PHL asks US: Approve TPS for undocumented

MANILA, September 25, 2014 (AFP) – The Philippines said Thursday it would not negotiate with a militant group threatening to behead one of two German hostages, saying it was a “criminal” gang seeking to cash in on its self-proclaimed allegiance to Islamic State jihadists.

The SITE terrorism monitoring group said Tuesday that the Abu Sayyaf warned it would carry out its threat within 15 days unless a huge ransom is paid and Berlin

halts support for the US-led campaign against the Islamic State group.

“We do not negotiate with terrorists,” Philippine Defense Secretary Voltaire Gazmin told reporters when asked about the 250-million-peso ($5.62-million) ran-som demand.

Germany also insisted it would not withdraw support for US action against the jihadists in Iraq and Syria despite the ultimatum.

Gazmin confirmed that the Abu Sayyaf, a small band of Islamic militants based in the southern Philippines, abducted a Ger-man man and woman at sea earlier this year as they sailed a yacht off the western island of Palawan.

“What the Abu Sayyaf is doing is like propaganda, so that the government will give in to their demands. We will not be intimidated by these gestures and actions,”

MANILA, Sept 24 (Mabuhay) – Sena-tor Grace Poe on Wednesday recommend-ed that Philippine National Police Chief Director General Alan Purisima take an administrative leave while investigations against him are ongoing.

Addressing Interior and Local Gov-ernment Secretary Mar Roxas during the budget deliberations at the Senate, Poe said: “We appeal to you as the head of DILG… to make a strong recommenda-tion to the President… I hope that the very least, without saying that anybody’s guilty, administrative leave [for Purisima] would set a good message,” Poe said during the budget deliberations at the Senate.

Poe cited the three senators who were suspended so as not to influence the trial.

The detained senators are Bong Revilla, Jinggoy Estrada, and Juan Ponce Enrile. They are facing plunder and graft charges before the Sandiganbayan in connection with the multi-billion pork barrel scam

allegedly orchestrated by businesswoman Janet Lim-Napoles.

Poe said the PNP as an institution was implicated in the controversies that Puri-sima is facing.

Purisima is currently in hot water as he faces plunder, bribery, and graft charges in connection with a mansion in Nueva Ecija and the renovation of the PNP chief’s of-ficial quarters inside Camp Crame.

Next week, Purisima is expected to attend a Senate hearing led by Senator Poe. He was asked to bring his Statement of Assets, Liabilities and Net Worth and explain his multi-million properties.

“The [PNP] institution itself is worth saving in terms of the morale of police officers,” the senator said.

For his part, Roxas said he will look into Poe’s recommendation, adding that he will bring up the matter with President Benigno Aquino III once he arrives from his five-day US trip.

CAMBRIDGE, Massachusetts, Sept 23 (Mabuhay) – President Aquino en-couraged the filing of charges against his allies and “people around” him if they believe they have been dishonest while serving in government.

This was the President’s answer to a question posed by a Harvard University student, who asked what he would say to his critics that while he is committed to honesty, some of his allies are not.

“Well, the cards are open. If they think they I have dishonest people around me, then all they have to do is file an appropriate case,” Mr. Aquino said.

“The Ombudsman in particular, I think, even investigates instances where

complaints are unsigned or anonymous precisely to ferret out those who are not treading the correct path,” he added.

This was only one of the several questions fielded to the President during an open forum following his delivery of a policy speech at the Kennedy School of Government Institute of Politics at Harvard late Monday afternoon (early Tuesday morning in Manila).

A citizens’ group had filed a com-plaint against Philippine National Police (PNP) Director General Alan Purisima, accusing him of indirect brib-ery, graft, and plunder for not filing a proper Statement of Assets, Liabilities, and Net Worth (SALN).

Purisima is known to be a close

friend of the President.The Coalition of Filipino Consum-

ers said that Purisima’s mansion in San Leonardo town in Nueva Ecija could not be just worth P3.7 million as the PNP chief declared in his SALN.

The group also said that Purisima’s acceptance of donations from his Mason brothers for the renovation of the so-called White House in the PNP Camp Crame headquarters in Quezon City was tantamount to plunder and indirect bribery.

The renovation reportedly cost P25-30 million.

Vice President Jejomar Binay, who has long been associated with the Aqui-no family, also said that he was also

willing to subject himself to a lifestyle check amid allegations he had enriched himself while he was mayor of Makati City, Metro Manila’s prime business district, for many years.

A number of the President’s allies have also been named as alleged re-cipients of the multi-billion-peso pork barrel scam but they have all issued blanket denials. None of them have been charged as well by the govern-ment. On the other hand, opposition Senators Juan Ponce Enrile, Jinggoy Estrada, and Ramon “Bong” Revilla, Jr., as well as businesswoman Janet Lim-Napoles, are facing plunder charges for their alleged involvement in the scam, facing plunder charges. seem to think. First, there are laws that forbid discrimination against you if you have filed bankruptcy. Second, provid-ing you show consistent employment history and financial responsibility, you can rebuild your credit. Our office has the expertise to show you how.

Filing for bankruptcy is not hard, It’s the time leading up to that decision that is hard. You worry about what people may think. You worry about whether you can ever get credit again. Don’t worry, it’s not as difficult as you may think. While filing bankruptcy is initially considered a negative on your credit report, since it lowers your fico score, it can also help you secure new credit. How is that, you may ask?

That is because a bankruptcy on your credit report also sends another mes-sage. It tells future creditors that you do not owe any more unsecured debt. Your risk of collections and lawsuits on these items have been wiped out. It also shows that your debt to income ratio has improved significantly, since you (hopefully) still have employment income, but no debt. Furthermore, if a new creditor gives you credit, it cannot be discharged in a bankruptcy for a minimum of eight years.

Bottom line, it’s easy to re-establish credit. Creditors know you cannot dis-charge debt again, but you can afford to service new debt. There is a whole industry of banks, credit card programs and retail charge cards that are targeted to consum-ers discharged in bankruptcy. In fact, it’s an essential criteria for the reasons given above. Never has it been easier to rebuild credit then now.

You should be aware, that all three-credit reports will still contain adverse information from the time before you filed. This information may still show some of the charge offs, judgments, collection accounts and the like. How-ever, once your bankruptcy has been successfully discharged, those debts are

no longer collectable, and new credit granters know what to look for. They see past this, focusing instead on the date of the bankruptcy discharge.

Creditors will rarely update your credit reports to reflect “Included in Bankruptcy.” They will leave the postings as they were; since the debts are discharged, and they have already closed your account in their computer files. Remember, the credit reporting agencies do not post or un-post creditor information. That is posted directly by the creditors, who are direct subscribers to the credit reporting agencies.

According to the FCRA (Fair Credit Reporting Act), only accurate debts can be listed. Your credit reports should only show the actual bankruptcy and then the debts as “included in BK.” What this does is to give you the opportunity to dispute the accuracy of the information on your report, and clean it up.

MANILA, Sept 25 (Mabuhay) – Don’t force the Senate committee to order your arrest.

This was the statement made Thursday by Senator Alan Peter Cayetano as he said that Makati Mayor Jejomar Erwin Binay Jr.’s move questioning the authority of the Senate blue ribbon subcommittee to sum-mon him has no legal basis.

