    all together in one place. 2Without warning

    there was a sound like a strong wind, gale orce

    no one could tell where it came rom. It

    flled the whole building. 3 Then, like a wildfre,the Holy Spirit spread through their ranks, 4 and

    they started speaking in a number o dierent

    languages as the Spirit prompted them. 5 There

    were many Jews staying in Jerusalem just then,

    devout pilgrims rom all over the world. 6When

    they heard the sound, they came on the run.Then when they heard, one ater another, their

    own mother tongues being spoken, they were

    thunderstruck. 7 They couldnt for the life of

    them fgure out what was going on, and kept

    May 9, 2007 MILITARY SOCIOLOGIST

    David R. Segal, was asked Monday, over the

    telephone, what he hears in his surveys o sol-

    diers. He quoted an Arican-American veteran

    of the Iraq invasion and occupation: This is not

    a black peoples war. This is not a poor peoples

    war. This is an oilmans war.

    Gregory Black, a

    retired Navy diver wholast year started the

    Web site BlackMilitary-

    World.com, said that

    quote sums up what he,

    too, hears rom Arican-

    American veterans othe Iraq war.

    African-Americans

    detest this war, Black

    said yesterday in a

    phone interview. Ev-

    erybody kind o knows

    the truth behind this

    war. Its a cash cow for

    the military deense

    industry, when you

    look at the money these contractors are mak-

    ing. Arican-Americans saw this at the beginning

    o the war and now the rest o the country has

    gured it out. Its not beneting us in the least.

    Asked about the reference to an oilmans war,

    Black said, Its basically about oil, basically about

    money. Its an economic war. He said veterans

    are saying they are tired and burned out. Guys

    are saying were halfway around the world ght-

    ing people o color under the guise o democracy

    and we cant see how its beneted anyone,

    Black said. Its hard

    to fght halway aroundthe world for peoples

    freedom when youre

    not sure you have it at

    home.

    This war, launched

    under alse pretenses,now has so little merit

    that the enrollment o

    Arican-Americans in

    the military may be at

    its lowest point since the

    creation o the all-vol-

    unteer military in 1973.

    In 2000, 23.5 percent of

    Army recruits were Ari-

    can-American. By 2005,

    the percentage dropped to 13.9 percent. National

    Public Radio this week quoted a Pentagon statistic

    that said that Arican-American propensity to join

    the military had dropped to 9 percent.

    Technically, 13.9 percent is about the

    proportion o Arican-Americans in the general

    population. But the militarys meritocracy has

    long been a disproportionate option or young

    Arican-Americans because o a disproportionate

    lack o career opportunities and decent public

    schools to prepare them or college.The drop in Arican-American enrollment

    in the military may be as powerul a collective

    political statement about Iraq as when

    Muhammad Ali reused to be drated during

    the Vietnam War. Before the 2003 invasion

    o Iraq, major polls showed that Arican-American support or the invasion was as low

    as 19 percent, according to the Joint Center

    or Political and Economic Studies, while white

    support ran between 58 percent and 73 percent

    in major polls.

    Even today Arican-Americans by ar lead the

    way in calling the war a mistake. According to

    Gallup, 85 percent of African Americans say it

    was a mistake, compared to 53 percent of white

    Americans. According to Pew, a plurality o

    white Americans, 49 percent, still say it was the

    right decision to invade Iraq, compared to 21

    percent o Arican-Americans.African-Americans are always more sensitive

    to anything that smacks o neocolonialism,

    which this war did smack of, said Joint Center

    political analyst David Bositis.

    Segal and Black said that sensitivity has

    nothing to do with patriotism. What weregetting is not an opposition to war, but

    considerable opposition to this war, said Segal,

    director of the University of Marylands Center

    or Research on Military Organization. He

    has done soldier attitude surveys or the Army.

    What were seeing is a growing resentment

    that it eels to them that the military has gone to

    war, but not the nation. The military has goneto war, the nation has gone to Wal-Mart.

    Black said that he still believes without

    a shadow of a doubt that the military still

    provides one o the best opportunities or

    Arican-Americans to advance in a nation where

    civilian opportunities remain checkered. But hesaid the military may underestimate how young

    people are absorbing the horrifc images in

    Iraqs chaos. Pentagon ofcials largely attribute

    the drop in Arican-American interest in the

    armed forces to inuencers, parents, coaches,

    ministers, and school counselors who urge

    youth not to enlist.

    I think some of that is true, Black said.

    But I taught ROTC in high school, and the

    kids themselves are a lot smarter about this stu.

    They see the news and they cant justify going

    into a ght for something they have no faith in.

    that we honor, recognize and give

    shout-outs to all of our graduates

    on the second Sunday in June. Because so many

    members dont know that, they have not yet sent

    in their names and the schools rom which they

    are graduating so that they can be recognized on

    graduate Sunday.

    I am urging you today to please submit either

    your name or the names o persons in youramily who have fnished elementary school,

    middle school, high school, college, or graduate

    school.

