BLACKHEATH: INWONERS VERHEUG OOR ALBERT PHILANDER AANDAG KRY
Ou rylaan opgeknapRICHARD ROBERTS
@richardjohn_rj
Inwoners van Blackheath is verheug oordie uiteindelike opknapping van AlbertPhilander-rylaan in Blackheath – ’n pad
bekend vir sy slaggate en gevaar.Die rylaan strek van Eersterivier-weg in
Blue Downs tot by Raymond Ackerman-ry-laan in Kleinvlei.
Theo Jantjies, beterbekend as Xander
Meintjies van 7de Laan, was die afgelope naweek

Eerste River boy drownsRICHARD ROBERTS
@richardjohn_rj
The body of a 17-year-old Eerste Riverteenager was recovered from the seathis weekend following a drowning in-
cident last week. The boy was swimming with a group of
friends at the jetty at Strand beach when helanded in difficulty in the water. Hedrowned on Thursday afternoon around13:00. An extensive search was launched, but no body was found on the day. The po-lice’s diving unit discovered his body twodays later on Saturday 12 December.“This office can confirm that the body of
17-year-old Ashwin Johannes was discov-ered in Strand on Saturday morning afterhe allegedly drowned,” provincial policespokesperson Lieutenant Colonel AndréTraut said on Monday.A death inquest docket was registered. On Friday the emergency ambulance ser-
vice ER24 issued a statement in which thecircumstances around the incidentwere ex-plained.“It is understood that the group of boys
were swimming near the jetty when one ofthem apparently had some difficulty andwas swept underwater.”The National Sea Rescue Institute (NSRI)
in Gordon’s Bay was one of the first emer-gency units to respond to the drowning.“We launched our sea rescue craft ‘Spirit
of Surfski’ and dispatched rescue swim-mers to the scene,” said NSRI Gordon’s Baydeputy station commander Edward Rus-souw.A K-9 search and rescue team also joined
the search efforts while the Law Enforce-ment Marine Unit launched a rescue jet-skito assist the NSRI sea rescue craft in theirsearch.Despite an extensive air, sea and shore
search, there was no sign of the missing
teenager on the day of the incident. The police dive unit continued the search
on Friday.According toEdward the family of theboy
was assisted by police trauma counsellors. In a statement issued last week the pro-
vincial department of health outlined sever-al key facts about water safety. In it they encourage parents to always ac-
company children when at the beach, at a
pool, tidal pool, dam or river.Beachgoers arealso encouraged toalways
wear a lifejacket when on a boat or canoe;to never try to swimagainst a current in thesea but to swim parallel to the beach, andin a river to swim diagonally with the flow.If someone is in trouble, throw the victim
something that floats or offer a long objectto hold onto, but avoid jumping in yourself, the department warns.

Kuils River is set to become one of the areasto benefit from a programme which will helpalleviate traffic congestion in the area.
The City of Cape Town’s Congestion man-agement programme sets out the expendi-ture, infrastructure projects and other inter-ventions aimed at addressing traffic conges-tion in the city over the next five financialyears.
In a statement issued last week, Maycomember for transport, Brett Herron, said atotal of R750 million will be spent over thisperiod for road infrastructure projects.
“The programme prioritises the conges-tion points and specifies how the City willbegin to address this – not only in terms ofinfrastructure, but also in terms of opera-tions and behavioural change,” Herron said.
Kuils River was identified as one of thekey areas to benefit from the programme fol-lowing a congestion study.
“The congestion management programmewas subsequently initiated in August thisyear when council supported the allocationof R40 million in the current financial yearas interim relief to kick-start projects inthese areas,” Herron said.
“Our information shows that commutersin the Kuils River, Kommetjie and Blaauw-berg areas travel on average twice as longduring the peak period compared with theoff-peak period to reach their destinations. The peak period in these areas extends forthree hours as compared with the two hourselsewhere in the city. These areas are there-fore the first pressure points to be addressedby the City over the next five years.”
The roads to benefit from the programmeinclude Bottelary, Saxdowns, Amandel andthe nearby located Belhar Main Road, EricaDrive and Okavango Road in Brackenfell.

