On January 8, 2010, Governor Schwarzenegger released his proposed2010-2011 California State Budget in which he advocates for theelimination of 87% of the In-Home Supportive Services (IHSS) program,and with full program elimination if the federal government doesn’tprovide California with an additional $6.9 billion in assistance. Whileany cut to the In-Home Care program would place fragile lives indanger, the Governor’s desire to end this lifeline program would resultin well over 400,000 low-income seniors and disabled residents losingthe only care that allows them to live safely at home, and would placehundreds of thousands of California caregivers out of work.

The pages to follow convey just a few of the thousands of faces andstories related to this vital program, as well as the scal benets In-Home Care brings to California and the real dangers of the Governor’sproposed cuts.

In 1960, 3.7% of California’s older adults

were in institutions such as nursing

homes. Because of programs such

as In-Home Care, that rate hasdropped steadily to 2.7% in 2008.

Cutting this program would turn back

the clock.

The In-Home Supportive Services

program serves over 400,000 low-income

seniors and disabled California residents

at an annual cost of around $11,500per recipient. That is on average

4-5 times LESS than taxpayerfunded institutional care.

helps prevent additional dangerous and costlyhealth problems like

Domestic tasks helps prevent falls.

Meal preparation helps stopdehydration and malnutrition–both of which are leading causes of

senior hospitalization.

Monitoring medications

lowers the risk ofunder or overdosing.

Assisting recipients to doctors’ visitsimproves overall wellness.

policy of supporting vulnerable eldersand persons with disabilities in the

community.
