ABOUT THE GUIDE

This Guide has been written specifically for Team Leaders with the purpose of ensuring you are well informed about the sports procedures, facilities and services at the 7th FINA World Junior Swimming Championships in Budapest (HUN), providing an orientation for our sport.

The information in this Guide is organized into three sections. The first section, General Information, refers to key dates, key personnel and also provides some of the most important contact numbers in case of emergency. The second section, Competition Information, provides complete details on the venue, rules, competition format and post-competition procedures. Then the third section, Training, includes data on the training site and schedule.

COMPETITION INFORMATION The 7th FINA World Junior Swimming Championships Budapest will be held in a 50-meter pool. Heats will be swum using up to 10 lanes, and semi-finals and finals will be held using 8 lanes. The 6-day competition programme shall be as outlined below. All events will be swum with heats and finals, except for the men’s and women’s 800m freestyle, and the men’s and women’s 1500m freestyle, to be staged as timed finals with the slowest heat(s) swum during the morning session and the fastest heat during the afternoon session. OPENING CEREMONY The ceremony will take place right before the afternoon session of the 1st competition day, Tuesday 20 August 2019. Each participating National Federation is kindly requested to send one (1) representative in national uniform, preferably an athlete to attend the ceremony as placard-bearer. They are kindly asked to show up in time in order to be briefed before the 17:00 starting time of the ceremony. The ceremony will last for appr. 15 minutes.

RULES All events shall be conducted under FINA Rules.

TEAM LEADERS MEETING A Managers/Representatives meeting will be held on August 19 at 14:30 CET in the main Conference hall of the Danubius Health&Spa Resort on Margaret Island. Dedicated shuttle bus service will be provided from the Official Hotels to the location of the meeting. Please look for the detailed information at the Sports Information Desk. The Team Leaders’ Meeting will inform the members of the National Federations about the execution of the 7th FINA World Junior Swimming Championships. Participation is mandatory for all National Federations (roll-call will be made). The Team Leaders’ Meeting will cover the following issues:

The FINA Technical Delegate shall chair this meeting. This will be the only opportunity for last minute entry changes and scratches. A positive check-in for timed final races should be made in order to avoid open lanes in the finals. DNS will be fined according to FINA Rules. Any entered competitor may be substituted by another entered competitor at the Team Leaders Meeting. It is mandatory that each NF is represented at the Team Leaders Meeting. Failing to do so will result in a fine of 100 Swiss Francs (GR 7.1)

RELAY CARDS Relay Cards are available from the Sport Information Desk (SID), located at the athlete entrance of the Competition Venue, Duna Arena. Teams are reminded that the names of swimmers competing in relay events, both heats and finals, must be submitted to the Resolution Office no later than one (1) hour before the start of the session in which the relay takes place. Resolution Office will be located at the competition pool deck. Relay Cards must list the swimmers’ names in the order they are to participate. In medley relays, the swimmers’ names and their stroke must be listed. The composition of a relay team may be changed between heats and finals as per Rule SW10.12.

PROTEST AND APPEALS Protests are possible and shall be resolved under FINA rule GR 10.2. Protests must be submitted to the Resolution Office in writing by the Team Leader with a deposit of 500 Swiss Francs or its equivalent and within 30 minutes following the conclusion of the respective event.

TEAM ARRIVAL AND TRANSPORTATION The Budapest 2019 LOC welcomes all members of the participating National Federations at the Liszt Ferenc International Airport (https://www.bud.hu/). The LOC provides transportation services to/from the Airport for all guests who have booked their accommodation through the LOC. A shuttle bus service will also be provided for the above-mentioned team members between the Official hotels and the Competition/Training venues. The updated timetable can be found at the Sport information Desk in Duna Arena and in the lobbies of the official team hotels. Below is the provisional shuttle service timetable. Please note that at the highlighted times there will be multiple buses running on the same route.

The Budapest 2019 LOC is happy to announce that there will be an opportunity for all participants to take part in a sightseeing tour of Budapest. From 16-26 August the Budapest Hop on-hop off Bus service (stopping at 19 different spots in Budapest) will be available for the participants of the 7th FINA World Junior Swimming Championships. Please ask for your voucher (one per person) at the Sport Information Desk in Duna Arena. The voucher is valid for one day, and only after 2PM. More details will follow later.

Duna Arena is situated to the north side of the Dagály Swimming Baths site, on the east bank of the River Danube, in the heart of the Hungarian capital, where throughout the course of history, natural springs have given birth to a series of important baths.

