The Chair, Mr. Michael Altomare, called the meeting to order at 3:33 p.m.; as a quorum had not been achieved, Mr. Altomare opened the meeting with Item 8 Chair Comments.
1. Chair Comments: Mr. Altomare introduced the newest member to the Workforce Development Board, Mr. Eric Chu representing Merrill Lynch/Bank of America. Mr. Altomare also shared his excitement of the hiring of the new Workforce Development Director, Mr. David Mirrione.
2. Director Comments: Mr. Mirrione stated he is excited to be on board and one of the first items he is focused on with the Workforce Development Board, is creating an informational book for all new members and surveying the board in an effort to increase attendance.
3. National Association of Workforce Boards Forum 2018: Three individuals will be attending the conference: Ms. Leslie McGowan, Mr. Altomare, and Mr. Mirrione. Information regarding what is expected at the conference was discussed.
4. Business Services: Ms. Reyna Espinoza reviewed the report and a copy of the report was included in the meeting packet.
5. Call to Order/Roll Call: At 3:54 p.m., a quorum was achieved and roll call was taken.

6. Approval of Agenda: It was M/S/C McGowan/Dwyer to approve the agenda as modified due to lack
of a quorum. 7. Approval of Minutes: It was M/S/C Tietjen/McGowan to approve the December 14, 2017 minutes
as submitted.
8. Public Opportunity to Speak: None.
9. Reports: a. Fiscal: Mr. Brian Baker reviewed the report and a copy of the report was included in the meeting
packet. b. Youth: A youth report was submitted by the contracted youth program provider, the Merced
County Office of Education, and Ms. Espinoza reviewed the report. A copy of the report was included in the meeting packet.
10. Next Meeting: 3:30 p.m., Thursday, April 12, 2018, Location: TBD
11. Adjournment: It was M/S/C McGowan/O’Neill to adjourn the meeting at 4:37 p.m.

TO: Workforce Development Board DATE: 04/12/2018 FROM: Workforce Investment Staff For Action For Information For Discussion SUBJECT: Workforce Development Board Nomination for Continued Membership-Mr. Mike Altomare, Agrecom, Inc. PROPOSED MOTION (S): Accept the nomination of Mr. Mike Altomare and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(A), the majority of the members of the local board shall be representatives of business in the local area. Mr. Mike Altomare’s application is that of a representative of local business. In September 2010, Mr. Mike Altomare was nominated for membership on this board by Bill Mattos of the California Poultry Federation. Mr. Altomare is the owner of Agrecom, Inc., a local business whose main businesses are sanitation chemicals, potable water treatment, pest control management, automated chemical controls and data collection. TO: Workforce Development Board DATE: 04/12/2018 FROM: Workforce Investment Staff For Action For Information For Discussion SUBJECT: Workforce Development Board Nomination for Continued Membership-Mr. Steve Newvine, Pacific Gas & Electric. PROPOSED MOTION (S): Accept the nomination of Mr. Steve Newvine and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(A), the majority of the members of the local board shall be representatives of business in the local area. Mr. Steve Newvine’s application is that of a representative of local business. In November 2006, Chairman of the Board for the Greater Merced Chamber of Commerce Susie Bubenchik nominated Mr. Steve Newvine for membership on the Workforce Development Board as a private sector representative. Mr. Newvine represents Pacific Gas & Electric as a representative to the Merced County Workforce Development Board. ATTACHMENT(S): Application available at meeting.