The Melton Rose disaster risk manage-ment unit along Albert Philander Roadcame up tops at an awards ceremony
held in Cape Town recently. The unit was named Unit of the Year at the
City of Cape Town’s Safety and security di-rectorate’s inaugural joint annual awardsevening for volunteers.
The ceremony is held to acknowledge thecontribution of volunteers in different de-partments. These departments include lawenforcement, disaster risk management andfire and rescue services.
Apart from the unit gaining this prestig-ious award, several of its members were alsohonoured.
Volunteer Pyron Isaacs of Melton Rose re-ceived a certificate of appreciation, while Ja-cobus Fortuin, also of Melton Rose, wasawarded for his 20 years of service.
The award ceremony was held on Tuesday8 December at the banqueting hall in the Civ-ic Centre.
The ceremony acknowledged the contri-butions of approximately 800 volunteers
across the law enforcementauxiliary service, the disasterrisk management centre andthe fire and rescue services.
Some of those recognisedhave devoted as many as 25years of volunteer service, while others have clocked upanywhere between 6 000 and9 000 hours of service.
“A decade ago we had onlya handful of diehard volun-teers left in the city.
“Five years ago, we kickedour recruitment and trainingprogrammes into high gearand now we have close on 800volunteers. Two of our volun-teer services are unique inSouth Africa because only thedisaster risk managementvolunteer service is a require-ment, so we have gone above and beyondwith our law enforcement and fire and res-cue volunteers,” said Mayco member for
safety and security, JP Smith. The programme serves as a key example
of how progress can be made possible.

book page one resident described the inci-dent as chaotic: “It was the scariest encoun-ter I’ve ever had. Gun shots, breaking glass, people screaming, police sirens. . . totalchaos.”The suspect was eventually arrested by

Despite numerous outcries from the com-munity to speed up the Valencia Farmercourt case, the matter has once again beenpostponed.Last week several non-profit organisa-
tions and political parties congregated out-side the Blue Downs Magistrate’s Court
where the case is heard to highlight theirunhappiness about the continuous post-ponement.The Community women action (CWA),
the ANC Women’s league, the DA, the EFFand some local women and children weresome of those who made their voices heard.Their demand? Please finalise the case.Fourteen-year-old Valencia was gang
raped and brutally murdered 16 years ago
in Eerste River.Shepassed awayat hospital after identify-
ing some of her attackers.Joan Mouton, CWA project coordinator,
said they are unhappy with the postpone-ment of the matter as it forces Sylvia Farm-er, the mother of the deceased, to continu-ously take leave fromwork – something thesingle mother cannot afford to do.“She is tired of all the court cases and all
of the suffering over the years,” Joan said. The case was postponed to 2 February
2016 and Elmario (36) remains in custody.

Dawn remains a beacon of hope
Kuils River community worker Dawn Phillips, who was diagnosed with bone marrow cancer in 2011,still keeps busy by feeding those less fortunate in Kalkfontein and Vrygrond.
RICHARD ROBERTS@richardjohn_rj
Despite having to fight a life-threaten-ing illness, Kuils River communityworker Dawn Phillips still makes it
her duty to care and provide for the less for-tunate.
Dawn (61) has been working in Kalkfon-tein and other parts of Kuils River for morethan five years – running soup kitchens, handing out donated clothes, and organisingand hosting luncheons for seniors andChristmas parties each year.
In 2011 the mother of two was diagnosedwith multiple myeloma, a cancer that startsin the bone marrow plasma cells. This how-ever did not deter or discourage her fromcontinuing with what she describes as hercalling. Her love for children is too big, shesays.
“I was a Sunday school teacher in 1977 andalways had a love for children. I developeda passion toworkwith underprivileged chil-dren,” she says.
Started volunteering at BadisaAfter moving with her family from Dur-
ban to Cape Town in 2000, she started work-ing in Happy Valley near Blackheath, thenin Vrygrond, Kalkfontein. She started out as a volunteer at Cape
Town based NGO Badisa, and continued todo community work after parting ways fiveyears ago.“I worked alone at first. I stirred pots by
myself and fed theneedy. At onepoint I ques-tionedGod, butHe blessedme,” she explainswith tears in her eyes.Dawn joined a support group at the local
counselling organisationHopeHousewhereshe met several women who started helping
her and does so up to this day.Khadija Wilkinson, Hester
Petersen and Tessa Ruiter alljoined the former Port Eliza-bethian. Today they feed hun-dreds on a weekly basisthrough the soup kitchenproject in Brenda, Elizabethand Elmarie streets, Kalkfon-tein.“Some of these women
have their own issues to dealwith, but despite this theystill assist those in need.“They are my angels.“There are times when I
needed to go for radiation, and they will carry on,”Dawn explains.
‘I don’t think of my cancer’She adds: “I trust that they
will take the baton and runwith it.”
Her vision, she says, is for the soup kitch-en, it’s volunteers andcommunity tobecomeself sustainable.Earlier this year Dawn featured in a tele-
vision programme entitled SA Heroes – adocumentary which profiled her and thework she does in the community. The pro-gramme was screened on eTV.“In 2011 the doctors toldme that 85%ofmy
body was affected by multiple myeloma.Last year it was down to only 5%,” she says
smiling. She adds: “I don’t think of the cancer. It
is not a problem inmy life. I want to tell peo-ple that they should not allow any form ofcancer to affect them negatively. You havea choice. Look away. Do not focus on the ill-ness.”She says after learning she was sick, she
was motivated to work harder.“I will fight it. The doctor at Tygerberg
Hospital said I am her miracle patient.”

