Women’s publictoilets, a disgrace

FROM used sanitary towelsstrewn across the floor, to theurineandfaecesstenchandthe
unavailability of running water forflushingandwashinghands,thestateof female public toilets in Pieter-maritzburg leaves much to bedesired.
This came to light after the Echovisited various public toilets in thecity.Thevisitledtoshockingdiscover-ies at toilets at the Masukwana taxirank,RetiefStreet taxi rank,PublicityHouse, Mgodini taxi rank, FreedomSquare taxi rank and the Imbali taxirank along Pietermaritz Street.
What is common among all theseablution facilities is thatmost of themare blocked and cannot be used. The
situation is evenworse at theMasuk-wana taxi rank, as the public is onlyallowed to use the toilets for passingurinebutnot todefecate. TheMasuk-wana taxi rank handles more than1 000 commuters a week who travelto Greytown, Howick, Mpolweni,Mooi River and Estcourt. Sadly, onlyone toilet can be used.
The other toilets are out of orderandarebeingusedforstorage.ItcostsR2 to use this toilet.
When the Echo reporter asked touse the toilet, one of the cleanershanded over a piece of a rolled tissuepaper and said: “You canonlyuse thetoilet for urinating. When you havefinished using the toilet paper, put itin a bucket next to the toilet.We haveno water so you cannot wash yourhands.”
One of the taxi drivers said that
most of the female public transportcommutersrelyontheablution facili-ties at the nearby Brookside Mall.
“Other females go behind thebushes because these toilets hardlywork. That just strips away their dig-nity. The municipality should dosomething about these toilets,” hesaid.
At the Retief Street taxi rank, onlytwooutofmore thannine toiletswereworking. The rest were blocked andfaeces stench clogged the air. Therewasnochargeforusingthetoiletsandtoilet paper was issued upon arrival.Withmostof thedoorsvandalised, fe-males had to use the toilets in view ofothers. The taps had also been van-dalised so there was no running wa-ter. This taxi rankhandles thousandsof public transport commuters whotravel to the Vulindlela area.
There are no bins for sanitarytowel disposal.
One of the employees of theMsun-duziPietermaritzburgTourismAsso-ciation, who preferred to remainanonymous for fear of victimisation,said that thePublicityHouseablutionfacilitieshavebeenclosed formonthsbecause of renovations. As a result, alotofpeople fromthepublicasktousethe toilets at their offices, she said.
There was no cover charge at theProfessor Nyembezi undergroundtaxi rank female toilets.
This taxi rank is known as theMgodini taxi rank. During the visit,toilet paper was issued upon arrival.Only six toilets were working andmorethan10wereblockedandcouldnot be used orwere used for storage.
These are the only public toiletsthat had running water for washing
hands.Therearenobinsprovidedforsanitary towel disposal.
The Freedom Square taxi rank fe-male toilets have not had runningwater for months. There was nocharge for using the toilets. Most ofthe toilets are blocked, toilet paper issometimes issued upon arrival andthere are no bins provided for sani-tary towel disposal.
At the Imbali taxi rank used sani-tary pads had been dumped on thefloor.Most of the toiletswere blockedand there was no running water forwashing hands.
The Msunduzi Municipality hasremained silent on this matter.
More than a week ago, Echoapproached the municipality forcomment on this public health issuebut at the time of going to print hadfailed to provide answers.

