1 . S C OPE

1.1 G enera l . This spec i f ication setsforth the minimum requirements for thepreparation of technical manuals cover -ing all ordnance and support equipment,except avionics manuals . T e chn i ca lmanuals are prepared to provide thedetailed and general knowledge requiredfor effective utilization of equipmentand systems under the cognizance of theBureau of Naval Weapons or other au-thorizing activity. In the preparationof SWOP’s, this specification supple-ments but does not replace MIL-M-20800. Manuals described herein areoperational documents, which exc ludefactory acceptance, operational or tech -nical evaluation of equipment or sys-t ems , o r procedures per f o rmed bycivilian personnel in support of Fleetequipment.

1.2 C l a s s i f i ca t i on . Th i s spe c i f i ca -t ion considers every technical manualend-product which is purchased to fallwithin four interlocking descriptive

1 .2 .3 .1 A s s e m b l y a n d T e s t (M I L -M -8 1 2 7 3 /1A) . Assembly and teut manualsare provided for use by personnelcharged with preparing and readyingequipment for Service use. They mayalso provide information on actual useof the equipment.

8 1 2 7 3 / 2 A ) . A user ’s manual stressesoperating procedures and is orientedtoward a spec i f ic task or required as -signment. A user ’s manual is fre -quently arranged in handbook style within formal textual presentation.

1 .2 .3 .3 E n c y c l o p e d i c (M I L -M -

8 1 2 7 3 /3A) . An encyclopedic manual con-tains related information on a widevariety of s imilar equipments (mines,chemical munit ions, e t c . ) . They arewritten for personnel who are requiredto select one or more i tems fromamong many such items avai lable . Assuch they summarize pertinent featuresof the equipment. They also are usedto document simple items which arenot complex enough to require individ-ual manuals. In this latter case, oper -ating and assembly procedures may berequ i red .

1.2.3 .4 W e a p on S y s t e m (M I L -M -8 1 2 7 3 /4A) . A weapon system manualprovides the in formation required tounderstand the operational concepts ofa complete weapon system. Ta c t i ca l o rstrategic uses are covered, as are lo-g i s t i cs , operat iona l chara c t e r i s t i cs ,

3. R E Q U I R E M E N T S

3.1 G e n e r a l . This sect ion providesa compilation of requirements whichshall apply to all Technical Manualsprocured under this spec i f ication. In -c luded are requirements for presenta -tion of subject matter, editorial styleand format, physical and mechanicalcompos i t ion , and i l lus t ra t ions . A l so

inc luded is a summary of security re -quirements as they apply to prepara-tion and handling of manuals.

3.2 T ype (Sub je c t Mat te r ) Requ i re -m e n t s . Type requirements de f ine thescope, and basic outline of subjectmatter of the claases of technical man-uals procured under this spec i f ication.Type requirements are provided as apart of this spec i f ication (MIL -M -81273 /1A through MIL -M -81273 /7A) . Un -

less a spec i f ic contract or procurementdictates otherwise, the type require -ment or requirements specified in thecontract shall take precedence over anyother requirements. When two or moretype requirements are necessary, toprovide adequate coverage of complexsubject matter in a manual, areas ofoverlap between type requirementsshould be resolved and clarified in theprocurement contra c t .

3.3 Ed i to r ia l R e qu i rements . Style ofwriting, English usage, grammaticalconstruct ion, format requirements oftext presentation, and conventions oftechnical manual presentation are sum -marized in the following paragraphs.

3.3 .1 Editorial Style and Develop -ment of Text. Style of writing and themethod of development of textual ma-terial shall conform to the followingguidel ines :

3.3.1.1 A l l text should be written inthe most specific and factual style pos-sible, consistent with the complexity ofthe sub ject matter. The text shall bewritten in a straightforward literarystyle which does not call attention toi t s e l f .

the same or s imilar meaning. Jargonshould be avoided.

3 . 3 . 1 . 3 Ab bre v ia ted and t e r se s en -t en ces , while pre ferable to overly com -plex and lengthy sentences, should notbe employed extensively in descriptivetext.