Some young children from Eer-ste River and surrounding are-as were recently spoilt with a
movie – similar to that in a theatre– thanks to the generosity of com-munity workers and the police.
The day which saw nearly 100kids attend the movie was held in abid to help keep them off the streetsand out of trouble.
The event, themed “A day at themovies”, was held at Spurwing Pri-mary School on Thursday and wasorganised by the local Kleinvlei po-lice, community police forum (CPF)and neighbourhood watch struc-tures.
The function was attended by theKleinvlei police station command-er, Colonel Vernon Bester, and CPFchairman Julian Unthank.
Police spokesperson Captain Flo-rina Muller said children from all
over the Blue Downs police clusterprecinct attended. The four sectorsin the community include Kleinvlei,Eerste River, Malibu Village andBlackheath.
“The event was led by the chair-person of subforum 3 in Eerste Riv-er, Ayesha Danster. She was assist-ed by the police, her family mem-bers, colleagues and friends.”
She thanked the principal andgoverning body of Spurwing Prima-ry for the use of the school’s hall tomake this event memorable for the100 kids from disadvantaged com-munities.
“Ayesha gave the children a wordof advice and also gave them safetytips about child abuse and the fivegolden rules to stay safe during theholidays and away from strangers.
“She encouraged them to say noto gangs and drugs,” Muller said.
The children were also enter-tained by a role-play on crime pre-vention.
The children then watched a mov-ie while eating popcorn and drinks.
“This experience is not familiar tothe majority of the children andmost of them experienced it for thefirst time.
“They also had a dance competi-tion where medals were given to thethree winners,” Muller added.
Santa Claus also paid the smallones a visit after ice cream wasserved.
“They forgot about the ice creamand they ran to Santa with his redand white coat. The excitement forthem was so big; it gives you tearsin the eye to see that,” Muller said.
All of the children received partypackets, presents, and cupcakes atthe end of the day.

Meet Lakheni, a Grade 9 learner fromMthatha, who, at the age of 15 camehome from school one day to the
news that his father had suddenly passedaway.
His world is turned upside down and be-ing the eldest of three children, Lakheniknew that he was now considered to be theman of the house. His mother never had aformal job and his siblings were still in pri-mary school. Without any warning, thischild goes from having the challenge ofpassing Grade 9 to taking responsibility forhelping his mother put food on the table.
Under the guidance of the African Schol-ars Fund (ASF), he registered at a publicFET College for NCV level 2 in electricalinfrastructure construction.
Working, studyingThree years later, despite having to work
over weekends, Lakheni completed hisNCV level 4 and is now 18 years old. Hecourageously decided to leave Mthatha forPort Elizabeth and buckled down for a fur-ther 18 months to complete his N4 to N6.This he did successfully and soon thereaft-er found himself gainfully employed.
“When I arrived at PE College, my lifewas already sorted by the ASF – from regis-tration tuition fees, books and transport,”he says. “All I had to do was to present theacceptance letter I received from the ASFso I could completely focus and concentrateon my studies.”
Amazing opportunityHe says that when the ASF team visited
the college to present a student supportworkshop at the beginning of the year, itwas an amazing opportunity to finally havemet them after supporting him for the restof his school career right through college.
The ASF, through awards and guidanceassists promising young schoolchildrenfrom desperately poor homes to completetheir secondary (Grades 8 to 12) or techni-cal vocational education training collegeeducation. Lakheni is an example of thekind of bursar that ASF welcomes intotheir family.
They operate within the Free State, West-ern, Eastern and Northern Cape. The R1000 per year they make available to thelearners they support might not seem likemuch, but it affords them the opportunityto complete their basic education with asense of dignity.V Go to www.asf.org.za for more.

