Hampton Roads, a hot bed for competitive kickball, announces the 3rd event of The Circuit National Tour of 2011.
Arms have been broken, muscles have been torn, and egos have been shattered in this so‐called child’s game known as Kickball. This is not a sport for the weak minded. Worldwide, Virginia is known to be for lovers. That, folks, we are not! We are a city of fighters and competitors and those who want to stomp all over other teams who dare step onto our fields.

Thursday, May 19
6:30 pm ‐ 9:30 pm VA Southside WAKA Games Players arriving 2 days before the tournament are invited to come out and watch WAKA's VA Southside League teams play their regular season games at Poplar Hall Park in Norfolk just off Military Highway and I‐64.
6:30 pm ‐ Midnight VA Southside WAKA Sponsor Bar After the games, come to the league bar, Knuckleheads Roadhouse in Virginia Beach, and spend the rest of the night partying and socializing with the locals. It'll be fun and a great time to stay out late, unwind and relax before the tournament.

Rulebook
For this tournament, we will be using Circuit 2011 rules.
Tournament Rule Highlights
Game Details
Pool Play Games • Rock/Paper/Scissors will determine home and away. • All Pool Play Games will consist of 5 innings or 45 minutes from scheduled start time, whichever comes first. The
Event Manager is responsible for managing the game timekeeping schedule. • Teams must play a minimum of three (3) full innings for a game to count as official. • Ties may be recorded as such in Pool Play Games. There is no version of COT for Pool Play Games. • A Game Head Referee must not start a new inning if there are less than 5 minutes remaining in the game. Game
Head Referees are to announce there will be no next inning, so that the teams are aware.
Single Elimination Playoff Games • Seeding will be determined by:
o Win % o Head‐to‐head results o Runs allowed o Highest Starting Seed
• The team with the higher starting Playoff Seed may choose Home or Away status. • All Event Single Elimination Playoff Games will consist of 6 innings. • Teams must play a minimum of three (3) full innings in Single Elimination. • There is a “mercy rule” for Single Elimination Playoff Games. See Mercy Rule, for clarification. • Ties are not allowed in Single Elimination Playoff Games. If a Single Elimination Playoff Game is tied after 6
innings or 60 minutes of play (whichever occurs first), then Circuit Overtime (COT) will be enforced. See Circuit Overtime, for clarification.
Final Game
• The Finals will be 6 innings or 60 minutes. If still tied after regulation, the game will continue under Circuit OT until a winner is determined or until 7:00 PM. (No new innings will be started after 6:45 PM). If there is no winner determined in this time frame, winner will be determined by longest kick.
Time Limit
• For both Pool Play and Single Elimination Playoff Games: o In the event of a game reaching its specific time limit, the Event Manager or Game Head Referee, will
inform (blow horn, whistle, yelling, etc.) the teams that their time limit has expired. Once this has occurred, the Game Head Referee will be responsible for finishing the full inning
the teams are currently in, if time/scheduling permits. However, unless COT applies, no Circuit Game shall run longer than sixty (60) minutes. At the
end of sixty (60) minutes, the game is over, and the final score will be the score at the end of the last full inning.
Teams who have exhausted the sixty‐minute limit for a Single Elimination Playoff Game must finish any full inning in which they are currently playing before COT applies. If one team is ahead at the end of this inning, that team wins, and COT does not apply.