WITH Pietermaritzburg fac-ing more than 70 informalsettlements that are grow-
ing daily, the Msunduzi Municipalityhas recommendedanumberof strat-egies to help discontinue the emer-gence of new informal settlements.
The recommendations, part of theMsunduzi’s informal settlement andmanagement control strategy, in-cludethe formationofa landinvasionrapid response team who will patrolland invasion hot spots and quicklyattendto landinvasions,ring-fencingland parcels and sites vulnerable tolandinvasionanddevelopingthesus-ceptible and underutilised parcels ofland with the aim of projects of com-munity parks of business leases.
Theneedtodealwith informalset-tlements in the Msunduzi area re-ceivedprominenceaftera study, con-ducted by a service provider Kaya-mandi Development Services,revealed that the Msunduzi Munici-palityhasapproximately70 informal
settlements, and that this number isgrowing. The growth has been notedto be within existing informal settle-ments and the formation of new set-tlements through land invasion. Theinformal settlements were subdivid-ed into foursections - theGreater Im-bali area with 27 informal settle-ments, Northdale areas with 22 in-formal settlements, the GreaterEdendaleareahas13informalsettle-ments while only eight are found intheCBD,AshburtonandEasternare-as.
The informal settlement strategywas part of Msunduzi Municipality’sExecutive Committee (Exco) agendaand the matter is expected to be partof the next full council meeting foradoption.
Areportonthisstrategystatesthatsomeinformalsettlementshavebeenaround for years. To deal with theseinformal settlements, the reportstates that there should be a detailedplan for each informal settlementwhichoutlineswhattheintendedres-olutionof its existenceand informali-tyareandthetimeframeswhichsuch
resolutions shouldbeexecuted.Eachplanwillalsoneedtoconsiderwheth-er the informal settlement is on mu-nicipal-owned land or privatelyowned land.
The informal settlements upgrad-ing process will be subdivided intofive stages. The first stage will dealwith the formation of the steeringcommittee, a socio-economic surveywill beconducted, community capac-ity building workshops, the environ-mental assessment, the geotechnicalstudyandtheestablishmentofabasicsettlementplan.Stage twowill lookatbasic services and development andwill tackle the issuing of occupationcertificates, provision of basic servi-cesandfacilitieslikecommunalstandpipes, sanitation and mobile clinics.The thirdstagewill lookat townplan-ning and development support andwill tackle the formalisation of landoccupation rights, relocation assist-ance, the installation of engineeringservicesand theon-going support forcommunities. The fourth stage willtackle development consolidationand the township establishment fi-
nalisation plans. The fifth and finalstage, will look at the maintenanceandimprovementofpublicspaces fa-cilities.
The programme will be spread
over11yearsandeachstagehasbeencalculated to be implemented withinone financial year however, this maychange as some stages take longer orshorter periods to be well executed.

MYSTERY surrounds the reason why acaring Sweetwaters teacher was shot“execution-style”,accordingtopolice,
on an abandoned plantation dirt road nearBaynesfield on Saturday.
The woman, identified as Gugulethu Gwa-manda (59), was found by police in her ToyotaVerso. She had sustained five bullet wounds.
It is believed that nothing was stolen fromthevehicleandafilecontainingdivorcepapersthat were handed to her earlier this monthwere found in the vehicle’s cubbyhole.
There were also school uniforms on theback seat.
It is unclearwhen shewas killed or howhercar got to the secluded area.
Asked if he knew how she came to be in theforest her husband Johnny said: “That’s whatwe don’t know.”
He said she was a loving mother to theirthree children and a caring teacher at Umtho-qotho High.
“Shetookcareofpeople.Shepaid theschoolfees and bought uniforms for some of the chil-dren who did not have parents. She was achurchgoer and a businesswoman.”
He said shewasa senior teacherwhoprevi-
ously taught Zulu and history and had startedat the same time as the school principal.
He saidhedidnotwant todivulge any infor-mation about the circumstances of her deathuntil the police finish their investigations, onlyconfirming that police had found his wife’sbody.
Atpremises inBoomStreet thatarebelievedtobelong toGwamanda,acollegestudent,whorentsaccommodation fromherandwhoaskednot tobenamed,said: “Shewasanice ladywhowasnotstrictabout therent.Weareallshockedabout her death and we don’t know whyanybody would do that to her.”
“I thought of her as a mother,” said onetenant.
Another woman, who asked not to benamed,saidshewasoneofGwamanda’sprevi-ous employees.
“The last time I saw her was in DecemberandIknowshehadtrouble inhermarriageandwasheading towardsdivorce. Shewasa lovelyperson.”
Colonel Jay Naicker said the Thornville po-lice station is investigating a case of murder.
“Themotiveof thekilling isunknownandnoarrest has been made at this stage,” Naickersaid.

