Proceedings of the public hearing conducted on 05.05.2015 in connection with the
application filed by M/s Ambuja Cements Ltd., (Unit Ropar), for obtaining
Environmental Clearance as required under the EIA notification dated 14.9.2006 for
carrying out expansion of its existing unit located in the Village Daburji PO Lodhimajra
, District Ropar, (Punjab).

welcomed the Supervising-cum-Presiding Officer, other officers present on the dais
and people from adjoining towns/villages, who came to attend the public hearing of
the project in connection with the application filed by M/s Ambuja Cements Ltd ,
(Unit Ropar), in the office of the Ministry of Environment and Forests, Govt. of India,
New Delhi for getting Environmental Clearance under EIA notification no. 1533 (E)
dated 14.9.2006 for increase in production capacity of cement grinding unit from 2.5
MTPA to 3.4 MTPA by process Optimization, in the existing premises located in the
the Village Daburji PO Lodhimajra , District Ropar, (Punjab). He apprised the public
present there about the requirement of conducting the public hearing before
deciding on the application filed by the industry for getting the said clearance for
carrying out expansion of the existing unit. He also brought into the notice of public
that the industry has submitted copies of draft rapid EIA report alongwith the
Executive Summary of the same and a copy of each such document was placed in
the office of Deputy Commissioner, Ropar; Chairman, Zila Parishad, Ropar; General
Manager, DIC, SAS Nagar; E.O. Municipal Council, Distt. Ropar; Regional Office of

MoEF at Chandigarh and Regional Office, Punjab Pollution Control Board, Mohali of
the PPCB for access to the public and other stakeholders. He further brought out that
a notice of public hearing was published in two prominent newspapers namely,
‘Hindustan Times' (English Daily) and ‘Ajit’ (Punjabi Daily) on 01.04.2015 to make the
public aware of the date, time & venue of the public hearing and about the
places/offices where the public could access the draft EIA report and its Executive
Summary report before the said hearing. Thereafter, he requested the representative
of the industry to elaborate about the main features of the project and the draft EIA
study report.
Sh. Subhash Awasthi Manager (Environment), of M/s Ambuja Cements
Ltd and Sh. Sanjay Sharma (Project Manager) M/s Ambuja Cement Foundation
brought out the details of the expansion plan of the project before the public as
under:
1. The site of the industry is located at a distance of 2.5 km from State Highway-
16, in the Village Daburji PO Lodhimajra , District Ropar, (Punjab).
2. Salient Features of the existing industry are as under:
Cement manufacturing unit was established in the year 1995 with an initial
production capacity of 0.6 MTPA.
Production increased to 2.5 TPA in the year 2003.
This was the first industrial plant in the State of Punjab, which was installed
particularly for the consumption of Fly Ash of Guru Govind Singh Super Thermal
Plant (GGSSTP).
A state-of the-art technology based on the cement grinding unit for production of
Portland Pozolona cement ( PPC) along with Bio Mass based Captive Power plant
capacity 30 MW with ZLD ETP and STP ,Excellent water management for use,
reuse & recycling has been adopted.
The plant is also with state of art technology based Air & Water Pollution Control
Equipments to meet the norms prescribed by the Environmental Regulatory
bodies.
The industry has obtained ISO 9001:2008, ISO 14001:2004, ISO 50001 and
OHSAS 18001:2007 certifications.

4.0 Following steps are involved in manufacturing of Cement:
Cement Grinding Unit: The clinker grinding system consists of a closed
circuit ball mill with high efficiency separator. Grinded cement is being /
will be conveyed to storage silos and packed in bags through rotary
packers or supplied in bulk through bulkers as per requirement of the
market.
Proposed expansion in the cement production will be achieved by
process optimization. The process largely comprises of the following

Feeding of fly ash to the discharge end of mill instead of feeding it to the mill
inlet (in case of PPC manufacturing). Shortening the 1st chamber length of Cement Mill - 01, 02, 03 & 04 by one
meter with careful study of mill grinding curve pattern. Making change in Grinding Media Pattern. Providing Automation online packages for cement mills operation. Use of performance improvers CBA1110 (GRACE) Increasing percentage of fly ash.
6.0 AIR ENVIRONMENT, IMPACTS AND PROPOSED MITIGATIVE
MEASURES
All major sources of air pollution are being / will be provided with Bag Filters & ESPs to maintain the PM emission level below 30 mg/Nm3.
Bag filters are being / will be provided at all loading /unloading & transfer points.
Roads within the plant premises are concreted and regular cleaning by sweeping machine is being / will be done to control fugitive dust emissions due to transportation activities.
Periphery of plant and surrounding areas of office building has been covered by thick green belt which acts as a dust preventive barrier.
Clinker is being / will be stored in the silo & covered shed. Gypsum is being / will be stored in covered shed. Fly ash is being / will be stored in silo & handled pneumatically in cement
mills. Regular ambient air quality & stack emission monitoring is being / will be
carried out as per CPCB / SPCB norms to ensure that ambient air quality standards are being met all the time.
7.0 Water Management :
No industrial waste water is being / will be generated from the cement manufacturing process.
Domestic wastewater generated from colony & plant office is being /will be treated in STP & treated water is being /will be utilized for greenbelt development and dust suppression.
No effluent is being / will be discharged outside the plant premises. Rain water harvesting is being / will be practiced.
8.0 Noise Management:
Proper maintenance, oiling and greasing of machines at regular
intervals is being / will be done to reduce generation of noise.
Personal Protective Equipments like earplugs and earmuffs is being /
will be provided to the workers exposed to high noise level.
Green Belt of appropriate width inside the pant premises and at the
plant boundary has been developed and same will be maintained in
future.