3 .3 .1 .4 In g enera l , sub je c t mat te rshould be arranged so that the textproceeds from the general to thes p e c i f i c . A chapter mi ght be o rgan -i z ed to p resent b road , g enera l i z eds ta tements o r con cepts o f the opera -t ion of an equipment and then proceedto the de ta i l ed des c r ip t ion o f i t s c i r -cui t ry . A de f inite statement of pur -po se o r content sha l l be p la ced onthe beginning b f each chapter andprinc ipal subdivis ion.

3.3.1.5 The content of the technicalmanual shall be divided logically byvolume and part (if required because oflength or complexity), chapter, section,and as many additional levels of sub-ordinate headings (Prime, secondary,th i rd o rder , e t c . ) a s r equ i red . Break -down by section is not mandatory,section heads are used to divide a chap-ter into two or more clearly indepen-dent subchapters. Ample des c r ip t iveside heads for paragraphs and otherSubdivisions should be provided tofac i l i tate the location of spec i f ic in for -mat ion . Details of format used forheadinge are provided in Section 3.5.

3.3.1.6 At least two subordinateheads shall appear beneath any superiorhead ; otherwise, no further breakdownbeneath the level of the superior head-ing shall be used. Fo r e xample , a tleast two or more third order headswill appear beneath a secondary head ifit is necessary to further break down

the subject matter covered by the secon-dary head.

3 . 3 . 1 . 7 One o r mo re s en ten ces o fdescriptive text should be used afterany heading before proceeding to asubordinate heading.

3.3 .1 .8 The depth of coverage anddetail of the text should reflect theeducation and training level of the user.The level of training of the intendeduser shall be stated in the introductionof the manual as indicated in the TypeSpe c i f i cat ion .

3.3.2 Grammat i ca l Const ru c t ions .Grammatical usage shall conform to the following guideline:

3 .1 .3 .1 N o m e n c l a t u r e . N om e n c l a -ture is divided into two categories,official and unofficial. The off ic ial

nomenclature (as indicated on assignedLD ’s , nomenc lature assignment sheets ,etc.) shall be used on first encounter.Unoff ic ial nomenc lature consists of ashortened or abbreviated term or thenomenclature usually associated with apiece of equipment. The princ ipal useof unofficial nomenclature in manualsis to conserve space or c lari fy con fus -ing des i gnat ions (see 3 .3 .3 .1 (e ) ) . Thefollowing rules shall govern the use ofnomenclature in a technical manual.

a . O f f ic ial nomenc lature, when used,shall be written as follows:

d. Items not bearing a Mark and Moddesignation shall have, as their officialnomenc lature, the nomenc lature ap -pearing on the associated drawing and

e . When the nomenclature appearingon the drawing and LD is not sufficientlydes c r ip t ive , a modifier may be used indescriptive writing. For example, anitem designated officially as housingmay be described as the potentiometerhousing, thus differentiating it fromother housings described concurrently.

f . When unof f ic ia l nanenc lature isused to describe an item, the same

ature designation should benomen c luse consistently throughout the appli -cable portion of the manual.

g . Materiais such as hydraulic fluidsand lubricants shall be identified byname and part number or other Govern-ment Spec i f ication Number. I f anacceptable alternate material exists , i tshould be listed for emergency use.

h. Manu facturer ’s names and brandnames shall not be used (other than asspec i f ied for repair parts l ists ) unlessthey are required to differentiate be-tween two similarly identified itemswhich are not identical. Fo r e xample ,an equipment may accept either one oftwo power supplies. Both may haveidentical inputs and outputs and bemutual ly interchangeable . However, i fthey differ in internal construction,maintenance, calibration, etc . , i t maybe necessary to provide the brand ortrade name to distinguish between them.

i . In instances where material iscommer c i a l l y p rocured , a comple teidenti f ication by manu facturer ’s desig -nation catalog number, etc . , shall besupplied. When l ist ing commerc ial ly

procured material as a requirement forper forming a task, the words or equiv-alent shall be placed in parenthesesafter the name of the material.

