The approach undertaken by APSE is underpinned by an emphasis ontransferring skills to both officers and members. Skills will be transferred tothe team through the experience of ‘doing’ and this will be key in the teams’learning. Diagnostic workshops are another way in which the team will ensureofficers are involved and have the opportunity to shape the project.

...and the outcome...APSE identified savings of £1.87 million (5.2%) in the short termand long term savings of £9.63 million (21.3%) across the Council’sfrontline services.

...APSE can identify areas for cash-releasing efficiency savings in the short tomedium term, these savings are readily identifiable and produce quick wins.APSE can make recommendations to address further areas where substantialsavings can be identified. APSE can develop detailed proposals to assist thecouncil in preparing evidence based business cases to address issues.

Savings of £950,000 per annum, clear evidence-based assessment ofcurrent value for money. Actions were agreed to bring the service up tonational best practice level and a feasible proposal to address 3 key areasof local concern on a short, medium and long term basis were produced.

...what was achieved?

...APSE can assess value for money of any current arrangements and proposerecommendations to optimise future value for money from the service. APSE willspecifically focus on 3 key areas of local concern, namely planned/reactive repairsratio, deferred cyclical schemes and sold properties. APSE will also use a “leanthinking” approach to carry out a service review, beginning with a diagnosticworkshop of key players within the service. Along with this, APSE will carry outface to face interviews, use benchmarking data and engage with tenant andtrade union representatives from all levels. This will be vital to the success of theproject.

We have decided to retain our housing stock and embark on an ambitious £85 million,3 year capital programme, to meet housing quality standards. We are keen to ensurewe secure maximum value for money from a major programme of investment in theseproperties...
