Stakeholders Share Big Dreams for Walvis Bay

The Walvis Bay Municipality launched their strategic five-year-plan 2013 – 2017 for Walvis Bay last week, with the main focus on the Harbour expansion and industrial section.

The Municipality will be focussing on five different elements within our community and region, namely; the socio-economic environmental results, physical infrastructure development, local economic development, social development and capacity governance. According to the strategic plan they will aim to support the expansion of the harbour where needed in order for the port to become the host for SADC countries’ imported and exported goods. Another focus will be on road infrastructure by improving roads to Swakopmund and Luderitz. The focus will also be on supporting small medium enterprises and assisting the community in

flourishing within the business sector. There will also a lot of focus on skills development and education, by initiating projects with the relevant parties and stakeholders.

“We have reached the end of a long road, and are about to embark on an even longer one. However, within the realm of managing and developing a city, time flashes by so quickly and if you have missed an opportunity it is probably gone for good. We want to avoid the distress of living with lost opportunities; hence we have taken extra care when constructing the Strategic Plan,” said the Walvis Bay Municipal CEO, Muronga Haingura.

According to Ted Rudd from Urban Dynamics, Walvis Bay is growing and expanding rapidly. In his presentation at the Municipal Strategic Five-Year-Plan launch he stated that Walvis Bay’s population has doubled in the past 15 years and could potentially reach a staggering 180 000 inhabitants by 2030. Currently the population of Walvis Bay is recorded to be around 74 000 inhabitants. “As the population is growing, so will our knowledge of what the people’s needs are,” Rudd said. He also stated that in order to accommodate the potential population, Walvis Bay will at

least need 2700 hectares of land. According to Rudd, the single most important element of Walvis Bay is the development of the harbour.

“Walvis Bay has the potential to become the primary industrial center and port of choice for landlocked SADC countries. It is on the brink of going there, and because of the hemmed-in nature of the existing port, the opening of a second terminal is essential in order to take advantage of the opportunity,” Rudd explained. According to Namport Engineer, Elzevir Gelderbloem, the plan is to build a second harbor, about the size of the current one, north of the town, which will be officially known as the Walvis Bay SADC Gateway Port. The first phase will start next year, which will consist of the development of a tanker berth, small bulk facility and an export berth.

“We now have a broad vision with particular objectives in place to improve the standard of living of all who live and work in Walvis Bay. The immense task of translating this into action rests on the shoulders of all stakeholders. Provided we stay on course, nothing should deter us from fulfilling our wishes,” said Walvis Bay Mayor, Uilika Nambahu.

However, the project did not come without the odd challenge here and there.

“We had a lengthy delay due to an objection for the relaxation of the height restriction, this put a dent in the program for almost a year. Also taking into consideration that there are 51 units to be sold, which results in 51 banks and 51 lawyers, it can become really draining.

The amount of phone calls to be made daily is astronomical.

Every client has their own ideas of how things should work, and unfortunately it does not always work out that way. On an additional note, financing a project of this size is not an easy task

our country anymore. How can you argue with that?” Mr Liebenberg exclaimed.

“It does not matter how many times we speak to them, or even if the traffic police give them fines, they are back every single day, with no regard for the laws or - more importantly - for the safety of other road users. Sometimes they are double parked or even have their trailers lying as far into the road as half way,” he added.

Since the above incident is no isolated one, and the Namib Independent’s inboxes are flooded with complaints and images every single day, an immediate examination of the matter was launched.

When approached for comment on the status and involvement of the municipality in the project “Truck Port for Walvis Bay”, Public Relations Manager for the Walvis Bay Municipality, Kevin Adams, stated that the project has definitely been dragged out enough. However, he also said that the municipality’s hands are tied when it comes to the Truck Port Project. “We cannot force anyone or a company to take action. We can only give them penalties if they do not comply with the municipality’s regulations. We do understand the need for a truck port and therefore have made this land available. The municipality can also not take on such a big development, because we cannot take on such a big operation and business. That would mean that the municipality would have to employ hundreds of people to run the operation, and we simply do not have the budget for such a big operation,” he explained.

According to the municipal archived

files on the truck port history, Engen first approached the council, asking for the availability of land in the Walvis vicinity to create such a facility. Engen put in a request to develop it on a piece of land near Narraville towards (then) 7th Street, but council rejected the request and instead made Ext 12 available, which is still the designated area for an anticipated truck port. Ext 12 is the area next to Roads Authority on the road towards the airport, also known as the New Light Industrial Area.

In September of 1995, council approved Engen’s plans to develop a truck port at Ext 12. Engen was to purchase five hectares at N$10 per square meter. In the agreement it was stated that Engen would carry all cost and that the council only needed to make the land available. Both parties negotiated back and forth for the next two years, until Engen eventually pulled out, cancelling the project. The official reason is that after many discussions and studies they no longer found the project viable to continue. Then, in 1997 council invited all interested parties to submit tenders for the development of a truck port at the same location. All the major oil and fuel companies, including Windhoek Consulting Engineers, Inshore Safari, and Kuiseb Fishing Enterprises applied and submitted proposals.

