Introduction

ADCO Constructions is a leading national, privately owned construction company which was established in 1972.

To date, ADCO have completed over 3500 projects valued at more than $10 billion. With annual revenues in excess of $1 billion, and over 550 employees, ADCO is rated as one of Australia’s top 50 private companies.

This information booklet has been developed with the aim of providing our contracting partners with an overview of safety and environmental standards and conditions that are required on all ADCO projects.

Where required, additional project-specific requirements will be notified to contracting companies through tender meetings, Subcontract Agreements and project consultation forums.

Any questions or queries relating to information in this booklet should be directed to the Project Manager for the project.

SUBCONTRACTOR MANAGEMENT SYSTEM

VICTORIA / SOUTH AUSTRALIA / ACT ONLY

ADCO requires subcontract companies be accredited on the Subcontractor Management System. Additional information will be provided by the Contracts Administrator for the project.

INSURANCES Certificates of Currency must be supplied to the Contracts Administrator at least ten (10) working days prior to the start of works:

∇ Public Liability Insurance (>/= $20 million)

∇ Contractor All Risk Policy

∇ Workers Compensation Insurance*

* Self-employed Contractors must provide evidence of insurance (e.g. Personal Injury Insurance or Income Protection Insurance.

Certificates must include the following information:

∇ Legal entity of the Contractor. Any further information relating to the Trading Entity must also be provided.

∇ Insurance company details.

∇ Dates of Policy commencement and expiry.

∇ Policy number.

∇ A full description of cover together with the details of any exclusions or excesses.

SHE DECLARATION All contractors, whether contracted to ADCO, novated or engaged by a Client, are required to sign a SHE Declaration to acknowledge receipt and compliance to the requirements noted in this document. The Declaration will be attached to a Subcontract Agreement and must be returned to ADCO prior to the start of work activities on the project.

WORK METHOD STATEMENTS (SWMS)

Submission

Contractors must supply relevant work activity SWMS’s within the following time frames:

7 working days for companies directly contracted to ADCO

10 working days for companies not directly contracted to ADCO

SWMS must be supplied by email the ADCO Site Manager or the S&E Adviser.

Approval

SWMS must be reviewed and approved by ADCO before the start of work activities on the project.

On receipt of the SWMS, a member of the ADCO team will review the documentation and determine its suitability for operational use and on completion of the review, the reviewer will contact the Contractor’s representative and advise the status of the review.

Acceptable Not Acceptable

Contractor is permitted to start work on the intended date.

Contractor is not permitted to start work until all required information has been provided and approved. ADCO will discuss additional requirements with the Contractor.

Content

SWMS must contain the following minimum information:

∇ Details of work activities to be completed.

∇ The risks associated with the work activities and the control measures that will be implemented to manage the risks.

∇ Who will be responsible for managing the risk and proposed controls.

∇ Details of Plant / equipment required to complete the work activity.

∇ Details of competencies / licences required to complete the work activities.

∇ Details of procedures / equipment / personnel to manage a work activity emergency.

∇ PPE requirements for the work activity.

∇ The contractors’ business details. (e.g. address, ABN, contact numbers, etc.)

∇ If required, details of legislation, standards or codes relevant to the work activity

∇ A version number (to track amendments).

Other Contractual Arrangements

Where a Contractor engages other contractor to complete part of their works, the primary Contractor is required to:

∇ Notify ADCO that a 3rd party contractor has been engaged.

∇ Advise ADCO of the Company name and trade.

∇ Ensure that the 3rd party’s work methodology (e.g. SWMS) is supplied and that any ADCO compliance requirements are communicated to the 3rd party (e.g. SWMS amendments, site rules, site entry conditions). (Refer to * section on previous page.).

∇ Supervise and manage the works conducted by the 3rd party.

The main contracted company will be responsible for ensuring that their subcontractors supply compliant documentation.

Where SWMS are supplied from 3rd party contractors, ADCO will only communicate compliance requirements with the main contracted company.

