    Operational Procedures for Vessel Traffic Services

    Introduction

    This document has been written to ensure that the objectives of Port of Larne VTS Authority are met. TheIALA Recommendation V- 127 Operational Procedures has been used in its construction.

    The purpose of Vessel Traffic Services:-Vessel Traffic Services contribute to the safety of life at sea, safety and efficiency of navigation, theprotection of the marine environment, the adjacent shore area, worksites, and offshore installations from

    possible adverse effects of maritime traffic.

    In addition Larne Port Control can contribute to:Efficiency of related activities; andSupporting Maritime Security

    (SOLAS Chapter V, Regulation 12)

    Discharging Responsibilities On Behalf Of the Harbour Master, Larne Harbour Limited

    The power to regulate vessel traffic in the Port of Larne is conferred upon the Harbour Master (and throughhim upon all VTS Operatives, VTSOs), by the Larne Harbour Order 1998. These powers are given effect by

    general and special directions to navigation. It is important to realise, however, that in conferring powersupon the Harbour Master, the Order also confers a duty upon him to exercise those powers. Thus, if he

    observes that a vessel is navigating unsafely and is, for example, about to run aground or perhaps to collidewith another vessel then he has a duty to do everything in his power to prevent a mishap taking place. Indoing so, however, he should avoid giving direct pilotage advice if at all possible.

    In addition he has a duty to inform vessels about the condition of the port and its approaches, warn them ofany hazards to navigation that currently exist, and direct them to comply with the law and particularly with

    the ports General Directions.

    He must provide the initial response to any serious marine emergencies that occur within the harbour andmust use all of the resources available to him to contain the situation until it can be handed over to theappropriate authority. This will normally be Maritime Coastguard Agency where there is a threat to human

    life. In the case of an oil pollution incident, this is to be dealt with as per the Pollution plan.

    Section 1.0 -Port of Larne Area of Jurisdiction

    TheAuthoritys Area of Jurisdictionmeans the area comprising Larne Harbour and the statutorylimits and approaches thereto.

    Subject to the provisions of this Order, the Company will exercise its functions within the port, being thearea shown on the map bounded by

    (i) A straight line drawn from reference point 545234N. 054919W (Black Cave Head) toreference point 545241N.054513W (the beacon at South Hunter Rock):

    (ii) A straight line drawn from reference point 545241N. 054513W (the beacon at SouthHunter Rock) to reference point 545134N.054540W (Skernaghan Point):

    (iii) A straight line drawn from reference point 545134N. 054540W (Skernaghan Point) toreference point 545130N. 054644W (Barrs Point):

    (iv) The level of high water on the shores of Islandmagee from reference point 545130N

    054644W (Barrs Point) to reference point 545024N 054540W (south-east ofBallylumford Power Station):

    (v) A straight line drawn from reference point 545024N. 054640W (south-east of

    Ballylumford Power Station) to reference point 545024N. 054800W (Curran Point).

    (vi) The level of high water from reference point 545024N. 054800W (Curran Point)extending in a northerly direction to reference point 54 5234 N. 05 4919W (Black CaveHead):

    Together with the quays, landing places, and all other works and land of the Company for the timebeing held by it for the purposes of or in connection with that area.

    Important Note: Larne Port Control provides a Traffic Organisational Service (TOS) boundedby the same area as the Statutory Harbour Area of jurisdiction.

    Section 2.0 - Internal LPC Procedures (Routine and Emergency)

    Internal LPC Procedures procedures that cover the day-to-day running of a LPC centre, including the operation of

    systems and sensors, interactions among the staff and the internal management of data.

    2.1 Operational Staff

    The LPC control room is manned continuously by VTS Operators. Its activities are in the sole charge of theVTSO who shall not leave the building unless properly relieved by another VTSO, except in an emergency.

    Only the Harbour Master, Port of Larne, can relieve the VTSO of his duties.

    General Instructions:

    Whilst on duty LPC staff are to be smartly dressed wearing the supplied uniform.

    No unauthorised public broadcast media shall be listened to in the LPC control room.

    No unauthorised use of the Internet should take place.

    Recreational reading of books is not to interfere with operational duties.

    Recreational reading of newspapers, magazines and internet websites is not to interfere withoperational duties.

    Recreational use of personal electronic equipment is not permitted in the LPC control room.

    No console or equipment housing in the LPC building is to be opened by LPC staff, unless

    specifically asked to do so by a technician.

    No unauthorised equipment is to be used at anytime.

    The LPC control room is to be kept tidy at all times. There is a storage facility for personal

    belongings in the lockers at the building entrance.

    The Companysno-smoking, alcohol and drug policies must be strictly adhered to.

    Private telephone use should be kept to a minimum and should not interfere with the operation ofthe station.

    2.2 VTS Officer: Principle Duties and Responsibilities

    Monitor and regulate navigation, and ensure that the statutory regulations and guidelines arefollowed.

    Provide vessels using the Port of Larne with the necessary information, advice or direction toachieve a safe passage in, through and/or out of the harbour.

    Collate and disseminate information to all port-users acting as a link between the vessels and those

    concerned with their movements within or transiting through the harbour and onwards to LarneLough, in particular the requirements of the various ferry operators and shipping agents.

    Ensure that Broadcasts are promulgated by VHF as required and contain information on weather,tides and other relevant navigational information.

    Carry out the role of first contact in Emergencies and Incidents, which may lead to the activation ofemergency plans.Monitor maximum drafts for the harbour.

    Be proactive in any situation that may lead to a close quarters situation or where non-compliancewith regulations, plans and procedures is observed.

    Compile various reports and statistics appertaining to events and incidents in the Larne VTS area.

    Have overall responsibility for the watch, ensuring that it is conducted in accordance with V103,Port of Larne procedures.

    Assist in the planning and monitoring of large vessel movements.

    To ensure anchor guards are set on the radar.

    Be proactive in the management and efficiency of traffic at the Pilot Boarding and Landing Stations.

    Manned at all times, the person on duty must not be distracted from his role by other personneland will not be relieved without the provision of a comprehensive hand-over of information.

    A listening watch on VHF channels 11 and 16 shall be maintained at all times; other VHF channels

    are to be monitored as required for the safe regulation of traffic, for example Ch.37 EABC racingchannel.

    2.3 Procedures during the Watch

    2.3.1 Operate Communications Equipment-Use standard marine communications phrases (SMCP) in message compositionand use message markers when appropriate.

    Messages should be concise, unambiguous and not contain conditional words.Messages should be result orientated.Certain activities and safety related messages are promulgated by the

    transmission of a standard broadcast; these are contained in the printed sheetsavailable at the workstation.

    2.3.2 Maintain and Update Vessel Traffic Image-Continually make a full appraisal of all significant traffic in the Larne VTS area

    using radar and VTMIS.Take account of present and developing situations that impact or will impact onvessel traffic in the area.Be aware of the intentions and sailing plans of all significant vessel traffic.Be aware of ship types, special characteristics and cargo of vessels that may

    influence the safe and normal operation of traffic flow and may pose a threat tothe environment.Traffic should be monitored continuously for any deviation from the recognisedtraffic flow.

