The unbelievable number and enthusiasm had enforced lot of confidence in the AIRF leadership as well as cadre. This rally has also shook Govternment of India as well as Railway Ministry, and after rally the language and actions at top are different. They fixed many meetings which were pending since last so many months. Issues of LARSGESS and CRC have been taken on top priority. Hon’ble MR has also fixed deadlines for fifteen days and one month on our memorandum specifically railway related demands. But million dollor question is from where money will come that is the reason, we have demanded support from General Budget and that is the reason for submission of memorandum to Hon’ble Prime Minister. We are worried for our users too most of them are from poorer segment of society. We have warned Central Govt. to desist from any form of privatization of Indian Railways and should forget about core and non-core. Government should immediately come out to support Indian Railways like it supporting to various other infrastructure and various other schemes essential for socially deprived in this country. Brothers and sisters your support and anger will not go waste but don’t sit idle. It was just a trailer and start we have to fight many more battle and therefore take oath on this coming 1 st May that we will not stop here rather we will prepare for a total struggle in future if our issues will not be resolved and Govt. of India will not leave step motherly treatment with us. So once again lot of congratulation and appreciation for making Sansad March historical. MASSIVE MARCH ON PARLIAMENT

The above couplets are depicting the condition of Indian railways which is bleeding from all angles. The condition is so bad that All India Railway men’s Federation had to organize a massive rally on the Parliament on 28th March, 2012 with a theme and slogan “Rail Bachao – Desh Bachao”. More than forty thousand Railwaymen across the country

formed a human sea on the Parliament. The colourful procession started from New Delhi Railway Station at 10.00 Hrs. passed through Connaught Place continued till 2.00 p.m. with full discipline. As was expressed by AIRF veteran leaders it was biggest rally so far taken by AIRF and other organizations. The participation of youth and women was great. PROTEST MARCH TO PARLIAMENT ON 28.3.2012

New Delhi Around 50,000 Railwaymen, who gathered in Delhi from all corners of the country, marched to Parliament on 28th March, 2012, under the banner of All India Railwaymen’s Federation (AIRF), parading through the streets of New Delhi, starting from State Entry Road. They were carrying banners, flags, placard displaying different demands and raising slogan for fulfillment of various long pending genuine demands of the Railwaymen, which include filling-up of 2.5. lakh vacancies, removal of anomalies of Sixth Central Pay Commission, removal of discrepancies of the MACP Scheme, implementation and finalization of cadre restructuring of various categories staff, scrapping of New Pension Scheme, “Save Railways-Save Country”, immediate payment of all the allowances like TA, OTA, NDA, stop outsourcing and privatization, further liberalize LARSGESS to cover all categories of Railwaymen, provide adequate budgetary support to the Indian Railways from the General Exchequer for running and further development of the Railways as National Infrastructure, etc. etc. The march finally culminated into a huge mass meeting at Parliament Street. The meeting was presided over by Com. Umraomal Purohit, President/AIRF, who narrated about the present financial condition of the Indian Railways, which resulted into non-payment of TA, NDA, OTA etc. to the Railwaymen in time. He mentioned that this protest is not against the roll-back of the proposed hike in passenger fares but to bring to the notice of the government that there is urgent need of financial support to Indian Railways on account of huge revenue drain for implementation of various social obligations, such as concessions, free travel, etc. to various sections of the society. He criticized the government for non-implementation of the recommendations of the Trackmen Committee. He appealed to the Railwaymen to be united to save the Railways from privatization and be ready to face future challenges. Com. Purohit thanked all the Zonal Railways and Production Units unions for such a massive gathering on the call given by All India Railwaymen’s Federation and hoped that they will continue with the same zeal and enthusiasm in all the struggles to come. Com. Shiva Gopal Mishra, General Secretary/AIRF in his speech stated that the Indian Railways are not given a fair-deal by the government and its granted a paltry sum of Rs. 24,000 crore as budgetary support despite the fact Railways had to fulfill large social obligations. On the contrary, the government is giving financial support of Rs.90,000 crore to MNREGS, Rs.50,000 crore to Food Security Bill, Rs.2,00,000 crore to petroleum subsidy, Rs. 7,000 crore to P&T Deptt. Rs. 70,000 crore to Jawaharlal Nehru National Urban Renewal Mission, Rs. 24,000 crore to National Highways Authority of India, etc. Indian Railways had to borrow money from the open market through the Bonds at the rate high interest rates, which is gravely affecting its financial stability. Further, Indian Railways are expected to pay dividend at the rate of 5-7%. On the other hand, no other infrastructural project in this country is expected to pay dividend or borrow at the market rate. There is every possibility that in the near future our freight earnings may be hit by competition from the road transport. It has become very essential to save the Indian Railways and the Government of India should come forward to financially support the Indian Railways in a big way from its Gross Budgetary Support. He further stated that the Railwaymen want their long pending genuine demands fulfilled, rail users want satisfaction, but the government wants to sell out the Indian Railways. He stated that AIRF will fight tooth and nail to save the Indian Railways as also to fulfill the long pending genuine demands of the Railwaymen, and till AIRF and its cadre are alive, nobody can dare to sell out the Indian Railways. Com. J.R. Bhosale, Treasurer/AIRF, in his address stated that this protest is not against roll-back of hike in passenger fares but to attract government’s attention to inordinate delay in finalizing the staff problems, viz. Revision of rate of Kilometres, payment of arrears of KMA to Running Staff w.e.f. 1.1.2006, resolving anomalies created out of implementation of the 6th CPC report, delay in deciding Cadre Restructuring, non-creation of posts for new assets, non-filling up of large number of vacancies, delay in implementation of the recommendations of the Trackmen Committee, delay in payment of allowances, etc. etc. He stated that the Indian Railways have gone into losses due to

mismanagement and incorrect priorities given by the decision makers in investing had earned money. He demanded that the government should enquire about all investments made by the Railway Ministry in past. He ended his speech with a warning to the government will be solely responsible for forcing the Railwaymen to such action. Bro. Mahendra Sharma, Regional Secretary, ITF (Asia Pacific), while addressing the gathering stated that the AIRF is the oldest affiliates of the ITF for more than 80 years. AIRF, under the leadership of Com. Umraomal Putohit, Com. Shiva Gopal Mishra and others will progress and will be in a position to protect the interest of the Railwaymen in India. The ITF will continue its support to the movement of AIRF, including saving the Indian Railways from privatization/outsourcing. The meeting was also addressed by Coms. Rakhal Das Gupta, Working President, Ch. Shankara Rao, Ch. Gandhi, Salil Lawrence, A.M. D’Cruz, K.L. Gupta, Mukesh Galav, Asstt. General Secretaries/AIRF and Com. M.N. Bajpayee, Y.G. Joshi, Subendu Mukherjee, R.D. Yadav, Vice-President/AIRF, Ms. Champa Verma, National Coordinator, HMS Women Wing. Shri Rakhal Das Gupta pointed out regarding impediment caused due to the word “in exceptional circumstances” quoted for appointment of non-Matriculation candidates, medical treatment of parents as was announced by previous Minister for Railways Ms. Mamata Banerjee, removal of anomalies of 6th CPC etc. He also mentioned that the staff rendered surplus are compelled to keep their family members of their old place of posting and they are charged damage rent. He requested that the staff so transferred may be allowed to retain the quarters on normal rent at their previous place of posting. Alll the speakers expressed their solidarity and determination to achieve the genuine demands of the Railwaymen and called-upon the participants to carry the message to their respective working places. Com. Harbhajan Singh Sidhu, AGS/AIRF and President/NRMU, while expressing heartily thanks to all the leaders and participants warned the Government of India not to play with fire and settle the demands of the Railwaymen at the earliest. After the meeting, a delegation of AIRF comprising of Coms. Shiva Gopal Mishra, General Secretary, Rakhal Das Gupta, Working President, J.R. Bhosale, Harbhajan Singh Sidhu and Ch. Shankara Rao, submitted a memorandum addressed to Hon’ble Prime Minister of India in his office in South Block. The grievances raised therein, are enlisted in the copy of the memorandum (already circulated). AIRF delegation, led by Coms. Umraomal Purohit and Shiva Gopal Mishra, also met Hon’ble Minister for Railways at 18.00 hrs. in his chamber, where Chairman, Railway Board, Member Staff and other important officers of the Railway Board were also present. The delegation included Coms. Rakhal Das Gupta, Harbhajan Singh Sidhu, Salil Lawrence, Subhendu Mukherjee, A.M. D’Cruz, Mukesh Galav, Ch. Gandhi. Com. Umraomal Purohit inter-alia pointed out that earlier Railway Ministry used to take decision, but of late they are referring the problems to different ministries like Finance, DoPT, Health etc. He referred pitiable condition of Railway quarters, non-payment of TA,OTA NDA etc. and said that for want of money, the terms for treatment in referral hospital are not being renewed and there is acute shortage of medicine etc. Com. Shiva Gopal Mishra raised the point of LARSGESS, to do away with the Written Test for appointment in GP Rs.1800, to treat LARSGESS on par with appointment on compassionate ground and to give effect the order of dispensing with Physical Efficiency Test from retrospective date. He also added that various welfare schemes announced by the former Minister for Railways Ms. Mamata Banerjee are not being pursued and implemented. He also mentioned the deadlock in Cadre Restructuring. While reacting, Hon’ble Minister for Railways said that he belongs to Railwaymen’s family. His father had joined in 20-day long 1974 strike. He knows very well the problems of the Railwaymen. He sought cooperation of AIRF in the matter of running the Railways safely and efficiently. He assured that all the welfare schemes declared by his predecessor Ms. Mamata Banerjee would be implemented. He assured that the orders for doing away with