Worker sign-on to approved SWMS

The Supervisor of the contractor company is responsible for ensuring that workers:

∇ Have read and understood relevant, approved SWMS.

∇ Have signed the SWMS.

Changes to SWMS

∇ If an approved SWMS is changed (i.e. changed working conditions), the amended version of the SWMS must be forwarded to ADCO for review and approval.

∇ The Supervisor of the contractor company is responsible for ensuring that workers:

• Have participated in discussions relating to the changing of the SWMS.

• Have read and understood the amended SWMS.

• Have signed the amended SWMS.

Storing / filing of SWMS

∇ For compliance and auditing purposes, ADCO will keep a copy of approved SWMS on site.

∇ ADCO reserves the right to inspect the SWMS to ensure that all workers have signed into the SWMS.

∇ Contract companies are responsible for maintaining a signed copy of their SWMS

∇ ADCO will not provide filing / storage facilities for Contractors safety documentation.

1 SITE INDUCTION Prior to starting any construction work on the site, contractor personnel are required to attend a site induction.

Induction times and locations will be confirmed once the required safety documentation has been received and approved by ADCO.

Workers will not be inducted if their company’s SWMS have not been approved.

As the induction program may take up to 1 hour and no exceptions will be made to the programmed time, companies are encouraged to ensure that their personnel are in attendance at the induction room at least 15 minutes prior to the nominated time.

On completion of the site induction, the inductee will be issued with an ADCO site induction identifier (sticker), which must be visibly displayed on their hard hat at all times while person is within the construction site.

Any person who cannot produce a site induction identification sticker will be denied access to the site until a replacement sticker has been issued.

Replacement stickers are provided at no charge.

General Induction Card

A General Site Induction Card is a mandatory requirement for any persons to complete the site induction.

General Induction Cards must be clearly legible. If they are not legible, the person will not be inducted. Clear colour photocopies are accepted.

Interstate General Induction Cards

Interstate General Induction cards will be accepted by ADCO.

Visitors & Consultants

Visitors and Consultants will not be inducted into the site.

Translation Requirements

A Contractor who engages workers who have difficulty in understanding English, must ensure that a person who is proficient in English and any other relevant languages, is present at the Site Induction

EVIDENCE OF COMPETENCY and HRW LICENCES

Evidence of Competency

For work activities for which evidence of competency is required (e.g. operating earth moving equipment, confined spaces work, work at height), ADCO will accept:

∇ A previous certificate (i.e. license) issued by a Regulator for the type of Plant to be operated.

∇ A competency card / qualification issued by an RTO accredited for the type of Plant the work activity.

∇ An industry issued competency card (i.e. CFMEU training, Civil Contractors Federation).

Letters of competency from a Plant Hire company or a worker’s employer will not be accepted by ADCO.

High Risk Work Licences

High risk work activities and the operation of Plant may only be completed by persons who are in possession of relevant licences / tickets to complete the works.

Licences / tickets must be provided by the worker at their site induction and will be attached to induction records.

Licenses / Tickets must be clearly legible. If they are not legible, the person will not be inducted.

Clear colour photocopies are accepted. Statement of Attainment documents are accepted for up to 60 days from the date of initial training.

ADCO will only accept licences which are compliant with the National Code

Example

Site based training

ADCO must be advised of any personnel who are undergoing training to obtain a licence to complete high risk work. ADCO reserves the right to prohibit / limit on site training in high risk work if the risk of completing such training is deemed to be unacceptable.

OPERATION of PLANT All mobile Plant must be inspected by ADCO prior to first use on each site.

Plant Induction process

∇ Confirmation and sighting of the Operator’s competency. (e.g. National High Risk Licence or other)

∇ Reviewing compliance requirements (e.g. registration, maintenance records, log books etc.).

∇ Reviewing the SWMS / Risk Assessment relating to the operation of the Plant.

∇ Completing a Checklist.

∇ Reviewing the Traffic Management and/or Movement Plan to confirm access routes, exclusion zones, etc.

∇ Issue of any required operating Permits.

