The circles show the percentage of time from which the wind is blowing in that direction, as well as the percentage of time for different wind speed ranges. The wind speed ranges are represented by different shades of color. For example, Burbank records a south wind about 12% of the time, with winds blowing between 5 and 10mph about 4% (~6%-2%) of the time from that direction.
