Welcome to our 2020 Winter Conference! The theme of this years’ event is “2020 Vision: The Next Generation.” The concept is to present a program that helps agencies look ahead not only at the coming year, but also toward the next 5, 10 or even 20 years.

The future of our sector is founded on a strong past. Clean water professionals have done an incredible job over the last 50+ years

protecting public health and the environment. For many agencies, what used to be a relatively straightforward mission of managing secondary treatment has expanded to an almost unrecognizable list of programs and concerns that include renewable energy generation, sustainable water supply, climate resiliency, product stewardship, constant outreach and communications to local communities, and so much more.

Focusing on the next generation is not just about the technologies and approaches that will help us address these new and expanding concerns, but also the people we will need to lead us there. As we reach the limits of technology, time horizons for agency actions can now span generations. We constantly need to be preparing for what comes next, and at the same time preparing the next generation of people to continue your good work.

Our keynote speaker Maggie Frye will talk about how to mentor, advocate and grow our future workforce and leaders, and several CASA agencies will provide relevant examples of how they are engaging the next generation in their communities from grade school to trade school and through college. Other sessions will

focus on cutting edge technologies and research that will take us deeper into the 21st Century. Finally there are multiple opportunities (including the always popular roundtables) to dig deep into the substance of specific emerging issues like PFAS, and learn from the valuable experiences of fellow agencies.

As your agencies evolve, so too does CASA. We continue to enhance and improve upon our mission of delivering you timely, relevant information about the issues that impact your agencies while effectively representing your interests in Sacramento and Washington, D.C.

I am excited to be taking on the Executive Director role at CASA, not only because of the fascinating issues and opportunities that lie ahead, but more importantly the people I will continue to work with. CASA is often referred to as a family, which is unique among the association world and something I am proud to continue.

As we enter the next decade, we bid a fond farewell to our outgoing Executive Director Bobbi Larson, who has left some exceptionally big shoes to fill and will continue to symbolize excellence, professionalism, and dedication in the clean water community for decades to come.

I am glad you have chosen to kick off the new year with us here in Indian Wells, and I look forward to getting to know all of you better in the coming years.

MAGGIE FRYE, CORE CONSULTING

Maggie Frye is the Founder and a Principal Consultant for Core Consulting Group, a leadership

and strategy practice passionate about helping organizations operate

at their highest potential. Founded in 2014, Core engages with more than 50 clients in 10 states in the firm’s practice areas of leadership development, strategic planning and team effectiveness.

Maggie has enjoyed a meaningful career working in both public and private sector, and in both local and global environments. She taps into this diverse background to support the uniqueness of each the firm’s clients.

Maggie spent seven years working directly within the clean water sector at a public utility in Northern Kentucky (SD1). During her time at SD1, Ms. Frye held a multitude of leadership roles in human resources, communications, regulatory compliance and strategic planning. She always feels very oddly at home when onsite at a wastewater treatment plant.

Maggie holds a BA in Communications from Northern Kentucky University, and a Master’s in Strategic Organizational and Corporate Communication from University of Southern California.

JIM HERBERG, ORANGE COUNTY SANITATION DISTRICT

Jim Herberg has served as General Manager of the Orange

County Sanitation District (OCSD) since 2013 and has more than 30

years of professional experience. OCSD provides regional wastewater service to 2.6 million residents, with an annual operating and capital budget of approximately $450 million. Jim has been with the Orange County Sanitation District since 1995.

Jim is a registered Civil Engineer in the State of California and is a Board-Certified Environmental Engineer by the American Academy of Environmental Engineers. Jim holds a Bachelor of Science Degree in Civil Engineering from the University of Oklahoma, and a Master’s in Civil Engineering from Long Beach State.

DAVID HIX, CITY OF SAN LUIS OBISPO

David Hix has been the Deputy Director of the wastewater division for the City of San Luis

Obispo and has been with the City for over 30 years with the past

26 years as the Deputy Director. David graduated from the University of California Riverside, and worked in secondary education and hazardous waste management before coming to the City.