Physical Efficiency Test will implemented from retrospective effect. He also said that TA, OTA, NDA etc. will be paid and Railway quarters will be repaired. He said that on all the issues pertaining to the Railwaymen, a meeting will be called by the Adviser(IR), Rly. Board within 15 days and he himself will review the progress after a month. The meeting was held for over an hour in cordial atmosphere.

Diva-Panvel sections. * Work to be taken up facilitating runing of 12-car rakes on Harbour line.

* Financial modeling of the elevated rail corridor from Churchgate to Virar firmed up with Govt. of Maharashtra through PPP mode.

* A pre-feasibility survey for a similar corridor between CST and Kalyan proposed. * A National High Speed Rail Authority to be set up. * Pre-feasibility studies on six high speed corridors already completed; study on Delhi-Jaipupr-Jodhpur to be

taken up 2012-13. Cooperation with State Governments * MoU signed with Govt. of Chhatisgarh to develop three rail corridors in state for movement of passenger

and freight. * 31 projects covering a length of more than 5000 km in 10 states being excuted with ontribution from state

2012-13. * Rae Bareli Coach Factory manufactured 10 coadhes in 2011-12; phase-II of the factory would be

commissioned in 2012-13. * Diesel Compnent Factory at Dankuni has commenced trial production and would be fully commissioned in

2012-13. * Wagon Manufacturing Factroy at Kulti and fiat bogey frame unit at Budge Budge to commence production in

2012-13. * A wagon factory to be set up at Sitapali (Ganjam District of Odisha). * A rail coach factory with the support of Govt. of Kerla to be set up at Palakkad; two additional new

manufacturing units for coaches to be established in the Kutch area in Gujarat and at Kolar in Karnataka with active participation of the State Govts.

* A plant for manufacture of traction alternators for high horse power diesel locomotives to be set up at Didisha in Madhya Pradesh.

* Setting up of a factory at Shyamnagar in West Bengal to manufacture next generation technology

propulsion system for use in high power electric locomotives. * Augmenting the electric loco Ancillaries Unit of CLW at Dankuni for fabrication of locomotive shells and

assembly of three phase locomotives for manufacturing of new generation 9000 HP locomotives. * Sick wagon unit ‘Braithwaite’ taken over by Railways has been conferred with Turn Around Award by the

Board of Reconstruction of Public Sector Enterprise. Green Initiatives * Setting up of 72 MW capacity windmill plants in AP, Karnataka, Kerala, Tamil Nadu and West Bengal. * Setting up of 200 remote railway stations as ‘green energy stations’ powered entirely by solar. * Providing solar lighting system at 1000 manned level crossing gates. * Introduction of mobile emission test cars to measure pollution level of diesel locomotives. * Commissioning of two bio diesel plants at Raipur and Tondiarpet. * Introduction of a ‘Green Train’ to run through the pristine forests of North Bengal. * 2500 coaches to be equipped with bio toilets. Passenger/Rail Users’ Amenities * Installation of 321 escalators at important stations of which 50 will be commissioned in 2012-13. * 12 State of art mechanized llaundries already set up and 6 more to become functional during 2012-13. * SMS on passenger mobile phone in case e-ticket to be accepted as proof of valid reservation. * Introduction of regional cuisine at affordable rates; launching of Book-ameal scheme to provide multiple

choice of meals through SMS or email. * Setting up of AC Executive lounges at important stations. * Setting up of new Rail Neer Plants at Palur in Tamil Nadu and Ambernath in Maharashtra. * Expansion of housekeeping schemes for trains. * Introduction of Rail Bandhu on-board magazines on Radhanis, Shatabdis and Duronto trains. * Introduction of coin/currency operated ticket vending machines. * Introduction of Alternate Train Accommodation System to accommodate waitlisted passengers on alternate

* Construction of multi-functional complexes at 24 locations completed. * Sale of PRS tickets through 151 post offices. * Implementation of electronic transmission of RR for freight traffic. * Introduction of satellite based real time train information system(SIMRAN) to provide train running

information to passengers through SMS internet, etc. * On board passenger displays indicating next halt station and expected arrival time to be introduced. * Specially designed coaches for differently-abled persons to be provided in each Mail/Exp. Coaching Terminals * Survery and feasibility study for new coaching terminals at Nemam, Kottayam, Mau and Dankuni to be

taken up. * Pre-feasibility study for development of Roypuram station in Tamil Nadu for which many representa-tions

have been received. * New coaching complex at Panvel and coach maintenance complex at Kalamboli in partnership with Govt. of

Maharashtra through CIDCO planned. * New coaching terminal at Naihati, the birth place of Rishi Bankim Chandra Chattopadhyay commemorating

him on 175th Birth Anniversary. Annual Plan 2012-13 * Highest ever p[lan outlay of Rs.60,100 cr. * Gross Budgetary Support Rs. 24,000 cr. * Railway Safety Fund Rs.2,000 cr. * Internal Resources Rs. 18,050 cr. * Market Borrowing Rs. 15,000 cr; PPP Rs. 1,050 cr. * 725 km new lines, 700 km doubling, 800 km gauge conversion and 1100 km electrification target in 2012-

Financial Performance 2011-12 * Loading target reduced by 23 MT to 970 MT. * Gross Traffic Receipts fixed at Rs.1,03,917 cr. in RE, short by Rs. 2,322 cr. over Budget Estimate. * Ordinary Working Expenses fixed at Rs.75,650 cr, an increase of Rs.2,000 cr. over Budget Estimates;

Pension payments also up by Rs. 1,000 cr. * Current dividend liability to be fully discharged. * Excess of Rs.1,492 cr. as against the budget amount of Rs.5,258 cr. * A loan of Rs.3,000 cr. extended by MoF to meet requirement of safety related works under Development

Budget Estimates 2012-13 * Freight loading of 1025 MT, 5 MT more than 2011-12. * Passenger growth – 5.4%. * Gross Traffic Receipts – Rs.1,32,552 cr. i.e. 27.6% increase over RE, 2011-12. * Ordinary Working Expenses – Rs.84,400 cr. * Appropriation to DRF at Rs.9,500 cr. and to Pension Fund at Rs. 18,500 cr. * Dividend payment estimated at Rs.6,676 cr. * Loan of Rs.3,000 cr. taken in 2011-12 to be fully repaid along with interest. * Operating Ratio estimated at 84.9%. Security * Installation of Integrated Security System at all 202 identified stations to be completed in 2012-13. * Escorting of trains by RPF/GRP extended to 3500 trains. * Integration of RPF helpline with the All India Passenger Helpline. Staff Welfare * Introduction of a wellness programme for railway staff at their workplaces. * Ensuring proper rest for skilled and technical staff including the running crew. * NID to design appropriate outfits for various categories of workforce.

