Water Framework Directive, Flood Directive

• directives for integrated water management in the European Union

• WFD environmental target variables• FD flood risk as target variables (health, economics,

cultural aspects)• iterative planning instruments (evaluate and adapt

planning every 6 years)




Participation in IWM

• WFD Article 14:"Member States shall encourage the active involvement of all

interested parties in the implementation of this Directive, in particular in the production, review and updating of the river basin management plans."

"On request, access shall be given to background documents and information used for the development of the draft river basin management plan."

• FD Article 10:"Member States shall encourage active involvement of interested

parties in the production, review and updating of the flood risk management plans referred to in Chapter IV."




Participation in IWM

• Directive on public access to environmental information

Increased public access to environmental information and the dissemination of such information contribute to a greater awareness of environmental matters, a free exchange of views, more effective participation by the public in environmental decision-making and, eventually, to a better environment.

Participatory Planning in Germany

• 1952 Participation in industry / enterprises• from 1960 to 1990 rising awareness for the benefits

of participation, legislative determination in ecological audits, city planning

• since 1990 decreasing possibilities for participation due to the acceleration of administrative actions

• since 2000 increasing importance due to the directives of the european union

Authorities responsible for water manangement (planning, engeneering, proctection) not used to PP




Pros & Cons of Participatory Planning

Pros• more information and expertise • shared definition of the problem• solving the problem together makes the solution

more acceptable• faster and easier realisation process

Cons• informational overflow• problems turn out (or get defined) to be wicked• time and expertise for facilitating discussions




Struggle for Participation

"Pariticipation for its own sake will be recognized and avoided by the public soon. The results will be meager and participation will be correctly judged as a waste of time and money.

Participation without planning and not docking to the decision making processes only causes a slowdown and increased efforts to get work done."
