Thank you for another banner year of collaboration! In the 2017-18 school year, our partnerships empowered students in Northwest Wisconsin to earn over $498,000 in WITC credits in dual credit courses and academies! This year, 60 new courses have been approved for articulation and four new dual credit academies will begin. Together, we are creating innovative opportunities that will benefit students throughout their careers.

You may have noticed a new look to our High School Relations Report. We hope you will find this streamlined version to be informative and comprehensive, but a much quicker read than previous versions. Please feel free to share your thoughts so we can continually improve the publication.

Our mission in Career Prep is to ensure all students within the WITC region have many opportunities to kick-start their careers while still in high school. Although we have made great strides toward this mission, there are still many avenues to explore. Thank you for your continued commitment to partner with us on this journey. Career Prep Sponsored ActivitiesCareer Prep provides funding for collaborative K-16 technical preparation initiatives facilitated by the Northwest Wisconsin Career Prep/School-to-Work Consortium.

The Consortium, consisting of members from local business and industry, school districts, the three local CESAs and WITC staff, meets three times per year to plan activities and approve the Career Prep grant allocations.

Activities include professional development for teachers and counselors, occupational exploration and hands-on activities for high school students and development of articulation agreements with high schools.

In addition to Career Prep sponsored activities, WITC has several other points of contact with the local high schools, including those made by WITC Career Specialists. Their work is also included in this report.

Articulation AgreementsThe Joint Curriculum Review Process for curriculum alignment, advanced standing, and/or dual credit is one component of the Career Prep/School to Work initiative. This annual process assures that students are acquiring the skills and knowledge to be successful at the post-secondary level and, when appropriate, are granted credit for high school coursework that covers technical college competencies.

Advanced Standing (AS)

An advanced standing agreement may be developed when a high school course contains competencies that are recognized as equivalent to those in a technical college course. Students earn high school credit and, if the conditions identified in the advanced standing agreement are met, will be granted technical college credit after enrolling at the college. To receive credit for advanced standing, students present their high school transcript documenting advanced standing during the admission process. Students will not have to repeat the coursework, will receive technical college credit, and will save money on college tuition.

Dual Credit (DC)

Dual credit agreements are developed when a technical college course is taught in a high school setting by a certified high school instructor using technical college curriculum and comparable textbooks and materials. The dual credit agreement spells out the conditions that students must meet to successfully complete the course. College credits are awarded and recorded on a technical college transcript upon successful completion of the course.

As part of an agreement between the state’s sixteen technical college districts, advanced standing and dual credit courses will be transferable to other Wisconsin technical colleges provided they offer similar coursework. Coursework may transfer to other post-secondary institutions; students should contact any college they are planning to attend for verification that coursework will transfer.

Northwestern Wisconsin Communications System (NWECS) Consortium This consortium is managed by WITC and consists of 24 high schools and a number of higher education partners, providing instruction via interactive video (ITV).

Almost all classes incorporate a course management system or online component, making them blended in nature. Class offerings consist of high school credit, dual credit, technical college credit or UW credit.

During the 2017-2018 academic year,

high school students earned 237 short-term certificates and one-year

diplomas from WITC.

Instruction via interactive video (ITV).

Twenty-three classes originated from WITC with 152 students enrolled.

Forty-nine classes were delivered from high school to high school with 181 students enrolled.

Custom Programs and CertificationsThe Workforce and Community Development department offers a number of credit programs through a variety of custom delivery options. Mobile site delivery allows WITC expansion of campus-based programs to off-campus sites based on regional needs. Online delivery provides opportunities for training without having to travel to a campus location. All of these options provide opportunities for WITC to be responsive to student needs and partner with high schools, business and industry, and regional workforce agencies to provide training when and where it is needed.

Leaders from the three Wisconsin post-secondary systems, with support from the Lumina Foundation, came together with state representatives, business leaders and community members to kick off the 60 Forward attainment goal initiative at Wisconsin Indianhead Technical College (WITC), New Richmond campus on April 13, 2018.

The 60 Forward attainment goal strives to increase the number of high school graduates who continue their education. The goal is by 2027, 60 percent of Wisconsin citizens aged 25-64 will hold some type of post-secondary credential — a diploma, degree, or other high-value credential. The rate of individuals seeking higher education is tied to key economic indicators, including workforce participation and earnings.

“Promoting attainment is the right thing to do to achieve the dual benefit of helping individuals realize a brighter future, and ensuring that our region’s employers have the

skilled workforce needed to grow our economy,” said John Will, WITC President.

The Start College Now program allows all public high school juniors and seniors who meet certain requirements to take post-secondary courses at a Wisconsin technical college or institution of higher education — either full- or part-time. An institution of higher education (IHE) includes UW System institutions, tribally controlled colleges, and private, nonprofit institutions.

