Dated 07.07.2010 Desperate interstate robber arrested. 5 cases of murder, dacoity, attempt to murder, rioting and theft solved.

As part of its ongoing drive against notorious inter-state criminals in view of the approaching Commonwealth Games 2010, the Crime Branch of Delhi Police has arrested

another desperate interstate robber. With his arrest, five cases of murder, dacoity, attempt to murder, rioting and theft have been solved. He was found involved in more than 20 cases of highway robberies and theft of trucks in the past. The arrested person is:

Sultan (25) r/o Kanpur, UP – He is a desperate criminal involved in more than 20 criminal cases in Delhi and UP. He started his criminal activities at the age of 16 years with his brother in-law, Sayeed, who himself is a notorious criminal of UP. He stole and sometimes robbed trucks on the highway and sold them off in Firozabad, U.P. Last year, he was arrested and sent to jail. He came out in April this year.

On 24.5.2010, Sultan along with his associates stopped a truck on the Shahjahanpur By-Pass. They assaulted the driver, helper and one passenger on the truck and took away more than Rs. 90,000/- and mobile phones from the victims. They left the victims for dead. The helper of the truck died, however, the driver and the passenger survived. The UP police managed to track down the gang. However, Sultan managed to escape after firing at the police party. A case, vide FIR No. 254/10 u/s 396/302/412 IPC, PS Mohali, Sitapur, U.P was found registered for the same. Sultan is involved in more than 20 other criminal cases.

HC Anil Kumar of Special Team, Crime Branch Sec-18, Rohini, Delhi received information about Sultan. A team led by Inspr. Bhagwati Prasad including SI Dharambir Singh, SI Ramesh Dabas, HC Anil Kumar, HC Krishan Kumar, HC Hari Kishan, Ct. Surender Tomar, Ct. Rupesh and Ct. Ashok, 387/DRP under close supervision of Sh. Subhash Tandon, ACP Special Team, was formed to develop the information.

After sustained efforts, the Crime Branch Team finally succeeded in apprehending Sultan near Sector 24, Rohini, Delhi.

5 cases were solved with his arrest. These pertain to dacoity, murder, attempt to murder and rioting and various other sections of theft. Details are given below:

Usmanpur Police arrested a person with Deshi Katta, suspected to commit crime.

Police officials of PS New Usmanpur, during their patrolling duty in night in the area apprehended aperson with loaded Desi Katta, person is suspected to commit crime in the phusta road. On enquiry, he disclosed his name as Riyaz S/o Liyakat Ali R/o Gali No.2, Indra Puri, Loni,Ghaziabad UP.

Brief History of Case:-

As the crime in the city is rising, so to catch the criminals Police patrolling in the area is its all time high. On 5-7-10, Police Officials namely HC Satish No. 1962/NE and Ct. Ashok No. 1636/NE was on night patrolling over M/cycle on phausta road. Around 10 PM they saw a suspected person roaming over patri on phuta road near Ist Phusta Usmanpur. On seeing the Police officials and apprehended when he took out loaded Deshi Katta from his wearing pent. On enquiry, he told his name as Riyaz S/o Liyakat Ali R/o Gali No. 2, Indra Puri, Loni, Ghaziabad UP. Accordingly case FIR No. 216/10 U/s 25/27 Arms Act was got registered against above accused.

Investigation:-

During course of sustained investigation, he disclosed that he came in the area of Usmanpur with country made pistol, to commit robbery/snaching from the passengers of TSR(Auto) who travels in the night.

An anonymous caller from Dubai informed the office of Kingfisher Airlines on 06.07.10 in the afternoon that IT-41 flight from Delhi to Dubai likely to leave around 7.20 PM has some passengers who are travelling on forged travel documents. The caller also said that they might hijack the flight. Similar call was received after half an hour by the Airlines.

Simultaneously around 3 PM another call was received by Jet Airways in which the caller informed that some persons are travelling with forged travel documents on Delhi to Dubai flight 9W-458 likely to leave at 7.30 PM. They might hijack the aircraft.

