Trust Construction Establishment was established in 1985 as a general contracting and trading company with first category classification.

Trust Construction Est. primary goal is to provide a consistent level of work performance that meets

and exceeds the quality standards and customer expectations conforming to the requirements and

specifications cited in all matters of construction, materials, procurement control.

We at Trust Construction are committed to:

- The continual improvement of the QHSE management System of our company.

- The prevention of injury and ill health and continually provide a safe place of work for all personnel

working under control of the company.

- The prevention of pollution, the measurement and reduction of environmental impact detrimental to

the environment.

- Compliance with all applicable legal and other requirements, and dedicated to performing our work in

the safest practical manner throughout its operation, consistent with best industry practice.

0.1. THIS MANUAL

This Integrated Management System Manual describes the area of control and references the procedures used by

TRUST CONSTRUCTION to ensure that all operational activities and services are carried out in accordance with

contractual and in-house requirements. It details the Management System Policy, Organizational Chart, and

Delegation of responsibility, Authority and accountability (Job Descriptions) and, along with the referenced process,

in compliance with the requirements of ISO 9001: 2008, ISO 14001:2004 AND OHSAS 18001:2007 international

standard. See 4.1

For the purposes of independent demonstration of the effectiveness of the Integrated Management Program,

organizations such as client companies and certification bodies will be granted access to the systems and

procedures where required and permitted by the General Manger.

The Policy (QHSE) of TRUST CONSTRUCTION has been documented and approved by the GM. The adoption of

this policy details TRUST CONSTRUCTION’ commitment to continual improvement of its Integrated System. This

commitment is further reflected in the operations of all team members according to the policies set out in this

manual, as well as all other documents associated with the successful operations of the company. See 5.3

This Integrated Management Manual is applicable for all the Departments within TRUST CONSTRUCTION. It is

applicable for all the Products / Services provided by TRUST CONSTRUCTION every employee of the company is

committed to meet the requirements, which are stated in this Integrated Management Manual.

The scope:

The Scope of TRUST CONSTRUCTION Integrated management system is defined as “Design, Engineering, Procurements, construction, installation and commissioning of Civil, Infrastructure, Mechanical, Electrical and plumbing projects”

TRUST CONSTRUCTION Est. was established in 1984 and is a leading general contracting company with Special

Category classification.

Over the years, the company has executed various construction projects ranging from commercial 24 stories high-

rise towers, to specialized – heavy industrial works, harbors, office and accommodation buildings, special concrete

rehabilitation, construction of sports stadium, closed play courts, special laboratories and substations in restricted

live plant areas.

Major Clients include oil companies like ADNOC, DMA-OPCO, GASCO, ADGAS and ADCO, the Department of

social services & Commercial Buildings (DSSCB), the Waster and Electrically Department (WED) and the

Department of Military Works (DMW).

The Company staff includes a core group of qualified and trained engineers, professionals and skilled and

experienced tradesmen. The company owns most of the construction equipment and is supported by AUTOCAD

facilities, computerized project monitoring, accounting and cost control systems.

With its long expertise, financial stability and professional management, the company is able to handle turnkey

construction projects on its own. The major turnkey projects executed are the Research Center for the Ministry of

Interiors, Headquarters of Water & Electricity Department, Cost Guard Base Harbor and Workshop Facilities and

the Radio Production Short –wave and Medium-wave Facilities for The Ministry of Information.

2.3. RESPONSIBILITIES

The Integrated Management System documents have been written in such a way that the responsibility, authority

and accountability and the interrelation of personnel, who manage, perform and verify work-effecting quality,

occupational health and safety and the environment is defined and documented.

Specific responsibilities with job titles in the form of Job Descriptions are issued to individual staff members (see

Annex). This however does not necessarily include messengers; office boys etc. and these descriptions are

detailed in different levels of IMS Documents such as Integrated Management Systems Manual (IMSM), Integrated

Management System Operating Procedures (IMSOP) and other IMS documentation such as Forms and Formats.

Characteristic

A definable property of a material. It will differentiate either qualitatively (by attributes) or quantitatively (by

variables).

Client

Fulfilment of specified requirements.

Control Chart

A chart with upper and/or lower control limits on which are plotted values of some statistical measures for a series

of samples or subgroups. Corrective Action

Action taken to eliminate the causes of an existing non-conformity, defect, or other undesirable situation in order to

prevent recurrence.

Customer

Recipient of a product/service supplied by the supplier. The customer can be either external or internal to the

organisation.

Customer Dissatisfaction

Customer’s opinion of the degree to which a transaction has failed to meet customer’s needs and expectations.

Customer Satisfaction

Customer’s opinion of the degree to which a transaction has met the customer’s need and expectations.

Defect

Non-fulfilment of an intended usage requirement or reasonable expectation, including one concerned with safety. Design and Development

4. INTEGRATED MANAGEMENT SYSTEM

4.1. PREFACE

4.1.1 TRUST CONSTRUCTION maintains a well-established documented system, which is implemented and

continually reviewed for improvements. The documented management system is designed for the benefit

of the following:

a) Customers

b) TRUST CONSTRUCTION team members

c) Certification Body

d) Other Interested parties

4.1.2 The Integrated management system of TRUST CONSTRUCTION is professionally established, and

implemented at various levels and is structured to form a three-tier documentation system comprising of

the following elements:

Level 1 Integrated Management System Manual (IMSM)

This document gives an overview of the management structure, responsibilities, and Integrated

Management System that have been documented and implemented by TRUST CONSTRUCTION. It is

designed to conform to the requirements of ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007

international standards. The purpose of the Integrated Management System Manual is to describe the

methods used to ensure that compliance with contractual requirements is achieved together with levels of

professionalism normally accepted for operational activities. All relevant sections of this manual refer to

lower level procedures in the form of Integrated Management System Operating Procedures (IMSOP).

This document contains Integrated Policy, which gives the Company’s Mission Statement, Cherished

Values & its commitment on the highest standard of QHSE. It has reference to Organization/ Reporting

Charts, which reflect the reporting and co-ordination relationship of various titles within the organization.

Furthermore, it also provides the reference to the Job Descriptions in accordance with the existing titles in

the Organizational Chart.

Responsibility: GM / MR

Level 2 IMS Operating Procedures (IMSOP)

Integrated Management System Operating Procedures (i.e. TRUST CONSTRUCTION Operating

Procedure) are detailed processes which govern how TRUST CONSTRUCTION fulfills requirements of

ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007 in its operations. Rest of the activities of the

company are regulated through various manuals, documents, procedures, reports, including forms, which

ensures the compliance with ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007 international

standard requirements.

Responsibility: All Team Members.

Level 3 IMS Forms

Forms are integral element of the entire Integrated Management System. The forms once filled become

QHSE records. Relevant forms are linked with the operating procedures in order to make the system

effective and efficient.

4.1.3 The Integrated Management System documentation helps to achieve the QHSE Objectives outlined in

Section 5.3 of this manual and serves as the QHSE plan for TRUST CONSTRUCTION . However, for

each project, a QHSE Plan in the form of activities and timelines detailing resources and responsibilities

will be developed (if contractually required by the client, otherwise this may be in forms of meetings / notes

conducted by GM or any of his nominees) before the execution of the project which will detail the project

duration and activities and controls applied for achieving objectives.