After inspection, ADCO will issue a plant identification sticker which must be visibly displayed at all times.

The inspection of the Plant, review of required documentation and completion other documents may take up to 30 minutes and is subject to the availability of an ADCO team member.

Compliance

∇ Plant will not be permitted to enter the project site if compliance conditions have not been met.

∇ Plant that is “rejected” by ADCO may not be operated until defects have been rectified and may be required to be removed from the project site.

∇ Any person found to be operating Plant without the required competency will be denied access to the site.

∇ Plant may only be used for the purpose for which it was provided and may only be operated in conditions which are suitable for the Plant type.

∇ Plant may be subject to a re-inspection at any time whilst on the site.

∇ At close of business each day, the Plant must be securely parked and made secure.

Non Standard Attachments

ADCO, at is discretion, may approve the use of “non-standard” attachments subject to:

∇ Supply of written approval by a suitably qualified and identified Engineer attesting to: the manufacturing, load ratings, attachment method, relevant Australian Standard.

∇ Verification that the Plant is fitted with the correct attachments to complete the required work activity.

∇ Sighting of any required compliance plating.

∇ Evidence of Operator competency to operate the Plant in an alternative mode.

∇ Review and approval of a Plant Risk Assessment which includes the use of modified Plant and an amended SWMS.

Plant with non-standard attachments must be approved for use by the Site Manager and/or S&E Adviser

Operating plant on suspended surfaces

Plant is not permitted to be operated on any suspended surface until the following requirements have been met:

∇ ADCO has obtained written approval from a suitably qualified Engineer confirming the placement and operation of Plant on or around engineered surfaces.

∇ ADCO have confirmed that any required back propping has been installed.

∇ A pre-start meeting has been held between ADCO and the Operator to discuss operating conditions / requirements.

∇ Load ratings (kPa and Kg’s) for suspended work areas are sign-marked at the entrance to each work area.

∇ ADCO has issued an Authority to Work Permit (ATWP).

∇ Any other information required by ADCO has been supplied.

ENGINEERING CERTIFICATION Where required per WHS legislation and/or directed by ADCO, engineering approval for specified activities such as, but not limited to those listed below) must be provided to ADCO prior to the start of the work activity:

∇ Design, manufacture (WA only) and erection of concrete panels.

∇ Design and use of temporary support structures.

∇ Design and operation of static Plant.

∇ Operation of Plant on a suspended deck.

∇ Structural Demolition.

∇ Excavation below 1.5 metres.

∇ Any other high risk activity as directed by ADCO

FALL PROTECTION SYSTEMS Fall protection devices are not permitted to be used unless the following requirements have been met:

∇ (as required) ADCO has evidenced and approved engineer designed and approved plans (e.g. scaffold < 4m).

∇ ADCO has evidenced documentation verifying the competence of users and/or installers - e.g. relevant National High Risk Work License, verification of training by the manufacturer and/or an accredited RTO.

∇ ADCO has sighted evidence of regular inspections by a competent person. (e.g. An Inspection Register has been provided.)

∇ (where required) A Handover Certificate has been provided to ADCO and the certificate has been issued by a person competent to issue the certification. Refer to Other Requirements (P18) for additional requirements.

PERMITS TO WORK Authority to Work Permits (ATWP’s) are required when specific high risk activities are being completed and the following activities require an operational permit from ADCO:

∇ Excavation below 1.5 metres

∇ Structural Demolition (any type)

∇ Work at Height

∇ Operating Plant on a suspended deck

∇ Working with or around live services

∇ Panel Erection

∇ Confined space / work area

∇ Static Plant erection / dismantling

∇ Working with / in contaminated / hazardous material

∇ Work on/over a road/footpath water / public area

∇ Aerial refueling

∇ Hot Works

∇ Substances > 25 litres (use / storage)

Management process

All requests for ATWP’s must be directed to the ADCO Site Manager or S&E Adviser.

∇ A request for a permit requires a minimum of twenty-four (24) hours’ notice (one working day) prior to the requirement.

