Jacob Tamme and Demaryius Thomas in a 17-9 victory, the Broncos’ sixth straight. Quinn threw for just 126 yards with an interception as Kansas City lost its eighth straight game.
“Peyton Manning is a Hall of Famer,” Chiefs linebacker Derrick Johnson said. “We played pretty good as a defense most of the game, but he made a few plays, one or two more plays than we’d like him to make, and he came up with a victory.”

Pachuca announced the transfer Friday but did not provide details. Torres has spent his entire career with Pachuca, making his debut in 2006.
Torres made his international debut for the U.S.
in 2008 and played in a group game at the 2010 World Cup in South Africa. He has since been called up for qualifiers for the 2014 World Cup in Brazil.

Parents are driven by a desire to help their children stand out and the fear that, if they don’t, their kids will be left behind. To keep pace, they’re often traveling hundreds if not thousands of miles a year for games and tournaments. Some parents send their children to personal trainers, or to the growing number of so-called elite training facilities that have opened in recent years.
Often, the goal is to simply land a spot on the local high school team, an accomplishment once taken for granted. Or, a young person may try to get on the roster in the growing private club team system — an even more exclusive route that some top teenage athletes are choosing, especially when high schools cut coaches and opportunities.
“It’s an athletic arms race,” says Scott VanderStoep, a psychology professor at Hope College in Holland, Mich., who studies youth sports.
And it starts early.“It sort of spreads
throughout the community and then it reduces down in age,” VanderStoep says. “If it’s OK for 14-year-olds, then it’s OK for a 12-year-old, or a 10-year-old.”
How can this obsession with playing sports exist in a country where the Centers for Disease Control say more than a third of young Americans are overweight or obese? The juxtaposition seems unlikely, but a longstanding survey from the National Sporting Goods Association found that youth participation in most team
sports has steadily dropped in the last decade.
The number of 12- to 17-year-olds who played baseball in any kind of setting has, for instance, dropped 36 percent from 2001 to 2011, according to the survey. Basketball participation has dropped nearly 20 percent. Swimming and tackle football each dropped about 10 percent, volleyball participation 2 percent and soccer 1.4 percent.
Nonetheless, it would be oversimplifying to say the United States has become a nation of couch potatoes. Experts say many young people simply don’t have the chance to play, or resources to do so.
Some schools in cash-strapped districts have cut back on sports and physical education. And even in some wealthier districts, high school populations have grown, leaving more kids to vie for fewer roster spots.
An annual survey by the National Federation of State High School Associations shows that, in the new millennium, the number of student athletes has grown because the overall youth population also has steadily increased. But if you divide the number of athletes who play a particular sport by the number of schools, comparing 2000 to 2010, roster sizes in some sports have actually shrunk — by an average of at least one athlete per school per sport in such games as basketball, soccer, baseball and volleyball.
These dwindling opportunities have only fed the hyper-competitive atmosphere, says VanderStoep, who admits that, as a dad of two daughters who play volleyball, even he feels beholden to the system.
For his daughters, that has meant weight-lifting camps and tournaments, and seemingly

of Pop Warner Little Scholars, an international youth football and cheerleading program, says that’s a perspective he hears less and less.
In recent years, he’s watched as parents have clamored to find ways to improve their children’s athletic prowess. He says his advice to them — “don’t hire a speed coach, hire a tutor” — is often met with disgust.
“They respond like I’ve lost a few marbles along the way,” he says. “It’s not what they want to hear.”
As psychologist Wendy Grolnick sees it, that’s just parents doing what they’re wired to do — responding to a very primal instinct to protect their children and ensure their survival.
“It’s not out of a sense of living through your child or narcissism. Parents love their kids and they don’t want them to miss out,” says Grolnick.
The key is to keep it in check.
“There’s just so much competition in the air,” she says. “Very nice people are feeling this way.”

2013 ANNUAL ACTION PLAN - U.S. DEPARTMENT OF HOUSING& URBAN DEVELOPMENTPublic Notice - Adams County Board of County Commissioners invites its citizens to examine, appraise andcomment on a DRAFT copy of the 2013 Adams County, Colorado Action Plan (AP). Adams County isdeveloping its 2013 Annual AP as an update to the Five-Year 2010-2014 HUD Consolidated Plan.
Proposed activities within the AP will benefit the Adams County entitlement area and citizens who are low tomoderate income. The AP outlines planned performance to satisfy housing and community developmentgoals. The CDBG Urban County entitlement area includes unincorporated Adams County and the cities ofBrighton, Commerce City, Federal Heights, Northglenn, and the Town of Bennett. Some community-wideactivities may serve non-entitlement areas. The Adams County HOME Consortium participating jurisdictionincludes the same communities as listed above, as well as the cities of Westminster and Thornton. TheAdams County Consortium was created to leverage HOME funding to benefit the citizens within theparticipating jurisdictions.
Funding levels and project amounts are estimates and may be adjusted until final contracts are executed.Final funding awards for projects are contingent upon actual federal funding allocations received by AdamsCounty which are expected to be announced by HUD in early 2013.

Funding levels and project amounts are estimates and may be adjusted until final contracts are executed.Final funding amounts for projects are contingent upon actual federal funding allocations received by AdamsCounty which are expected to be announced by DOLA in early 2013.

All interested agencies,groups or persons wishing to comment on the Adams County HUD Annual Action Plan and/or CSBG StateWork Plan are invited to submit written comments for consideration. Copies of the Draft 2013 HUD AnnualAction Plan and the CSBG State Work Plan are available for review during business hours at the AdamsCounty Community Development office, 4430 South Adams County Parkway, Suite C1900, Brighton,Colorado, 80601 or on the Adams County Website at www.adcogov.org.
