U.S. suspends soldiers linked to deadly attack on Afghan hospital

The U.S. Army has suspended the soldiers directly linked with the attack on a Doctors Without Borders hospital in the Afghan city of Kunduz that killed 30 people, the commander of U.S.

forces in Afghanistan, Gen. John Campbell, announced.

In the presentation of the con-clusions reached in the Penta-gon's internal investigation into the incident, Campbell said that

disciplinary and administrative measures are still being studied for the soldiers implicated in the attack.

Campbell said that the AC-130 gunship attack on the hospital

"was a direct result of human error compounded by systems and signals failure," adding that the United States will take measures to ensure that an incident of this kind does not occur in the future.

Campbell said the AC-130 crew did not know the building they had targeted on Oct. 3 was a hospital. "They believed they were striking a building located several hun-dred meters away taken over by insurgents," he said, adding that "Those who called and conducted the strike did not take procedures to verify this was a legitimate target."

President Barack Obama's ad-ministration asked the Supreme Court to set a date as soon as possible to rule on the executive orders that would protect an esti-mated five million undocumented immigrants from deportation.

In a two-page letter sent last Tuesday, U.S. Solicitor General Donald Verrilli asked the high court to reject the petition from a coalition of 26 mostly Repu-blican-led states for extra time to respond to the administration's Nov. 20 motion calling on the nine justices to overturn the de-cision by the 5th Circuit Court of Appeals upholding an injunction against the immigration measures.

Time to sign up for health insurance

The Affordable Care Act's health insurance exchanges opened for business earlier this month. Now, millions of Amer-icans who do not get coverage through work have the opportu-nity to shop for policies that will take effect in 2016.

But they only have a few months to do so. This open enrollment period will end on January 31, 2016.

Those who currently lack insurance should sign up with-out delay. And those who have had coverage this year should investigate whether there's a better deal available to them for coverage that will kick in next year. Picking a plan can be complicated, but it's worth it -- and there's help available to ensure that consumers make wise decisions for themselves and their families.

There are many advantages to getting covered. The most important, of course, is that insurance ensures access to medical care. Robust coverage can be a life-saver in the event of a serious medical emergency.

But insurance also keeps peo-ple from having to pay the Af-fordable Care Act's penalty for not maintaining coverage -- a penalty that increases dramati-

cally in 2016. This year, those who were

uninsured paid either $325 per adult and $162.50 per child, up to a maximum of $975, or 2 percent of their income -- whichever was greater.

In 2016, those who don't secure coverage will pay much more. The per-person rates will more than double to $695 per adult and $347.50 per child, up to a maximum of $2,085. Wealthier uninsured will have to pay 2.5 percent of their incomes.

That's a lot of money to spend on not getting insurance.

Additionally, federal tax credits subsidizing coverage are available through the exchanges for low-in-come individuals who need help paying for their policies. This year, 85 percent of those who bought private plans on the ex-changes got fi nancial assistance.

However, the online insurance exchanges can be very complex. Fortunately, buyers who find themselves overwhelmed can seek the expert counsel of a licensed, professional insurance broker. The easiest way to do so is via a free tool available online, at agent-fi nder.org.

Brokers are specifi cally trained to help consumers work their way through the maze of plans, coverage levels, deductibles, networks, and premiums. Nearly

three-quarters spend most of their time explaining coverage to clients, according to the Kaiser Family Foundation. And nearly two-thirds of brokers devote significant time to resolving claims questions or disputes with insurance carriers.

Brokers also yield results for their clients. According to research from the University of Minnesota, premiums are 13 percent lower in areas where there are the most brokers, com-pared with those with the fewest.

It's no wonder that nearly 84 percent of shoppers who got assistance purchasing exchange coverage in 2014 rated their agent or broker as "helpful." No other enrollment assistance group received a higher satis-faction rate.

Selecting a health plan can be confusing. But help is readily available. And the Affordable Care Act provides incentives for buying insurance -- carrots in the form of subsidies to those with low incomes, and sticks in the form of penalties for those who fail to sign up.