Regular monitoring of noise level is being / will be carried out and
corrective measures in concerned machinery are being / will be
adapted accordingly to the possible extent.

present at the venue of hearing that as per the provisions of EIA notification dated
14.9.2006, as amended time to time, the persons present at the venue may seek any
information or clarifications on the project from the project promoter. It was also
brought into the notice of the persons present there that the information or
clarifications sought by them and reply given by the project proponent will be
recorded in the proceedings of the hearing, which will be sent to the MoEF for
further consideration. Accordingly, he requested the persons present in the hearing
to seek information or clarifications on the project one by one. He also informed that
no information/clarifications/comments/views/suggestions/objections on the project
have been received from the public in writing by the Board, so far.

The level of the pollution in the area has decreased in the recent past, however, it still exists. Its source needs to be identified whether it is from Ambuja cement or near by Thermal Plant. Necessary action should be taken to control the same whether it is from Ambuja cement or nearby super thermal power plant.
Those who are not eligible for direct employment their trucks should be used for transportation of cement and other materials.
The Cement should be provided to the local community at the same cost as provided to govt. agencies and major projects etc.
Street light should be provided from the project site to Ghanuli and up to Malikpur and the cost should be borne by M/s Ambuja Cements Ltd and M/s Guru Govind Singh Super Thermal Plant to avoid the vehicle & traffic accidents.

Due to emission of heavy metals local person are suffering from serious diseases. Farmers are in trouble because of loss of crops due to plant operation.

11. As per the page no 27 of EIA Report Mn Concentrations in the ground water is less than 0.1 which is well below the prescribed norms / permissible limit as per IS 10500 – 2012.
12. The AAQ monitored in the EIA report was for one season (3 months) only and 24 hr. based average concentration has been taken into consideration instead of annual average concentration as one season data cannot be representative of annual average.

The truck and trailers of local villagers were to be engaged by the company for road transportation.
The promoter company has not fulfilled any of the above commitments and as such he opposes the expansion.
Man power shunted out from the unit should be re-employed after expansion.

Direct employment is not being given to the local villagers. If it is offered, it is only contractual.
Due to plant operation, lot of pollution is generated. Local persons are facing serious health problems and loss of crops.
My brother died in the age of 47 years due to pollution caused by M/s Ambuja Cement Factory.
The truck and trailers of local villagers should be taken by the company for road transportation.
Industry administration is not addressing the public issues.
The project proponent should also make a commitment to open a retail outlet and supply the cement to local area at controlled rates as are being offered to Govt. projects and other big projects.

Pollution is being monitored within the plants and colony and same should be monitored in surrounding villages.
Testing machine for swine flue should be provided by the company for local villagers.
The monitoring machine is not installed at his village which is 2.0 km away from the project site and is situated in the downwind direction.

Due to high pollution by the factories, serious health problems are being faced by surrounding villages. Animals are becoming infertile by consuming fodder which is being gets contaminated due to pollution caused by the Ambuja Cement.
High deposits of cement plant particulate matter can be seen in all the household including on Almirahs etc.

In 1980 people were facing lot of problem due to fly ash generated by Guru Govind Singh Super thermal plant. After commissioning of Ambuja Cements Plant the fly ash is being utilized for making PPC cement and has really reduced the significant pollution in the surrounding area significantly.
Pollution monitoring machines have already been installed by the company in the surrounding villages.

Now, the public is aware and will not be lured into false commitments. A visit to the area can prove how much air quality of the area has been affected and cement ash deposits can be seen everywhere. Development is welcome but not at the cost of health of the people. Industry should come up based on the need of local people and in this area agri based industry should be provided. No employment to the local people is being offered by cement factory.

Ambuja Cement monitoring station was fixed at his house about 8 years ago, but no one ever came to check the operation of station.
I am B. Tech (Mechanical) but job is not being offered by M/s Ambuja Cement and jobs are being offered to outsiders.

power supply as well as fly ash is to be given for a period of 15 years.
As per siting guidelines of PPCB, no air polluting industry is allowed within 100 m of lal lakir of Village. However, klinker plant is situated on east side near Lal Lakir of Village. PPCB has given NOC against the siting guidelines.
High pollution is being caused by cement plant and ash silos are source of high dust near the village abaadi. As per report of GNDU, Amritsar dated 02.10.2006, the drinking water of the area has been rendered unfit for human consumption. High level of noise pollution & dust deposits has affected the health of the people.
13. Sh. Sangram Singh, Sarpanch Village Saini Majra
Due to plant operation, pollution is increasing day by day, as such he opposes the expansion. In Himachal Pradesh, consent of concerned Sarpanch is mandatory, then why it is not being done in Punjab.
14. Sh. Sewa Singh S/o Himmat Singh, r/o Village Ranjitpura.
The District Ropar was backward. The employment was to be given to the local people, which is not being offered. Pollution is also being caused by the Thermal Plant.