3 . 3 .3 .2 A b b r e v i a t i o n s . A b b r e v i a -tions shall conform to the followingstandards :

a. All unusual and nonstandard ab-breviations shall be spelled out uponfirst encounter followed by the abbre-viation in parentheses. The sameabbreviation shall then be used through-out the manual.

b . Re ferences shal l be abbreviatedwhen in parentheses (Fig. ; Para. ; Vo l . ;etc.) and spelled out when not in paren-theses .

c . In tabular presentation, wherespace is at a premium, designations asin paragraph (b) may be abbreviated.

3.3.3 .3 Cap i ta l i za t ion and Pun c tua -t i on . The following standards shallgovern the use of capitals and punctua-t ion marks.

d. Quotat ion marks should be avo ided.items using alphabetical letters for de-scription shall not use quotation marksbut shall use the hyphen (e.g., O-ring;A - f rame ; I -beam ; C - c l amp ; e t c . ) .

e . The words Vo lume, Chapter ,Se c t ion , e t c . , shall appear in initialcapitals when used for reference in thetext.

f . Contro l des i gnat ions , when re f -erenced in procedural text , are nor -mally written in full capitals (see3.3.3.5(j)).

g . Commas should not be used be-tween hyphenated phrases (e.g . , 115 -vo l t 400 -cyc le three -phase power ) .

3 . 3 . 3 .4 U s e o f N u m e r a l s , S y m b o l s ,and Mathemat i ca l Express ions . Thefollowing standards shall be used in anynumerical or other mathematical ex -press ion :

a. Numbers less than 10 shall bewritten out. Numerals should be usedto express quantities of 10 or greater.

a. The first letter of each word of b. A sentence should not begin with aof f ic ia l nomenc lature shal l be capita - quantity expressed in Arabic numerals .l i z ed . Unoff ic ial nomenc lature, even I f necessary, the sentence should be re -though derived from off ic ial nomenc la - organized so as to place the numeralsture, need not be capitalized. (See elsewhere ; i f not possible , the numeri -3 . 3 . 3 . 1 ( a ) . ) cal quantity should be spelled out in words.

b. The fo l lowing terms shall be c . When used in frequently, Greekcapitalized; no period shall be required: letter . and other short symbo ls should

be spelled out. For example, in de -AC, DC, VAC, CF (constant scriptive text, the term delta tau isf requen cy } , CPS , VD C, R MS, R C. preferable to ; 22 kilohms is prefer-

able to 22 .c . Re ference designations shall be

capitalized; no hyphen or other punc- d. Symbols should be used where thetuation shall be required (e.g. C19; full name designation would prove bulkyR23; Q17; T1). or con fusing.

e. Complex equations and mathe -matical proofs should be avoided in allbut highly spec ial ized manuals . State -ments in English may be substitutedfor equations and proofs in cases wherethe explanation can be simplified by sodo ing.

f. In the presentation of a series off o rmulas , equat ions , e t c . , A rab i c nu -merals may be assigned sequential ly toeach expression to s impli fy re ferenc ingand proofs.

g . When possible , explanations in -vo lv ing mathematics more complexthan trigonometry should be avoided.In all cases, the level of mathematicsshall not exceed the level of trainingand experience of the user, as spec i f iedin the procurement document.

h. I l lustrations should be used tosupplement complex tr igonometricexplanations.

i . In descriptive text , the symbo ls+, - , ±, and • ( for degrees ) may beused. Percent and units of measure -ment (inches , feet , etc . ) shal l alwaysbe written out in text; however, thesymbols may be used in tabularpresentation.

j . Consistency in the use and mean-ing of symbols throughout the manualshall be maintained.

3 . 3 . 3 . 5 Conventions of FormatP r e f e r e n c e s ) . The conventions whichgovern the presentation of textualmaterial in the technical manual are asf o l lows :

a . Figure and table re ferences shouldbe adjacent to the appropriate figure ortab l e where v er pra c t i ca l . Ex cept ionsmay be made in the case of foldout

master schematics, funct ional blockd i a g r a m s , e t c.; these may be placed atthe end of a section or chapter so thatthey may be unfolded and utilized con-tinuously for reference throughout thepreceding material . Where the numberof illustration pages exceeds the num-ber of text pages, it may be desirableto place all illustrations together in aseparate sect ion, chapter, etc .

b . Figures and tables shall besequentially numbered with compoundnumbers within chapters. Fo r e xample ,Figure 5-17 connotes the seventeenthillustration in Chapter 5.

c . Pages within a chapter shall benumbered sequential ly from the f irstpage of a chapter, using compoundn u m b e r s .

d. Appendices shall begin with theletter A , and continue sequentiallythroughout the alphabet. Pages withinthe appendix shall be designated A-1,A -2 , B -1 , B -2 , e t c .

