3. REQUIREMENTS

* 3.1 Preproduction sample. Unless otherwise specified (see 6.2), a preproduc-tion sample scarf covered by this specification sh~l be submitted or madeavailable to the contracting officer or his atithorizedrepresentative foraPproval in accordance with 4.2. ‘Theapprovai of the preproduction sampleauthorizes the staxt of production but does not relieve the supplier ofresponsibility for compliance with all applicable provisions of this specifica-tion. The preproduction sample shail be manufactured in the same facilitiesto be used for the manufacture of the production item.

3.2 Materials.

3.2.1 Knitted cloth. Knitted cloth shall conform to type I, class 3 ofMIL-C-3735, except that the width and length shall conform to the dimensionsshown in Figure 1 and the color shall be sage green USAF color shade No. lY25(See 6.3).

3.2.2 Thread. The thread for all sewing shall conform to type IC2, 3-cord(ply), ticket No. O of V-T-276. The color of the thread shall be sage gree~USAF color shade No. 1509 (see 6.3).

3.2.3 Assembly.

3.2.3.1 Tubular knit fabric. The tubular 1 by 1 rib hit fabric shall havea length (walewiae) of 10-1/h inches (plus or minus 1/4 inch) and a width(courseWise) of 8 inches (Plus or minus l/b inch) when folded flat andunstretched or shall be 16 inches (plus or minus 1/2 inch) in circumferencewhen unstretched. The cut erigesshall be overcast. The tubular fabric shallthen be folded back and the two cut edges shall then be stitched together asspecified (see 3.3).

3.2.3.2 Flat knit fabric. The flat 1 by 1 rib knit fabric shall be cut to alength (walewise) of 10-1/4 inches (plus or minus 1/4 inch) and a width(coursewise)of 16 inches (P~US Or minus 1/2 inch). fil fo~ CUt edges shallbe overcast. The fabric shall be joined in length direction (walewise) asspecified (see 3.3) to form a tube. The tubular fabric shall then be foldedback and the two cou.rsewisecut edge6 shall then be stitched together asspecified (see 3.3).

3.3 Stitches, seams, and stitchings. Stitches, seams, ant?stitchings used in.—construction of the scarf shall conform to F5D-STD-751. Stitch t}~es 301 and502 or 503 and seam type SSa-2 shall be used for Joinin&,the two cut edges.Stitch type 502 or 503 znd seam tj’pe!Wd-1 shall be used for overstitching.

3,3.1 ‘lackingend backstitchin~. Thread breaks and ends of all seams andstitches, when not caught in other seam or stitches, shall be securely tackedor backstitched.

3.3..2 Stitches per inch. There snal; be not less than 6 nor rcorethan 8stitches per inch. The material shall be under maxinur stretch when stitched.

3.4 Identification of product.

3,4.1 Wool contents label. Each scarf shall be marked to conform with theWool Products Labeling Act of’1939. The legend may be included in the identif-ication label.

3.4.2 Identification label. Each scarf shall contain a label conforming totype I, class of DDD-b20. The label shall measure not less than l-3/hInches by 2-3/b inches, The scarf is inte>ded to be dry cleaned. The labelshall be sewn 1 inch (plus or minus 1/4 inch) from the se>m edge. It shallcontain the following specific information:

*The manufacturer shall include the applicable data.

3.5 Workmanship_. The scarf shall be constructed in a thoroughly workmanlikemanner. The finished scarf shall be clean and free fronlany defects that mightaffect appearance or functionability.

4. QUALITY ASSURANCE PROVIS1ONS

* 4.1 Responsibility for inspection. Unless otherwise specified inor purchase order, the supplier is responsible for the performance

the contractof all

inspection requirements as specified herein. Except as otherwise snecified inthe contract or order, the supplier may use his own or any other facilitiessuitable for the performance of the inspection requirements sveci~ied herein,unless disapproved by the Government. The Government reserves the right toperform any of the inspections set forth in the specificatio~ where suchinspections are deemed necessary to assure supplies and services conform toprescribed requirements.

~ 4.2 Preacceptance inspection.

* 4.2.1 Preproduction sample. When required, inspection and testing of the pre-production sample shall be made of the finished scar? for all provisions ofthis specification applicable to end product examination and tests.