4.1.4 Management Principles deployed by TRUST CONSTRUCTION :

i. Customer Focus

TRUST CONSTRUCTION realizes the importance of understanding the requirements of its

Customers and thus tailor-makes the entire operations to suit the needs of the customers. TRUST

CONSTRUCTION has managed to exceed customer satisfaction in past and will continue doing so

through deployment of Integrated Management Principles and System. ii. Leadership

TRUST CONSTRUCTION believes in involving team members in decision-making and improvement

initiatives. The group management, over the years, has established team unity and shown a clear

direction of career growth and organizational development. The corporate culture of the company has

been quite positive and resulted in higher level of customer (internal and external) satisfaction. iii. Involvement of People

Team members at all levels in TRUST CONSTRUCTION are considered the essence, and their full

involvement is enabled through regular meetings and corporate culture. Team members are

considered as Human Assets of the organization and, are cared and recognized for their contribution

in achieving organizational excellence. iv. Process Approach

All activities conducted within TRUST CONSTRUCTION are based upon various interrelated

processes. These processes are detailed in IMSOP (Integrated Management System Operating

Procedures). Processes are mapped with special consideration to inputs, outputs, interfaces,

resources, cost, time factors and key performance indicators. Processes are monitored, measured

and analyzed for the continual improvement of the system. This approach has resulted in efficient

and effective operations at all levels.

v. System Approach to Management

Integrated Management System in TRUST CONSTRUCTION is documented in such a way that

interface of the linked processes is defined and clear. This makes the entire organization a composed

system working towards organizational excellence. vi. Continual Improvement

TRUST CONSTRUCTION strongly believes in continual improvement of its integrated management

system. In order to leverage upon team members potential for improvement, a CAR process is

employed by the organization. This process provides employees with empowerment to suggest on

areas, not limited to, Quality, Health and safety, Environment and Strategy and Innovation. vii. Factual Approach to Decision Making

Decision-making in the organization is based upon logical analysis and information. A Group of team

members brainstorm and reach a consensus for critical decisions in the organization. viii. Supplier Relationships

Suppliers are considered to be partners in business and their products / services combined with the

expertise provided by TRUST CONSTRUCTION , form an added value for the customers. In reality, it

provides a win-win situation to both parties and a quality services to the valued customers.\

ix. Initial Hazard/Environmental Review

TRUST CONSTRUCTION uses various methods to examine existing health and safety and

environmental management practices & procedure to consider the safety hazards and environmental

aspects of its activities, products and services.

By doing so, TRUST CONSTRUCTION has identified the hazards and aspects, including those

associated with normal operating conditions, abnormal conditions, emergency situations and

accidents etc..

4.1.5 General requirements (As referred in ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007 under

clause 4.1)

TRUST CONSTRUCTION has established documented, implemented and maintained an Integrated

Management System (as can be seen in this manual and other processes and forms) and continually

improve its effectiveness in accordance with the requirements of the international standard.

TRUST CONSTRUCTION has identified the processes needed for the Integrated management system

and their application. These are in the form of Integrated Management System Manual, Operating

Procedures and Forms.

TRUST CONSTRUCTION Process Model depicts a macro picture of organization Integrated management

system. These processes and sub-processes are mapped in order to ensure logical sequence and

interfaces among various functions and activities, and details responsibility, input, output, objectives and

resources.

TRUST CONSTRUCTION Integrated Management System determines the criteria and methods needed

to ensure that both operation and control of the processes are effective. It also ensures the availability of

resources and information necessary to support the operation and monitoring of these processes.

Processes are managed by TRUST CONSTRUCTION in accordance with the requirements of ISO

9001:2008, ISO 14001:2004 and OHSAS 18001:2007 International Standard.

Sub-contractors/ Suppliers/ Principals are selected on the basis of their ability to conform to all contract

requirements and to ensure successful contract completion. Criteria for selection, evaluation and re-

evaluation of suppliers is established and implemented where applicable.

The selection of sub-contractors/ suppliers / principal shall also be dependent upon records of past

performance where appropriate and applicable.

The extent of controls placed upon sub-contractors/ supplier / principal shall be dependent upon the

criticality of the operational tests and inspections to be performed and also upon records of past

performance where appropriate and applicable.

4.2. DOCUMENTATION REQUIREMENTS

4.2.1. Preamble

A well-documented Integrated management system is implemented in TRUST CONSTRUCTION , and is

structured in 4 tiers, namely:

Forms and Formats

Integrated Policy has been documented in section 5.3 of this manual. Integrated Manual defines the

scope of the Integrated Management System and adheres to the requirements of ISO 9001: 2008, ISO

14001:2004 and OHSAS 18001:2007 international standard. Documented procedures are maintained to

ensure effective planning, smooth operations, and control of processes and records in the organization.

All three tiers are interlinked and interfaces are clearly defined while documenting them.

4.2.2. Integrated Manual

4.2.2.1 This document gives an overview of the management structure, responsibilities, and Integrated

Management Systems that are documented and implemented by TRUST CONSTRUCTION. It is

designed to conform to the requirements of ISO 9001: 2008, ISO 14001:2004 and OHSAS

18001:2007 as detailed in section 4.1.2 of this manual.

4.2.2.2 The objective of the TRUST CONSTRUCTION Integrated Management System Manual is to

describe the methods used to comply with the requirements of international standard. All

relevant sections of this manual refer to lower level processes in the form of Integrated

Management System Operating Procedures and Work Instructions (process flow), which are

further linked to Forms and Format.

4.2.2.3 This document contains QHSE Policy, which includes the company’s specific activities,

Objectives, cherished Group values & its commitment on the highest standard of QHSE.

4.2.2.4 The Document has references to organization Chart, which reflects the reporting and coordination

relationship of various titles within the organization.

4.2.3. Control of Documents

4.2.3.1 Approval and Issue:

Documents are reviewed, approved, controlled and issued by authorized personnel only.

Procedures are maintained to control all documents that are necessary to ensure planning and

successful contract completion.

4.2.3.2 Documentation control is necessary to ensure that only pertinent issues of appropriate

documents are available at those locations where they are required for successful operation of

the Integrated Management System. Obsolete documents are controlled to prevent misuse.

4.2.3.3 Revisions:

Changes to documents are reviewed and approved by GM. Revisions in documents are identified

and are communicated to MR for the possible updates.

4.2.3.4 Distribution:

Issue of documents is controlled to prevent the use of un-approved / out-of-date documents.

4.2.3.5 Language:

All IMS documentation is to be issued in English language. However, other languages maybe

used when required and as appropriate.

4.2.3.6 Documents of External Origin:

Appropriate documents of External origin are identified and available in the list of External Origin.

4.2.4. Control of Records

4.2.4.1 Procedures are maintained for the identification, filing, storage, retention and disposition of QHSE

records.

5. MANAGEMENT RESPONSIBILITY

5.1. MANAGEMENT COMMITMENT

TRUST CONSTRUCTION is committed to provide services, meeting and exceeding client’s requirements,

and in accordance with the highest industry standards and best practices. TRUST CONSTRUCTION

believes in continual improvement in all its activities and empower its team members to suggest

improvements in the processes, which are core of TRUST CONSTRUCTION operations.

TRUST CONSTRUCTION capability, with a reputation for quality, integrity and dependability, is the basis

of the company’s corporate development. The Organization believes in addressing and executing the

necessary resources required to satisfactorily completing client tasks.

5.1.1. TRUST CONSTRUCTION Policy

TRUST CONSTRUCTION commits itself to maintain quality, Environmental and OH&S for its customers,

employees, shareholders and environment as detailed in QHSE Section 5.3 of this manual. The QHSE is

established and communicated to all employees through its issuance so as the importance of meeting

clients’ as well as statutory /regulatory body requirements are understood.

5.1.2. QHSE Program Authority

Full authority for the administration of the QHSE program has been delegated to the Management Team

along with the Management Representative and each staff member of TRUST CONSTRUCTION . They

have the authority and empowerment to identify QHSE management system problems, to initiate action,

which results in solutions, and to verify their successful implementation. Management Representative or

any of the nominees will have a plan to carry internal QHSE audits. This is detailed in procedure for OP

8.2-1 Internal Audit. It is the responsibility of the Management Representative / Members of

Management / General Manager of TRUST CONSTRUCTION to ensure compliance with all sections of

this manual.

Whilst the Management Representative / General Manager of TRUST CONSTRUCTION is responsible

for successful operation of the QHSE program, it is the responsibility of all team members to ensure that

the areas he / she controls, are operated in compliance with the program and in accordance with the

defined processes.

Not withstanding the documented nature of the program, where QHSE standards for areas are not formally

defined, a level of professionalism consistent with the company's reputation for high QHSE standards will

be maintained.

Policy of the company requires that the Manual and its associated procedures are under constant

surveillance and the program is reviewed whenever the need is perceived by the Management

Representative / members of TRUST CONSTRUCTION Management / General Manager. Frequent

management reviews are conducted in accordance with the international standard.