David is responsible for the City’s wastewater utility that includes the City’s water quality laboratory, wastewater collection system, environmental programs and the Water Resource Recovery Facility (WRRF).  

David was until recently the City’s project manager for the City’s $152 million WRRF upgrade and is the lead for the City’s private lateral program that includes rebates for funding for replacement and a requirement for inspection upon sale.

BOB HOLT, SUEZ

Bob Holt is the Western U.S. Regional Resource Recovery Leader for SUEZ Water Technologies & Solutions, and is

focused on bringing stakeholders together to develop sustainable

organic recovery sectors through the conversion of green & food bio-waste source separated organics (SSO), municipal bio-solids and high strength industrial wastewaters to renewable energy through the application & integration of SUEZ core advanced anaerobic digestion technologies, de-packaging machines and biogas upgrading systems. Bob holds an Executive M.B.A. from St. Mary’s College of California and B.S Environmental Engineering from the home of the Anteaters, U.C. Irvine.

ADAM KRANTZ, NATIONAL ASSOCIATION OF CLEAN WATER AGENCIES (NACWA)

Adam Krantz became CEO of NACWA in July 2015. Prior to

that he was managing director of Government & Public Affairs at

NACWA, where he has worked since May 2001. Adam manages an unparalleled team in Washington, DC, that advocates on behalf of the nation’s public clean water agencies on an array of regulatory, legislative, and legal issues geared toward ensuring sustainable clean water agencies and a move toward the utility of the future.

RANDY LEE, INLAND EMPIRE UTILITIES AGENCY (IEUA)

Randy Lee is currently the Executive Manager of Operations/Assistant General Manager for

IEUA, where he is responsible for the operations and maintenance

of the Agency’s five wastewater treatment plants, one potable water plant, sewage collection systems, recycled water distribution system, groundwater recharge basins, biosolids composting, and facilities management. Randy has been in the water and wastewater industry for 20 years. Randy started his career with the Inland Empire Utilities Agency, then moved to Irvine Ranch Water District as the Assistant Director of Recycling Operations but returned to Inland Empire Utilities Agency in 2015. Randy is a registered professional engineer in civil engineering, a certified Grade V wastewater operator by the State of California, and a Certified Reliability Leader by the Association of Asset Management Professionals. He has a bachelor’s degree in environmental engineering and a master’s degree in chemical/environmental engineering, both from University of California, Riverside.

IAN PEPPER, UNIVERSITY OF ARIZONA

Dr. Ian Pepper is currently a Professor at the University of Arizona. He is also Director of

the University of Arizona, National Science Foundation Water &

Environmental Technology Center (WET), and Deputy Director of the new Water and Energy Sustainable Technology Center known as WEST. Dr. Pepper is an environmental microbiologist whose research has focused on the fate and transport of pathogens in air, water, soils and wastes. He has conducted research on land application of biosolids for over 45 years and was a member of the 2002 National Research Council Committee on land application. His expertise has been recognized by membership on 6 National Academy of Science Committees. Dr. Pepper is a Fellow of the American Association for the Advancement of Science, the American Academy of Microbiology, the Soil Science Society of America, and the American Society of Agronomy. He is also a Board-Certified Environmental Scientist within the American Academy of Environmental Engineers and Scientists. He is the author or co-author of nine textbooks; 40 book chapters; and over 200 peer-review journal articles.

ALEXANDER QUINN, JLL

Alexander Quinn is the Director of Research for Northern California at JLL. He has over 20 years of planning and economic analysis

experience and specializes in triple bottom line assessment, economic

forecasting, and urban regeneration.

His practice has focused primarily on addressing urban questions using robust analytic methods to inform the economic, equity, and environmental consequences of development, infrastructure and policy. Mr. Quinn has applied triple bottom line assessment, sustainable return on investment modeling, and life-cycle analysis to projects across North and South America. He combines his considerable quantitative skills with an extensive background in sustainability, urban regeneration, economic development, transit-oriented development (TOD), and public finance.