People who have applied for a subsidisedhouse can now check the status of their ap-plication in a much quicker and easierway, thanks to a new technological tool.
By simply sending an SMS with your 13-digit identity number (ID) to the number44108, people who are registered on theCity’s housing database can easily deter-mine the status of their application, theCity of Cape Town said in a statement.
The City’s digital housing database waslaunched in 2014 to help qualifying appli-cants update their details and register onthe database in a hassle-free manner.
To date, more than 8 300 applicants haveregistered for the online housing portal.
Applicants can now also check the statusof their housing application by sending anSMS with their ID number followed by aspace and surname to 44108. Those who donot have access to a smartphone are en-couraged to make use of the free Smart-Cape internet access at libraries.
“If residents are already registered theyshould please ensure that their personaldetails are updated otherwise it is difficultto get hold of them should a housing oppor-tunity arise,” said Benedicta van Minnen,Mayco member for human settlement.V Those who qualify but do not have internet access can visit any housing office or contact the callcentre on 021 444 0333 to update information orregister. UUssee 2200%% lleessss wwaatteerr oorr ppaayy ppeennaallttyyThe implementation of level 2 water re-
strictions was approved at the City ofCape Town’s final council meeting of
the year. The committee approved the step-up to level 2 water restrictions after anamendment was made to cases pertaining toalternative water source users.
The amendment states that when water-ing gardens, parks and open spaces with al-ternative water sources (rainwater harvest-ing, grey water reuse, treated effluent water, well points and bore-holes) residents are en-couraged to do so only before 09:00 or after18:00 on Tuesdays, Thursdays and Satur-days, and to display the appropriate signagewhich must be clearly visible from a publicthoroughfare. Users must be registered withthe City in order to do so.
This was in response to customers who ex-pressed dissatisfaction with the stringentmeasures being applied to those who havealready taken steps to use alternative watersources in the interests of reducing theirconsumption.
Level 2 restrictions – 20% savingAsCapeTown is situated in awater-scarce
region, the City imposes level 1 restrictions(10% water savings) at all times. Becausedam levels are lower than the norm for thistime of year, it was proposed that the Cityimplement level 2 restrictions (20% savings)to preserve the long-term sustainability ofthe resource.
“Customers should note that from 1 Janu-ary 2016 they will be charged according toa tariff designed to be revenue neutral whenapplied to the 10% reduced consumption lev-els. In other words, if the customer reducestheir consumption by 10%, their bill shouldremain at a similar rand value. Indigent cus-tomers’ free allocation will not be affected, nor will the free first 6 kl a month for all resi-dents.
“For example, if a resident normally uses24 kl of water every month at a cost ofR294.62, and they reduce consumption by10%, they will continue to receive a bill fora similar amount. However, if implementa-tion of the level 2 tariff is passed by Council,24 kl will cost them R344,75,” says ErnestSonnenberg, Mayco member for utility ser-vices.
Furthermore, if passed by Council, resi-dents will have to abide by the following, more stringent regulations:
. Nowatering (e.g. using buckets) of a gar-den, sports field, or other grassed area usingpotable water between 09:00 and 18:00
. No watering (e.g. using buckets) will bepermitted within 24 hours of rainfall thatprovides adequate saturation. Facilities/customers making use of bore-holes or otheralternative sources are not exempt
. Irrigation (e.g. hose pipe/sprinklers) isonly to take place on Tuesdays, Thursdaysand Saturdays during approved hours, andfor no longer than an hour in total. Facili-ties/customers making use of bore-holes orother alternative sources are not exempt
. If alternative water sources are utilised, customers should ensure that they displaysignage to this effect clearly visible from apublic thoroughfare
. Where a hosepipe is used for irrigation,it must have a controlling device attachedat the end
. No washing or hosing down of hard-sur-faced or paved areas with potable (drinkingwater from tap) water
. A hosepipe used for washing vehiclesmust be fitted with an automatic self-closingdevice
. Automatic top-up systems for swim-ming pools and garden ponds are not al-lowed. Furthermore, the use of a pool coveris recommended
. Commercial car-wash industries must
comply with industry best practice norms.Informal car washes must use buckets rath-er than hosepipes