The dimensions of the complex are complemented by the broad river and the tall structures of the Arpad Bridge.

The facility was constructed in a world-record breaking time of less than 1,5 years for the 17th FINA World Championships held in 2017.

CHANGING ROOMS Athletes’ changing rooms are provided with facilities including showers, toilets and changing areas, between the warm-up and the Indoor Pool. Separated changing rooms are provided for men and women. TEAM SEATING Teams will be accommodated at a designated seating area (capacity: 690 seats) on the southern side of the Duna Arena, accessible through Staircase D. Athletes will be able to use the Team Stands during the championships. There will be no specific spots allocated to each team; you may take the seats on a first come, first served basis. Please do not use flags, stickers, ribbons, etc. to occupy the seats. Security will take these items away and hand them over to the Sport Information Desk. TEAM PREPARATION AREA In order to avoid some unfortunate events that have happened in the past, the Budapest 2019 LOC has decided to dedicate the space available for team preparation. The spots will be assigned based on the size of the respective delegation. There will be four different areas for team preparation:

TEAM FILMING Team filming is only permitted from the designated camera positions. A limited number of team filming positions are available and will be allocated by the LOC based on preliminary booking. The Team filming positions are located on the northern side of Duna Arena, accessible through Staircase B. No other area will be set aside for team filming. Filming is only permitted for biomechanical analysis/coaching purposes. No filming is permitted within the venue for social media or broadcast use (including streaming). COACHES’ CORNER There will be a limited number of seats allocated to coaches during the event. They are located on the northern side of Duna Arena, accessible through Staircase B. The area will be clearly marked as “Coaches’ corner”. The LOC kindly requests coaches to leave the area once their swimmer has finished his/her event.

VICTORY CEREMONY Once a final is over, volunteers will tell medal winners when their Victory Ceremony is scheduled. Swimmers are requested to respect the timing of the events in order to be able to keep strictly to the competition running order. Medal winners will be escorted to the Victory Ceremony preparation room through Staircase C where they will be briefed about Victory Ceremony procedures. Once the Victory Ceremony is over, medallists will be escorted back to their teams through Staircase C. There will be no Lap of honour to conclude the Victory Ceremony.

PRE COMPETITION INFORMATION WITHDRAWAL If withdrawal of any team or athlete impacts the execution of the competition schedule, the technical commission shall adjudicate the matter and will take into account the relevant FINA rules in its decision making process.

SPORT INFORMATION Sport Information Desk will be located at the athletes’ entrance at the competition venue, Duna Arena. The Sport Information Desk will provide Team Leaders with all the information and services needed to organize and plan their team training and competition. The Sport Information Desk will be operating as per the below table:

SWIMWEAR AND ADVERTISING Identification in the form of logos on swimwear, i.e. swimsuit, cap and goggles, and pool deck equipment, i.e. track suits, officials’ uniforms, footwear, towels and bags, is permitted in accordance with regulations established in the By-Laws (BL 7). The name and the flag of the country of the competitor or the country code shall not be regarded as advertisements. (GR 6.1).

Advertising identification appearing on swimwear, pool deck equipment is permitted as established in the By-Laws (BL 7). For swimming caps, FINA will be offering the athletes a swim cap from ARENA (without any swimmer’s name, flag and country code), in case of non-compliance with the FINA rule BL7. The cap will be offered free of charge,1 (one) cap only, and the athlete shall be responsible for keeping it for the duration of the competition.

Any advertising identifications which are not indicated in these regulations are not permitted. In the event that any clothing or other items of equipment contravenes these regulations, the competitor must immediately remove the offending item(s) and replace it/them with clothing that complies with FINA rules. In the event that the breach is not immediately remedied the competitor may be requested to wear attire provided by the event organizer. (BL 7.1.9) FINA reserves the right to request Federations taking part in FINA Competitions to present any advertising identification in this rule for examination and approval of FINA prior to the event in question. (BL 7.1.10) Body advertisement is not allowed in any way whatsoever. (GR 6.2). Advertising for tobacco or alcohol or sports-related betting is not allowed. (GR 6.3)

COMPETITION PROCEDURES ATHLETE ARRIVAL Teams will be dropped off at the main entry of Duna Arena according to the transportation schedule. Teams will be welcomed to the venue by volunteers at the Sport Information Desk who will be available to help them find their way and give out information. Athletes and Team Officials must wear their accreditation to gain access to the venue. Without accreditation, immediate access will not be granted which may cause some inconvenience. Failure to wear and clearly display the accreditation pass may negate free movement within the venue and cause unnecessary difficulties for all concerned.