“I’m waiting for them and hoping magpaliwanag sila. We’ll give them an opportunity pero kung hindi, mapipilitan sigurong umabot na ang committee ay umorder ng arrest nila,” Cayetano told

reporters before the start of the hearing.Binay snubbed the hearing, as did his

secretary Beng Baloloy, who also submit-ted a letter questioning the jurisdictional authority of the committee. Finance officer Gerry Limlingan, on the other hand, was nowhere to be found.

“Lahat ng pwedeng i-subpoena at hindi sinunod ang subpoena, ang proseso dun, bibigyan sila ng prosesong ipaliwanag tapos pwede na silang ipaaresto. Kapang-yarihan ito ng Kongreso. ‘Pag binalewala ito ng isang tao, baka balewalain na ito ng ibang mga tao,” Cayetano said.

Vice President Jejomar Binay was invited to the hearing but he also did not attend, citing a full schedule.

Cayetano said they will not order the Vice President’s arrest despite his absence in respect to his position.

“Pero walang dahilan na ang city mayor kahit sabihing Binay ang apelyido niya ay mag-akto na parang untouchable o above the law (at hindi um-attend ng hearing),” he said.

“Walang legal basis ‘yung pag-question niya ng jurisdiction. At ako ay nagtataka na pagkatapos ng napakalakas na dating

ng kanyang ama na hindi sila nagtatago, na open sila sa lifestyle check, e hindi siya a-attend. Kung handa silang humarap sa hearing, bakit sila tumatalikod o hindi nag-a-appear? Nagmimistulang untouchable ang Binay sa ating bansa,” the senator said.

At the start of the hearing, Senator Aquilino Pimentel Jr. said they will deal with the younger Binay’s letter question-ing the subcommittee’s jurisdiction later in the day.

MANILA, Sept 25 (Mabuhay) – The head of a construction firm that lost to Hilmarc’s Construction Corporation in the bid for the Makati City Hall Building 2 has denied Thurs-day ever bidding for the project.

This is despite documents showing that the firm was outbidded by Hilmarc’s for the first phase of the parking building by only P317,357.17 in 2007.

Alejandro Tengco, CEO of JBros Con-struction Corp., said his company has never participated or purchased any bid documents for any infrastructure project in Makati City. He pointed out his firm was not even qualified to participate in the bidding for the Makati City Hall building 2.

Documents showed Hilmarc’s submitted a bid of P386,998,154.20 for the first phase of the project, compared to the JBros bid of P387,315,511.37.

“Di ko alam na kami ang number 2 dahil hindi naman kami nagparticipate sa bidding na yun. Maliwanag sa records namin hindi kami nag participate sa bidding,” Tengco told the Senate blue ribbon sub-committee.

Similarly, he was also surprised when told that his company was again outbidded by Hilmarc’s for the Makati Science High

School project.He said it was the first time that he had

heard that his company was allegedly included in the list of losing bidders for the building project.

“Ngayon ko lang po nadinig na kasama din kami sa Makati City Science High School. Hindi kami nakasali kahit kailan sa bidding sa Makati,” he said.

Tengco’s statements backed previous testimony by Engineer Mario Hechanova that the bidding for all infrastructure projects in Makati are rigged. Hechanova is the former head of Makati City’s general services depart-ment and vice chairman of the bids and awards committee.

Speaking before the committee, Hechanova said the bid documents allegedly coming from JBros and another “losing bidder” for the Makati City Hall building 2 actually came from Hilmarc’s.

“Nagbigay na sa amin ang Hilmarc’s ng bidding documents. Sila din ang nagbigay sa amin kung sino ang makakalaban. Ang binigay nila ay JBros at ITP (Construction),” he said.

He said it was Hilmarc’s that received the bid documents of the “losing bidders” and al-legedly had the papers signed by the owners

of the losing construction firms.He also said the bidding for both the first

phase of the Makati City Hall Building 2 and the Makati Science High School was con-ducted on the same day in 2007.

Both infrastructure projects went to Hil-marc’s.

Tengco, however, said he has never seen the bid documents.

For his part, Hilmarc’s official Rogelio Peig said the company merely bidded for the project in accordance with the law.

“Kami po ang lowest bidder which is why we got the contract,” he said.

Vice-President Jejomar Binay, who was mayor of Makati when the building projects started construction, is facing a plunder com-plaint in connection with the alleged overprice of the building.

His son, Makati Mayor Junjun Binay, and other Makati officials are also included in the complaint.

The two Binays have denied any irregular-ity in the construction of the allegedly over-priced building. Both declined to attend the Senate hearing on Thursday despite invitations from the panel.

Senator Antonio Trillanes IV said he will

push for a bill that will require a video record-ing of all biddings for government projects worth over P1 million. He said this will ensure that the biddings are not rigged.

He also pointed out that San Lorenzo Tower of the Residences at Greenbelt was built for P2.689 billion, which is nearly the same price as the Makati City Hall building 2 built for P2.2 billion.

Trillanes said the luxury condominium, which was completed in 2009, has 59 floors and 4 elevators. On the other hand, the Makati City Hall building 2 only has 11 floors of which six floors are just carparks.

MANILA, Sept 25 (Mabuhay) -- Fol-lowing a resolution issued by the Civil Service Commission earlier this month, government agencies in Metro Manila may now adopt a four-day workweek scheme.

In a resolution dated September 8, the CSC introduced the four-day work-week scheme for government offices in the National Capital Region in a bid to “contribute” in lessening the volume of traffic brought about by major infrastruc-ture projects.

With the new scheme, which “may be implemented on a voluntary basis,” gov-ernment agencies in Metro Manila may hold office either from Tuesday to Friday or from Monday to Thursday.

A workday under the said scheme will run from 8 a.m. to 7 p.m. – extended to 10 hours with an hour-long lunch break – to remain consistent with the required 40 work hours a week for employees.

The CSC, in the accompanying guidelines, said it also “encourages” the implementation of the new scheme to

increase efficiency among employees and the organization, as well as to promote work-life balance and “enhance engage-ment, morale, and productivity.”

Metro Manila-based government agencies may implement the scheme if they meet the following pre-requirements posted by the CSC, including:

a website where the agency’s frontline services are accessible to the public;

a one-stop shop;a functional call center/PABX tele-

phone system that allows calls to be di-

verted to the Officers-of-the-Day, or alerts the caller that the office is closed; and

a baseline data on the agency’s overall performance, as well as pertinent em-ployee data (absence and tardiness rates, state of health and wellness, satisfaction level, turnover rate), electric consumption in the office, and client satisfaction rating.

If they meet the pre-requirements and get the nod of the CSC, government agencies may initially implement the scheme for one year starting September 2014. (MNS)

CSC: Govt agencies in Metro Manila to get four-day workweek

LOS ANGELES, September 25, 2014 (AFP) - Los Angeles voted Wednesday to raise the minimum wage for its hotel workers to more than $15 an hour, in a move opposed by hoteliers but in line with a recent pay hike in Seattle.

The City Council approved a $15.37 an hour wage – more than twice the national minimum wage – for hotels with 300 rooms or more by next Tuesday, to be followed by hotels with 150 rooms or more a year later.

Hoteliers opposed the proposed pay

hike – which will affect an estimated 13,000 workers – arguing that it will lead to job losses or hotels cutting back on services.

Hotels facing bankruptcy or other finan-cial problems would be able to apply for a waiver from paying the new minimum.

Municipal lawmakers will vote again to formalize the deal next week, because Wednesday’s 12 to 3 approval was not unanimous.