Training and Recruitment * Over 80000 persons recruited in 2011-12. * Over one lakh persons to be recruited in 2012-13 0 backlog of SC/ST/OBC and other categories to be wiped

off. Sports * 7 Railway sportsperson honored with Arjuna Award and Major Dhyanchand Award in 2011-12. * 5 Railway sprtsperson qualified for Olympics 2012. * Development of a roadmap for railway sports. * Institution of ‘Rail Khel Ratna’ Award for 10 rail sportspersons every year. Concessions * Value of concession granted to travelers is more than Rs.800 cr. per year. * 50% concession in fare in AC-2, AC-3, Chair Car & Sleeper classes to patients suffering from ‘Aplastic

Anaemia’ and ‘Sickle Cell Anaemia’. * Extending the facility of travel by Rajdhani and Shatabdi trains to Arjuna Awardees. * Travel distance under ‘Izzat Scheme’ to increase from 100 kms to 150 kms. Suburban Services * 75 additional services to run in Mumbai suburban. * 18 additional services to be run in Chennai area. * 44 new services to be introduc ed in Kolkata Metro in 2012-13. Trains * 75 new Express trains to be introduced. * 21 new passenger services, 9 DEMU services and 8 MEMU service to be introduced. * Run of 39 trains to be extended. * Frequency of 23 trains to be increased. Tariff Proposals * Setting up of Railway Tariff Regulatory Authority to be considered. * Passenger fare increased by 10 paise per km for First Class; 15 paise per km for AC-2 tier and 30 paise per

km for AC-1. * Fare to be founded off to the next nearest five rupees.

* Minimum fare and platform tickets to cost Rs.5/-. * Fuel Adjustment Component (FAC) in fares contemplated.

INTERNATIONAL WOEMEN’S DAY - 2012

International Women’s Day was celebrated by all affiliated Zones and Production Units of AIRF throughout

India in various ways. Some of the reports received are as under:- WREU International Women’s Day was observed by WREU all over Western Railway with great enthusiasm. A large number of women employees participated in al the programmes conducted under the auspices of WREU Women Wing. A leaflet containing the brief activities conducted by WREU Women Wing, the Resolution passed in Zonal Women Conference held in Mumbai on 13.3.2012, Various Constitutional and Legal provisions guaranteeing the right of equality to women and special initiatives undertaken by the Central Govt. such as constitution of National Commission for Women; Reservation for Women in Local Self- Govt.; National Plan of Action for the Girl Child’ National Policy for the Empowerment of Women, etc. was printed and distributed amongst women employees in both English and Hindi languages in all the functions. Mumbai: In the function arranged on this occasion in “Goonj” at DRM Office Complex at BCT, Com. J.R. Bhosale stated that in the changing scenario women employees have to play more active role in Society, Railway and in Union activities. The meeting was addressed by Dr. Smt. Geeta Chaturvedi, MD-JRH, Smt. Mary Mathai from Sion Hospital, Com. N.S. Hiwale, Com. Priya Vispute and others. Around 150 Women employees attended the programme. CCG-GLO and Accounts Branch: A grand function was arranged on this occasion in the Godbole Auditorium in which around 400 women employees participated. Smt. Sudha Meena, SSM-CCG, Mrs. Tapati Bhattacharya, wife of CPO/CCG, Ms. Nirmala Ingle, first Fire Brigade Constable, Com. J.R. DRM-JRH Branch: A grand function was arranged on this occasion in the Auditorium of Jagjivan Ram Hospital by WRE Women’s Wing of DRM-JRH Branch. Valsad: Women’s day was celebrated in Union Office in presence of Com. J.R. Bhosale. The entire function was conducted by Com. Smita Patel which was attended by the Com. Prakash Savalkar, Divisional Secretary/BCT and other activist of Valsad-I & II Baranches. Ratlam: Women Wing of WREU RTM Division organized a seminar in board Room of DRM Office, Smt. Prity Puntambekar, Rajbhasha Adhikari and Smt. Michale, PS to DRM were the Chief Guests. After garlanding the portrait of Late Padmashri Maniben Kara, Com. S.B. Srivastava, Divl. Secy. explained the theme of the Seminar and

Dahod Workshop: WREU Dahod Workshop Branch has observed International Women’s Day by arranging various events, i.e. Health Check-up Camp, Legal Advise Camp etc. for women and adolescent girl, keeping in mind the theme – “Connecting Girl, Inspiring future”. On 15.3.2012 Awareness Programme has been arranged for women and adolescent girl with the help of District Legal Cell and Anganwadi Mahila of Jilla Panchayat. Dr. Smt. Anuben S. Dahod E&M Branch: Women’s Committee celebrated Women’s Day at Railway Main Hospital on 8.3.2012. Mr. Renu Sudhakar Sharma, Dr. Manjula Bhaskaran, Dr. M.R. Baroda: WREU-BRC celebrated Women’s Day for the whole week from 8.3.2012 to 17.3.2012 throughout the division by conducting meetings of working women at important stations. On 10.3.2012 meeting held at Bharuch Sr. DEN(S)BRC, AEN-BH,Smt. Sadhana Trivedi, Smt. Saryu Vashi, Smt. Daxaben Rathod, Smt. Mamata Bhatt, Com. Santosh Pawar and other activists of Women Wing and large number of employees participated. Smt. Manisha, Professor of Law College, Bharuch, who presided the meeting and threw light on legall provisions for protection of working women at work places and women in the society. Smt. Sadhna Trivedi spoke about the problems faced by working women at the work place as well as at home. Com. Santosh Pawar praised the role played by women in our social fabric. Similar meeting was held at Annand on 12.3.2012. In the meeting arranged at Godhra on 17.3.2012 more than 100 women employees gathered. Smt. Sadhana Trivedi and Sh. S.D. Umraomal Purohitji that two additional seats are allotted for women representatives in PNM Meetings at Railway Board and Zonal level and one additional seat at Divisional level. On this occasion, a booklet “Women Employees – Know Your Rights” published by WREU, a leaflet containing legal provisions for women employees and leaflet titled “Garbhstha Putri Ka Patra – Maa ke Nam” were distributed.