3.3.3 .6 C on v e n t i on s o f F o r m a t(Sa fety ) . Cautions and warnings shouldbe used sparingly because of theirspecial importance to the user of themanual . The following guidelinesgoverning safety precautions shall beused :

a . Cautions shall be used to callattention to a procedure which, if notfo l lowed exact ly , can lead to damage ordestruct ion of equipment. They alwaysprecede the applicable portion of thetext. Format of the caution shall be asindicated in 3.5.

b. Warnings shall be used to callattention to dangerous or hazardouscondit ions inherent in procedural in for -mat ion . They always precede theapplicable portion of the text. F o r m a tshall bc as indicated in 3.5.

c . The criterion to be used in di f -ferentiating between a warning andcaution is one of physical injury to theperson per forming the procedures inthe text. If both damage to equipmentand personal in jury may occur, awarning shall be uoed.

d. Cautions and warnings do notusually appear in descriptive orgeneral ized text ; they are reservedfor procedural portions of the textin which the user wil l be per formingthe crit ical procedures.

Minor solenoid: The solenoid associated with each magnetometer. Itsfunction is to produce a field whose polarity and strength balance the externalmagnetic field ar seen at the magnetometer. Magnetometer coils 1 and 2normally connect to the minor solenoid.

Gradient control circuit: A circuit which compensates, by means of avariable current fed to the minor solenoid, for the effects of localized mag-netic gradients present at each magnetometer coil.

For purposes of analysis, the magnetometer control system may be dividedinto five basic sections: the ambient field compensating circuit (the majorsolenoid); the excitation circuits; the measuring circuit; the gradient compen-sation circuit; and the deperm process monitoring circuits. Of these, themeasuring circuit. the major solenoid, and the deperm process monitoringcircuits are common to all magnetometers. The excitation circuits and thegradient compensation circuit are physically and functionary associated withindividual magnetometer coils. These basic circuit areas delineated inthe simplified schematic, Figure 3-4.

AMBIENT FIELD COMP ENSATING CIRCUIT. The ambient field compen-sating circuit consists of ALL (normally 96) major solenoid coils connected inseries and powered by the two regulated power supplies shown in Figure 3-4.The output current from the power supply is adjusted by means of the coarseand fine variable resisbro for all major solenoid coils. Gradient in theambient field as seen at individual magnetometer. are compensated by meansof the gradient compensation circuit described later.

Exaltation CIRCUIT. In Magnetometer Mk 6, the excitation circuit con-sicts of six coils and two non-linear thyrite resistive elements forming thebasic magnetometer circuit discussed in the previous sub-section. A total ofsix excitation coils are used in each magnetometer; these coils shown in Fig-ure 3-4 as LIA, B, and C, and LIA, B, and C, correspond functionally withthe two coils L1 and L2 of Figure 3-1. The coils designated B and C (Fig.3-4) serve to saturate their respective cores on each half-cycle. The coilsdesignated “A” provide the differential which drives one half of the circuitfurther tnto saturation tin the other.

To further this effect, the two non-linear thyrite elements, recistors whosevalue varies inversely with the current through them. are placed in serieswith LIA and L2A. These two elements, TH- 1 and TH-2, increase the dispar-ity of current flow through the two halve. of the circuit by presenting a de-creasing resistance to the coil, whose impedance is already decreased due tosaturation. The oppsite effect takes place in the other half of the circuit;the thyrite element in this case presente in increased resistance to the coilthrough which the lesser current flows. The two thyrite elements thus servetm “amplif y“ the current disparity by introducing an additional non-linearfunction in the circuit. The current flow over one complete cycle through oneexcitation coil will. therefore, resemble that down in Figure 3-5. As notedin the theoretical discussion in the previous sub-section, a high degree of

THEORY OF OPERATION. Fuzes inthe M900 series are initiated electricallyfrom either DC or DC/RF from the de-livery aircraft. Additional mechanicalsafety is provided in flight by an armingwire which io secured to the sleeve ofthe Mk 26 Safety Device.