During this open enrollment season, getting covered should be a no-brainer.

In August 2015, a Ventura County grand jury indicted nine individu-als and two corporate entities on multiple criminal counts including conspiracy to dispose of hazardous waste, failure to warn of a serious concealed danger, handling a

hazardous waste with a reckless disregard for human life, with-holding information regarding a substantial danger to public safety, fi ling a false or forged instrument, and dissuading a witness.

“The reckless handling of haz-ardous waste is a danger to public health and safety, and will not be tolerated in California,” said At-torney General Kamala D. Harris. “My offi ce will continue to prose-

cute serious environmental and health violations and will work closely with the Ventura County District At-torney’s Offi ce to hold all perpetrators accountable.”

Ventura County District Attorney Greg Totten stat-ed, “We are pleased with the Attorney General’s decision and welcome the contribution of prosecu-torial resources and envi-ronmental expertise the Department of Justice will

bring to this case.”This joint prosecution effort

Day, Public Health’s HIV /AIDS Program (The Center) and the Quality Advisory Committee, placed 2,000 small red fl ags on the front lawn of the Public Health Building at 3147 Loma Vista Road, Ventura, from November 27th through December 2nd. The red fl ags were printed with the words, “I Know, Do You?” and represented the over 2,000 Ventu-ra County residents who currently know their HIV positive status.

Other goals were to raise aware-ness of the global impact of HIV/AIDS, and celebrate victories that are allowing more people to

live longer and healthier lives. In addition, The Center offered confi dential and anonymous, free HIV Rapid testing.

Since the fi rst cases of HIV/AIDS were reported 34 years ago in 1981, the number of people in the U.S. infected with HIV has grown to more than 1.2 million. One in fi ve people with HIV do not know that they are infected and every 9.5 minutes someone new in the U.S. joins their ranks.

The federal Centers for Disease Control and Prevention (CDC) estimates that 38% to 44% of all adults in the United States have been tested for HIV and that between 16 and 22 million peo-ple aged 18-64 years are tested

for HIV annually. However, of more than one million people living with HIV in the U.S., it is estimated that about one-quarter (252,000 to 312,000 persons) are unaware of their HIV status. Because they do not know they are infected, these individuals are unable to benefi t from clinical care related to their HIV disease. In addition, some of these people may unknowingly be transmitting HIV to other people, according to the San Francisco AIDS Foun-dation.

Ventura College Foundation receives $25,000 contribution

California Resources Corpo-ration celebrated Veteran’s Day and the one-year anniversary of the Ventura College Veterans Resource Center with an award of $25,000 to launch an endowment for annual scholarships to the col-lege’s students who are veterans.

“Creating a scholarship endow-ment specifically for veterans demonstrates the crucial role that Ventura College and all commu-nity colleges play in supporting our veteran population,” said John Woolley, Ed.D., chair of the Ven-tura College Foundation Board of Directors. “This is an important step toward creating a strong vision for how the college can best serve our veteran students’ educational needs and help them in preparing for their future.”

In its first year, the Center helped more than 320 self-de-clared veterans and their families, and many more who have not disclosed their veteran status, define and achieve their educa-tional goals.

Plans call for the endowment to award a $1,000 scholarship each year in perpetuity, with the goal of increasing the number of des-ignated scholarships over time.

Ponen línea telefónica parabuscar migrantes desaparecidos

Una organización humanitaria en Arizona posee un programa para encontrar con vida a migran-tes perdidos en el desierto a través de una línea gratuita 24 horas en la que reciben llamadas de familiares desde Estados Unidos, México y otros países de Latinoamérica.

El programa Migrantes Extra-viados fue creado por la Coalición

de Derechos Humanos en Tucson, Arizona, para ayudar a cientos de familias que viven en la incerti-dumbre tras perder la pista a sus seres queridos después de cruzar la frontera.

Con este propósito, en noviem-bre del 2013 la organización creó una línea gratuita directa dispo-nible las 24 horas del día en la

que las familias pueden reportar personas perdidas.

