    In 2009, our union adopted a set of recommendations in

    what is known as the MOVE Report (Members of Vision

    Empowered). The report was presented at our historicLeadership Summit and has been our road map ever since.

    And so, in this 2010 Annual Report, Journey to Justice, we

    reect on the recent steps weve taken, the paths that have

    been created, as well as the curves and obstacles weve

    overcome as we continue our work to achieve all of the goals

    of the MOVE Report.

    In our lives and as workers, we have arrived to where we are

    in different ways some by a situation that occurred withinour families, others by seeking new work and opportunity.

    Weve come by foot, by bus, by car, and

    sometimes packing no more than sheer

    will and determination.Reaching a sense of justice is not

    something we can do overnight, nor is

    it isolated to a handful of members and

    staff to carry out. To truly improve the

    lives of our members, their families, and

    our communities requires that we make the

    Member StrengthPreparing Leaders or the Journey

    Continuing to increase the strength of ourmembership is an important element in ourJourney to Justice. With that in mind, ourmembers focused on key opportunities in 2010that led to great success and many rsts.

    Most signicantly, we have greatly increased thenumber and types of entry points through whichmembers can deepen their involvement withthe union. We saw more home care and nursinghome members join as full-edged membersand make the decision to contribute to COPE,established union-wide standards governingmembers participation in campaigns, workedto expand our home care registry, and improvedthe responsiveness and ability of the MemberAction Center (MAC) to resolve member issues.

    In 2010 we proudly:

    Recruited 2,973 newly signed IHSS membersto full membership.

    Saw 2,036 new COPE contributors.

    Reached out to more than 200 communityorganizations and county referral services to

    assist in building our IHSS registry. Secured favorable home care contracts in

    San Benito, Santa Cruz, Napa, and Solanocounties.

    Had over 50 members participate in LaborManagement Committee meetings with all

    EVERYDAY THERE ARE NEW WAYS TO BE INVOLVED.

    Political StrengthDefning The Road

    In the past year, we successfully developed andimplemented strategies that protected vitallong term care funding, increased memberinvolvement in the political process, took astand for social and economic justice issues, and

    elected candidates who will rebuild Californiaand assist us in making our Journey to Justicea reality.

    Through the hard work and dedication of ourmembers in 2010 we:

    Engaged elected ofcials from both politicalparties and shared with them the impact

    potential state budget cuts would have onour members and those to whom weprovide care.

    Had candidates spend the day walking inthe shoes of ULTCW members.

    Held a candidate endorsement forumin which members throughout the stateparticipated simultaneously through videoconferencing.

    Activated 350 Member Political Organizers

    in electoral campaign activities that resultedin more than 90 percent of endorsedcandidates being elected to ofce includingall endorsed statewide ofce candidates.

    Protected long term cthe worst proposed stCalifornia history.

    Supported national efcare reform.

    Ive never felt more empowered in my life. I knew that having

    nursing home would be a turning point for my co-workers, our

    me. Thats why I fought so hard for us to be a part of ULTCW.

    Took a stand for true immigration reform byparticipating in marches in Los Angeles andLas Vegas, and traveled as part of a caravanof coalition members to Arizona to speak outagainst SB 1070.

    Of course, these victories would not be possibleif it wasnt for the bold action taken by ULTCW

    members. Unlike any other time in our history,in 2010 our members stood united, took to thestreets to educate voters, and tackled importantsocial justice issues. The leadership of our unionwas perhaps most visible among our peers whenwe led the Federation of Labors get-out-the-votecampaign by knocking on thousands of doors andsharing with voters why the November electionwas so important to the lives of working families.Because of our members involvement in thegeneral election, pro-labor candidates involved inclose elections were able to claim victory.

    OrganizingPounding the Pavement

    Increasing our membership through neworganizing is how we strengthen our Journey toJustice. The more workers who join our Journey,the greater our voice will be. In 2010, ULTCWstarted to build an organizing program that will

    set the standard in long term care and facilitateour goal of organizing new workers in bothnursing homes and private home care agencies.

    As a result of our work in 2010 we:

    Won recognition elections in 8 new nursinghomes with the help of 82 members whoworked on these campaigns.

    Welcomed 542 new members into our union- a 13 percent increase in our nursing homemembership.

    took a leadership position in organizing herco-workers. During the organizing campaignSusan wore purple everyday to make sure thather co-workers knew of her support for theunion. She challenged the administrator andtook a stand for what she knew was in the bestinterest of workers and residents. The resultwas an overwhelming YES vote for the union.

    Susan now proudly serves as a member of thebargaining team, working with other members towin a contract that reects the hard work of longterm caregivers.

    Education and TrainingEnriching Our Route

    Empowering our members to be leaders is a vitalcomponent in making our Journey to Justice asuccess. In 2010 we seta path to accomplishour goals of creatinga core curriculum toengage new members,build a LeadershipAcademy and increasethe number ofmembers having access

    to trainings by establishing a Train the Trainerprogram.