Once all the proposals were submitted, council engaged in in-depth discussions with Shell in collaboration with Mr Uushona, Kuiseb Fishing and Caltex. Eventually Kuiseb Fishing’s plans to

develop a Truck Port and Cold Storage Facility were approved by council. Discussion between the two parties went back and forth for the next few years until council decided to open negotiations with any other interested parties. All above parties were given a deadline, which they missed and their proposals lapsed. According to the Municipality’s files the new hopefuls who joined the negotiations table in the year 2000 were Caltex, ABLE Trading and the Ministry of Works and Transport, who submitted a One-Stop-Traffic City proposal.

Discussions, meetings, letters and emails were going back and forth between the new parties above until 2003, when MARK III Pty (Ltd) came aboard and submitted proposal. Council approved the company’s proposal and started negotiations with them. Eventually they came to an agreement and MARK III purchased 3 hectares of the land at N$5.50 per square meter in a private transaction. After purchasing the land from the municipality for a total of N$189 750 the company changed their name to Waddin General Retailers PTY (Ltd). It was rumoured that the company could not get investors for the development in time and then sold the property to Mr Dudley Strauss in 2008.

According to Strauss, he has had several challenges and delays in getting the Truck Port Project going. “There are a lot of politics involved, which I do not wish to elaborate on, but other delays to the project came with all the assessments, licenses and studies that needed to

be conducted before such a project can go ahead.” According to Strauss, the truck port is still definitely going to happen. “The project will take off within the next year,” Strauss indicated.

He also explained that the project is so longwinded because of all the different sectors having to approve the plans. “I have been waiting for the municipality to approve the final plans, for the Ministry of Mines and Energy to issue my license to sell fuel at the truck port and for the Roads Authority to approve the access route to the truck port,” Strauss described. He further made clear that the Environmental Impact Assessment (EIA) that he first conducted in 2008 needed to be redone in 2012. “The groundwork has been completed, but we cannot go ahead with the project until all aspects have been approved,” Strauss explained the lapse.

GMO Foods to Hit Our Tables Soon?News

The world’s leading and highly controversial producer of genetically modified seed, Monsanto, is contemplating investing in Namibia.

A discussion forum convened by Agra last Thursday brought together commercial farmers, stakeholders and officials from the Ministry of Education and the Ministry of Agriculture, Water and Forestry. Minister John Mutorwa was

the guest of honour.The controversial giant seed house, whose

products and technologies have over the years seared anger from farmers, consumers and Governments, as a result of controversies regarding their safety, caused millions of people to hold protest marches in the streets of 436 countries in 52 countries across the globe on May 25, 2013.

In Windhoek, over 50 people, mostly farmers, attended the discussion forum whose question and answer session saw two farmers’ opposing views degenerating into a heated argument that was smothered only by the expiry of the venue booking time. Prior to this, Minister Mutorwa had told delegates that although genetically modified products are neither banned nor illegal in Namibia, the Ministry of Agriculture, Water and Forestry is currently issuing import permits only for non-genetically modified seeds.

Mutorwa conceded that the Bio-safety Act of 2006, only now at an advanced stage of being implemented, has taken long to implement due to its complexity.

“I am not speaking on behalf of the line Ministry, but I know it is not a very easy Act to implement. There are quite a number of structures that need to take place before the Act is fully implemented.

But I am also saying as line Minister for production of food, that it’s exactly seven years now. I think the faster we move to ensure all provisions and requirements, particularly in terms of staffing, putting the commission and its administration up, the better.

The longer it takes before all the requirements are put in place, the more confusion can be generated.”

Mutorwa said Governments and civil society globally are collaborating through the Convention on Biological Diversity and Bio-safety to reverse the tide of devastation that humanity has inflicted upon the world.

Making reference to the Cartagena Protocol on Bio-safety, of which Namibia is a signatory, Mutorwa said regardless of the fact that 40% of the world economy is derived directly from biological diversity, humanity is pushing ecosystems, species and gene pools to extinction.

“It’s quite frightening. Science is both good and bad and it depends how the knowledge is being applied and utilised. If we are not careful enough, our genetic resources may disappear through the uncontrolled use of GMO seeds or plants.”

He said the country’s position on GMOs will be guided by the policies, laws and regulations on GMOs.

Mutorwa said Government is not against science, but what is imperative is for producers to make consumers know of such food products and what they are consuming. “Therefore, proper ethical and professional labeling of these products would give consumers choices whether to take GMO foodstuffs or not… the issue of labeling is very important and I am glad the law specifically mentions labeling.”