"Ahorita estamos con más de cien llamadas al mes, nos estamos enfocando más en las personas que cruzan y que pueden estar todavía vivas. Antes se enfocaba más en colaborar con los médicos forenses aquí en el condado de Pima", dijo Cristen Bernon, coor-

dinadora del programa en Tucson. Bernon explicó que aunque

todavía colaboran con las oficinas forenses en Texas y Arizona, el enfoque ahora es fortalecer una red de apoyo para encontrar a los inmigrantes que se reportan perdidos o desaparecidos a horas de haber cruzado hacia Estados Unidos.

"Cuando hay personas que se pierden y llevan más de un mes perdidas en Texas, les llenamos un formulario, hacemos la entrevista con la familia y se las mandamos a los médicos forenses", explicó.

Algo similar han trabajado con la oficina forense en Arizona y esa lista de personas desaparecidas de los cuales no se sabe nada supera las dos mil.

La línea directa de los migran-tes extraviados (520-770-1373) es atendida por voluntarios de la organización que en primera instancia buscan a la persona en alguno de los centros de detención de inmigración o dependiendo del reporte hacen un llamado para coordinar la búsqueda en el de-sierto o en el área donde fue visto por última vez.

"Nos juntamos con diez grupos que hacen búsqueda y rescate es-pecíficamente, entonces con esos grupos estamos colaborando para encontrar a las personas antes de que mueran", comentó la activista.

Entre los grupos que están co-nectados con el trabajo de la coali-ción con este programa destaca el

trabajo de Águilas del Desierto de California, el Centro de Derechos Humanos del Sur de Texas y No Más Muertes, que tiene un equipo de búsqueda y rescate en Arizona.

Bernon detalló que ellos reciben las llamadas y entonces deciden a qué agencia u organización llamar para iniciar la búsqueda.

Además, agregó, la mayor parte del trabajo es presionar a las agen-cias gubernamentales "para que hagan el trabajo que deben hacer".

En este esfuerzo también tienen lazos con los consulados de Mé-xico, El Salvador y Guatemala, aunque afirman que el trabajo con el consulado de Honduras es más difícil debido a que no tiene sede en Arizona.

Para el consulado de El Salva-dor en Tucson el trabajo de estas organizaciones es de gran ayuda para la situación que viven en la frontera y los esfuerzos que hacen para ayudar a rescatar inmigrantes perdidos en el desierto.

"Nosotros como consulado ve-rificamos el nombre a través de los documentos de identidad, esto puede ser un pasaporte ordinario o un Documento Único de Iden-tidad", dijo Freddy Vargas, vice-cónsul de El Salvador en Tucson.

Vargas indicó que cuando re-ciben un reporte sobre un inmi-grante salvadoreño perdido o desaparecido después de cruzar la frontera, lo primero que hacen es comunicarse con las autoridades migratorias.

"Primero revisamos en los centros de detención y el último recurso es buscar con el forense", comentó.

En cuanto al consulado de Mé-xico en Tucson aunque coopera con el trabajo de las organiza-ciones comunitarias, éste tiene el Centro de Atención e Información a Mexicanos (CIAM), el cual fue creado hace dos años para prestar un servicio nacional semejante.

"Este centro ha sido diseñado por el gobierno mexicano para radicar en este consulado e ini-ciar un servicio nacional, hemos recibido llamadas de personas que están perdidas en el desierto", dijo Ricardo Pineda, cónsul de México en Tucson.

Agregó que el centro ha reci-bido más de 170 mil llamadas desde que inició, con todo tipo de preguntas e inquietudes de los mexicanos.

El consulado tiene un fuerte lazo de cooperación con la Patrulla Fronteriza en la búsqueda de in-migrantes perdidos en el desierto y gracias a esto han tenido varias historias de éxito en el rescate de personas perdidas.

