Simulated entities in a computer model

ADF operational systems stimulated by live and

synthetic entities

Real people at training areas using real equipment

Real people in simulators

Live, Virtual, and Constructive Simulation (LVC)

JOC Mission

• To plan, control and conduct military

campaigns, operations, joint exercises

and other activities in order to meet

Australia's national objectives.

Joint Collective Training Authority• Collective Training Vision:

– Joint Collective Training is to be conducted to

enhance ADF force generation and preparation of

the Joint and Combined capability.

– This will be achieved by delivering: timely, realistic

and relevant, joint and interagency training

– All training will be supported by an appropriate LVC

simulation solution

• Services train and certify force elements up to an Agreed Point

• CJOPS responsibility: integration, collective training and certification

over and above the Agreed Point to directed levels required to

undertake operations

Issues

• Cost of exercising high end capabilities

• Force size, commitments, OPTEMPO

• Availability of key enablers

• Perishable skills

Where are we at?

• Simulation support to Live Ex and CPX

• Moving to Distributed Simulation

LVC Solution

• CJOPS ensure ‘… the appropriate integration of the

Live, Virtual and Constructive simulation framework

into the planning and conduct of collective training and

exercises.’

• Training, Modelling, Experimentation, OA, War-gaming

Defence Simulation Vision

• Lift excellence of individual & collective training by enhancing realism of training,

• Analyse and fully understand the cost of ownership & capability,

• Provide enhanced support to decision makers.

Benefits of LVC• Improved quality, quantity & flexibility of training

• Reduced training time, cost and environmental impact

• Reduced risks to:

– Safety

– OPSEC

– Schedule

• Supports Enterprise Goals for Joint Collective Training:

– Improve Joint Readiness

– Improve Joint Interoperability

– Improve National Unity of Effort

– Improve Efficiciency

First Principles Review

• Strategic Guidance – CPD – Joint Collective Training Directive

• PMSA > Program of Defence Activities (PADFA)

• J7 – AS led Joint Collective Training

• J8 – International Collective Exercises and Engagement

JP 3035 Ph2: Core Simulation Capability

• ADSTC – estb 2013

• JP3035-2 - will enable Defence to realise a

persistent (available on demand), integrated

and distributed core simulation capability

through the acquisition of a system of

services and products, collectively referred to

as the Defence Synthetic Environment (DSE)

Benefits - JP 3035 • More Effective Collective Training

– a training environment delivered to the point of need

– a system optimised for training delivery

– a secure environment protecting sensitive information whilst training

– a safer training environment

– increased collective training opportunities

– ability to easily re-run a training event and rapidly implement lessons learnt

• More Efficient Collective Training

– reduced time to achieve and maintain readiness

– reduced resources required to achieve and maintain readiness

– maximisation of ADF personnel trained and prepared for operations

– more frequent joint, combined and coalition training

– improved access to realistic training for ADF personnel

• Smarter Collective Training

– composable training to suit differing audience needs

– extended LOT for operational and training assets

– reduced carbon footprint

– designed for compatibility with future decision-analysis activities including

experimentation and concept development

Conclusion• Live – real people, real systems

• Virtual – real people operating simulated systems

• Constructive – simulated people in simulated systems

• Requirement: timely, tailored, realistic & relevant

training

• Uses of LVC: Training, Modelling, Experimentation,

OA, War-Gaming

• Benefits: quality, quantity, flexibility of training; reduces

risk (safety & OPSEC); reduces cost, enhances

flexibility, reduces environmental impact

• Future: JP 3035-2 (Core Simulation Capability)