    Use all available means to identify and establish contact with non-reportingvessels. (If immediately available i.e. already underway, a workboat can be

    requested to ascertain the identity and intentions of such vessels). Considercontacting the nearest ship or yacht club to ascertain identification.

    2.3.3 Monitor Present and Forecasted Meteorological and HydrologicalConditions-

    Continually maintain situational awareness of the prevailing and expectedmeteorological and hydrological conditions.Respond to significant changes in conditions and promulgate information to

    other interested parties.Promulgate tidal information to vessels in the Larne VTS area particularlyvessels with a maximum draft.Be aware of the requirements in restricted visibility.

    2.3.4 Communicate with Stakeholders-

    Collect data from all available sources and consider the influence it may have onregulations and the statutory authority of Larne Harbour Ltd.Disseminate essential information and consider the phrasing timing and content of

    messages.

    2.4 Watch Handover

    The VTSO on watch shall not hand over the watch to the relieving VTSO unless he is satisfied that therelieving watch is sufficiently rested and otherwise fit for duty (assistance should be sought from the Harbour

    Master or if doubt arises).

    Information in the handover should include but is not limited to the following:

    Present traffic situationexplanation of the traffic situation from the radar.

    Expected/developing traffic situations- information from VTMIS and radar.

    Incidents and special operations - information from database and handover sheet.

    Environmental conditions information from tide monitor, meteorological data and weatherforecasts.

    Equipment performance - information from handover sheet and entries in database.

    The location of the Harbour Master.

    The handover sheet should be continually updated. It acts as an aide memoir when carrying out the verbal

    handover of the watch.

    The VTSO taking over the watch should not accept responsibility for the watch if in any doubt as to theprevailing situation.

    On taking over the watch the VTSO is required to make a full appraisal of all significant vessel traffic in the

    Larne VTS area. Signing on with personal passwords into PCs should also be completed.

    2.5 Harbour Masters Memorandums

    Contained within the LPC Memo List arenew or altered operational procedures. These are produced whenthe Harbour Master has made a decision on an unusual situation or request. These should be consulted,when evaluating similar situations. When appropriate a new precedent should be advised to the HarbourMaster by a VTSO to enable evaluation of the topic and consideration given to issuing information or newoperational procedures.

    For example Operational Memoscover but are not limited to the following topics:

    Anchoringvessels to clear of No.1 before anchoring;Bunkeringship to ship transfer procedures introduced September 2010;ImmobilisationMaster to seek permission before immobilising engines;Pilotagevarious issues addressed;

    Memos issued during any 12 month period are audited at year end, cancelled if deemed either in-appropriate or out of date or maintained as they add to the body of knowledge. A central register ismaintained for reference purposes.

    2.6 Harbour Master

    The Harbour Master is on call during out of office hours. When on leave or unavailable then select from thefollowing: Managing Director, Safety Manager, Maintenance Manager, and Security Manager as specificallyrequired. Each Friday afternoon, LPC will be notified by e-mail of the name, contact numbers and period oncall of the Duty Manager when it is not to be the Harbour Master.

    2.7 Training

    All VTSOs will hold a minimum qualification of V103-1.All new VTS operators will undertake on-the-job training.A record book will be completed ensuring that all aspects of LPC are covered.

    Training will be given on the installation of any new equipment in a workstation.

    Annual assessments of staff will take place at the same time as a PDR (personal developmentreview), held with the Harbour Master.Training is continuous and ongoing and includes, but is not limited to:

    o Completing port trips with Pilotso

    Visiting associated departments and serviceso Participation in exerciseso Situation scenarios utilising radar recordingso Toolbox Talks

    V103-1 refresher courses will be undertaken every 3 years (with one years grace permitted inexceptional circumstances).

    2.8 Gathering and Recording of Information Including Data Storage

    2.8.1 RecordsAre kept to show evidence of past actions and events and to substantiate whatwas communicated or decided and what actions were taken.

    VTSOs are required to maintain a high standard of record keeping. Information,no matter how minor or trivial may be the subject of an inspection or form anessential part of any follow up investigations

    2.8.2 Logging of Information & Record KeepingThe logging and recording of all relevant and significant events during the watch

    is required for statutory and Larne Harbour VTS Authority purposes. Theworkstation is equipped with the necessary equipment to record information.

    Information is to be handwritten only in the Log Sheet and VTS Checklist.

    2.8.3 Preservation of Records (Radar & VHF)

    In the event of an incident, to preserve Radar & VHF records for future internal &external investigations, the Harbour Master must be informed at the time of theincident via e-mail, so that the relevant data can be archived to file.

    Notethe Transas equipment will retain all Radar VHF and telephone informationfor a minimum of 30 days. After this period the data will be overwritten by the

    system.

    2.8.4 Port of Larne Operations Log SheetAll relevant information should be recorded in the Log Sheet. (TheDaily ShippingMovement Report is promulgated to: Harbour Master, Managing Director,

    Administration Department, and is compiled from the entries in the Log Sheeteach day).

    The Log Sheet defines the types of information that is required and includes, but

    is not limited to: movements, weather, notice to mariners, equipment problems,ship defects, quay damage, duty LPC staff, port defects, bunkering operations

    and operational memos.

    Information held in this Log Sheet is kept on file, retrievable, hand written and isnever to be deleted.

    A telephone directory, listing up-to-date contact details, is contained at the VTSO

    desk.

    2.8.5 The Port and Vessel Information System IT DatabaseContains and records shipping information data. It provides information to enablea traffic image to be established. The system provides a fully integrated

    administration and information system for Pilotage, LPC, Finance and Port

    The IT department at Dover manages the system. The information it contains isbacked up on a server in the Passenger Terminal, Larne. Information held in thisdatabase is fully retrievable and is not overwritten or deleted.

    If it is not possible to enter the required information into electronic databases atthe time, then an entry should be made in the Log Sheet and then transferred tothe relevant database when it is operational again.

    It is important that all information is recorded accurately, entries are true andfactual and that the utmost care is exercised to ensure that no opinions areexpressed.

    2.8.6 Telephone CallsAre recorded by the Transas recording equipment, which is situated at Larne Port

    Control. Playback is accessible from the Harbour Masters system. Records areretained for a period of at least 30 days.

    2.9 Equipment Operation, Maintenance, Calibration and Updating

    A full set of updated equipment operation manuals are kept in Larne Port Control. It is the responsibility of

    the Harbour Master to ensure that they are complete and up to date.

    Manuals are held for: Transas Naviharbour radar tracking system, Karlan weather station, telephonesystem, CCTV, Motorola Hand held VHF units.

    Actions:Monitor the serviceability of the equipment to determine that equipment is operating correctly.If there are any faults, correct them using the operating manuals or report them to themaintenance department via Defect Reporting System, also making an entry in the LPC OperationsLog Sheet.

