Music sales 'to double' if VAT slashedby Leo Cendrowicz
BRUSSELS - Sales ofmusic across the Euro-pean Union (EU) coulddouble if the rate ofVAT levied on CDs wasslashed, according tothe results a surveypublished in Brusselson February 18. Thesurvey, carried out infive EU countriesincluding Germanyand the UK, also sug-gests that revenuesgenerated by such asurge in music spending would out-weigh the initial treasury losses

tured) said cutting VAT on CDswould give a much -needed boost to thestruggling music sector."A cut in the rate ofVAT would allow gov-ernments to recovertheir losses very quick-ly," she said. VAT onmusic is currently set atbetween 15% and 25%,but the IFPI wants thisto be brought closer tothe 5% minimum ratefor all other cultural
products. "In most cases it wouldtake just a year to recoup the loss-
es," Moore said.Commissioned by the IFPI and
carried out by research agency Mar-tin Hamblin GfK, the survey polled5,000 people in the UK, Germany,Italy, Spain and Sweden. "This sur-vey shows that opponents of a VATcut can no longer claim that itwould lead to a loss of income,"Moore added.
The survey found that 60% ofpeople would buy more CDs if theywere cheaper. In Italy, it found thatmusic sales could rise as much as160%, while in Spain and Sweden,sales could increase by 130%. In theUK the figure was 110%, and inGermany 95%.

It wasreleased in most European countries onFebruary 17 and precedes her pop -rockdebut album BareNaked, which is beingreleased on a staggered basis fromMarch 10.
Jive is targetting a broad audiencewith its marketing campaign for Bare -Naked, with a special emphasis on arock -orientated female and studentdemographic. The campaign aims tobuild on Hewitt's current profile inEurope after her starring role alongsideJackie Chan in the new action movieTuxedo. It was also due to include amajor European marketing tour.

SGAE label aidsnew artists, indiesby Howell Llewellyn
MADRID - Factorla Autor (FA), thenon -profit -making label of Spain'sauthors and publishers society SGAE,has launched its own national distrib-ution network to help new artists andindependent labels, in what amountsto a FA relaunch one year after it wasfounded.
Until now the label's product wasdistributed by Gran Via Distribution,the distribution arm of Spain's GranVia Musical music conglomerate. FAdirector Luis Francisco Garcia saysthe label will concentrate on offeringother labels and their artists' use of adistribution network "in these timesof crisis".
"We plan to work as a kind of talentscout from SGAE, which after all is thehouse of authors," says Garcia. "Ourdistribution network has selected 17 ofSGAE's 250 agents to act as salesmen,

We thought we knew what the role of collecting societieswas-to collect royalties from users of music and redistrib-ute them to rights owners-but Spain's authors' societySGAE is rewriting the rule book. Now, a collecting societycan be a label as well as a distributor.
As our Spanish correspondent Howell Llewellyn reportsin this week's issue, SGAE is going one step further withits (one -year -old) non -profit -making label Factoria Autor,by transforming it into a national distribution network,using its own agents as salesmen. The purpose of the newproject is to help new artists and independent labels inwhat is described "a time of crisis".
Crisis indeed, as this is happening in the week when itis announced that the Spanish market, despite the infusionof Operation Triunfo-related products, has experienced oneof the worst slump in sales of all European countries.
In most European markets, especially those bordering
on the North Sea, this initiative would raise many ques-tions and would even be seen as utterly shocking.
In short, is it the job of an organisation whose primefunction is to provide a specific service to authors, com-posers and publishers to venture into a field that is not itsarea of expertise? Isn't such activity a potential source ofconflict of interest? Is this the best way to use the moneythat SGAE is collecting on behalf of right holders?
In Spain, this is seen as a natural extension of SGAE'sjob description. It is presented as an economic necessity asmuch as a cultural mission-economic, in that in supple-ments a lack of such structures in Spain; cultural in that itpromotes and disseminates music byartists who wouldn't get exposed other-wise.
But based on such analysis, SGAEcould as well apply for a radio licenceand run a station where all these actswould be exposed.
That SGAE felt necessary to makesuch a move speaks volumes about thestate of Spain's music industry and itsbusiness practices.

Norwegian government boosts by:larmby Gareth Thomas
TRONDHIEM - In a move designed toillustrate its support for the localmusic industry,Norway's gov-ernment in-creased its fund-ing of by:larm,the country's annual three-day musicconference, in an effort to attract moreinternational delegates.
While in previous years the govern-ment's ministry of culture has financedthe conference's basic administrationcosts, this year the ministry of foreignaffairs has shown its own faith in thevibrant local music scene by funding theannual conference to the tune of NKR50,000 (euros 6,645). The money wenttowards the costs of inviting interna-tional media to the event, held this yearin Trondheim (February 13-16).
"Our main objective is to promotethe modern elements of Norwegian cul-ture," says Arne Gjermundsen, deputydirector general of the press, cultural
relations &informationdepartment atthe ministryof foreign
affairs. "Especially in terms of innova-tion-and directed at a younger audi-ence."
With the relatively recent emer-gence of acts such as Royksopp, KingsOf Convenience and Sondre Lerche,the consensus at this year's eventagreed now was a positive time forNorwegian talent and that the situa-tion could only improve.
"There is a great scene here," saidUS music manager Rick Aliberte dur-ing a panel entitled A Foreign Perspec-tive On The Norwegian Music Indus-

try. "An artist will emerge from hereand it's going to go nuclear -10 millionrecords-and that will release a floodwhich will last a long time."
There was also agreement, however,that it was important for the Norwe-gian industry not to move too fast andto build up a strong local base first."There's no reason why Norwegianmanagers can't liaise with other com-panies and build a team up," said UKproducer -manager Stephen Budd."That's what puts you in a better posi-tion for the best chance of success."
More than 70 bands played duringthe three days, including young rocktrio hopefuls Krace, impressive garagepunk rockers Bazooka Boppers, andall -girl band Phy.
Gjermundsen says the ministry willcontinue to fund by:larm to the samelevel next year, when the event willmove to Bergen.

