Patricia Mkhize says she wants the Department of Education to compen- sate her with a bursary for putting her life on pause for 13 years. She told Echo that the department issued her with a matric certificate with her one of her names missing, thereby forcing her to wait for an amended version indefinitely. She said having sat for it in 2000 up until now the department has failed to reissue her with a matric cer- tificate containing correct informa- tion. She said this is the second inci- dent this has happened to her. The former EMabomvini high school pupil in Estowe sat for her mat- ric examinations in 2000 and her cer- tificate came back with the English language subject missing. Mkhize said that after numerous attempts of trying to sort that out she was advised to re-write her matric in 2007. “I was not happy with some of the symbols I got so, I decided to re-write the subjects, including the English language”, she said. “That was when I encountered the second problem in 2008. The matric certificate came back with the English language subject but my other name ‘Margaret’ was missing. “Again I made attempts of sorting that matter out but up until now noth- ing has been done. I have been re- ferred to their Durban offices but I have not been assisted. I have visited their head office but still there is noth- ing positive. In Durban they told me to wait for three weeks and come back to them. Three weeks was extended to three months. They told me that they will send my things to Pietermaritzburg. “I have checked and they have not done so,” said Mkhize. She said that this has turned her life into a nightmare. “I have a matric certificate but I’m unemployed. Sometimes I do find a job, the potential employers would ask for the matric certificate. I tell them my story and they don’t buy it. “The department must compen- sate me with a bursary. It’s their fault, I have lost many job opportunities and I have remained unemployed for years now. My life is at a standstill and when I think about this I feel like cry- ing,” she said. Provincial education spokesperson Muzi Mahlambi said Mkhize must go to her district exami- nations office and they will assist her. “This is a technical matter and it can be sorted if she speaks to officials at her district examinations depart- ment,” he said. The students of the School of Fashion are having their annual Fairytale fashion show at Sir Winston Churchill Threatre on 23 November 2013 at 6: 30 pm. This Fashion extravaganza highlights the students years at the college and is the highlight on the social calender of Pietermaritzburg. Some of the col- lections this year includes wearable re-cycled garments, funky street wear, mens wear (tailored and fun wear), dramatic African attire, glam- ourous wedding dresses, out of this world evening wear and many many more. from Hopewell has nothing to showfor it due to education officials’ bun-gling.

PatriciaMkhizesaysshewantstheDepartment ofEducation to compen-sateherwithabursaryforputtingherlife on pause for 13 years.

She toldEcho that thedepartmentissued her with a matric certificatewith her one of her names missing,thereby forcing her to wait for anamended version indefinitely.

She said having sat for it in 2000up until now the department hasfailedtoreissueherwithamatriccer-tificate containing correct informa-tion. She said this is the second inci-dent this has happened to her.

Transport system to reduce city traffic volumesNOKULUNGA NGOBESE>>[email protected] is set to go for the implementation of the Inte­grated Rapid Public Transport Network (IRPTN)project in the city.The project which was introduced in the city last yearcosts R3 billion, and is aimed at reducing traffic con­gestion by introducing different modes of transport,to use dedicated lanes.It will be implemented over a five year period. Makingthe last presentation in the project’s pre­liminary de­sign during an Exco meeting last week, IRPTN techni­cal team member Rocky Hammond said: “The CBDis congested and businesses are decentralising. Wewant to provide universally accessible fleet infra­structure and to have at least 90% of the morning

peak walking or usingenergy efficient publictransport.“We want to reduce thetravelling time, with themaximum travel timebeing 45 minutes for90% of the homebased work trips. Therewill also be a hospital tohospital link, wheretransport will fetchcommuters outsideEdendale hospital.The system will see theuse of buses, minibusand will also include cy­cling paths pedestrianroutes”.The first phase which

will include areas suchasEdendale,Vulindlela,Sweetwaters, Foxhilland then the CBD is ex­pected to start in 2016and is expected to becompleted by 2020.Pietermaritzburg is oneof 12 cities that havebeen identified for theproject.

However applicationfor funding could not be made, asthreecityorganisationshadnotelect-ed their representatives.