∇ Where the activity will be on a suspended surface, affect operating services, building operations, public access / road use, a minimum of seventy-two 72 hours (3 working days) notice will be required.

Contractor companies are required to ensure that their personnel:

∇ Obtain relevant permits within the required time frame.

∇ Comply with the controls required under the permit (e.g. SWMS, signage, exclusion zones, etc.).

∇ Comply with any other directives issued by ADCO.

TRAFFIC CONTROL Work activities external to the site boundary may only be completed if authorised traffic control systems and personnel are in attendance. Additional information / direction will be provided by the Project Manager.

OPERATIONAL INFORMATION

Hours of work

Standard hours

Contractors are required to ensure that the hours of work advised during the site induction are adhered to by all personnel.

Non-standard hours

Where a Contractor requires access to the site outside of the standard work hours, access must be approved in writing by the ADCO Site Manager, subject to the following:

∇ The application to work outside of the approved hours must be submitted in writing (email) to ADCO at least forty-eight (48) hours (2 working days) prior to the required date.

∇ Approval to work outside of standard hours is at the discretion of ADCO.

Any persons found to be on site outside of the approved hours will be denied access to the site.

Site Access

The project site will have signed access points for workers, Plant and deliveries. Information on the location of access points will be provided though:

∇ Site Induction.

∇ The Traffic Movement Plan which will be discussed with the contractor supervisor at commencement of works.

∇ Traffic Movement information located on site notice boards, which will be posted at various locations throughout the site.

∇ Site signage located at the access point.

NOTE:

∇ Access routes have been arranged to compliment the works program and no alternative access routes may be used.

∇ Access routes must be kept free of materials, machinery, Plant and waste materials.

∇ Access and egress into or from any offload area must not be restricted.

Contractor Parking

Where parking is made available, contractors may only park in designated area in / around the site. Signage will denote the approved contractor parking areas.

Speed Limits

Contractors are required to observe all speed limits on the site. Any person who breaches signed speed limits will be denied access to the site.

Deliveries

Contractors are required to advise their couriers, haulage/transport drivers of the following:

∇ On entry to the site, drivers must report to the Site Office.

∇ Drivers must comply with: Signed speed limits, traffic management requirements, pedestrian and public safety requirements.

∇ Deliveries must be co-ordinated with ADCO site management and may only occur in designated loading/delivery areas.

∇ Drivers must switch off the vehicle engine when offloading and remain within 3 metres of their vehicle at all times.

∇ Deliveries must be met by a representative of the contractor. If a contractor representative is not available in the loading area, the delivery driver is to call the Site Office for assistance.

∇ If the representative is not in attendance at the time of the required offload, the delivery may be turned away.

∇ Unless other arrangements have been made with the Site Manager (e.g. Tower Crane / Telehandler), the contractor is responsible for the offloading of the delivery and relevant equipment (e.g. pallet jacks, trolleys) must be provided by the contractor.

∇ Shipping containers may not be decanted in the loading area.

∇ Once a delivery is complete the truck must leave the loading area immediately.

∇ Delivered loads must be immediately removed from the loading area.

∇ Any load that requires haulage by mobile plant (e.g. Forklift, Telehandler, Crane) or hoist or lift must:

• Be delivered in a transportable/craneable mode (e.g. on a pallet, shrink wrapped, etc.).

• Have clearly identifiable lifting attachment points.

• Have clearly labelled weight information.

Hoists & Lifts

Where a Hoist / Goods Lift is available, the following apply:

∇ The Hoist / Lift may only be operated by an ADCO authorised person, in possession of the required license.

∇ Contractors who require use of the hoist/lift are required to advise the ADCO Site Manager of their requirements.

∇ ADCO will maintain a schedule of time slots for Contractors who have applied for access. If the timeslot is missed, the Contractor will need to liaise with the ADCO Site Manager for alternative times.

∇ A clear area of 3 metres in front of the hoist or lift must be maintained at all times.

Mobile Phones & Radios

Mobile phones may only be used for general communication purposes. CB’s and other hand held radio / communication devices may be used if approved by the ADCO Site Manager.