PARIS - Veteran Virgin -signed actRenaud walked away the undisputedwinner of the 18th French music awardVictoires de la Musique on February15, grabbing nods for Best Male singer,Song Of The Year for ManhattanKaboul, his duet with labelmate AxelleRed from Belgium, and Best Album forBoucan d'Enfer (Noise From Hell)which has shipped over 1.8 millionunits since its release in spring 2002.
As he received his awards, 50 -year -old Renaud (pictured) explained theawards reflected his "victory over alco-hol and depression", referring to hisdecade of alcohol abuse and subse-quent battle with drink, which endedwith the recording of Boucan d'Enfer.

Thelive performances went on without anyglitches and the whole evening wasrather balanced and diversified." Mont-fort gives credit to Zomba MDChristophe Lamegniere, appointed lastyear as president of the Victoiresorganisation, for the progress.
"Christophe did a fantastic job underdifficult circumstances," says Montfort.
Other winners in an evening duringwhich 13 awards werehanded out-down from 17last year-include LyndaLemay for Best Femaleact; Columbia -signed rockact Indochine (for BestPop/Rock Album), thereclusive Christophe (BestLive Show, for his first tourin 28 years), and Virgin -signed rapper Doc Gynecoin the Best Rap/Hip HopAlbum category.

New music focus for Mix Megapolby Johan Lindtrom
STOCKHOLM - Sweden'sBonnier Radio hasrelaunched its AC radio sta-tion Mix Megapol with astronger focus on 'new music'.Although the current namewill be kept, the station willbe branded on -air as "NewMix". The relaunch, which isbeing marketed with a bill-board campaign worth SEK 5million (euros 550,000), alsoincludes a redesigned logo-type, new jingles and a newpositioning slogan.

"The share of new musichas continually increased inthe last year. We're followinga strategy that has been inplace for a while, so I don't
see this as a dramaticchange" says Mix Megapol'smusic director RobertJohansson.
The name Mix Megapol,used since 1997, remains, buton-air-and in print-theMegapol part of the name hasbeen toned down.
On February 17, MixMegapol also began a threeweek relaunch campaign,which is running on bill-boards across regions wherethe station is available. Thefocus of the campaign is cou-pled to the listener input thatled to the changes at the sta-tion and features three differ-ent posters: "We thought themix couldn't get any better.God were we wrong" (pic-tured); "We could make thebest mix even better! Thanksto the Swedish people!" and"The Swedish people havemade the best mix even bet-ter. Try it!".

BRUSSELS - Warning thatillegal music downloading isthriving in the workplace-laying companies open to legalaction, computer viruses, andclogged networks-the IFPIhas sent guidelines to privatebusinesses and governmentemployers in North Americaand Europe, urging them toset up strict rules about musicdownloading at work.
The IFPI's "CopyrightUse and Security Guide,"published in multiple lan-guages, has been sent to theFortune 1,000 companies, aswell as groups such as theInternational Chamber ofCommerce and the London -
based Confederation ofBritish Industry.
IFPI general counsel andexecutive director AllenDixon said this was toencourage businesses to taketheir corporate responsibili-ties seriously. "We have beensurprised to find that other-wise respectable companies
are allowing employees toexchange music files withhalf a billion Internet users,"he said. "Most have policieson software and would neverdream of copying softwarewithout a licence. Our mes-sage is that this music copy-ing is just the same."
The guide includes thecautionary tale of an Arizonacompany, Integrated Informa-tion Systems, that was fined$1 million (euros 0.93 million)last April for letting its staffswap music files on the Inter-net. But potential legal chal-lenges-through injunctions,damages, costs and possiblecriminal sanctions-areamong many dangers toemployers, the IFPI says.
Media Capital launches new rock stationby Chris Graeme
LISBON - Portugal's MediaCapital Radio has launched anew mainstream rock stationand radically re -structuredits rock station, Radio. Com-ercial, into an AC station.
Pedro Tojal (pictured),Media Capital Radio's groupdirector says the new sta-tion, Best Rock FM, will dowhat its name suggests: playthe best in local and interna-tional rock. "We're playingwhat our people want andwe're not making distinc-tions between local and for-eign music. Music is musicand good music gets airplay,"he says.
"We realised that rockRadio Comercial couldn't goany further and there was no
room for growth under theexisting concept. Best Rockwas created to ensure thatwe kept up with changingtimes and tastes, but didn'tleave our rock fans [side-
lined]," he explains.In what is widely seen by
analysts as part of a sweep-ing strategy to eat into rivalprivate Renascence Radio
Group's 20 year's marketdominance Best Rock FMtook to the airways Febru-ary 12, while revampedRadio Comercial's new ACprogramming was broad-cast for the first time onFebruary 15.
Plans are also afoot tocreate three new radio sta-tions and revamp anothertwo which according toPedro Tojal is about, "offer-ing the public stations with-in the same group tailored tofit all tastes and all agegroups from 15-55."
The three new stations,aimed at listeners between35-55, will be launched fromMarch onwards on FM air-waves currently occupied bythe group's radios Romanti-ca, Nostalgia and Nacional.
ON THE BEATMW EUROPE CREATES SPECIALISED DEVELOPMENT UNIT
LONDON - MTV Networks Europe has created a dedicat-ed 'Development Unit' in order to create original franchis-es and other programming to air across the network's 129million homes. The unit will be headed by Matthew Bowes,formerly head of production, MTV UK & Ireland, who willbe promoted to director of development, MTV ProductionsEurope. It will launch on March 10 with a remit to developat least three new formats and up to 20 pilots this year,comprising content "devoted to music and Europe's estab-lished and developing artists, further demonstrating MTVEurope's commitment to working in tandem with the musicindustry to market and develop artists in new and innova-tive ways", the company said in a statement.

DUSSELDORF - The first McMega MusicAwards hosted by Germany's national CHRstation Megaradio and McDonald's Ger-many saw the Artist of the Year award, cho-sen by Megaradio listeners and McDonalds'customers, go to Polydor's Jeanette. Otherawards went to BMG's Ben (Newcomer ofthe Year), Anastacia's Freak Of Nature

LONDON - Universal Music International's interests in theemerging mobile -music market have increased now that itowns 100% of Vivendi Universal Net for Mobile, which willnow be known as Universal Mobile. The move follows UMI'sacquisition last week of the 50% it didn't own of UV Net forMobile. Already offering content to wireless -phone opera-tors in several major European markets including the UK,the Netherlands, France and Germany, Universal Mobiledevelops and distributes personalised wireless entertain-ment such as ringtones, personalised voice -mail servicesusing UMI artists, and multi -media messaging.