Seattle approved a rise to $15 an hour

Senator Chiz Escudero is allocating specific fund for the mandatory PhilHealth coverage of all senior citizens under the 2015 spending package, after the Senate passed a bill seeking automatic health insurance coverage of elderly persons.

Escudero, chairman of the Senate finance committee, voted Monday in favor of Senate Bill No. 712 which provides for the mandatory PhilHealth coverage to all senior citizens, and whether the House of Representatives would approve the bill or not, the lawmaker said he would include funding for this in next year’s budget.

“Without prejudice to our counterparts in Congress, PhilHealth’s 2015 budget will feature an amount to cover the premiums of all senior citizens. We will not wait for the approval of the

counterpart measure of this bill in the House; it could take a longer while before this gets funded so we might as well appropriate funds now,” Escudero explained.

SBN 712’s author Sen. Ralph Recto said PhilHealth has some P116 billion in reserves and has fiscal room to absorb the coverage of senior citizens’ health insurance.

According to Escudero, the same has been done for all barangay officials in the country for 2015 to include them under the National Health Insurance Program (NHIP) through PhilHealth benefits.

Escudero added that he put a special provi-sion in the PhilHealth budget to include an amount intended to cover the premium of ba-rangay officials who are not yet enrolled in the government health insurance program.

ers (CFC) at the Office of the Ombudsman. It was reported by the CFC that Purisima grossly undervalued his 2013 SALN in regard to his Nueva Ecija “mansion” prop-erty that he and his wife own.

The PNP chief listed the value of the property at P3.7 million. However, CFC claimed that the property is easily worth from P30 to P40 million. On top of this, Purisima is also facing graft charges in con-nection with the alleged anomalous P100 million contract with a courier service for the delivery of firearm licenses.

CFC also said that General Purisima committed an act of indirect bribery when he admitted that the money he used for the renovation of his official residence in Camp Crame came from his friends, patrons and brother masons.

Corruption in the Philippines is so per-vasive that almost if not all top government officials are all “on the take.” Whether it is in Congress, Judiciary or in the police force, the name of the game is corruption and more corruption. It seems that each of these government offices are trying to upstage each other when it comes to corruption. Even President Noynoy and Budget Secretary Butch Abad were sus-pected to have masterminded the bribery

of some members of Congress, to ensure the conviction of impeached Chief Justice Renato Corona. Abad is currently under scrutiny in the lower house by opposition lawmakers regarding his brainchild, the anomalous DAP funds.

On the other hand, Vice President Jojo Binay and his wife and former Makati mayor Elenita Binay, his daughter, Senator Nancy Binay and his Makati mayor son Jun Jun were recently charged with plunder.

The vice president and his Makati may-or son have also been accused of accept-ing “grease money” in the controversial and overpriced Makati carpark building. His wife and Senator daughter were also implicated.

Last week, Sandiganbayan Justice Gregory Ong was ordered dismissed by the Supreme Court for gross misconduct and violations of the Judicial Code of Con-duct. Ong was accused of dishonesty and impropriety under the new Code of Judicial Conduct for the Philippine Judiciary, after he was linked with Janet Lim Napoles. Napoles if the principal suspect in the multi billion peso pork barrel scandal involving illegal diversions of public funds of legisla-tors. It was reported that Ong is the contact person of Napoles in the anti-graft court.

Two weeks ago, eighth policemen from the La Loma police station in Quezon City staged a daylight robbery kidnapping on the busy EDSA in Makati. The gun-toting police officers were led by Chief Inspector Joseph De Vera, deputy station commander at the La Loma police station.

De Vera has been in the service for 13 years and has received 30 medals, awards and commendations for services rendered in the service. Fortunately, the victims, two businessmen who were carrying P2 million to purchase equipment for their business in the south, where rescued unharmed. However, the money was not mentioned to have been recovered as of this writing. A bus driver, who witnessed the kidnap-ping incident, got the plate number of a vehicle which was traced later to have been owned by De Vera. He and his men are facing kidnapping and robbery charges. Dismissal proceedings from the police force has already been initiated, Camp Crame officials said. A week before the EDSA kidnapping, two policemen from the Malolos police force in Bulacan were arrested for attempting to kidnap and extort money from a Chinese businessman in the Monumento area in Caloocan city.

The alleged victim, identified only as Lin, told probers that he was about to board an LRT train in the Monumento station at 4 p.m. when the two cops sud-denly handcuffed him and took him to a car driven by a third suspect. He was then

brought to the Malolos police station where they demanded P8 million from him in exchange for his release. He said the cops even threatened to plant “shabu” on him if he rejected their demands. Fortunately for him, he was able to escape from his police kidnapers by 11 p.m. when they left him handcuffed in the car to sleep. The two policemen are now in detention and facing criminal charges and have been dismissed from the service.

Another police officer from Pasay city have been fingered as the principal gun-man in the killing of Philippine car racing champion Enzo Pastor. When arrested PO1 Edgar Angel pointed to his victim’s wife, Daliah Guerero, and her businessman lover, as the brains behind the shooting.

It is so unfortunate that these things keep happening not only in Metro Manila but thought the country. It seems that the police force has lost its steam and dedica-tion to protect citizens from criminal ele-ments. All they care about is to make a “fast buck.”

I don’t blame these rogue cops if they have been corrupted. They see it every day in the newspapers. The President and the Vice President do it. Senators and Congressmen as well. Governors, mayors, judges, generals do it, too. Heck, why can’t they not do it?

You be the judge. Who is to be blame that corruption remains unabated in the Philippines?

the “cutting edge” of controversy following the involvement of its personnel, including its head, General Alan Purisima, in illegal activities ranging from kidnappings, gun-for-hire, hold-ups and bribery.

General Purisima, reportedly a close friend of President Noynoy, is facing graft, plunder and indirect bribery charges filed this week by the Coalition of Filipino Consum-

Santana and Deleon. The latter said he wanted to go abroad to wage “violent jihad,” while Santana said he wanted to be a sniper.

In September 2012, Deleon and Santana recruited Gojali to accompany them to Afghanistan.

The three undertook preliminary train-ing in southern California at firearms and paintball facilities.

The trio were arrested in November that year as they prepared to drive south to Mexico, en route to Afghanistan.

FBI Los Angeles agent Bill Lewis said: “The threat posed to America’s security by individuals within the United States who support terrorists is very real.

“This case demonstrates the process by which individuals living in the United States were groomed and radicalized to-ward an extremist ideology and, ultimately, planned the murder of American and coali-tion forces.”

Judge Virginia A. Phillips will hand down sentences on February 23.

MANILA, Sept 26 (Mabuhay) – Spare the President. That is the advice of re-habilitation czar Panfilo Lacson to Philippine National Police chief Alan Purisima who is facing charges of plunder, graft and indirect bribery.

Lacson, a former PNP chief, said Purisima may opt to take a leave of absence or consider early retirement so as not to put the integrity of the institution on the line.

He said President Aquino may also appeal to Purisima to come clean on the issues hounding the police chief.

Understanding coffee & espresso at Williams Sonoma

A morning spent at the Williams Sonoma technique class on learning and understanding coffee and espresso was more than what this writer had bargained for last Sunday. The brief but intensive class was conducted by Merchandise Special-ists, Tracy Bellwood and Sen Lim, attended by around 10 of us with my newfound friends, Frances Kuo, Joanne Wright, Pat Prescott and others, includ-ing a lone gentleman coffee aficionado..