    If the fault adversely affects the service that LPC is able to offer, then an appropriate broadcast is

    to be made and consideration given to informing the Harbour Master.

    The position of buoys should be monitored by comparing their radar return to the map overlay.Meteorological and hydrological data should be checked periodically using outside sources

    Fire Alarms in Larne Port Control are to be tested weekly on a Friday between 1500 & 1600 hours,an entry to be made in the fire alarm test logbook.

    2.10 Maintenance of Marine Publications

    Larne Harbour Limited publishes marine documents such as hydrographical charts, Notice to Mariners andGuidance Notes to Pilots & PEC holders and a range of other port stakeholders.

    Upon receipt of any of the above, the VTSO is to ensure that this information is promulgated to allLPC staff on duty at the time and the information filed in the relevant location.

    A sign to have seen system is in operation and this is reviewed regularly by the Harbour Master to

    ensure that all staff is in possession of information.A list of current publications published by UKHO is contained in the LPC; the list needs to beupdated on receipt of new editions of published charts.Old charts and publications should be disposed of to avoid out of date ones being used in error.

    2.11 Interaction with Allied Services

    LPC acts as a focal point for safety and commercially related information. It is often called upon to play aliaison role between one or more stakeholders. For example:

    2.11.4 Shipping AgentsOnly a few shipping agencies operate in Larne but In dealing with agents LPCstaff are to keep communications factual and given in a professional manner.

    2.11.5 Government AgenciesLPC works closely with the MCA at H.M. Coastguard at Bangor.LPC is under obligation to report incidents in the Port that have a direct

    bearing on safety of life at sea and protection of the marine environmentto the MCA.LPC may be asked by the Harbour Master to contact the MAIB on hisbehalf. This would be as a result of an accident.

    The N.I.E.A will be contacted in every oil pollution incident.

    2.11.6 Commercial OrganisationsTelephone calls from these organisations are normally with ferry

    operators on scheduled services to the port i.e. P & O Irish Sea.LPC is to deal with enquiries in a professional manner at all times.

    Certain calls may be best served by transferring the call to the HarbourMaster.

    2.11.7 Port HealthUnder the Public Health (Ships) Regulations the Master of a ship arriving from aforeign port must report to the Port Health Authority the occurrence on boardduring the voyage of

    IllnessAny other circumstances which are likely to cause the spread ofinfectious disease.

    The presence on board of:A person suffering from an infectious disease.

    Any animal or captive bird of any species including rodents and poultry,or mortality or illness among such animals or birds.

    2.12 Public Relations

    LPC does not divulge sensitive or media worthy information to outside parties without permission from theHarbour Master or Managing Director.

    2.12.1 Visitors to LPCVisitors to LPC should be met, and accompanied at all times.

    Every effort should be made to present LPC in the most favourable light.The safety of visitors must remain paramount.All visitors will sign the Visitors Book.

    2.12.2 Requests from AgentsRequests for information from Agents, for example, regarding maximumdraughts or tug requirements, should be given due thought andattention.

    Ensure that if calls come at a busy time, the callers name and telephonenumber are taken, and they should be advised that their call will bereturned as soon as possible with the information they seek.

    2.12.3 Press

    LPC staff must decline media requests as they are not designated as a

    spokesperson and are not authorised to offer a comment on their behalf.Media enquiries regarding an incident can only be given by the VTSO onthe standard holding statement (Appendix 2) in the absence of the

    Harbour Master.

    Larne Harbour Limitedwill handle most media inquiries, statements andbriefings, as well as liaison with media requirements of an affectedparty.

    2.13 Security

    2.13.1 Information Technology (IT)Larne Harbour Limited operates an Information Technology (IT) Security

    Policy; copies of the policy are available in the Policy File, kept at LarnePort Control.On joining the company all personnel are given a copy of this policy.Many internet sites are fire-walled to prevent corruption of workstation

    computers.

    2.13.2 Port SecurityThe Port Facility Security satisfies requirements of the ISPS Code.

    2.13.3 Personnel & Buildings

    The LPC main entrance door should remain locked at all times. Access isgained by use of the Security Badge issued to all LHL employees. All

    VTSOs are to use this door for entering and leaving the building.The Emergency Door is to be closed at all times.

    2.13.4 Security incidents at LarneIt may be necessary to alert other Harbour employees, and call theHarbour Police.

    2.14 Exceptional Events

    Quay ClosureIn the unlikely event of the requirement to close a quay the Port Emergency Planwould be implemented. Inform the following harbour staff:

    Harbour Police, if not already advised as they will take responsibility forsecuring the area;Harbour Master; who will advise on further managers on the contact list;Port Engineer if the issue was structural.

    Gritting of Pathways & Ramps / QuaysHarbour Police will ascertain when conditions require surface gritting. If it isconsidered necessary the Harbour Police will contact LPC and the VTSO will

    initiate the call out procedure.

    LPC will contact the following for gritting:During normal business hoursMaintenance Manager;

    Out of hours and weekendsJ. McLoughlin & Sons on-call Chargehand.

    2.15 Loss of Main Power

    In the event of a power outage in the LPC Building or Control Room, call Maintenance Manager in businesshours and call-out number at all other times.

    2.16 Loss of External Communications

    A broadcast to shipping is to be made advising mariners that communications with LPC are limited.In the event of the loss of the main VHF the fault should immediately be reported to HarbourMaster and Maintenance Manager.

    A back up is provided byEmergency VHF set and 3 x battery-powered hand held VHFs, which willprovide limited coverage due to their range capability.

    The MCA at Bangor should be requested to transmit a safety message outlining the limitations ofLPC communications.

    If primary telephone fails, it is not critical to the main function of LPC but, there is a back up duringbusiness hours at Harbour Office.

    A telephone system failure (either an internal or external line) should be reported to the ITDepartment Dover and if necessary a Defect Report completed to the Maintenance Department. Ifyou are then given information by the telephone provider they will inform you of:

    1. A job reference number.

    2. The expected duration of down time.

    2.17 Loss of Internal Communications

    Within the LPC control room communications are face to face, hence there is no need, and so no provision

    for internal communications back-up.

    2.18 Loss of Functionality of Sensor Equipment

    If a planned time out period is to take place (e.g. for maintenance or updates to be installed),

    printouts of relevant screens should be prepared.If there is an unplanned outage, then information may be available from external AIS website suchas ShipAIS.com or MaritimeTraffic.com

    A fault should be reported to the Maintenance Department.

    2.19 Loss of Transas NaviHarbour Radar Tracking System

    All malfunction of Transas navigational harbour equipment, hardware and software should be reported to theMaintenance Manager and Harbour Master. A Defect Form to be completed.

    2.20 Internal Emergencies

    Fire:A fire procedure card is posted in the entrance corridor wall. Fire Alarms in the LarnePort Control building are to be tested weekly on a Friday between 1500 & 1600 hours, anentry to be made in the fire alarm test logbook.

    Port Control Building Evacuation: In the event that Larne Port Control building requiresto be abandoned then the guidelines set out in Port emergency Plan are to be followed.

