Tacoma City Council is scheduled to vote this week on whether to sell a former police station in the McKinley Hill Business District to Chuckals Of� ce Products.

The 6,500 square foot building on 26,000 square feet of land located at 3524 McKinley Avenue East was declared surplus property in January, three years after the Tacoma Po-lice Department's Sector Four Substation re-located to a new facility in the city's Stewart Heights neighborhood. At the time, City of Ta-coma staff met with members of the Eastside Neighborhood Advisory Council and the Dome Top Neighborhood Alliance to discuss how new ownership could best serve the neighborhood.

The property was appraised at $335,000. The City of Tacoma issued a request for pro-

posals in April, received some interest, but "did not receive any responsive proposals by the June 4, 2013 due date," according to an Oct. 11 memo prepared by Interim Public Works Director Kurtis D. Kingsolver. In July, the city hired real estate broker Kidder Mathews to market the property, but failed to receive any bids by the Sept. 3 deadline. The minimum bid was lowered to $285,000 and the property was put on the market again. This time, the city received two bids.

An advisory committee consisting of city

staff and members of the Eastside Neigh-borhood Advisory Council and the Dome Top Neighborhood Alliance met earlier this month to review the proposals. According to King-solver, one plan called for selling the build-ing to Chuckals Of� ce Products so the com-pany could relocate from downtown Tacoma. Another plan called for selling the building to the Making a Difference foundation so the organization could moved the Eloise Cooking Pot Food Bank to the new building, as well as create the McKinley Hill Business Center and McKinley Hill Business Accelerator.

"Overall, the selection advisory committee felt that Chuckals would be a good � t for the neighborhood, would provide a direct commu-nity bene� t by siting an established business in an emerging business district, and that a for-pro� t commercial use was most consistent with the City's neighborhood's [sic] goals and economic development goals," noted Kingsolv-er.

On Oct. 8, the committee formally recom-mended selling the property to Chuckals Of� ce Products President and CEO Alan Lynden.

"We like that location for a couple reasons," Lynden told the Tacoma Daily Index last week. "It's in an up-and-coming neighborhood and we want to invest in a neighborhood that's going to grow. Number two, it's close to downtown. All in all, it looks like a good building."

According to Lynden, Chuckals Of� ce Prod-ucts currently leases its space at 2209 Paci� c Avenue (Suite B). If city council adopts a reso-lution authorizing the purchase and sale agree-ment, it would mean the city accepts Lynden's offer of $285,000 to purchase the building, ac-cording to Lynden. It would also allow Lynden to complete the due diligence on the property before a � nal decision is made. If the purchase is completed, Lynden expects to complete some remodeling and move to the new location in about six months.

"If the building works for us, yes, we would move," said Lynden. "As with any business, you one day hope to own your own building. We saw that building for sale, took a cursory look at it, and put an offer in.

"Business is great, and that affords us this opportunity," added Lynden.

Tacoma City Council is scheduled to vote on the issue during its meeting on Tues., Oct. 29, at 5 p.m. at the Tacoma Municipal Building, City Council Chambers, 747 Market St., First Floor, in Tacoma.

Where should regional high-capacity transit ser-vices go next following the completion of currently funded projects in 2023? Community members can help shape the regional transit system's future by participating in Sound Transit's Long-Range Plan update.

By 2035 approximately 30 percent more people are expected to live within the Puget Sound region than in 2010. In the coming months, the Sound Transit Board will explore long-term options for ex-panding train and express bus services in response to rising demand and road congestion.

"In the next decade Sound Transit will deliver more than 30 miles of light rail extensions, increase south line commuter rail service and continue op-erating popular express bus routes. Updating the Long-Range Plan will de� ne the options for where

regional transit can go beyond the projects and ser-vices voters have approved," said Sound Transit Board Chair and Pierce County Executive Pat Mc-Carthy.