Thefundingbeneficiariesinclude: arts, religious organi-sations, educational funding,music, sport, traditionalcouncils, women and busi-ness co-operatives,worker’sorganisations, youth ownedbusinesses, co-operatives,public benefit organisationsand non-governmental or-ganisations.

“The outstanding organisa-

tions which were women, youth andnon-governmental organisationshave selected their representatives.

“Forms are available onthe internet, and it is

theresponsibilityofchairpersonsfrom these com-mittees to popu-larise them, andmake themavailable topeople,” saidMbokazi.

summer, according to weather forecasterMduduzi Mthembu.

He said since it is summer, thunderstormswillbethecauseofenhancedprobabilityofnor-mal rainfall. The normal rainfall is expected inmost parts ofKwaZulu-Natal betweenNovem-ber 2013 and January 2014, he said.

He told Echo that the far North-Easternparts which are Zululand and uMkhanyakudedistricts are the areas with the possibility ofheavy rains.

Asked if the rain and cold weather shouldbeexpected thismonth in theprovince,he saidthecountryhas justhadour first real rainof theseason this past week.

“The temperatures were cool on average.Only the high-lying areas had cold conditions.Lookingat theseasonal forecast,belownormalmaximum temperatures are expectedthroughoutKZNbetweenNovember2013andFebruary 2014. “But knowing the climatologyof KZN, in summer, the conditions are mild to

warm and even hot in some places. So even ifit isbelownormal, itwill still fall in thecategoryofmild,warmandhot, althoughonrareeventscoldconditionsmayprevail inthehighgrounds(southern Drakensburg).

“Furthermore, there is abovenormalmini-mum temperatures between October and De-cember 2013, implying relatively warmermornings than usual in most parts of KZN.

“As we progress further into the summerseason from here on, average temperatureswill increasegradually,reducingthechancesofcold events,” said Dlamini.

He warned that people should be cautiousduring thunderstorm activities.

“When they are indoors, they must unplugallelectricalappliances.Donotusethelandlinetelephone. Avoid contact with water or take abath/shower or wash dishes. Stay away fromopen windows and cover your car.

“When outdoors, seek proper shelter (notunderneath trees). Do not touch metal cableslike electricity or telephone lines, fences. In theopen, avoid solitary structures like trees,mounds, hills, beacons, towers.

“Lay low on the surface until the storm isover and avoid streams, rivers, and low lyingbridges,” said Dlamini

AS part of fighting theselling and buying ofstolen goods, the Par-

liament is still discussing theamendments to the Second

HandGoods Act sentence of10months sentence to beextended to 10 yearssentencing.

The

sentence will work against both the seller andthe buyer of stolen goods, said police ministerNathi Mthethwa when he visited the Maqonqoarea recently.

The act was effective from 1 May this year.The SecondHandGoodsAct grants the policethe right to arrest anyone who sell and buystolen goods.

Mthethwa said they realised that the10 months sentencing was not enough.He said they are still discussing theamendments of this act, adding thatthey want to extend the 10 monthssentence to 10 years.

“The highest rate of theft isvery disturbing. People who

buy stolen goods are playinga huge role in crime. Theyshould be regarded ascriminals themselves.

“In May, welaunched the SecondHands Goods Act withthe intention of fight-

ing theft. Both the buyer and the seller of stolengoodswillbeheldresponsiblefortheft if theyarecaught with stolen goods.

“Weareurgingthecommunitynot tobuysto-len goods. This also applies to dealers with thesecond hand goods. They have to immediatelyreport to the police if they are being sold stolengoods.

“Thosewhoare failing todosowill bearrest-ed.Wearesendingamessagetoeverycommuni-ty to report peoplewho are selling stolen goods.The act is working and people are being arrest-ed,” said Mthethwa.

•The Second-Hand Goods Act is Act No. 6 of2009 and it was effective in 1 May 2012.

•Second-Hand Goods Act is an importantmilestone in the process to clean up the second-hand goods industry.

•It is an on-going process in which BusinessagainstCrimeSouthAfrica (BACSA)hasworkedtirelessly with the South African Police Service(SAPS) and industry stakeholders since 1999.