Figures 2-3 and 2-4 are schematic-of fuzea M990C ad D, and Fuse M990E,respectively. Circuit differences in theC and D are indicated by the shadedareas on figure 2-3.

As noted above, -C, -D, and -E fusesare RF-initiated while the numberedmods (-D1, -D2, -E1, and 1E2) areDC-only initiated. (RF operation doesrequire a DC component however.) RFoperation allows pilot selection of arm-ing and functioning delay times as afunction of the RF frequencies fed to thefuze from the oscillators of the AWW-1Fuze Function Control Set.

RF OPERATION. Operation with RFis as follows:

DC and RF voltages are appliedsimultaneously at the input of thefuze (figure 2-3). The DC comp-nent immediately charges the ca-pacitor associated with squib S8.When charged, the capacitor actu-ates squib S8, thus isolating thefuze from further input. CapacitorsC1 and C3 are also charged.

One or more RF components arecoupled to the tuned LC circuitsacroe o the input transformer; thespecific tuned circuit which is ac-tivated is, a function of the fre-quency of the RF component.

AS shown in figure 2-3, each tunedcircuit is associated with one of thesquibs S1 through S6. When thecircuit is actuated, the associatedsquib is blown and its switch(shown by means of the brokenlines) is thereby operated.

Resistors R1, 2, 3, and 4 controlthe time constant discharge rateof C1 and the associated chargingrate of C2. When C2 is ckrged tothe operating level of Thryraton

V1, the tube fires, causing thearming bellows to operate (figure2-5) (various combinatins of R1,2, 3, and 4 will provide the appro-priate arming delay time as indi -cated in table 2-3).

After the arming bellows have op- operated the rotor, the fuze is fullyarmed and all switches are in po-sition for detonation.

Upon impact, the trembler switchesare subjected to the required Gforces and close, thus completingthe firing circuit to the detonator.Depending on the functioning delayset into the fuze, the dischargetime of C3 is determined by re-sistors R5, 6, 7, 8, 9, and 10 asindicated in table 2-3. When C4has charged sufficiently, Thryra-ton V2 fires. With the firing ofV2, a live circuit to the detonatoris completed and the firing functionit initiated.

DC PRESELECTION. With DC-onlyoperation, the function of the fuse is.slightly less complex. As noted previ-ously, Fuzes D1, D2, E1, and E2 are“preselected. ” That is, the varioussquibs required to produce a succinctarming and functioning delay time arefired at the depot prior to issue. Thus,only the DC component is required toinitiate the fuze. Other than this pre -firing of squibs, operation is identicalto that described above.

Preslection of any fuze is accom-plished by pre-firing those squibs whichwill provide the aarming times shown intable 2-3. This is performed only at thedepot level and is not an authorized fieldmodification.

A change to a manual con-sists of the issuance of supplementalor corrected pages which are physi -cally incorporated in an existing editionof the manual and/or instructions forpen and ink changes. A revision (see3.5.7 ) is a complete reissue of al lpages of a publication and is advisablewhen the total number of change pagesapproach is 60%.

WARNINGS

The voltage used in the vacuum pump is dangerous and may be fatal ifcontacted. Make certain that power to the eiectrically operated vacuumpump is disconnected before any maintenance is performed. Pages4-1. 4-7.

Cleaning solvents are flammable and should be used sparingly and in awell-ventilated area. Make certain that no sparks, open flames, orother sources of ignition are present. C o p i e s . When authorized by the Pro-curing Act ivity, r e d u c e d - c o v e r a g ewriter ’s dra fts and review manuals maybe submitted. This option is generallyinvoked for equipment and systemmanuals for which the hardware is in adevelopmental stage or when unexploredareas of knowledge or applications arebeing investigated. In pro jects of thisnature, there is a wide -spread timescale involved in the phases of develop-ment such as to render obsolete much ofthe material general generated in theearl ier phases of the program.