Rajkot: WREU-RJT Women’s Wing under the leadership of Coms. Kirtida Buch, Usha Parmar, Pupal Dholakia, Padmaja, Geetaben, Rekhaben and others gathered at Union Office and they thereafter visited a Old Age Home, namely “Maheshwari Mataji Vriddha Aashram”, Ratanpar, Morbi Road, Rajkot. They enquired the well beings of the inmates and noted their grievances, their family problems and assured them of regular such visits and all possible help from them. Apart from distributing Snacks, Sugar, Tea, Lunch and other essential items. WREU Women’s Wing donated 5 ceiling fans to the Ashram. About 40 Women activists of WREU participated in the function held at Rly. Institute, Rajkot arranged by WRWSSC. NRMU/CR The Women’s Wing of NRMU of all the Centres of Central Railway celebrated Women’s Day with due importance and dignity in a wider scale. The following is the brief report. Mumbai CST: The Day was celebrated at CSTM Auditorium on 9.3.2012. The hall was packed to its capacity by the participating women employees of CSTM offices. Chief Guest was Prof. Aruna Pendse, Associate Professor of Mumbai University. Com. P.R. Menon, General Secretary of the union also on the dais. Com. Archana Patankar, Chairperson of the programme spoke briefly about women’s day and requested all women employees to be united. Com. Aruna Pendse spoke well and called- upon everyone for united actions. Com. Abhilasha Mhatre – a gold medalist(Kabaddi player in Kabaddi World Cup Competition was felicitated by Coms. Menon, Nitin Pradhan and Archana Patankar. She was given a cheque of Rs.25,000 on the occasion. Prize distribution to winners of the sports activities conducted on the eve of women’s day celebration was conducted by Com. Archana Patankar. The programme was held with the active support of Com. Venu P. Nair, Divisional Secretary and the Branch Officials. Kalyan: The Day was celebrated in the open compound of the Branch Office. Over 300 women employees belonging to Group ‘D’ and ‘C’ of Kalyan area were present in the meeting. Com. Smitha Jadhav Convenor of Women’s Wing then made introductory speech and welcomed everybody to the programme. Dr. Rafiq Allah of Kalyan Hospital gave brief speech on the symptoms of breast Cancer and causes of uterus problems. Advocate Ms. Leena Rohan Pinto gave a lecture on law points. Com. Menon then addressed the gathering and advised the participants to be more active in the union so as to face the attacks by the Central Govt. on the employees in general and women in particular. Railway Hospital, Byculla: The Day was celebrated in the Dr. Babasaheb Ambedkar Memorial Hospital’s Rapicon hall on 12.3.2012 during lunch time. Com. Shubha Shamim, Secy., CITU was the main speaker. Joshi, in his brief speech, narrated various injustices perpetrated on women in the name of religion, case etc. and appealed to them to be more active in the Union to eradicate all type of inequalities. Solapur: On 7th March, the Day was celebrated in the auditorium of Dr. Kotnis Memorial Hospital at Solapur. Women employees of C&W, Electrical, Engg., Medical and DRM’s office and some family members of the Rly. colony attended the programme. Dr. Varsha Gadde, Dr. Vidya Hire and Com. Usha Indigiri were on the dais. And spoke on the problems of women and the importance of the Day in detail. Bhusawal: The Day was celebrated at Bhusawal in Rangbhawan on 9.3.2012 under the banner of NRMU. Com. Asha Ingle was in the Chair. Smt. Rajani Patil, Chairman of Milk Federation, Jalgaon was the Chief Guest. Smt. Patil spoke for about half an hour and narrated the important role of women in family, and society and the nation. Com. Ibrahim Khan, Divl. Secy. Addressed the gathering. Pune: At Pune, the programme was held in IRISEN Hall. Over 200 women employees were present. It was presided over by Com. Rekha Londhe, Div. Organizer (Pune) Women’s Committee. It was conducted by Com. Monika Mahadik, Convenor of Women Committee, Pune, Com. Kiran Moghe, Leader of Women’s Organization who was the Chief Guest spoke in a very eloquent manner about the Women’s Day. Local leaders were also present. It was successful programme. NFRMU The N.F. Railway Mazdoor Union observed the International Women’s Day on 13th March in befitting manner with various programme. To celebrate the Day, a cooking competition was held amongst the women workers at Railway Head-quarter, Maligaon on 12th March. A total of 36 women workers participated the competition with their 55 cooked food items. Those items included sweet, veg and non-veg dishes. 11 women were selected for award. Three Railway Officers headed by Smt. Leena Sharma and Smt. Pari Saikia w/o CPO, N.F. Railway were the judges. On 13th March a seminar on women was held followed by colourful cultural programme. The seminar was inaugurated by Smt. Renu Chandra, President, NFR Women Welfare Organization and addressed by Smt. Sumitra Hazarika, Genl. Secy., Nirjatan Birodhi Aikya Mancha, Smt. Ms. Sarika Jain, Secretary of the Women Wing while giving welcome speech shared her views in regard to celebration of Women’s Day and said that we all should remember those martyrs who raised the voice against the Britishers in order to achieve human rights. She also mentioned about the movement of “Beti Bachhao” campaigning initiated by NWREU/Ajmer in 2007. She made it clear that AIRF and HMS is the only organization who did a lot in providing facilities to our women employees such as child care leave, maternity leave, handsome salaries, education fee for children and other allowances. Smt. Mithlesh Manoliya, Smt. Vandana Choubey, Ku. Neha Gurjar and Ku. Parul Mathur delivered their speeches focusing on women issues like rights of women, beti bachhao, harassment at workplace and at home and role of women in union. Smt. Meenakshi Juja, Chief Guest while making her inspired speech has said that priority to safeguard the interest and rights of women is in fact “Women Empowerment”. Women herself should identify her capacity and move forward. She said that in Indian Railways and other central sectors women are availing all the facilities. It is due to great efforts of strong trade union and the government mindset. Shri Mukesh Mathur Divl. Secy./NWREU/Ajmer and State Joint Genl. Secy./HMS has said that no doubt there are sign of improvement in the condition of women in India but still much more work is to be done. He said, girl child and women are still not safe even in metropolitan cities like Bombay and Delhi. SWRMU The South Western Rly. Mazdoor Union, Hubli celebrated “International Women’s Day” on 9th March, 2012 in the Union Office premises. Smt. Gayathri Vasant Kumar, Professor of SJMVS College for Women was the Chief Guest on the occasion. Com. A.M. D’Cruz, General Secretary, Com. W.A. Yadwad, Zonal President, Shri A.K. Brahmo. CPO, Dr. (Smt.) Jamuna, Sr. DMO were the Guests of Honour. Ladies wing of SWRMU Com. Jayalaxmi, Chairperson of the Women’s Wing, and Executive Members Smt. Vijayalaxmi, Vimla Karadi, Shyamala & Radharani addressed about the women’s problems. More than thousands women employees participated and actively took part in the celebration of International Women’s Day. Many of them spoke on the occasion and brought out their problems. Speaking on the occasion, Com. A.M. D’Cruz elaborated the importance of Women’s Day celebrations which is observed all over the world on 8th March, every year. Narrating the conditions of working women at various work spots urged the administration to extend all necessary facilities as required for the welfare of women employees. He highlighted the achievements of the AIRF & Union and further assured the women delegates that their grievances will be taken care of. The Day was celebrated at MYS on 12.3.2012 and at SBC on 13.3.2012 where also large number of women delegates have participated. ECoRSU The East Coast Rly. Shramik Union Waltair Division was organized International Women’s Day at Visakhapatnam in J.M. Biswas Rail Shramik Bhawan. Smt. D. Shaleel, Working President (Central) was presided over the function and conducted the proceedings. Sh. N.Kasinath, IRTS, DRM, Sri C. Madhusudan Rao, IRTS, ADRM and Sh. Ch. Gandhi, General Secretary of the Union are attended as Chief Guests to grace the function. A large number of lady employees have attended the meeting. Smt. D. Shaleel in her welcome speech has welcomed all the dignitaries on the dais and the

lady comrades. She stressed the need of the day to raise the voice by women to fight for their rights. She further added that women participation in the trade union movement has to increased and the percentage of the women should also be increased par with men. She raised slogan “Strong Union needs women” at the same time she thanked the leadership of ECoRSU and AIRF headed by Com. Shiva Gopal Mishra, General Secretary, who has given her an opportunity to participate in the Board PNM and in other various capsities to serve the women employees all over Indian Railways. Shri N. Kasinath DRM was congratulated all women employees on this day and advised them to raise their voice unitedly to fight for the rights. He further added that all the women employees are working sincerely in the railways and continue the same in the days to come. He thanked the leadership to give him an opportunity to interact with women employees who have attended more in number. Shri C. Madhusudan Rao, ADRM also has also gone in the same line and wish all the women employees to flourish in future. Shri Ch. Gandhi, GS/ECoRSU address the gathering has thanked both the Officers for their concern and keen interest to solve the grievances of the women employees. SECRMU Women’s Wing of Dakshin Purva Madhya Railwaymen’s Union too organized a programme as part of Women’s Day celebration. Dr. Vijayanti Dixit, Women’s Branch Secretary, explained about achievement of AIRF, wherein widows will get one more change to clear written test for appointment under compassionate ground, four chances for wards of railwaymen who die in harness, validity of privilege passes for five months, separate changing rooms, tiffin rooms and toilets will be made available to women employees by railway administration. Malti Ruikar, President, Hind Mazdoor Sabha was felicitate for her work in trade union. Dr. Jasmine Lawrence, President, HMS, Chatisgarh, felicitated Ruikar who asked women cadre to fight for right of female child and also speak out about violence against women. A Sarojini, an Urban Bank delegate too was felicitated. Ujawala Patil, renowned cater councellor also guided the gathering. C. Virdi, Kamla Santosh, and others worked hard for success of the programmes. SCRMU The SCRMU observed International Women’s Day on 7.3.2012 by holding a meeting in the Rail Nilayam Auditorium at Secunderabad, in which several hundreds of Rly. Women Workers and Railway Women officials participated. The meeting was presided over by Mr. V.P.R. Pillai, President/SCRMU. While Mr. G.N. Asthana, GM, S.C. Railway was the Chief Guest on the occasion. Mr. K. Seshasayi, CPO, Dr. N.V.B.K. Sal, Sr. MS/Central Hospital/ Lallaguda, Mrs. B. Vani Kumari, SPO and Mrs. Mangala Abhayankar, Rajbhasha Adhikari were the Guests of Honour. Mrs. C. Krishna, Jt. Convenor, Zonal Women’s Committee of SCRMU and AGS/SCRMU welcomed the gathering. Mrs. N. Arundhathi, Convenor, Zonal Women’s Committee of SCRMU in her address traced the history of International Women’s Day and stated that the Day is being observed as a mark of achievements without regard to divisions, whether National ethnic, linguistic, cultural, economic or political. She has also stated that the SCRMU and the AIRF are taking effective steps towards empowerment of women in Trade Union movement. She has also stated that various orders were secured from the Board in favour of women employees with the constant efforts of SCRMU and AIRF.