TO: Workforce Development Board DATE: 04/12/2018 FROM: Workforce Investment Staff For Discussion For Action For Information SUBJECT: Workforce Development Board Nomination for Membership – Mr. Eric Chu, Bank of America-Merrill Lynch. PROPOSED MOTION(S): Accept the nomination of Mr. Eric Chu and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(A), the majority of the members of the local board shall be representatives of business in the local area. Mr. Eric Chu is a financial advisor with Bank of America Merrill Lynch, in downtown Merced. Mr. Chu has extensive experience in the financial industry and can provide the Workforce Development Board with general information on the economic outlook and financial health of Merced County. Mr. Chu is involved in the Merced community, and is a member of several organizations including: the Merced Sunrise Rotary Club, UC-Merced’s Planned Giving Council, the University Friend’s Circle, and many others. PROPOSED MOTION (S): Accept the nomination of Mr. Tim O’Neill and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(A), the majority of the members of the local board shall be representatives of business in the local area. Mr. Tim O’Neill’s application is that of a representative of local business. Mr. O’Neill is the CEO of Image Masters located in Merced and has served on numerous boards and committees including the Sunrise Rotary, Merced Ahead Steering Committee, and the Children’s Movement of Merced County. TO: Workforce Development Board DATE: 04/12/2018 FROM: Workforce Investment Staff For Action For Information For Discussion SUBJECT: Workforce Development Board Nomination for Continued Membership-Mr. Mark J. Hendrickson, Director, Merced County Department of Community and Economic Development. PROPOSED MOTION (S): Accept the nomination of Mr. Mark J. Hendrickson and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(D), the Workforce Development Board shall include a representative of governmental and economic and community development entities serving in the local area. Mr. Hendrickson is the Director of the Merced County Department of Community and Economic Development. The Department of Community and Economic Development works with private/public sector trends from a land use and economic development standpoint. As the director, Mr. Hendrickson provides leadership on economic development issues facing the County and responsible for the implementation of land use planning decisions. Mr. Hendrickson has been involved with many boards over the years such as the past president of the Greater Merced Chamber of Commerce, Vice-Chairman of the Redevelopment Advisory Committee for the City of Merced, and former board member of the Merced College Foundation, among others. Mr. Hendrickson is very familiar with employment and training programs. ATTACHMENT(S): Application available at meeting.

PROPOSED MOTION (S): Accept the nomination of Mr. Greg Vincelet and forward to the Board of Supervisors for approval. DISCUSSION: Section 107 the Workforce Innovation and Opportunity Act (WIOA) outlines the criteria for membership on the local Workforce Development Board (WDB). Pursuant to WIOA Section 107(b)(2)(B), the Workforce Development Board shall include a representative of a labor organization of the local area. In September 2009, Mr. Greg Vincelet was nominated by The Building and Construction Trades Council of Stanislaus, Merced, Tuolumne and Mariposa Counties for application to the Merced County Workforce Development Board. Mr. Vincelet is a Training Coordinator for theLocal 442 Training Center of the Plumbers and Pipefitters Union. ATTACHMENT(S): Application available at meeting.

TO: Workforce Development Board DATE: 04/12/2018 FROM: Workforce Investment Staff For Action For Information For Discussion SUBJECT: 2018 Disability Employment Accelerator 2.0 PROPOSED MOTION (S): For Information Only & Discussion. DISCUSSION: Workforce Investment efforts in Merced County will be boosted by the recent award of the 2018 Disability Employment Accelerator 2.0. This grant is intended to build upon the previously awarded Disability Employment Initiative, for which all goals were exceeded. This grant is specifically targeted at helping college graduates with disabilities to find employment, and is an award in the amount of $250,000.00.

2018 DISABILITY EMPLOYMENT ACCELERATOR 2.0 INFORMATION SHEET
Currently, Merced County has a higher percentage of residents with disabilities (11.8%) than the statewide average (6.8%).1 To help address this situation, Merced County (through Worknet) applied for, and was awarded the 2018 Disability Employment Accelerator 2.0 Grant (DEA) in the amount of $250,000.00. This grant is intended to serve forty (40) participants with disabilities and is specifically targeted for college graduates. The DEA Grant will provide participants with the following services:
Short term prevocational training Minimum of 40 participants to be served 50% (20 participants with disabilities) must
be college graduates Total number of completing earn-and-learn
is 15 and 7 out of the 15 must be college graduates with disabilities
Average wages rate expected at placement is $13.00 per hours
Supportive Services East/West DiverseAbility Hiring
Fair Minimum of 20 participants must
be in an earn-and-learn/work base training.
Total entering employment is 30
This DEA Grant is a continuation of the Disability Employment Initiative (DEI) that Merced County was awarded in October of 2014. The goals of the DEI grant were exceeded as follows:
130 participants served (only 90 required) 84 entered training Accessibility equipment purchased for
Worknet offices to improve accessibility Quarterly business breakfasts held concerning
employing those with disabilities
75 entered employment First ever DiverseAbility Fair
held, serving more than 300 members of the public and 37 businesses
