Ilembe in financial troubleBy Xpress Reporter
he Honourable Mayor of the I lembe Dis t r ic t TMunicipality (IDM),
Councillor SW Mdabe, painted a bleak picture regarding the ability of KwaDukuza Municipality's parent, I lembe District , in sustaining its core service delivery mandate supplying water which impacts its revenue.
According to Mdabe, Ilembe's “revenue will be down by 70 percent.”
“We have appealed to cabinet for funding against the backdrop of i n t e r n a l f u n d i n g t o k e e p municipalities afloat,” he said.
He added that since July 2014 to
present the IDM has spent R 120 million hiring water tankers which supply water to areas without p i p i n g i n f r a s t r u c t u r e predominantly in Maphumulo and N d w e d w e m u n i c i p a l i t i e s respectively.
T h e Department of W a t e r a n d S a n i t a t i o n allocated R 37 million of which Ilembe used for external water sources, using R 3.9 million for hiring tankers and “the rest for d r i l l i n g
boreholes,” said Mdabe at the Ilembe Disaster Management Boardroom.
KwaDukuza has within its jurisdiction, 22 wards that receive “reticulated” water or piped water
while the remaining seven wards rely on tankers.
The District Mayor did say that “the early rains helped the Umvoti systems” which is the lifeblood of KwaDukuza residents.
From the Mayor's sentiments, all indications are that Ilembe has three months until it will require cabinet intervention financially.

Patients unhappy with Stanger Hospital
By Xpress Reporter
The Xpress Times happened to be with Cllr Faith Govender at the Stanger Provincial Hospital on a fact finding mission on the issue of patients waiting time and loss of charts yesterday afternoon, 5 April 2016.
We collectively interviewed patients and learned that in spite of making appointments, when
NO WAITING GAME: The area where patients wait sometimes two to three hours for their charts despite the appointment system set in place to minimise waiting
they arrived on the day, they had to wait for two to three hours.
A man in a wheelchair, who is on chronic medication said that he waited for three hours because the file clerks first told him they had to make a new chart and then later on found his original chart. We spoke to him in the fourth hour whereby he was awaiting his turn for treatment.
With Cllr Govender as witness,
we did speak to others and the problem of waiting has happened on numerous occasions whilst making new charts, said one lady, “is a norm.”
When we arrived we found a lady at the file window, from the Out patients entrance, inquiring in a frustrated tone as to why others were getting their charts before her.

The Mayor in front of his communications director, Ms Zee Nqala and Director of Corporate Governance, Ms Yvonne Mathonsi said that he encourages the public to use social media like Ilembe's Facebook page to report problems.

IT'S TRUE PAPA SUNIL AND MOTHER CHANTELNAIDOO DO NOT CHARGE FOR THEIR HEALING,
THEY ONLY DO IT FOR GODLY SAKE.DEAR READERS
My name is Ashika Govender from Umhlanga, am 46 years of age and a mother of 3 beautiful children. After a local priest referred me to Papa Sunil Naidoo and I consulted with
them, my husband who had gone for 6 months came, knelt down, burst into tears and begged for forgiveness. IT ALL BEGAN when I booked an appointment through the phone
and I spoke to the old man of God, I met with both of them in their beautiful home in ROSEBANK. When I met them, I found a lot of people in queue waiting for help, I waited and
they called my name and surname before I could even explain to them about me they told me everything about myself, I was so shocked!!! They even mentioned that my husband was
involved with another young girl who was working at our business. They prayed for me gave me spiritual oil and advised me
to go home and use it. I immediately used the oil and waited for good news, my husband called, he asked if I was at home, then he came and knelt down, burst into tears and asked
for forgiveness in front of my children. Ever since then, he came back, he changed his lifestyle, now we are a happy family again.
PAPA SUNIL and mother Chantel ate GODLY sent.
THANKS PAPA SUNIL AND HIS WIFE FOR THE WONDERFUL STRONG PRAYERS DONE FOR ME TOO.

Mandeni Mayors action plan
M a n d e n i M u n i c i p a l council has developed a Programme of Action in response to the Isithebe Violent Protest March, aimed at accelerating community engagement as stipulated in o u r M a n d e n i P u b l i c Participation Strategy and the Constitution of the R e p u b l i c t a g g e d a s : “Together moving Mandeni forward to rehabilitate the souls”
The saga started by similar incidents of service delivery and political protests which, were reported in Macambini under ward 8 as well as ward 12. The ward 8 saga played itself out into ugly incidents of violence and intimidation result ing in the Ward Councillor, Linda Mdletshe being physically attacked and sustained injuries to the forehead.
The community of Isithebe joined in blockading the road engaging in protest action whilst raising a number of different issues which can be summed into political as well as social grievances.
It is therefore paramount that as the government, civil society, business and the c o m m u n i t y , w h e n w e attempt to restore order at Isithebe we bear in mind the triple challenges of poverty, u n e m p l o y m e n t a n d underdevelopment. It is true that it is always a challenge to engage someone whose empty in the stomach because for him/her logic does not apply.
U n f o r t u n a t e l y , t h e psychological effect of these events will be the perpetual behaviour of violence in the family settings, which will in the most likelihood, will target the weak and the vulnerable, women and children, manifesting in