On receipt of these inputs the concerned airlines carried out a meticulous check of all the passengers travelling on the concerned flights. A discrete surveillance was also kept by local Police in plain clothes around the checking counter of both airlines to keep track of any specious movement of passengers during check in. Finally the Kingfisher Airlines was able to isolate and detain 12 persons with fake paper visas with the assistance of local Police after checking their relevant details on the system. In a similar exercise conducted by Jet Airways 15 passengers were detained with fake paper visas. All the detained persons were later handed over to the local police of PS-IGI Airport for further necessary legal action. On the basis of written complaints against each passenger lodged by the concerned airlines 27 criminal cases were registered and the investigation was taken up by a police team constituted under the leadership of ACP/Palam Sh. M.I. Haider consisting of Inspr. Satpal Gupta- SHO/IGIA, Inspr. Vinod Narang (Inspr. Investigation) and Inspr. Sunil Kumar(ATO) to carry out detailed investigation.

Detailed investigation carried out up till now has revealed the following facts:-

1. Out of 27 passengers, 15 persons are from West Bengal, 6 from Punjab, 4 from Haryana, one from Delhi and one from Bangladesh (who has fraudulently obtained Indian Passport after entering illegally in India.

2. The initial interrogation of the persons has revealed that residents of different states were promised jobs in Iraq by their respective agents who had organized their entire travel plan. Once they reach Dubai, the concerned Dubai based agent would further facilitate their moment to Iraq through clandestine means from the transit itself.

3. The initial interrogation has revealed a very organised network of traffickers. All persons coming from different states had a local contact who had organised their entire travel. The local touts/agents had their centralized contact in Delhi who finally arranged other necessary formalities related to their departure. The local police has been able to identify their local contacts and necessary verification and other action is being taken accordingly.

4. Delhi based travel agent Rakesh Chopra and Sunil Bisht of Pan Travels who had issued tickets in bulk to all the passengers have also been arrested by the local police.

5. In the light of the initial inputs received from the callers all the passengers were subjected to thorough joint interrogation carried out by a multi agency team. The initial questioning has ruled out any terror angle. A detailed search of their luggage was also carried out. Nothing incriminating emerged. However, further detailed verification is also being carried out by the investigating team.

6. All the individuals had to pay to Rs.1 Lac to 1.8 lac their respective touts / agents for their journey and job.

All the persons were produced in the Dwarka Courts today. Further investigation of the case is in progress.

The team laid a trap on 03.07.2010 at Dera-Mandi village road. At around 12.50 PM, a Santro Car coming from Faridabad side was signalled to stop. The driver of the car instead of stopping, speed up the car and tried to drive away. The police team acted very quickly and blocked the road with the help of barricades, the driver of the car immediately applied breaks and suddenly five persons came out from the car and all of them took out their weapons. The police team after disclosing their identity asked them to surrender, but they started firing on the police party with intention to escape. The police team in order to apprehend the gangster as well as to defend themselves, fired in the air. The members of team acted very bravely and smartly and apprehend two accused persons while they were trying to reload their country made pistol. They were identified as Saleem @ Ganja and Daya

South District Police has busted North India’s most wanted and a desperate highway gang of Mewat origin and arrested three accused including a REWARDEE CRIMINAL carrying a reward of Rs.15,000/- from DGP, U.P. who were involved in several cases of highway robberies mainly of Trucks and Dumpers in Delhi & NCR. one robbed JCB machine, ten trucks/Dumpers, two Santro cars, one Hyundai Verna car, two country made pistols alongwith two spent and two live cartridges and cash Rs.3.26 lacs have so far been recovered.

ACCUSED ARRESTED:

1. Saleem @ Ganja age 25 years S/O Sirajuddin R/O Village- Rithath, PS Nagina, Distt Mewat, Haryana (REWARDEE CRIMINAL)

2. Daya Chand @ Daya age 25 years S/O Kiran Singh R/O Village- Rithath, PS Nagina, Distt Mewat, Haryana

3. Ajay Kumar age 30 years S/O Sobh Raj R/O flat no.-35, AIIMS Apartment, Sector-21, Faridabad, Haryana (Receiver)

INCIDENT, TEAM & ARREST

In the recent past, several highways robberies in which robbers mainly robbed trucks and dumpers were reported all over Delhi and NCR especially on Mehrauli-Gurgaon Road, Delhi- Jaipur Highway, Sonepat- Karnal G.T.Road etc. The robbers used to intercept the targeted vehicle by putting the Bolero Jeep or Tata-407 on the pretext that driver of the vehicle touched their vehicle and as soon as the driver would stop the truck or dumper, 5-6 persons would get down from their vehicle and overpower the driver and cleaner by showing them deadly weapons (Fire Arms). After taking possession of the vehicle, they used to tie hands and legs of the driver and cleaner and throw them at a lonely place near border area and escape away with the robbed vehicle. These types of incidents were highly publicized by the media which created fear in the minds of drivers who usually ply their vehicles in the night on the highways.