WARM-UP AREAS Warm-up in the main competition pool during morning and afternoon sessions is only available according to the training schedule (see below). Before the final sessions, only athletes competing in a particular final session should use the indoor main competition pool. Other athletes may use the training pool. The 50m training pool and the outdoor 50m pool are available for warming up and free training as scheduled (see below).

Athletes must leave the competition pool 15 minutes before the start of competition, meaning 09:15 before morning sessions, and 17:15 before evening sessions except for Tuesday, 20 August, when the competition pool must be cleared by 16:45 (because of the opening ceremony). For the swimmers’ safety, certain procedures should be followed during all warm-up sessions. Athletes should enter the water feet first making sure no other swimmer is approaching or leaving each end of the pool. At the commencement of warm-up, all lanes will be circle-swimming, anti-clockwise - keeping to their right. For the final 45 minutes of warm-up sessions, lanes 1 and 10 will become one-way dive sprint lanes, with swimmers diving from the start/finish end of the pool. The training pool will be available for warm-up and training and swim-downs according to the training schedule. During final sessions, the training pool lane 1 will be for dive sprints, lanes 2 to 6 will be for circle swimming (anti-clockwise).

CALL ROOMS For the location of the Call Room see venue map. There will be one First call and two different Final (last) call rooms for the 50m and the 100m/200m/400m/800m/1500m events respectively.

Athletes have to report to the Call Rooms with their accreditation cards. In the morning sessions, swimmers should report 15 minutes prior to the official start time of the event or at least three heats before their heat is due to start. During Finals, swimmers should report 15 minutes prior to the start time of the particular event.

BIBS Bibs will be used in the afternoon sessions and during Medal Ceremonies. Bibs will be distributed to athletes when they are taken to the Last Call Room before the start of each final and in the preparation area before victory ceremonies. Bibs must be worn until presentation is finished for the lane. The Bib is to be worn on the chest over the tracksuit. The Bib must be fully visible during athletes’ introduction and victory ceremonies. An athlete removing the Bib before being presented at the start of an event of before the completion of the Victory Ceremony shall be subject to a fine according to FINA rules. In the morning sessions, athletes will not have individual introductions. In the evening sessions, swimmers will be introduced to the spectators during entering to take the lanes (swimmer at lane 8 will be the first to be introduced).

POST COMPETITION PROCEDURES LEAVING THE POOL Swimmers should leave the pool using the ladders at the sides of the pool and are requested not to climb over the end of the pool where the Touch pads are placed. Swimmers should leave the FOP only through the Mixed Zone.

MIXED ZONE Mixed Zones are restricted areas at competition venues where athletes are required to pass, usually situated off the FOP. They provide the print and broadcast media with the opportunity to meet athletes for quick and informal interviews on their (or their team’s) performance.

EQUIPMENT BASKETS After swimmers have been accompanied to the Field of Play, they will find equipment baskets designated to each lane. Swimmers are expected to place their clothing and equipment in these baskets prior to their race. The baskets will be removed from the Field of Play and will be placed at the recollection point in order for athletes to collect their clothing and equipment as they exit from the deck after having passed the mixed zone (see venue map).

SPORTS PRESENTATION Sports presentation plays an ever-growing role in the organization and the delivery of a swimming competition. The Budapest 2019 LOC is setting up huge LED walls in the venue and tries to create a unique atmosphere that meets the expectations of such a large-scale event. As one element of sports presentation the LOC is preparing personalized graphics for the finals.

Therefore, all swimmers who have reached the final in an individual event are kindly asked to stop after the prelims for a 1-minute-long photo shooting in the mixed zone before leaving for the warm-up pool.

ESCORT AWARDS / SWIM-DOWN

After passing through the mixed zone, swimmers can collect their clothes and move to the warm-down pool or their seating area. At this point, an Awards Escort will be approach the medal winners, to confirm their presence in the Victory Ceremony area within the required timeframe.

DOPING CONTROL

Doping Control will be conducted in accordance with the International Standards for Testing and Investigation and FINA Doping Control Rules. Samples will be screened for prohibited substances and methods as listed in the WADA latest Prohibited List in force at the time of the event. All samples will be sent for analysis to the WADA-accredited laboratory. Doping Control will be conducted by Hungarian Anti-Doping Agency (MACS) under FINA DCRB’s guidance. MACS has been a partner of the Hungarian Swimming Association for more than a decade now, supervising doping control procedures during the 2017 FINA World Championships and several other FINA events held in Hungary.