    Medical Emergencies:a. A first aid kit is located in the kitchen area.b. An entry should be made in the Accident Book, situated in Larne Harbour Admin Office.c. The Harbour Master and H&S Manager need to be informed of any accident, as an

    investigation may be required.

    Section 3External LPC Procedures (Routine & Emergency)

    Procedures that govern the interaction with participating vessels and allied services (defined as services

    actively involved in the safe and efficient passage of the vessel through the LPC VTS area).

    3.1 Pre-Arrival

    All vessels intending to navigate the Harbour of more than 50 GRT/GT and carrying dangerous substancesare required to report in accordance with the procedures laid down in the Ports Operation Procedures.

    The information is entered into the Log Sheet system, to form part of the overall traffic image. The followingis to be followed when a vessels arrival is confirmed by VHF communication:

    Acknowledge call;

    Receive vessels information;ETA, draft, PEC, Hazardous Cargo, defects or deficiencies;Inform vessel of traffic movements, weather status, berthing or anchoring arrangements.

    3.2 Vessels Entering the Larne VTS area

    Track and monitor vessels entering the Larne VTS area;

    Check vessel complies with reporting requirements;Advise vessel of Pilot boarding position, time and order of boarding - if applicable;Advise of anchorage position - if applicable;Advise vessel of relevant traffic situation;

    Advise vessel of any navigational/ fairway information;Advise vessel of weather and tidal information.

    3.2.1 Pilot Boarding Co-ordinationAdvise Pilot of vessels ETA to pilot station;Advise Pilot launch of vessels ETA to pilot station;Confirm when pilot will join pilot launch.

    3.3 Commercial Vessels Transiting Larne VTS area

    3.3.1 Broadcasts

    3.3.2

    Radio broadcasts of any information affecting shipping and safety will be made

    immediately on receipt, if necessary

    Vessels Not Reporting at Mandatory Reporting PointsAn entry is to be made in the Non-Conformance Log Book if a vessel fails to report at amandatory reporting point as laid down in Port Guidelines.

    3.4 Commercial Vessels (including fishing vessels) passing through Larne VTS Area whosedestination is not the Port of LarneFailure to Report

    SI 2110, 2004 Merchant Shipping (Vessel Traffic Monitoring and Reporting Requirements) Regulations 2004requires that A vessel shall participate in, and comply with the rules of Larne VTS.

    Vessels transiting the Larne VTS area are statutorily required to report.

    3.5 Vessels at Berth

    A vessel will advise LPC when it is secured alongside its berth. It should be made fast as close as is

    safe and practicable to the jetty or quay.There is no requirement from LPC, for the vessel to maintain a listening watch when alongside itsberth.

    Vessels are to be kept in a moveable condition as stated in the Port Guidelines.

    A vessel breaking adrift shall call LPC as soon as practicable.

    Security level requirements are dealt with by the ships agent and LHLs ISPS co-ordinator prior tothe vessels arrival.Clearance to sail shall be sought 15 minutes prior to a vessel departing its berth.

    3.6 Vessels Departing the Larne VTS area

    Reporting procedures are laid down in Section 10 of this Manual.

    3.7 Bunkering

    Refer to Annex 1

    3.8 Vessels Requiring to come to Anchor to effect a Crew Relief or Stores Transfers

    The following instructions relate to vessels conducting crew changes in theLarne Harbour SHA: -PEC certificate holders are granted permission on request to effect crew relief and store transfers.

    Vessels subject to compulsory Pilotage are required to embark a Pilot to effect crew changes withinthe Compulsory Larne Pilotage District.

    3.9 Tugs and Tows

    Tugs and tows require compulsory Pilotage when the combined length of the tug and tow is 30

    metres or over.In the case of the tow being less than 30 metres and being towed by a tug, Pilotage is non-compulsory.To assist with the safe planning of operations involving tugs and tows it is essential that all thesemoves are shown to the Harbour Master prior to the event.

    When a tug is towing alongside, the tug & tow are classed as one unit and Pilotage requirementsare considered for that one unit.

    3.10 Ordering of Tugs

    Certain other vessels are subject to predetermined tug requirements and should have their tugsordered prior to arrival.

    Vessels not required to take tugs, but wishing to do so:Except in emergencies, whenever possible, tugs should be ordered by the vessels agent at therequest of the Master. In this way, the agency concerned and /or owners of the ship will be ablecontact various tug operators. The Pilot will give his best advice to the Master on towagerequirements and what is available in the Port of Larne. The Master can convey this to his ownersor agents as he sees fit. If it is not possible for the ship or LPC to contact the agent, then for thesake of good order tugs can be ordered by LPC provided the Master has given his personal

    authority to do so.If time is limited, advise the Master of the capabilities and availability of the various tug operators;he can then advise which he prefers.If none of the above is practicable due to the emergency of the situation, then in the interests of

    safety of the harbour, choose a tug taking into account the suitability to address the incident andthe speed of response.

    3.11 Ordering of Tugs for Vessels Aground

    LPC will not order a tug without being advised the tug company to use, unless it is in the interests of safety.

    3.12 Action when an Incident is Reported

    If an incident is reported to LPC, which has resulted in damage to a vessel:Ascertain from the Master/Pilot the extent of the damage.

    Complete a Marine Safety Report.

    If the damage is of a significant nature, that could affect the safety of the vessel, then the vessel should notbe allowed to proceed to sea or move between berths until the Master is able to confirm that all of thefollowing are satisfied that it is safe to do so.

    P & I club;MCA (Port State Control).

    LPC should also confirm with the Harbour Master that he is satisfied the vessel can be moved.

    Until such time:Where a vessel is still in alongside a berth, it should remain there.

    Where a vessel has departed a berth consideration should be given to it returning.Where a vessel has passed No. 1 buoy it should be directed to a safe anchorage position.

    If an incident is reported to LPC by a Pilot, PEC or Master, which has occurred within the port or itsapproaches, the person reporting should be asked if the Harbour Master has also been notified. If this hasnot been done, then the caller should be advised to do so.

    3.13 Reporting Defects

    Quote from SI. No. 3128 (1995). If a port authority, when exercising its normal duties, learns that a shipwithin its port has deficiencies which may prejudice the safety of the ship or pose an unreasonable threat ofharm to the marine environment, it must immediately inform the appropriate Marine Office of the MCA.

    As an example; a vessel that goes aground and refloats within 10 to 20 minutes may well have been due to

    a lack of water or Pilot error, but not due to a deficiency on the vessel and so providing that no damage hassubsequently occurred to the ship, MCA do not need to be informed.

    If however the grounding was due to a mechanical problem there may be cause for an MCA visit and so theyshould be advised. A grounding that results in the vessel not completing its passage on the tide should bereported to MCA.

    The Harbour Master will be able to advise you if you are in any doubt whether or not to inform the MCA, butyour own discretion and professionalism should guide you. If you are not sure it is best to advise MCA:

    The method of passing the information on to them should be determined by the urgency you

    consider. MCAs normal working hours are 08:30 to 17:00, outside of these times they will not seee-mails or respond to telephones calls.

