At the instance of accused person a Maruti Van has been recovered in which accused persons had kidnapped and committed the murder of Ashok Kumar @ Ashoki. INCIDENT AND TEAM On 10.10.2012, one Satish Bajaj s/o Late Sh. SENSATIONAL KIDNAPPING CUM MURDER CASE OF P.S. HAUZ QAZI WORKED OUT : FRIEND OF THE DECEASED WITH HIS ACCOMPLICE

ARRESTED

With the arrest of (1) Gopal, aged about 58 years s/o Jai Singh r/o D-128, Gali No. 10, Gamdi Extension Bhajanpura, Delhi and (2) Vikas Jain, about 22 years s/o Anil Jain r/o C-305, Gali No. 13, Bhajanpura Delhi, Central District has solved a sensational kidnapping cum-murder case of a 65 year old driver Ashok Kumar @ Ashoki.

At the instance of accused person a Maruti Van has been recovered in which accused persons had kidnapped and committed the murder of Ashok Kumar @ Ashoki.

INCIDENT AND TEAM

On 10.10.2012, one Satish Bajaj s/o Late Sh. Ram Prakash Bajaj r/o C-166, Defence Colony, Delhi reported at Police Station Hauz Qazi that on 03.10.2012 at about 03:00 p.m., his driver Ashok Kumar @ Ashoki had taken the consignment in his delivery van (D- Van) from Peepal Mahadev Hauz Qazi to deliver it at industrial area Kalkaji Govind Puri, Delhi But he did not reach there up to till 06.00 pm. Complainant tried to contact the driver namely Ashok Kumar @ Ashoki but his mobile was found to be switched off. The complainant made efforts at his own level to trace the driver as well as the Delivery Van, but all in vain. On this, a case vide FIR No. 147/12 u/s 407 IPC was registered at PS Hauz Qazi and the investigation was taken up.

In order to apprehend the culprit, a team comprising of Inspr. Vijay Chandel SHO/Hauz Qazi, Inspr. Inder Pal, ASI Bhupinder Singh, HC Devender Singh No. 457/C, HC Khurshid Ali No.1813/C, Ct. Narender No. 766/C, Ct. Shiv Lal No. 2059/C, Ct. Vikas No. 2086/C was constituted under the supervision of Sh. Ram Kumar, ACP/Kamla Market.

INVESTIGATION

During investigation, it was revealed that the deceased Ashok Kumar had taken the consignment at 3.00 pm from Hauz Qazi Chowk and his mobile phone was switched off from 04.30 pm onwards and since then he was found missing. Technical surveillance was also mounted. On the basis of local criminal intelligence, it was learnt that one Gopal and Vikas Jain, close friends of the deceased could be involved in this case. They were brought to the police station and were interrogated at length. There were several contradictions in their statements, which made the police team suspicious about their conduct.

On sustained interrogation, the accused persons initially did not confess to their involvement in the crime. But finally they broke down and confessed their involvement in the commission of crime. Accused Gopal disclosed that he was driving the rented Maruti Van of Vikas Jain for the last 5-6 months on a rent of Rs.12,000/- per month. But for the last two months, he was involved in gambling/satta, so he had lost all his money and he could not give the agreed rent to Vikas Jain. To overcome the debt, accused persons Gopal and Vikas Jain hatched a conspiracy to rob Ashok Kumar @ Ashoki who used to ferry costly items made of steel and aluminum from Chawari Bazar, Hauz Qazi. On 03.10.2012, at about 3:00 p.m., when Ashok along with his delivery van left Hauz Qazi for Okhla Industrial area, both the accused persons Gopal and Vikas Jain followed him in his Maruti Van. When Ashok reached near

Kilokari village, Maharani Bagh, Gopal over took him and stopped his D Van. Gopal asked Ashok that his Maruti Van had developed some problem and he is in need of his help. On Gopal’s request Ashok stopped and came out of his delivery van. In the mean time, the second accused Vikas Jain brought a cold drink and offered a glass of the cold drink already containing sedative drugs. After having consume the cold drink inside the Maruti Van, the deceased became drowsy and fell down on the rear seat of the Maruti Van. After that accused Gopal drove the delivery van of the deceased Ashok, while Vikas Jain drove the Maruti Van along with drowsy Ashok. In the mean time, accused Gopal asked his son namely Bittoo to reach at Pushta No.5, Bhajan Pura and on reaching Pushta No. 5 Gopal handed over the delivery van along with consignment for the disposal of the same to his son Bittoo. Accused Gopal and Vikas Jain along with unconscious Ashok went to Mohiuddin Pur near Partap Pur, Meerut (U.P.) in his Maruti Van. At about 08.00 pm, when they reached near Partap Pur, Meerut, (U.P.), they strangulated drowsy Ashok Kumar with the help of a nylone rope and dumped his body in an abandoned area near Mohiuddin Pur, Meerut (U.P.).

