•Identification & maintenance of records for degraded forest land parcels by respective state FDC

•FDC invites bids for regeneration of degraded land parcels from private entities

•Degraded land parcel developed under PPCP framework for 3 years by successful bidders

•Local villagers employed for implementation

•Post 3 years, land parcel reviewed by FDC. Grow Forest Certificate (GFC) awarded to private developer based on the survival percentage and total area developed.

•GFC tradable on exchanges on similar lines as the Carbon Emission Reduction Certificate (CER)

•GFC to be used against compensatory afforestation for seeking forestry approvals under Forest Conservation Act 1980