Los funcionarios han sido en-trenados para definir un perfil de información que comparten con el equipo de Búsqueda, Trauma y Rescate (BORSTAR) de la Pa-trulla Fronteriza, que son quienes inician la búsqueda del inmigrante reportado perdido en el desierto.

Organizaciones junto con los diferentes consulados mantienen un esfuerzo para salvar las vidas de los inmigrantes que cruzan la frontera entre México y EE.UU.

Los inmigrantes fortalecen al país La mayoría de los estadouniden-ses creen que tener una sociedad con inmigrantes y diversa convier-te al país en "un mejor lugar para vivir", aunque esa opinión se da más entre quienes se denominan demócratas que entre los republi-canos, afirma una encuesta publi-cada por el centro de estudios Pew.

Según el sondeo, el 57% ase-gura que contar en EE.UU con un creciente número de personas de diferentes nacionalidades y razas mejoran al país, mientras que solo un 8% cree que lo empeora, y un 34% apuntaron que no marca diferencias.

No obstante, los resultados de la encuesta muestran la clara divergencia cuando se separan a los preguntados por inclinación política entre los dos grandes par-tidos: demócratas y republicanos.

Cerca de dos tercios de los que se califican demócratas, un 65%, sostiene que la diversidad contri-buye a un menor país; frente a un 30% que señala que no afecta, y un 5% que dice que lo hace nega-tivamente.

Por su parte, entre los republi-canos un 52% se decanta a favor de la diversidad, comparado con un 35% que afirma que no tienen ningún efecto, y un 10% que indi-ca que lo hace de manera adversa.

En el conjunto de los estadouni-denses, también la visión es ma-yoritariamente positiva, un 53% responden afirmativamente ante la pregunta de si la presencia de inmigrantes refuerzan al país por su trabajo duro, frente a un 38% que considera que es una carga para por ocupar empleos, casas y servicios de salud.

Ante esta cuestión, las diferen-cias partidistas son aún mayores.

De los demócratas, un 69% considera que los inmigrantes fortalecen el país, mientras que un 24% opinan que son una carga.

Por su lado, la mayoría de los republicanos, un 57%, sí que califican a los inmigrantes de una carga, frente a solo un 31% que apuntan que ayudan al país.

La cuestión migratoria se ha convertido en uno de los principa-les temas de la agenda de los aspi-rantes a la candidatura republicana y demócrata a la Presidencia de EE.UU en las elecciones de 2016.

La encuesta fue llevada a cabo entre el 27 de agosto y el 4 de oc-tubre pasados a 6,004 adultos en los 50 estados del país, y cuenta con un margen de error de más menos 1.5% puntos.

Sin embargo, el propietario niega las acusaciones y dijo que ella trabajaba para él, no antes del 2013 y que hacía turnos de medio tiempo entre 20 a 23 horas por semana.

La investigación del caso, que posteriormente fue asignada al Departamento de Trabajo Federal dictaminó que D'Abbusco, debía a sus trabajadores medio millón de dólares en salarios no pagados.

Después de conocerse el fallo, la abogada de Solais, Gilda Her-nández envió una carta pidiendo llegar un acuerdo salarial por 164,000 dólares.

Como respuesta, Scotti D'Ab-busco aparentemente tomó repre-salias y contrató un investigador privado quien denunció a la inmi-

grante mexicana ante la policía de Roxboro por robo de identidad al utilizar un seguro social que no era de ella para trabajar.

Solais fue arrestada y después recuperó su libertad.

Por su parte, un grupo de abo-gados junto a las autoridades fe-derales están ayudando a la mujer mexicana para que el gobierno le conceda una visa de protección temporal argumentando que es un testigo en la investigación y es una "víctima".

Asesinan a tres mujeres indígenas y a un hombre

Cuatro personas, tres mujeres indígenas y el conductor del trans-porte público en el que viajaban, fueron asesinadas a tiros cerca del municipio de Chilapa, en el sure-ño estado mexicano de Guerrero, informó la fi scalía estatal.