After that both the accused persons with the help of Gopal's son Bittoo disposed off the delivery van and goods to one Kabari Abdul in Loni, (U.P.).

Further investigation/interrogation is in progress and efforts are being made to nab Abdul.

RECOVERY

At the instance of the accused persons, Maruti Van was recovered in which accused persons kidnapped and murdered the deceased Ashok Kumar @ Ashoki.

2. Gopal S/o Jai Singh R/o D-128, Gali No. 10, Gawani Extn. Bhajan Pura, Delhi is 58 years old and has studied up to 5th class. He belongs to Dehradun, Uttarkhand. His permanent address is H. No. 102 Shastri Nagar, Kanwli Road, Dehradun. For the last 25 years he is working at Hauz Qazi Chowk as a driver of deliver van. He has 4 children.

With the arrest of Munish Kumar @ Mohit, aged about 19 years s/o Ravinder r/o 660/9 A, Gali No. 1, Punjabi Basti, Gandhi Road, Anand Parvat, Delhi, Central District Police has solved a sensational case of house theft committed in the area of PS Anand Parvat.

INCIDENT

On 15.11.2012, one Hem Raj s/o Jaswant Singh r/o 660/8, Gali No. 1, Punjabi Basti, Gandhi Road, Anand Parvat, Delhi reported at Police Station Anand Parvat that at about 4:00 a.m., he woke up for natural call and noticed that the belongings of the house were ransacked. On search, he found that cash, some gold and silver jewellery were missing. On this, a case vide FIR No. 143 u/s 380/411 IPC was registered in this matter at P.S. Anand Parvat, Delhi and the investigation was taken up. TEAM

Accordingly, a team consisting of Inspr. Dalibir Singh, SHO/Anand Parvat, SI Daanand and Ct. Suresh Kumar was constituted under the supervision of Sh. Rajiv Midha, ACP/Patel Nagar.

INVESTIGATION & INTERROGATION

During the course of investigation, several teams were formed and specific tasking of each team was done. Complainant as well as his family members and neighbours were examined at length and criminal intelligence was developed. Several clues emerged during preliminary investigation.

During investigation, it was revealed that one Munish Kumar @ Mohit could be involved in this case. On 16-11-2012, a secret information was received that accused Munish Kumar @ Mohit would pass through Gali No. 1, Anand Parvat to dispose off the stolen articles. On this, a trap was laid near Gali No. 1, Anand Parvat and on the pointing out of the informer, he was apprehended by the police team. On search, four gold rings, one pair ear rings, one mangal sutra, one nose pin and one pair silver pajeb were recovered from his possession.

Further, investigation/interrogation is in progress. RECOVERY

MURDER CASE WORKED OUT

With the apprehension of eight persons, Adarsh Nagar police has worked out a murder case in which one Manish @ Sonu S/o Tilak Raj R/o A-377, Jahangir Puri, Delhi was brutally murdered and his friend Aizaz @ Raju @ Kana S/o Ali Hasan R/o Jhuggi N-21/5, Lal Bagh, Delhi was severally injured in the intervening night of 13/14-11-2012 (Diwali night).

INCIDENT

In the intervening night of 13/14-11-2012 (Diwali night), a PCR call was received at the P.S. Adarsh Nagar that two persons were lying unconscious in the Cow wali Gali, Lal Bagh area, Delhi. On the receipt of the call, the PCR staff reached there and found that one person was lying there in a pool of blood and was already dead. One more person was found there in injured condition. The PCR staff took the injured to Babu Jag Jivan Ram Hospital at Jahangir Puri, Delhi. The Local police reached at the spot and identified the deceased as Manish @ Sonu S/o Tilak Raj R/o A-377, Jahangir Puri, Delhi who was previously involved in many criminal cases including the case of last year firing incident at the residence of BJP Councilor, Sh. Madhav Prasad. The injured had been identified as Aizaz @ Raju @ Kana S/o Ali Hasan R/o Jhuggi N-21/5, Lal Bagh, Delhi. He is also involved in many criminal cases. It has been revealed that on the night of the incident, Manish @ Sonu along with Aizaz @ Raju @ Kana had a drinking session together on the night of Diwali and they along with three others went to Dispensary wali Gali, Lal Bagh where few boys of the locality namely Rakesh, Vikas@Sonu, Parvesh, Amit, Bablu were gambling with the cards and Manish also started to play with them and the other friends of Manish were watching their game.