5.4. PLANNING

5.4.1. QHSE Objectives and Targets

5.4.1.1 The QHSE Objectives of TRUST CONSTRUCTION are measurable in the form of technological

innovation, revenues contribution, customer satisfaction and strategy. These objectives are in line

with the company’s overall objectives detailed in Company Quality, Environmental and OH&S

Policy.

5.4.1.2 It is the responsibility of the GM and MR to ensure that quality objectives are measurable and

consistent with QHSE including the commitment to continual improvement.

5.4.1.3 The QHSE Objectives should also include the requirements for products or service i.e. customer

led objectives.

5.4.1.4 These objectives will be prioritized based on customer requirements, significant HSE

Aspects/Impact & legal requirements.

5.4.1.5 Actual performance against specified targets will be measured and documented on an annual

basis. The specified objectives and targets will be consistent with, and reflect the QHSE

objectives as stated in the QHSE

5.4.2. QHSE Planning

5.4.2.1 TRUST CONSTRUCTION management shall ensure that for projects, the resources needed to

achieve the QHSE objectives are identified and planned.

5.4.2.2 These resources and plans will be in documentary form, however for routine day to day planning,

meetings and discussion will be the basis of such activities.

5.4.2.3 QHSE Planning shall also include the continual improvement of the processes.

5.4.2.4 TRUST CONSTRUCTION ensures that integrity of the Integrated management system is

maintained whenever there are revisions to any part of the system.

5.4.2.5 TRUST CONSTRUCTION management shall ensure that all Environmental aspects are identified

and determine those which are significant during the planning process.

5.4.2.6 TRUST CONSTRUCTION management shall ensure that all Hazard identification, risk

assessment are identified and to be controlled.

5.4.2.7 TRUST CONSTRUCTION management shall ensure that applicable legal & other requirements

are identified and will set internal performance criteria where appropriate and thereby set

objectives and targets for establishing programs to achieve them.

5.4.3. Environmental Aspects and Hazard Identification, Risk Assessment

and Determining Controls

5.4.3.1. Documented procedures are established for the identification of Health, Safety & Environmental

aspects and their associated impacts, and this shall be performed by various functions whose

routine and non- routine activities are relevant to QHSE management system under the guidance

of the head of relevant Project/Department. Similarly, risk assessment is performed to ensure that

all activities’ - of persons having access to the workplace (including contractors and visitors) -

associated risks are considered while setting objectives & targets and management programs.

And that the aspects related to human behaviour, capabilities and other human factors under the

control of the organization.

5.4.3.2. The management of risk is based on identification, assessment, and control of risk. Risk

Management is a loss control program where identification of risk and its potential consequence

is the key element. Therefore, all employees should be trained to recognize potential hazards,

think defensively and anticipate problems through preparation and planning, to carry out the

operation with the proper protection, training, awareness, coordination and skill to avoid incidents.

And to ensure that hazards originating outside the workplace, which are capable of adversely

affecting the health and safety of persons; or hazards created in the vicinity of the workplace by

work-related activities are under the control of the organization.

5.4.3.3. A list of HSE aspects and associated risk is maintained, and this list will be reviewed and

updated as per the procedure for identification of HSE aspect and assessment of risks,

furthermore to ensure that HSE hazards/Aspect associated with changes in TRUST

CONSTRUCTION’s activities or its management system are identified prior to the introduction of

such changes.

5.4.3.4. All parties involved in the same operation share HSE aspects/hazards and risk assessment.

5.4.3.5. Risk assessment is an important factor in the effective planning of all TRUST CONSTRUCTION’

HSE activities. All significant HSE aspects associated with TRUST CONSTRUCTION’ business

are identified, existing control measures assessed, and the required risk control plans

implemented.

5.4.3.6. When determining controls or considering changes to existing controls consolidation is given to

follow the hierarchy of controls as specified in the documented procedure.

5.4.3.7. All identified risks shall be reported to the Project/ Department Managers and Management

Representative, these are categorized, analyzed and prioritized with respect to areas of

operations with high potential for loss to be re-appraised and effective changes to be determined,

documented, communicated, implemented and monitored.

5.4.4. Legal and Other Requirements

5.4.4.1. TRUST CONSTRUCTION has established this procedure to identify and have access to the legal

and other requirements to which TRUST CONSTRUCTION subscribes directly applicable to the

5.5. ROLES, RESPONSIBILITIES, AUTHORITY, ACCOUNTABILITY,

COMMUNICATION AND CONSULTATION

5.5.1. Preamble

TRUST CONSTRUCTION management is committed to implement the Integrated management system

requirements in a user friendly way. As minimum, these should include the responsibilities, accountability

and authorities, and the interrelation of personnel, who manage, perform and verify work-effecting quality,

environment and/or health and safety is defined and documented. Nomination of management

representative, internal and external communication, integrated manual, control of documents and control

of quality records.

5.5.2. Responsibility and Authority

The responsibilities, authority and accountability of the company’s personal are detailed in “JOB

DESCRIPTIONS” and each team member is issued with a copy (see Annex of this manual). The

organizational chart of TRUST CONSTRUCTION, with designations / positions in the company as defined

in Section 0.3 of this manual, defines various levels in the organization. Controlled copy of the chart is

issued to team members electronically.

5.5.3. Management Responsibility

5.5.3.1 A member of the top management been appointed as the Management Representative (MR) and

is part of the top Management of TRUST CONSTRUCTION. The MR is responsible and is

authorized to establish and maintain the Integrated Management System.

5.5.3.2 The MR regularly reports to the top management on the performance of the QHSE Management

System, including the needs for improvement.

5.5.3.3 The MR is responsible for promoting awareness of QHSE Standards and customer requirements

throughout the organization, with assistance of the department heads.

5.5.4. Internal Communication

5.5.4.1 In order to ensure effective communication among various departments and levels in the

organization, processes are mapped with defined interfaces. Mapped processes clearly define

responsibilities and timelines to perform associated tasks. Overall, system is accessible to all

employees to ensure clear understanding to the Integrated management system implemented in

accordance with the international standard.

5.5.4.2 An effective intranet is implemented and is providing efficient and effective means of

communication to the team members. Internal communication is done via emails, letters, memo,

meetings etc. Latest communication tools are provided to the team members to ensure

effectiveness of the QHSE management system. TRUST CONSTRUCTION management

promotes two-way communication at all level for the continual improvement of the QHSE

management system.

5.5.4.3 Trainings, seminars, orientation sessions are held in the organization in order to ensure

continuous interaction of the team members with the top management. Employee suggestion

scheme (CAR) is implemented to empower employees to present their feedback for the

improvement in the Integrated management system.

5.5.4.4 Communication pertaining to the effectiveness of the Integrated management system takes place

via CARs, Internal Audits, Management Reviews, emails, minutes, letters and memos.

5.5.5. External Communication

5.5.4.5 The company will not communicate with regards to its significant environmental aspects with

external interested parties, however, when required; decision on whether to communicate shall

be made and documented in a form of management meeting minutes.

5.5.4.6 The Management representative is responsible to ensure that communication from external

parties is received, documented & responded to in an effective manner.

5.6. MANAGEMENT REVIEW

5.6.1 The Management of TRUST CONSTRUCTION is committed to provide with the best resources

(manpower, equipments and facilities) for the execution of its services to its clients. Needs assessment

and resource requirement are reviewed in the management meetings held regularly among the General

Manager, Management Representative, project managers and Department Heads or as and when

necessary by the Management.

5.6.2 The General Manager decides the frequency of Management Review Meetings. Management Review

Meetings which meets the criteria stipulated by the international standard shall be conducted once in a

calendar year. However, monthly meetings are conducted to discuss issues related to non-conformances

and improvement initiatives.

5.6.3 Management Reviews also include the overall review of the Integrated system, its effectiveness, various

corrections and corrective actions suggested, effect of implemented suggestions, monitoring of

improvement initiatives and relevant issues.

5.6.4 The Management Review shall be divided into two sections i.e. Review Input and Review Output:

The Review Inputs include but not limited to: QHSE, results of audits, evaluation of

compliance with the legal and other requirements, result of participation and consultation,

status of incidents investigation, communications from external interested parties including

complaints, TRUST CONSTRUCTION QHSE performance, objectives and targets,

customer feedback, process performance and product conformance, status of preventative

and corrective actions, follow up actions from earlier management reviews, changes that

affect the Quality, Environmental and OH&S management system including development

in legal and other requirements, Recommendation for improvements.

