THE Msunduzi MunicipalityExecutiveCommittee (Exco) iscallingupon all councillors to refrain fromthe hiring processes of the ExpandedPublic Works Programme (EPWP)temporary staff.
EPWP is a government povertyand unemployment alleviationprogramme, aimed at hiring peopleon a temporary basis to tackle socialactivities.
Themunicipalityhas just receiveda R2.7million incentive grant for theDepartment of Public Works to hire150 EPWP temporary staff inperforming street sweeping, grasscutting and alien vegetation control,spraying and cleaning of gutters,clearing of illegal dumping, generalmaintenance of municipal halls andthe maintenance of municipalswimming pools.
Councillor Judith Lawrencealleged that there are people whohave been referred to their ward
councillors for hiring of temporarystaff.
“This iscausingalotofconflictandconfusion,” she said.
Councillor Thulani Xulu said thatthis issue has not been resolved foryears.
“For us as councillors, we do notget involved in these issues. [DAcaucus leader Bill] Lambert knowshow disrupted the previous councilwaswhenitcomestotheseissues.Letus leave this to the officials,” saidXulu.
Municipal manager Mxolisi Nkosisaidthatthereisadatabaseforpeopleeligible for the EPWP employment,but said that this has been abused inthe past.
“Whenever we need generalworkers for two to three months, wepull from this database,” said Nkosi.
Mayor Chris Ndlela urged peoplewho have information concerningcouncillors who are directly involvedin the hiring processes of EPWP tem-porary workers to report such casesto the municipal manager’s office.

THE Msunduzi Municipality is currently dealing with the technical designsof the new Woodhouse Road Bridge inorder to ensure that no more fatalitiesare experienced.
The infamous Woodhouse Roadlowlevel bridge is currently closed off.Over the years during rainy seasons,this low–level bridge has been ahazard to its users as it gets floodedduring heavy rains, causing vehicles to

MAYORS across theprovince have beenaccused of being lame
ducks for failing to listen to theauditor-general, a new reportreveals.
And it was found that politicalinterference, slowness to reactandtheappointmentofunsuitablecandidates to key posts, werecentral to the damning auditor-general (AG) report.
Mayorsof nearly20municipal-ities have been fingered for notlistening to the AG’s advice andnowmany of them are among theprovince’s worst financialperformers.
Auditor-General KimiMakwetu said the interactionswith the mayors had either no,minimal or little “impact on theaudit outcomes”.
Almost all the municipalitieshadpoorcontroloversupplychain
management, poor staffperformance control, criticalvacancies and splurged onconsultants who the AG foundbrought little or no benefit to thecouncils.
The General Report on theAudit Outcomes of Local Govern-ment 2012-13 found the financialhealth of the province’s 61municipalities had regressed andthat nearly R2 billion had beenspent irregularly.
Among the pack of badmayorswas Msunduzi mayor ChrisNdlela.
In the AG’s assessment ofMsunduzi,Makwetusaid:“Wemetwith the mayor twice during thefinancial year and these interac-tions had little impact on the auditoutcome.
“Thereasonforourassessmentis the lackof impact themayorhadon the controls as well as therepetitive findings on financialmanagement and on compliance
with laws and regulations.”The report said the findings
against Msunduzi were a result ofthe “overall deterioration…caused by inadequate processes,policies and monitoring controlsover financial transactions” aswell as “audit recommendationsnot being implemented in goodtime”.
Ndlela yesterday said he couldmake no judgment on the report’sfindings as he had yet to see it.
The AGwas equally scathing ofthe mayors of Ugu, Thukela,Zululand and Ilembe. But therewere also several mayors frommunicipalities who had obtainedunqualified audits with findings.
Several of thesemayorsdisput-ed their newly labelled status,claiming they had put specialemphasisonmeetingthedemandsof the auditor-general.
Ingwe Municipality mayorNomagugu Luzulane said if theyhadnot listened to theAGtheirau-
dit would have been adverse.“Ingwe Municipality has been
getting an unqualified audit opin-ion since 2008. If we had not beenlistening to the AGwewould havereceived either a qualified,disclaimer or adverse audit opin-ion,” said Luzulane.
The AG was complimentary ofeThekwini Municipality despitethe province’s only metro havingracked up R325,27 million inirregular expenditure. It said thatthis was better than previousyears, having decreased by “67%over the past three years, fromR1 billion in 2010-11”.
uMhlathuze Municipalitymayor Elphas Mbatha, whosemunicipality was one of five toobtain a “clean audit”, said thechallenge lies in maintaining ahigh standard.
“A lot of work goes intomakingthis possible. For us it is a greatresult but staying on this level willrequire hard work,” said Mbatha.