    Outside normal working hours reports should be sent to the Marine Office, unless the deficienciesrequire urgent inspection. The Out of Hours number is to the MCA control centre in Wales who will

    pass on the report to the duty surveyor in this area. The surveyor may call back for further details.

    When a defect is reported, additional to the normal recording and reporting procedures, inform theHarbour Master. This is to ensure that he will have all relevant information if a risk assessmentneeds to be carried out before arrival of vessel.

    3.13.1 AIS Defectso If a vesselsAISis inoperative then this is to be reported to the MCA.

    o The relevant legislation SI 2004 No. 2110 Regulation No. 9 states:-The master of aship fitted with an automatic identification system shall ensure that the system is

    maintained in operation at all times except where international agreements, rules orstandards provide for the protection of navigational information.

    3.13.2 Operation of AISo Defects are to be reported to the MCA Bangor on 028 9147 5310

    o To avoid any discrepancies with the LPC system an independent check of thefunctioning of the vessels AIS with another vessel would be prudent

    Note: The Harbour Masters policy is that when vessels are alongside the AIS should be on as per SI 2004

    No. 2110 Regulation 9. If asked the question by the Master should the AIS be on then the answer fromLPC should be yes.

    3.14 Reporting Accidents to MAIB

    As soon as is practicable and by the quickest means available, a report should be made to the MAIB if there

    is an accident involving a ship that has merited callingout the Harbour Master.

    Reports to MAIB for accidents that have not needed a Harbour Masters call out will be made during officehours.

    3.15 Recreational Vessels - Recommended Routes for vessels less than 30 metres in length

    The Master of every small vessel will make use of the recommended track for yachts and channel crossingpositions whenever practicable when transiting the Authoritys Area, as advised by Larne Port Control.

    3.16 Vessels Requiring an Anchorage

    If a vessel requests an anchorage due to weather, repairs or is advised to anchor due to berth availabilitythen LPC will advise the vessel of a suitable anchorage taking into consideration the vessels characteristicsand dimensions.

    The vessel will be advised, when initial contact is made, of his anchoring area.

    When a vessel comes to anchor or enters the port for weather, crew changes etc. a note of the reason andagents name to be entered into the logbook.

    Information for vessels coming to anchor: -Traffic movements

    Tidal and weather informationGive LPC 15 notice prior to departure.

    3.17 Vessels Dragging Anchor (Use of Radar)

    Any vessel observed or reported to be dragging anchor should be alerted as soon as possible and other shipsin the area informed, as they may need to weigh anchor to clear the path of the vessel dragging her anchor.If required, and time permits, then consideration should be given to providing tug and Pilot assistance.

    Sample broadcast;WARNING:LPC radar indicates you are dragging your anchor. Check your condition and confirm

    your intentions.

    Consideration must also be given to advising (and to check that) the OOW has called the Master and that theengines are on standby.

    The radar should be set to monitor vessels when anchored to give warning of a vessel dragging her anchor.

    3.18 Designated Anchorages

    The Master of every vessel when anchoring in the Authoritys area must comply with the followingDirections:

    3.18.1 Permission to anchorThe Master of every regulated vessel will not anchor without the permission of the

    Harbour Master except in case of an emergency to avoid collision, drifting, runningaground or damage to any other vessel or property.

    3.18.2 Anchoring position

    The Master of every regulated vessel which intends to anchor will ensure the vessel isanchored within the l imits of the designated anchorage area.

    3.18.3 Notification to anchorThe master of every regulated vessel to which this Direction applies is required, so far aspracticable, to notify Larne Port Control of the proposed position in which it is intended

    to anchor the vessel. This notice must be given in sufficient time to enable Larne PortControl to direct the Master to place the vessel in an alternative anchorage if required.

    3.18.4 Designated anchorage

    The Master of every regulated vessel will anchor within the limits of the designatedanchorage 1 mile NNE of No. 1 Buoy, in the vicinity of 54 52N, 05 47W. Clear of theleading line and of the submarine cable which comes ashore 1.5 NW. The anchorage issomewhat exposed in heavy weather.

    3.18.5 Emergency anchorageIf, in an emergency, a vessel is obliged to anchor otherwise than in accordance with thisDirection, the Master of such a vessel will, as soon as reasonably practicable, thereafterinform Larne Port Control.

    3.18.6 Anchor and Listening Watch to be MaintainedThe Master of a vessel at anchor shall ensure that an anchor watch is maintained and inaddition shall ensure that a listening watch is maintained on VHF Ch 14.

    3.18.7 Loss of Anchors, etc.The Master of a vessel which has slipped, parted from or lost any anchor, chain, cable orpropeller shall give to LPC notice of the position of such anchor, chain, cable or propellerwith details thereof as the Harbour Master may require and if the Harbour Master sodirects shall cause such anchor, chain, cable or propeller to be recovered as soon aspracticable.

    Particular attention must be paid to the movement of vessels within the area and tovessels arriving and departing from Larne.

    Note: Bunkering when at anchor within port limits is prohibited.

    3.19 Buoyage & Navigation Marks

    3.19.1 Approach BuoysThe buoys should be checked as a matter of routine. Radar, CCTV or Pilot launchesshould be used to check these buoys and if sea conditions are too bad then inward or

    outward bound vessels should be asked to verify the positions of the buoys.

    For navigational marks that are off station or extinguished within LHL area of jurisdictionit is necessary to adopt the following procedures: -

    A Notice to Mariners wil l be issued and promulgated to all port stakeholders,

    the Coastguard and the UKHO, Taunton;Every vessel transiting to or from the Port of Larne will be informed of the failednavigation aid;Report the defect to Commissioners of Irish Lights.

    When the warning is cancelled, the Coastguard and the UKHO, Taunton should beinformed.

    3.19.2 Reporting of Floating Mark DefectsWhen a report is received of a defect to a floating mark then this is to be passed to CIL

    in Dun Loaghaire. A broadcast may need to be made when the report is received and willneed to be included in the arrival or departure reporting procedure.

    3.20 Restricted Visibility

    3.20.1 Restricted Visibility Terms

    Visibility at Larne is referenced to the standard Met Office criteria as follows:Very poor: Visibility less than 1000 metresPoor:Visibility between 1000 metres and 2 nautical milesGood :Visibility between 2 and 5 nautical milesVery Good:Visibility more than 5 nautical milesLPC has access to the latest Met Office forecast every 6 hours.

    Visibility may deteriorate for a number of reasons from local weather conditionsfog,snow and heavy rain and also because of the presence of smoke or dust.

    When visibility is restricted to 500m in any part of Larne Harbours Authoritys Area, thefollowing regulations are to be followed:-

    3.20.2 Restricted Visibility Broadcast:A Reduced Visibility Information Broadcast will be made on VHF Channel 11, stating thatReduced Visibility Regulations are in operation for Larne VTS area.

