INTRODUCTION TO THE CONFERENCE We heard at the 2011 event that India's GDP growth will average 8.7% in the period 2012/13 to 2015/16 and India will be the 6th largest economy and 3rd largest aviation market by 2020. By 2050 India will overtake the US to become the 2nd largest economy after China. Rising incomes are leading to rising aspirations and as the commercial aviation sector comes under increasing strain due to infrastructure constraints, there will be inevitable growth in business jet sales. Embraer estimates the market in India to 2020 to be worth $9 billion, which translates into 360 additional business jets to the current fleet. However, there are impediments to growth of the sector and the current regulatory process is complex and bureaucratic. Although the Director General of the DGCA declared at IBAE 2011 that he was ready to engage with the business aviation industry, the administrators and executive branch have not yet done anything to simplify the process of buying a business jet, or reduce the time it takes to secure landing permits. Delegates at IBAE 2011 learnt that the Asia Pacific region would lead the recovery in the business aviation industry with the region accounting for 16.7% of global revenues. The region would start to take an increasing share of the growth in business aviation as the US lost ground as the dominant force in GA and business aviation. As if to underline the changing fortunes in the new world order, news came in as the event closed, that Cirrus is to be brought by the China Aviation Industry General Aircraft Co (CAIGA). It was left to our Day 2 keynote speaker and one of the richest men in India, Naveen Jindal, Member of Parliament and head of Jindal Steel, to provide a vision of how business aviation will develop in India. Pledging his financial and moral support to the Business Aviation Association for India (BAAI), he called on other industry leaders to join with him in influencing policy and to provide a better understanding of the scope and importance of business aviation in terms of growing the Indian economy.

Country spotlight: Algeria

Overview

Algeria, officially the People’s Democratic Republic of Algeria (also formally referred to as the Democratic and Popular Republic of Algeria), is a country in the Maghreb. In terms of land area, it is the largest country in Africa, the Arab World and the Mediterranean Sea. Overall, it is the 10th largest country in the world. Algeria has an estimated population of 35.7 million, with about 5 million residing in the capital, Algiers.

Jeppesen well-represented at industry conferencesThis past January, the NBAA hosted its annual Schedulers and Dispatchers Conference in San Diego, California. 407 exhibitors and over 2,500 people attended, an 11 percent increase over 2010 and the second largest attendance numbers in the history of the conference. Members of Jeppesen’s client management, marketing, product management, vendor relations and international trip planning teams participated in the conference. In addition to having a presence on the exhibitor floor, Jeppesen was represented at the popular breakout sessions. Vendor relations manager for Africa, the Middle East and India, Wynand Meyer, spoke on operations in Africa and the Middle East. Jeppesen also had a demo room at the show venue to answer operators’ questions about our latest mobile solutions and FliteSupport Services.

There are two upcoming NBAA-sponsored events that will also be taking place in San Diego, both of which Jeppesen will be participating in. The first is the 20th annual NBAA Leadership Conference, which takes place February 22-23, 2012. The second is the International Operators Conference (IOC), which will be held March 12-15, 2012. During the IOC, we will be presenting a panel on South America, Latin America and Mexico. The panel will be moderated by Nancy Pierce (Jeppesen business consultant) and will include Pablo Penalva (international ops officer with J.W. Childs Associates), Robson Saldanha (flight coordinator with Swissport Executive Aviation, Brazil) and Neil Caeton (Jeppesen ITP account specialist). Jeppesen will also be sponsoring a cockpit communications demo room, which will feature our mobile solutions and FliteSupport Services offerings. New vendor relations manager: Mark O’CarrollMy aviation obsession began at an early age, not by flying with family or having a background in the industry, but by the roar of the Concorde soaring over our family home near London every morning. Each morning my brother and I would run into the garden and watch as the iconic aircraft flew overhead. Family holidays were never the same; I found myself enjoying the flight and airport experience as much as the holiday itself!