    Were proud to report that in 2010 we:

    Developed a core curriculum consisting ofa new member orientation that empowersmembers to become union activists.

    Created a Train the Trainer program to

    prepare ULTCW members to train fellowmembers on the In-Home SupportiveServices (IHSS) program, how to successfullyfacilitate a meeting, as well as a politicaleducation program that worked in tandemwith the November election work ourunion did.

    Partnered with NIOSH (National Institutefor Occupational Safety and Health) and the

    Alameda County IHSScreate a pilot programthat resulted in ULTCWhow to train others oninjuries at work.

    Generating PartnershipsHelping One Another Overcome Barriers

    One thing that is certain is that we cannotfulll our Journey to Justice alone. It requireshelp from those who understand the differentterrain and landscapes we will face, can helpus get from point A to point B, and overcomethe unexpected hurdles and hills that we mayencounter along the way. It requires forging

    new, strong partnerships inour communities and for ourcommunities.

    To that end, in 2010 we initiated anumber of signicant partnerships.While we have certainly engagedin the traditional, much-neededcommunity partnerships normallyassociated with working families on key issues like immigrationreform, health care reform, statebudget campaigns and the like,we also reached out and creatednew spaces and opportunities formembers and their families.

    Initiated a partnership withJ.P. Morgan Chase that will beable to assist members who hold

    mortgages with Chase in protecting andpreventing foreclosure.

    Established partnerships with fourneighborhood elementary schoolsthrough the Fresh Start Working FamiliesFestival and built solid relationships withthe Neighborhood Association near ourstatewide headquarters, thereby being agood neighbor ourselves.

    Proactively engaged tbeen administering thsince 1965 and are custate-of-the-art Urbanclasses as part of its HProgram.

    Member VoicesCommunicating Our Path

    The Journey to Justice involves making sure thatour voices are heard, our stories are told, and thepassion for the work we do in caring for others isunderstood. To achieve this, we worked in 2010to break down language barriers that previouslyexisted among our members, and to create newways of extending our voice to legislators andcommunity allies.

    In order to achieve this we:

    Ensured that the various languages ourmembers speak are not obstacles to beingable to fully participate in the union byengaging highly trained translators to provideULTCW members with real-time translation.

    Elevated the reach of our members voicesby working to be included in stories thatcovered the state budget ght, as well asother important issues such as immigrationreform, health care reform and the politicalfuture of California.

    Created a Healthy at Home member quotesbooklet that told the personal stories ofour members and those they care for. Thisbooklet proved instrumental in our lobbyingefforts in Sacramento and in developing newcoalition alliances.

    Took steps to make sure that our membersand our messages were visible at all times byproducing t-shirts, banners, buttons, signsand even ULTCW bandanas that we proudlytook with us to Sacramento and ralliesthroughout the state.

    Launched an email blast campaign to keeplong term care advocates informed ofpotential budget cuts and how to ght back.

    Created amember storiesdatabase thatcollected thepersonal storiesof long term careworkers in orderto raise awareness

    As part of the MOVE Report, we identiedand held ourselves to Five Key Values tokeep us on course. Those values areAccountability, Diversity, Empowerment,Excellence, and Transparency.

    Accountability

    We continue to implement policies that notonly maximize members dues but also developpractices that keep those dollars safe andaccounted for. More details are provided in theFinances section of this report.

    Member leaders were elected to the ExecutiveBoard in February of 2010 and have beenpart of a rigorous schedule of meetings andparticipation in various committees and ad-hoc

    workgroups year-round.Diversity

    Weve dramatically improved interpretationservices and increased our capacity formembers at regional meetings across the state,enabling everyone to fully participate.

    For 2011-2012, we have further to go despite

    having done so much in 2010. We cannot becontent by just looking in the rearview mirror.We must also look out the window to preparefor the road that lies ahead. So, we continue our

    journey by setting our sights on:

    Organizing to raise standards

    Creating quality jobs

    Building stronger communities

    Deepening member leadership and

    involvementThese will be the markersof our progress movingforward. When we seethese signs, we knowwe are getting closer to

    justice. And there arespecic goals well useto guide us, and keystrategies we will employto reach them.

    Organizing

    Working with the 2.2 million members in SEIUacross the country, we want to identify andmobilize 500,000 non-union workers who wantto have a voice on the job.

    We seek to accomplish this by:

    Organizing, on a massive scale, nursing homeworkers, private homecare agency workersand other low-paid workers that are part ofthe spectrum of long term care for agingpopulations.

    Member Strength

    Continuing our progress in 2010 to engage moremembers than ever before, we want to deepenour member leadership to build support forquality jobs and stronger communities.

    We seek to make this real by:

    Having 100,000 conversations with ourmembers that will lead to the building ofcommunity networks.

    Winning the protectiomembers and preparibargaining table.

    Holding an unprecedeeducation events focuthe economic crisis anas a solution.
