Dear APSE Friends, On behalf of National APSE and the newly formed Washington APSE Chapter, we welcome you to the wonderful Pacific Northwest. We promise delightful weather and a unique opportunity for those who have not been to Seattle. The 22nd Annual Conference theme says it all – Believe It! Achieve It! And now is the time to focus our energies on insuring all people with disabilities have meaningful opportunities to bring their talents to the workplace. We are excited to offer a range of Pre-Conference Sessions on Monday June 13th. The pre-conferences will include Assistive/Information Technology to Support Independence & Success in the Workplace, Linking Discovery & Job Development: A Customized Approach, Public Policy, Transition and Organizational Change. Launching the conference this year will be a national leader in the field of disability and employment, Lynnae Rutledge! Lynnae is someone very familiar to those of us in the northwest. We welcome home the former Director of Washington State Division of Vocational Rehabilitation and now the esteemed RSA Commissioner as our opening keynote speaker. On June 15th, there will be a large Employer Forum and a National Awards Luncheon. These events will feature and recognize “the best of the best” in the Westin’s magnificent Grand Ballrooms. The breakout tracks will focus on Consumers, Family & Self Advocacy, Transition from School to Work, Diversity, Job Development & Marketing, Job Supports, Funding & Public Policy, Mental Health, Autism, Assistive Technology and International Disability Rights & Employment. The conference format will provide rich learning opportunities and allow for valuable networking and of course, quality entertainment and fun! There is definitely something for everyone. Please join us as we Believe It! – every person with a disability will be included in their communities as valued workers earning at least minimum wage – and Achieve It! – building on the experiences of your colleagues in the field. Commissioner Lynnae Ruttledge has headed the Rehabilitation Services Administration since January 2010. Previously, Ms. Ruttledge served as the Director of the Washington Department of Social and Health Service, Division of Vocational Rehabilitation, and in various leadership positions with the Oregon Department of Human Services, Office of Vocational Rehabilitation Services, for more than 25 years. Ms. Ruttledge began her public service career in Michigan as a classroom teacher in the public school system. She has received numerous recognitions and awards for her service including the Washington Governor's Award for Leadership in Management in 2007. Ms. Ruttledge not only has a vast professional knowledge of the vocational rehabilitation system, but she also has the perspective from personal experience as an individual with a disability who received services from the Department of Vocational Rehabilitation.

“Hope is Fuel for Believing and Achieving”

Kristin Rytter has spent most of her life overcoming her physical disabilities. Shattering barriers with passion and determination, Rytter has earned a doctorate from the University of Washington, the top academic echelon in her field. Although she cannot speak and cannot use her hands or feet, she has found ways to communicate, at times spending 10 hours a day researching and writing. Kristin communicates using an "eye code" she and her father developed when she was young. She can type on a laptop computer by moving her head against sensors, tapping out words in Morse code. That's how she wrote her dissertation -- all 200-plus pages of it. Since she has lived with a physical and a speech disability for her whole life, she gives families of people with disabilities a valuable perspective, emotional support, guidance, and hope.

Assistive/Information Technology to Support Independence & Success in the Workplace Presenters: Apple, Inc., W.i.S.e & Tango Consulting

A demonstration and Question and Answer period with Ron Ustach from Apple, Marsha Threlkeld of the Washington Initiative for Supported Employment (WiSe), and Katherine Carol of Tango Consulting. Experts from Apple will demonstrate accessibility technologies and features built into Macs, iPhones, and iPads. They will also share information about software applications and solutions available for these devices to add additional interesting features for independence and productivity. We will discuss questions such as:

How do we maximize independence in the workplace using AT? How do we know which piece of equipment will work best for each person? Do we go with iPad, iTouch, iPhone, or old school? What features come loaded in the equipment and which do we need to acquire as an app? Is it possible to try equipment out before purchasing? How do we as employment professionals use this technology to network and communicate more efficiently?

We will focus our efforts on independence and productivity in the workplace and success in school to work transition. Be a part of maximizing the use and effectiveness of technology and learn with interested others in the field of integrated employment.

Morning Session #1: 8:30 a.m. - 11:30 a.m.

Organizational Change: Making Employment for All a Reality Everywhere Presenters: Susan Rinne, Darla Wilkerson and John Butterworth

The last two decades have seen numerous service providers make major shifts in the focus of their services, from congregate, facility-based services to community employment. It is clear that with the right combination of vision, strategic planning, and perseverance, organizations can successfully undertake this journey. Yet, on a national basis the majority of individuals served by disability service systems still spend their days in facility-based programs, rather than working successfully in the community. The purpose of this session is to look at the strategies that have proven successful for service providers that have undertaken organization change efforts, and what it will take to make such efforts universal across the United States. The session will start with a look at the current status of organizational change efforts nationally. We will then take a look at the strategies that individual service providers have used in undertaking organizational change, and the context within which these efforts have occurred in terms of public policy, and the support of funding agencies. From there, there will be a discussion of “lessons learned”, that will include discussion and debate about the continued resistance to shifting service delivery to community services, and the development of strategies for addressing these issues at the local, state, and federal level. If you are an organization that is contemplating or undertaking an organizational change effort, an individual who is assisting organizations in these types of efforts, or an advocate for practice and policy changes that will result in a major shift from facility-based services to community employment, this session is for you.