    Submit their names to the church ofce, to the

    attention of the Graduate Recognition Sunday

    Committee.We dont want any members name left off of

    the program, and we dont want any surprises

    on the day o the program! All o our graduates

    are asked to be here in the Sanctuary on Sunday,

    June 10th in order that we might honor you and

    say to God that we thank God for Gods gifts

    given to you as you complete this milestone in

    your educational journey.

    About two percent (3 million) of the American

    population suer rom bipolar disorder, which

    was previously known as manic depressive

    illness. The illness is a result o a change in the

    chemistry o the brain. The individual

    experiences severe mood uctuations

    characterized by lows (depression), alternating

    with extreme inappropriate highs (mania).

    Symptoms may include:

    Talking rapidly

    Distractibility and/or irritability

    Inated self-esteem or grandiosity

    Changes in appetite

    Feeling sad, worthless, or guilty,

    without cause

    Concentration difculties

    Bipolar disorder improves with treatment. For

    Over the past thirty years, the war on drugshas been ought by simply attempting to

    use incarceration as a deterrent. Public

    policy has leaned toward implementing increasingly

    harsher penalties or non-violent drug related

    crimes. This approach has proved to be impotent.

    In Illinois, in particular, each year, the percent-

    ages and individuals incarcerated or drug-relatedcrimes have constantly risen. I dont have to tell

    you that the communities disproportionately

    aected are black and brown communities. Ac-

    cording to the study released by the U.S. Census

    in 2005, African Americans comprise 15% of the

    Illinois population, while Hispanics comprise 14%.

    However, according to the same census, Arican

    Americans make up 61% of the prison population,

    while Hispanics make up 11%. As the numbers

    have increased, seemingly exponentially, the state

    of Illinois commitment to keep pace with the need

    has not been met. In short, too many non-violent

    oenders are being sent to prison or non-violent

    drug related oenses without the beneft o receiv-

    ing any treatment while in prison. This inaction

    leads to ever increasing recidivism rates as those

    who are released return to prison on similar charges.

    A policy o incarceration or non-violent drug o-

    enses has proven to be in eectual. What is needed,

    is alternative orms o sentencing and treatmentwhich help the non-violent drug related oender to

    get assistance.

    The Center or Health and Justice at Treatment

    Alternatives for Safe Communities, Inc. (TASC),

    recently released a detailed report promoting a pub-

    lic policy of No Entry. No Entrys desired effect

    is that the cycle o drugs and crime ceases beore aperson is sentenced to prison. What No Entrydoes

    is seeks to treat the illness rather than criminalizethe illness.

    Moreover, treatment o the illness is less ex-

    pensive or Illinois taxpayers. The annual cost or

    incarceration per 10,000 individuals in the State of

    Illinois is $226 million. The annual average cost for

    probation, community based treatment, and case

    management is $59.3 million. This yields a savingsof $166.7 million. Fiscally, No Entrymakes sense,

    or the sake o our communities, and the people

    who live in them.

    However, the truth must be told. There are many

    people and corporations who will not support this

    initiative because they proft o the prison industry.

    They will not want to see their profts reduced in

    order to help those who need help.

    Illinois HB 1830 and SB 1442 are proposed

    bills currently in the state legislature, which call or

    $10,000,000 to be initially appropriated in order

    to expand treatment and support services or drug-

    involved offenders in FY 08. Passage of these bills

    would support a No Entry policy alternative, which

    will begin the road o fnding alternative modes o

    treatment and sentencing, as well as save the state

    approximately $39,000,000 in FY 08.

    You should have received a letter as you entered

    the Sanctuary. I you want to see people aided and

    not criminalized or their illness, I urge you to signthis letter and return it to an usher.

    THE RESULTS OF A REDEEMED LIFE

    I we are araid to use our time, abilities or energies on something worthwhile,

    there may well come a time when we want to use them and we cant. This no-

    tion reminded me o a story told to me by a riend who owned a small sailboat

    that had been in their garage back home when he was younger.

    It was a three-seater, painted white with blue trim. His ather built it, and or sometime, they used it every summer. But there was a time when it had not been in

    the water or about three years, and they took it out in the yard. You could see

    daylight through the cracks in the bottom where the wood had dried.

    They stued the cracks with oakum, and put water in it or several days beore

    the wood swelled and it would hold water as it should. Then, once again, more

    or less watertight, it was ready or the lake.I that boat would have been let in the garage a ew more days, it would only

    have gotten worse. Dry rot might have set in. A boat is not made to exist perma-

    nently in a garage. It is built or the water. It is meant to be used. And i it is not

    used, it will deteriorate.

    Isnt life similar to that? Life is given to be lived and used. It is not meant to be

    stored on a closet shelf or packed away in an attic. Theres an old prayer thatsays, Lord, let me wear out, and not rust out.

    Lie is a matter o using opportunities. I we hesitate, it may be too late. I we

    are araid to use our time, abilities or energies on something worthwhile, there

    may well come a time when we will want to use them, and we cant.

    Christ said that whoever would save his lie will lose it, and whoever loses his lie

    for my sake, will nd it. A boat in the garage may be safe, but thats not whatboats are or.