All other types of radios are prohibited.

The use of a mobile phone while operating Plant is prohibited at all times and may result in the offender being removed from the work area

Task Lighting

Contractors are required to supply portable lighting of sufficient quantity and Lux to ensure that their works can be completed safely and to a high quality standard.

The lighting must be compliant with Australian Standards and must be safe to use (e.g. correctly connected, guarding over light bulbs).

Lighting must be used in a manner which eliminates the risk of damage, a fire or creating a trip hazard for workers.

Using & Storing Substances

The storage and use of Hazardous Substances and/or Dangerous Goods of more than 25 litres (per substance per Contractor) requires prior approval from ADCO.

The approval to use and store these products on site requires the issue of a Permit (ATWP) subject to:

∇ A current (in date) SDS has been provided.

∇ Storage containers (not permitted in shipping containers) and storage locations are approved (includes segregation requirements).

∇ Fire Extinguishers* have been provided within 3 metres of work area and within 3 metres of storage areas.

* 1 x 9kg fire extinguisher per 25 litres of each substance.

∇ A First Aid Kit and a Spill Kit have been provided.

∇ Exclusion zones have been implemented.

∇ Warning signage has been installed.

∇ Emergency management actions / controls have been reviewed and approved

∇ PPE used is per SDS / SWMS requirements.

Security

General security (e.g. lockup, lighting, monitoring systems) will be provided by ADCO to the main construction areas. Any breaches of security, theft of property or material must be reported to the ADCO project team as soon as practicable after the event has occurred. Contractors are to note they are responsible for the security and safety of equipment and materials.

Sign In

Workers

Where directed by the Site Manager, contractor personnel may be required to complete a daily Attendance Register. Sign-in will be required at first entry and at last departure from the site.

Visitors

All visitors must report to the site office when entering the site and are required to sign the Visitors Register at entry to and exit from site.

Visitors must always be accompanied by and remain within sight of a site inducted person.

PPE requirements

Mandatory

On entering the project area, all personnel who are completing construction or fitout activities are required to wear the following PPE:

∇ Safety footwear

∇ Hi-visibility (fluorescent) - safety vest or hi-viz shirts

∇ Hard Hat

∇ Any other PPE (e.g. safety glasses, gloves) as directed by the Project Manager

No entry will be permitted unless PPE requirements are met. Subcontract companies are required to supply their personnel with PPE which is complaint to Australian Standards.

PPE will not be supplied by ADCO.

Work activity PPE

Where additional PPE is required per a SWMS's or as directed by ADCO, companies are responsible for providing the relevant equipment to their workers.

Where workers have not been supplied with the correct PPE, they will not be permitted to complete their work activities.

Visitors

Persons who attend the project site as a Visitor are required to wear the following PPE:

∇ Safety footwear or closed resilient soled flat shoes

∇ Construction environment appropriate clothing

∇ Hi-visibility (fluorescent) vest or clothing

∇ Hard hat

Hard hats and safety vests will be provided on request to a visitor after they have completed the sign in process at the site office.

Conduct

Personnel who engage in fighting, behave in a manner which is illegal, or who are verbally abusive will immediately be denied access to the site.

Dress Code

Acceptable Not Acceptable

Shorts or pants - long pants are preferred

Sleeved shirts - long sleeved shirts are preferred

Singlets, open shirts or board shorts

Shorts / pants exposing “private” body areas

Nil or open footwear

Offensive language or images printed on clothing

Persons who do not adhere to the above requirements will be denied access to the site until such time as they present in an acceptable manner.

Housekeeping

Housekeeping requirements include but are not limited to:

∇ Clear access to emergency, work and construction areas being maintained at all times.

∇ Work, storage and amenity areas maintained in a clean, tidy and hygienic condition.

∇ Material and equipment being stored correctly and in designated areas appropriate to the material / equipment.

Amenities

ADCO will supply amenities required under relevant State WHS legislation. Users are required to ensure that they practice good housekeeping and hygiene practices.