In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted in South District. A team of Special Staff, South District led by Inspector Vijay Singh, I/C Special Staff, consisting of SI Sanjeev Kumar, Jeet Singh, Surinder Dahiya, Balbeer Mann, ASIs Shiv Kumar, Ashok Kumar, Gyanender Singh, HCs Bir Singh, Ashok Kumar, Vijay Kumar, Shailesh, Rajinder, Shyamvir, Rajbeer Singh, Vinod, Satish Ct’s. Vikas, Vijay, Shailender, Subash, Raghubir, driver Ct. Lakhvinder and Bhargu Nath 1718/SD under the supervision of Shri Kulwant Singh ACP/Operations South District was formed to further develop the information and apprehend the accused involved in these incidents.

Their gang members are so desperate that if any police party chase them, they would throw the stones on running police vehicles or hit the vehicles from their Tata-407 or Mahindra pickup van and even do not hesitate to hit the police officials who try to stop them at pickets. He is so smart and clever that every time he managed to escape from the spot when police team raided his house. He managed to evade his arrest for the last five years.In February 2010, accused Saleem @ Ganja and Daya Chand @ Daya alongwith his other gang members hatched a conspiracy for the release of their gang leader Ahmed who was in police custody in a case of robbery. On 25th February, Ahmed informed them from Bhondsi Jail that he is going to attend the Court at Mathura. They followed the police party who escorted Ahmed to court. When they reached near Kosi, UP they gave lift to them in their Tata-407. When Tata-407 reached at lonely place they started beating the police officials with sticks and iron rod and threw them at roadside and escaped along with their gang leader Ahmed.

The team worked relentlessly and collected details of several criminals with similar modus- operandi and their area of operation as most of the trucks were robbed during night from and near M.G. Road and Delhi Jaipur Highway. These details were analyzed minutely and it came to fore that gang headed by one Ahmed and Salim @ Sallu might be involved in these incidents of truck jacking. Surveillance was mounted and secret informers were deployed to collect the information about the activities of above said criminals. The hard work of police team bore results and on 18.06.2010 acting up on secret information of above mentioned the team arrested three members of this gang along with two receivers.

The members of above mentioned team interrogated them at length and after sustained interrogation it come to notice that gang leader with his associates would usually come to Delhi in day time to collect the payments from the receivers. Whenever he comes to Delhi he will come along with his associates. All the members of group would carry illegal fire arms with them. The information gathered by the team during interrogation further shared with secret informer and again they were asked to collect the information regarding the activities of this gang. The hard work of police team bore results and specific information was received through reliable source on 03.07.2010 that master mind of this gang Ahmed and Salim @ Sallu along with his close associates would go towards Mehrauli in a stolen Santro car via Dera Mandi village road at around 1.00 PM to collect the payment from receiver.

The team laid a trap on 03/07/2010 at Dera-Mandi village road in front of Karan Luthra farm house at about 12.15 PM and started checking of vehicles coming from Faridabad side by putting barricades on the road. At around 12.50 PM, a Santro Car bearing number UP-16-Y-3828, coming from Faridabad side was signalled to stop. The driver of the car instead of stopping, speed up the car and tried to drive away. The police team acted very quickly and blocked the road with the help of barricades, the driver of the car immediately applied breaks and suddenly five persons came out from the car and all of them took out their weapons. The police team after disclosing their identity asked them to surrender, but they started firing on the police party with intention to escape. The police team in order to apprehend the gangster as well as to defend themselves, fired in the air. The members of team acted very bravely and smartly and apprehend two accused persons while they were trying to reload their country made pistol. They were identified as Saleem @ Ganja and Daya Chand. The team members chased the other three members of the gang but they were managed to escape from the spot taking the advantage of huge forest area, they were identified as Ahmed, Salli and Jafru.

On verification, the recovered Santro car was found to be stolen vide FIR No. 1099/10 u/s 379 IPC PS Indrapuram, Ghaziabad, UP. Consequently case FIR No. 138/10 u/s 186/353/307/411/482/34 IPC PS and 25/27 A.Act PS Fateh Pur Beri Delhi was registered against them and they were arrested. Both accused persons were produced in the Hon’ble Court and their 6 day’s ‘Police Custody Remand’ was taken to arrest their other accomplices and to recover more robbed vehicles.

INTEROGATION, MODUS-OPRENDI & PROFILE:

During interrogation, it was revealed that Ahmed and Salim @ Sallu are kingpins of this gang and more than 20 accused are members of this gang. Ahmed and Salim @ Sallu used to assign different tasks to other members of the gang. Their main task was to rob the vehicle and hand it over to receivers at Allahabad, Mathura, Agra, Dhanbad, and West Bengal. After that

In the intervening night of 3/4.12.2009 accused Saleem @ Ganja alongwith Ahmed, Salli, Sahun, Jafru etc. intercepted a trolla in front of Amity College, Noida UP which carried five brand new Holland Tractors and robbed the trolla alongwith tractors after showing the firearms to driver and conductor. Seven accused persons were arrested in this case by the UP Police, but Saleem @ Ganja was declared absconder in this case and a reward of Rs. 15,000/- was declared by the DGP, UP on his arrest in this case.

Ahmed alongwith his close associates used to collect the money from receivers and distribute the booty among the gang members.

Acting upon the tips provided by both the accused during interrogation, one active receiver namely Ajay Kumar was also arrested and eight trucks /dumpers, one Santro car, one Verna car were recovered from them. Members of this gang mainly used to dispose off the robbed vehicles in UP, Bihar, Jharkhand and West Bengal after preparing fake documents.

In the intervening night of 3/4.12.2009 accused Saleem @ Ganja alongwith Ahmed, Salli, Sahun, Jafru etc. intercepted a trolla in front of Amity College, Noida UP which carried five brand new Holland Tractors and robbed the trolla alongwith tractors after showing the firearms to driver and conductor. A case vide FIR No. 828/09 u/s 395/397/412/34 IPC PS Sector 39, Noida UP was registered in this regard. Seven accused persons were arrested in this case by the UP Police, but Saleem @ Ganja was declared absconder in this case and a reward of Rs. 15,000/- was declared by the DGP, UP on his arrest in this case.

Saleem @ Ganja was born in 1985 at his native village. He is illiterate. He started helping his father who is a farmer. He fell in the company of bad elements of his village and started consuming liquor. In order to meet expenses on various indulgences, he started committing petty thefts. In 2003 he got married to Aiysha. In 2004 he was arrested by the Haryana police at Hatin Police Station in a motor cycle theft case. He remained in jail up to five months where he came in contact with hard core criminals and became more desperate and clever. After release from jail, he came in contact with Ahmed and Salli who are the residents of same village and joined their gang. In a very short span of time he became the most reliable person of his gang and precipitated series of highways robberies. Their gang became synonymous of terror in the area of Delhi, UP, Haryana and Rajasthan. Their gang members are so desperate that if any police party chase them, they would throw the stones on running police vehicles or hit the vehicles from their Tata-407 or Mahindra pickup van and even do not hesitate to hit the police officials who try to stop them at pickets. He is so smart and clever that every time he managed to escape from the spot when police team raided his house. He managed to evade his arrest for the last five years.

Daya Chand @ Daya was born in his native village. He has studied up to class 5th in his village school. He left the studies and started working as a sweeper in a private company at Gurgaon. He got married at his early age and has three children. He left the job and came back to his village and joined the gang of Ahmed and started committing crime with them. He played very active role in the release of the gang leader Ahmed from the custody of police and beating of Police Constables who had handcuffed Ahmed. After that he gained the trust of Ahmed.

Ajay Kumar was born in 1981 at Palwal, Haryana. His father was working in Electricity Board of Haryana and retired in 2009. He studied up to class 10 th from Saraswati High School, Palwal and did his 12th from Open School. After that he started working in a garments shop. In 2005, he started his own business of transport but he suffered a huge loss in his business and came under heavy debt. To come out of financial crisis, he started purchasing cars and trucks on finance by furnishing fake

documents and used to sell the same to other clients. During this process, he came in contact with Shamser Mewati who introduced him to Ahmed and his gang and Ajay started purchasing the robbed trucks and dumpers from them @ Rs. 2 or 2.5 lacs, depending upon the condition of vehicle and used to sell the same at higher rates to his contacts Munna and Amrinder Singh in Jharkhand and West Bengal.