El ataque se registró alrededor de las 6:45 am hora local en la ca-rretera Chilapa-Hueycantenango,

en un lugar conocido como La Ciénaga.

Miembros del Ejército y agen-tes de la policía estatal y federal acudieron al lugar de los hechos luego de que pobladores de la zona reportaron sobre lo suce-dido.

Al llegar al lugar, las fuerzas de seguridad encontraron los cuerpos

sin vida de tres mujeres de la etnia náhuatl y el conductor de una unidad de transporte público que cubría la ruta San Jerónimo Palantla-Chilapa.

Minutos después hallaron a un herido en las cercanías, a quien proporcionaron primeros auxi-lios y trasladaron a un hospital cercano.

Chilapa, disputado por dos grupos antagónicos, Los Ardillos y Los Rojos, es un municipio estratégico para el narcotráfi co al ser la única ruta disponible para sacar la amapola que se cultiva en la montaña de Guerrero.

En mayo pasado, un grupo de civiles armados identificados como policías comunitarios con-troló los accesos al municipio, tras desarmar a miembros de las fuerzas locales y tomar varios edifi cios.

Supuestamente reclamaban seguridad, si bien el alcalde de la localidad, Francisco García, ase-guró que actuaron en connivencia con el crimen organizado.

Este crimen se suma a la muerte de cuatro miembros de una misma familia, tres hijos y su madre, en un ataque con granadas y armas de fuego perpetrado contra su vivienda en el municipio de Po-lixtepec, también en Guerrero.

Ambas zonas son sitios de cul-tivo ilegal de amapola, la planta que se procesa para obtener la heroína que luego el narcotráfi co comercializa, especialmente en Estados Unidos.

Tras la desaparición el 26 de septiembre de 2014 de 43 estu-diantes en el municipio guerre-rense de Iguala, el estado vive una ola de violencia que ha dejado centenares de muertos.

En entrevista, el doctor Ramón Pardo, quien atendió al artista minutos después de la cancela-ción del primer concierto en el Auditorio Nacional, dijo que se le diagnosticó rinofaringitis aguda.

Recordó que es un proceso in-fl amatorio de la vía aérea superior que produce síntomas que pueden "disminuir el rendimiento" de "un profesional de la voz".

"Es multifactorial, (se debe a)

cambios bruscos de temperatu-ra, aire acondicionado, contagio de persona a persona", agregó.

Explicó que le recetó antiin-fl amatorios, descongestionantes y analgésicos y le recomendó reposo para curar la enferme-dad.

Negó que en el momento de la revisión médica hubiera consumido cocaína y alcohol. "No hubo ningún síntoma que sugiera el uso de estas sustan-cias". afi rmó.

Piden frenar la creciente violencia contra las mujeres

Un nutrido grupo de mexicanos llamó al Gobierno y a la sociedad a trabajar unidos para erradicar la violencia contra las mujeres y niñas en un país en el que 23,763 de ellas han perdido la vida de manera violenta desde el 2000 y la mayoría de los casos permanecen en la impunidad.

En un manifi esto publicado en el Día Internacional para la Eli-minación de la Violencia contra la Mujer, más de 400 mexicanos, en su mayoría mujeres, y un centenar de organizaciones denuncian que las autoridades no han cumplido con todas sus obligaciones esta-blecidas en las leyes.

"Los feminicidios, la máxima

expresión de violencia contra las mujeres, no son prevenidos, ni investigados, no hay acceso a la justicia para las víctimas, menos aún se atienden las causas y con-secuencias", señalan.

También citan cifras de la Se-cretaría de Salud, según las cuales desde el año 2000 se han registra-do "23,763 muertes violentas de mujeres, la mayoría de las cuales permanecen en la impunidad".

La alerta de género, el mecanis-mo creado hace ocho años para frenar los feminicidios a través de medidas de emergencia, "ha sido satanizado por las autoridades y su aplicación cuestionada o ausente de respuesta", apuntan.