SERVICES

Identification

Contractors are required to identify any services within their work area. ADCO will provide service information through:

∇ Site Induction

∇ Pre-Start Meetings

∇ The Services Plan, located on site notice boards.

Service locations are required to be identified through:

∇ Danger signage and flagging

∇ On ground marking

∇ Lockout

Temporary Power

ADCO will, at its discretion, supply Builders Boards (Temporary Power Boards) at nominated locations throughout the works areas. In general:

∇ Temporary Power Boards must be compliant to AS 3012 and must be supplied with a Handover Certificate signed by a licensed Electrician.

∇ All wiring must comply with AS 3000.

∇ Clear access must be maintained within a 2-meter zone of a Board at all times.

∇ No Plant, equipment or material is permitted within 2 meters of a Board.

∇ No equipment, leads or Boards are to be used/ placed within 500 mm of water or a water source.

∇ The supplied Fire Extinguisher at each Board is not be used for any purpose other than an emergency.

∇ All leads plugged into the Board must hold a current test tag issued by a licensed electrician.

∇ Leads must be fitted with a clear plug and socket ends

∇ Domestic leads / power boards are prohibited.

∇ So far as is practicable, electrical leads must be suspended above head height.

∇ Piggy back plugs and adapters are prohibited.

∇ All wiring must be correctly terminated.

∇ Isolated circuits must be appropriately tagged and locked out.

∇ Live electrical work may not be performed

∇ Unless the electrical contractor has supplied an energization/isolation procedure (SWMS) to the ADCO Site Manager at least forty-eight (48) hours (2 working days) prior to the intended works.

∇ Only licensed Electricians are permitted to complete electrical work.

COMPLIANCE MANAGEMENT

Warnings

ADCO operates a compliance infringement system. Dependant on the severity or the frequency of the non-compliance, non-conforming personnel will be denied access to the project site.

ADCO reserves the right to remove a person’s access to site if non-compliance could or has resulted in significant event

Site Inspections

ADCO will conduct regular inspections of work areas and contractor work activities to ensure compliance with required safety requirements.

ADCO reserves the right to stop any work activities which are deemed to be conducted in an unsafe manner and such works will not be permitted to proceed until the required rectification has been completed.

SUPERVISION

Contractors are required to ensure that a supervisory person is on site for the duration that program works occur each day. In addition:

∇ Where apprentice personnel are used, such persons must work within the line of sight of a tradesperson at all times.

∇ Where personnel who have difficulty understanding English are used, a person who is competent to translate instructions, site requirements etc. must present on site at all times.

CONSULTATION

Consultation meetings include, but are not limited to:

∇ Toolbox Talks

Contractors are required to ensure that their workers attend meetings as directed by ADCO.

EMERGENCY MANAGEMENT

Emergency Equipment

In addition to the equipment supplied by ADCO, Contractor companies are required to supply the following to their work areas:

FIRST AID KIT One (1) work activity appropriate Kit.

FIRE EXTINGUISHER

(where required) A minimum of two (2) 9kg dry powder Fire Extinguishers.

Additional quantities may be mandated by ADCO after consideration of work activity risks (e.g. hot works)

SPILL KIT (where required) One (1), portable or drum Kit in areas where Plant or substances are used or stored. The Kit must be of sufficient size to manage the quantity of substance that is used or stored in the work area.

Emergency Access

The position of access locations, muster points and emergency management equipment will be identified by signage that is placed in the relevant location.

Emergency Practices

To ensure that contract personnel are familiar with emergency management procedures, emergency drills will be conducted during the works program.

Participation is mandatory for all contractor personnel.

HAZARD MANAGEMENT Where Contractor workers become aware of a hazard which could affect the safety and wellbeing of other personnel or the public, they must notify the ADCO Site Manager or S&E Adviser as soon as practicable.

Contractors are also encouraged to report hazards using an “Issues Notification” Form. The forms are located in the lunch rooms and on site notice boards.

