• WFD Article 14:"Member States shall encourage the active involvement of all

interested parties in the implementation of this Directive, in particular in the production, review and updating of the river basin management plans."

"On request, access shall be given to background documents and information used for the development of the draft river basin management plan."

• FD Article 10:"Member States shall encourage active involvement of interested

parties in the production, review and updating of the flood risk management plans referred to in Chapter IV."

"Pariticipation for its own sake will be recognized and avoided by the public soon. The results will be meager and participation will be correctly judged as a waste of time and money.

Participation without planning and not docking to the decision making processes only causes a slowdown and increased efforts to get work done."