* 4.3 Inspection for acceptance. Unless othen’ise snecified, inspection shallbe in accordance with MIkSTD-105.

* ~.3.l TestinR of components. In addition to the quality assurance provisionsof the subsidiary specifications and drawings, inspection shall be performedon components and materials liste& below for the characteristics shown. Unlessotherwise specified, inspection shall be in accordance with FED-STD-191,as applicable and the methods specified herein.

* 4.3,1.1 wool. The wool shall be examined for grade in top form by comparisonwith the applicable US Standard. In the event of dispute the wool grade shallbe determined by a Government approved width method. The unit of product shallbe one (1) yard of un@?ed top. The sample size (number of uits of products)shall be as shown in the table below:

The result of each unit of product shall be reported separately. ‘Thelot shallbe unacceptable if a single unit of product fails to meet the required grade.

* k,3,1.2 Test on cloth wool knitted. The method of testin~ specified inFED-STD-191, wherever applicable and as listed in Table I shall be followed.The p~~sical and chemical values specified in Section 3 apply tc the average ofthe determinations made on a unit of product for test purposes as specifiedin the applicable test methods. The sample size shall be in accordance withinspection level S-1, of M1L-STD-105. ‘I’heacceptable quality level (AQL) foreach characteristic shall be 2.5 test failures per 100 units. The lot sizeshall be expressed as one (1) yard each, The unit of product for testingshall be one yard full width.

* 4.3.2 Inspection of the end item.

The unit of productfor this examination shall be one scarf. ‘Thesample size shall be in accord-mce with inspection level II of MIL-STD-10~. The lot size shall be expressedin units of one scarf each. The acceptable quality levels (A!2L’s)shall be~.O for major defects and 10.0 for minor defects expressed in defects perhundred units.

* b.3.2.2 Examination for dimensions. Defects found during this examinationshall be classified in accordance with the defects shown below. The unit ofproduct shall be one (1) scarf. The acceptable quality level shell be k.Odefects per hundred units. The lot size shall be expressed in units of onescarf each. The sample size shall be in accordance with inspection level S-3of MIL-STD-105.

5. PREPA.RATIO1iFOR DELIVERY

* 5.1 ~. Preservation and packaginE shall be level }.or C as specified (see 6.2).

5.1.1 Level A. Each scarf shall be folded ic a compact mnner in accordancewith commercial practice. Six folded scarfs shall be placed in a bag made of0.0015-gage polyethylene conforming to L-P-378, The air shall be expelledfron the bag so that the packa&e is snug and tight fitting. !lothproofingshall be accomplished in accordance with commercial practice if required,

* 5.1.2 Intermediate~acka~in~. Six scarfs packaged in accordance with 5.1.1shall be placeciin am intermediate container confornin~ to PPP-B-566, PPP-B-636,PPP-B-665 and PPP-B-676, The number of units per container shall be a likeamount and governed by the limitations of the container being used,

5.1.3 Level C. Scarfs shall be packaged to afford adequate protection againstdeterioration and physical damage during shipment from the supply source to thefirst receiving acti<ity. The supplier may use his standard practice when itmeets these requirements.

~ 5.2 Packing, Packing shall be level A, L!or C as specified (see 6.2),

5.2.1 Level A. Scarfs preserved and packaged as specified in 5.1 shall bepacked in extterior-typeshipping containers conforming to P?P-B-636, type RSC,class weather-resistant. The gross weight shall not exceed the weightlimitations of the container specification, and cont~iners shall containidentical quantities. Closure and reinforcin~ shall be in accordance withthe appendix of the container specification.

5.2.2 Level B. Level E shall be the same as specified in 5.2.1, except theexterior shipping container shall be class domestic and reinforcing require-ments do not apply.

* 5.2.3 Level C. Packages that require overpacking for acceptance by thecarrier shall be packed in exterior-t-e shippinE containers in a manner thatwill insure safe transportation at the lowest rate to the point of delivery.Containers shall meet Consolidated Freight Classification Rd.es or regulationsof other common carriers as applicable tc the mode of’transportation.

* 5.3 Marking. Interior and exterior containers shall be marked in accordancetith ~L-sTD-129.

6. NOTES

6.1 Intended use. The scarf covered by this specification is intended foruse by Air Force personnel in very cold temperature zones.

6.2 Ordering data. Procurement documents should speci~ the following:
