Dev Prakash Dewangan was subjected to intensive examination. He disclosed that he was born and brought up in Raipur, Chhatisgarh and completed his 12 th in the year 2004 from a reputed school in Raipur. In the year 2006 he got admission in MMBS from Pt. J.L.N. Medical College, Raipur. In September, 2011, he went to Nagpur for enquiry of paid seat of Post Graduation. There, he met Mohit Choudhary who had informed him that he was conducting a capsule course of 3 days for the seat of Post Graduation Examination of Medical. He also guaranteed him to clear the AIIMS PG Entrance Exam - 2012. Mohit Choudhary further lured Dev Prakash Dewangan and assured him PG seat in AIIMS I lieu of Rs. 18 Lakhs. One Doctor wanted in leakage of AIIMS PG Entrance Exam, 2012 arrested.

The Crime Branch while investigating case of leakage of paper of All India Post Graduate Medical Entrance Examination conducted by All India Institute of Medical Science on 08/01/2012, the kingpin of the racket Mohit Choudhary alongwith his associates Kapil Kumar, Krishan Pratap and Bhisham Singh and one Doctor namely Amit Punia have already been arrested. During the investigation of the case, one Doctor namely Dev Prakash Dewangan (aged 23 years) s/o Nand Kumar Dewangan r/o Dewangan Niwas, Opp. Adwani School, Dirgaon, Main Road, Urla, Rai Pur, Chhatisgarh who has been identified as a part of the module, was arrested on 15/07/2012.

Dev Prakash Dewangan was subjected to intensive examination. He disclosed that he was born and brought up in Raipur, Chhatisgarh and completed his 12th in the year 2004 from a reputed school in Raipur. In the year 2006 he got admission in MMBS from Pt. J.L.N. Medical College, Raipur. In September, 2011, he went to Nagpur for enquiry of paid seat of Post Graduation. There, he met Mohit Choudhary who had informed him that he was conducting a capsule course of 3 days for the seat of Post Graduation Examination of Medical. He also guaranteed him to clear the AIIMS PG Entrance Exam - 2012. Mohit Choudhary further lured Dev Prakash Dewangan and assured him PG seat in AIIMS I lieu of Rs. 18 Lakhs. The amount was to be given after success in entrance exam. As a surety, Mohit Choudhary kept his documents with him. The same has already been recovered during the PC remand of Mohit Choudhary. As per directions of Mohit Choudhary after the exam on 08/01/2012, he destroyed the shirt equipped with Blue Tooth, Tiny Microphone, Sim Card and Mobile Phone.

ONE FOREIGN NATIONAL INVOLVED IN TRAFFICKING OF HEROIN ARRESTED. 2.5 Kgs OF HEROIN SEIZED. PRICE OF HEROIN IN INTERNATIONAL MARKET APPROXIMATELY RS. 2.5

Crores.

A team of officers of the Crime Branch led by Inspr. Kuldeep Singh and consisting of SI Sunil Jain, HC Rajesh, HC Rajinder, HC Rohtash, HC Mahesh and Ct. Rajinder under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Bhisham Singh have apprehended a foreign national involved in trafficking of drugs and have recovered 2.5 Kgs of Heroin. The Heroin recovered is worth Rs. 2.5 Crores (Approximately) in the International Market.

Information was received on 16/07/2012 by SI Sunil Jain that a foreign national involved in trafficking of drugs in Delhi would be coming near Vipin Nagar Morh, Shivaji Marg, New Delhi to deliver a consignment of drugs to his contact. On this information a trap was laid and a person was apprehended. He was identified as Edwin Ndubusi (aged 35 years) s/o Igwilo r/o No. 1, Oke-bola Street, Abadon, Oyo State, Nigeria and presently residing at Vipin Garden, Dwarka Morh, Delhi. 2.5 Kgs of Heroin kept in polythene was recovered from his possession. A case under the appropriate sections of the NDPS Act was registered at PS Crime Branch.

Edwin Ndubusi was subjected to intensive examination. It was revealed that he has studied up to Primary school in Nigeria. Soon after dropping out from school he started helping his father in farming. After the death of his father he came to India in search of good fortunes in the year 2011 on Business Visa. He was staying in the area of Dwarka in Delhi since 2011. Edwin Ndubusi wanted to start export business of auto parts and hosiery item from India but the business never took off. Six months ago he met Richard, a fellow Nigerian who used to meet him in Church in Newada, Uttam Nagar. Richard lured him into the drug trafficking. Richard used to supply him Heroin at his above said given address but he never showed or told Edwin about his address. Following the footsteps of Richard, Edwin too never told his address to his customers who are his fellow Nigerians who used to meet him either in the Church or around Dwarka morh.

Efforts are being made to trace out Richard and also clients of Edwin.

Two Associates of Vikas Lagarpuria arrested from Dwarka area by Crime Branch. Vikas Lagarpuria is wanted in seven cases of Extortion, Robbery and Murder of

Delhi and Haryana. A reward has been declared on him. Three sophisticated pistols and seven live cartridges and Honda Splender

Motorcycle recovered. Previously involved in six cases of Delhi and Haryana. Procuring arms and ammunition for gang and providing shelter.

The Anti Extortion Cell of the Crime Branch has arrested two notorious criminal of Vikas @ Lagarpuria Gang from Dwarka area of Delhi and had recovered three sophisticated pistols with 7 live cartridges alongwith one Motorcycle. Both of them were previously involved in criminal cases of Delhi and Haryana relating to Murder, Attempt to Murder and Arms Act. They were indulged to procure arms and ammunition and to provide shelters to the gang members.

The details of the arrested accused person are as under:

1. Sanjeev @ Sethi (aged 28 years) s/o Late Sh. Balwan Singh r/o Vill. Luksar, P.S. Bahadurgarh Sadar, Distt. Jhajjar, Haryana.

2. Sumit (aged 21 years) s/o Rajpal Singh r/o Vill. Majri, PO Gubana, P.S. Bahadurgarh Sadar, Distt. Jhajjar, Haryana.

The Anti Extortion Cell received information that some associates of desperate criminal Vikas @ Lagarpuria had set-up a base in Dwarka and procuring arms and ammunition to extort money from local property dealers but due to the fear of these notorious criminals, nobody is coming forward to complaint against them.

After some diligent and painstaking work, on 16.07.2012, HC Satpal Singh received secret information that a member of Vikas @ Lagarpur Gang would come to Dwarka area in order to procure arms and ammunitions from one of their associate. This information was further developed and a team led by Inspr. Suresh Kumar and consisting of SI Naresh Sangwan, SI Naresh Kumar, W/ASI Haider, ASI Vinod, HCs Satpal, Yashpal, Sanjay, Anil, Kuldeep, Ravinder, Manoj, Yoginder and Consts. Sanjay and Rajbir under th supervision of Addl. DCP/Crime Bhisham Singh was constituted to arrest the gang members.

The team immediately reached in the area of Dwarka and took strategic position at Dwarka Najafgarh Road. A person was identified and team started to follow him. He was waiting for someone near Sri Niketan Apartment, Sec-1, Dwarka. After sometime motorcycle bearing registration No.HR-10-S- 2344 stopped near him. On this active team of Crime Branch swung into action and successfully apprehended the duo who were exchanging firearm. Two sophisticated pistols of .30 bore and four live cartridges were recovered from the possession of Sanjeev @ Sethi and one sophisticated pistol of .30 bore and three live cartridges were recovered from Sumit. On interrogation they revealed their identities as Sanjeev @ Sethi r/o Village Luksar and Sumit r/o Gubana Majri and associates of Vikas Lagapuria. On this a case under the appropriate sections of the law was registered at PS Crime Branch, Delhi.

Both the accused persons were subjected to intensive examination. It was revealed that Sanjeev @ Sethi was indulged in supplying of illicit liquor in UP and Uttrakhand and then came in contact of Sumit and Kavit both resident of Village Gobana Majri Distt. Jhajjar, Haryana. Sumit and Kavit both are closely associate with Vikas Lagarpuria and had taken a room in Dwarka area to provide shelter to Vikas and his gang members. Sanjeev @ Sethi was to provide arms and ammunition to the gang members of Vikas Lagarpuria after procuring from UP.

Profile

1. Sanjeev @ Sethi has studied upto 12th standard. His father was killed by rival party of his village in the year 2002. To take revenge he killed one Ramraj in June 2011. He was arrested in this case and was released from Jail on February, 2012 and came in touch of Vikas Lagarpuria through one Kavit r/o Gubana Majri, Distt. Jhajjar, Haryana. He was procuring arms and ammunition for the notorious gang of Vikas Lagarpuria. Sanjeev @ Sethi is found involved previously in five cases of Murder, Attempt to Murder, M.V. Theft and Boot legging of Delhi and Haryana.

2. Sumit has studied upto 12th standard. He was a close friend of Vikas Lagarpuria from his school days. He was unemployed and was involved in various notorious activities in his

village alongwith Kavit. Due to his activities, his family pressurized him to leave the village and then he came to Delhi and taken a rented room at Dwarka. Vikas Lagarpuria and his gang members used to stay at his rented room. He is previously involved in a case of Attempt to Murder of PS Sadar, Bahadur Garh, Haryana.

CHEATING RACKET BUSTED : TRAVEL AGENTS HUSBAND AND WIFE ARRESTED FROM SILCHAR (ASSAM)

With the arrest of one Anu Chandra Paul @ Avisekh Paul, aged about 32 years s/o Late Anil Paul r/o L 188, Shastri Nagar, Delhi, permanent resident of Silchar, Assam and (2) Aparna Paul, aged about 31 years w/o Anu Chandra Paul resident of Silchar, District Cachar, Assam, Central District police has busted a cheating racket wherein several people were cheated by the duo on the pretext of providing International tour package and Air tickets. The accused person had collected several lacs of Rupees from gullible customers and Travel agents by charging them Rs. 1 lac to 3 lacs from customers for providing air tickets and tour packages and 6 lacs to 18 lacs from Travel agents. This travel agency was being run since February, 2010.

INCIDENT

On 18-06-2012, three travel agents namely Poonam Chand Upadhay, Kunal Jain and Jomon Joy and some other customers had reported to the Police Station Karol Bagh and lodged their complaint alleging therein that they had been cheated by one Anu Chandra Paul @ Avisek Paul and his wife namely Aparna Paul and cousin Amrti Paul. It was alleged that they were operating a Travel Agency in the name of Travels Affairz Pvt. Ltd. since February 2010 at shop no. 3, ground floor, Partap Chamber 15 A /44, Sarsvati Marg, Karol Bagh, Delhi since then they had collected about Rs. 60 lacs by falsely promising the complainants to provide tour package for various customers. The accused persons however failed to provide tour package (bookings of hotels, transportation and International Air Tickets) and fled from the office. In view of the above, three cases vide FIR 113/12 u/s 406, 420 / 34 IPC, FIR No. 119/12 u/s 406/420 IPC and FIR No. 120/12 u/s 406/420 IPC were registered at P.S. Karol Bagh, Delhi and the investigation was taken up.

All the complainants were examined at length for possible clues and accordingly a raid was conducted at the office of the accused and local enquiry was also conducted in the vicinity of the office. It was learnt that accused were present at Silchar, Assam. On the basis of technical surveillance and secret information, accused Anu Chandra Paul and his wife Aparna Paul were apprehended by the police team from Silchar, Assam.

During sustained interrogation, accused Anu Chandra Paul disclosed that he used to work in a private company at Connaught Place at a very low salary. In February 2010 , he along with his wife started a company in the name of Travel Affairz Pvt. Ltd. at shop no. 3, ground floor, Partap Chamber 15 A /44, Sarsvati Marg, Karol Bagh, Delhi. Initially, accused used to give the payments to the Travel Agents timely to win the trust and provide better facilities to customers as well as Travel Agents. After sometime, he along with his wife hatched a conspiracy to cheat the customers as well as Travel Agents. On this, he along with his wife Aparna Paul and his cousin Amrit Paul collected the huge amount from customers and Travel Agents for providing Tour packages and tickets and fled away from this office.

Further investigation/interrogation is in progress and efforts are being made to apprehend remaining accused Amrit Paul also.

With the arrest of one Sanjay, aged about 22 years s/o Jagdish Prasad r/o Indira Nagar, Masuda Road Bayawar Distt. Ajmer, Rajasthan and (2) Raju Chaturvedi, aged about 36 years s/o Gopal Chaturvedi r/o H. No. 585-587, Sonia Vihar, Delhi, Central District police has busted an inter-state gang dealing in rare and prohibited species of various wild animals. One tortoise has been recovered from their possession. TEAM AND THE INCIDENT

A team consisting of Inspr. Ritu Raj, SHO/Patel Nagar, SI Vimal Kumar, SI Ravinder and Ct. Rakesh was constituted under the close supervision of Sh. B.R. Maan, ACP/Patel Nagar, Central District.

On 16.07.2012, an information was received at P.S. Patel Nagar, Delhi that two persons involved in dealing with rare species of wild animals would come at Balraj Khanna Marg, Patel Nagar on a motorcycle. On receipt of this information, after barricading, vehicle checking was started near West Inn Hotel at Balraj Khanna Marg, Patel Nagar. Two persons riding on a motorcycle were seen coming from East Patel Nagar side in suspicious conditions. The police party signaled them to stop but seeing the police party, they tried to flee away. They were apprehended after a

short chase and on checking the bag of the accused persons, one tortoise wrapped in a T-Shirt was recovered from his possession. Accordingly, officers from Wild life were called at the spot who confirmed that this tortoise was an ‘Indian soft shield turtle’, a rare species of tortoise. A case vide FIR No. 138/12 u/s 9/51/49-B/48-A Wild Life Protection Act 1972 was registered against the accused at P.S. Patel Nagar, Delhi. INTERROGATION

On sustained interrogation, accused persons revealed their identity as Sanjay s/o Jagdish Prasad r/o Indira Nagar, Masuda Road Bayawar Distt. Ajmer, Rajasthan and Raju Chaturvedi s/o Gopal Chaturvedi r/o H. No. 585-587, Sonia Vihar, Delhi. They also disclosed that they knew each other through a common friend. Further, accused Sanjay disclosed that he had caught this tortoise from village Bayawar, Rajasthan and both of them were going to Prem Nagar in search of a buyer for the same. They also disclosed that market proce of this tortoise would be above 5 lacs.

Later on, on the directions of the Hon’ble Court, the tortoise was set free in Yamuna river.

Further investigation is in progress. Search is on to arrest the remaining accused person, also.RECOVERY

2. Raju Chaturvedi s/o Gopal Chaturvedi r/o H. No. 585-587, Sonia Vihar, Delhi is 36 years old and has studied up to 8th class. He has two brothers and two sisters. He is married and has one son. He used to work as a labourer and is currently working as a sweeper at Shalimar Bagh.

ONE ARRESTED FOR SMUGGLING OF EXPENSIVE FOREIGN BRANDED LIQUOR THROUGH COURIER: HUGE QUANTITY OF ILLICIT LIQUOR WORTH LAKHS OF RUPEES

RECOVERED With the arrest of one Tarun Jain, aged about 28 years s/o Balesh Jain r/o B-15, IInd floor, Shakti

Apartment, Sec. 9, Rohini, Delhi, Central District police has busted a gang involved in smuggling foreign liquor using a unique modus operandi wherein professional courier service was used to smuggle the contraband. 58 bottles of Johnny Walker Scotch whisky made in Scotland worth lakhs of rupees smuggled from Kolkatta through courier has been recovered from his possession.

INFORMATION, TEAM AND OPERATIONA secret information was received at PS Pahar Ganj that huge quantity of illicit liquor is being

smuggled with the help of couriers. In view of the information, the courier companies operating in the area of Pahar Ganj were sensitized and staff was also briefed to keep an eye at the offices of the courier companies.

On 16.07.2012, on the basis of information, it was found that four cartons were sent by one Deepak from Kolkata and the same were to be delivered to one Tarun Jain at B-15, IInd floor, Shakti Apartment, sec. 9, Rohini, Delhi through one Good Will Cargo company. On suspicion, this consignment was checked and in these cartons, 58 bottles of Johnny Walker Black Label scotch whisky product of Scotland were found. The liquor was taken into police possession. Accordingly, a case vide FIR No. 134/2012 u/s 33 Delhi Excise Act was registered at PS Pahar Ganj and investigation was taken up.

TEAMA team consisting of Inspr. Bijender Singh, SHO/Pahar Ganj, SI Jagrup, HC Jagdish and Ct. Naresh

was constituted under the close supervision of Sh. Raja Ram, ACP/Pahar Ganj, Central District for investigation. INVESTIGATION

On the basis of the address where this consignment was to be delivered i.e B-15, IIIrd floor, Shakti Apartment, Sec. 9, Rohini, Delhi, a raid was conducted and one person was apprehended by the police party.

On sustained interrogation, accused person revealed his identity as Tarun Jain s/o Balesh Jain r/o B-15, IIIrd floor, Shakti Apartment, Sec. 9, Rohini, Delhi. He further disclosed that he used to operate as an exporter of garments from Gandhi Nagar, Delhi to Bangkok. During his business trip, he came in contact with one Deepak, who told that he used to bring LCD TV and expensive liquor from Bangkok to India. Since he suffered loss in his business, he shifted to this lucrative business of smuggling expensive branded liquor from Bangkok as suggested by Deepak. Accused Deepak used to send him this expensive liquor through courier at a cost of Rs. 1200/- per bottle and Tarun Jain used to sell it for almost Rs. 2000/- per bottle.

Further investigation / interrogation is in progress and efforts are being made to arrest accused Deepak.RECOVERY

The East District Police has arrested a desperate criminal carrying a cash reward of Rs. 50,000/- on his head. Mannu @ Anees Khan s/o Babu Khan R/o H. No. 144, Khureji Khas, Delhi, had been evading arrest in case FIR No. 155/12, u/s 302/307/427/341/34-IPC, PS Jagat Puri. The said case was registered when 5/6 armed persons entered in the office of Shri Anas, s/o Sh. INCIDENT

In the intervening night of 14/15.7.2012 at around 12.40AM an secret information was received about a group of boys having possession of illegal liquor, coming in the area of Pitam Pura to supply the same. On this information a team including ERV staff was comprised and checking party started checking on the Outer Ring Road Near Income tax colony by putting barricades. Around 01.00 AM a Ford Icon Car bearing No. HR - 26S - 2740 was coming from Madhuban Chock and going towards By Pass side, the same was instructed to slow down, the driver tried to escape but through barricades, he was forced to stop the car and he along with the person sitting on the front seat fled away, the person sitting on the back seat of the car was apprehended by the ERV staff. The accused person namely Amit s/o Dharambir Hooda R/o Village Roorki Post Bhalot Dist. Rohtak Haryana was found in possession of 10 Cartons of illegal liquor, having 8 cartons DESI liqior while 2 Cartons of English whisky. A secret information was received to SI Sandeep Dabas that one Sikander has constituted a new gang and is committing house burglaries in Punjabi Bagh area. On the information, sources were deployed to collect further intelligence about this gang. On 16.07.12, specific information was received by SI Sandeep Dabas that at about 10 PM, Sikander alongwith his associate will pass through West Punjabi Bagh area to commit crime. On the basis of this information, a raiding party under the leadership of Inspr. Virender Dalal, SHO/Punjabi Bagh and over all supervision of Shri Satish Yadav, ACP/Punjabi Bagh consisting of SI Manohar Lal, SI Sandeep Dabas, HC Naresh, HC Jai Singh, Ct. Tasvir and Ct. Bachu Singh was constituted and deployed near Road No.32, West Punjabi Bagh, Delhi. At about 10.15 PM, two persons who were carrying bags came and at the instance of secret informer both the accused persons alongwith the equipments of house breaking were apprehended by police party. On interrogation they disclosed that they have committed burglary in Punjabi Bagh and adjoining area of North-West and Central Districts.DISCLSURE AND MODUS OPERANDI

During sustained interrogation, Sikander disclosed that he belongs to a poor economical back ground. He is an illiterate and last year came to Delhi in search of work. He was residing in a rented accommodation at Nehru Nagar, Anand Parbat area and started working in Safal Dairy. He further disclosed that as he came in contact with the bad elements of jhuggi clusters and planned to earn money. He further disclosed that as he was in search of some person to commit crime he planned with his room partner Vijay who joined him a month before and works as a labourer in a factory. Subsequently, he organized a gang alongwith Vijay and started to commit burglaries and thefts. He used to spend the booty of his part on liquor and gambling. Accused Vijay belonged to a poor economical back ground and was very impressed of the Delhi culture. He is also fond of wine and gambling. Further raids are being conducted to apprehend the other gang members.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay. 4.And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.PC 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/(i) UTL dated 09.09.2010, I Ram Singh, Asstt. Commissioner of Police, Sub-Division Gokal Puri, do hereby make this written order that all such organization like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub Division Gokal Puri, Delhi shall:-

a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required.

b) Hire and security personnel and other contractual personnel as far as possible from licenced agencies only.

c) Ensure verification of antecedents of all their employees including contractual employees.

d) Ensure that women employees are not made to travel alone with the cab driver during the night and a duly verified security guard or a male colleague (regular employees of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e) Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

f) Ensure that during the night hours cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague during night hours, accompanies the employee on foot up her house and takes a confirmation about here safe arrival.

h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employee.

6. These orders shall come into force with effect from 20.07.2012 shall effective for a period of 60 days up to 17.09.2012 (both days inclusive) unless withdrawn earlier.

(b) Maintaining a register for identity of the visitor/user.(c) Make an entry in the handwriting of the visitor/user mentioning name, address telephone number

and identity proof. The visitor/user shall also sign the register kept for this purpose. (d) The identity of the visitor/user shall be established through identity card, voter card, ration card, driving

license, passport and photo credit card (any one of them).(e) Activity server log should be preserved in main server and its record should be preserved for at least six

months.(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the

police station (g) Record be maintained about the specific computer used by the person, and(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is

being maintained properly.

PRESS RELEASE

        An auto lifter arrested and 3 stolen luxury cars recovered.

        With the arrest of one Mani Rana S/o Sh. Jage Ram R/o H.no. 1080, Village-Bijwasan, Delhi, the local police of police post Nehru Place PS Kalkaji has solved 5 cases of auto thefts.

Incident:

        On 13.07.2012 a cab/taxi from NSD Travels, Shiv Vihar, Karala, ND was booked by one Sunil over telephone through Just Dial for a local drop in the area of Kalkaji. Driver Sushil Kumar S/o Lt Sh. Mani Ram Bagdi R/o J-2/12 A, Shiv Vihar, Karala, ND started with Maruti Swift Desire No. UP-16Z-4406 for Nehru Place. In the meanwhile the mastermind Sunil also hired another driver Sahil @ Iqbal Ahmad for driving down a vehicle from Nehru Place to Gurgaon, for an amount of Rs. 500/-. Sunil passed on a number of Maruti Swift Desire to Sahil @ Iqbal Ahmad through mobile phone, while he was in touch with both Sushil Kumar (Driver of Maruti Swift Desire) & Sahil @ Iqbal Ahmad. Both of them were directed by Sunil to a point outside Paras Cinema on outer ring road. Sunil passed Sushil kumar to hand over the keys to Sahil @ Iqbal Ahmad and wait at G-1/72 for a lady passenger-Madam. After not finding any lady passenger Sushil phoned Sunil, who in turn directed  Sushil to wait for her. Sushil Kumar waited for 30 minutes but in vain. Hetherefore, went back to the place on the outer ring road opposite Paras Cinema where he had parked his car and he was deceptively induced to hand over the keys of his car to someone (Sahil @ Iqbal Ahmad). Therefore, FIR No. 209/12 u/s 420/34 IPC, PS Kalkaji was registered and investigation was taken over.