    3.20.3 VHF Discipline:Larne Port Control (which is responsible for VHF discipline at all times) will exerciseparticular vigilance concerning VHF discipline during Restricted Visibility Regulations.

    Vessels alongside will exercise extreme caution when communicating with a vesselunderway.

    Vessels of 10,000 dwt or more and any vessel carrying dangerous or polluting goods inbulk shall not enter or move within the harbour if the visibility isles than 500m.

    3.20.4 Very Poor Visibility - Restricted entry into port

    Vessels of 10,000 dwt or more and any vessel carrying dangerous or polluting goods inbulk shall not enter or move within the harbour if the visibility is less than 500m, except:

    Regular scheduled vessels, can move in any visibility conditions, at the discretionof the Master and the VTSO, however only one vessel at a time may be underway in the area west of Barrs Point and south of Black Cave Head in such

    conditions. Vessels must manoeuvre with great caution;Leisure vessels and fishing vessels may move with the permission of the VTSOperator.

    3.20.5 Very Poor VisibilityAdditional Restrictions

    If visibility falls to less than 500m, any vessel carrying a dangerous substance in bulk, isprohibited from movement within the harbour area. More details are set out in the PortOperations.

    All other vessels are permitted to move subject to the Master and Pilot being satisfiedthat it is safe to do so having assessed the vessels manoeuvring capabilities, navigation

    systems, crew competence and familiarity in relation to any additional risk posed by therestricted visibility.

    Additionally, any vessel required to work with tugs within the harbour must bespecifically risk assessed for the safety of such operations in the prevailing visibility.

    When visibility has dropped to less than 500m and one or more vessels have beenprevented from moving, LPC must engage in forward planning to ensure that allinterested parties (ferry management, berth and tug operators, local agents) are aware,and that future planned movements are properly co-ordinated and safely conducted inview of the additional volume of shipping movements that may be involved.

    3.21 High Wind Procedure

    Purpose: to advise vessels of wind conditions in the Larne VTS area.

    3.21.1 Wind procedure for vessels at anchorMost causes of vessels dragging anchor can be attributed to high windconditions. A recent MAIB report showed that out of 21 reported incidents 19 ofthem were due to high winds.

    LPC should not hesitate to advise vessels at anchor to get underway if weatherconditions dictate.

    In high wind conditions closer monitoring than normal of anchored vessels

    should commence, use must be made of the dragging anchor alarm system onthe radar.

    The Met. Office issues regular gale warningsand the ships are to be warnedaccordingly.

    Any vessel observed to be dragging anchor must to be contacted and advised ofthe situation. Other vessels in the area should also be warned

    3.21.2 Wind procedure for vessels entering or departing the port.

    No vessel shall enter or move within the port with the wind in excess of 30 ktsunless it has been confirmed by the VTSO that the destination berth is clear.

    Vessels shall not enter, leave or move within the port with a wind in excess of

    40 kts; however exceptions may be made for off-berth winds and regularscheduled ferry movements, at the discretion of the Master and the VTSO.

    Notwithstanding any other provision of this section, only scheduled ferrymovements will take place in winds in excess of 50 ktsat the discretion of the

    Master and VTSO and at other times for the purpose of safety of life or of thevessel.

    3.22 Storm Tide Warnings

    A 'storm tide' is when the tide level is higher (or lower) than predicted astronomical tides. The Storm Tide

    Forecasting Service (STFS) plays a pivotal role in flood prevention around the coasts of England, Wales andScotland. The Met office provides the Environment Agency with its forecasts of coastal flooding, surge andwave activity, together with warnings when hazardous situations are seen to be developing. TheEnvironment Agency then acts on this information.

    3.23 Flood Warnings

    In the event of possible flooding in the harbour area LPC will receive a Flood Warning from the police. LPCshould immediately relay notification of the flood warning to the Harbour Police who will enact theEmergency Contact List.

    3.24 Negative Surges

    LPC are to closely monitor tide gauges and inform the Harbour Master of any appreciable height below orabove prediction, i.e. less or more than 50cm.

    3.25 Arrested Vessels

    Vessels placed under arrest cannot move to another location without the permission of the arrestingauthority in conjunction with the Harbour Master.

    3.26 Masters and Others Suspected of being Under the Influence of Alcohol and/or Drugs3.26.1 If LPC has reasonable cause to suspect that the master of a vessel has levels of drugs or

    alcohol in his body which may :-impair his fitness to navigate; or

    render him incapable of taking proper control of the vessel;

    3.26.2 LPC may instruct the vessel to proceed to a designated berth or anchorage, or if the

    vessel is already on a berth or at anchor, LPC may instruct the Master that the vessel is to

    remain in that position.

    3.26.3 When there is a report of a Master or crew member of a vessel in Larne Harboursuspected of being under the influence of drink or drugs, then LPC to inform the HarbourMaster in the first instance.

    3.26.4 If an incident occurs that requires the Harbour Master to be informed, then he will giveconsideration to whether or not a drug & alcohol test is required.

    3.26.5 A vessel instructed under direction (2) above will remain in the position designated until,

    in a case where the Master is suspected of having alcohol in his body, he submits to abreath test on equipment provided by the Harbour Master and approved by the Secretaryof State for the purpose of the Railways and Transport Safety Act and the said breath testindicates a reading of less than the prescribed limit for the purposes of that Act.

    3.26.6 The Master of every vessel will comply with an instruction given under direction (2)

    above.3.27 Contacting the Harbour Master

    The Harbour Master must be contacted Day or Night in the following circumstances:Any Marine Emergency Incident;

    Any oil pollution incident;If there is any operational or procedural doubt or advice is required;In the event of an accident that would invoke the company Drugs and Alcohol Policy;Pilots boarding and landing operations suspended;

    LPC Transas Navi-Harbour radar tracking system; significant equipment failure, i.e. >1 systembreakdown.

    Section 4 - Emergency Procedures4.1 Serious Marine Emergency

    Marine Emergency Plans have been formulated after discussion and agreement by the appropriate

    authorities.

    Examples: Fire, Explosion, Collision, Grounding, Sinking, Release of Toxic Vapours or Serious Oil Pollution

    4.2 Implementation of the Plan

    Following a report of a Marine Emergency, the decision to initiate the plan may be taken by: -

    Harbour Master

    4.3 VTSO Contact procedure

    On receipt of a call relating to a Serious Marine Emergency LPC will: -Correctly ascertain the nature of the incident using all available means to collect and evaluate

    essential and relevant data;

    Contact Harbour Master;Commence alerting procedures;

    Broadcast navigation warnings;Maintain a record of the emergency situation;Select the correct contingency plan for the Marine Emergency Response Plan and implement theplan;

    Make use of the emergency checklists on the action cards;Maintain communications with response units and update situation reports;Maintain the traffic image and a safe waterway throughout the emergency. This might require

    changes to vessel routes, diverting traffic, anchorage areas, establishing exclusion zones;Inform Coastguard.