TELKOM could not say if staff at itsPietermaritzburg branch will be af-fected by restructuring plans cur-rently in progress.
Last year, the Telkom nationaloffice publicly stated that the man-agement pool, which the company
seeks to reduce, is made of up to2 650 staff.
Through these restructuringplans Telkom says it wants to bringservices closer to the people by get-ting rid of unnecessary levels ofmanagement, improving customerservice and experience.
Telkom stated that restructuringwill keep the business afloat as it
has failed to meet revenue targets.Telkom’s communications man-
ager Pynee Chetty said in a state-ment: “Telkom has conducted de-tailed analysis of the viability of allthe Telkom Direct Stores.
“The research has shown that itis, unfortunately, no longer viableto continue running some of thecompany’s 95 stores.”
He said the company can man-age to stay afloat, provided the fi-nancially unviable stores closedown.
“We do not break down or seg-ment the statistics per region orsmall town.
“Unfortunately, we are not Piet-ermaritzburg-based, we work on anational scale,” he said.

MSUNDUZI deputy mayorThobani Zuma has been ac-cused of being a dad “who
does not care about his children”.So incensed is the mother, a busi-
nesswoman, of two of his childrenthat she hauled him before a Pieter-maritzburg maintenance officer,claiming outstanding maintenance.
According to papers, Zuma wasexpected to appear before the dis-trict’smaintenanceofficeratthemag-istrate’s court, but he did not arrive,said the 33-year-old woman.
When contacted Zuma laughedsaying he would investigate thematterand“then Iwill call youback”.
But he never did.ThemotherofZuma’ssix-year-old
son and five-year-old daughter, whocannot be named to protect them,filed a suit against him in Februaryafterheallegedlyfailedtopaymainte-nance.
Zuma and the businesswomanmet in Pietermaritzburg in 2002while she was working for an ac-counting firm.
“Hewas still a councillorwhenwestarted dating,” saying that she fellpregnant in 2008.
She said Zuma was very suppor-tive during the pregnancy, but every-thing changed after the baby wasborn.
“I gave birth to my son in March
2009 and he gave me R800 for rent,the nanny and groceries,” she said.She fell pregnant with their secondbabyandgavebirth to a girl inMarch2010.
“He was very angry when I toldhim ... he asked me why I hadn’tbought a morning-after pill.”
The woman claimed she then re-ceivedphonecalls fromotherwomenclaiming that they too were in rela-tionships with Zuma.
In May 2010 Zuma - who appar-ently earns R75 000 a month - gaveher R2 100 for both children and shetold him it was not enough.
“When he became deputy mayorin June 2011, he gave us R1 400 andI complainedandhegaveusR1 600,”
she said. Zuma eventually paidR3 000 for both children.
At the end of October he paidR5 400 and in December it was “astruggle gettingmoney out of him forthe children”, she said.
“In January, he told me that therewas no money for school transportand that he was in a financial crisis.He toldme thatR3 000was toomuchand he’d only be able to pay schoolfees.”
ZumapaidR8 000 towards schoolfees and after-care but in February“he didn’t give us a cent so that’swhy
I took him to court”.She said after approaching the
courts for assistance, Zuma un-leashedhis lawyers,who sent a letterto her saying: “Our instructions arethat therearedefamatorystatementsyou are making towards him whichare endangering his character andreputation … If you do not refrainfromsuchconductwewillhavenoop-tionbut to take serious legal steps…”
The mother of Zuma’s childrensaid she was not afraid of him.
The couple are expected back incourt on April 10.