Community benefits from borehole donations

indeed a caring government that is closer to the people and so would like to correct the Media coverage of the unprecedented uproar at Isithebe during the first week of March 2016 has in the main reported that the protest was service delivery related.
However, we wish to state categorically that after careful analysis of the developments, we can safely rule out the issues of service delivery in the protest march which marred Isithebe recently.
A lot has been lost in the process, as the government, we need to take the lead in addressing these challenges

challenges we cannot fool ourselves in hoping that we alone are equal to the task, however, the response needs to be multi-sectorial in its approach.
First and foremost, we need to deal with the issue of rehabilitation of the mind and the soul, and in so doing try to alleviate fear amongst the people themselves, business and therefore bring about hope.
Then, a string of the government service delivery intervention can then be rolled out, when the ground is fertile.

World Health Day 2016: Beat Diabetes
By Xpress Reporter
World Health Day is observed on 7 April to mark the founding of World Health Organisation (WHO). The theme for 2016 is diabetes.
In 2008, an estimated 347 million people in the world had diabetes and the prevalence is growing, particularly in low and middle-income countries.
In 2012, the disease was the direct cause of some 1.5 million deaths, with more than 80% of those occurring in low and middle-income countries. WHO projects that diabetes will be the 7th leading cause of death by 2030.
Diabetes is a chronic disease that occurs either when the pancreas does not produce enough insulin or when the body cannot effectively use the insulin it produces. Insulin, a hormone that regulates blood sugar, gives us the

energy that we need to live. If it cannot get into the cells to be burned as energy, sugar builds up to harmful levels in the blood.
There are 2 main forms of the diabetes. People with type 1 diabetes typically make none of their own insulin and therefore require insulin injections to survive.
People with type 2 diabetes, the form that comprises some 90% of cases, usually produce their own insulin, but not enough or they are
unable to use it properly. A large proportion of diabetes
cases are preventable. Simple lifestyle measures have been shown to be effective in preventing or delaying the onset of type 2 diabetes. Maintaining normal body weight, engaging in regular physical activity, and eating a healthy diet can reduce the risk of diabetes. Diabetes is treatable. Diabetes can be controlled and managed to prevent complications.

THANKS MAMA ALISHA ITS REALLY HAPPENING NOW WITH YOU
I am Carl from Ballito and am here to testify to my fellow South Africans about a miracle I encountered when I visited
MAMA ALISHA to help me fix my financial situation. I was almost left homeless as I had lost my home and car to fake traditional healers. On my visit she gave different ways of helping me and chose the magic wallet that brings 25000
everyday and paid her 70 000 every week from the money I made from the magic wallet. I told my cousin Petros about it and he too chose the rats that bring money in the house after which he got 40 000 and paid 9000. Mama Alisha. I know it's
the same way you can be helped you have to see to believe so visit her or call her 0710223640

TOLD ME TO GO TO HELL WHEN I WAS POOR BUT
SHE WANTS ME BACK BECAUSE IM RICHI am Cliff from Umhlanga. I came to know about Mama Alisha from Auntie Merina who lives in Stanger and had previously visited her with a financial
problem and it had been fixed. I had lost all my money, cars, business some of which was left to me by my late parents. When things went real bad. My wife told me to go to hell and started having affairs looking out for rich men and
when I confronted her about it she told me go to hell, left me alone and went. I suffered for almost 2 years but meeting Mama Alisha rose me up again. She
gave me a magic wallet with which I could get money daily inside my house. I opened up a new business worth 2 million rands bought 2 new cars and when my wife heard that I am up again she wants me back, thinking of forgiving her but am not sure. Only that she is the mother of my 3 kids. I can forgive her for only that. If Alisha bought my life back to normal, I know she can help you too.

I am a famous and genuine herbalist worth over 36 years of experience. I have helped so many people all over the world. I was born with powers that use sources of nature to heal and solve all
kinds of problem that are making people unhappy. I tell you what happened in the future, before you say anything as the Nelisha testifies.
I am Nalisha Singh of Phoenix. I’m 39 years old and single mum of 3 kids. After the death of my
husband, I was left all alone no finance, no home, no car as I couldn’t pay for any of these because my husband was only bread winner. I started begging everyone I knew and people were fed up with
me. Then one day I went to visit my cousin who was a widow also but life was just moving on successful even better than when her husband was still alive. She was wearing a brown ring on her middle finger when I asked her how she had made it to the top she told me it was the ring she
was wearing I asked where she got it from She continued telling me that when you wear this ring you feel energised focussed and you concentrate on one thing the solution every time.
When I wear this ring I feel different. The ring has made me rich as it made me win the casino ‘‘600 000’’ the first time and 850 000 the second time. You are no different you too can win. So I Nelisha
went to visit but he told me the magic wallet was true the best solution for me. Indeed it was true with the wallet I have brought myself and family a new car Range Rover. My kids are in good
schools. Suffer no more one phone call will change until change your life forever the one and only