Voters in Central Puget Sound approved the for-mation of Sound Transit to develop a high-capacity transportation system for the region, which is home to about 40 percent of the state's residents. The Long-Range Plan, last updated in 2005, is the vision for how the system should grow over many decades. Preparing a supplemental environmental impact statement (SEIS) to update the plan provides an opportunity to consider questions including which corridors should be identi� ed or recon� rmed as priorities for potential future light rail extensions; which corridors should be designated for potential high-capacity transit/bus rapid transit; whether the

region should make more investments in commuter rail; and where the system should provide improved parking facilities and access for pedestrians and bi-cyclists

The � rst step in the SEIS process, called scoping, gives the public, local jurisdictions and government agencies a chance to provide input on what poten-tial changes to the current Long-Range Plan should be studied. Comments will also help Sound Tran-sit identify and consider potential alternatives and their effects on the environment.

Sound Transit is seeking comments through No-vember 25 in person at one of the public meetings listed below; online at soundtransit.org/LongRang-ePlan; via e-mail at LongRangePlan@soundtransit.org; and via mail at Sound Transit, Attn: James Irish, 401 S. Jackson St., Seattle, WA 98104.

All public meetings except Nov. 21 run from 5:30 p.m. to 8 p.m. with a presentation at 6:15 p.m. The schedule is as follows:

The current Long-Range Plan for high-capacity transit is part of Transportation 2040, an action plan for transportation in the central Puget Sound region for the next 30 years. By the year 2040, the Puget Sound Regional Council estimates the region is expected to grow by roughly 1.5 million people and support more than 1.2 million new jobs. All of these new people and new jobs are expected to boost demand for travel by about 40 percent.

According to Sound Transit, in some of the re-gion's most congested areas, transit is the most real-istic option for signi� cantly increasing the transpor-tation system's capacity to move people and freight. It also helps move thousands of people who would otherwise drive. Congestion-free commuting options also protect the environment and improve the re-gional economy, according to Sound Transit.

Sound Transit is on schedule to complete a 50-mile regional light rail system by 2023. In 2016, service will open north to Capitol Hill and the Uni-versity of Washington, and south to South 200th Street in SeaTac. In 2021, service opens between the University of Washington and Northgate. In 2023, service opens east to Mercer Island, Bellevue and Redmond's Overlake area; north to Lynnwood; and south to Kent/Des Moines.

These funded expansions and rising demand are forecasted to increase Sound Transit's weekday rid-ership from 100,000 today to approximately 350,000 in 2030.

The Sound Transit Board will decide whether and when to initiate a ballot measure for further ex-pansions. The majority of existing taxes are commit-ted through the 2030s for operating current services and building the extensions that are now underway. Any signi� cant new expansion before the 2030s will require new revenue sources. Updating the Long-Range Plan will help set the stage to explore future funding options.

rage,' a haven for artists to legally spray paint their work, will close by the end of this month, City of Tacoma of� cials announced Friday.

The owner of the privately-owned garage, located at 723-737 Broadway, decided to limit its use to that of a commercial parking garage effective Nov. 1, citing feedback from neighbor-ing businesses and concerns regarding safety and liability. City compliance and enforcement efforts related to this decision will begin on Nov. 4.

"We thank the private property owner of this space for making it available in 2008 and for sharing in Tacoma's vision of creating a place for the expression of a unique urban art form cultivated by some very talented and diverse local artists," said Tacoma Arts Administrator

Amy McBride. "Unfortunately, as referenced in a public notice issued by the private property owner, as the popularity of this place grew over the years, it also morphed into a very popular gathering place for events that have far ex-ceeded its intended use, in both scale and pur-pose. Community conversations are under way to � nd alternate spaces for our local artists to consider as they share in efforts to help realize our joint vision for a safer, more beautiful and more vibrant Tacoma."

Effective Nov. 1, the garage's hours of op-eration as a commercial parking facility for monthly parking and validated vehicles will be Monday through Friday between 6 a.m. to 8 p.m. Vehicles are not allowed to park there on Saturdays and Sundays, and vehicles left in the garage after 8 p.m. on weekdays, or any time on weekends, may be impounded at the vehicle owner's expense.