Mercy Rule
• For Pool Play Games and Single Elimination Playoff Games, if there is a ten (10) run difference at the end of the 3rd inning (for Pool Play) or the 4th inning (for Single Elimination) or at the end of full inning thereafter, then the mercy rule will be an option for the winning team at that point.
Circuit Overtime (COT)
• In the event of a tie score, in a Single Elimination Playoff Game, after six (6) innings or sixty (60) minutes of play (whichever occurs first), COT shall commence until a winner is determined.
• COT begins from where the Team Lineup of each team left off at the end of their last completed inning at‐kick. • Each team must use the same kicking order in COT as in regulation play. Team Captains cannot modify the
kicking order once COT begins, unless injury forces a player to be removed from the order. • There is no pre‐set time limit on COT. If a full inning of COT ends in a tie, the teams play another inning of COT. • Each team may use only eight (8) players in the field for defense – four (4) of each sex.
Last Tiebreaker
• At the end of the 8th inning, if the game is still a tie, longest kick will determine the winner. o Each team will choose one pitcher and one kicker. Teams will pitch to their own kicker. Best kick of three
will be taken as the longest kick for that team. o Team 1 takes the field with 10 players while Team 2 kicks. Team 1 can knock the ball out of the air and in
doing so, the “mark” should be set where the fielder was standing when they made contact with the ball. If the fielder was in the air, the “mark” should go where the fielder was standing when they first left the ground.
NOTE: No member of the fielding/non‐kicking team is allowed to be in the infield during the longest kick challenge.
o After Team 2 has used their 3 kicks, the teams should trade places.
Awards/Payout
75% of proceeds will go to kickball teams
• 2/3 will go to the Tournament Champions • 1/3 will go to the Tournament Runner Up
25% of the proceeds will go the The Starr Fund
This year, we will be supporting the Starr Fund. The Starr Fund is a charity which was set‐up for a nine year‐old girl named Autumn who suffers from Niemann‐Pick Type C. NPC is a fatal disease with most patients only living into their early adolescence. Sufferers from NPC are unable to metabolize cholesterol and other lipids properly within cells. This causes many symptoms including an enlarged spleen and/or liver and neurological problems. There are only 500 cases diagnosed worldwide and because of this, treatments for Niemann‐Pick Type C disease are limited with care being mostly in the supportive manner. Autumn has been involved in some out of state trials but they are not readily available. Her parents have had to spend many weekends away because of the trials which have become very expensive. Because of the monetary strain this has put on her family, her mother works two jobs when she wishes she could be home spending time with her little girl. Most recently, the family has had to incur the payment of a customized stroller so Autumn can get around as well as new spleen guards because her spleen continues to enlarge, and this is on top of her daily medicines.

Things to Remember About Virginia Beach in May • On a Saturday morning, traffic going toward the beach can back up. Please leave PLENTY of time to get to the
fields. Don’t assume the game will wait for you. • May Average high temperature: 75 and the Average low temperature: 57. • For an up‐to‐date weather forecast, see the Weather Channel. • Use zip code 23451 for an accurate weather reading.
Things to Remember BEFORE You Arrive • 2011 VBKO will be played at Red Wing Park near Lake Redwing. Tournament games will be played throughout
the park. There are no lights at this location, so we must begin all games on time. • Parking spaces are limited, but cars are allowed to park along the side of the road as long as they do not block
the road. • Public alcohol consumption is prohibited on all Virginia Beach Public Parks. Please police yourself if you are going
to drink. We also ask though that you PLEASE make sure and keep your cans out of sight, preferable bagged up. There may be families out there using the park and there may be occasional police drive throughs so just be smart about what you're doing.
• Bring water for you, your teammates, and your pets. We cannot stress this enough. Please bring bottled water to the tournament.

From the Ramada / Oceanfront
Head west on 7th Street. Go South (left) on Pacific Avenue, which turns into General Booth Boulevard. After passing Ocean Boulevard, the entrance to the park will be on the left (east side of General Booth).
From Norfolk
Head east on I‐264. Exit onto 1st Colonial Rd exit and head south. Continue onto Oceana Blvd. Turn right onto General Booth Boulevard. The entrance to the park will be on the left (east side of General Booth).

Skills Challenge
Starting at 1 pm (lunch break) and running until 4 pm we will be holding a Skills Challenge on a designated field. The following skill challenges will be available:
1. Furthest Throw 2. Longest Kick 3. Fastest Base Running (one lap home‐to‐home)
Each skill challenge will be $5/try (one throw, one kick, OR one lap around the bases) and at the end of the day all proceeds will be split between skill challenge winners and our charity, The Starr Fund. There will be both male and female winners chosen for each skill. Players may try as many times as they like in the time allotted.