According to the Williams Sonoma brochure handed out to attendees, “both coffee and espresso are made from the seed (beans) of several species of an evergreen shrub of the coffee genius. When ripe, coffee berries are picked and dried to yield the beans inside. The beans are roasted to varying degrees, depending on the flavor desired and then ground. The grind determines whether they will be used as coffee or espresso.

Coffee is made by the flow of water over coffee grinds, whether it is accomplished by thorough brewing, percolating or slowly pouring water over the grinds to soak them. The grinds used for making coffee are larger than those used for making espresso, as the water and grinds typically spend a relatively longer time together - typically 3 to 8 minutes - which means the water has more time to extract the flavors.”

Our class was amazed to learn that, “espresso is made by forcing a shot of hot water through very finely ground coffee at high pressure over 10 to 15 seconds. The high pressure yields a more concentrated, thicker, darker and more strongly flavored beverage with a higher concentration of dissolved and suspended solids as well as a defined crema (a frothy mixture of aromatic coffee oils and water, emitting a burnished amber foam) on top. Often served as a 1-, 2- or 3 - ounce (30-, 60-, or 90 - ml) shot, espresso may also be used as the basis of drinks such as: latte, cappuc-cino or macchiato.”

Further on, we also learned that “espres-so is described by coffee connoisseurs as poetry in a cup, which embodies the heart and soul of coffee. This dark, rich elixir is said to have derived its name from its rapid

brewing method and the word espresso’s second meaning comes from the French word ‘expres,’ indicating that each cup is prepared expressly when ordered. Thus, it is considered both a beverage and a tech-nique. And, one of the best ways to explore the world of espresso is to sample the vari-ous espressos produced by different coffee beans and methods.”

On one of this writer’s trips to Eu-rope, our college sorority group learned that when ordering coffee in restaurants, the servers would automatically bring espresso or cappuccino, unless one would specify “cafe Americano” which meant “light coffee,” with additional cream and sugar when necessary.

We found out that the difference be-tween espresso and cappucino was that espresso meant “a single shot of rich

The celebration of culture has been suc-cessful in attracting a horde of guests lured by its diversified sounds, dances, tastes and colors of the countries represented.

The Festival traces its beginnings in 1998 when a group of residents established the City’s first Multicultural Festival to help promote understanding and build harmony.

Two years later, the second Festival

triggered the interest to expand holding the cultural cum family event in a larger venue to accommodate the growing attendees.

In 2001, Irvine Global Village Festival the new name for the annual event moved to the Irvine Civic Center where it drew an estimated crowd of 4,000. The originators of the event formed the Irvine Multicul-tural Association to guide in the planning of the cultural mecca which each year was able to attract more attendees.

For espresso lovers, the perfect cup of espresso starts by selecting the beans with “freshly roasted, properly ground Arabica coffee beans, typically made from a blend of beans from different coffee-growing regions in East Africa and Arabia. These beans have rich flavors, bright acid-ity and medium to full body.” However, coffees from Indonesia and the Pacific are often described as having smooth, earthy flavors, but low in acidity and a full body. In contrast, coffees from Central and South America, as well as Hawaii have “fresh, lively taste with low acidity and light to medium body.”

Roasting the beans is essential in elicit-ing the full flavor of coffee. It requires “me-ticulous care and precise timing. As coffee beans roast, their color slowly changes from straw green to a rich chestnut brown. The most important transformation occurs in the flavor of the beans, as their aromatic essential oils rise to the surface. Roasting time varies with the bean variety as well as with the intended brewing method. For espressos, experts typically recommend a dark roast, which focuses the flavors of the beans and caramelizes their natural sugars.”

Grinding the beans is also essential in achieving a well-brewed espresso because “it determines how quickly the water will flow through the coffee. An overly coarse grind will cause the water to flow too

rapidly, producing a weak, underextracted espresso. However, if the grind is too fine, the result will be an overextracted espresso with a harsh, bitter flavor. The perfect espresso requires a powdery grind that allows water to flow through at a smooth, steady pace, extracting full flavor and aroma.” A note of advice: always grind coffee beans before brewing, to achieve the best result.

Tracy Bellwood and Sen Lim, both patiently showed us the various brewing methods of producing the perfect cup of coffee, along with samples of their tasty oatmeal and chocolate chip cookies. We also learned to distinguish coffee flavors through a variety of roasts. The standard American roast, or breakfast roast is a “medium light roast, which produces coffee that is neither particularly strong nor dark Medium dark roasted beans produce darker, richer coffee, although full-flavored, does not have the full body of the darker roasts. Brewing coffee with dark-roasted coffee beans usually called French or Italian roast, results in a black, full-bodied cup of coffee, thereby calling it espresso.”

Even the programs use soy-based inks and are dowloadable in to mobile phones. These are eco-friendly measures on the part of the organizers. Guests are also urged to pitch in in the over-all scheme by seeking their cooperation to bring reusable items like coffee mugs, water bottles and plastic cups for beverages; reducing carbon emission by carpooling taking public transportation to the event or biking; using the recycling and composting bins at event to help divert garbage from landfills and to bring their

own reusable shopping bags if they are thinking of purchasing items.

LOS ANGELES – With delivery delays still in the horizon, five leading Filipino cargo forwarders are calling on customers to send their balikbayan boxes early to ensure that they would reach the intended beneficiaries in the Philippines in time for the holidays.

Cristina Dalupan, executive director of the Philippine American Shippers Associa-tion, said the four leading cargo forward-ers – Atlas Shippers International, Forex Cargo, LBC Cargo, Manila Forwarders, and Victory Cargo – are all wary of the factors that have caused long delays in de-livery of balikbayan boxes to their intended beneficiaries in the Philippines.

Joel P. Longares, president and CEO of Atlas Shippers International and one of the founders of PASA, said that despite the concerted efforts of government officials to solve the causes of the delays, problems persist that could further delay balikbayan box deliveries for the holiday season, which is considered the peak season for

Longares said that cargo forwarders have made this request for years, “but this time, we ask our clients to give more time allowance and to take the call more seri-ously in the wake of problems confronting the shipping industry in the Philippines.”

“I must also continue to warn our valued customers to beware of false promises by some competitors that they can deliver boxes without delay because of ‘creative’ scheme of shipment. We have seen these “creative strategies” in the home mortgage industry a few years ago. Look where it brought us,” Longares said.

JP Cariño, president of Forex Cargo, asked for the customers’ continued co-operation and understanding in the wake of delays that are beyond the control of shippers. He also advised senders not to put perishable products and time-sensitive documents in their boxes.

“I saw first-hand the problems of port congestion in the Port of Manila and the

delays caused by the traffic bans imposed by the City of Manila and the Metro Ma-nila Development Authority when I went to the Philippines recently, and I must say solutions are not yet in the horizon,” Cari ño said.

“The days of the 24 to 30-day delivery is gone,” Cariño said. “There are delays in nearly every phase of the shipping and de-livery process that are beyond our control.”

Jong Solomon of LBC Cargo said they used to be able to deliver boxes anywhere in the Philippines under 35 days, “but with the DHS inspection, which could delay shipment by as much as three weeks, plus another one to two weeks delay due to port congestion and truck ban issues, deliveries now take as much as two months.”

