"With many states, you haverip-and-run industrial types that want no regula­tion on one side and those that would rather notsee any development at all on the other," saysBarrett. "In Montana, we handle economic devel­opment from the political middle-we say yes todeveloping what will strengthen our economy,but in a way that is always congruent with ourquality of life."

But what makes Montana such a draw tocompanies is the Treasure State's third advan­tage-its global-minded leadership that startswith a governor who understands what the stateneeds to stay on top nationally and interna­tionally. What do you enjoy most about Montana?Wherever I go in the Big Sky State I am reminded that here naturerules. I am humbled by the vast range of wilderness, mountain ranges,free-flowing rivers, open prairie and the "just folks" attitude 0f thepeople, who have a special reverence for the wildlife.

'M ontana has a lot to be proud of. Being oneof only two states in the nation in theblack may be an impressive accomplish­

ment on its own. But when the u.s. Chamber ofCommerce and National Chamber Foundationalso rank it the No. I state for entrepreneurshipand overall business start-up activity, Montana isleft with little choice but to accept its place as aleader the rest ofthe nation should listen to andlearn from.

"For the last seven years, we've had one of thefastest-growing economies in the United States,"says Evan Batrett, chief business development of­ficer for the governor's office of economic devel­opment. According to Barrett, three distinctiveadvantages have allowed Montana to dominatewhile other states dwindle in today's harsh fiscaltimes, the first being its unshakable economythat's based in resource (mining), commodity(agriculture) and energy.

Montana ranks second in coal-productiongrowth-it's the No. I producer ofcertified organic wheat-and isthe second-fastest-growing oil­producing state in the nation.You might think that under­pinnings that extraordinarywould be enough to rely on,but that's where Montana'ssecond-most-valuable advan­tage-its tremendous fiscalmanagement-helps companiesfrom other emerging sectors (such asaerospace and biotech) benefit fromits bountiful economy.

"Because of the continuousgrowth we've had-particularly inenergy-we're able to draw a sub­stantial amount of tax dollars fromthat sector instead of our citizens orthe companies looking to make theirstart here," says Barrett. "The gover­nor has also been very prudent withthe state's money in both good timesand bad, insisting that we run thegovernment like a ranch. What motivated you to become governor?SCHWEITZER: I didn't have any mentors who werein politics-in fact, I don't think my family even knewa lawyer. But as your children grow up and you beginasking the critical questions abiDut why things arebeing done a certain way, eventually someone says, "Ifyou're so passionate about it, why don't you run?"

What's the hardest part of your day?SCHWEITZ£R,: The bureaucracy-the constant stream of folks who say,"Should we print this in blue or black?" I tell them life's too short to worryabout the color of the paper or the measurement of the drapes-whatreally matters are the people.

A big reason so many business opportunitiesexist in Montana is the ability of its leaders tothink forward. "We may be predominantly anenergy state because we have every form of itall in one place-from traditional to renewableenergy-but we recognize that those who owninnovation own the future," says Schweitzer.

One step toward securing its leadership rolein energy-and maintaining its tax-friendlybusiness platform for new and emerging sectorsto grow in-is a new proposal to use energyrevenue to invest in the Montana Institute ofTechnology and Energy (or MITE-pronounced"mighty"). "We still have 120 billion tons of coalhere in Montana, and over the next 30 to 40years, we'll probably mine 2 or 3 billion of thatamount-generating between $7 biUion and $10billion," says Schweitzer. "We're looking to take$2 billion of that tax money to divide betweenscholarships and to start the institute."

If implemented, "it will give Montana theopportunity to not only reinvest in the nextgeneration so that we have the right engineerswhen coal is no longer the energy source," saysSchweitzer, "but also help us attract the finest sci­entists and engineers from Montana and aroundthe world to develop the energy technologies oftomorrow." It's that type of tenacity that con­tinues to move Montana into the forefront ofeconomic activity in the nation-and ensures asteady, successful financial future for the state,as well as for the businesses that are based belowthe Big Sky.

While other states are busy mending theirfiscal wounds, Montana's economycontinues to climb-rising 65 percent in

the last decade alone. It's an achievement that'shelping the state nurture other emerging sec­tors-including health care, biotechnology andaerospace-that are beginning to look as promis­ing as other Montana mainstays such as tourism,the state's fastest-growing industry, currentlybringing $1.8 billion into the region annually.