Mr. Quinn has provided expert testimony to U.S. Congress to first explain the economic contribution of water infrastructure to the national economy and in a second testimony to explain the potential national loss in GDP should our national water system fail.  He has directed multiple national, state, and regional economic reports, including the socio-economic risks of climate change on Silicon Valley and the economic impact of SB375 on California. Mr. Quinn has worked on major international development and infrastructure projects around the world, including a new downtown plan in Lima, Peru, a long-term vision for the Port Authority of New York / New Jersey, a major community expansion in Brasilia, Brazil, and a future transit maintenance facility in San Francisco. He also led the development of a triple bottom line analytical tool for the San Francisco Public Utilities Commission’s $2.7 Billion Sewer System Improvement Program. Mr. Quinn is a lecturer at University of California, Berkeley where he also received his Master’s degree in City and Regional Planning.

MICHELLE ROMAN, SELMA-KINGSBURG- FOWLER COUNTY SANITATION DISTRICT

Michelle Roman is the Mayor for the City of Kingsburg and Chair of the

Board for the Selma-Kingsburg-Fowler County Sanitation District. She earned her Bachelor’s and Multiple Subject teaching credential from California State University, Stanislaus. Combining her love of teaching and community service has translated into youth involvement and the first ever “youth council.”

VIJAY SRIVATSAN, BLOOM ENERGY

Vijay Srivatsan heads Product Management at Bloom Energy with over 15 years of experience

in product development, product strategy, and product management.

In addition, Srivatsan leads Bloom Energy’s biogas and zero carbon initiatives.

Vijay’s career at Bloom Energy has had an uncommon back-and-forth between roles in engineering and marketing, giving him a deep and unique expertise in both the technical and market-specific arenas. Prior to serving as Head of Product Management, he led as Director of Strategic Projects, and made notable contributions as a Principal Engineer. Before joining Bloom Energy, Srivatsan worked in R&D at various manufacturing companies.

Vijay received his bachelor’s degree in Mechanical Engineering from the Indian Institute of Technology, Madras and his master’s degree and Ph.D. in Mechanical Engineering from the University of Michigan.

GREG SWARTZ, PIPER JAFFRAY

Greg Swartz is Senior Vice President at Piper Jaffray. Prior to joining Piper Jaffray, Greg

served as the Executive Director of the Water Infrastructure Finance of

Arizona, Chief Financial Officer for the Indiana Finance Authority, and issued bonds for the State of Illinois. With over 25 years of public finance experience, Greg focuses on water, wastewater, and SRF financings and provides unique insights as a program manager, bond issuer, advisor and underwriter. Greg’s expertise includes creating or modifying structures/indentures for water/sewer utilities and SRFs across the U.S. He has served as lead or co-lead advisor/banker/issuer on more than 195 utility and SRF financings worth over $20.5 billion.

Greg holds a bachelor’s degree in economics, a master’s in finance, and Security Licenses Series 7, 50, and 63. Greg serves on various boards and commissions including US EPA’s Environmental Finance Advisory Board.

MICHAEL THOMPSON, SONOMA WATER

Michael Thompson manages the maintenance of Sonoma Water’s water supply and transmission

system, flood protection channels, and wastewater collection and

treatment systems. Mr. Thompson, a registered civil engineer, has been with Sonoma Water since 1995. He received a Bachelor’s degree in civil engineering from Cal Poly, San Luis Obispo, and Master’s degrees in civil engineering and administration from the University of California at Davis.

SEBASTIEN TILMANS, STANFORD UNIVERSITY

Dr. Sebastien Tilmans is the Executive Director of the Codiga Resource Recovery Center at

Stanford University, a test-bed facility dedicated to accelerating

the scale-up of innovative resource recovery systems. Prior to joining Stanford, he worked in the Process Engineering group at Oceanside Wastewater Treatment Plant for the San Francisco Public Utilities Commission. He has also designed and implemented several decentralized anaerobic wastewater treatment systems in Panama, and a waterless sanitation service in Haiti. He holds a PhD in Environmental Engineering from Stanford University, and a B.E. in Civil Engineering from Cooper Union. He was a Fulbright scholar, an NDSEG fellow, and an EPA STAR fellow. Sebastien is a licensed professional engineer in California.