“Rumour has it that the space re-servedforarestaurantwillbeusedasan executive suite,” said Lambert.
Deputy municipal manager foreconomic development Dr RayNgcobo said that currently the tour-ism hub’s occupancy rate is at 80%.
“We would have loved to sit at100% occupancy. Parking is an issue
notonly for thepublic - it is aproblemin general. Tenants and users of thefacility have parking bays.
“Wedohavestructuralconstraintsfor the restaurant.We are looking forpeople who must occupy the spacewithin the structural constraints. Wedo have someone signed up for a res-taurant. The only restaurant not oc-cupiedis theoneonthetopfloor,”saidNgcobo.
The tourismhub is at the cornerofPietermaritzburg’s busiest street,Langalibalele Street (Longmarket),and Henrietta Street.
The building has 22 offices, a res-taurant, anundergroundparkingga-rage and a piazza.
The five shops which will be ac-commodated will face LangalibaleleStreet. The building reportedly costsmore thanR25 milliondue toglitcheswhich previously put constructionplans on hold. The hub is expected toboost local tourism.
The hub was launched in 2011 atthe City Hall and was funded by theKwaZulu-Natal Department of Co-operativeGovernanceandTradition-al Affairs (Cogta).

City to take over andexpand Oribi AirportTHAMSANQA MAGUBANE
THEMsunduzi Municipality plans totakeovertherunningofPietermaritz-burg (Oribi) airport next year.
The airport’s contract with IndizaAirport management ends in March2016.
Addressing Executive Committeemembers, municipal managerMxolisi Nkosi said they were in theprocessofappointinganairportman-ager to take over the running of theairport inApril. Indizawereappoint-ed tomanage the airport on a judge’sorder.
In 2012, newspaper reports indi-cated that themunicipality was criti-cised for the way it handled a tenderto appoint a service provider.
Judge Rishi Seegobin set aside adecisiontakenbythemunicipalitynotto award the contract to Indiza Air-port Management, accusing the mu-nicipality of dishonesty.
Judge Seegobin found that the
awarding had been flawed. He or-dered the municipality to award thetender to the company within amonth and to pay all Indiza’s costs.
Nkosi said the municipality willnotputoutanother tenderbutwill setup its own entity.
Theentitywillbringavarietyofex-pertise to operations, including aboard of directors he said.
“AmanagerwillbeappointednowandwhenthecontractwithIndizaex-pires, themanagerwill continue run-ning the airport.”
Nkosisaidthemunicipalityhasbigplans for the airport.
“The airportmust be alive, itmustnotbewhatitisnowwherepeoplejustcome and go.”
Dr Ray Ngcobo, responsible foreconomicdevelopmentinthemunici-pality, said they plan to build an air-port hub that will accommodatemanybusinessesandsaid theprojecthasbeensponsoredby theprovincialtreasury.

WHAT started as a smallcrèche in the hills ofMpophomeni is now a
bright, award-winning pre-schoolwith a passionate principal headingits success.
Never Never Land principalZandile Khoza started the crèchein her parent’s back yard inMpophomeni, but never thought shewould be winning awards for herteaching and for her modest pre-school.
After failing to complete her yearattheFernHillHotelSchoolduetohersevere epilepsy and heart palpita-tions, Khoza made her way backhome to rest and decide what to dowith her life.
“Itwasadepressing time. I hadnomedication to control my epilepsyand heart condition and I could notcope at school so I had to come backhome.”
After months of sitting at home,Khoza approached her parents andasked to use the back room on theirproperty as a crèche after seeingsmall children wandering throughMpophomeni during the day.
“I went door-to-door telling thecommunity aboutmy crèche, but notmany people were keen.
“I didn’t have any training, and Iwasn’t really sure what I would beteaching the children, but I knew Iwould figure it out.
“One woman agreed to send herdaughter to me and for six months Isat withmy one pupil and taught hernursery rhymes, poems and how tocolour in.”
As her only pupil showed off hernew skills to the community, 30 par-ents approached her to enrol theirchildren over one weekend.
As the school grew, the Cedaracommunity approachedher and saidthey had an abandoned RDP housefor her to use as a classroom and sheimmediately accepted.
Khoza attended church meetingsand asked people to spread thewordand soon she received donations ofclassroom supplies and was able tobuild a second classroomandanout-side toilet.
Upon an inspection by a socialworker from the Social DevelopmentDepartment, Khozawas told to applyfor the Early Child Developmentawards.
“Mycrèche came third for thebestcrèche in KwaZulu-Natal and I wasawarded the third-best early childdevelopment teacher in KwaZulu-Natal in January.
“I was just so amazed. For such ahumble school fromsuch apoor areato win this award is just wonderful,and I am honoured.”
With 54 children - of whom the
parents of only 18 are able to affordthe R110 school fees a month - thecrèche has very little funding and re-liesstronglyondonations,volunteersand the Department of Social Devel-opment.
Khozasaidthemajorityof thechil-dren who come from “granny-head-ed households” are HIV positive.
She said she cannot stand to see
anyone suffer, which was why shetook inmany children although theirparents are unable to pay.
Local woman Sarah Penningtonand Hilton and Howick Rotary haveboth donated and invested in Khozaand her crèche stating she was a“brilliant teacher”, and was alwaysextremely appreciative for every-thing people did for her.