In accordance with the International Standard for Testing and Investigation, athletes selected for Doping Control must be informed in person of their selection. Athletes will be asked to sign the Doping Control Form upon notification. All athletes selected should report to the Doping Control Station immediately and will be allowed to delay reporting to the Doping Control Station only for reasons such as locating a representative/interpreter, warm-down, attending a media conference or Victory Ceremony, or receiving medical treatment. Athletes will be informed of their right to be accompanied to the Doping Control Station by an accredited team official. Once selected for Doping Control, a doping control official will remain with the athlete until arrival at the Station.

Note: Evading Sample collection, or without compelling justification, refusing or failing to submit to Sample collection after notification as authorized in these Anti-Doping Rules or other applicable anti-doping rules will constitute an anti-doping rule violation.

VICTORY CEREMONIES

The Victory Ceremony will be held at the competition venue. Following the presentation of medals, the national anthem of the gold medallist will be played, and the national flags of the medallists will be raised. All finalists shall wear the FINA bib, as provided by the LOC, on top of their National Federation uniform during the Victory Ceremony. Athletes will be briefed about ceremony procedures in the preparation area. Athletes are reminded to attend all Victory Ceremonies in their official National Federation tracksuit with appropriate footwear. Flags, caps or mobile phones are not allowed on the podium.

TRAINING TRAINING VENUES

Alfréd Hajos Complex/Széchy Swimming Pool

The Alfred Hajos Complex was Hungary’s first indoor swimming pool and the premiere location for domestic water sports. In addition to hosting competitors of all ages in various aquatic sports - swimming, water polo, artistic swimming, diving, scuba diving, modern pentathlon and triathlon – the facilities are also open for public use. The indoor swimming pool was built in 1930, on the basis of the plans and design of Hungary’s very first Olympic champion, swimmer Alfréd Hajós. The first outdoor pool and the diving facility were completed in 1937 and have been remodelled and extended several times since. The Margaret Island Swimming Complex was last refurbished prior to the 2006 European Aquatics Championships, when it was extended with an additional open, Olympic-size pool and another diving pool. This extension was named after legendary swimming coach, Tamás Széchy. Currently, the complex consists of a total of 8 open-air or covered swimming pools.

The Complex is located on Margaret Island, in a scenic environment, which is accessible to motorized vehicles only with specific authorization.

Dagály Bath 50m swimming pool The Bath first opened in 1948. Later, in 1956 it was expanded among others with a 50-m swimming pool. The swimming pool was completely renewed for the 2017 FINA World Championships, and was one of the training venues during the Masters World Championships. Dagály Bath lies right next to Duna Arena. From the shuttle bus drop off point it takes about 5 minutes’ walk to get to the training pool which will be used exclusively by the athletes of Budapest 2019. Please do NOT use the main entrance of the Bath, just follow the signs that will lead you to the athletes’ entry point of the facility. During the first four competition days (20-23 August) it will serve as training, warm-up and warm-down pool besides the one inside Duna Arena.

USEFUL INFORMATION LANGUAGE Hungarian is the official and predominant spoken language in Hungary. Hungarian is the 13th most widely spoken first language in Europe with around 13 million native speakers and it is one of 24 official and working languages of the European Union. Outside Hungary it is also spoken by communities of Hungarian people in neighbouring countries and by Hungarian diaspora communities worldwide. Hungarian (Magyar) is a member of the Uralic language family, unrelated to any neighbouring language and distantly related to Finnish and Estonian. It is the largest of the Uralic languages in terms of the number of speakers and the only one spoken in Central Europe. Standard Hungarian is based on the variety spoken in the capital of Budapest, although use of the standard dialect is enforced, Hungarian has a number of urban and rural dialects.

CLIMATE Hungary has a continental climate with hot summers with low overall humidity levels but frequent rain showers and cold snowy winters. Average annual temperature is 9.7 °C (49.5 °F). Temperature extremes are 41.9 °C (107.4 °F) on 20 July 2007 at Kiskunhalas in the summer and −35 °C (−31.0 °F) on 16 February 1940 in Miskolc in the winter. Average high temperature in the summer is 23 to 28 °C (73 to 82 °F) and average low temperature in the winter is −3 to −7 °C (27 to 19 °F). The average yearly rainfall is approximately 600 mm (23.6 in). A small, southern region of the country near Pecs enjoys a reputation for a Mediterranean climate, but in reality, it is only slightly warmer than the rest of the country and still receives snow during the winter.
