As you can see, Government has a lot to do with our lives.

She is the class captain of 7Red at Gerehu Primary School. She also attends Sunday worship at the local church every week. She lives with her family at Waigani. Everyday, she travels to school on public transport. After school each day, she helps out in the house to prepare dinner and does the dishes. Once in a while, she watches News on the television about events taking place in PNG and overseas.

What is Government?

According to the dictionary, government is defined as,

“a system of rule, the rightful use of power or a type of agreement the

people make.”

What is Government?

According to the dictionary,government is defined as,

“a system of rule, the rightful use of power or a type of agreement the

people make.”




Role of the Government

Main role of a government of any group is to:

satisfy the needs of every member of a small or large group of people



Types of GovernmentThere are two main types of government

1.Traditional government

● existed in the past – two kinds

● worked well in small groups or tribe

2.New (Constitutional or Modern) government

colonial times

worked well in large groups or country.



Traditional Government

Two kinds of traditional government:

Lead by a “Chief and a Big man” to ensure people

• Observe or practice customs

• Follow customary rules

• Choose leaders

• Organize customary activities



Chieftain leadership

Inherited or passed down from

a).Father to son or male relativeExamples, Central,Madang,ESP

b).Mother to daughter or female relativeExamples,WNB,ENB,parts of AROB



Big man leadership

Attained or earned through

a).Possessions: owning pigs, land

Constitutional Government

As stated by by Wikipedia,..

... government whose power and structure is set out by a constitution.

A constitution (as defined by Wikipedia),I quote...

...is a written plan which sets up a form of government ...

therefore a Constitutional Government is a

..ruled by a body of laws which was formally introduced in 16th of September,1975




ROLE OF A CONSTITUTIONAL GOVERNMENT?

It is simply to

b).Provide services and protect the country

It is enable to this properly through the

• Three levels of government

• Three branches of government



First Level: NATIONAL GOVERNMENT

Features:

Consist of Members of Parliament

Also known as the National Parliament

It is headed by the Prime Minister

Role:

Makes decisions and laws about the affairs of the Nation

Second Level: PROVINCIAL GOVERNMENT

Features:

Members of Parliament of each electorate

Provincial Assembly

It is headed by the Governor

Role:

Makes decisions and laws about the affairs of the province

It ensures each government department provides services



Third Level: LOCAL GOVERNMENT

Features:

Consist of a Ward Councilor

It is headed by the Local Level Government (LLG) President

Role:

Makes decisions and laws about the community

Ensure there are community projects

First branch: LEGISLATIVE

• 1.Make the laws and plans for the future of a nation

Second branch: EXECUTIVE

Features