In addition, the City would like to informresidents that changes to the bulk water dis-tribution system could intermittently im-pact on water pressure, clarity or taste with-in some areas of the northern and centralsuburbs of the city. These changes becamenecessary due to the low level of the VoëlvleiDam.
Water might have ‘a different taste’Resultant flow changes in some of the wa-
ter pipelines may temporarily cause cloudi-ness or a slight discolouration in the water.Residents with sensitive palates may alsonotice a slight change in the taste of theirwater as it will now be coming from a differ-ent mix of sources.
“Water consumers in several parts of thecity may have also experienced an earthytaste and odour to their drinking watercaused by low levels of Geosmin in dam wa-ters. We would like to reassure residentsthat this is a naturally occurring compoundand is neither toxic nor harmful to health.Water quality is monitored continuouslyand all water supplied will be entirely safefor human consumption,” Sonneberg says.
Headds that theCity isworkingproactive-ly to manage available water resources andreduce the effects of geosmin in the sourcewaters – concentrations of which are antici-pated to increase with lower dam levels andhot, windy conditions.
“The City would like to remind residentsthat these are not punitive measures, butrather the City taking steps to protect ourwater supplies and guard against a full-blown crisis, as has been the case in othermunicipalities,” Sonnenberg says.V Residents who wish to apply for an exemption canapply to the City’s director: water services by contacting [email protected]

According to AnandaNel, director of Ikamva Laban-tu, food insecurity in South Africa is very real.
“Children can’t play, learn, dream, or be inspiredwhen their immediate need is food to fill their tummy.
They need fuel. Hence the Fuel2Grow campaign. Wesalute companies such as Durbell and the general pub-lic for their involvement in helping us reach our targetof R2,5 million.

Eight schools from across Cape Town gotthe chance to take part in an annual tagrugby tournament last week.
The closing of schools for the year has co-incided with the start of the HSBC SevensSeries’ stop in Cape Town. It is the South Af-rican leg of the world series, which meantthat for the young tag rugby players it wasa chance to rub shoulders with some of theirheroes.Pupils from Bokmakierie Primary School
inAthlone andHarvester Primary School inMitchell’s Plain were among those takingpart in the day’s tournament at Hamiltonsrugby club in Green Point.Darryl van Zyl, teacher and sport coordi-
nator at Bokmakierie, welcomed the initia-tive andwas grateful that his school was oneof the eight invited to the event.“The programme is quite interesting be-
cause it teaches the pupils fitness and team-work,which is key.Whenever they invite usto any event, we always make sure that wesend a team and they enjoy it thoroughly.”He says the school has been involved in
the tag rugby programme for the last threeyears and the sport is spreading through theschool like wildfire.“So they are very eager to play rugby and
sport in general. Most of them are actuallysoccer players, but I see that most of themare good with their hands as well,” quipsVan Zyl.He also says that having the children in-
volved in the programme will go a long wayin strengthening rugby in the country as awhole.“Our aim is to teach them from a young
age and maybe one day they can become na-tional players. So I see this programmeteaching them all the steps up to that level,”he says.
StuartMcConnel, executivedirector of theTag Rugby association, says the clinic wasa fantastic way for the children to kick offtheir school holidays. He says that tag rugby has been in exis-
tence as a school sport for the last eightyears.“The idea is that this year eight schools
will get a chance andnext yearwewill invitea different eight schools,” he says.
McConnel says that the number of schoolsparticipating in tag rugby has grown phe-nomenally, from 90 schools in 2009 to about1 000 schools now.“Teachers see this as a way to get kids ac-
tive. They can generally get the whole classout, boys and girls, and get them involvedin physical activity. It is the one develop-ment sport which involves all participantsin the class.”

commentator Jeremy Fredericks was theMC and guest speaker. He reminded the fi-nalists that they should continue with theirhard work.“It is only through dedication, devotion,
discipline and determination that one cantruly excel at the highest level in the worldof sport,” he said.Earlier this year Kyle ran the 200m in a
time of 20:57 at the World Youth Athleticschampionship in Columbia, winning a sil-ver medal. What made this achievementevenmore remarkable was the fact that thistime was the second fastest time (youth) inthe world ever and the eighth fastest timeinhistory overall, with Jamaican iconUsainBolt the world record holder with 19:19.“Running that time was massive for my
confidence. It showed me that I am goodenough to compete with the best in theworld and it only drivesme to work harderand improve on my times.“I have to thank my coach, Marcel Otto.
We train five days a week. We make a goodteam and it shows in the results. It makesthings easier when you have a good sup-port structure at home as well. I am trulyblessed,” said Kyle.Kyle represented Western Province jun-
ior rugby, but soon realised that the trackwas his forte.“I do the 100m and 200m, and at our
school meetings I also do the 400m for fun,but my focus is the shorter distance. Iwould have to say that the 200m is my fa-vourite as I always pick up speed late in therace. “This yearhas beena goodone forme. At the Athletics South Africa champion-ship earlier this year in Bloemfontein Iwon silver in the 100m and gold in the 200mandgold in the 4x100mrelay.At theAfricanYouth Championship in Mauritius I wonsilver again in the 100m and I am veryproud of our gold medal in the relay. The other five finalists who were month