DA comments and concerns on the Annual Report (2014 / 2015)
Electricity Losses: Technical and non-Technical
A jump by R10 million (m) more compared to the previous financial year from R61m in the 2013/2014 financial year to R71m in the 2014/2015 year is unacceptable and leads to direct revenue losses. It is clear the strategy of council is not work ing desp i t e pu t t i ng measures in place. The net must be thrown wider to include ALL illegal users regardless of their status and act without fear or favour. This trend cannot continue and must be stopped. Regular updates on progress must be reported to council for f u r t h e r d i r e c t i o n a n d interventions. Political and Administrative leadership is required before the situation gets out of control.
Under spending on capital projects
Council under spent by R 179 million and this has a direct impact on service delivery as we have already seen protest marches. Realistic allocation towards capital projects given the capacity constraints and finalizing procurement of goods and services timeously must be addressed urgently. These are key target areas we cannot fail and it has negative impact on
performance. There was slight improvement on spending compared to the previous year.
Internal ControlsThis is an area that cuts across
all departments with weak internal controls. Compliance and Legislat ion must be enforced if we are to get clean audit outcomes. The Internal audit department must be fully resourced with the Audit Committee further assisting and putting corrective measures in place and advise council on compliance matters. We must be c o m m i t t e d t o a d v a n c e transparency and accountability.
Irregular ExpenditureIncreased to R86 million in
2014/2015 from R46 m in 2013/2014. Fruitless and Wasteful expenditure amounted to R433 610. We must be prudent in spending public funds and put systems in place to mitigate i r r e g u l a r a n d w a s t e f u l expenditure. Not enough is done.
Why fruitless and wasteful expenditure in prior years was not investigated to determine if a person was liable for the expenditure amounting to R3.7 million.
Allegation of possible fraud in t h e S C M ( S u p p l y c h a i n management) amounting to R600 000 was not reported to the
SAPS. Why?Tender awarded to State
employeesEleven (11) rogue officials
have done business with the municipality amounting to R3,4 million. They must be named and shamed. They deliberately did not declare interest (false declaration).
InvestigationsCollusion between prepaid
electricity vendor and former employee about R500 000 is still not finalized despite the employee is now in the employ of another municipality. They must be blacklisted and even jailed.
Another case is also pending, I assume in the region of R500 000 was paid to a rogue supplier where no work was performed. The question arises is this the only case or has this supplier also taken the municipality for a ride previously as well. We have a right to know.
In conclusion I believe we cannot change the direction of the ship BUT we can adjust the sails as we move forward in achieving clean audit outcomes.

Client:
DR DAUDIE
Dr Daudie can you briefly discuss to us how your magic ring works?
First and foremost, the magic ring was discovered in Egypt around 400 - 800BC by the Pharaoh. When you put the ring on the finger, it produces a fluid which circulates in the blood stream, it recharges the whole system with its powers and diseases are destroyed. Not only
that but also it will affect your stay and change your lifestyle. It gives you success in love,
boost business, make you attractive i.e. Attractive to the opposite sex for love and
protect you in your journey.Furthermore, it will prevent you from being fooled by people and you will be capable of
performing miracles. More still, it will protect you from evil powers & witchcraft i.e. Nothing can destroy your life any how and it can make lover faith i.e. Make him/ her love you alone.
Gambling, like lotto, casino and machine play, 100% is guaranteed when the magic ring is used
properly.Last but not the least, it will give you promotion in any field you want and it can be used to win
court cases that is if you have a case to answer. That also apply's to student in an examination,
there will be no difficult questions.Briefly that's how a magic ring works. Contact:

RICH INDIAN WOMEN TESTIFIES HER SECRET OF
SUCCESS!!!!!I am Pillay Salma 38 years old living in
Tongaat. It is true that my success is not a gift but a decision I made it. It took me a
while to trust anybody since I was destroyed by the previous doctors,
sangoma’s and herbalists that used in the past. They disappointed me until today I cannot get hold of them as their phones
are not answered. I called a business friend of mine for help and she shared a
secret of success which was Mama Hanna changed her life and became rich though
the short boys that put 500 000 in her account and every month she pay 100 000 to Mama Hanna. It was a dream until she
showed me her bank statement. I also got the same short boys and my life changed I
and my family we are financially happy. Thanks to MAMA HANNA. Disappointed

Randsons in titanic battle with ManorRandsons Volleyball Club's
winning ways continued when they beat Manor Volleyball 2-1 in a titanic battle in the EZE's Electrical Div i s ion I hos ted by the K w a D u k u z a Vo l l e y b a l l Association at the Association courts last Thursday. After winning t h e X p r e s s T i m e s E a s t e r tournament a fortnight ago, their win was the perfect way to begin their league campaign with the hope of clinching it after a very long time.
Randsons and Manor battled it out for supremacy in the opening set with both teams matching each other point for point. Led by inspirational skipper, Sandhir 'Tin Boy' Jugmohan, Randsons held on for narrow hard fought 25-22 victory.
However, they lost the plot in the second set with numerous unforced errors as Manor upped their game and tempo to win 25-20 to push the Randsons winning streak continues