Over the last couple of weeks,there have been numerous complaintsabout the behaviour of beggars and streetchildren in certain hot spot areas.
There are a few ‘notorious’ beggarswho kneel next to cars, begging formoney and who intimidate drivers byhitting the cars and windows if they are notgiven anything.
Some of the hotspots include theNew England Road offramp, the cornerof Chief Albert Luthuli and Burger Streetsand the Bird Sanctuary robots.
Socialmediacrimenetworkshavebeenabuzz about the beggars intimidatingdrivers and their passengers.
Last week there were two reports ofdrivers cellphones being stolen bythese beggars while they were stationaryat the robots.
One person claims to have been held upat knifepoint.
Business Fighting Crime (BFC), anextension of the PietermaritzburgChamber of Business and where Safe City
is also represented, has recognised theproblem of beggars in the city and also thedanger they pose to motorists andpedestrians.
“The public often feel obliged to givebeggars money because of theirappearance, such as physical disabilities,
and also because they feel thatthey are blessed or privileged not to bein such a position. But that is a mistakeas we do not know what the money isgoing to be used for,” said LucasHoltzhausen of Safe City.
He added that it is common knowledge
that street children buy glue and many arein fact drug addicts.
“While under the influence of glue,they would endanger themselves orfight amongst each other for more glue.In desperation to get glue, they oftenattack and rob pedestrians of anyvaluables.”
BFC has decided to coordinate aproject, in conjunction with variousnongovernmental organizations, wherean appeal will be made to the public torather donate money to these NGO’swho then in turn will feed and providesome care to these beggars.
Debbie Harrison, BFC projectcoordinator, reported from a meetingheld on Monday, 4 August, that thenumber of people living on the streetsappears to be increasing.
“This is leading to more and morecomplaints from businesses, particularlythose in the food industry.
“BFC is responding to these concernsand is working in partnership withthe Msunduzi Municipality, Youth forChrist, Midi and the Pietermaritzburgand District Community Chest, tofind a compassionate and effectivesolution to children living on the streets,”she said.
Harrison added that the solutionis complex as children have left home
for various reasons and havebecome involved in an “adrenalinepumping, substance abuse usinglifestyle”, which a warm bed and aplate of vegetable does not come close toreplacing.
The first initiative is to providean informative and consultative platformfor all stakeholders.
The first step towards this is ameeting which will be held at the cityhall on International Youth Day, 12August, at 10am.
The meeting will be addressed byTom Hewitt, the director of SurfersNot Street Children, Sally Mann,regional director of Youth for Christand Nic Combrink, program managerof Strategic Architectural Projectsand eThekwini Metro, who willspeak on vulnerable groups and theimpact it has on the city infrastructuredevelopment. There will also becontributions from children living on thestreet and from business owners whosebusinesses have been negativelyimpacted.
“We invite members of the public,interested people and organisations toattend and to participate in finding asolution,” said Harrison.

ON 9 August, 58 years ago, over 20 000women of all races and ages, fromevery corner of South Africa, marched
together towards the Union Buildings inPretoria in protest against pass laws thatproposed even further restrictions on themovements of women.
The national march, lead by Lilian Ngoyi,Helen Joseph, Albertina Sisulu and SophiaWilliams-De Bruyn, petitioned againstpasslaws,alegislationthatrequirednon-whitepeople to carry at all times a documentthat would ‘prove’ that they were allowed toenter what was previously known as a ‘whiteonly area’.
These women delivered a petition,containing over 100 000 signatures to PrimeMinister J.G Strijdom’s offices where theystood in silence for 30 minutes.
Theyendedthemarchsingingwhatbecametheir anthem, ‘wathint’ abafazi (You strike awoman, you strike a rock).
Inaugurated in 1994, along with afree, democratic South Africa, the publicholiday commemorates the 1956peaceful march by the women as a steptowards the freedom that everywomanenjoystoday.
Every year, Women’s Day is celebrated andhomage is paid to the women of the nation,mothers, wives, sisters and daughters whofought tirelessly against the tyranny of theApartheid government.