MusicMatch MX, apioneer in streaming channels according to the listener'spreference, just added a new pricing tier ($6.95 or euros 6.5a month) with an Artist On Demand feature that streamsnothing but songs by one selected band or artist. That is inaddition to the programmed and customisable stationsavailable in the slightly less expensive tier. Operacion Triunfo shakes Spainn the past couple of weeks, a glanceat Spain's singles chart offered aunique perspective-all ten posi-tions were held by tracks releasedon Barcelona -based indie label Vale
Music. And all the artists featured inthe charts came from Spain's all -con-quering CD -driven TV talent showOperacion Triunfo (OT), now in itssecond year.
It is fair to say that OT has shakenup the country's traditionally tiny sin-gles market, a year after storming thealbum charts with multi -millionsales. It has also raised concernamong record labels at the impactsuch a programme could have onreleases not tied to the show.
"This is a social phenomenon morethan a musical one-it is TV convert-ing music into a social phenomenon,"says outgoing Warner Music Spainpresident Saul Tagarro.
Tagarro admits the phenomenon"fascinates" him. "After all, I'm an old-fashioned music guy whose professionis all about creating artists and sellingrecords," he says. "OT/Vale Music salesare incredible. OT puts 16 artists onthe map every year-either it fasci-nates me or I cut my wrists," he smiles."It took me 20 years [at Warner] to cre-ate 30 platinum -selling artists."

Platinum sales"In the three months since we startedselling singles, we've sold more thanone million units, and these are firmsales as we do not accept returns,"says Vale Music managing directorNarcis Rebollo. This compares to 2001singles sales of fewer than 2.2 million,and 1.9 million in 2000. Sales figuresfor 2002 are not yet available.
"We sincerely believe that our sin-gles initiative is going to be very pos-itive for the industry," says Rebollo."We thought it was a good idea toreactivate the singles market inSpain as sales were well below theEuropean average. It's a way of back -

In the week ending February 9, theTop 14 singles were OT/Vale Music,with one triple platinum, one doubleplatinum, nine platinum discs (50,000units), and three gold discs. Rebollo says Valehad a 21.04% market share in 2002,making it market leader above all themajors pending official figures, with aturnover of euros 100 million andsales of 10 million units includingalbums, compilations, CD singles,maxi singles, and cassettes. "Theswift singles sales is about instant TVsuccess and massive overnight sales,"comments De Torres.
The three winning contestantswere voted in late January, but week-ly four-hour galas continue with a dif-ferent theme and a new album eachweek. The three winners are current-
ly competing to see which one will beSpain's candidate in this year'sEurovision Song Contest.
Warner's Tagarro recalls that inthe first week of November 2001, asthe first OT CD sales were taking off,Warner had six of the top ten albums,including the top two (Alejandro Sanzand Luis Miguel). "By Christmas theyhad all disappeared," says Tagarro."January was awful, and the shopsreturning unsold records was terrible.OT was cannibalising the market,and it hasn't really stopped since."
But Tagarro's feelings are divided."For me it was negative, but not forthe industry as a whole, as records arestill sold. But OT has not been able tochange the downward tendency of themarket, which means it is taking mar-ket away from both established andpotential artists. Real fans still buytheir artists' records, but casual recordbuyers are paying for OT product."
Cyclone effectJose Maria Camara, president ofSony Music Spain, says "all that weknow is that we are under the effectsof a devastating and purifyingcyclone, that will serve to put manypeople in their places". Camarastresses that unlike other majors,Sony has not worked with any OTartist, "which can be considered as amajor statement in itself on the sub-ject". He says it will take "more timeand perspective to draw up a validbalance", adding "it's an ill wind thatblows nobody any good".
A clear sign that the OT/ValeMusic phenomenon is not taken allthat seriously-or just that theSpanish industry has grown accus-tomed to living with it after 16months-is the reaction of JamieBare, director of leading CHR net-work Los 40 Principales. "This hasnothing to do with the music industry,and even less with radio playlists," he
says. "These singles are here todayand gone tomorrow, the result of a TVphenomenon. We put only well knownsongs on the Los 40 playlist."
Bare says the only OT artist on hisplaylist in the first week of February(at number 24) was David Bisball,from the contest's first year, andwhose debut solo album, CorazonLatino (Latin Heart) on Vale Music,has sold 1.1 million units in Spain."But he is now an established artist inhis own right," says Bare.
Would he like to see a third OTstart next autumn? "I really don'tcare-it does not affect me. Anyway, aTV talent show is one -thing, [but] themusic policy of public TVE1, whichignores new talent and focuses onlyon self -promoting contests, is another.With OT, anything is possible."
Heaven for publishersWarner/Chappell's De Torres says heconducted a publishers' study after OT1, covering every CD release from theshow, which indicated thatWarner/Chappell led the results with a20% share of publishing rights. "Allpublishers who had historic cataloguesdid well from the covers recorded by OTartists-EMI, Clipper's in Barcelona,and Walt Disney Publishing as one mil-lion -selling album consisted of Disneycover versions. The show has had atremendous impact on publishers."
De Torres says OT has reallychanged the A&R scene. "In recentyears, professional authors and com-posers disappeared in Spain," says DeTorres. "But OT is churning outartists without repertoire, so now theA&R focus is on seeking professionalsongwriters." Whereas the originalOT gala CDs are all covers, theartists' subsequent solo albumsinclude new material.
De Torres concedes that the down-side of the OT/Vale Music phenome-non is that the marketing aspectsweigh heavily against talent and theartistic element. "And new artistswho do not enter through the 'instantsuccess' TV path are finding it verydifficult," he says.
Javier Lopez, music manager atthe Madrid outlet of French -ownedmusic retailer Fnac, says OT productsales are down this year on last year,when OT sales in the last quarter of2001 boosted Spanish market figuresfor that year. "But this year, sales aredown while the phenomenon is stillhaving a negative effect on newartists," he says.
"Not only is the quality of therepertoire generally devalued, but theOT artists are not giving non TV -spec-tacle artists a chance. The Spanishmarket cannot handle more than 20new artists a year," Lopez adds.
Not without reason, Vale Music'sRebollo says: "We are a very aggressivecompany and we work 14 hours a day.Our workload does not give us time toworry about our reputation. We have agood relationship with other labels,and we try to generate business forthem through joint ventures."

The burn factor: how much is too much?Testing a song for "burn"-or audience fatigue-isone of the most basic types of research conductedby radio and music TV pogrammers. However, musicresearch expert Ken Benson of Pinnacle MediaManagement, argues that the concept is often mis-understood and made over -complicated.
We often hear pro-grammers debatethe "burn threshold"-that is, the burnscore beyond a
which a song shouldn't continue tobe played or kept on power rota-tion. Is it 25% or 30%, or more orless? Frankly, what programmersreally need to know is how theiraudience will react the next timethat song plays on their station.How many listeners will turn it up,leave it on or turn it off?
Back in the early developmentof music research technology, oneof the world's leading researchers,George Gallup of the GallupOrganisation, made a startlingproclamation: "The best researchasks only one question at a time! Ifyour goal is to find the mostappealing songs to play on theradio then it doesn't matter whysongs do or don't test well?"
Wow! In other words, Gallupbelieved that a song's negativequalities, whether its burn, unfa-miliarity, indifference, dislike, orhate, or other would be reflected inits overall_ appeal score. So whyask? Why confuse your respon-dents with four or five separatequestions within a seven secondperiod, especially during auditori-um testing where songs are racingby them at lightening speed!
In Hollywood, the movie studiosmeasure only what we "want -to -see". Either we have an interest inseeing a movie or we don't. But inradio we measure all kinds ofthings that don't necessarily corre-late Ito what we really need toknow... what do listeners "want -to -hear". If you buy into the "want -to -hear" logic, perhaps the best thingto do is simply ask respondentshow often they want to hear eachsong on the radio? Very often;often; sometimes; rarely; or never.This eliminates burn altogether,and makes the preference score farmore relevant-namely, do we playit or not and how much?
The processMost music researchers askrespondents a minimum of threequestions after each callout orauditorium hook is played:
"Are you familiar with thatsong?"
If the respondent is familiarwith it, they are then asked to givethe song a score based on appeal.These scores are generally on a 1 to5 scale, with a 1 score meaning therespondent "strongly dislikes orhates the song", while a 5 score
means "they love it or it's one oftheir favourites".
The final question is "Are youtired of it that song... yes or no?"
The DilemmaA respondent just scoredNickelback's How You Remind Me.They were familiar with it, scored ita "5-one of my favourites", and thenwhen asked if they were tired of it,they said "Yes". How can that be?
Many programmers have equat-ed the respondents answer of, "Yes,I'm tired of the song", with "I don't

Actionable burnIf you are not ready to do awaywith burn scores just yet, then con-sider this-burn is a function ofcurrent music. Library songs don'tburn, they either test well enoughto be played or they don't, andshould be rotated based on overallappeal. Here's how we would rec-ommend modifying the "burn"question for your callout orInternet research. After therespondents score a song based onits appeal, we would ask the burn

Burn vs. appealIf a song is testing in the top 10week -after -week in callout, doesburn really matter? Burn becomesan issue when the overall appealscore begins to trend downward.When reviewing the trending inyour callout, you can see a directcorrelation between burn and"appeal". As the burn score increas-es, the overall appeal scoredecreases. A downward trend inappeal (for true hit product) is thebest indicator for reducinga song'srotation, and when the appealscore of a song finally, drops belowminimum acceptable levels it is atthis point that we recommendpulling the song from current rota-tion.

Here is an example taken fromPinnacle's Online Tracker Internettracking system. The number onetesting song for a client recentlywas Lose Yourself by Eminem. Itscored 92% familiar, with a 4.37overall appeal score, and was alsothe most tired of song of the weekat 37%. But when examining theburn score further, we found thatthe 37% of the respondents whosaid they were tired of LoseYourself, 32% had said they wereonly "somewhat tired of it". So ourrecommendation was to continue toplay the song in power rotation.
Beyond burn and appealListeners love to hear theirfavourite songs. Programmers areconstantly looking for the mostpopular and passionate songs toplay for their listeners to maximisetime spent listening. Research isan excellent tool in determiningwhich songs your listeners love,which ones they hate, and whatsongs they will tolerate. The mostsuccessful stations play thosesongs for which their listeners are
most passionate.Most weekly callout music
scores provide an enormousamount of data for each song, wellbeyond overall appeal, familiarityand burn scores. For many years asboth a radio programmer, and asvice president of music program-ming for MTV in New York, I wouldreview the passion/favouritescores. These are the respondentswho voted 5-and claimed thesewere their favourite songs. Thesongs with the highest 5 scores arethe songs that would get the mostconsideration for power rotation.
Conversely, I would also look athigh hate scores. Its not unusual,especially with novelty songs, tosee both high favourite scores andhigh hate scores.
TrendingOne of the biggest complaints allprogrammers have about calloutresearch is the dramatic changethat can occur in scores from weekto week. One week a song mayrank in the top 5, the followingweek it ranks number 20, then thenext week it is back in the Top 10.As a result many programmersmove songs in an out of power rota-tion week to week. Do we reallybelieve feelings on music swingback and forth like a pendulum?

If a song has been growing inpopularity, overall appeal, and "5"scores (passion/favourite) youshould probably disregard a weekof poor testing. Likewise, when asong has been testing poorly incallout week after week and then,out of nowhere, it's Top 10, youshould probably wait for anotherweek of research before moving itto a power rotation.

US consultants the outsider's viewWith the consolidation of American radio, many USconsultants have turned to Europe for a new play-ground. But what do they make of the "old Europe"and what do they think they can bring to the fold?Frank Saxe asked some key US consultants theirtake on Europe's radio market.
The invasion of Americanradio consultants hasstepped up in recent years,with the European radiolandscape becoming increas-
ingly sophisticated as commercialradio groups and public broadcast-ers are seeking ways to maximisetheir investments or boost theiraudience. It has been a lucrativeindustry for consultants, while atthe same time it has givenEuropean programmers an out-sider's perspective on program-ming, promotions, and music.
"When I first started 13 yearsago there were a lot of countriesthat only had public radio; nowcommercial radio is old hat so it'sjust a matter of what is going towork," says talk consultant ValerieGeller, who works with stations inLondon, the Netherlands, Italy andSweden. The European Unionaside, she says it remains 29 dis-tinct countries when it comes toradio: "You can't look at somethingand say this is going to work every-where. It's completely market -by -market, just like it is everyplaceelse."
"I don't think there is any suchthing as European radio," agreesLos Angeles -based air talent con-sultant Dan O'Day. "Each countryhas a completely different set ofrules about the level of competitionand that can greatly affect things."In fact, it is that increased level ofcompetition that many consultantssay is igniting a fire of change andcreativity.
While the impact on the radiodial is most obvious on the com-mercial broadcasters, many consul-tants say that public broadcastershave changed as well. "The oldmodel consisted a bunch of execu-tives deciding what the audienceshould hear. When they had amonopoly that worked. But whenthere's competition that no longerworks," says O'Day.
That has led public broadcastersto make changes to hold onto theiraudience. He points to Belgium'sstate-owned VRT as an example ofa "smart" operator. Instead of wait-ing for a commercial broadcaster toappeal to young listeners, VRTlaunched CHR Radio Donna.Others, like the BBC, have takensteps to become more like theircommercial radio counterparts.
In the commercial sector, theimpact on creativity is much lessblack and white. For instance,when the UK's GWR group entersa market, it typically brings with ittighter playlists, hot clocks, more
professional presenters, saysO'Day. "To some of those peoplethat were used to doing whateverthey wanted, they are having theircreativity stifled." Within limits, agood structure only helps creativi-ty, he argues.
Ahead or behind?From cars to wine to appliances,comparisons between differentcountry's products are common -
needs to grow. It's not about beingcompetitive with the States at all. Ithink the competitive marketplacein all those different places isexactly where they need to be intheir growth cycle." Like others, heconcedes European broadcastersare years ahead of their counter-parts in the States on digital radio.
Formats tighten upThere is one place O'Day says USradio is a step ahead."Formatically, definitely, Americais ahead. But the gap is really clos-ing especially in music formats,"states O'Day.

"In some ways European radio isahead of American radio, certainly inuse of technology. Instant messagingtechnology is barely being used in theUS, and it is getting big in Europe,"says O'Day, who works with stationsin 28 countries, many in Europe.Eastern European radio is wheresome of the most modern, sophisticat-ed facilities are located others say.

Los Angeles -based morningshow specialist Dennis Clarkagrees, yet he believes the compar-isons between European,Australian and American radiomust end. "Each individual coun-try in Europe is growing the way it

Clark says listeners are chang-ing as well. As they realize they
can demand more from a station,including a tighter playlist, it willimpact which stations are success-ful. "People want stationality, inthat when you turn on the station,you know what it is and what youcan expect," concurs Geller,explaining a more crowded dial isforcing broadcasters' hand.
"If you're living in a market withtwo radio stations, that doesn'tmatter," she says. "But if you're liv-ing in a market where there are 15or 30 stations, then you have tobrand yourself and stationalitybecomes important. So if you'replaying all this bizarre stuff in onehour and then you switch over andplay something completely differ-ent, it makes it hard for listeners toknow what they're listening to."
An Americanisation ofEuropean radio?There is a less enticing trend onthe horizon, according to musicresearch specialist Steve Casey. "Isee everybody looking at voice -tracking and seeing this as anopportunity to increase profit andto cut headcount. I don't think it'shad a positive effect on the creativ-ity and the enjoyment a listenergets out of US radio, although itha's had a positive fmancial impact.

Casey, who works in Italy, theUK, France and Greece, predictsthat if US operators are allowed tobuy more stations in Europe, voice -tracking will come even morequickly. "The US is ahead in figuringhow you run a radio station withalmost no personnel, as if that's some-thing to be proud of," says Casey.
In the meantime, Clark says amore crowded dial has also forcedoperators to take chances. "A lot ofbroadcasters are hiring peoplewithout typical radio experience.This is a gold mine for new ideas."
With the export of Americanradio consultants, some believestations in Miami and Milan soundmore alike than ever. But Clarkdismisses the notion that consul-tants or consolidators will"Americanise" the European radiodial. "They love to get advice fromAmerican radio professionals, butwhen it comes to the execution,they do it in their very own uniqueway in their countries traditionsand culture. That's what makesgood radio."
Adds Geller: "If you take anAmerican recipe, you have to makeit with European ingredients, oth-erwise it won't work."

Ireland's The Thrills create a buzzDUBLIN - Championed by no lessthan Morrissey and Bono, Dublintunesmiths The Thrills are makingwaves in all the right places with theirfresh brand of retro rock.
After a frantic A&R scramble lastSeptember, the Dublin fivepiece signedto Virgin UK and are now living in LosAngeles at their studio base, close toHollywood Boulevard and in the birth-place of their signature influences.
Combining elements of BurtBacharach, The Carpenters, NeilYoung and Bob Dylan (with latter-dayinfluences such as Air, Beck and TheStrokes creeping in), it was TheThrills' fresh take on that '70s rockvibe that attracted early interest fromrecord companies. It was also whatfirst caught the attention of theirmanager Alan Cullivan.
"I loved their demo," enthuses Cullivan. "I'ma big fan of really old Beachboys type music andwhen I heard their demo CD, the hair on theback of my neck went up."
Daniel Ryan (guitar/vocals/bass) and front -man Conor Deasy have been next-door neigh-bours since birth. When they were 15, theydecided to form a band. Padraic McMahon(bass/vocals/guitar) was drafted in and the line-up completed with Kevin Horan on keyboardsand Ben Carrigan on drums.
Basking in the praise of the great and the
good, and settling comfortably into the rock-'n'roll star lifestyle, the Thrills' first gig in theUK was, at the request of Morrissey, at TheRoyal Albert Hall.
"It was brilliant," recounts guitarist DanielRyan. "We're big Smiths fans, we didn't havetime to be nervous though as it all happened soquickly and we hadn't had a chance to thinkabout it".
The band's debut release, an EP entitledSanta Cruz (You're Not That Far), was issued inthe UK as a limited edition on the November 11.
While the EP was not eligible to chart,it was released commercially in Italyand Sweden in December and recentlycame out in France (February 4).
They have since completed theNME Carling Awards Tour with TheDatsuns, Polyphonic Spree andInterpol and are currently putting thefinishing touches on their debutalbum, produced by Tony Hoffer(Beck, Air, Turin Brakes). The as -yet -unnamed album-whose highlightsinclude Till The Tide Creeps In, OneHorse Town and Bigsur-is due forrelease in early June.
Before that comes The Thrills' firstchart -eligible single, one of the tracksoff the EP, One Horse Town. The sin-gle is out on March 10 in the UK, andhas been A -listed by London's alter-native Xfm and C -listed by publicbroadcaster BBC's national AC sta-tion, Radio 2. A staggered European
release will follow and, after a trip to Japan,the band will embark on their first Europeantour in April -May building up to performancesat European festivals over the summer.
Cullivan says that he and the band are "aim-ing for Top 40 with the new single", meanwhile,London -based Sally Welch, international pro-ject manager at Virgin UK, adds: "Peoplehaven't heard a lot of music yet, but we are veryexcited-it's one of the hottest acts we have.And our international affiliates are very posi-tive about it, too."
Deen realises teen dreams in Bosnia

SARAJEVO - A former member ofSarajevo -based boyband SevenUp, young Bosnian singer Deen isa pretender to the top echelons ofpop in the former Yugoslavia.
Eschewing traditional local folkmusic, Deen has been attractingyoung fans around the Balkanswith his cool version of electro-pop/R&B. And he certainly has theambition to succeed.
"Many people here don't reallyunderstand what I'm trying toexpress with my music andimage," says Deen. "That's becausethe majority of people in theBalkans only listen to folk music.All I'm really trying to do isbecome famous-like a GeorgeMichael, Tarkan or Shakira."
In April 2002, utilising thesongwriting and production skillsof veteran of the Yugoslavianmusic scene Sead Lipovaca, Deenreleased his first state-of-the-art
pop album with lyrics in BosnianJa Sam Vjetar Zaljubljeni.
After having established him-self in most of the regions with thehelp of Naraton Records (Bosnia-Herzogovina), Orfej Records(Croatia/Slovenia) and CityRecords ( S erbia/Montenegro/Macedonia), Deen has alreadytaken his steps towards an inter-national career.
Munich -based producerSebastian Thorer, who has workedwith the likes of Rod Stewart andCher, has already recorded someEnglish -language tracks with theartist. Deen's follow-up album isdue this summer with at least twotracks designed to test the watersof the European market.
The first single by Deen was thelove ballad Poljubi Me, a duet withCroatian Vlatka Pokos. Uptempopop track Lazi Me was the secondsingle and his current, third singleBolje Za Nas is on heavy rotationon both TV and radio stations inthe whole region.
MOR-formatted Radio MSarajevo put all three singles onhigh rotation. Head of music FuadDozo is optimistic regardingDeen's ambitions international."The quality of the album as awhole meets global standards,both in production and perfor-mance," he says.
The artist says: "My biggestdream is to become famous world-wide. But I know, just how hard itis for a Bosnian to achieve that."

Feelin' FreshThe Dominate I Feelin' KindaStrange EP by Drumattic Twins(Finger Lickin' Records/UK) is arecord with a sound that will mostprobably prove to be one of the dom-inant dancefloor themes of this year.Both tracks are marked by a tuff,rock -funk groove and Feelin' KindaStrange in particular is a visceral,shouty affair with an instant,aggressive, positively muscularhook. Unsurprisingly, given thefreshness of the track, it has alreadybeen picked up by several Dutchradio stations.
FlexibilityVeteran New York DJ Ray Roc, onehalf of the house duo Roc & Katowhose track Jungle Kisses (Slip 'n'Slide/UK) was one of the majorcrossover hits of 1994, has created anew imprint, Flexible Records. Thelabel will have offices in New Yorkand Germany, where distribution isthrough Zyx Records.
"This is probably not the besttime to be setting up a new dancelabel, but there are so many greatartists out there who are not beingdeveloped," Roc says. "And one ofmy main intentions is to help toground artists who've been doinggood work but not getting the recog-nition for it."
The label kicks off on March 13
with a re -make of the Roc & Katohit. Called Jungle Kisses 4 U by RayRoc featuring Latrice, the track stillhas the same distinctive, melodicfunk feel topped off with a brighter,fuller production. "Releasing musichas to come out of passion, but werecognise that you also have a dutyto your artists to try and crosstracks over and make some money,"Roc says.
This is unlikely to be a problemgiven the material that Roc hasbeen working on lately. After JungleKisses a track called Never by TheRoc Project featuring Tina Arenawill be released through Sony Musicin March with alternative mixes byTiesto, Max Wright and Filter Head.
Further down the line, the nextrelease on Flexible Records will beIt's About Love by The Roc Box fea-turing ex -M -People vocalist HeatherSmall. "Heather's voice is as distinc-tive as ever but it's nothing like M -People," Roc says. "I'm also workingon a second track with Heathercalled On My Way but that won't beout for a while."
In the meantime there are sever-al more upcoming Flexible releasesincluding Chango by House OfVoodoo in April and Light My Fireby Black Latin Soul, the first in aseries of releases under the nameRoc's Latin Groovez. The track,which features BMG flamenco gui-tarist Nino Joselli, is scheduled for aMay release.