But to grasp the global presence Montana willsoon become, you have to understand how influ­ential the state already is. With 60.8 million acresof farmland to work with, Montana's annual $2.9billion agriculture business doesn't simply fuelits economy; it feeds millions of people nation­ally and abroad. The state already ranks thirdin u.s. wheat and barley production and sitsamong the top six states when it comes to lentils,honey, durum wheat, wool, flaxseed, lamb anddry edible peas. Moving forward, Montana isfiguring out even more ways to turn itsmany crops into major capital by creat­ing new value-added products (suchas pasta and malt for brewing beer) todeveloping cleaner fuel alternatives(including ethanol and biodiesel).

Although it may have earned itsnickname, the Treasure State, duringits Gold Rush days, Montana maintainsit by being the top producer in theUnited States of talc and granite, thirdin the production of industrial gar­nets and one of the world's largest producers ofpolysilicon, a key component used in solar-panelconstruction.

Montana's riches are spread statewide, fromThe Washington Companies' copper mines inButte to Revert Minerals' Rock Creek project in

Sanders County (said to contain an estimated229 million ounces of silver). The state's largestmine employer is Stillwater Mining Company,one of only a handful of companies in the worldproducing platinum and palladium, two valu­able elements used not only in jewelry, but alsoin cars and jet engines to control emissions andpollutants.

"Both platinum and palladium are critical tothe world's future when it comes to clean air,"says the company's chairman and CEO, FrankMcAllister. "But this year, we're putting a fuel­cell demonstration plant in place to show thatpalladium can also be used for fuel cells, whichwill double the world's resources."

Plants and precious metals aren't the onlyvaluable things you'll find in Montana soil. Withthe most diverse mix of energy resources in the

country, Montana is already rated first in windenergy potential (Class 3 and above). It'salso one of only a handful of states thatincreased its oil production in recentyears (40 percent from 2004 to 2008),courtesy of sharing the Bakken oilplay-the fifth-largest known depositof oil in North America-with NorthDakota and southeastern Saskatchewan.The state also has more than 15 "hotspots" suitable for geothermal energydevelopment and houses the largest coalreserves in the United States.

"Montana has about 30 percent of the coal inthe United States and 10 percent of the world'ssupply," says Governor Brian Schweitzer. Tappingthose reserves is the job of several companies,including Boich Companies and Arch Coal (thesecond-largest coal company in America). But

reno "Nationally, it should positively impact energysecurity, and statewide, it should boost economicdevelopment by creating quality jobs without neg­atively affecting the quality of life we have here."

Putting all of its projects through the samestringent test has allowed Montana to surge aheadin keeping unemployment down, paving the waytoward foreign-oil independence and creating agreener, more sustainable energy future. The stateis dedicated to green energy solutions such aswind power. "After we passed the renewable en­ergy portfolio standard [which mandated that ISpercent of Montana's energy come from renew­able resources], companies came from all parts ofthe world," says Schweitzer.

The renewable energy portfolio standardattracted leaders in the field such as NaturEnerand Ireland-based Gaelectric and catapultedMontana's production from a mere megawatt ofcommercial wind to the 386 megawatts gener­ated today-the fastest growth in the nation. Thestate continues to welcome new companies thatsee the potential that exists here, with more than50 planned projects that could possibly increaseproduction by another 4,000 MW. But what willalways keep them from leaving is the wonderfulnatural beauty they find when they arrive.

"We have all that comes with living in theWest, and that's really a driving force behindour economic grov.rth," insists Barrett. "Theexceptional quality of life here will always be ourmost attractive feature-and secret weapon, ifyou will-for helping companies decide withoutquestion that Montana is the best place to callhome."",: -M. making sure it's processed perfectly is whereMontana really shines. "Some say coal is a four­letter word because of its carbon, but we think itspells cash, as long as it's handled in a responsiblemanner," says Evan Barrett of the governor's of­fice of economic development.

Whether it's devising clean coal solutions,harnessing hydroelectric power from its manydams or exploring new ways to use geothermalenergy to provide clean electricity, the state'simpressive filtering policy always looks for threeimportant things with every type of energydevelopment project it considers.