INVESTIGATION:

A joint team comprising of SI Gajender Yadav, HC Bhagwan Singh, HC Subhash Chand, HC Seeta Ram, CT. Rahul, Ct. Ashok headed by SI Rajeev Kumar, Incharge PP Nehru Place and SI Ajay Yadav, HC Praveen and Ct. Ravinder of AATS, South East Distt. was constituted under the supervision of Sh. Ranbir Singh, Insp. Investigation of PS Kalkaji. During the investigation, accused Mani Rana was arrested on a secret information and three luxury cars stolen from different parts of Delhi were recovered at his instance.

INTERROGATION & MODUS OPERANDI:

        The accused Sunil, who is actually Mani Rana S/o Shri Jage Ram R/o H.no. 1080, Village-Bijwasan, Delhi was interrogated by a team of SI Rajeev Kumar Incharge PP Nehru Place. During interrogation the accused disclosed that he used to provide cars on hire. He had three cars, however because of having suffered huge financial losses he had to sell two of his cars and was left with only one Tata indica, Which he used to drive on his own on a hire/rental basis. Mani Rana is the sole master mind and as par his plan he called “Just Dial” for hiring a taxi for a local drop in South Delhi. Accordingly, he received the first call from the NDS Travels, Shiv Vihar, Karala, ND. He asked for a car at Nehru Place at 4.00 PM for local journey . He again made another call to Just Dial for hiring a driver from a manpower agency

and asked the manpower agency to provide a driver at Nehru Place at 4.00 PM with the direction to contact him on the same phone number.         At about 4.00 PM, the hired driver Sahil @ Iqbal reached at Nehru Place whom he briefed on phone that a vehicle number UP-16Z-4406 would reach there, whose driver Sushil Kumar is not liked by Madam and Madam wants to remove him from the job. Therefore you take the keys from driver of above vehicle and park the vehicle in authorized parking lot and guide the driver (Sushil Kumar) to reach at the shop number G-1/72. Thereafter, you take the car to South Extention and call me from there. The hired driver Sahil @ Iqbal Ahmad acted accordingly and took the vehicle to South-Extn. and from there he made a call to Mani Rana on the given mobile number. Mani Rana asked Sahil @ Iqbal Ahmad to drive down to Ambience Mall at Gurgaon. There Mani Rana met Sahil @ Iqbal Ahmad outside the Ambience Mall. He guided Sahil @ Iqbal Ahmad to take the car inside the basement parking of the Mall and go upstairs to call Madam from 1st floor. Mani Rana stayed inside the car on the pretext of charging his mobile in the car. Mani Rana further assured Sahil @ Iqbal that this payment for the job will be done by the Madam. And Sahil @ Iqbal went from the parking, accused Mani Rana drove away the vehicle himself to Sushant Lok in Gurgaon.         As a driver Mani Rana had visited parking lots of Nehru Place many a times  where he observed the sort comings in the system of the parking and he realized that it is very easy to steal a vehicle from the parking as the people left the keys in vehicle itself so as to enable the parking attendant in sifting of vehicles. Since keys were available within the vehicle, he only required parking slips to drive away these vehicles, for this he procured the used parking slips from the parking attendants for Rs 10/- each by saying that these would be shown to the owner of the car for claiming charges. Mani Rana thus comfortably drove away with the luxury vehicles which they had received earlier.        Mani Rana prepared forged driving licenses so that in case he is challenged and his driving license is seized, he could manage driving with the help of other forged driving license without the need to get his seized driving license released. He similarly got prepared forged papers of the stolen vehicles which use to drive using forged numberplates.

PROFILE OF ACCUSED :-

        Mani Rana s/o Sh. Jage Ram r/o Village Bijwasan, New Delhi aged 40 years is educated upto 10th standard. He belongs to a middle class family of medium size socio-economic  status. He is driver by occupation and has been driving his cars for past many years. He had three cars, however because of having suffered huge financial losses he had to sell two of his cars and was left with only one Tata indica, Which he used to drive on his own on a hire/rental basis.