Review Output shall include decisions and actions related to possible changes to TRUST

CONSTRUCTION policy, objectives, targets, improvement of the QHSE management

system and its processes, Improvement of product related to product requirements and

resources needed.

5.6.5 Review records are maintained electronically at a central location in the form of minutes of meetings.

6.1. PROVISION OF RESOURCES

6.1.1 TRUST CONSTRUCTION management is fully committed and supportive in providing the necessary

manpower and resources in a timely manner.

6.1.2 These resources are provided in the form of professional expertise, physical resources, infrastructure and

commitment so as Integrated Management System of TRUST CONSTRUCTION is implemented, maintained

and continually improved.

6.1.3 The resources provided by the management of TRUST CONSTRUCTION also address customer

requirements hence resulting in enhanced customer satisfaction and expectations of interested parties.

6.1.4 The resources also include enhancement of competence via training, education and learning.

6.1.5 TRUST CONSTRUCTION is in the process of automating business processes and required resources are

allocated to achieve the desired results. This will positively impact costs of quality and cycle time with

improved performance.

6.2. HUMAN RESOURCES

6.2.1. Preface

6.2.1 In order to achieve QHSE objectives as outlined in QHSE and to stimulate innovation within the company,

6.2.2.1 The most important resource of the TRUST CONSTRUCTION is its employees.

6.2.2.2 Training needs of team members are identified and assigned via a periodic review of staff

qualifications, skills and business and operational needs. This is done to assure necessary

competence is developed / maintained.

6.2.2.3 Assignment of Responsibility

Each department head is responsible for the identification and coordination for overall training

needs of staff.

6.2.2.4 General Manager / Management Team members of TRUST CONSTRUCTION are responsible

for carrying out annual staff assessments.

6.2.2.5 Training records should evaluate the effectiveness of the training taken as per procedures.

Management Representative evaluates the effectiveness of training provided to TRUST

CONSTRUCTION staff and keeps the records of such evaluations.

6.2.2.6 Management Representative ensure that the Training, Qualification and Competence records of

the team members are maintained in training record files. Additionally competency matrix is

established to ascertain basic competence requirements for various titles in the organization.

6.2.2.7 Procedure is maintained to identify and control all training requirements.

Team members are equipped with tools (hardware and software) necessary to perform assigned tasks.

6.4.1 TRUST CONSTRUCTION work environment is a combination of human and physical factors. Focus is made

on motivation of employees, satisfaction and performance of people. All of this results in the overall

enhancement of performance of organisation.

6.4.2 The application of creativity in work methodologies is not only appreciated but is also recognised through

various recognition modes.

6.4.3 Where required, operationally special facilities are provided to staff members to perform tasks.

6.4.4 TRUST CONSTRUCTION’ management also takes into consideration, during its work methodologies; the

physical factors that may influence overall service quality and HSE objectives. The factors included –but not

limited to-are temperature, noise, hygiene, humidity, cleanliness, light, vibration, pollution and airflow. All of

these factors are considered while selecting a work facility and before deployment of staff members to certain

7.3.3 Quality has to be designed into the products or services, to ensure that it meets the customer’s

requirements. The design function, must translate the Client's requirements, and/or the needs of the

market, into practical and effective specifications that can be consistently applied in operations.

7.3.4 TRUST CONSTRUCTION policy requires design activities to be planned, controlled and documented in a

structured way so that both the initial specifications and any changes are controlled. The design meets

7.3.5 Procedures shall be implemented to control the design and development to ensure that stated and implied

customer requirements are met.

7.3.6 Above said procedures shall ensure that design activities and projects are planned such that design

(including modifications) is carried out by suitably qualified/experienced personnel and activities are co-

ordinated between the appropriate disciplines or groups.

7.3.7 The above said procedures shall ensure that all designs and design changes are proven by

verification/validation tests or calculations.

7.3.8 All design and development activities include preparatory plans for the design and development phases.

These plans detail the step-by-step tasks for the design and development cycle.

7.4. PURCHASING

7.4.1 Procedures for Purchase of products or services are maintained to ensure that purchased products and

services conform to specified requirements.

7.4.2 To ensure purchased goods and services are in compliance with specified company requirements (or

client requirement, if purchased for the Client), purchase orders contain all necessary data to fully describe

purchasing requirements.

7.4.3 The purchase order contains all the necessary information in a precise form to fully detail the item or

service being purchased.

7.4.4 Sub-contractors/ Suppliers/ Principals are selected on the basis of their ability to conform to all contract

requirements and to ensure successful contract completion. Criteria for selection, evaluation and re-

evaluation of suppliers is established and implemented where applicable.

7.4.5 The selection of sub-contractors/ suppliers / principal shall also be dependent upon records of past

performance where appropriate and applicable.

monitoring and measurement has been provided and is continuously upgraded so as no

hindrance is caused to the operational processes.

7.5.1.4 Procedures are implemented for the release, delivery and applicable post delivery services.

7.5.1.5 Procedures have been established to identify significant Environmental and OH&S aspects,

ensure compliance with legal & other requirements, and achieve objectives & targets and to avoid

or minimize Quality, Environmental and OH&S risks.

7.5.2. Validation of processes for production and service provision

7.5.2.1 Validation of design activities is carried out during project execution stages via test activities.

Records of such results are maintained.

7.5.2.2 Products and services provided by TRUST CONSTRUCTION are verified by subsequent test

activities. Test activities may vary from project to project, however, it complies with contractual

requirements and industry standards at all times. Procedures are established to ensure the same.

7.5.2.3 Verification / test activities are conducted in line with the contractual requirements and test results

are produced and documented where stipulated by the customer.

7.5.2.4 TRUST CONSTRUCTION will validate any production and service process where the resulting

8.1. PREAMBLE

8.1.1 TRUST CONSTRUCTION has deployed CAR (Corrective & preventive Action Request) process, which is

effective and result oriented, measurement, analysis and improvement methodology.

8.1.2 The CAR system along with the usage of statistical techniques provides the basic framework for defining,

planning and implementing the measurement and monitoring activities needed to assure conformity and

achieve improvement.

8.2. MONITORING AND MEASUREMENT

8.2.1. Customer Satisfaction

8.2.1.1 Customer satisfaction on the delivered service is the ultimate measure of Quality, Environment

and OH&S performance. TRUST CONSTRUCTION strives to keep its clients satisfied on the

delivered services or products. Thus, feedback from the client services provided is a major

element of servicing philosophy.

8.2.1.2 Feedback on customer satisfaction is the responsibility of the Projects Engineer and General

Manager of TRUST CONSTRUCTION.

8.2.1.3 Feedback is also obtained during business meetings and surveys warranty claims and or

compliments. A process is also in place to ascertain customer feedback as an ongoing activity.

8.2.2. Internal Audit

8.2.2.1 Procedures are maintained to measure compliance of organizations activities with all aspects of

the Integrated system and to determine its effectiveness in accordance with the international

standard.

8.2.2.2 Audits are planned such that the entire Integrated management system is reviewed at regular

intervals by the Management Representative and by trained auditors independent of the

department being audited.

8.2.2.3 Audit reports are circulated to relevant team members for review and action. Management

Representative maintains audit records.

8.2.3. Measurement and Monitoring of Process

8.2.3.1 Procedures are maintained to ensure that services provided by TRUST CONSTRUCTION at all

stages of the operation are inspected and verified according to operational requirements and

documented processes.

8.2.3.2 Key performance indicators are defined for key processes in the organization. Process owners

are responsible to continually monitor defined KPIs and to ensure that planned results are

achieved. Results of process monitoring and measurement are discussed in regular management

meetings and corrective actions are taken accordingly including corrections. Additionally,

effectiveness of the processes is also monitored via regular internal audits.

8.2.3.3 Records are maintained to show compliance to this section.

8.2.4. Measurement and Monitoring of Product

8.2.4.1 Labels and / or appropriate forms throughout the operational processes determine measurement

and monitoring of product.