Morning Session #2 8:30 a.m. - 11:30 a.m. An Employment First Public Policy Agenda: What It Is and How To Achieve It

Presenters and Facilitators: Members of the APSE Public Policy Committee

Significant progress in the employment rate of people with disabilities requires a public policy agenda that results in legislation and public policies that will move an Employment First agenda forward. Doing so requires having the right mix of messages and specific strategies that will successfully engage legislators, policymakers, and the general public. At this interactive session attendees will work together to create a public policy agenda and strategies that will positively impact employment of people with disabilities. Specific topics will include: what is the overall message of such an agenda, what are the key “talking points” and “asks” to achieve significant increases in employment, what should be focused on and what should be avoided, and what are the key legislative and policy mechanisms for incorporating this agenda at the state and federal level. Attendees will then discuss strategies for achieving such an agenda as individuals, as well as how APSE and APSE chapters can work together in supporting these efforts. Join us for what is sure to be a fun and lively discussion as we work together to create a strong and vibrant public policy agenda and strategy that ensures the call for Employment First is heard from the State House to the White House, and on Capitol Hill.

Linking Discovery & Job Development: A Customized Approach Presenters: Cary Griffin, Molly Sullivan & Janet Steveley of Griffin-Hammis Associates, LLC

This presentation uses numerous examples from urban, suburban and rural settings to illustrate how the Discovering Personal Genius assessment approach is used to develop solid vocational themes that drive targeted, individualized, and creative job development. Customized Employment techniques will be examined, and an emerging structure resulting in the development of at least 3 overarching vocational themes supported by 20 local work environments for each theme “where the career makes sense” combine to form a solid career plan. This session includes discussion of business ownership as a viable option; the use of amalgamated funded sources; SSA Work Incentives; and team roles. Staff development recommendations and resources will be highlighted. Further, this session will detail how the non-comparative approaches to job development used in Customized Employment, as opposed to traditional competitive and charity models, benefit people with disabilities, and how negotiated jobs demand attention to social capital, economic development, and shared interests between applicant and employer.

Transition from School to Work: What’s working? What’s next? And Employment for ALL!

Presenters: Richard Haines, Lake Washington School District Transition Academy; Michael Goodwill, Lake Washington School District Transition Academy &

PROVAIL: Marsha Threlkeld, Washington Initiative for Supported Employment This pre-conference session will showcase a partnership between the Lake Washington School District Transition Academy and PROVAIL. As the need to support students and families to successfully transition from school to post secondary opportunities, the Lake Washington Transition Academy and PROVAIL have partnered to streamline this process and create a sustainable model that leads to employment at or before graduation. The partnership between the Academy and PROVAIL is a relationship that has evolved with active contributions from school, parents and the community. It is a value and an effort that is sustained by continued conversations and collaboration. It has provided a streamlined approach and resource for students and parents as they navigate adult services before exiting school. Come hear how this approach and collaboration has worked in a variety of Washington Communities and how it could work in yours.

Afternoon Session #1 1 p.m. - 4 p.m.

Making Your Voice Heard: Strategies for Effective Public Policy Advocacy Presenters and Facilitators: Members of the APSE Public Policy Committee

In these challenging times, strong public policy advocacy is more critical than ever. Successfully engaging legislators and policymakers at the federal, state, and local level, is critical to ensuring there is sufficient support in terms of both funding and public policies that result in steady progress and major increases in employment of people with disabilities. At this session, attendees will learn how to conduct successful legislative advocacy through interactions with legislators and development of advocacy campaigns. The session will include discussions of how to build relationships with legislators and communicate effectively with them through written communication, phone calls, and in-person meetings. Attendees will also learn about strategies for developing an effective legislative advocacy campaign, including the importance of strong coalitions with a clear message, the critical role of individuals with disabilities and families in such efforts, and targeting of key legislators. The increasing critical use of social media as an organizing and advocacy tool will also be discussed. Interwoven within the session will be discussions of how APSE, APSE chapters, and members can more effectively utilize the strategies discussed to achieve public policy goals. Attendees will leave this session with a variety of tools and practical strategies for developing and implementing strong public policy advocacy efforts.

The morning sessions will run from 8:30am to 11:30am and afternoon sessions will run from 1:00pm to 4:00pm. Lunch is not included, however there will be a 90 minute break for lunch on your own.
