Devolution Programme • Rail

• Bus Market Reform

• Highways Reform

Page 66: Fbe Transport presentation

Highways - Context

• MoU signed with HE • Joint GM Highways Investment and Strategy Board

• Joint long-term infrastructure planning in support of growth priorities

• Management of the Key Route Network by TfGM on behalf of GMCA

• Shared services opportunities for highway authorities

Page 67: Fbe Transport presentation

Highways Reform

• GM largest economy in the UK, outside of London

• Well managed network is vital to growth – 1.6 billion trips each year by car, bus, taxi, cycles, motorbikes, pedestrians

• Over 10,000km of highway in GM (A & B roads 1,200km)

• 2,250 traffic signals, including 985 pedestrian crossings

• 10 highway authorities and one Highways Agency (motorways)

• Congestion costs GM £1.3bn/yr

Page 68: Fbe Transport presentation

• Management of KRN by TfGM • The proposed KRN

encompasses about 650km of network,

• 7% of all local authority roads, • 48% of A and B roads in GM,

but carries 64% of all traffic on A and B roads.

• KRN supports the critical mass of daily commuting and logistics movements,

• KRN has a greater strategic economic importance of this network at a GM level

Proposed Key Route Network (KRN)

Getting ready for HS2

Page 70: Fbe Transport presentation

HS2 - Stations • Building the case for stations that stand the test of time:

• Commitment to “one station design”, transformational integrated transport and regeneration scheme.

• Capacity for integrated growth.

• Maximising the growth potential:

• “Single dedicated partnership” – to champion the transport and regeneration Growth Strategy.

• Effective & robust local governance and delivery solutions that are supported by a national framework.

Page 71: Fbe Transport presentation

Enhancing Connectivity between the North’s city regions, within the North’s city regions and to international gateways and London needs as an integral part of our strategy to accelerate the North’s economic growth.

• High speed trans-Pennine connections and European style cross city networks.

• New freight and logistics terminals.

• Highways investment to complete the national network in the North.

HS2 – One North (HS3)

Page 72: Fbe Transport presentation

Procurement at TfGM

• Approach to Market - Frameworks, OJEU, and

the Chest. Use market sounding where possible. Will consider consortia.

• Selection criteria – normally Most Economically

Advantageous. Clear on selection evaluation.

• Form of Contract – normally NEC 3, tending

towards D&B, consider lump sum or target cost.

• Risk – Prefer it sits where most appropriate/best managed.