INCIDENT MANAGEMENT Contractors, who are involved in or become aware of an incident in any area of the project, must immediately notify the ADCO Site Manager or S&E Adviser.

Contractors who are involved in an incident will be required to:

∇ Participate in the incident investigation.

∇ Provide any requested information to ADCO. This includes but is not limited to:

• Providing Statements.

• Providing Medical Certificates. (Note: ONLY Workers Compensation Medical Certificates will be accepted).

• Completing any required changes to SWMS.

• Providing evidence that corrective actions have been implemented.

ENVIRONMENTAL MANAGEMENT

Wash out Facilities

The washing off of equipment (e.g. painting) may only occur in ADCO approved areas and using approved containers supplied and maintained by Contractor's.

Under no circumstance may any wash off occur in toilets, hand basins or down stormwater systems.

Designated wash off areas will be notified to Contractors during site induction.

Refuelling of Plant and Equipment

Refuelling of Plant is only permitted in designated areas approved by ADCO and under no circumstances may Plant be refuelled inside a building or tenancy.

Refuelling requirements (e.g. methodology/permits, location, emergency management, etc.) will be advised to Contractors at the site induction.

Fuel containers / cells fitted to the back of commercial vehicles (i.e. Utes) are not permitted inside any ADCO project sites.

MDF Cutting & Disposal

The cutting, planning or drilling of MDF is not permitted on site.

All MDF must be prefabricated/pre-cut and dressed off site.

Air & Water quality

Where there is a possibility that works such as grinding, sanding, etc., could create excessive dust, Contractors must implement appropriate systems for dispersion of dust (e.g. extraction fans).

Construction activities within and adjacent to stormwater drains and other waterways will be strictly managed by ADCO. Unless approved by ADCO, no work activities are permitted within 6 metres of a waterway or 3 metres of a stormwater drain. Contractors who do not comply will bear the full cost of remediation.

Noise Management

Contractors will be required (per legislative requirements), to implement noise reduction strategies for activities such as:

∇ Cutting of steel, concrete floor slabs, walls and hole penetration boring.

∇ Grinding /cutting of tiling, wall / hole penetration boring, etc.

∇ On/offloading and movement of material (e.g. steel) and equipment (e.g. forklifts).

Where noisy works, such as those mentioned above, are required, the Contractor must discuss the requirements with the ADCO Site Manager who may arrange for the works to be programmed to occur outside of standard hours.

Waste Management

Waste must be disposed of in the industrial waste bins provided by ADCO. Contractors who do not comply will bear the full cost of remediation.

OTHER REQUIREMENTS

1. Temporary Handrail Installation and Inspection

∇ ADCO requires that at least one person in the installation team is in possession of the applicable National High Risk Work Licence (NHRWL) – Scaffold.

∇ Handover Certificates and 30-day inspection certificates will only be accepted if authorised by a person in possession of the relevant NHRWL.

2. Roof Safety Mesh Installation

∇ ADCO requires that at least one person in the installation team is in possession of a trade licence (i.e. Roof Plumber).

∇ Handover Certificates will only be accepted if authorised by a person in possession of the relevant trade licence.

3. Ladders

∇ General - Only industrial platform ladders are permitted.

∇ Formwork, Excavations and Lift Shafts – Temporary use of extension ladders may be approved by the Site Manager or S&E Adviser.

4. Trestles

∇ Platforms must be a minimum of 450 mm wide.

∇ Trestles above 2 metres in height are not permitted.

5. Stilts

∇ Stilts are prohibited.

6. Gas Cylinders

∇ Only compliant gas cylinders are permitted. This means that cylinders must be issued by a recognised gas company (e.g. BOC, Linde) and Contractors using LPG in cylinders sourced from Swap-and-Go type facilities must present the cylinder to ADCO for inspection and approval, prior to first use.

∇ Cylinders may not be stored in shipping containers.

∇ Cylinders may only be stored in a substance storage facility approved by ADCO.

∇ ADCO reserves the right to prohibit the use / storage of any cylinders which are defective or non-compliant.