her latest single He's Unbelievable. The newtrack uses the same sample as Dr Dre's KeepTheir Heads Ringin', a slow looping hip hopbeat, and adds Connor's pop star voice to createan out-and-out pop/R&B tune. Connor hasexperienced success in both her native Germanyand elsewhere in Europe with her previoussingles, Let's Go Back To Bed -Boy!, From SarahWith Love, One Night Stand, and Skin On Skin.Basyl De Groot, programme director at DutchCHR-formatted station 3FM, remains to beconvinced about her latest effort: "This is thefirst tack we have played by her," says De Groot,"It's one of those songs that you would need as aprogrammer to fill some extra airtime. The top four remain the same on this week'sEuropean Dance Traxx chart with PanjabiMC's Mundian To Back Ke (Superstar) retain-ing its number one position for the third weekin a row. Mundian To Bach Ke is riding high onall most of the national charts and has receivedboth a boost in club play and increased sales atspecialist retail.
Although Bob Sinclar's The Beat Goes On(Yellow) has also gained an increase in clubspins, the track continues to trail Panjabi MC atnumber two on this week's chart. While lastweek Sinclar looked to be moving in on the num-bO'r one position, this week in fact shows a fur-ther distancing from the top slot.
The top 10 features four new entries thisweek. US act iiO flies into the top ten at num-ber five, up from number 24, with At The End(Universal). Master Blaster is also new to theexclusive top ten rankings moving up from 15to number eight with Hypnotic Tango (Epic).Fab For's Last Night A DJ Blew My Mind(Illustrious) featuring Robert Owens climbs upfrom 14 to take up the ninth slot on the list,while Chicane, aka Nick Bracegirdle, squeezesin at number 10 with his latest track Love OnThe Run (M Records).
The biggest sales gainer this week isIceland's Gus Gus with David (Underwater),based on local dance store chart debuts inBritain, Ireland and Belgium. It rockets fromnumber 29 to 11 this week.
There are only nine new entries and five re-entries to the top 100 this issue. The highestnew entry, at 23 from 143, is successful Belgianact Sylver with Living My Life (BYTE). Makingits top 100 debut, the track is already the high-est -charting track by the model/singer duo todate.
Robbie Rivera's Sex (Filtered) is the biggestclub play gainer as well as the second highestre-entry this week, at 35 from 358.
Finally, after an amzing 32 weeks on thechart, Kate Ryan's cover of Desenchantee(Antler -Subway) seems to have enjoyed itslast week on the chart, as it drops from 77to 97.

"I think it's a verystrong ballad," says TobiasNilsen programme directorat Danish CHR outlet The
Voice. "It's on B rotation right now and it maymove up to A rotation in a month or so. We'veactually been playing it since November."
Robbie Williams holds strong at number fourthis week with Feel (EMI)-another track receiv-ing high exposure on The Voice. "Feel has been onA rotation for three months now," says Nilsen."But we're starting to play it less, because we justadded his new single, Come Undone."
Justin Timberlake breaks into the top 10 thisweek with his single Cry Me A River (Jive) off hissolo album Justified. "I think it's a strong track,"says Nilsen, "but I think he is releasing a newsingle, Rock Your Body, in Denmark either thisweek or next." Nilsen says a new single may wellreduce Cry Me A River's airplay as stations makeairtime for it.
Controversial female duofrom Russia, t.A.T.u. (pic-tured) also enter the top tenthis week with their single AllThe Things She Said(Universal), moving up toeight from 11 last week."We've been playing the trackon an A rotation for about fouror five weeks and we're goingto add their new single soon,"
says Nilsen. That single, Not Gonna Get Us, cur-rently stands at number 32 on the chart.
UK act Coldplay move up five spots this weekto 12 from number 17 with their latest singleClocks (EMI). Despite success in the UK inEurope, and their increasing popularity in theUS, Coldplay don't fit the bill at The Voice. "Wedon't play Coldplay at The Voice," says Nilsen."It's not really our sound. I think they are more ofa UK act."
Eminem's Lose Yourself loses ground thisweek-moving back from number seven thisweek to 13-again making way for the rapper'snew tune. "We play Eminem a lot," says Nilsen,"Lose Yourself has been a big hit here. We mayadd Sing For The Moment either this week or thefollowing week."
UK female trio Sugababes make a five -placeleap on this week's chart with Shape (Island) upto 17. "Sugababes are a huge radio name here,"says Nilsen.
Meanwhile, plummeting down chart this weekis Punjabi MC with Mundian To Bach Ke(Superstar). "Punjabi MC is being played a lot inthe evenings for the younger listeners. Peopleeither love it or hate it," says Nilsen.
Also in reverse this week is Madonna's DieAnother Day, which has moved down to 44 from29. "It's had over a thousand plays since we addedit in October," says Nilsen.
Falling out of the top 50 this week is Santana'sGame of Love (Arista) which held a 41 position onlast weeks top 50. "It's a recurrent sound now,"says Nilsen.