8.2.4.2 Records are available, to identify the authority responsible for the release of product.

8.2.5. HSE Performance and Evaluation of Compliance

8.2.5.1. Reduction in Pollution/Risk & achieving set targets and objectives as specified in the

operational controls are the ultimate measure of TRUST CONSTRUCTION’ performance.

8.2.5.2. TRUST CONSTRUCTION strives to keep its products, services and projects operations

environmental impact and risks to the minimum.

8.2.5.3. Monitor ill health, incidents (including accidents, near misses, etc.) and other historical

evidence of deficient OH&S performance.

8.2.5.4. Analyzing the performance on achieving environmental objectives is the responsibility of the

Q-HSE Managers and the GM of TRUST CONSTRUCTION.

8.2.5.5. TRUST CONSTRUCTION evaluate its compliance with the applicable legal requirements

including applicable permits or licenses by following the internal audit procedure (refer OP

8.2-1) and checking those requirements in planed interval for continual adequacy.(legal

requirements are listed in OP 5.4-4)

8.2.5.6. Any deviations found in meeting these requirements will be raised as nonconformity by

following the CAR Process (refer OP 8.5-1)

identified, evaluated and notified to the management level for corrective and preventive action

including corrections.

8.3.1.3. TRUST CONSTRUCTION has deployed CAR process and Incident Reporting and

Investigation system which are effective and result oriented measurement, analysis and

improvement methodology.

8.3.1.4. The CAR System, Incident Reporting System along with the usage of statistical techniques

provides the basic framework for defining, planning and implementing the measurement and

monitoring activities needed to assure conformity and achieve improvement.

8.3.2. Emergency Preparedness and Response

8.3.2.1. TRUST CONSTRUCTION has identified most likely emergency situations or incidents which

can occur in TRUST CONSTRUCTION. A procedure has been developed for emergency

preparedness and response.

8.3.2.2. This is to minimize loss to prevent and mitigate the environmental impacts that may be

improvement; not only in its business processes but also in its prime asset i.e. team members.

8.5.1.2 Strategic planning meetings are conducted in order to improve the revenues, image of the

company, policy, values and objectives. Top management decides frequency of such meetings.

8.5.1.3 On a regular basis corrective and preventive action are carried through CAR Process including

corrections.

8.5.2. Corrective Action

8.5.2.1 Procedures are maintained to provide corrections, corrective and preventive actions on non-

conformed products & services, adverse environment impact or ill health and injury pertaining to

TRUST CONSTRUCTION’s activities to people under control of TRUST CONSTRUCTION.

8.5.2.2 Procedures detail the implementation of corrective and suggestive actions necessary to prevent

recurrences of systems failures and improvement of QHSE system regardless of whether these

are the result of operational activities, internal or external audits, or complaints and feedback from

8.5.2.3 Controls ensure that corrections, corrective and preventive actions are taken, within agreed time

frames through the usage of CAR Form; includes:

a) Investigation of cause of non – conformities

b) Determination of corrective action to eliminate the root causes of Non-

conformities.

c) Action taken is appropriate for the scale of the problem.

d) Effective handling of customer complaints

e) Ensuring effectiveness of the action taken and is documented.

8.5.3. Preventive Action

8.5.3.1 Emphasis on preventative rather than corrective action shall be given a priority. as potential Non

conformance refers to errors or faults which could happen in TRUST CONSTRUCTION ’ activities

and shall be addressed via the CAR Procedure and/or Incident reporting & investigation

procedure through which all nonconformities are addressed and preventive action taken

8.5.3.2 It is Management Representative responsibility to train and educate staff on the:

Value of preventative action to eliminate the possibility of incidents of non-conformance

before they occur.

To train staff on QHSE Awareness and other QHSE Improvement methods so as to facilitate

the preventative action function.

8.5.3.4 In case of identification of a non-conformance, emphasis is given to identify the root-cause of the

problem to avoid possible reoccurrence of the problem in future. Quick solution to the problem is

provided via corrective action process including corrections.

OP 5.4-2 – ENVIRONMENTAL ASPECT IDENTIFICATION

1. PURPOSE

The purpose of this procedure is to establish a procedure for identifying and determining the environmental aspects

related to TRUST CONSTRUCTION’ operations & activities that have or could have a significant impact on the

environment.

2. RESPONSIBILITIES

2.1 This procedure is written by MR and approved by the GM.

2.2 All team members are responsible for actively taking part in implementing this process.

2.3 It is the responsibility of the GM to ensure that job / tasks are assigned only to qualified staff, capable of

conducting them.

2.4 It is the responsibility of the MR and line managers to ensure that these procedures are properly

implemented and employees requiring the use of this procedure have access to it.

2.5 Revision of this procedure shall be the responsibility of the MR.

3. SCOPE OF APPLICATION

This procedure shall apply to all activities of TRUST CONSTRUCTION included within the scope of the Integrated

Management System and shall be administered by the company management.

5. DESCRIPTION/PRINCIPLES

5.1 Identification of Environmental Aspects

5.1.1 Management Representative shall carry out an initial Environmental Review in yearly basis (or when

changes to legislative requirements are identified) with consultation from the respective activity

representatives to identify all the environmental aspects associated with the activities, products and

services, and in order to maintain an up to date assessment of all environmental aspects.

5.1.2 These assessments are conducted to determine those aspects that could have a significant impact on

the environment and to set a meaningful objectives and targets for the IMS of TRUST

CONSTRUCTION.

5.1.3 Identification of environmental aspects associated with changes in TRUST CONSTRUCTION

operations can occur in three ways:

5.1.3.1 Activities, products and services of TRUST CONSTRUCTION are defined as per the IMS

along with their associated material inputs and outputs in order to determine possible

environmental interactions, IMS implementation team uses brainstorming, walkthroughs

and questioning of personnel to define activities, products and services within the scope

of the TRUST CONSTRUCTION IMS and/or under control of TRUST CONSTRUCTION.

The aspects categories include but not limited to the following:

a) Air Emissions

b) Energy usage

c) Land contamination

d) Liquid and Solid wastes

5.1.3.2 Employee input regarding activities, Product and Services, especially new activities, products

and Services associated with an employee work is accepted for review by IMS

implementation team, a checklist questionnaire highlighting potential activities’

environmental aspect is available for use Activity Hazard Assessment Form (AHA) SF

5.4-2.

5.1.3.3 Employee holding job functions that are most likely to encounter new activities, products and

services at TRUST CONSTRUCTION are required to be part of the IMS implementation

team members as means to identify new activities, products and services for the team to

review easily.

5.1.4 All activities, products and services are aggregated by environmental aspect, for each of these aspects,

the potential environmental impact(s) are defined. Applicable legal or other requirements are also

defined, along with applicable policy commitments and stakeholder concerns. Consideration should

also be given to the effectiveness of existing controls related to the aspect.

5.1.5 This procedure is also applicable to activities, products and services at TRUST CONSTRUCTION that

are originated from external sources (e.g. suppliers).

5.1.6 All environmental aspects identified shall be recorded in the Environmental Aspect control Register

(EAR) SF 5.4-3.

5.1.7 The condition of the aspect shall be categorized as:

a) Normal (Day to day activity)

b) Abnormal(Extreme conditions/ rare occasions)

c) Emergency (Major fire, spillage)

d) Past (Site history)

e) Future (Time until the next review)

5.1.8 The indirect aspects that influence the activities of TRUST CONSTRUCTION operations shall also be

considered. Suppliers and sub-contractors related aspects would be considered as indirect aspects.

5.1.9 The list of environmental aspects shall be reviewed as and when required by the Management and

determination of significant environmental aspects by respective unit.

5.2 Determining Significant Environmental Aspects

5.2.1 The identified environmental aspects are compared against the following criteria to judge the

overall significance of the aspect.

5.2.2 The factors used include:

A. The magnitude of the potential impact;

B. The frequency and duration of the potential impact;

D. The effectiveness of present controls;

E. The ability to control and future influence the impact;

5.2.3 These criteria are applied using three scoring factors and two weighting factors (table 1) to assign

an overall score to each aspect using the following equation:

5.2.4 Aspect with scores > 14.0 is considered significant. However, IMS implementation team may

determine that an aspect is significant independently of its score.