    4.4 Groundings

    All groundings of vessels in the Larne Harbour area which have an impact upon safety of the vessel ornavigation MUSTbe reported to the Harbour Master. (See Contacting the Harbour Master)

    The positions of recreational craft, reported aground must be recorded. In the case of yachts the Coastguardshould be kept informed. Yachts could encounter danger because of their bottom configuration, which couldresult in them capsizing and endangering their crew.

    Vessels aground for short durations of time, or sniffing the bottom, must be recorded and reported to theHarbour Master; shoaling may have taken place which requires investigation and action.

    The location, time and draught of the vessel should be recorded, as well as a reading of the Tide Gauge.

    In the case of commercial traffic, determine the nature of the cargo, draught, agent/operator, number of

    people on board and fuel on board, and advise MCA.

    4.5 Pollution

    The oil spill contingency plan, is employed to meet the requirements of The Merchant Shipping (Oil PollutionPreparedness, Response and Co-Operation Convention) Regulations 1998 (OPRC) and will come into actionwhen a Tier 1 or Tier 2 spill occurs. In the case of a Tier 3 would be supported by the National ContingencyPlan.

    4.6 Vessel Not Under Command (NUC)

    Promulgate information concerning the incident to vessels in the Larne VTS area;Obtain detailed information about the on board situation;Maintain communication with the vessel;

    Assess vessels proximity to danger (to itself and other traffic);Activate tugs and other support units if appropriate;Consider if vessels present position is suitable to drop anchor;

    Advise Harbour Master, if appropriate;

    Ensure that the vessel is reminded to display/sound appropriate signals;Advise Coastguard, if considered appropriate.

    4.7 Emergency Services

    Police, Ambulance, Fire and Rescue Service, Coastguard can all be contacted on999Alert the Harbour Police and Fleet Street Security Gatehouse when an Emergency Service has been

    called.

    4.8 Place of Refuge

    Places of refuge are locations into which a ship which is in need of assistance can be brought, so that its

    condition can be stabilised e.g. through repair or transhipment of cargo and further damage to the ship(and consequential pollution damage to the seas and coasts) averted- MCA

    The MCA keep an up to date inventory of places of refuge for the Larne area, a copy of which is to be foundin the OPRC Plan

    Upon request by a vessel for a place of refuge LPC shall obtain as much information as possiblefrom the vessel regarding the request. This information should then be passed to the HarbourMaster for further instructions.

    4.9 Bomb Disposal

    Assistance can be obtained from The Larne Harbour Security manager and/ or through the MCAWatch Manager at Bangor.If the ordnance problem is above the High Water Mark, the Police should be contacted, but the

    MCA should be advised of the situation, making clear that the Police have been advised. (The Policeor MCA should advise the relevant Local Authority).Be prepared to establish exclusion zones as guided by relevant authority, and after discussion withthe Harbour Master.

    4.10 Medical Emergency

    On receipt of a medical emergency message, the MCA at Bangor should be advised and the vesseldirected to communicate with them directly on VHF channel 67.The MCA may seek assistance from LPC regarding communication with the vessel, harbourconditions and proximity of other vessels. LPC should afford any assistance required.

    4.11 Security Incident

    LPC has no predetermined active role in either PFSP (Port Facility Security Plan) or ISPS (International Shipand Port Facility Security Code), but should afford its representatives any assistance they may require.

    4.12 Protest Action

    If prior notice is given of a proposed marine protest action, the Harbour Master will issue a directive on howto manage the situation. A Notice to Mariners might also be issued at this time.

    If no prior notice is given:Promulgate information concerning the incident to vessels in the LPC VTS area.

    Advise relevant commercial operations as appropriate.Advise Harbour Master.

    Manage other port users.

    Section 5Pilotage Operations

    5.1 Larne Pilotage Authority

    A pilot watch system is not implemented at the Port of Larne due to the infrequent requirementfor pilots to attend vessels.

    The Pilot appointed to a vessel will be informed by the VTSO and, once informed, should use his bestendeavours to keep himself acquainted with any changes to ETA, using the services of Larne Port Control

    and the ships agents as appropriate. If, from any circumstances, it becomes apparent that the appointedpilot cannot undertake the programmed act of pilotage, he shall inform LPC as soon as possible so thatalternative arrangements can be made.

    Boarding & Landing Considerations

    Consider: -The number of Pilots to be boarded;Future imminent boardings;

    Traffic expectedvessels to anchor, PEC vessels;Type of vessels e.g. tidally restricted, tug & tows;Weather / swell conditions;Launch availability;

    Outbound vessels;Initial planning of boarding times;Order of boarding;

    Staggered boarding times;Does boarding time conflict with ferry traffic passing;Pilot launch relief times;Boarding and Disembarkation position;

    Pilots delayed due to third party reasons.

    5.2 Disembarking Pilots Early Due to Weather

    Over carried pilots will usually disembark at the first reasonable opportunity en route. This will usually beBelfast Lough. As soon as it becomes clear that a Pilot is to be over carried he shall inform Larne PortControl who will advise the ships agents to make the necessary arrangements for disembarkation and returntravel.

    If the Pilot cannot be disembarked, however, while the vessel is subject to compulsory Pilotage as per the

    Port of Larne Pilotage Directions, if the risk assessment shows that it is acceptable in some cases for a Pilotto be disembarked within the inner port limit i.e. before No. 1 buoy consider the following: -

    Weather conditions internal versus external (beyond No. 1 Buoy);Type, size, draught, loaded or ballast condition;

    Discuss with Pilot and Master prior to departure;Discuss with Pilot launch skipper prior to departure;

    Provide safe operation window for early disembarkation.

    Advise all other port users as necessary

    5.3 Pilot TransfersHigh Freeboard Ships

    Ship owners, Masters and agents of all vessels trading to the Port of Larne and requiring theservices of an authorised Pilot are reminded of the need to comply with the requirements of SOLASChapter V Regulation 23.

    Vessels with high freeboard (more than 9 metres), which do not have a suitable side door, are

    required to provide an accommodation ladder in conjunction with a Pilot ladder. Theaccommodation ladder shall be sited leading aft. When in use, the lower end of the accommodationladder shall rest firmly against the ships side within the parallel body length of the ship and, as far

    as practicable, within the mid-ship, half-length and clear of all discharges.Local experience has shown that it is not safe for a Pilot launch to manoeuvre beneath a forward-

    facing accommodation ladder without considerable risk to craft and personnel.Should a vessel not be able to comply with the above due to its construction, arrangements must

    be made to reduce the freeboard below 9 metres (thereby removing the need for a combinationrig) before arrival at the Pilot boarding and landing area.Failure to comply could result in the vessel being directed to anchor until the situation is remedied

    and Pilot transfer can be undertaken safely.

    5.4 Vessels with Non-Standard Hull Forms

    When vessels with non-standard hull forms (for example, ro-ro ferries with beltings, barges, semi-

    submersible craft), require the services of a Pilot, early and careful consideration must be given tothe best safe method of boarding the Pilot.

    Points to be considered include: -o Boarding the vessel at its previous port.

    o Boarding by launch at a special suitable point on the craft, following a discussion with theMaster and the Pilot concerned, when this is possible.