Start College Now is for students considering a technical career, wishing to begin college early, and/or wanting to prepare to enter the workforce immediately after high school graduation.

WITC offers a variety of flexible learning options for Start College Now students including in-person, online, or a combination. To learn more about WITC course delivery options, visit witc.edu and select Credit for Prior Learning under the Admissions menu.

Samuel Webb is an Ashland High School senior, a Start College Now student, and a Mike and Lynn BeBeau Scholarship recipient. He is enrolled full-time in the WITC Machine Tool Program at the Ashland campus.

“The scholarship that I received has helped me immensely my first semester at WITC. The Start College Now program has allowed me to get a head start on my desire to become a Prosthetic Engineer.

The Start College Now program only covers a little over half of the credits to complete the Machine Tool program. I was able to use the first semester scholarship to pay for the credits that were not otherwise covered.

My goal is to graduate in May from WITC with a Machine Tool Operation degree and in June from Ashland High School with my high school diploma. I feel this will enable me to have an advantage in the understanding of Engineering Design. I am very grateful to the Foundation and its donors for their support.” — Samuel Webb

Throughout WITC’s district, 147 students attending 29 schools

participated in Start College Now.

Approximately 19% of Foundation Scholarships were awarded to high school students enrolled at WITC.

The Automotive Maintenance and Light Repair Technician Academy for high school students was launched in 2017 in response to the ever-growing need for auto technicians. The academy, located on the WITC-Superior campus, provides the knowledge and skills necessary for job success in the automotive industry. Students learn the fundamentals of automotive systems, electrical systems, engine mechanics, and repair.

WITC’s Automotive Service Technician program is a nationally certified program through NATEF (National Automotive Technicians Education Foundation) and NC3 (National Coalition of Certification Centers). These certifications bring students to a higher level of education and training to stay current with the technology advancements within the automotive industry.

Academy graduates earn their technical diploma from WITC along with their high school diploma. Students are then certified to enter the work force or continue their education on a Career Pathway.

The automotive academy is offered to all high schools within the WITC- Superior campus area. These schools include Superior, Northwestern, Solon Springs, and South Shore High Schools.

Dual Enrollment WITC Automotive Academy

The first Northwest (NW) Wisconsin Welding Competition put high school students’ skills to the test on May 11, 2018, at the WITC-Rice Lake campus.

Nineteen schools from all over NW Wisconsin brought one or more five-person teams totaling over 120 competitors. The contest included theory and different welding processes. Students were scored as individuals in each category, and teams were rated overall. The day culminated in the awarding of trophies.

The Technology and Industry Expo was held at the same time as the competition. This public event spotlighted area manufacturing, technology and industry leaders as well as WITC career programs.

Students were able to experience current technology and hands-on learning opportunities by operating machines and equipment. Instructors and company representatives educated participants on available manufacturing and technology careers and programs. Campus tours highlighted the recently remodeled welding, CNC machine tool, and automotive labs.

WITC Hosts 8th Grade StudentsThe WITC-Rice Lake Career Day was attended by over 850 Northwestern Wisconsin 8th grade students from nineteen schools. Students attended two 30-minute sessions to learn more about different career fields based on their interests. There were 23 speakers from WITC and the community presenting on topics such as chiropractic, veterinary medicine, military, broadband technology, and other programs.

A Partnership That Works: 118.15 Compulsory Attendance ContractWisconsin Indianhead Technical College, in compliance with Wisconsin Statute 118.15 Compulsory Attendance Contract, has a unique opportunity for partnership. The law helps students who require an alternative learning environment to be successful. Students who participate in this program have the goal of obtaining their state-issued High School Equivalency Diploma (HSED) or completing credit remediation. The HSED credential is achieved by successfully completing a set of standardized assessments in the area of reasoning through language arts, social studies, science, and mathematical reasoning. These standardized assessments measure the skills required by high schools and requested by colleges and employers. In addition, students are required to participate in career awareness, employability activities, and meet the state requirements for health and civics.

WITC partners with local school districts to assure students who meet the eligibility requirements are given the opportunity to pursue this educational option. Students must meet the following criteria to participate:

Age 16 or older

Behind a minimum of one year in earned credits for their class

Minimum reading level of 9th grade

Identified as “at risk”

If requirements are met, a contract between the student, the student’s parent/guardian, the local high school, and WITC is signed, identifying the responsibilities of each party.

WITC provides classroom instruction, educational materials, attendance records, student advisement and communication and collaboration with parents/guardians and the local school district.

Students who successfully complete the test battery for the HSED receive a Wisconsin state-issued diploma and are recognized at WITC graduation. Credit remediation students who successfully complete the identified curriculum are given high school credit leading toward high school graduation.