3. 7.3.1 Depth of Coverage. Thereduced -coverage option al lows less thancomplete technical description in all

areas of the manual. Organization,how e v er , should parallel the final prod-uct insofar as this is possible at thetime the dra ft copies are prepared. Ina redu ced - c ov erag e manua l , p rocedura linformation is presented in skeletalf o r m . The intent of the procedure isgiven in sufficient detail to allow cogni-zant engineering and technical personnelto evaluate the l ccuracy and adequacy ofthe procedure. Funct ional descriptionsare l imited to “black -box” coveragewith no requirement to present specificvalues of components, to lerances,w a v e f o r m s , e t c . In all areas wherespec i f ic in formation is unavailable, acomplete statement of proposed coverageshall be made.

In the writer ’s draft, theprocedures gene rally are written in amore passive -vo ice style . 4 . QUALITY ASSURANCEPROVISIONS

4 . 1 R espons ib i l i t y o f Supp l i e r . Thesupplier shal l be responsible forinspection of all drafts and end productsprepared under this Specification toensure technical accuracy and compli -ance with the standards set forth inthis document. This inspect ion shalltake place prior to submission ofmaterial to the Procuring Act ivity.

4 .2 Materials to be Reviewed.Unless modi f ied by the Procuring Docu -ment, we supplier shal l conductreviews of the following draft or reviewdocuments prior to the submission ofthe end product required.

4.2.1 Outline. Outlines shall bedesk reviewed to ensure con formitywith the general provisions of thisspecification and the manual typerequ i rement .

4 .2 .2 W r i t e r ’s Dra f t and Rev iewDraft. Writer’s draft and review draftsshall be checked for conformity withthe outl ine, general editorial style ,content of illustrations and technicalaccuracy with respect to the subjectmatte r. The draft shall be clearlymarked to indicate its status as reviewmaterial only, thus restrict ing itspossible use by the Fleet as an opera-tional document.

4 . 2 . 3 P r e l i m i n a r y C op y . D e p e n d i n gupon the specific requirements of theProcuring Document, the Prel iminaryCopy may be (1) of a standard equal tothat of the formal manual, or (2) lessthan complete with respect to format,layout, quality of l rt, etc. It may alsobe less than complete technically if allhardware is not available. Thetechnical cove rage of the manual shallre f lect the design characteristic of al lavailable hardware at the specifiedengineering cut -of f date for Prel iminaryD ra f t s . If the standard is that of theformal manual , the requirements inparagraph 4.2.4 shall apply. I f lessstringent standards are spec i f ied, i tshall be checked editorially and typo-graphically l s described in paragraphs4.3.la, b, d, and e. An on-site review,according to 4 .3 .2 , shal l be conductedi f required.

4 . 2 . 4 F o r m a l M a n u a l . T h e f o r m a lmanual shal l con form to a l l spec i f ica -tions set forth in Section 3. Deskreviews (4.3.1 ) and on -site reviews( i f required by sub ject matter ) (4.3.2 )shal l be employed to ensure compliance.

4 . 3 T y pes o f R e v i e ws . Two types ofreviews shall be employed to ensurequality and accuracy : the desk reviewand the on-site review. Supplier shallbe responsible .

4.3.1 Desk Review. The deskreview shall be performed at all stagesof manual development. It shall con-sist of a meticulous reading of allprepared text and examination of allart to ensure compliance with require -ments of the specification and Procur -ing Document. The desk review shallevaluate the fo l lowing characterist ics :

c . Graphic Quality . The quality ofart prepared for the manual shall bechecked for compliance with thestandards in 3.4.

d . Correct Incorporation of Com -m e n t s . The desk review shall ensurethat comments from previous dra ftshave been incorporated into the manualand are in context with existing text.

c . Te chni ca l Accura cy . T he manua l shall be checked to ensure that alltechnical material is accurately de -scribed and is current up through thecut -of f date spec i f ied in the Procure -ment Document.

f . Compliance with Format. Themanual shall be checked to ensurecompliance with the format and layoutrequirements in Sect ion 3.5.