It really depends on whether the turn-around time in the Port of Manila would

improve. The truck ban has been lifted temporarily so that may improve the situ-ation a bit in the short term. If deliveries are diverted to other ports, the situation may improve. But with the Port of Manila still congested, and the domino effect it created with other nearby transshipping points such as Kaoshiung, Busan, and Singapore, we are probably looking at the situation normalizing past this Christmas,” Solomon added.

He said customers should send their boxes before October 15 to give allowance for these delays.

Roselle Arbolante, manager of Manila Forwarders, said the earliest the Manila port can be decongested would probably be early next year. Arbolante said slow Customs processing has also contributed to the delay and the congestion.

‘Criminal in nature’The Abu Sayyaf, considered a “foreign

The group has been blamed for the Phil-ippines’ worst terrorist attacks, including kidnappings, abductions and beheadings of foreign and local hostages.

It is believed to be currently holding several other hostages, including two Eu-ropean birdwatchers abducted in February 2012.

Since July, the Abu Sayyaf has uploaded videos online proclaiming its allegiance to the Islamic State group, which has taken control of large parts of Iraq and Syria.

“I have no objection to it, but it’s not something you can impose on everybody here,” he said.

He said lifestyle checks might be nec-essary for officials facing allegations of corruption. “But if you’re somebody who doesn’t have any issue, I think it’s not re-ally that needed,” he said.

Secretary Del Rosario also told the Filipino-American Community leaders that he will personally follow up the Philippine request when he meets US officials in Washington on Thursday.

In his letters to Secretary Kerry and Secretary Johnson, Secretary Del Rosario said: “In a little over six weeks, the world will observe the first year anniversary of Typhoon Haiyan. While the memory of the devastation still lingers in the mind and psyche of the Filipino people, we have not forgotten the unprecedented outpouring of international support for the Philippines. We will always remember and cherish the invaluable and immediate assistance provided by the United States in the aftermath of Typhoon Haiyan.”

another, the U.S. citizen cannot travel to that country to marry him/her. A solution in such a scenario can be found with the K-1 Fiance(e) Visa.

A K-1 visa allows a foreign national to come to the United States to marry a United States citizen. The K-1 visa is valid for ninety (90) days after entry to the United States, during which time the marriage must take place. Once the foreign national is issued a K-1 visa, any of his/her unmarried children under the age of 21 may be issued K-1 visas. Upon arrival in the United States, the foreign national may immediately apply for permission to work. A two-step process is involved to obtain a K-1 visa.

First, the United States citizen (the petitioner) must file Petition for Alien Fiance(e) along with supporting documents with the USCIS. Through the filed petition and documents, the petitioner must dem-onstrate three things. To begin, it must be shown that the foreign national has a bona fide intent to marry within ninety (90) days after arrival. This is often accomplished by producing evidence that a marriage is go-ing to take place – i.e. wedding announce-ments, catering contracts, etc. In addition, it must be shown that both parties are un-married and of legal age. Birth certificates, and if one has been previously married, evidence that the prior marriage has been legally terminated are usually satisfactory to accomplish this. Finally, evidence must be provided to show that the parties have physically met each other within the past

two (2) years. The petitioner may submit photos of the couple, plane tickets, hotel receipts, etc. as proof that the couple has met. Exceptions to this third requirement apply in certain circumstances that cannot be explored here due to space limitations of this article. The USCIS may also sched-ule an interview of the petitioner wherein inquiry will be made on the foregoing is-sues. Once approved, notice is sent to the petitioner and the file is forwarded to the appropriate consulate abroad.

Second, after the petition is approved, the foreign national can apply for a K-1 visa in his/ her home country. An interview is scheduled where the foreign national must provide certain documents for issu-ance of the visa. An affidavit of support from the petitioner, proving that the foreign national will not be relying on public assis-tance upon arrival, in addition to originals of documents mentioned hereinabove, must be presented. Other documents may also be requested by a particular consulate. If all requirements are met, visa issuance will follow. After arrival in the United States and marriage, the foreign national may thereafter begin the process to obtain permanent residence.

the Supreme Court. But we are not going to discuss the 3-prong test in this article. The legal issue we will discuss is whether or not a COLLEGE TUITION DEFER-RAL is dischargeable in bankruptcy. Let’s say that you attended 4 years of college in Harvard and graduated with a B.S. in Biol-ogy. Thereafter, you continued in Harvard Medical School and graduated with an M.D. degree.

WThe total cost of your college and

medical education was $500,000. Every year that you were in Harvard, you signed a promissory note promising to pay the tuition once you finished your residency specialization in neurosurgery, and started working as a neurosurgeon. In other words, Harvard agreed to defer your tuition in exchange for your promise to pay the tuition when you started employment as a neurosurgeon.

A month after you start working as a

neurosurgeon, you decide that you’d rather work as a physical fitness instructor at the local gym. As a Fitness teacher, you can barely make ends meet with your gross income of $1,500, although you receive a lifetime supply of muscle building super protein for free. After a year, you look buff and cut and become a “chick magnet” which is what you were really wanted out of life. But you are living hand to mouth and unable to pay any portion of the promissory notes that you gave to Harvard to have your tuition deferred. You throw in the towel and file for Chapter 7 bankruptcy to discharge the $500,000 owed to Harvard for your college and medical school tuition.

Harvard files an adversary complaint alleging that the $500,000 was your tu-ition loans therefore are not dischargeable. Harvard then files a motion for summary judgment claiming that there is no genuine dispute as to any material fact and that they are entitled to a judgment in their favor as a matter of law. Who do you think is correct?

In Re Ann Coelho and Isoke Femi, a Northern California case decided last month: Plaintiff was a private educational institution. Debtor attended the school’s psychology PH.D. Program from 1996 to 2002. The school funded the debtor’s tuition loans each year pursuant to written promissory notes. After debtor filed for Chapter 13 in May 2013, the school brought an adversary case seeking a determination that its claim was non-dischargeable pursu-ant to Section 523(a)(8)(ii). The court noted that the only issue in the case was whether the promissory notes created “an obligation to repay funds received as an educational benefit, scholarship or stipend.” If not, then the school’s claim would not qualify for the discharge exemption under that section, which was the only part of Sec-tion 523(a)(8) that possibly applied to the school’s claim.

The court ruled “The phrase, REPAY

FUNDS RECEIVED must be interpreted according to its plain meaning and requires the court to find that a debtor RECEIVED actual funds…before declaring an educa-tion benefit non-dischargeable!” The court denied the school’s motion for summary judgment, and stated that it would enter judgment in debtor’s favor! Therefore, according to this ruling, a college tuition deferral is DISCHARGEABLE.

Is college tuition deferral dischargeable?Section 523(a)(8)(A)(ii) of the current bankruptcy code states

This benefit applies only to employees, not ICs. Even though her case for negligence against her patients was dismissed, Carolyn was correctly classified as an employee and was able to avail of workers compensation

The dangers of being misclassifi ed as an independent contractorbenefits. Consider another case below:

Our firm is currently litigating a case against a trucking company that had mis-classified its drivers as ICs. Because the drivers are not considered employees, they pay for fuel, truck insurance, and repairs. About one half of their weekly pay are deducted for these expenses. They were not provided meal or rest breaks. They have zero benefits.

In November last year, one of the truck drivers died in an accident while driving the company’s truck. Because the company classified him as an IC, the driver’s heirs could not readily claim worker’s compen-sation benefits.

Unless the drivers are classified as em-ployees, an issue which is being litigated, his heirs are left without the protections of workers compensation law.