El grupo sostiene, además, que el Estado mexicano ha dado una respuesta parcial a las sentencias de la Corte Interamericana de Derechos Humanos (CorteIDH) en el caso de las indígenas Valen-tina Rosendo e Inés Fernández, violadas por soldados en 2002, y en el caso conocido como Campo Algodonero.

La CorteIDH condenó en 2009 a México por no prevenir el asesi-nato de tres jóvenes cuyos cuerpos fueron hallados en 2001 en un campo de siembra de algodón en Ciudad Juárez y por incumplir en su deber de investigar y garantizar los derechos a la vida, integridad personal y libertad.

El tribunal ordenó al Estado pagar a las familias de las víctimas un total de 383,000 dólares, reini-ciar las investigaciones, castigar a funcionarios sospechosos de cometer "irregularidades" en las pesquisas y realizar un acto pú-blico de reconocimiento de culpa, entre otras medidas.

En el caso de las indígenas, la Corte ordenó en 2010 pagar los daños a las víctimas y garantizar que los militares sean juzgados por tribunales civiles y no inter-poner bajo ninguna circunstancia el fuero castrense.

Los fi rmantes del manifi esto, entre ellas las escritoras Elena Poniatowska y Sabina Berman, demandaron al Estado presentar un informe público de "resultados comprobables" de los recursos asignados para prevenir, atender y sancionar la violencia contra las mujeres.

Además, pidieron uno sobre la aplicación de alertas de género, las sentencias por feminicidios y sanciones a autoridades responsa-bles, y otro más en torno al cum-plimiento de las sentencias de la CorteIDH y recomendaciones del Comité de Naciones Unidas para la Eliminación de la Discrimina-ción contra la Mujer (Cedaw).

El grupo pidió juzgados es-pecializados, procuradurías de defensa de las mujeres, refugios y casos de tránsito, la investigación y castigo a la violencia sexual con-tra adolescentes y niñas, además de campañas "sistemáticas y ma-sivas" para informar a las mujeres sobre sus derechos.

Suspenden a militares por ataque a un hospital

El Ejército ha suspendido a los militares directamente relaciona-dos con el bombardeo a un hospital de Médicos Sin Fronteras (MSF) en la ciudad afgana de Kunduz, que causó 30 muertos, informó el comandante de las fuerzas de EE.UU en Afganistán, el general John Campbell.

En la presentación de las conclu-siones de la investigación interna del Pentágono sobre este incidente, Campbell indicó que aún se están estudiando medidas disciplinarias y administrativas para los militares implicados con este ataque.

El comandante aseguró que el bombardeo fue causado por un error humano "trágico", debido a fallos en los sistemas y los proce-dimientos de actuación, y añadió que EE.UU tomará medidas para que un suceso de este tipo no ocurra

Clinton promete no volver a usar la expresión "inmigrantes ilegales"

La aspirante presidencial demó-crata Hillary Clinton prometió no volver a usar la expresión "inmi-grantes ilegales" y dijo que ha-berla empleado en el pasado para referirse a los indocumentados fue una "elección pobre de palabras".

La exsecretaria de Estado fue cuestionada al respecto durante una sesión de preguntas a través de Facebook organizada por la una cadena de televisión en es-pañol.

Concretamente, el activista y periodista filipino José Antonio Vargas, quien llegó un día como indocumentado al país y promue-ve una campaña para que todos los candidatos a la Casa Blanca dejen de usar la expresión "in-

migrantes ilegales", preguntó a Clinton si se comprometía a no emplear más esos términos.

Clinton respondió que sí, que no usará más el calificativo "ilegal" para referirse a los inmigrantes indocumentados.

"Como he dicho a lo largo de esta campaña, las personas en el corazón de este problema son niños, padres, familias, 'dreamers' (soñadores). Ellos tienen nom-bres y esperanzas y sueños que merecen ser respetados", enfatizó Clinton.

"He hablado de los inmigrantes indocumentados cientos de veces y luchado durante años por una reforma migratoria integral. Y voy a seguir haciéndolo", continuó la

candidata. Clinton usó la expresión "inmi-