Schools, pupils urged to enter quizchampionshipsINTERNATIONAL audit and accountingfirm BDO invites pupils from KwaZuluNatal high schools to participate in the2015 BDO InterSchools Quiz Championships.
Teams of four Grade 10 or 11 pupils areinvited to test their general knowledge inthis popular quiz which is being run byBDO’s Durban office for the sixth year.
Last year, 216 pupils from 27 Durbanand Pietermaritzburg schools competedfor the title, with Durban Girls’ High coming out tops. They won the right to choosean underprivileged school to receiveR10 000 worth of books, jointly sponsored by BDO and Books & Books. Eachof the four winning team members alsotook home the latest Apple iPod shufflefrom BDO. A Clifton College team, in second place, won R500 worth of bookvouchers from Books & Books.

The quiz takes the form of a roundrobin competition in which the teams offour pupils are asked a series of generalknowledge questions.
Four regional rounds will be held inMarch and May ahead of the final whichwill take place at Clifton School on Thursday 21 May. They will be held on 19 Marchat Westville Boys’ High, 5 May at HiltonCollege, 7 May at Crawford College La Lucia and 12 May at Glenwood High.

ELEVEN-YEAR-OLD Nokwandafrom SOS Children’s village is hopingto make it big in dance.
She achieved first prize in ball-room dancing for two consecutiveyears.
The Grade 7 pupil at FezokuhlePrimary started living at home in2007, and started ballroom dancingin 2013 after being inspired by aformer housemother.
Speaking toEcho, Nokwanda saidthat despite wanting to be a physio-therapist one day, she dreams ofopening her own dance school.

NEARLY 500 000 professional drivers are op-eratingonSouthAfrican roadswithout properdocumentation, prompting a severe warningfrom the Road Traffic Management Corpora-tion(RTMC),andmeaningtheyhavenovehicleinsurance.
TheRTMCsays freightandpublic transportoperators (owners) will be held liable for thefailure of their drivers to renew their profes-sional driving permits.
Information from the corporation indicatesthat 433 973expiredprofessional drivingper-mits existed on the National Traffic Informa-tion System on December 31, 2014. This is43.35% of all PrDPs issued.
The provinces with the most expired per-mits areGauteng (50%), followedbyKwaZulu-Natal and Northern Cape with 44% and 43%,respectively.
Drivers are required to produce a medicalfitness certificate and maintain a clean crimi-nal record toobtainaprofessional drivingper-mitand thechief executiveofficerof theRTMC,Advocate Makhosini Msibi, warned transportoperators that the Road Traffic Act placed adutyonthemtoexercisepropercontrolof theirdrivers and ensure compliance with all provi-sions of the law - including requirements in re-spect of professional driving permits.

This collaboration will be rolled outthroughout theyearandunannounced inspec-tionswill beundertakenonoperators’ premis-es to establish compliance levels. Habitualoverloading offenders will be identified andstringent measures taken against those foundto be unwilling to comply with the law.
Operators are being warned to adhere toroadtrafficregulationsandobeytherulesoftheroad.
Msibi said: “The national traffic police to-gether with other law enforcement agencieswill be increasing their vigilance on the roadsthroughout the year and offenders will beprosecuted.”