Manish@ Sonu was losing the game and he got infuriated by this and shouted at other players that they were cheating in the gambling with him and he took Rakesh by his collar and started slapping him to hand him over his money. All this resulted into heated arguments, exchange of abuses, shouting and hackling. The shouting was heard by three other boys namely Narad, Ranjan and Nitesh who were present at nearby place 'Mata Ki Chowki' rushed to them and joined the group. By the time, Manish @ Sonu continued slapping Rakesh and this was bitterly objected by his friends and all of them shouted together to end Manish @Sonu and his gundagardi. All the eight thrashed Manish @ Sonu by fists, kicks and Ranjan and Bablu hit him on his head by a brick. Then their attention turned towards Raju @ Kana and Parvesh called everybody to finish him also, Raju@Kana started fleeing and he was chased by Vikas @ Sonu and Parvesh. While chasing Vikas @ Sonu threw a set of bricks lying in the gali which hit him on his head and he fell down subsequently they also hit him with a danda. On watching this, other three friends Manish and Raju@ Kana slipped away from there and made a

PCR call. On the basis of PCR call, a case vide FIR No. 289/12 dated 14.11.12 u/s 302 IPC Act PS Adarsh Nagar was registered and the investigation was taken up.

TEAM

A team under the supervision of Ms Shweta Chauhan, ACP/ Model Town comprising of SHO/Inspr. Virender Kadyan, Inspr. Rajesh Sinha, Inspr. Rakesh Chand, SI Afaque Ahmed, SI Parveen, ASI Shashi, HC Ved, Ct Kamlesh, Ct Rahul, Ct Surjeet and Ct Jai Bagwan was formed who made sincere efforts to apprehend the accused persons in this case.

INVESTIGATION

On 16-11-2012, four accused persons namely Vikas, Ranjan, Nitesh and Narad were apprehended near Azad Pur flyover and subsequently the others namely Rakesh, Babloo, Parvesh and Amit were apprehended at the Railway lines at Kaushal Puri. All the above mentioned persons were interrogated and arrested. The danda used in the commission of the offence was recovered from the house of the accused Vikas @ Sonu.

RECOVERY

1. One complete brick and a set of bricks used in the crime.2 One bamboo stick (Danda) used in the crime.3. Clothes of all the accused persons which they had worn at the time

of incident.

TEAM AND INVESTIGATION

To check the incidents of MV Thefts and Snatching in the area of PS Vikaspuri under the supervision of SHO/Vikaspuri, Inspr. Santosh kumar. On 16/11/2012, a team comprising of HC Rajender No 618/W , HC Rishi Kumar No 551/W, Ct Satpal No 2155/W and Ct Naresh No 1373/W was formed for checking of vehicles at anti snatching picket at road J Block near IDBI Bank Vikaspuri Delhi. At around 8.30 PM, one Black colour Hero Honda Motorcycle No. DL4S CB2943 came from Keshopur Village side. The police team signaled to stop the motorcycle but they tried to flee away. The above motorcycle was stopped with the help of barricades and the Police team apprehended Sonu and Deepak @ Deepu. During enquiry the motorcycle was found stolen from the area of PS Kalkaji vide Case FIR No 332/12 Dated 26/10/12 U/S 379 IPC. Both accused were arrested. Further investigation is in progress.

Staff involved in good work is being rewarded suitably.

