The origins of the Rule of Law theory can be traced back to the Ancient Romans during the formation of the first republic.
The concept of Rule of Law is that the state is governed, not by the ruler or the nominated representatives of the people but by the law.

Dicey attributed the following three meanings of
Rule of law
Rule of law is a legal principal. Rule of law is a called democracy. Rule of law implies every citizen subject
to the law. Rule of law can be found both in
democracy and dictatorship.

If legislative and executive powers are vested in the same person, there would be no liberty