He opposes expansion. Recently his TV set got damaged and 150 gm of cement/ash deposit was removed from its cabinet. Health of people is being affected. Odour problem also persists. Husk particulate in the air also affect the health of the people.

Due to high pollution being caused by the cement factory, he opposes the expansion. Development at the cost of pollution will not be supported. People are suffering from Asthma. His two sons are unemployed. Polluted water of the industry is being discharged into river.

Flying ash and dust can be seen any time and white clothes turn into black within no time. He praised that public hearing is being conducted in open in a transparent manner.

Training to 15 ladies was provided by Ambuja Cement Foundation (CSR Wing of Ambuja Cement) but still they are unemployed. So employment should be given to them.
21 Sh. Gurdev Singh Sarpanch, Village Dakala
Company is responsible to pollute the surface water in the area and nature is being exploited.
There is vehicle & traffic jam problem in the area due to railway crossing. Slip road is required for two wheelers / small vehicles.
Proper arrangement should be provided for fly ash transportation.
90% of public is unemployed. Company should take necessary steps to provide the indirect employment (Use of trucks from local villagers).

Road to Village Dakala has not been constructed on the pretext of non-grant of NOC by PWD whereas PWD had issued NOC.

M/s Ambuja Cement has refused to widen / construct 7.0 m wide road from plant site to Malikpur highway on the pretext of financial constraints and claiming that company is suffering losses. If losses are being suffered, then how expansion is possible? The Company has never fulfilled its commitments.

Surrounding area is adversely affected including animals due to high pollution. Company never bothers.

He opposes expansion as the commitments made are never fulfilled by them. Crops get damaged due to pollution caused by it. Water, air & soil is also being polluted. Even river water (Satluj river) is being polluted. Employment to women enterprises project is a farce. With the proposed expansion, the additional operational hours of grinder unit (even if no new grinder addition) will contribute to more pollution in the area. When asked to raise hands most of the public raised hands in his support and no one from the public raised hand in opposition to his views.

2. The project proponent has not honored the commitments made in the past to Punjab Pollution Control Board. Have any show cause notices been issued to the unit by Punjab Pollution Control Board? What is the response of Ambuja Cement Ltd to those notices and what has been complied with regarding the undertaking submitted by it in response to show cause notice issued by Punjab Pollution Control Board on 22.08.2013.
3. As per EIA report prepared by the project proponent, AAQ is beyond the permissible levels. The project proponent has mislead the public and authorities by comparing the results with 24 hours average instead of annual average.
4. As per EIA Report quantity of Magnese (Mn) in the ground water exceeds the USEPA Norms. Ash ponds are unlined which may also be reason for groundwater contamination.
5. Cumulative assessment of the environment pollution load of this area should be carried out to assess the impact of various industries including Thermal Power Plants, Ambuja cement and other industries situated in the area.

6. EIA report is itself contradictory. In some paras of report, it has been mentioned that for transportation of material (expansion component) no trucks will be used and it will be through Railways only whereas in some other paras it has been mentioned that no. of trucks will also increase with expansion.

Environmental Engineer (Mega) requested the persons present in the
hearing to confirm, by raising their hands, as to whether they are in favour of
expansion plan of the Company at this site. In response to this, more than 99% of
the persons present at the venue of public hearing raised their hands against the
expansion plan of the Company. Thereafter, he requested the persons present in the
hearing to confirm, by raising their hands, who are in favour of expansion plan of the
Company, but no one raised the hand. This public hearing was attended by about
500 persons, however, only 124 persons marked their attendance in the attendance
register.
During public hearing, the residents of nearby villages also submitted a
written representation expressing their concern due to heavy pollution particularly air
pollution being caused by the Ambuja Cement, Daburji. It has been alleged that
people are suffering with various diseases such as asthma, skin, eyes due to
pollution of cement factory and even animals and crops are also being affected.
Besides, there is serious traffic problem in the area due to heavy and overloaded
trucks transporting the material of cement plant. A 20 (twenty) page representation
has been signed by various residents and resolutions passed by Gram Panchayats,
Padiala, Chandpur, Dakala, Lodi Majra, Rattanpura and Nuhon opposing the
expansion of Ambuja Cement Plant, Daburji have been attached with the said
representation (Annexure-1).
A representation (three pages) jointly signed by Master Avtar Singh,
Lodhi Majra, Rajinder Singh, r/o Patti Jattan and Rahul Saxena of Himdhara
Environment Action Group opposing the proposed expansion and requesting that
recommendation for environmental clearance for expansion of Ambuja Cement unit
should not be granted and cumulative environment impact assessment by credible
and independent organization involving participation of local villages should be
conducted in the area before allowing any further industrial development. Various