4 . 3 . 2 On -Si t e R e v i e w . T wo on - s i t ereviews are general ly required. T h e s eare operational checks of proceduralinformation contained in the manual andare required only for manuals whichare equipment -oriented.

a . Val idation. Val idation is con -ducted by the Manual-SupplyingActivity to ensure that all proceduralin formation is correct and understand -able . A l l assembly, hookup, wiring,

preparato ry , and operational proceduresshall be performed as described in thedraft copy of the manual, using theequipment described. D i s c repan c i e sshal l be corrected be fore issuance ofthe Prel iminary Copy.

b . V e r i f i ca t i on . Vereification shallconsist of the same procedures asvalidation but shall be conducted by ateam consist ing of representatives ofthe Procuring Activity, the SupplyingActivity, and technicians (civilian orFleet personnel) not previously involvedin preparation of the manual. A l lprocedural steps shall be per formed bythese technicians while the remainderof the team acts as observers and notesd i s c repan c i e s and e r ro r s . TheSupplying Activity shall supply bothtechnical writers and design personnelwho are directly concerned with thepublications and equipment. Formallyagreed -upon and corrected proceduresshall be generated as a result ofverification and incorporated into thetext of the manual.

c . V e r i f i ca t i on S ch e d u l e s . Aschedule of veri f ication requirementsshall be supplied to the ProcuringActivity prior to verification as indicatedin Procurement Document. It shall listthe following information:

d. Supplying Act ivit ies Responsibi l -i t i e s . It shall be the responsibility ofthe Supplying Activity to arrange for thestaging of verification and to coordinatethe same through the Procuring Activity.Where the Supplying Activity is a primecontra c to r , supplying both equipmentand documentation, the supplier willprovide the Procuring Activity with theproposed veri f ication schedule andacknowledge compliance with therequirements l isted under paragraph c .The Supplying Activity shall also arrangefor equipment and all supporting testingand handling gear to be l vailable and ingood working condit ion. The ProcuringActivity will coordinate the efforts of allparties concerned and arrange foravailability of personnel listed inparagraph b. The Procuring Activitywill then provide the Supplier with anapproved staging schedule as modifiedby t ime and c ircumstance.

Where documentation only is provided,the Supplying Activity shall determinethe availability of equipment andpersonnel and notify the ProcuringAct ivity of the proposed veri f icationschedule and requirements listed underparagraph c .

When directed by the ProcuringAct ivity, the prime contractor shallundertake to provide the equipment,too ls , and personnel required underparagraph c and notify the ProcuringAct ivity of avai labi l i ty . The ProcuringActivity will coordinate the efforts ofall parties and provide to each anapproved modi f ied veri f ication scheduleand agenda.

It shall be the responsibility of theSupplying Activity to inspect andapprove the fac i l i t ies provided. Wherediscrepancies that would tend to inter -fere with thorough verification arenoted, the Supplying Activity shallsubmit a written list to the ProcuringAct ivity. The Procuring Act ivity shall

then take such correct ive measures asdeemed necessary to permit veri f icationto proceed expedit iously.

e . Repo r t o f Ver i f i cat ion . A reportshall be made to the Procuring Activitystating results and recommendations.

4 . 4 Ac c e p t a n c e . The ProcuringActivity shall be the sole agent indetermination of quality of materialprepared under this spec i f ication.Completed material shal l be acceptedby an official representative of theProcur ing Ac t i v i ty .

5 . PREPARATIO N FO R DELIVERY

5.1 The supplier shall ship al lmaterial to the Procuring Activity asspec i f ied in the Procuring Document.

5.2 Unless otherwise spec i f ied by theProcur ing Ac t i v i ty , s tandard commer c i a l -quality packaging practices shall be usedin packing of material for shipment.Packaging shall be such as to ensureacceptance by common or other carrierfor safe transportation at the lowestrate to the point of delivery. Mater ia l sshall be packaged flat in cartons withfiller to hold the material tight and stable.

5.3 The outside of each shippingcontainer shall have a label affixed toone end. The label shall contain thefo l lowing in formation :

6.2.1 Sub ject Matter Spec i f ication.The type (sub ject matter ) spec i f icationas required in 3. 2 and provided in theAppendix should be called out. Wheretwo or more spec i f ications are requiredfor a single publication, areas ofpossible con f l ict should be determinedand reso lved.