Mr. V.P.R. Pillai, President/SCRMU in his presidential address while wishing the women employees on the eve of International Women’s Day stated that the SCRMU is the first Union to take steps towards empowerment of women in the Rly. Trade Union movement. He has stated that due to the active participation of women employees in the Secret Ballot, the SCRMU could secure about 54% of votes and stood in first place in the Secret Ballot elections held. Mr. Ch. Sankara Rao, GS/SCRMU, AGS/AIRF, GS/HMS (A.P. State) while wishing the women employees on the eve of International Women’s Day stated, that women as mother, sister etc. is playing vital role in the families. Mother is the first teacher to everybody. He has also stated that women are working in the Railways as Loco Pilots, ASMs, SMs, Guards and Technical Supervisor, Trackmen etc. etc. and helping for increase in the productivity. Unmindful of their personal grievances, they are working with lot of commitment, he added. He stressed the need for unity among women to protect their rights and also to be in forefront of the progress of the country. He has also stated that, utmost importance is given by the SCRMU and AIRF for empowerment of women in the Rly. Trade Union Movement. He has also urged the Administration to conduct periodical health camps in the Rly. Colonies for improvement of health condition of women employees and their families. Mr. K. Seshasayi, CPO on the occasion while wishing the women on the eve of the Day, lauded the efforts of SCRMU towards the empowerment of women employees and bringing awareness among the women employees and securing favourable orders to the women employees through various Fora. Mr. G.N. Asthana, GM/SC Rly. on the occasion while congratulating the women employees on the eve of the lauded the SCRMU for holding such programmes. The song sung by Mr. Ramesh and party from Ramagundam and Mrs. Parimala enthralled the audience. The programme was attended by the Central Office Bearers, Divl. Of SCRMU has proposed vote of thanks on this occasion. Vijayawada On the eve of 101st International Women’s day celebrations, a seminar was conducted on 8.3.2012 in SCRMU Office. The Seminar was presided by Com. R.M. Lakshmi, ADS and Women Wing Co-coordinator. Cm. M. Leela, ADS explained the importance and the objective of the seminar. A broacher was also published and the same was inaugurated by the Chief Guest, G. Theressa, 4th Addl. Jr. Civil Judge, Vijayawada and P.S. Charan, Divl. Secy./ SCRMU/BZA. Dr. Sarada, Rly. Hospital, BZA also participated in the debate and highlighted the fact that the women are not taking care about their health by Deepings more concentration on their families, work places and other activities. Com. P. Hymavathi Vittal Rao, Ex. AGS/SCRMU has praised the effort of SCRMU in giving the priority to the women with a slogan “Strong Union needs Women”. Com. C. BLOOD DONATION CAMP AT DADAR

WREU-BCT Division organized a Blood Donation Camp at Dadar Station (W. Rly.) on 1st March, 2012 at 10 A.M. in association with Mahatma Gandhi Memorial Blood Bank, in which 143 blood units were collected. The camp was inaugurated by Com. J.R. Bhosale, Genl. Secy./WREU in the presence of Sh. S.K. Jain, ADRM (T)/BCT, Dr. M.P. Jain,CMS-BCT and large number of office bearers of WREU. Com. 1St AGM OF WESTERN RAILWAY CONTRACTOR’S EMPLOYEES’ UNION

Western Railway Contractor’s Employees’ Union was formed under the guidance of leadership of WREU on 1.3.2012. Its First Annual General Meeting was held on 1.3.2012 at Dadar Office. Com. Umraomal Purohit, President/AIRF/WREU while addressing the Confrence, congratulated the activists of WREU for organizing the contractors’ employees for addressing their grievances. He assured that under the guidance of able leadership of WREU, all efforts will be made to protect the just and legitimate rights of the contractors’ employees. He briefly narrated number of achievements of AIRF/HMS for improving the conditions. He also mentioned about the efforts made by AIRF for regularizing 3.5 lakhs casual labours working on Indian Railways. Com. J.R. BIRTHDAY FUNCTION OF COM. UMRAOMAL PUROHIT AND COM. J.R. BHOSALE

On 1.3.2012 celebrated Birth Anniversary of their beloved leaders – Com. Umraomal Purohit (84th) and Com. J.R. Bhosale (70th) in the function organized in Jagdish Ajmera Sabhagrih, Grant Road, Mumbai. Apart from WREU activists and office bearers, the family members of Com. Umraomal Purohit were also present in the function. All the leaders one after another congratulated and wished both the leaders by offering them garlands, bouquets and mementoes. In their speeches, they praised the hard work done by Com. Umraomalji and Bhosaleji, due to which, the organizations they lead are well-known and respected not only nationally but also internationally. GATE MEETING AT SBI DIESEL SHED – SBI/AHMEDABAD Com. J.R. Bhosale, GS/WREU addressed a gate meeting at Sabarmati Diesel Shed on 7.3.2012. On his arrival at SBI DSL Shed, he was profusely garlanded with raising slogans – WREU Zindabad – AIRF Zindabad. The meeting was chaired by Com. S.K. Singh Divl. Chairman, WREU/ADI and attended by Com. R.C. Sharma, Divl. Secy. and others and large number of railway employees. After welcome speech by Com. R.C. Sharma, Com. J.R. Bhosale,in his hour long speech, described in detail about the pending issues of railwaymen and particularly that of Technical Staff. He also explained the current financial crisis of Indian Railways and informed that AIRF has requested to Govt. of India to treat Indian Railways as one of the important infrastructures and provide at least Rs. 50,000 crore to cover the subsidy and cost of the projects essential for the development of the Indian Railways. Com. Bhosale also met the Sr. DME (Diesel) and discussed with him further planning for development of SBI Shed and procurement of manpower required for additional workload. NFRMU

NFRMU WON ALL THE 15 DIRECTOR POSTS IN CO-OPERATIVE BANK ELECTION NFRMU, ERMU and other associates bagged all the 15 Director posts defeating NFIR in E&NF Rly. Co-operative Bank election held in Kolkata on 5th March, 2012. As per order Hob’ble Kolkata High Court the election of Directors of E. & N.F. Railway Co-operative Bank Ltd. was held in the main building of the Bank at Kolkata. The election was conducted by two Special Officers (2 Advocates) appointed by Hon’ble Kolkata High Court. The Returning Officer for conducting election of Directors was also appointed by the Kolkata High Court. The election of Directors was conducted directly under the supervision of Hob’ble Kolkata High Court. The election was conducted through Secret Ballot. Out of 261 delegates 255 delegates were present and participated in the election. It is gratifying to note that all the 14 seats of Directors and the single seat for Director/Share Holder and Staff Welfare fund were own by the delegates belonging to our Union and our associates at Metro, Eastern Railway and East Central Railway(Hajipur). To divert the attention of the people from the result of the election of Directors, N.F. Railway Employees Union hatched a conspiracy and attacked AC-3 Tire Coach Nos. ACCN 06115 and ACCN 98103 of 15959 Up Kamrup Express at Fakiragram station on 7.3.2012. The attack was master minded by the Hd. Qrs. of N.F. Railway Employees Union and was operated through, Secretary, N.F. Rly. Employees Union, Fakiragram Branch and others. The glasses of windows and doors of the AC Coaches were broken and they tried to take entry in the AC Coaches in a bid to attack our members numbering about 125, travelling in those two AC Coaches. 6 of our members received injury. Out of which condition of Sh. Kajal Dutta, President, RAPN Branch is critically injured and admitted in NBQ Rly. Hospital. Our people shown exemplary restrain. N.F. Railway Mazdoor Union strongly demands:- Punitive action against Secretary, N.F. Railway Employees Union, Fakiragram Branch, one Trackman, SSE/P.Way/NBQ working in the office of SSE/P.Way/Fakiragram and others for breaking the glasses of windows and doors etc. of the two Coaches of 15959 UP Kamrup Express on 7.3.2012 at Fakiragram and attempting on the lives of about 125 passengers (members of N.F. Railway Mazdoor Union traveling the coaches). The N.F. Railway Employees Union should be dealt with appropriately for violating Modal Code of Conduct as agreed upon during the course of Secret Ballot in the year 2007 by damaging Railway property. NRMU/CR Solidarity Programme of NRMU/CR to the country wide strike on 28.2.2012 The NRMU/CR has been strong supporter of the country wide strike in connection with various vital and burning problems of the workers and people of the country. The strike was held on 28th February, 2012. The Union