Liability Waiver and Insurance Statement If you are playing in this tournament this is REQUIRED. Captains, every player on the roster must sign this waiver before being
allowed to participate. Print one copy for the team, and have every player sign it. In consideration of the use of the property, facilities and/or services of Virginia Beach, VA, the organizers of the 2011 Virginia
Beach Kickball Open (VBKO), Virginia Beach City Park and Recreations, or any AUXILIARY ORGANIZATIONS (Auxiliaries) participating or sponsoring this Tournament, including travel related thereto, the undersigned agrees as follows:
1. RISK FACTORS: The undersigned understands and acknowledges that the use of equipment, facilities and services provided
by the The City of Virginia Beach (intramural, sport clubs, physical sports, weight and cardiovascular training, dance, aerobics, swimming, and any other programs and services sponsored by The City of Virginia Beach Recreational Sports or its associated Auxiliaries) involves risks such as, but not limited to, the following which might result from the use of equipment or facilities, from the activity itself, from the acts of others, or from the unavailability of emergency or emergency medical care. RISK OF PROPERTY DAMAGE, BODILY INJURY, AND POSSIBLE DEATH.
2. ASSUMPTION OF RISK. The undersigned ASSUMES ALL RISKS THAT ARISE OUT OF THE USE OF THE EQUIPMENT OR FACILITIES, THE ACTIVITY ITSELF, THE ACT OF OTHERS, OR THE UNAVAILABILITY OF EMERGENCY CARE, including but not limited to, those RISK FACTORS described in section 1 above.
3. ACKNOWLEDGMENT OF POLICIES AND PROCEDURES. The undersigned acknowledges reading and knowing all of the policies and procedures relating to the activities, facilities, and/or equipment and understands that the safe and proper use of the facilities, equipment or participation in the activity is dependent upon carefully following such policies and procedures.
4. PREREQUISITE SKILLS AND TRAINING. The undersigned acknowledges that he or she has the requisite skills, qualifications, physical abilities, and training necessary for proper and safe use of the equipment and facilities and to participate in the activity itself. The undersigned agrees that if he or she has any questions as to what skills, qualifications or training is necessary to properly use the equipment, facility, or to participate in the activity itself, then they shall direct such questions to the appropriate staff member on site.
5. RELEASE. The undersigned RELEASES the State of Virginia, the organizers of VBKO, the officers, employees and agents of each and agrees NOT TO SUE them on account of or in conjunction with any claims, causes of action, injuries, damage, cost of expenses arising out of the activity, including those based on death, bodily injury or property damage whether or not caused by the acts, omissions or other fault of the parties being released.
6. WAIVER. The undersigned waives the protection afforded by any statute or law in any jurisdiction whose purpose, substance, and/or effect is to provide that a general release shall not extend to claims, material or otherwise which the person giving the release does not know of or suspect at the time of executing the release. This means, in part, that the undersigned is releasing unknown future claims.
7. INDEMNIFY AND DEFEND. The undersigned agrees to INDEMNIFY AND DEFEND the State of Virginia, the organizers of VBKO, auxiliary organizations, the officers, employees and agents (hereinafter jointly referred to as "indemnitee") of each against, and hold them harmless from any or all claims, causes of action, damage judgments, costs or expenses, including attorney fees which in any way arise from the activity or this agreement which include but are not limited to damages to or destruction of any property of the indemnitee, of any others, injury or death of the undersigned or anyone else or any liability arising from the act or negligent act of the indemnitee, the undersigned or anyone else.
8. PAY. The undersigned agrees to pay for any or all damages to any property or indemnitee caused by the undersigned either negligently, willfully, or otherwise.
9. REPRESENTATIVES. The undersigned enters into this agreement for himself/herself, his/her heirs, assigns and legal representatives.
10. EMERGENCY TREATMENT CONSENT. The undersigned, as a participant in the subject activity, hereby consents to medical treatment in a medical emergency where the undersigned is unable to consent to such treatment.

11. INSURANCE. The undersigned understands that the organizers of VBKO and its auxiliaries do not carry participant insurance. The undersigned is encouraged to have a physical examination and to purchase health insurance prior to any and all participation.
12. ACKNOWLEDGMENT. The undersigned has read and understands this agreement and realizes it relates to surrendering valuable legal rights and does so freely and voluntarily.