Unlike employees, ICs do not have to be paid minimum wage, overtime, or missed breaks. They are not entitled to benefits such as health insurance, retirement or pension, and workers’ compensation pro-

For example, QMB, SLMB, QI help pay for Part B premiums and automatically qualify one for Extra Help. The $104.90 Part B monthly premium can be saved. QMB and QDWI help pay for Part A premiums. For those people who have not worked here for at least 10 years to earn 40 quarters of Social Security credits, being helped to pay for the Part A premiums is a huge help. Without such Savings Programs, Part A premium can be as much as $426 a month. QMB also pays for Medicare deductibles, copays and coinsurances.

rently in the United States for a working visit, has once again criticized former President Gloria Macapagal-Arroyo, this time comparing her to the late dictator Ferdinand Marcos.

“My predecessor, instead of learning the lessons of Martial Law, seemingly adopted Mr. Marcos’ handbook on how to abuse the demo-cratic process,” Aquino said.

The President further said that Arroyo’s administration made Fili-pinos indifferent about anomalies in government.

“At the end of her regime, our people were so apathetic to all the scandals and issues affecting her, and government’s inability to effect change, that the overwhelming ambition of so many was to leave the country,” Aquino said.

NEW YORK, New York, Sept 24 (Mabuhay) – President Benigno S. Aquino III said he believes Filipinos will continue to overcome any adversity, given their extraordinary spirit.

In his speech during the Columbia World Leaders Forum at Columbia University here, President Aquino said challenges will continue to come, but Filipinos will continue to rise and emerge better. When confronted with disaster, the current government’s mindset is not just on rebuilding but how to build back better, he said.

And as reforms begin to be realized, the President said his administration is thinking how to make these changes permanent.

“My entire life, I have witnessed my people do incredible things: they resisted the dictatorship, drove a peaceful revolution that captured the imagination of the world, stood firmly and often against tyranny and corruption whenever they reared their ugly heads, and worked tirelessly to put our country back on the map,” he told the students and faculty of the university.

He noted that for so long, Filipinos have endured the tyranny of self-serving administrations and the indifference of the world, but the country, once an often-overlooked archipelago in the Pacific, is poised to remain in the global spotlight.

This is proof of what a mobilized citizenry and a government of integrity are capable of achieving, he said.

The President cited the reforms initiated by his administration, including those in fighting corruption, improving the education system and health care, and the Mindanao peace process.

He also reported on the economic developments in the country, the positive credit ratings upgrades given to the Philippines, and the government’s initiatives for better weather forecasting.

MANILA, Sept 24 (Mabuhay) – President Be-nigno Aquino III has vouched for the good character of embattled Philippine National Police (PNP) chief Director General Alan Purisima, who is currently embroiled in a corruption controversy.

In an interview with reporters in the US on Tuesday (Wednesday in Manila), Aquino said he had known Purisima since 1987 when the PNP chief was a member of the the security group his mother, the late President Corazon Aquino.

“Hindi po natin kilala ang taong ito [Purisima] bilang maluho o matakaw,” Aquino told reporters in New York.

Purisima is facing plunder and graft charges

before the Office of the Ombudsman for allegedly owning a mansion in Nueva Ecija and for supposed irregularities in the renovation of the PNP chief’s official quarters inside Camp Crame.

Earlier in the day, Senator Grace Poe called on Purisima to take an administrative leave while he is being investigated.

Poe’s committee is expected to scrutinize the PNP chief’s Statement of Assets, Liabilities and Net Worth (SALN) next week.

MANILA, Sept 26 (Mabuhay) – The Supreme Court has no authority to stop the proceedings of the Senate Blue Ribbon Sub-Comittee looking into the alleged overpricing of the P2.7-billion Makati City Hall Building II and other alleged cases of corruption in the city during the mayoralty of Vice President Jejomar Binay.

Senate President Franklin Drilon made the remark a day after the camp of the Vice President announced that it will question before the high tribunal the jurisdiction over the investigation of the sub-committee chaired by Senator Aquilino Pimentel III.

Asked if the SC has authority to stop legislative function, Drilon, a lawyer, said he did not believe the High Tribunal had power to enjoin legislative acts. “The principle of separation of powers would dictate that we are supreme in our own sphere,” Drilon said.

Drilon said Binay could present his case before the SC but expressed doubt that the tribunal would stop the Senate investigation.

“Vice President (Jejomar) Binay or Mayor Binay can bring the issue to the SC, that’s a privilege of every citizen but let me reiterate that the questions (asked during the hearing) are in aid of legislation, not for anything else,” Drilon said. “And that is consistent with the decision of the SC on the juris-diction of the Blue Ribbon Committee,” he added.

Drilon said that in a number of cases that had been brought to the SC before, the tribunal had al-ways sustained the right of the legislature to conduct inquiries in aid of legislation.

The Senate probe on the allegedly overpriced Makati City Hall Building II stemmed from the resolution filed by Senator Antonio Trillanes IV on July 22 based on the plunder complaint filed

by lawyer Renato Bondal before the Ombudsman. Senate Blue Ribbon Committee chairman,

Senator Teofisto Guingona III, said the panel would conduct the investigation but granted Pimentel’s request to lead the inquiry.

“I firmly believed that the Blue Ribbon Commit-tee has jurisdiction as defined in the rules on the ba-sis of the resolution filed that this is an investigation in aid of legislation. Merong jurisdiction ang Blue Ribbon Committee sa mga inquiries na ginagawa,” Drilon told reporters.

Makati Mayor Jejormar Erwin “Junjun” Binay, the Vice President’s son and one of the co-accused in the plunder complaint in connection with the allegedly padded construction costs, questioned on Thursday the jurisdiction of the Blue Ribbon Sub-Committee to summon him to its hearing.

Junjun Binay said the Sub-Committee already prejudged him and his family. He wrote a letter to the committee to state his position.

The mayor and two alleged former aides of the Vice President didn’t attend the sub-committee hear-ing on Thursday despite subpoenas issued to them.

Pimentel said the probe was within the jurisdic-tion of the committee as stated in the Senate rules:” All matters relating to, including investigation of, malfeasance, misfeasance and nonfeasance in office by officers and employees of the government, its branches, agencies, subdivisions and instrumentali-ties; implementation of the provision of the Consti-tution on nepotism; and investigation of any matter of public interest on its own initiative or brought to its attention by any member of the Senate.”

He said a member of the Blue Ribbon Committee should be the one to raise the matter on jurisdictional authority.

BOSTON, Massachusetts, Sept 22 (Mabuhay) – The Philippines has changed a lot and has created more opportunities for its people because of the reform measures undertaken by the government, President Benigno S. Aquino III said Sunday in a speech before students of Boston College and the Filipino-American community here.

Among the major changes that have taken place in the Philippines are the country’s big strides in the economic front, the peace in Mindanao, and government initiatives to fight corruption, he said.

The President recalled that from 2006 to 2009, average growth was at 4.3 percent, saying this was largely consumer-driven, fueled by the remit-tances of overseas workers who had lost hope in the motherland.

Since taking office in 2010, President Aquino said, his administration has worked to foster sustain-ability by rebalancing the economy towards invest-ments. “Since 2010, our economy has been growing at an average of 6.3 percent, and last year, we posted an economic growth of 7.2 percent, making us one of the fastest growing economies in our part of the world,” he told his audience.

