Job Description

Job Title: Project and Safety Manager

Department: Reserves

Location of job: Based in Belfast at the Belvoir Park office but will be visiting sites across Northern Ireland.

Post holder reports to: Reserves Manager, with strong professional links to RSPB Head of Safety Management and Northern Ireland Management Team. (NIMAT)

Reporting to post holder: Volunteers, with specific skills to help deliver projects.

Overall purpose of the job: Combined role to develop and implement a suite of events across Northern Ireland and to assist in the delivery of Health and Safety management across the Northern Ireland Team.

Main Duties:Project Management:

Specific Projects Set up and lead project teams to deliver a programme of RSPB events and activities on

reserves to meet targets for VAT recovery, face-to-face membership recruitment, community focused fundraising etc.

Oversee the smooth running of habitat restoration and visitor facility contracts (advertising and receipt of tenders, condition of contract, Health & Safety, payment and budget).

General Projects To set up, co-ordinate and lead project teams to carry out project tasks as required. Ensure that the project team members are aware of their roles, tasks and

responsibilities within the team and that each person has a suitable overview of the whole project to appreciate where their role fits in to the overall picture.

Provide adequate equipment, information, working instructions, and procedural documentation in order for project team members to be able to carry out their responsibilities within the team.

Support and coach team members to ensure that they are contributing to the successful completion of the project in the most efficient and effective manner.

Adapt to changes in circumstances that affect the project and lead the project team to problem solve when necessary.

Ensure supported and managed projects follow agreed budget processes with high standards of financial management.

At project completion, ensure smooth and structured handover of managed and supported projects to ensure continued delivery of the project objectives.

Communicate results of post project evaluations in order to disseminate best practice and lessons learnt, to ensure project management principles are progressed in the country.

Health and SafetySupport the delivery of Health and Safety management within Northern Ireland by undertaking the following key duties.

Review all aspects of Health and Safety management in Northern Ireland and make recommendations (including training requirements) to NIMAT.

Organise and undertake the approved programme of safety advisory visits to all reserves, buildings, workshops, offices and premises where RSPB have a presence in Northern Ireland. The inspections will consider, where applicable:

1. Working practices, workplace standards and equipment.2. Relevant documents and records.3. Visitor infrastructure and all associated risk assessments.4. Residential voluntary warden accommodation.

This will involve at least one visit per year to most sites plus the compilation of a report, with a list of agreed recommendations and actions for line management to implement.

Assist with pre-acquisition safety checks of potential new reserves, reserves extensions and other land holdings and premises.

Provide appropriate advice and guidance to all staff and volunteers to help them undertake their responsibilities to deliver the Society’s Health and Safety policies.

Monitor accident and incident reports and help the Director and other NIMAT members to investigate accidents and near misses, when appropriate.

Attend the RSPB’s UK safety advisors meetings, and disseminate and, where necessary, deliver actions and recommendations relevant to Northern Ireland.

Other Duties:

To highlight and disseminate good safety management practice to NI Team through NIMAT.

To assist with country responses to safety management issues as they arise, e.g. reviews of railway crossing safety audits etc

The post will involve travel including flights and/or ferry journeys and on occasion over-night stays.

We expect you to carry out your job responsibilities in an environmentally aware manner, ensuring as little damage to the environment as possible. Our aim is to ensure all resources are utilised effectively and efficiently. You will be expected to apply ‘sound value for money’ principles in undertaking purchasing or supply of goods and services.

In the RSPB volunteers are a major resource and make a vital contribution to the RSPB’s aim to take action for the conservation of wild birds and the environment. You will be expected to encourage, develop and support volunteer involvement in our work.