Throughout school I longed to be a commercial pilot but it wasn’t until my 16th birthday that I first flew. A Piper PA28 was the aircraft in question and this just furthered my desire to fly. In the latter stages of school I knew I wanted to further my knowledge and experience so I enrolled at London Metropolitan University to study Aviation Management. It was during this time that I truly discovered the scope of the industry and realized that there were many other roles that weren’t based in the cockpit.

I started with Jeppesen as an associate flight planner working within the UK international trip planning department. This was my first real exposure to aviation operations and an area of the industry that I instantly enjoyed. Dealing with an array of business jet operators, the role consisted of arranging everything from overflight clearances and hotel bookings to organizing flowers for pilots who had forgotten their anniversary! This role was to be my foundation as an international flight planner and subsequent promotion to shift lead for the trip planning team.

More recently, I have moved into the role of vendor relations management with my region consisting of Europe and Russia. I am rapidly developing my knowledge and understanding of the region and continuing the valuable relationships that are vital to the smooth running of our operations and those of our customers. No two days are ever the same and the dynamic nature of the sector means I always have to be on my toes.

Although I will always pursue my goal to fly, albeit as a hobby, my role has taken me in a direction that I wouldn’t change. The experiences I have enjoyed at Jeppesen have been extremely rewarding and I am very much looking forward to the challenges ahead. n

Aruba, Netherland Antilles (TNCA) – Will be closed every day between 0400Z-1100Z through 31 December 2012 except for the following dates:

Travel and health advisories

The U.S. State Department’s current list of Travel Warnings includes: Afghanistan, Algeria, Burundi, Central African Republic, Chad, Colombia, Côte d’Ivoire, Democratic Republic of Congo, Eritrea, Guinea, Haiti, Iran, Iraq, Israel, the West Bank, and Gaza, Kenya, Korea (Democratic People’s Republic of), Lebanon, Libya, Mali, Mauritania, Mexico, Niger, Nigeria, Pakistan, Philippines, Saudi Arabia, Somalia, Sudan, Republic of South Sudan, Syria, and Yemen.

Notable fuel shortages and restrictions

St. Maarten (TNCM) – At the time of publication, the island is only receiving partial fuel shipments and uplifts are restricted. Please check with Jeppesen for the latest on the situation.

Tashkent, Uzbekistan (UTTT) – Continues to have no fuel available for technical stops. If your final destination is UTTT, there may be fuel available, but please confirm ahead of time.

Regional updates

India – Important reminders: All non-scheduled foreign registered aircraft are permitted to remain in India for a period not exceeding 14 days from the date of landing. Special permission will be required from DGCA if additional time is required after this 14 day period. The other option is for the aircraft to depart out of India for a 24-hour period and then return for another 14 day period.

No foreign operator is permitted to carry revenue passengers within India or travel out of India thereby causing a loss of revenue to the Republic of India as well as denial of rights of a scheduled operator. Once a foreign aircraft is in India, the operator will not be permitted to carry additional passengers within India, unless the passengers are actual company employees travelling only for the purpose of their company business.

Iraq – The Iraqi Civil Aviation Authority (ICAA) has terminated an exclusive flight permit contract with a single vendor. This change, which is expected to drastically reduce the permit cost, was a result of efforts by the International Business Aviation Council (IBAC) and the Middle East Business Aviation Association (MEBAA) working in conjunction with ICAO. Iraq’s Ministry of Transport is now recommending that operators apply for landing and overflight permits through the ICAA or Iraqi Airways.

Singapore – Effective 01 Jan 2012, Changi Airport (WSSS) will require all non-scheduled operations to obtain a slot for both arrival and departure. Only a fixed number of landings and takeoffs are allowed per hour. This change is due to Changi Airport experiencing robust growth in air traffic movements over the past couple of years, and the slot procedure will help better manage and optimize capacity to benefit all airport users. Parking permits are to be applied for as usual. Please advise Jeppesen as soon as you have your flight schedule to allow ample time to secure slots or to offer alternative ranges of time in the same day where slots are still available. Once slots are approved, the parking permit will also be processed. Only a parking permit number will be provided. n
