1. Call to Order/Roll Call: Mr. Steve Newvine called the meeting to order at 3:31 p.m. 2. Approval of Agenda: It was M/S/C Gomes/Vincelet to approve the Agenda with the removal of Item

8.a. and Item 9.a. 3. Approval of Minutes: It was M/S/C O’Neill/Hendrickson to approve the July 14, 2016 minutes as

submitted.

4. Public Opportunity to Speak: Mr. Steve Gomes introduced Mr. Steve Tietjen who was appointed by the Merced County Board of Trustees to take the place of Superintendent, as Mr. Gomes will be retiring December 31, 2016.

5. Director Comments: None. 6. Chair Comments: Mr. Newvine shared that he had been named by PG&E as a Community Service

Champion for 2016. A $5,000 community action grant will be given to the Workforce Development Board through the MCOE Foundation, to help fund youth programs.

7. Presentation: a. Doug Svensson, Applied Development Economics (ADE): Mr. Svensson provided a presentation

on a Regional Economic Sector and Skills Gap Analysis that was prepared by ADE.

8. Action/Discussion Agenda a. Item removed. b. WDB – Renewal of Members: It was M/S/C Marchini/O’Neill to recommend WDB membership

renewals for Mr. Terry Nichols, Supervisor Hub Walsh, and Mr. Cordell Price and forward to the Board of Supervisors for approval. Mr. Price Abstained.

c. WDB Membership – Shelly Conner, Merced College: It was M/S/C Vincelet/Dwyer to accept the nomination of Ms. Shelly Conner and forward to the Board of Supervisors for approval.

d. WDB Membership – Leslie McGowan, Livingston Community Health: It was M/S/C Dwyer/Hendrickson to accept the nomination of Leslie McGowan and forward to the Board of Supervisors for approval.

e. Workforce Innovation and Opportunity Act (WIOA) MOUs: It was M/S/C Vincelet/Roussos to approve Memorandum of Understandings (MOUs) with the following Mandated Partners as per the Workforce Innovation and Opportunity Act (WIOA): Merced Adult School, Merced County Office of Education, Gustine Adult School, and Merced College for the period July 1, 2016 through June 30, 2018; and American Association of Retired Persons (AARP), Central Valley Opportunity Center (CVOC), Housing Authority of Merced County, Merced County Community Action Agency (MCCAA), Merced County Human Services Agency (HAS), California Indian Manpower Consortium, Inc., State of California Department of Rehabilitation (DOR), State of California Employment Development Department (EDD); and Job Corps for the period July 1, 2016 through June 30, 2019. Mr. John Jepson, Mr. Steve Gomes, and Mr. Eric Cooper abstained.

9. Reports a. Item removed. b. Business Services Outreach Report: Mr. Alfredo Mendoza reviewed the report and a copy of the

report was included in the meeting packet. c. Career Opportunity Ready (COR): There are 37 individuals who are in the COR group, of which

8 are already employed. Thirty-one individuals are in the control group, of which 19 are already employed. Staff is to determine whether the extra cost of finger-printing and background checking individuals prior to employment is beneficial in increasing employability.

10. Information a. Fiscal Report: Ms. Roemhildt reviewed the report and a copy of the report was included in the

meeting packet. b. Ethics Training: Merced County will be presenting mandatory AB 1234 training – Ethics in

Public Service on September 27, 2016 from 1:30-3:30 p.m. and on October 7, 2016 from 9:00-11:00 a.m. Workforce Development Board members are required to complete ethics training.

Labor Federation PROPOSED MOTION(S): Accept the nomination of Mr. Tim Robertson and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 (b)(2) of the Workforce Innovation and Opportunity Act outlines criteria for membership on the local Workforce Development Board (WDB). One of the membership requirements is to have representatives of labor organizations be part of the WDB composition. Mr. Tim Robertson is the Executive Director of the North Valley Labor Federation. Mr. Robertson has experience coordinating the efforts of almost 80 local unions in the North San Joaquin Valley. Mr. Robertson has experience working with the unions throughout the region, very familiar with the types of training and apprenticeship programs unions provide, and can be helpful in accomplishing WIOA’s goal of broader regional activities. Partnerships: Worknet established two new partnerships: Infinity Staffing from Morgan Hill and Cornerstone Staffing from Merced. Each staffing agency will use our facilities to conduct hiring events. The following hiring events were held on these dates: Cornerstone Staffing for their client, Del Monte in Modesto. 8/18: 12 interviewed and 7 were hired. Positions: Sorters @ $10.50/hour. 8/24: 9 interviews were conducted. Hires & Positions: will be shared in meeting. Infinity Staffing for their client, OLAM in Gilroy, Hollister and Firebaugh. 8/19: 8 interviewed and 4 were hired. Positions: Casual Laborers @ $13.00/hour. 8/26: Results will be shared in the meeting. Job Fair: The following employers to attend our job fair for Wednesday, September 21 at Merced College. This report shows all WIA/WIOA funds available for Fiscal Year 2015/16 (both new funds and funds carried forward (on a cash basis) from Fiscal Year 2014/15) and accrued expenditures through June 30, 2016.