5.2.7 A Management Program shall be developed for achieving the Objectives & targets by top management.

5.2.8 The Environmental Aspects / Significant Aspects and legislative compliance of these aspects shall be

reviewed according to the prevailing operational conditions and verified at least once a year and or

when changes to legislative requirements are identified.

5.2.9 The Management Program shall describe the method of achieving the set objectives & targets including

the time scales and the personnel responsible for implementation of these tasks. These programs shall

be documented and monitored for continual improvement.

5.2.10 The existing controls for the insignificant aspects shall be recorded in the environmental aspects control

register by the respective TM’s. The environmental aspects control register shall be referred prior to the

implementation of changes / modifications to the operational activities and related controls to verify its

influence on existing environmental aspects.

6. VERIFICATION

The objectives & targets shall be reviewed at least once a year during management review meetings

The activities of personnel with respect to this procedure shall be subject to regular internal audits by the MR, GM

and/or the Internal Auditors.

7. APPROVAL

The General Manger of TRUST CONSTRUCTION has approved this procedure.

1 PURPOSE

1.1 This procedure is designed to identify, assess and evaluate risks in a systematic manner in the company.

This is done to identify the hazards/Aspects related to the activities, estimate the associated risks and

define necessary control measures for mitigation of identified risks.

2 RESPONSIBILITIES

2.1 This procedure is written by MR and approved by the GM.

2.2 All team members are responsible for actively taking part in implementing this process.

2.3 It is the responsibility of the GM to ensure that job / tasks are assigned only to qualified staff, capable of

conducting them.

2.4 It is the responsibility of the Management Representative and line managers to ensure that these

procedures are properly implemented and employees requiring the use of this procedure have access to it.

2.5 The company shall identify the hazards and provide appropriate means of protecting the employees from

risks as far as reasonably practicable.

2.6 All employees are required to comply with the requirements of the risk assessments, like following on

procedures, instructions, usage of PPE etc.

2.7 The team of employees in the activity shall form the team for formal assessment of risk in that activity.

2.8 MR shall advise the line managers and assist them in carrying out risk assessments.

2.9 The Department Head(s) shall ensure that the employees are adequately trained to understand risk

assessments and put them into practice.

2.10 Any contractor / sub contractor who are required to work on behalf of TRUST CONSTRUCTION shall

adhere to the required HSE procedures / guidelines (including this one).

2.11 Revision of this procedure shall be the responsibility of the MR / GM

3 SCOPE OF APPLICATION

This procedure is applicable to all departments and offsite locations. Where there is a specific requirement of the

client on projects then such specifications shall be adhered to, but in doing so it must be ensured to that the

requirements of risk assessment are adhered to.

5 DESCRIPTION/PRINCIPLES

5.1 Hazard Based Approach

5.1.2 This approach has the advantage of focusing on a particular hazard of all of the jobs within TRUST

CONSTRUCTION premises or department.

5.1.3 The main advantage is that the risk assessors will be able to investigate specified hazards and risks one-

by-one and thereby become conversant with the reference publications and the appropriate safety

standards.

5.1.4 This helps to ensure a consistent approach to a particular hazard or risk across all of the organisation

activities. The hazard-based approach can work well for specific assessments where the assessment

exercise is confined to particular hazards, such as manual handling, hazardous substances, workplace

noise, display screen equipment, etc.

5.2 Identification of OH&S Hazards and Impacts

5.2.1 All Managers will identify the OH&S hazards for each of their process or activity. All inputs to and outputs

from the process / activity as well as sub-processes within the system shall be considered.

5.2.2 The identification process includes but not limited to:

i. Situation arising out of normal, abnormal & emergency situations,

ii. Routine and non- routine activities,

iii. Activities of all persons having access to the workplace including visitors and contractors

iv. In case of new materials, equipment, change or proposed changes in TRUST CONSTRUCTION’

activities or materials,

v. Modifications in the IMS or new processes are introduced including temporary changes.

vi. Work area design, processes, installations, machinery/equipments,

vii. Operating procedures and work organization including their adaption to human capabilities,

viii. Adaption of human capability to the design of work area,

ix. Human behaviors, capabilities and other human factors,

x. Hazard originating outside the workplace; neighborhood hazard of the workplace by work-related

activities

xi. Persons beyond the immediate workplace,

xii. Infrastructure, equipments and materials at workplace whether provided by the organization or

others,

xiii. Any applicable legal obligations related to risk assessment and implementation of controls ;

5.2.3 The above are the main factors to be considered in the identification process.

5.2.4 Hazards can be grouped as:

a) Mechanical hazards include:

By type of agent: Impact force (Collisions ,Falls from height ), Struck by objects, Confined space ,Slips

and trips ,Falling on a pointed object ,Compressed air/high ,pressure fluids (such as cutting fluid)

,Entanglement ,Equipment-related injury

By type of damage: Crushing, Cutting, Friction and abrasion, Shearing, Stabbing and puncture

b) Other physical hazards include:

Noise ,Vibration ,Lighting ,Barotraumas (hypobaric/hyperbaric pressure) ,Ionizing radiation ,Electricity

,Asphyxiation ,Cold stress (hypothermia) ,Heat stress (hyperthermia) /Dehydration (due to sweating)

c) Biological hazards include:

Bacteria, Virus, Fungi (Mould ), Blood-borne pathogens ,Tuberculosis

d) Chemical hazards include:

Acids ,Bases ,Heavy metals (Lead ),Solvents (Petroleum ),Particulates (Asbestos and other fine

dust/fibrous materials ,Silica ), Fumes (noxious gases/vapors) ,Highly-reactive chemicals ,Fire,

conflagration and explosion hazards: (Explosion ,Deflagration ,Detonation ,Conflagration )

e) Psychosocial issues include:

Work-related stress, whose causal factors include excessive working time and overwork, Violence from

outside the organisation ,Bullying, which may include emotional, verbal, and sexual harassment ,

Mobbing ,Burnout , Exposure to unhealthy elements during meetings with business associates, e.g.

tobacco, uncontrolled alcohol , Musculoskeletal disorders(ergonomic)

5.2.5 Hazards can be identified through:

i. Direct interview / report from employees.

ii. Detailed inspection and/or testing of the hazard.

iii. physical observation by trained individuals

iv. Incident report form.

v. Reviewing records such as first-aid records or minutes of joint health and safety meetings.

5.2.6 For each activity, an “Activity Hazard Assessment Form (AHA) SF 5.4-2” is completed with following

information:

i. A clear description of the activity

ii. The frequency and duration

iii. The number of people involved (simultaneously and in total)

iv. The location/ environment where the activity is carried out and evaluation of its suitability

v. Equipment/ installation/ resources used, and their maintenance

vi. Procedures, instructions and information available

vii. Training given to the operators/ executives

viii. Organization for supervision

ix. PPE used

x. Additional hazards/ Aspects, identified during this process and where separate RA is desired

5.2.7 All activities in the company / departments are identified, logged by MR and listed “Risk Assessment &

Treatment plan (RAT) form SF 5.4-4. If necessary, particular activities at specific locations are included in

the list. Respective Departments will review this at the end of every year and changes will be made if

necessary.

5.3 Hazard/ Risk Assessment (Evaluating Risk)

5.3.1 (RAT) form SF 5.4-4 is used for quantification of the identified risks, The risk rating is calculated, based on

the E,P,S and existing control measures are verified.

I. (E) The Exposure to the hazard is related to the number of people may be exposed to the

identified hazard.

II. (P)The Probability measures the likelihood of an event linked to the identified hazard occurring

or being related. Probability is affected by behaviors factors and time of the hazard occurrence,

therefore while evaluating the risk it should consider such behaviors’ and periods affecting the

assessment. (E.g. sickness, fasting, personal problems … etc). probability categories:

a) Almost impossible: not capable of occurring or being non realistic to occur

b) Unlikely: has a little chance to occur; only due to exceptional conditions (e.g. natural

disaster).

c) Unusual but possible: not commonly encountered but has a chance of occurring in

uncontrolled condition.

d) Likely: capable of happening or existing due to uncontrolled condition

e) Certain: certain to occur; destined or inevitable.