played a good role in its preparation and propaganda at all the places. Eventhough the Union did not join the strike due to unavoidable circumstances, it conducted solidarity programmes at several centres of Central Railway. On the day a big meeting was held Matunga Workshop during lunch time and a rally of a large number of workers was held in front of the DRM’s office, CST where leaders of head office Coms. Y.G. Joshi, S.K. Boase, A.K. Mahendru and Divisional leaders Coms. Tribhuban Singh and Venu P. Nair addressed the gathering. The bitterly criticized the policy of the UPA II Govt. and warned it that much bigger struggles will be launched if the Govt. failed to take necessary steps to sort out the issues. They also said that Railway employees will not be keeping away from such movements. Effective protest programmes of meetings and rallies were held at Bhusawal, Nagpur, Solapur, Daund, Wadi, Pune etc. At all the places large number of employees joined the programme. SCRMU

First Triennial Conference of HMS, AP at Secunderabad on 24-25 March, 2012

The triennial Conference of HMS/AP was held on 24-25 March, 2012 at Secunderabad in Harihara Klal Bhavan. The Conference was inaugurated by Com. Sharad Rao, President National HMS. A colourful procession was taken from city HMS office, Monda Market to Harihara Kala Bhavan. There after inaugural open session was held. Inaugurating the conference Com. Sharad Rao requested all Central Trace Unions to think of holding National Strike at least for a week so as to make Government to accept our legitimate demands. Com. Nayani Narasimha Reddy, President HMS/AP narrated the achievements in getting more wages in many industries by signing agreements with Managements. Com. Sankara Rao, GS/HMS/AP demanded Govt. to confirm permanent employment to all contract workers in Central and State Govt.s. and bring legislation to pay equal wages to contract workers with permanent workers. Com. Narasimhan, AITUC, Com. Khader, INTUC, Com. Chennakesava Rao, BMS, Com. Bikshamiah, CITU and Com. Ram Babu, TNTUC attended the open session and spoke on the occasion. On 25-3-2012, Delegate Session was conducted. General Secretary submitted his report and Treasurer Accounts. Both were passed after discussion. Several resolutions were placed before the house and all were adopted unanimously. Election were conducted and COM, Nayani Narasimha Reddy, was elected as President, HMS/AP and Com. Ch. Sankara Rao, was elected as General Secretary/HMS/AP. Conference was closed with vote of thanks by Com. V.P.R. Pillai.

MINISTERIAL & DRAWING STAFF CONFERENCE HELD ON 16.3.2012 AT SECUNDERABAD

The SCRMU has conducted the Zonal Ministerial and Drawing Staff Conference in the Rail Nilayam Auditorium on 16.3.2012 at Secunderabad. The Conference was attended by more than 500 employees working in Ministerial and Drawing Staff categories in the S.C. Railway. The above Conference was inaugurated by Com. Shiva Gopal Mishra, General Secretary/AIRF. Speaking on the occasion, Com. Shiva Gopal Mishra congratulated the EDB Division of SCRMU for holding the Conference. He has also stated that the Railways are passing through a critical stage. He mentioned about the compliments given by the Hon’ble Minister for Railways in his Budget speech over the working of Railwaymen. He also stated that the statement given by the Hon’ble Minister for Railways in his budget speech that the Railways are facing financial crisis due to implementation of VI CPC recommendations is incorrect and stated that due to lack of co-ordination and planning only the Railways are facing financial crisis. He supported the hike in fares in the Railway Budget presented by the Minister of Railways and stated that Railways is the cheaper mode of transport then compared to any other transport. The duties performed by the Trackmen are no way inferior to the army jawans and it is unfortunate, that, the recommendations of the committee set up to go in to the problems of the Trackmen have not yet been implemented. While raising the slogan “RAIL BACHAO – DESH BACHAO” he stated that the

AIRF will not be a silent spectator in thwarting the efforts of the Ministry of Railways in privatizing the departmental activities. He has also stated that anomaly in fixing of pay on par with the juniors due to implementation of VI CPC recommendations has also been taken up by the AIRF. He has described the Ministerial and Drawing Cadre as an intellectual cadre and stated that they are denied in granting benefits on par with other staff in VI CPC. TRAFFIC STAFF CONFERENCE ON 3RD MARCH, 2012

NWREU organized Traffic Staff Conference at Railway Community Bhawan, Hanuman Garh (Bikaner Division) on 3.3.2012. The Conference was inaugurated by Com. Shiva Gopal Mishra, General Secy./AIRF. Com. Mishra stated the important role of Traffic Staff in Railways operation like the role of Hands and Legs in human body in its movement. He praised the role of traffic staff in achieving the Pay Commission, Cadre Restructuring and HEOR by AIRF. He informed them the efforts of AIRF in achieving the Avenue of Promotion , Substitute Allowance, Higher Capacity Allowance, Night Duty Allowance, National Holiday Allowance Transfer Allowance, LARSGESS Scheme etc. Com. U.C. Tyagi, GS/NWREU informed that “Protest Fortnight” was organized at Zonal level and a Memorandum was submitted to General Manager on 13.3.2012. Conference was addressed by Com. DEMONSTRATION AND MASS MEETING BY ECRKU AT HAJIPUR

Protest demonstration was observed between 21 to 29 February 2012 in all 5 Divisions of ECRKU and handed over memorandum to DRMs. A Demonstration before General Manager’s office Hajipur on 22 March, 2012 in this regard. A Procession from Hajipur Railway Station to GM Office was organised. Com. Shiva Gopal Mishra, General Secretary/AIRF reached there and was warmly received by General Secretary of the Union. The meeting was presided by Com. K.P. Singh, President of the Union. M.N. Bajpaiyee and all office bearers and workers to participate in this programme from all over EC Rly in large number. Com. Bajpayee said that vacancies are not being filled up, staff are retiring every year and at the same time posts are not being created against new railway line and new assets. 25% running allowance has not yet been enhanced. Grade Pay of Tech.-II from 2400 to 2800 has not yet been issued. There is shortage of Doctors, Nurses and Para Medical staff to start indoor facilities in Central Hospital. In Divisional and Health Unit patients are not getting proper treatment and medicine. Rly. Qrs. and colonies are in very bad condition. Com. Shiva Gopal Mishra addressed railwaymen to save the Railways. In the country there is poverty, unemployment and at the same time nearly 2.5 lakh including safety category posts are lying vacant. Inspite of our best efforts posts are not being filled-up. Every year new trains are introduced, new Rail lines are being constructed

including doubling of route, Gauge got conversation are also being done, but no post is being sanctioned. Employees are forced to work more and more and for that, their claim of TA/OT and other allowance are not being paid. In that case the Central Govt. should give subsidy to Railways like other department. Memorandum of demands was handed over to GM after the meeting.

REFERENCES FROM AIRF TO RAILWAY BOARD

Sub: Payment of Road Mileage Allowance to the staff attending inter-railway duty at Metropolitan Cities Ref: (i) AIRF’s letter No. AIRF/97(LI)(175) dated 29.9.2011 and (ii) Rly. Board’s letter No.F(E)I/2010/ AL-28/11 dated 28.11.2011.

Railway Board vide their letter under reference have stated that the provisions Para 1631 of IREC Vol.II still hold good and have not been superseded/amended/withdrawn, and are implemented by the Zonal Railways, where admissible, no further action on the part of the Board appears to be called for.

In this connection, we would like to bring it to the notice of the Railway Board that the Railway Board vide their letter No. PC-III/79/TA/1/8 dated 20.2.1980 have clarified that the Road Mileage will be admissible for direct journeys between Railway Station/Airport etc. and duty point/vice versa, on the day of arrival at/departure from the outstation. Similarly, Road Mileage will be admissible between duty point and Railway Station/Airport at the Headquarters, both for the day of departure and return. No Mileage Allowance is admissible for local journeys performed at the tour station as Daily Allowance admissible for the halt at the station includes and element to cover such conveyance hire charges.