Existing CD consumers saidthey would purchase the sameamount again if VAT was signifi-cantly reduced, while people whosaid they had not bought anymusic in the past 12 months saidthey would. Indeed, one third ofthose who do not currently buymusic said they would buy anaverage of five CDs per year each,a potential extra 150 million unitsaccording to the survey.
It also found many consumerswere surprised that music CDswere not given the same VAT rateas other cultural products such asbooks, theatre and movies.
Unsurprisingly the survey's find-ings were welcomed by the IFPI andother members of the so-called VATCoalition, representing major andindependent labels as well asartists, composers, publishers andretailers. The group has called onthe EU to amend its rules concern-ing VAT on recorded music so thatthe rate is in line with that of other
cultural products including admis-sions to concerts, theatres, muse-ums, cinemas and zoos.
The VAT Coalition comprisesthe European Music Office, theGlobal Entertainment Retail Asso-ciation Europe, the EuropeanGroup of Societies of Authors andComposers, the International Con-federation of Music Publishers, theIFPI, the International MusicManagers Forum, the Internation-al Music Publishers Association,and the Independent Music Com-panies Association.
The survey was released just asEU finance ministers met in Brus-sels. Any changes to tax rates willhave to be endorsed unanimouslyby all 15 EU finance ministers(although in 1997, EU cultureministers unanimously called for acut in the rate). France is aggres-sively pushing for ministers toaddress the issue when they meetin Luxembourg in April, but mostgovernments have so far beenreluctant to commit to a rate cut.
The IFPI says that even amend-ing the VAT Directive would mere-ly mean adding recorded music tothe list of products where areduced VAT rate could apply: itwould then be up to each EU mem-ber to decide whether to changetheir individual rates.
The European Commission-theEU's executive arm-is due to unveilthe results of its review of the VATDirective this spring. This lists prod-ucts and services where individualEU nations are authorised to cutVAT down to as low as 5%.
Switching Echos pays dividendsby Olaf Furniss
BERLIN - This year's decision toswitch Germany's Echo awards from aThursday to a Saturday night reaped a50% boost in viewers, with a recordnumber of viewers tuning in to the livegala broadcast on RTL on February 15.Average ratings were 6.5 million overthe duration of the televised event,compared with 4.1 million in 2002.
The rise is attributed to the changeof day, although a significant numberof Echo winners were veterans of theGerman music scene and so mighthave attracted older viewers.
Herbert Gronemeyer, whose Menschalbum is now the best selling Germanalbum ever, having shifted 2.7m unitssince its release last autumn, generat-ed the largest number of awardsincluding Best Domestic Single, BestDomestic Rock/Pop Artist, Best Mar-keting Campaign for a domestic prod-uct and Best Producer (Alex Silva).
And while EMI Germany presidentUdo Lange could have expected his actto do well due to the awards beingbased on chart share and sales, he also
believes that the event was particular-ly well run this year. "It's the best Echoyet. Everything was better," he says.
In addition to Gronemeyer, threeother pop/rock acts whose careers dateback 20 years or more won in key cate-gories: Die Toten Hosen (Best DomesticRock/Pop Act), Nena (Best DomesticFemale Artist) and Can (LifetimeAchievement).
However, some acts under the age of40 still managed to get a look -in, mostnotably reggae artist Gentleman (pic-tured) (Best Domestic Hip Hop Act),Sportfruende Stiller (Best DomesticAlternative Rock Act) and girl trio Won-derwall (Best Domestic Newcomers).
Gentleman's product managerMark Loscher at the Four Music label,believes that the award could give astrong boost to the rising star, notleast because he also performed at thegala. "Through his live performance alot of people found out about Gentle-man who did not know about himbefore," he says.
International acts who faired well atthe Echos included Shakira (Best Inter-national Rock/Pop Female), RobbieWilliams (Best International Rock/PopMale), Red Hot Chili Peppers (BestInternational Rock/Pop Band), LasKetchup (Best International Rock/PopSingle) and Avril Lavigne (Best Inter-national Rock/Pop Newcomer).
Love Hewitt Barenakeddisagree with an artist's personal feel-ings on travel safety," says Stuart Wat-son, head of Jive International, "it'sobviously hugely disappointing thatJennifer is unable to visit Europe atwhat is effectively the perfect time tolaunch her record.
"She has, however, been very flexi-ble in making herself available for bothphone and one-to-one interviews out ofLos Angeles. And we're hoping toreschedule her visit to Europe soon."
MTV has already made the videofor Can I Go Now? a network priority,with heavy rotation on its key Euro-pean feeds, including the UK, Nordic,European, South, France, the Nether-lands, Poland and Romania.
The catchy rock -pop single is mean-while receiving strong radio airplaythroughout Europe, including on Ger-many's Bayern 3, Cool FM in Belfast,Croatia's Radio Dalmacija, Dutch sta-tion 3 FM and Belgian public broad-caster VRT's CHR station, Brussels -based Radio Donna.
"It's a great record," says head ofmusic at Radio Donna Jan Van-hoorickx. "She can do more than justact. There are a couple of great trackson the album and I really like the coverof Me And Bobby McGee. I think thealbum will do very well."
While cynics may turn their nosesup at the actress -turned -singer syn-drome, Hewitt's case is more that ofsinger -turned -actress. Although knownfor her roles in films like I Know WhatYou Did Last Summer and in the USTV series Party Of Five, Hewitt was infact signed to Atlantic/President in theUS as a recording artist-who releasedtwo albums by the teenager-wellbefore her acting career took off.
After a six -year gap a Hewitt com-position was used as the title song tothe Disney's animated film HunchbackOf Notre Dame 2. And, after pursuingher for more than a year, Jive signedHewitt in 2001.

The album's pace is mid -tempo touptempo pop -rock, although Hewittsays she shies away from the 'rockchick' tag. The title track Barenakedstarts off on an acoustic, countrygroove before turning into a straight -up, anthemic, pop -rock tune-all pow-ered by Hewitt's strong, clear vocals.Hey Everybody is a positive uptemponumber, while You finds Hewitt in amore classic power -ballad mould. Rock& Roll is a mid -tempo funky bluestune with a classic -sounding chorusline. And Me And Bobby McGee showsoff Hewitt's solo voice over a bare bon-gos backing.
A viral album sampler was launchedto coincide with Valentine's Day. Otheronline activities will include interna-tional promotions with Yahoo! andMTVi, while wireless opportunities willencompass SMS, ringtones and picturemessaging. Jive International's newmedia team is also creating a singleinternational destination for JenniferLove Hewitt online. This will includenews and content from the UK, Ger-many and Asia Pacific.
Says Watson: "We have alreadyestablished Jennifer as a successfulsinger -songwriter in Asia -Pacific, par-ticularly in Australia where Bare -Naked reached number six and Can IGo Now is already top 20 there. Ourpriority now is to do the same inEurope where there is a very strongmarket for her style of dynamic, rock -orientated songs."

Also scheduled for release areMexican artists Quem, who will bereleased on a new FA label calledElectroautor in May, and MagosHerrera, whose album Pais Maravil-la will be released in Spain and Por-tugal on March 18. It has alreadybeen released in Mexico and Colom-bia on Suave. FA has an office inMexico City.
FA has already signed distributiondeals with four foreign labels: Dutchlabel Corazong, singer songwriter Sil-vio Rodriguez's Unicornio in Cuba,Velas in Brazil, and Cuba's ICAIC(Cuban film soundtracks). It is alsonegotiating a deal with Cuba's Egremlabel.
FA has signed leading Cuban nue-va trova artist Carlos Valera and willrelease his album 7, which includesguest spots from Bonnie Raitt andLos Van Van, on March 24. Anothernew Cuban act, Gran Clan Teuntor,which includes ex members of P18and Mano Negra, has an album calledGeneration Total released on FA onMay 6.
"This is our big leap forward ayear after setting up the label," saysGarcia. "SGAE is offering this distri-bution service to any independentlabel which asks for it, in order tofacilitate the flow of music andauthors that do not have the usualsales, promotion and commercialchannels at their disposal."