The World Economic Forum Competitiveness Report showed that the Philippines jumped from 85th place in 2010 to 52nd in 2014, the biggest improve-

ment by any country in that particular time frame. The three major credit ratings agencies, namely

Fitch, Moody’s and Standard & Poor’s, also up-graded the country for the first time to investment grade in 2013, he said, adding that these upgrades reduced the cost of borrowing and reinforced con-fidence among investors to put their money in the Philippines.

On its anti-corruption drive, the President said the former chief Justice of the Supreme Court was impeached and is facing charges in regular courts.

A former president and three incumbent senators are also in detention, all of them facing charges of plunder, he added.

Focusing on social protection, he said, is also a major thrust of the government.

The President said that 4.1 million poor Filipino families have committed to vaccinating their chil-dren, keeping them in school, and sending pregnant mothers for regular check-ups under the expanded Conditional Cash Transfer program.

Job generation initiatives by the government have also started to bear fruit, the Chief Executive said.

He said that 1.65 million more Filipinos hold jobs in April 2014, compared to April 2013. From the first semester of 2012 to the same period in 2013, 2.5 million Filipinos have risen above the poverty line.

In medium bowl, whisk together broth, butter, vinegar and egg. Pour over cornbread mixture and toss well to combine.

Spray 9-by-13-inch baking dish with cooking spray. Spoon dressing evenly into dish. (At this point, you can either bake immediately or cover and refrigerate overnight to bake the next day.)

Bake, covered with foil, at 350°F for 20 minutes. Uncover and bake another 20 minutes, or until warmed through and golden brown. (Relaxnews) – In a panic over increas-ingly sedentary children, experts and parents alike have attempted to structure playtime to make it active in the hopes of increasing fitness, but a new study says that might not be necessary and points to the importance of free play.

“By focusing on the physical activity aspect of play, authorities put aside several aspects of play that are beneficial to young people’s emotional and social health,” says Professor Katherine Frohlich of the univer-sity’s Department of Social and Preventive Medicine.

Play, say the researchers, is beneficial to the emotions, provides relief from wor-ries and problems and encourages healthy socializing.

In the study, 25 children from Montreal between the ages of 7 and 11 were asked to photograph and describe what they do during their playtime.

Sports, say the researchers, were well-represented, but so were many sedentary activities such as arts and crafts, and spend-ing time with pets.

Talking to the children about their play-time helped researchers understand what play meant to them and they concluded

that play as an end in itself is important to children and that the challenges children create for themselves make for a healthy degree of risk that enriches their lives.

They also found the children felt ambivalence towards their scheduled ac-tivities and didn’t have enough time for unstructured play.

“Play reframed as a way for improving physical health removes the spontaneity, fun and freedom in children’s play, which is also important for their well-being,” says first author Dr. Stephanie Alexander, also of the university’s Department of Social and Preventive Medicine. “Active play alone does not make up many children’s preferences.”

The study was published in the journal Qualitative Health Research.

In a study published in June in the journal Frontiers in Psychology, research-ers at the University of Colorado Boulder interviewed 70 parents of six-year-olds and found that kids who spend time reading, playing or exploring nature in the absence of predetermined structure are more proac-tive and better able to meet their goals than those whose parents pack their schedules with lessons and study sessions.

ENTERTAINMENTActress Andi Eigenmann has opened

up about the controversial photo of her rumored boyfriend Jake Ejercito suppos-edly kissing another girl.

Although she had already seemingly called out Jake on Facebook by posting a link to the item and photo that appeared on an entertainment blog site, she said, “Siyempre masakit pero wala tayong magagawa, it happened already.”

She shared that she had already spoken with Jake about the story behind the viral picture.

Noting that while she “would really love to forgive” him, Andi, who is still mourning on the death of her father Mark Gil, said she needs space for now.

The 24-year-old single mom is moving on and focusing on things that are “more important to me and deserve my attention and my love.”

She added, “I’m not going to dwell on something that shouldn’t be important… not waste my time on something that doesn’t treat me of any importance.”

Although she keeps her “never say never” attitude because “it’s always a mat-ter of choice,” the actress pointed out, “If we want to fix things, we can. Pero I guess everything happens in its own time. Right now is not the right time.”

Following the issue, Jake once again stirred intrigue on social media after sup-posedly deleting tweets about not giving up on love.

Fashion Pulis posted a screengrab of one of the purported missing tweet that

read: “Bury the past, build a castle where they lay. Be my princess again @andiei-gengirl.” This was apparently originally posted roughly a week ago.

Meanwhile, heartthrob James Reid denied rumors that he is courting Andi after their photos together – along with Bret Jackson, the former’s housemate on “Pinoy Big Brother” 2010 edition – circu-lated online.

Singer-TV host Karylle chose not to comment when asked about the upcoming wedding of her ex-boyfriend, actor Dingdong Dantes, and fiancé Marian Rivera.

“Oh, my God, para namang incest yun!” she exclaims, adding, “I don’t know, I’ve never thought about it pero, choosy ka pa ba?” If anything, Anne worries how local moviegoers would take to her portrayal.

SLU Alumni celebrates its journey on Nov. 8 Series for Seniors: Part 4 – Low Income and Medicare

Low Income Subsidy (LIS) a.k.a. Extra Help for people with limited resources that can bring down drug monthly premiums and co-pays significantly. One way to apply is directly through

the www.ssa.gov.Medicare also offers 4 kinds of Medi-

care Savings Programs (MSPs), namely, Qualified Medicare Beneficiary (QMB) Program, Specified Low-Income Medicare Beneficiary (SLMB) Program, Qualifying Individual (QI) Program and Qualified Disabled and Working Individuals (QDWI) Program. The programs have different qualifications like income and resources tests and provide different benefits.

For example, QMB, SLMB, QI help pay for Part B premiums and automatically qualify one for Extra Help. The $104.90 Part B monthly premium can be saved. QMB and QDWI help pay for Part A premiums. For those people who have not worked here for at least 10 years to earn 40 quarters of Social Security credits, being helped to pay for the Part A premiums is a huge help. Without such Savings Programs, Part A premium can be as much as $426 a month. QMB also pays for Medicare deductibles, copays and coinsurances.

People normally go to their local Social Security office and California Department of Health Care Services (DHCS) county office to apply for these programs. Often-

times, people with Medi-Cal card already enjoy one of these programs but they do not know which particular kind of MSP they have. These Programs call for annual re-determination. Thresholds to be qualified slightly change year by year.

The Medicare and Medi-Cal have part-nered to start a new project called Coordi-nated Care Initiative (CCI) affecting eight counties: Alameda, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Mateo, and Santa Clara.

CCI impacts the Medi-Cal beneficia-ries, whether the same beneficiaries have Medicare too or not. The Medi-Cal Fee-For-Service is transitioning into Medi-Cal Managed Care. For those people who also have Medicare, they can opt-out so only their Medi-Cal goes into Managed Care and keep their Medicare plan, or they can opt-in, or do nothing and be passively en-rolled into government’s CalMediConnect program, a Medicare-Medi-Cal integrated plan.

and now find yourself overwhelmed with debt. You realize that your debt problems are not simply going to go away unless you do something about them but just don’t know where to start.

You have rights under federal law to file bankruptcy and get immediate relief from debt. Bankruptcy is nothing more than a legal remedy that allows you to regain control of your finances so that you can get back on your feet as quickly as possible. Of course, it is not the answer to all financial problems but when appropriate for your situation, it may be the only way for you to get out of the mess you’re currently in.