It is also sad that the politi-cal “liberators” have becomenew colonizers. How do youexplain situations where for-eigners determine the techni-cal direction of our game?
The conclusion is thatBlack South Africans hatethemselves.This is the reasonwhy those inpositionsofpow-er think others, Black in par-ticular, lack capacity to do
good work.Itisdisappointingthatafter
20 years of democracy, themindsarestill trappedincolo-nial state. Presently, the foot-ball world is realizing the im-portance of culture, biologicalqualities, climatic conditions,mentalitiesetc.inthedevelop-ment of the game.
Success can only beachieved by those who aretrue to themselves.
South Africa is the onlycountry that confuses youthfootball with amateur game.
How do you explain the in-troductionofagerestrictionincompetitions like SAB andMotsepe League? What is go-ing to happen to boys over theageof21whoaregoodenoughtoplayinthis level?Arewenotdriving young people intodrugs, alcohol and other anti-
social activities?Why introduce age restric-
tion in these promotion/rele-gation competitions and notapply the same rule in thePSL? Football has two pillarsi.e. youth where there is nopromotion/relegation andseniorswhereperformance isexpected. Presently, SouthAf-rican young footballers arenot properly handled. Facili-tiesareindisrepair, thereisnoproper coaching, and admin-istration of competitions ischaotic.
The introduction of theseanti-football rules is makingthe situation worse.
The fact that we also bringtechnicians that tells kids thatyouneed tobe tall to play foot-ball is turning our game into ajoke.

Local netball players raring to go for Spar National Netball Champs
THE uMgungundlovu and District NetballAssociation team is raring to go for theforthcoming Spar National NetballChampionships.
The local side will compete in the weeklong tournament scheduled in Cape Townfrom August 11 to 16.
According to uMgungundlovu andDistrict Netball Association president MatoliNsele this week, the team is in good shape.
Nsele said that the team is well balancedbecause it is made up of a number ofexperienced players that campaigned in thenewly launched Brutal Fruit Netball Cup this
season and a couple of national players.She said quality, balance and leadership
were very important and the local team wasblessed with all of it.
“We are very lucky that in local netballcircles, especially around the Mgungundlovudistrict, there are a couple of players whohave had a chance to play at a provinciallevel. The likes of Minky Moahloli, KhaliphaGibisela, Fezeka Gambushe and Nonhlanhla“Skhokho” Shezi had a big impact in theBrutal League Cup. Also players like BongiweMsomi and Precious Mthembu bring therequired experience and stability needed in
the team because they are regulars in thesenior national team, the Spar Proteas,” saidNsele.
District manager of the local sports andrecreation department, Busi ‘Mphathi’Nkomo, this week said that she was happywith the hard work put in preparing the teamfor the Cape Town event.
“We are satisfied with the preparationsso far. Everyone in the local structure ispassionate and are good servants of thegame. We are really positive and hoping forthe best,” said Nkomo.

MsunduziMunicipalityhas injectedamassive financial boost into the club.
The R36 million, three-year dealthat was struck between parties onMonday comes after attempts by theNelson Mandela Bay Metro in PortElizabeth to lure the Team of Choicetouse its stadiumas itshomeground.
The decision has been hailed as awise one, as it will ensure that localfootball loversarenot leftstrandedbythe only PSL outfit in the city.
It is also believed that the decisionnot to relocate will perpetuate thelegacy of Pietermaritzburg ofproducing top talent for the PSL.
Many years ago, local soccerstructures produced quality playerswho played for PSL giants and wereregulars in the national teams.
Players such as Arthur Bartman(Kaizer Chiefs, African Wanderers/Golden Arrows), Shaun Potgieter

The deal was concluded a littleover a month after United turneddown a similar offer by the NelsonMandelaBayMetropolitantorelocateto Port Elizabeth.
“I think the most important factwas that the club had its loyalties toPietermaritzburg, based on thedirectors’ own interest in the city,”said Kadodia.
There are conditions attached tothe deal, which involve performanceand also the development of localplayers, while the city also wants to
spread the game to other venuesother than the current home groundof the Harry Gwala stadium.
United took the opportunity toparade their 16 new players, mostof them youngsters recruited fromtrials, to make up for the loss of over10 of its players.
Unfortunately, the Team ofChoicewillofficiallykickoff theirnewleagueseasononacontroversialnoteaway in Pretoria tomorrow night(8pm).
United will face last season’sleaguewinnersMamelodi Sundownsat Loftus but won’t be allowed to usethree players loaned from the City ofTshwane outfit.
“Yes we won’t be able to use thetrioon loan fromSundowns,SibusisoKhumalo, Kwanda Mngonyama andAbel Mabaso. Unfortunately it’s thename of the deal and the game,” saidUnited head coach, Steve Komphela.