The above issue was discussed between AIRF and Railway Board during AIRF’s last PNM meeting held on 27-28 September, 2011 with the Railway Board, when Official Side (Rly. Board) agreed to withdraw Board’s letter No. F(E)I/2009/AL-28/46 dated 15.9.2009 and No. PC-III/79/TA/1/8 dated 20.2.1980, but the Railway Board have not superseded these letters as stated in their letter dated 28.11.2011. The Board are requested to communicate necessary guidelines to Zonal Railways that the Road Mileage Allowance will be admissible for stay of more than one day at the outstations when that staff attend duties at outstations in connection with court cases and other eventualities, duty withdrawing their letters dated 15.9.2009 and 20.2.1980.

In the last PNM Meeting of AIRF, held on 23-24 February, 2012 with the Railway Board, the following decision was arrived against AIRF’s PNM Item No. 4/2011. “Recovery on account of MACP given to Guards and Pharmacists on certain Zones and Divisions will be stopped.” In view of the above, the Board are requested to communicate necessary instructions to the General Manager of the Indian Railways to pend recovery of the amount already been paid to the concerned employees. Sub: Extension to the arrangement relating to provision of reimbursement of expenditure incurred on the dental treatment of Railway beneficiaries

The Railway Board vide their letter No. 2008/H-1/12/1 (Policy) dated 16.4.2009, addressed to the General Manager of the Indian Railways, had extended the arrangement relating to provision of reimbursement of expenditure incurred on dental treatment of Railway beneficiaries for a further period of two years from 13.09.2008. The Board are requested to communicate further extension of the same, from the date of expiry of the validity of extension, to the General Managers of the Indian Railways, enabling Railway beneficiaries to get reimbursement of expenditure incurred, as validity of extension was already expired during the year 2010. Sub: DC/JCM Item No. 20/2010 – Quantum of debits to be raised in case of missing PRS Tickets/ Rolls

In the meting held on February 13, 2012 with the AM(Comml.), Rly. Board, on DC/JCM Item No. 20/2010 – Quantum of debits to be raised in case of missing PRS Ticket/Rolls, it was agreed by the Official Side that without holding an enquiry, debit would not be raised to ECRS. So far missing tickets are concerned, after cancellation etc. it was agreed that the orders issued for debit of First Class fare to the farthest distance for six persons would be withdrawn and debit would be raised to the extent of the fare, based on the face value, which means, actual amount of the ticket issued. Even after debit, an enquiry will be held, and if nothing is found melafidely and if there is no loss of money, debited amount will be refunded. The Board are requested to communicate necessary orders to the General Managers of the Indian Railways to implement the decision, arrived in the above cited meeting.

Sub: Holiday Homes on the Indian Railways Ref: Railway Board’s letter No. E(W)97/WE-2/4 dated 19.08.1999

Railway Board had circulated the list of Holiday Homes available over the Indian Railways for Group ‘A’, ‘B’ , ‘C’ and ‘D’ staff way back in the year 1997 vide letter under reference.

Since a lot of changes have taken place in the Indian Railways structure consequent upon formation of New Railway Zones and additional Production Units, during this long span of period, the list of Holiday Homes is required to be circulated afresh.

The Board are, therefore, urged upon to circulate the latest list of the Holidy Homes, incorporating accommodation location and the authority to be approached for their booking for the Railwaymen in Group ‘A’ to Group ‘C’ under advice to this office.

Sub: Recommendations of the Sixth Central Pay Commission – Decision relating to grant of Special Allowance Ref: Railway Board’s letter No.E(P&A)I-2009/SP-1/Gen/1 dated 30.4.2010

Railway Board vide their letter under reference had communicated the General Managers of the Indian Railways its approval for the payment of Special Allowance at the revised rates, already admissible against specified posts for certain categories as indicated in Annexure - ‘A’. Vide S.No.7, rates of the Special Allowance for the following categories have been revised as under:- CTIs/TTEs for working in Rs.9300-34800+GP Rs. 4200 Headquarters Flying Squad Rs.5200-20200+GP Rs. 2800 Rs. 200 p.m. as Rs.5200-20200+GP Rs. 2400 Special Allowance. In this connection, it may be pointed out that the grade pay of the CTIs (Rs.9300-34800) has been shown as Rs.4200, which is not correct, as the CTIs are allowed Grade Pay of Rs. 4600 and not Rs. 4200, as mentioned above. TTIs (Rs.9300-34800) are allowed Grade Pay of Rs. 4200. At present, 12 per cent of the Ticket Checking Cadre is allowed to the category of the CTIs and all are not considered as supervisory staff but they are working hands. CTIs attached to the Headquarters Flying Squad are not utilized as supervisory staff but they have to function as working hands on line. It is pertinent to mention here that the TTEs (Rs.5200-20200) are allowed Grade Pay of Rs. 2400 and not 2800 as mentioned at S.No.7 of Annexure ‘A’. In view of the above, the Board are requested to grant Special Allowance to the category of the CTI (Rs.9300-34800-GP Rs. 4600) attached to the Headquarters Flying Squad for the reason explained above.

Sub: Payment of Running Allowance to medically de-categorised Running Staff kept on super- numerary posts.

Board’s attention is invited towards our earlier of 4th July, 2011 regarding payment of Running Allowance to medically de-categorized Running Staff, particularly in respect of adding 55% Pay Element of Running Staff to medically de-categorized Running Staff retiring from service without acceptance of alternate posts. We have relied upon on Para 924(iii) of the IREM and provisio to Rule 49 Chapter IV of Railway Service )Pension) Rules, 1993 for the payment of 55% Pay Element of Running Staff while making payment of settlement dues of medically de-categorized Running Staff. These instructions are very clear and are required to be followed, as otherwise it is causing server heart burning to the Running Staff concerned. The Board are requested to reconsider their decision and issue necessary orders afresh, withdrawing their orders dated 11.8.2010 following the rules mentioned above.

The issue of filling up certain categories of posts in Group ‘C’ amongst the employees of Group ‘D’, i.e. in the pre-revised scale of Rs.2550-3200, 2610-3540,2650-4400 which have now been classified as Group ‘C’ has

Board by the General Manager, Western Railway vide letter No.E(HQ)839/32/93/1 Vol. II dated 20.4.2010, seeking necessary clarification, whether Group ‘C’ employees classified as Group ‘C’ in GP Rs. 1800 should be called for the General Selection or otherwise. The Board are requested to communicate necessary clarification to the General Managers of the Indian Railways since in the absence of any ruling on this subject, Group ‘D’ staff(originally), now classified as Group ‘C’ are deprived of being considered for promotion in certain categories of posts, which are opened to the employees of all the departments.

Attention is invited to this Ministry’s letter No. E(NG)II/99/RC-1/Gen./3/PNM-AIRF dated 28.4.2011(RBE No. 84/99) and No.E(NG)II/2001/rC-1/Gen/11 dated 21.9.2001(RBE No.192/2001), stipulating therein, the provision for giving additional chance to a candidates and widows respectively, for appearing in the suitability test for appointment on compassionate grounds to Group ‘C’ posts on the Railways. All India Railwaymen’ Federation, in the PNM meeting with Railway Board held on 23/2/2012, have raised a demand(item No. 9/2012) for giving multiple chances to widows/wards to appear in the suitability test for Group ‘C’ posts. In supersession of stipulation made vide letters ibid, the Board after due consideration have decided that one more chance be given to widows/wards by the Railway with the personal approval of the General Manager, not to be delegated further.

The undersigned in directed to refer to this Department’s O.M. No. 35021/1/85-Estt (C) dated 8.11.1985 on the subject mentioned above and to say that the matter has been further considered and reviewed by this

Department and it has been decided that all appointing authorities may be instructed to scrupulously observe the following guidelines:-

(i) The composition of selection Committees should be representative. It should be mandatory to have one women member in the Selection Boards/Committees for making recruitment to ten (10) or more vacancies and lady candidates are expected to be available for the service/post.

(ii) Where the number of vacancies against which selection is to be made is less than 10, no efforts should be spared in finding a lady officer for inclusion in such Committees/Board.

(iii) In the even of such an officer not being available in the Ministry/Department itself, there is no objection to nominating lady officer from any other office at the same station.