III. (S)The Severity is the physical outcome of the hazard and provides an indication of the severity

of the risk in the relation to the detrimental effects to humans and productivity.

5.3.2 These criteria are applied using three scoring factors (table 1) to assign an overall score to each Risk using

the following equation:

5.3.4 The MR collects all Activity Hazard Assessments and establishes a Risk List, according to the Risk Rating

Category. From this, a table is created, which presents the relevant risks.

5.3.5 According to their importance, actions are defined for each relevant risk. These actions are then integrated

in safety program. MR ensures to follow up this program.

5.4 Hazard/Risk Control - Managing Risks

5.4.1 Based on the above “Risk assessment”, associated risks are classified as per the table below (table 2);

thus allowing to determine an appropriate control measure to each identified hazard. The higher the risks

score the greater priority to control the Risk.

5.4.2 The results of the hazard identification and risk classification will be recorded using Risk Assessment and

Treatment plan (RAT) form SF 5.4-4.

5.4.3 After the risk has been identified and analyzed as per above, management decides what measures (if any)

is necessary to manage the hazard at an acceptable and As Low As Reasonably Practicable risk level.

Depending on the nature of the specific Risk(s); this may require different steps “as per the following

hierarchy” to:

I. Eliminate the risk: Prevent the hazards from occurring or to reduce the likelihood of the

incidents;

II. Reduce the risk: Exchange the hazardous substance or task(s) performed by substituting with a

less hazardous substance, task or process.

III. Control the risk: Isolate the process, use guards on machinery (engineering controls)

IV. Administrative controls: Provide welfare facilities (e.g. first aid, TBT),

V. Provide PPEs

5.4.5 Acceptance level is set For “VERY LOW/ LOW “Risk, no action may be required. However, control

measure is recommended.

5.4.6 MEDIUM and HIGH RISKS require that management formulate a Correction / corrective action plan, which

should include: Agreed actions, responsible person(s), and completion date(s). In formulating these plans,

it is important to realize that risk management measures include organizational and system measures,

such as:

a) personnel training and qualification procedures

b) change control and documentation procedures

c) quality assurance, maintenance and inspection procedures

d) periodic personnel medical check-ups and prophylactic

e) Follow up that includes regular updates for progress to ensure actions are closed per the plan.

5 VERIFICATION

5.3 The activities of personnel with respect to this procedure shall be subject to regular internal audits by the

MR, GM and/or the Internal Auditors.

5.4 Annually or whenever TRUST CONSTRUCTION’ policy commitments or objectives, major equipment,

local / International laws are changed; the MR along with the operational team shall review the risk

assessments to determine if they are adequate.

The General Manager of TRUST CONSTRUCTION has approved this procedure.

5 WASTE MANAGEMENT

Waste will be produced from construction activities. Waste management strategies shall be set

up in the design phase to limit the impacts these future activities will have. The waste

management strategies shall have emphasis on waste reduction, material re-use and recycling.

5.1 Performance Objective

To manage waste generated on site in a sustainable way and ensure impacts are minimised to

the surrounding environment.

5.2 Performance Indicator

The amount of waste recycled, waste generated and reduced, and waste re-used.

5.3 Mitigation Actions (Pre-Construction)

Formulation of a Waste Management Strategy, emphasis on waste reduction, material and

recycling:

5.3.1 Waste reduction

Where reasonably practicable, materials shall be ordered in bulk to reduce packaging. To

ensure adequate housekeeping is maintained, the just in time (JIT) system shall be applied on

the project to prevent overstocking of lay down areas. Suppliers shall be requested to use

minimal packaging, where feasible.

Use of disposable materials shall not be encouraged (e.g. non-rechargeable batteries, paper

cups).

Safer and more environmentally friendly alternatives for all materials should be sourced and

adopted, where reasonably practicable.

Accurate calculation on the materials required (e.g. chemicals, construction materials) should be

placed on site for stock of no more than two days.

Arrange to trade in plant and equipment, buyback surplus construction materials and chemicals,

where possible.

Order chemicals that have a refillable packaging, if available and friendly to the environment

where alternatives exist.

5.3.2 Re-use of Material

A „reduce, re-use, recycle‟, waste campaign on-site will be implemented for the daily

management, monitoring and enforcing of waste and also co-ordinating pickup times with the

waste management companies.

The intention of TRUST CONSTRUCTION is to focus on reduce and re-use at the workface, in

order to limit the amount of waste generated.

Uncontaminated excavated materials shall be used for backfilling, where possible and approval

obtained.

Construction materials shall be re-used, where possible (e.g. wooden pallets for creating

signage).

5.3.3 Recycling of Material

Plastic, metal and paper produced on construction sites and site offices shall be sent to

recyclers approved by the Municipality.

5.4 Mitigation Actions (Construction Phase)

5.4.1 Overall Management

Each Supervisor will segregate and remove the waste generated from his work area to the

relevant waste chute (where type and size of waste, permits). Small skips capable of being lifted

by crane will be utilised if it is not possible to use the waste chutes.

Open dumping and/or burning of waste shall be prohibited.

All points of waste generation on site shall be served by waste containers.

Waste shall be stored and transferred to the designated areas identified by the Client for

subsequent disposal at approved facilities.

Different types of waste shall be kept separate and labelled.

Any temporary hazardous waste storage areas shall be “bunded”, to prevent any potential

leaking of chemicals into the soil, surface water and groundwater. These areas shall not be

used for other purposes.

Storage containers shall be of sufficient size and number to contain all waste generated before

collection.

All waste shall be transported by transporters appointed by either the Client or Main Contractor

and disposed of at approved disposal facilities on a regular basis. Over- accumulation of waste

on site shall be prohibited.

A record on waste disposal shall be kept. These records shall include date, time, type of waste

and volume of waste disposed, disposal method / disposal facility.

Waste minimisation strategies shall be incorporated in all designs. Where possible, re-use,

recycling or reprocessing shall be implemented. Procurement of materials bought on site must

consider the amount of waste generated and consideration given to reducing this at the

procurement stage.

Design for the efficient supply of materials to reduce the generation of waste. The cost of waste

disposal, treatment and risk of contamination shall be included in cost estimated when deciding

on the process method.

5.4.2 Recyclable and/or Re-useable Material

The recyclable or re-useable material (e.g. steel and concrete) shall be kept in an orderly

manner at the designated temporary storage location; it shall be segregated from waste material

and clearly marked for collection.

5.4.3 Responsibility

Project Manager to arrange a daily visual and weekly documented inspection of the waste

accumulation areas. The Supervisor on site responsible for waste management must record the

waste data (i.e. waste generated, disposed of, reused and recycled).

5.4.4 Monitoring

Inspections on the implementation and maintenance of the Waste Management Plan will be

monitored by the Project Manager and Procurement Department and deviations recorded on an

Action Notice. Instruction will be provided to non-conforming parties for immediate compliance

with this plan.

5.4.5 Reporting and Review

The findings of daily inspection and waste data shall be submitted to the PM or MR on a weekly

basis. The Project Manager shall report immediately any waste incident that occurs at the

construction site to the Client or Consultant.

6 MATERIALS

Environmentally conscious choices are highly encouraged when selecting building materials.

Materials used on site must not only be environmentally friendly but safe, for example lead-free

paints and asbestos-free materials will be used instead of paints and materials that contain toxic

substances. Management and procurement departments have a duty to proactively seek safer

and more environmentally friendly alternatives for all materials currently being used, wherever

possible. TRUST CONSTRUCTION Commercial and Procurement Department will where

reasonably practicable ensure that Hazardous material left over or expired can be returned to

the manufacturer for disposal. Environmentally conscious choices are highly encouraged when

selecting building materials. Materials and technologies that minimize adverse environmental

impacts and reduce power consumption are recommended. Documented evidence of

environmentally conscious materials selections will be considered for positive performance

points and compliance with international standards. All hazardous materials, whether temporary

or permanent, shall be suitable for the intended use and be safely installed in strict conformance

with the manufacturer's instructions. All site deliveries of hazardous materials must include the

relevant MSDS‟s, which must be maintained within the contractor‟s on-site documentation

system and be visibly displayed at the material storage area at all times.

