xxiii) Soil and ground water samples will be tested to ascertain that there is no threat to ground water quality by leaching of heavy metals and other toxic contaminants.

xxiv) Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water.

xxvi) The diesel generator sets to be used during development/ construction phase should be low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards.

Agreed. During construction phase DG sets are enclosed with acoustic enclosure. They are running on low sulphur diesel only with the provision of air and noise emission standards as per EPA Rules, 1986.

xxvii) The diesel required for operating DG sets shall be stored in underground tanks and if required, clearance from Chief Controller of Explosives shall be taken.

Agreed. The diesel used in DG sets is being stored in underground tanks. Individual Industry will be bound for same condition in HSIIDC premises.

xxviii) The quantity of fresh water usage, water recycling and rainwater harvesting shall be measured and recorded to monitor the water balance as projected by the project proponent. The record shall be submitted to the Regional Office, MoEF& CC along with six Monthly Monitoring reports.

infringements/ deviation/violation of the environmental or forest norms/ conditions. The hierarchical system or Administrative Order of the company to deal with environmental issues and for ensuring compliance with the environmental clearance conditions shall be furnished. To have proper checks and balances, the company shall have a well laid down system of reporting of non-compliances/ violations of environmental norms to the Board of Directors of the company and/or shareholders or stakeholders at large.

II – Operation Phase

a) The installation of the Effluent Treatment Plant (ETP)/Sewage Treatment Plant (STP) should be certified by an independent expert and a report in this regard should be submitted to the Ministry before the project is commissioned for operation. Treated effluent emanating from STP shall be recycled/reused to the maximum extent possible. Treatment of 100% grey water by decentralized treatment should be done. Discharge of unused treated affluent shall conform to the norms and standards of the State Pollution Control Board. Necessary measures should be made to mitigate the odour problem from STP.

It will be designed by specialized engineers of the Department. Tertiary treatment of waste water will be done, and the treated water will be reused in the project for horticulture, flushing and cooling.

b) Necessary permission/NOC shall be obtained from competent authority for the disposal of treated effluent into deep sea.

c) The solid waste generated should be properly collected and segregated. Wet garbage should be composted and dry/inert solid waste should be disposed off to the approved sites for land filling after recovering recyclable material. The hazardous wastes shall be disposed at authorized TSDF site.

g) Weep holes in the compound walls shall be provided to ensure natural drainage of rain water in the catchment area during the monsoon period.

h) Rain water harvesting for roof run- off and surface run- off, as plan submitted should be implemented. Before recharging the surface run off, pre-treatment must be done to remove suspended matter, oil and grease. The borewell for rainwater recharging should be kept at least 5 mts. above the highest ground water table.

Rainwater harvesting is not proposed as the water table of the area is quite high. Covered rectangular drainage system has to be adopted for collection of storm water runoff from sectors instead of conventional covered pipe drains. The system will ensure gravity flow into storm water system. Covered rectangular brick drains have been proposed on one side of all roads to ensure gravity flow of storm water into master storm water system.

k) A Report on the energy conservation measures confirming to energy conservation norms finalise by Bureau of Energy Efficiency should be prepared incorporating details about building materials & technology, R & U Factors etc and submit to the Ministry in three months time.

As per notification issued by Govt. of Haryana vide ref No. 22/52/05-5 dated 25-6-2008 & DHBVN circular No. D-35/2008 the use of CFL/T-28 Energy efficient tube lights/LED lamps is mandatory for all electricity consumed in industrial, institutional & commercial sector having connected load of 30 kW or above. As the policy of project proponent (HSIIDC), the norms for Energy Conservation are mandatory for the individual prospective entrepreneur’s before getting their building plan approved from the project proponent. Energy conservation measure is enclosed as Annexure- VI.

l) Energy conservation measures like installation of CFLs/TFLs for the lighting the areas outside the building should be integral part of the project design and should be in place before project commissioning. Use CFLs and TFLs should be properly collected and disposed off/sent for recycling as per the prevailing guidelines/ rules of the regulatory authority to avoid mercury contamination. Use of solar panels may be done to the extent possible.

Part- B: GENERAL CONDITIONS

1. The environmental safeguards contained in the EIA Report should be implemented in letter and spirit.

4. A copy of the environmental clearance letter shall also be displayed on the website of the concerned State Pollution Control Board. The EC letter shall also be displayed at the Regional Office, District Industries centre and Collector's Office/ Tehsildar's office for 30 days.

8. In the case of any change(s) in the scope of the project, the project would require a fresh appraisal by this Ministry.

The Ministry reserves the right to add additional safeguard measures subsequently, iffound necessary, and to take action including revoking of the environment clearance under the provisions of the Environmental (Protection) Act, 1986, to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory manner.

All other statutory clearances such as the approvals for storage of diesel from ChiefController of Explosives, Fire Department, Civil Aviation Department, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972 etc. shall be obtained, as applicable by project proponents from the respective competent authorities.

As the policy of project proponent (HSIIDC), the individual prospective entrepreneur’s is to operate only after approval of all statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Civil Aviation Department, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972, Forest Act, 1927 etc. as applicable for industry by project proponents from the respective authorities prior to construction of the project. Forest NOC is attached as Annexure- VII.

11. The advertisement should be made within Seven days from the date of receipt of the Clearance letter and a copy of the same should be forwarded to the Regional office of this Ministry at Chandigarh.