(iv) Wide publicity should be given to all “appointments in Government, Advertisements should be issued in

the language (s) spoken by large number of people of the State/UTS, apart from /English and Hindi. Further, for Group ‘C’ level posts, having only basic qualifying requirements, information about vacancies for recruitment should also be disseminated through schools and colleges in that area, in addition to normal channels.

Sub: Enhancement of remuneration to contractual teachers engaged in Railway Schools Ref: Board’s letters of even number dated 2.11.2007 and 22.5.2009 Please refer to Board’s above mentioned letters, wherein guidelines were issued regarding engagement of part time teachers on contract basis against short term vacancies of teachers in Railway Schools. 2. Terms and conditions applicable to appointment of such contractual teachers were also detailed in above referred letter including the remuneration admissible to them 3. In modification of existing instructions, Ministry of Railway has now decided to enhance the remuneration admissible to contractual teachers, appointed on contract basis in Railway Schools at the rates indicated as under:- Post Graduate Teacher - Rs. 220/- per period subject to maximum of five periods in a day. Trained Graduate Teacher - Rs.210/- per period subject to maximum of five periods in a day. PRT - Rs.170/- per period subject to maximum of five periods in a day. Contractual teachers once engaged in a school will not be renewed in the next academic session and the revised remuneration will be effective from 20.10.2011. The existing terms and conditions would remain the same. This issue with the concurrence of Finance Directorate of Ministry of Railways.

Sub: Recruitment to posts in Pay Band-1 of Rs.5200-20200 (Grade Pay Rs.1800) on Indian Railways In pursuance to instructions contained in Board’s letter of even number dated 9.12.2010 enhancing the prescribed qualification for recruitment of staff from open market in Pay Band-1 of Rs.5200-20200(Grade Pay Rs.1800) from 8th pass to 10th pass or ITI or equivalent, it has been decided by the Board that para 7.2 of Annexure-I to Board’s letter No.E(NG)II/96/RR-1/62 dated 18.7.2005 will henceforth be read as under:- 7.2 Question paper for the Written Test shall be based on 10th class standard consisting of 150 multiple (four)

objective type questions maimed to assess general knowledge/awareness, mathematics and reasoning etc. No question shall be asked for checking proficiency in language. Question paper should be entirely

objective and shall be printed in Hindi, English, Urdu and regional language (s). The duration of the Written Test shall be 2 (two) hours.

In has further been decided that procedure applied in open market recruitment exercises conducted successfully recently be adopted in the forthcoming exercise also for open market recruitment to posts in PB-1 (Grade Pay Rs. 1800). General Managers are to ensure that Railway Recruitment Cells are strengthened sufficiently by providing accommodation, equipment, vehicles, security, manpower etc. Also, adequate check and balances be ensured for smooth conduct of recruitment exercise without any problem.

No.E(NG)-II/2009/RR-1/10/Pt. dated 12.3.2012, RBE No.12.3.2012) Sub: Validity of Duty Passes for travel in Duronto Express Trains Instruction have been issued vide Board’s letter No.TC-II/2910/09/Duronto Train dated 30.9.2009 (Commercial Circular No. 53 of 2009) regarding the basic fare structure and classes of travel available on Duronto Express Trains. With a view to facilitate inspection of these trains, the issue to allow ‘Duty Passes’ on Duronto Express Trains was under consideration in Board’s office. 2. After careful consideration, it has been decided to allow railway officials to travel in Duronto Express Trains where travelling on duty only subject to the following:-

(i) The entitlement of Railway officer/staff to travel in Duronto Express trains will be same as that in case of Rajdhani Express trains with the only exception that the highest class in which they can travel in these trains will be 2 AC and not 1 AC.

(ii) The maximum number of berths/seats which can be booked in a train per trip will be as under:-

II AC 4 berths

III AC 6 berths

A.C. Chair Car 6 berths

(iii) At the time of booking tickets against this quota, only wait listed ticket will be issued and the berths

will be confirmed at the time of release of Emergency Quota, on receipt of request keeping in view the inter-se seniority of officers/urgency of travel etc.

(iv) At the time of preparation of reservation charts, the unutilized accommodation to the earmarked for purpose shall get released to RAC/Wait-listed passengers.

(v) The accommodation to be earmarked for onboard ticket checking staff manning the trains will be on the pattern of Rajdhani Express trains.

(vi) CTC Squad of Railway Board and CCMs’ Squad of Zonal Railways and staff of Vigilance Department can conduct surprise checks in these trains on the authority of duty pass without advance reservation.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

(No.E(W)2009 PS 5-1/30 dated 21.3.2012, RBE No.37/2012) Sub: Surrendering of higher grade posts Board vide their letter No.E(MPP)2005/1/54/Vol.III dated 6.3.2007 (RBE No. 32/2007) have clarified that higher grade posts affecting promotional prospects of the staff are not to be surrendered. The same was reiterated vide Board’s letter of even number dated 17.6.2011 and it was further advised that whatever surrender of higher

grade posts has taken place the railways may create safety category posts as per extant order as applicable for creation of new posts. 2. In pursuance of the discussions held in the PNM meeting between Railway Board and AIRF on 23-24 February, 2012 it has been decided that instructions issued vice Board’s letter dated 17.6.2011 (RBE No. 91/2011) stands withdrawn and wherever higher grade posts have been surrendered after the issue of the letter dated 6.6.2007(RBE No. 32/2007) and which have led to promotions being adversely affected for staff working in the immediate lower grade (except in case of cadre restructuring) in all situations the higher grade posts may be restored and the post in the lowest recruitment grade from the cadre be surrendered without restoring to seeking difference of money value from the vacancy bank. 3. This is being allowed as a onetime measure. It may also be ensured that in future, while surrendering higher grade posts instructions contained in RBE No. 32/2007 are strictly followed without any deviation. 4. This issues with the concurrence of the associate finance of Railway Board.

Sub: Railway Service (Revised Pay) Rules, 2008 – Date of next Increment in the revised pay structure under Rule 10 of the RS(RP) Rules, 2008

In accordance with the provisions contained in Rule 10 of the RS(RP) Rules, 2008, there will be a uniform date of Annual Increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007. 2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised scale. 3. On further consideration and in exercise of the powers available under RS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those Railway employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of RS(RS) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly. 4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Sub: Extending the validity of full/half sets of Privilege Passes, Post Retirement Complimentary Passes, Widow Passes and Privilege Ticket Orders (PTOs)

Instructions were issued Board’s letter of even number dated 10.7.2008 raising the validity period of half set of Privilege/Post Retirement Complimentary/Widow Passes to four months from the date of issue as in the case of full set passes. Further, in terms of instructions issued vide Board’s letter No.E(W)2010/PS 5-17/1 dated 3.6.2011, Privilege Pass/PTO/Post Retirement Complimentary Pass in the next year. 2. Consequent upon the decision of the Board to enhance the period of advance reservation from 90 days to 120 days vide Commercial Circular No. 12 of 2012 dated 6.2.2012, the issue regarding enhancing the validity period of passes and PTOs was under examination in Board’s office with a view to facilitate securing confirmed reservations on such Passes and PTOs. After careful consideration by Board, it has been decided that the validity period of

full/half sets of Privilege/Post Retirement Complimentary/Widow Passes and PTOs shall be one month more than the Advance Reservation Period, in general. Hence, the validity of such Passes/PTOs shall be Five months instead of Four months, at present. However, if advance reservation period is reduced in future, the validity of Pass/PTO will not be less than four months period. Accordingly, Item 3 (iv), (v) & (xiv) of Schedule-II under heading “General Rules”, item No.(i) under Column 4 of Schedule-IV and item Nos. 11 & 12 under Annexure ‘C’ of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) should be revised as per Advance Correction Slip No. 73. 3. Sub: Revised pay limits for entitlement of Passes/PTOs – reckoning of running allowance in case of running staff

Instructions were issued vide Bd.’s letter No.E(W)2008/PS5-1/38 dated 6.1.2011 linking revised entitlement of Passes/PTOs to Grade Pay. The issue of reckoning of running allowance for the purpose of revised entitlement of Passes/PTOs was under consideration in Board’s office. After detailed examination, Board have decided to allot equivalent grade pay to running staff for the purpose of entitlement of Passes/PTOs as in Annexure.