Police minister NathiMthethwa said theyare looking atamending the Sec­ond Hand Goods Actsentence from the 10months to 10 yearsfor those caught buyingor selling stolen goods.

THE HIGHEST RATE OF THEFT IS VERY DIS­TURBING. PEOPLE WHO BUY STOLENGOODS ARE PLAYING A HUGE ROLE INCRIME. THEY SHOULD BE REGARDED ASCRIMINALS THEMSELVES.

Describing himself as a very shy person,Shandusaidafterwatchingsoccerwithhisdad,he would go outside after and do the samethings he just saw on TV.

Shandu has played for Burg United whichplayedintheMaritzburgDistrictFootballAsso-ciation.

“I started inBurgwhen it changed toSham-rocks.Then Iwent toMaritzburgUnitedDevel-opment and after they closed down I joinedLeedsUnitedinDomesticLeagueEdendaleAs-sociation.

“In 2012 I joined Maritzburg United. It’s

been a dream come true. I have enjoyed everyminute playing alongside top players in SouthAfrica. I have also improved on my football alot.

“The players have been great to me. Theyhave given me advice and I have taken everysingle bit of it,” said Shandu.

He said he could not believe when formerMaritzburg United coach Ernst Middendroptold him that his first match would be againstAmazulu FC.

“The last one I knew I would be playingagainst the big players of Mamelodi Sun-downs,” he said.

Likeanyothersoccerplayerhehas thatoneplayer that he looks up to.

“I am a big Chelsea supporter and for meFrankLampard is the greatest. I spendmost ofmy time watching soccer at the local stadiumWadley in Edendale and playing soccer Fifaplay-Station with my little brother Banele,cousin Khanyisa and family friend SandileNdlela,” he said.

Shandu’smotto in life is: if youwait for per-fect conditions, you will never get anythingdone. Once he is done with his matric he willstart playing regularly, he said.

IT is important for those in positionsto lead by example. Themost impor-tant unit in football is a club. DannyJordan, Safa President, for instancecannot talk development if he is nothimself involved at club level.

Wecannot tellpeopleabout thingsthat we are not experiencing our-selves. There is no individual thatdoes not belong to a particular com-munity.

Political, civic and sports leadersmust take a lead in the developmentof sports in this country.Onedoesnotneedtobeinvolvedondaytodaybusi-ness of a club. However, it is not cor-rect that people point fingerswithoutplaying some role.

Generally, South Africans are toobusychasingpowerandfortunes.Weare all calling for grassroots footballtobenurtured. I still have tosee7and

9 year olds that are capable of organ-ising training and matches.

We all get surprised when thereare no South African teams in inter-national competitions. If your ownsons and daughters are not playing,who do you expect to play for thiscountry? The mindsets must changeif our country is to progress. Thema-jority of us think that the world owesuseverything.Weseemtobelievethatsomeone out there must sort thingsout for us. Every individual withincommunitiesmust take the responsi-bility.

Oneistoosmallanumbertodoan-ything of significance.We are alwayslooking forMessiahs to take us to thePromisedLand. If it is notMandela, itis Danny Jordan. There is not muchthat individuals can do to change thesituation.

Thepowerlieswithallofus.DannyJordan cannot form a club in yourcommunity, train children, feedthem, provide equipment, motivatethem inmatches etc. The future suc-cess of any child depends on the sup-port early in life.

They say talk is cheap. Footballpeople are talking about juniorleagues for both boys and girls. It isnot possible to have leagues whenthere are no teams.

Wehaveaveryabnormalsituationwhere universities play women’sfootball and yet our junior schoolshavenoprogrammes for football.Weeven have a Banyana Banyana – Na-tionalWomen Team, yet there are noteams and competitions for younggirls. South Africa claims to be themost progressive nation.

We have women in top positionsboth in government and private sec-tor. It isworthnoting that thereare somany boys’ football competitions atschool level, yet nothing for the girls.Yes, talk is cheap, doing is a differentstory. Unzima lo mthwalo!