Singh of PS Maya Puri while getting the patch of the road assigned to him cleared found one Motorcycle Apache parked on the road which seemed to be there for last three four days. He enquired about the owner of the motorcycle from the surrounding area but could not trace. Keeping in view the route arrangement, he removed the motorcycle from there and parked it away from the road. He however got the registration No. of the Motorcycle checked from Auto Match and found that this motorcycle was stolen vide FIR No. 142/12, u/s 379 IPC PS Mayapuri. After the arrangement was over at about 1.00 PM, Ct. Bir Singh decided to apprehend the Auto lifter and so re-parked this motorcycle at the same place where it had been found and kept a secret watch over it from a distance. After about 1 and ½ hour, Ct. Bir Singh noticed that an young boy approached the motorcycle and took out a key and tried to start the motorcycle. Ct. Bir Singh immediately apprehended that person who disclosed his name as Hemant s/o Late Sh. Kunwar Pal Singh r/o C-222, Chanchal park, Nangloi Nazafgarh Road, Delhi.

Hemant initially posed as innocent but when he was checked on CRIS, he was found to be having previous involvement in various criminal cases. The dossier of Hemant was checked and it was found that he was previously involved in 9 cases of snatching and M.V. Theft and he is PO in 2 cases. Ct. Bir Singh was awarded Commendation Certificate with a cash reward of Rs.2000/-.

PROFILES OF THE ACCUSED PERSONS

He studied up to 8th class from open Sarvodaya Vidhalya School No.01 Uttam Nagar, after study he worked at computer embroidery shop 40 Feet road Chanakya Place, Uttam Nagar. For the last few months he was unable to get good earning due to recession in their profession. Therefore, to get good earning he along with his associate Rohit made plan for snatching and indulged in committing the crime. He was earlier involved in case FIR No. 160/11 U/S 324/341/451 IPC Dabri.

RECOVERY

1. One snatched mobile phone.2. One Hero Honda Passion motorcycle No. DL-7S-B-9599.

INCIDENT & OPERATION

On 06/11/2012, one lady Smt. Kusham W/o Sh. Ramesh R/o C-2/255 Janak Puri came to Police Station Janak Puri and stated that she was going on a rickshaw near Geeta Mandir C-2 Block Janak Puri, two youngsters came on a Motor Cycle and snatched her purse containing rupees around 15-20 thousands, a cell phone classic 6303 and some documents/items. Accordingly, a case vide FIR No. 300/12 U/S 356/379/411/34 IPC has been registered. On the direction of ACP/Vikas Puri Sh. Prakash Chnader Mann and under the leadership of Insp. H.S.P. Singh, SHO/ Janak Puri, a team comprising SI Bhawani Shankar, HC Bijender No. 1653/W and Ct. Harjinder No. 779/W was constituted and IEMI No. of snatched phone was put on surveillance and information was developed. Ultimately after sincere and continuous efforts accused persons have been arrested.

INTERROGATION

On sustained interrogation they confessed their involvement in this crime. They are very ambitious and want to become rich quickly. Hence, they committed the crime. Further investigation is in progress.

Staff involved in good work is being rewarded suitably.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of section 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, new Delhi’s notification No. U-11036/(i)/UTL dated 09.09.2010, I, Harcharan Verma, Assistant Commissioner of Police, Sub Division Lajpat Nagar, South East District, New Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division Lajpat Nagar, South East District, Delhi shall :-

(a) Maintain a register of courier senders and detail of goods to be sent through courier.

(b) Keep copies of identification documents like election card, ration card, PAN Card, Driving License etc. of the courier sender for access by the police as and when required.

(c) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d) Generally satisfy self about the goods before accepting the packet/parcel booked for courier.

(e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

7. These orders shall come into force with effect from 10.11.2012 and shall remain in force for a period of 60 days i.e. upto 08.01.2013 (both days inclusive) unless withdrawn earlier.

8. Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the Indian Penal Code.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 (Part-I & II) thereby resulting in transfer of vehicle to purchaser before the actual; transfer of the vehicle in the record of Transport Authority. This is to circumvent the requirement of section 50 of the Motor Vehicle Act 1988 that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime and sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hands vehicles are likely to be used for

O R D E R

Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vends itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

1. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

2. Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL, dated 26/11/2008 I, Hareesh H.P., Asstt. Commissioner of Police of the Sub Division Connaught Place of New Delhi District do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub- Division Connaught Place, New Delhi District, New Delhi.

1. Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

2. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

3. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

4. Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

5. During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

6. The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendor outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

3. This order shall come into force with effect from 11.11.2012 and shall remain in force for a period of 60 days i.e. 09.01.2012 (both days inclusive) unless withdrawn earlier.

4. Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.