Rashid Khan is so desperate and dangerous that in the year 2009, he in association with Ajay, Babu @ Mazid and Danish in order to evade arrest by the Loni Police fired at the police party headed by an Inspector of Loni Police. Rashid was arrested vide FIR No.324/09 u/s 307/34 IPC PS Loni, Ghaziabad.

In the year 2009, Rashid alongwith his accomplices robbed a truck loaded with silicon in the araa of PS Simbholi, Ghaziabad, U.P. He and his accomplices were arrested by U.P. Police in this case. He has also been arrested previously by U.P. Police in cases of attempt to murder, robbery, Gangster Act, M.V. Theft etc.

GANG OF AUTOLIFTERS BUSTED : TWO ARRESTED ; THREE STOLEN CARS AND TWO MOTORCYCLES RECOVERED TILL NOW

South District Police has busted a gang of auto lifters and arrested two accused involved in several cases of Motor Vehicle Thefts in various areas of Delhi and NCR. Three stolen cars. Two motorcycles, one knife and one bunch of duplicate/master keys of different vehicles have been recovered from them. ACCUSED ARRESTED:

1. Rashid Khan age 25 years s/o Shahid Khan r/o Village Rutia, PS Bisat Ganj, District Bareilly, U.P (presently residing in Welcome Colony, Delhi)

2. Mohd. Parvez age 19 years s/o Abdul Latif r/o Gali No.20, near Water Tank

In the recent past, several auto lifting cases were reported in various parts of Delhi and NCR. In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted. A team of Police Station Malviya Nagar consisting of Inspector Aishvir Singh, ASI Ram Bhool Singh, HCs Vinod, Sukhvinder, Sanjeev, Constables Amit, Mohit, Pradeep and Jai Kumar under the supervision of Inspector Jarnail Singh, SHO/Malviya Nagar and Shri Mehar Singh, ACP/Hauz Khas was also formed to collect information and bust the gang involved in these incidents.

The team so formed worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the gangs involved in these auto liftings. These details were analyzed minutely and on the basis of secret information it came to fore that gang headed by a notorious auto lifter Rashid Khan might be involved in these incidents. The hard work of police team bore results and specific information was received on 04.07.2010 that Rashid alongwith his associates would visit Malviya Nagar area to commit a crime.

As per information, the team laid traps on 04.07.2010 in the areas of PS Malviya Nagar by putting barricades and started checking of vehicles. At around 5.25 P.M., a Santro car without number plate coming from Ring Road side side was signalled to stop. The driver of the car instead of stopping, tried to drive away but he was blocked by putting barricades and the occupants were overpowered by the alert staff. The driver of the car was identified as Rashid Khan, whereas the person sitting with him was identified as Mohd. Parvez. He was asked to produce the documents of ownership of the car, but he was unable to produce the same. On verification, the recovered Santro car was found to be stolen vide FIR No. 222/10 u/s 379 IPC PS Mukherjee Nagar, New Delhi. One button actuated knife was also recovered from the possession of Parvez. Therefore, a case vide FIR No. 269/10 u/s 411/34 IPC and 25/54/59 Arms Act was registered at PS Malviya Nagar and both Rashid and Parvez were arrested.

INTERROGATION & PROFILEOn interrogation, it

was established that both the arrested accused have been committing auto thefts and other crimes for the last two years. They

are active in Delhi and U.P. and used to steal the vehicles with the help of duplicate keys. After stealing the vehicles, they used to dispose off the stolen vehicles to various receivers in Meerut, U.P. Both the accused were produced in the Court and their ‘Police Custody Remand’ of two days was obtained to ascertain their other involvements and to effect more recoveries.

Rashid Khan is so desperate and dangerous that in the year 2009, he in association with Ajay, Babu @ Mazid and Danish in order to evade arrest by the Loni Police fired at the police party headed by an Inspector of Loni Police. Rashid was arrested vide FIR No.324/09 u/s 307/34 IPC PS Loni, Ghaziabad.

Rashid was born in Bareilly. He is an illiterate. In order to earn quick money, he formed a gang and started committing crimes. In the year 2009, he alongwith his accomplices robbed a truck loaded with silicons in the araa of PS Simbholi, Ghaziabad, U.P. He and his accomplices were arrested by U.P. Police in this case. He has also been arrested previously by U.P. Police in cases of attempt to murder, robbery, Gangster Act, M.V. Theft etc.

Parvez was born in Delhi. He has studied up to 6th class. In order to meet expenses on various indulgences, he joined hands with one Mazid, an associate of Rashid, and started committing crimes.