6.1 Hazardous Materials

6.1.1 Objectives

To provide a system for purchasing, storing, controlling and recording the use of hazardous

substances and materials introduced at each site. Management shall identify and notify

employees of these hazards and ensure the required emergency medical treatment is available

at the workplace. The correct protective clothing and equipment specified in the “Material Safety

Data Sheets” when working with such hazardous substances or materials and what action to

take should a spillage occur, shall also be provided. Contract Managers must make provision to

the site logistics department for the disposal of hazardous chemical waste, liquid or solid that

may present a risk of personal injury or impact to the environment, including oils, grease and

other hydrocarbon based materials, at an approved location.

6.1.2 Hazardous Materials Inventory

Hazardous Material Inventory required from contractor and sub-contractors.

Hazardous Material Inventory to be updated every time there are new chemicals introduces into

the project.

6.1.3 Material Safety Data Sheets

Material Safety Data Sheets shall be available for each chemical, to ensure action in the case of

accidental contact or spillages.

The procurement department in conjunction with site stores shall provide hazard MSDS‟s to the

Site Management office, to ensure correct medical treatment is provided.

Ensure all employees are provided with the correct, approved protective clothing for the type of

chemical used.

6.1.4 Hazardous Materials Purchasing Controls

Each site shall appoint a responsible person for purchasing hazardous materials according to

safe specifications.

6.1.5 Hazardous Materials Storage

6.1.5.1 Flammable Liquids

Only approved containers and portable tanks shall be used for storage and handling of

flammable and combustible liquids.

Flammable or combustible liquids shall not be stored in areas used for exits, stairways or

normally used for the safe passage of people.

Flammable liquids shall be stored separately from chemicals in suitable closed vessels and kept

in a controlled, ventilated and lockable storage facility, which either is in a safe position or in a

fire resisting structure.

Wherever flammable liquids are stored, all reasonably practicable steps shall be taken to ensure

that any leaks shall be contained or immediately drained off to a suitable container or to a safe

place or otherwise treated and made safe.

Outdoors portable tanks shall not be closer than 6 meters from any building. A 1.5 meter “clear

area” shall separate two or more portable tanks.

Within 60 meters of each portable tank, there shall be a 5 meter wide clear access way to

permit approach of fire control apparatus.

Storage areas shall be kept free of debris and other combustible material.

Adequate equipment shall be available to extinguish any fire that might originate from such

storage tanks.

Storage areas shall be properly demarcated and sign posted.

6.1.5.2 Liquefied Petroleum Gas Storage

Gas cylinders must be stored at ground level, be in a well ventilated place in a locked cage to

prevent unauthorized use and access.

Provided sufficient shelter (shaded area) to prevent cylinders from being exposed to extremes

of weather.

Kept clear of all flammable or combustible material.

Storage areas to be fitted with highly visible signage - “LPG - highly flammable” and “no

smoking or naked flame”.

Separated from other gas cylinders such as oxygen, chlorine, and ammonia by a distance of at

least 3 meters.

The LPG storage locations shall be provided with two 9kg ABC fire extinguishers. All

installations and maintenance shall be undertaken by trained LPG fitters and hoses tested for

safe working and leaks on a quarterly basis as a minimum.

6.1.5.3 Drums

Drums shall be stored vertically (unless purpose built) on spill pallets to minimize the possibility

of puncture and/or leakage.

Where drums are to be recycled for site storage, previous contents should be ascertained and

drums well flushed prior to charging with new contents.

Where drums are to be cut, drums must be flushed and a gas test must be carried out before

carrying out any hot work.

6.1.5.4 Fire Control

At least one portable 9kg dry powder fire extinguisher of shall be located not less than 5 meters,

not more than 10 meters from any flammable liquid storage area located outside.

6.1.5.5 Hazardous Materials Disposal

Florescent tubes will be disposed of in a specially fabricated drum or container that will contain

the Mercury and glass pieces.

When the container is full it shall be forwarded to a municipal approved disposal company for

legal disposal (see the environmental technical guidelines for approved companies).

6.2 Removal of Material & Waste

6.2.1 Domestic Waste

Sufficient containers with lids shall be provided at the locations where domestic and food waste

is generated (e.g. office, workshop), the waste shall be regularly collected and taken to the main

waste storage area.

The waste containers shall be covered at all times.

The waste shall be disposed of at a local authority waste site.

Covered, tip proof metal drums will be provided at the office, workshop and other areas where

required.

Where considered necessary, additional drums will be installed. In addition, an active ongoing

anti-litter campaign involving all employees and/or sub-contractors will be instituted on site.

Proper disposal of domestic waste will be included in the induction programme.

Waste will not be burnt on site!

6.2.2 Non Hazardous Waste

This waste must be segregated into steel, wood and concrete skips. These skips for scrap steel

and wood shall be demarcated and removed to the designated areas when they are full.

Concrete shall be loaded and trucked to a designated area when required.

6.2.3 Hazardous Waste

Hazardous waste must be handled and dumped according to legislation in the designated

dumping sites.

An appointed and approved contractor will be assigned for the removal of all hazardous waste,

in accordance with legal municipality rules.

The temporary hazardous waste storage area shall be separated or distanced from sources of

ignition. It shall have a hard standing base of concrete or impervious material, to prevent

leakage of waste. Concrete or similar “bunding”, around the perimeter must be protection from

extreme weather, sheltered, with

lockable door/gate, erected with warning signs of the potential hazards, and equipped with a

chemical spill control kit.

The hazardous waste storage area shall be accessed by authorised staff only.

Different types of hazardous waste shall be stored separately to avoid chemical reactions.

The container for storing hazardous waste shall be tightly closed, leak proof, made of materials

that are compatible with the waste to be stored.

Containers shall be securely attached and clearly marked with the type of contents, safety

precautions and warning labels. This information shall be written in Arabic, English and/or

another language understood by the majority of the workmen.

Any chemical spill shall be cleaned up immediately and the cleansing materials shall be

disposed of by the approved disposal company. The spillage shall be recorded (i.e. incident

date, time, location, chemical spilled and its estimated volume).

A waste transfer note (WTN) must be obtained from the disposal company and records kept for

auditing purposes.

All members of site staff will be made aware, by means of site induction and training from the

training department, regarding Regulatory requirements on Hazardous Waste Management.

Hazardous materials left over or expired should be returned to manufacturer for disposal

wherever practicable.

All hazardous materials, whether temporary or permanent, shall be suitable for the intended use

and be safely installed in strict conformance with the manufacturer‟s instructions. All site

deliveries of hazardous materials must include the relevant MSDS‟s, which must be maintained

with the contractor‟s onsite documentation system - MSDS File - and be immediately available

at the storage area at all times.

6.2.4 Liquid and Sewage Disposal

Liquid and sewage shall be disposed of by an approved and appointed contractor complying

with municipality rules.

Tanks on site shall be “bunded”, (110% capacity of the tank) and maintained.

6.2.5 Construction waste

The collection of solid construction waste will be removed from site at regular intervals.

Stored construction waste will be covered and/or surrounded by a screen mesh fence to prevent

being blown across the site and into waterways.

Environmentally hazardous waste materials shall be transported and recycled or disposed of in

accordance with municipality guidelines.

No waste shall be disposed of on land or into waterways on the project.

Skips and garbage bins with lids shall be provided on site to enable proper waste collection.

A record of waste disposal activities, including location of bins, stockpiles, name of removal

contractor, waste volumes, and disposal receipts shall be maintained by the logistics officer.

Re-useable or recyclable materials shall be sorted from construction waste instead of using for

land filling.

Depending on the vicinity of the batch plant, the concrete trucks shall either be instructed to

wash out at the plant, or as a last resort a washout pit shall be constructed and maintained on

site.

6.2.6 Recycling

A „reduce, reuse, recycle‟ waste campaign will be implemented on-site for the daily

management and monitoring of waste. Waste collection times will be coordinated by the

logistics department to the waste management company(s). The true cost of waste includes

some of the following:

Purchase price of materials being wasted.

Skip hire and transport pickup.