6 .2 .2 Le v e l o f Sub je c t Mat te r . Theeducational level of the intended user(high schoo l graduate, co l lege orMilitary Academy Graduate, A-schoo ltraining, etc. ) should be defined in

6.2.3 Typography The Procur ingActivity should specify typographic andproduction requirements for the endproduct as required in paragraph 3.5.1.

6 . 2 . 4 Paragraph Number ing .Paragraph 3 .5 .4 . 1 provides options forthe use of numbered paragraphs through-out the publication. If it is determinedthat this option is desirable, the affectedchapters , vo lumes , e t c . , should becalled out.

6 . 2 . 5 C l a s s i f i ca t i on . T h e c l a s s i f i ca -tion of the overall manual is providedto the contractor. I f i t is desired tosubclassify individual portions of thepubl ication, the intent to do so and thenecessary criteria should be provided(see 3 .6 .2 ) .

Formal. Copy- Manuals which havebeen prepared to support productionequipment.

Interim Changes. Interim Changes—are issued when Fleet requirementsdemand that corrected or additionalinformation be provided to manualholders without the delays inherent inproducing a permanent printed change.

Interim Copy or Interim Product . Amanuscript or publi cat ion i s sued f o rreview or interim use and written tothe standards required by thisSpec i f ication.

Spe c i f i cat ion , the word manual is not establishment which is the purchaser ofrestricted to a single manual under one a document covered by this Specification.cover; the manual may consist of anumber of parts or vo lumes.

Naval Message Change. A NavalMessage Change transmits essentialin formation invo lv ing sa fety, rel iabi l i ty ,o r e f fe c t i veness . Since NMC ’s aretransmitted by Naval Speedletter orNaval Message means, they includeonly minimal textual changes.

Out l ine . A document defining theproposed content of a publication dawnto a level specified in the ProcuringDocument . It is generally required bythe Procuring Activity prior to thecommencement of writ ing. The outl inealso consists of a proposed list ofillustrations keyed to the text, adescription of the proposed type ofi l lustration (hal ftone, l ine, etc . , s izeand content). The outline also providesan estimated page count and details thetype of coverage planned for eachmajor breakdown in the text.

P a r t . A part is an arbitrary desig-nation which may be any of the following,depending upon the context in which itis used: (1) a portion of a volume boundunder a separate cover ; (2) a portionof a volume bound within another partunder the same cover; (3) a portion ofthe complete manual when the completemanual is bound under one cover.

Prel iminary Copy. Manuals of arelaxed format which contain all textand illustrations required for reviewin the val idation /veri f ication process.Such manuals should be prepared as faras is feasible to provide for ready con-version to formal manuals.

Procuring Act ivity. The agency, f ie ldcommand , l abo ra to ry , o r commer c i a l

Procur ing Document . A contra c t o rother formal requirement originated bythe Procuring Act ivity which require.the supplier to provide l documentcovered by this Specification.

Product ion Standards. A quality andformat of printing, layout, composit ion,and binding as defined in Section 3.5unless otherwise designated by theProcurement Document .

Repr in t . A reprint is a second orsubsequent printing run of a publicationwith no alteration from the previousprinting.

Review Dra ft . A Review Draft of anon-equipment oriented manual servesprimarily as a document for technicaland editorial review. A Review Draftmay also be based upon equipment whichhas reached a firm design stage.Procedural steps are checked againstequipment when avai lable , or spec i f icstatement shall be made in the textwhen this is not possible . I l lustrationsare complete but are usually preparedaccording to relaxed art standards.Where text is not available, a clear,definitive statement of the proposedtext is inc luded. Review is general lyconducted by technical developmentalpersonnel , BUWEPS, and selected f ie ldand Fleet activities.

Supplement. A supplement is aseparate manual which providessupplemental information to thatprovided in the basic manual. It mayprovide supplemental information on aseparate usage of the equipmentdescribed in the basic manual, orspec ial ised in formation not requiredfor al l users. Frequently, the