Although Congress enacted tougher bankruptcy laws in 2005, most people still qualify for debt relief, whether they are wiping out debts under Chapter 7 or reorganizing under Chapter 13. Depending on your circumstances, your debts can be wiped out under Chapter 7 in only a few months or the Court may ask you to repay your creditors with lower monthly debt payments over a 3-5 year period. Either way, the goal is to help you recover finan-cially and help you start a new life free from the burden of excessive debt.

Briefly, Chapter 7 allows you to cancel or discharge your debts but in return, you must give up whatever non-exempt assets you may have. The good news is that most people don’t have much and whatever

little they have, they are often protected by the exemption laws in bankruptcy. So it is a misconception that “once you file bankruptcy, you will automatically lose everything.” The truth is that most people keep everything they have (homes, cars, bank accounts, retirement plans, etc) and they lose nothing at all. An experienced and knowledgeable attorney can evaluate your case and help you plan so that you can maximize your exemptions and claim the full benefits allowed by law.

Chapter 13, on the other hand, is a debt reorganization or debt consolidation plan. The court requires you to submit all your income information as well as a monthly budget to assess your ability to pay. Your Chapter 13 plan payments will be based on the surplus income as determined by the Court. Chapter 13 allows you to keep valuable property such as your home or car (although you were behind on your mortgage and car payments at the time of filing) and will stop foreclosure and repos-session immediately on the day your case is filed. Credit card debts are included in your monthly payment under Chapter 13 and, in most cases, they can be significantly reduced or even totally eliminated.

If you have a 2nd mortgage on your property that is wholly unsecured due to the fact that your property is “upside down”, you may even qualify to reduce

or eliminate it in Chapter 13 through a process called “lien stripping”. This can help a lot of people who are struggling with more than one mortgage payment as it makes their home more affordable while at the same time reducing what is owed on the property. This is something that even a loan modification will not be able to do as principal reductions are very rare when doing a loan modification.

Now, a third and crucial question is: “What will happen to my/our financial po-sition and stability?” If you sell your home and invest the net proceeds, you may well be able to live “rent free” indefinitely. We have seen many cases where the income generated from a stable and balanced portfolio will cover all or nearly all the cost of alternative accommodation. The investment income is taxable, of course, but usually at moderate rates. Your invest-ment professional can work through the numbers with you.

Beyond the investment side, just con-sider the out-of-pocket expenses of home ownership you will avoid. 2014 (AFP) – Philippine boxing superstar Manny Pacquiao threw down a fresh chal-lenge to Floyd Mayweather Jr. on Thurs-day, daring the American world champion to “fight me” instead of setting terms that could torpedo the dream bout.

“He’s all talk. Until now he has not yet agreed to fight me. Instead of blabbing, he should face me atop the ring,” Pacquiao told AFP in an interview.

Ring fans the world over have been baying for a mega-fight between two of the world’s greatest boxers of their genera-tion, but previous talks have always broken down before a deal could be signed.

Pacquiao, 35, has held world titles in eight separate weight divisions.

He is training to defend his World Box-ing Organization welterweight title against another undefeated American, Chris Alg-

ieri, in Macau in November. Mayweather, who scored a lopsided victory over Mar-cos Maidana in a rematch in Las Vegas on Saturday, pushing his record to 47-0, later denied he was trying to safeguard his unblemished record by avoiding Pacquiao.

However, he said a Pacquiao bout would have to be on the American’s terms.

Pacquiao retorted Thursday that great fighters did not duck facing the best and did not let any challenge pass by.

“I’m tired of his alibis. If he really wants to fight me, he knows how to reach me. We can fight anytime, anywhere,” Pacquiao added.

The Filipino, who has won 56, lost five and drawn two fights, also dismissed the manner of Mayweather’s second Maidana win, in which the American retained his World Boxing Council and World Boxing Association welterweight titles.

“To me, Maidana won that fight. May-weather’s face and lips were swelling compared to Maidana’s unblemished face,” Pacquiao said.

Ahead of his bout in Macau, Pacquiao said he would not underestimate Algieri, 30. “I’m not taking Algieri lightly. He’s taller than me and moves around the ring with savvy. That’s why I started my train-ing early,” Pacquiao said.

His assistant trainer Buboy Fernandez said they would focus on developing a game plan, as well as honing Pacquiao’s technique and footwork.

“Algieri uses the ring well and he loves to lean on the ropes. We must devise a strategy to counter this,” Fernandez added, warning Pacquiao to beware of the Ameri-can’s left uppercut.

“He’s fast, but not as fast as Timothy Bradley. So he can be an easy target for

(NewsUSA) – Indications are rosy for U.S. auto sales now that the recession is in the rearview mirror.

According to analysts – who are bullish on the industry – new vehicle sales will hit their highest level since 2006, as consumers look to replace aging cars and trucks. In fact, estimated sales are expected to land somewhere between 16 million and 16.5 million, near pre-recession levels, which would mean an increase of around 5.8 percent.

Experts caution that this number is down from last year’s 7.6 percent growth, and would be the industry’s smallest increase since sales bottomed out at 10.4 million vehicles in 2009. The takeaway? Automakers can afford to be cautiously optimistic about sales for the remainder of the year, but also need to understand that as growth sales slow, they will have to be diligent with their marketing and incentive offerings.

You may have been unaware, but the affordably-priced and fun-to-drive 2014 Lancer compact sports sedan has been named a “Top Safety Pick” by the Insur-ance Institute for Highway Safety (IIHS).

In its latest evaluation, the IIHS sub-jected a total of twelve “small cars” to their small overlap front crash test that has 25 percent of the vehicle’s frontal area on the driver’s side impact a barrier at 40 mph.

Introduced in 2012, the small overlap front crash test “replicates what happens when the front corner of a vehicle collides with another vehicle or an object such as a tree or utility pole,” according to the IIHS. Half of the vehicles evaluated achieved non-passing grades of “mar-ginal” or “poor”; the IIHS requires that a vehicle earn a grade of “good” or “ac-ceptable” to pass the test.

According to the IIHS, their small overlap front crash test is “more difficult than either the head-on crashes conducted by the National Highway Traffic Safety Administration (NHTSA) or the long-standing IIHS moderate overlap test.”

(AFP) – Japanese automaker Nissan is dismissing speculation that it intends to scale back electric car battery production at its US plant in Tennessee.

Nissan’s ambitious electric vehicle program has been a signature initiative of Carlos Ghosn, the chief executive at both Renault and Nissan.

“The Renault-Nissan Alliance remains 100 percent committed to its industry-leading EV program,” spokesman Travis Parman said in a statement.

“This global commitment continues for the foreseeable future, and we have not taken any decision whatsoever to modify battery sourcing allocation.”

Parman said Nissan has no plans to “im-

pair” its battery investments in the United States or Britain.

His comments came after media reports suggested that the Renault-Nissan alliance was re-evaluating its battery strategy.

The proposal under consideration includes curtailing production at Nissan-operated battery plants in England and the United States in order to instead purchase electric vehicle batteries from the Korean company LG Chem.

The speculation about Nissan’s cut-backs circulated as Tesla, the electric ve-hicle maker based in Palo Alto, outside San Francisco, joins with Panasonic to build a new $5 billion battery factory in Nevada set to build 500,000 batteries a year by 2020.