    If a Pilot cannot be boarded, consideration should be given to: -o Leading the vessel in with a Pilot on board a Pilot launch.

    In the event of the above action being taken, a Pilot note should be completed in the usual way.

    5.5 Attendance and Boarding of Vessels in Fog

    Boarding and disembarking pilots in poor visibility will be examined on an individual basis, after a detailed

    risk assessment has been completed and with extreme caution.

    5.6 Suspension of Pilotage Service

    The Pilotage Service will be closed down in times of bad weather;

    The criteria for bad weather are promulgated in Pilotage Manual, Section 3, Navigation;

    The Duty Pilot will review the situation at regular intervals and advise Larne Port Control when the

    pilotage service is to be resumed;

    In such circumstances, if conditions permit, ships owners may elect to ship a Pilot authorised forLarne Harbour at Belfast or another port by prior arrangement. Any additional costs incurred willbe for the ship owners account.

    Section 7Special Vessel Operations

    7.1 Large Vessels

    No Large Vessel is to be given clearanceto port entry unless it has a ready berth available at the timeof passing the South Hunter Rock Buoy inwards. This is the last position at which the ship can safelyabort its inward passage.

    Large vessel means any vessel, the overall length of which exceeds 30m.

    7.2 High Speed Craft

    A High Speed Craft (HSC) operates a regular daily return service from Larne between March / October.This vessel may operate at speeds in excess of 30 knots in the approaches to Larne Harbour.

    The vessel operates to a carefully specified route and speed profile to minimise danger and damagefrom wash waves, but attention is drawn particularly to the following matters:-

    Small craft should avoid crossing ahead of the HSC; or passing close to her stern while she ismanoeuvring to berth with her water jets.

    Small craft should avoid shallow areas of offshore sandbanks, especially near low tide, when

    the HSC is in transit through the area. Under these conditions, long period wash waves fromthis craft may cause large steep-fronted breaking seas on the banks.

    Daily scheduled arrival and departure times at the Port of Larne can vary from year to year and the ferrycompany issue guidance on these times at the start of the season. Times may vary + - 30 minutes dueto bad weather or other operational reasons. Inward passage can either be via the South or North

    Hunter Rock Buoys where rapid speed reduction to conventional vessel speed takes place, outside No. 1Buoy before making the turn into the main channel.

    On outward passage, the vessel may rapidly increase to full speed, after passing No. 1 Buoy and mayuse either the northern route or southern route around South Hunter Rock Buoy.

    The HSC will report her position, speed and intentions at reporting point to Larne Port Control. Allvessels should monitor Larne Port Control on VHF Channel 11 to receive updates on her position.

    7.3 Movement of Oil Tankers

    7.3.1 Larne Passage Plan and Berthing ProcedureThis Plan for tankers and vessels carryingdangerous and polluting goods in bulk isdescribed in detail within the Port of Larne Pilotage Procedures Manual. AnyCompany wishing to see this plan should contact the Harbour Master. Every VTSOshould make themselves conversant with the contents.

    7.3.2 Participating parties to the PlanThis Passage and Berthing Plan has been prepared by Larne Harbour Limited as Port

    Authority after consultation and agreement by the following organisations to facilitatethe safe movement of tankers in Larne.

    Larne Harbour Limited (CHA)

    Belfast Pilots LimitedBallylumford Power StationJ McLoughlin & Son Shipping (Pilotage & Tugs)

    The Plan only applies to vessels navigating to or from the berths operated byBallylumford Power Station.

    7.3.3 Definition of Larne Passage Plan

    7.3.3.1 Pilotage: Larne Passage Plan vessels will be allocated one Authorised Pilot

    7.3.3.2 Plan details: the plan has been divided into sections setting out the agreedprocedure to be followed by each organisation as follows:-

    Abort Procedures

    The procedures set out in the LPP will be followed by the Masters of all vesselssubject to or affected by the Plan. Any proposed variation, from whatever sourcemust be agreed between the Master, the Pilot, the Harbour Master or his appointed

    VTS Operations and Procedures Manual

    VTS Environment:Weather, tide, visibility.

    Vessel Traffic information will be provided in the following order:-

    1st Opposing traffic2nd Traffic in the same direction3rd Crossing traffic

    8.3 Traffic Instructions

    The Master of every vessel will comply with traffic instructions issued by Larne Port Control which will beresult orientated only. It will be a defence to the Master of a vessel not to comply if he had reasonableground for supposing that compliance with the Instruction would be likely to imperil his vessel, or that inthe circumstances compliance was impracticable.

    When Larne Port Control issues instructions to vessels, these instructions should be result orientatedonly,leaving the details of the execution, such as course steered or engine manoeuvres to be executed,

    to the Master or Pilot on board the vessel. Care is to be taken so that Larne Port Control does notencroach upon the masters responsibility for safe navigation or disturb the traditional relationshipbetween the Master and Pilot.

    The Master of every vessel will at all times proceed at a safe speed so that the vessel can take properand effective action to avoid collision and be stopped within a distance appropriate to the prevailingcircumstances and conditions.

    The Master of every vessel will, if so instructed, comply with vessel traffic or planning routeing measuresimplemented by Larne Port Control to prevent the development of close quart ers situations in areas ofconverging vessel traffic.

    8.4 Special Direction

    Traffic Instructions of a routine nature, e.g. ship to wait alongside, slow down, etc, may be given at anytime by Larne Port Control as part of vessel traffic organisation. Where the VTS Operator considers thesituation more complicated, or serious, the VTSO may take whatever action considered necessary.

    Action of this nature may require the use of a SPECIAL DIRECTION under Article 13 of the LarneHarbour Order (NI) 1998.

    A SPECIAL DIRECTION can only be given by a person authorised to act as Harbour Master. Wheneverpossible the Harbour Master should be informed before any SPECIAL DIRECTION is given. If this is notpossible, he should be informed of the action and the circumstances at the earliest possible moment.

    The Special Direction should be clearly stated as follows:-

    This is (VTS Operators name), the VTS Operator speaking with the authorisation of the

    Harbour Master. Under the powers contained within Article 13 of the Larne Harbour OrderAct 1998 hereby give (name of vessel), and her Master a Special Direction as follows...

    8.5 Incident Reports

    Vessels should report to Larne Port Control Centre on VHF CH 11 the occurrence of all incidents, and inparticular any of the following:-

    8.5.1 Collision, stranding, breaking adrift or other accident.

    8.5.2 Machinery or steering breakdown8.5.3 Damage to Aids to Navigation, quay, berth, or any other installation.8.5.4 Oil pollutionwhether from own or other vessel or installation8.5.5 Sightings of large floating debris that may be a danger to vessels including High

    Speed Craft.

    8.6 Compliance

    Larne Harbour Limited is the Competent Harbour Authority for Larne VTS and advises all vessels toparticipate and report at the reporting points established in accordance with Regulation 8-2 of Chapter V

    of SOLAS.