The Ministry of Agriculture, Water and Forestry recently inaugurated a testing laboratory facility to enable Government to trace genetic modification in production in agricultural production systems or products acquired for human consumption in Namibia.

Monsanto’s presentation by Kobus Steenekamp, Business Leader for Monsanto South Africa, which highlighted the benefits of using the company’s genetically modified seeds and technologies, was supported by Dr Wynand van der Walt, an independent biotechnology scientist.

Steenekamp told the delegates that Monsanto promotes sustainable agriculture and its biotechnology can co-exist with organic farming, and the conventional traditional farming methods. He said the GMO products will make more farmers economically viable, enhance the quality of small scale farming and decrease pesticides and weed maintenance costs.

But farmers wanted Monsanto to explain the contradiction between the superiority of their products and the myriad of negative articles awash

on the internet and the global protests.Michael Gawaseb, Executive Secretary of

Namibia Consumer Trust, and Manjo Smith, Chairperson of Namibia Organic Association, strongly opposed the introduction of genetically modified seed and products in Namibia, arguing that their safety for human beings and animals was questionable and Namibia would rather err on the side of caution.

Critics have attributed certain cancers to the consumption of GMOs. Contrary to Monsanto’s claims, the seed and technologies are more expensive and therefore their adoption and implementation will benefit only the commercial farmers and not the small scale farmers.

Factually, genetically modified seed yields are much higher and therefore the farmer will benefit from offering a cheaper product to the buyer and the yields will also ensure the buyer of regular supplies. This throws the rural farmer into the production wilderness and creates fertile ground for unfair competition.

Monsanto seems to be playing a game of psychological warfare on the Government of Namibia, coming at a time when the country is experiencing one of its worst droughts and thousands of people and livestock are starving and dying.

Highest Fuel Price Hike in Years

The Ministry of Mines and Energy has announced that the fuel prices have increased significantly, a hike which came into effect on Wednesday, 3 July 2013.

June has seen huge fluctuations in the exchange rate of the Namibia dollar against the US dollar, hovering above N$10.02 in the last quarter of the month. The depreciation was initially attributed to mine strikes in South Africa, an economy closely linked to ours. Now, there are even more domestic factors that are not

enticing any confidence in foreign investors, who would help strengthen the currency. Since the fuel pricing structure in Namibia is based on the import parity, it naturally means that oil companies had to buy oil at a higher price throughout the month despite slight decrease in the international price per barrel of crude oil.

While depreciation in the local currency helps boost exports on the one hand, it weakens the country’s international purchasing power on the other hand, thereby pushing commodity prices up, including oil.

It was for the aforementioned

reasons that the local market pulled through June with under-recoveries above 70 c/l on both grades.

“The significance of this increase is that this is the highest single increase in a very long time (probably years) and therefore, the consumers should be informed. What I experience is that consumers normally misread the notices. The Wednesday that they talk about is Tuesday night, one minute after twelve, going to Wednesday,” said Jannie Theron, owner of the Walvis Bay Engen Convenience Centre.

subsidises fuel in the event of huge under-recoveries without compromising its ability to fulfil its core mandates.

This month is no exception as it has to subsidize with over 30 c/l on both grades, mindful of the fact that there appears to be no solution in sight to the ongoing depreciation of the local currency and the volatility of the global oil market. Huge under recoveries may be recorded in the next period again and there will be a greater need to subsidise.

Moreover, after the industry margin report was successfully compiled, it was revealed that the Return On Assets in the oil industry is low, and apart from the cost oil companies incur to import oil to our shore, there are also other expenses they incur daily and/or monthly. To enable them to run their businesses successfully, the Ministry has decided to increase the industry margin with 6c/l.

The present Walvis Bay fuel prices for the controlled petroleum products, Petrol and Diesel, have been increased as follows:93 Octane Lead Replacement Petrol - Unchanged (retail)95 Octane Unleaded Petrol - Increased by 61 c/l 9(retail) Diesel 500ppm - Increased by 51 c/l (wholesale)

Regional Legislatures Focus on Walvis Bay

The Pan African Parliament workshop on Infrastructure Development to Promote Regional Trade ended yesterday and Professor Peter Katjivivi is confident the workshop deliberations will yield positive results and enhance the role of the Walvis Bay harbour as an import hub for the southern African region.

Professor Katjavivi told the Namib Independent that legislators from member countries - Angola, Botswana, Lesotho, Malawi, Namibia, South Africa, Zambia and Zimbabwe - convened to share views on how they can contribute towards enhancing regional and international trade within the southern region.

“We feel as members of Parliament we can add value to this developmental endevour. Our hope is to interact with national organisations and institutions involved in promoting developmental initiatives within the region. As Namibian Parliamentarians, we decided to host our colleagues in Walvis Bay, with a view to enhance the role of Walvis Bay harbour as an import hub in the context of national development as well as within the contexts of the region,” he explained.

“Our aim is to focus attention on Walvis Bay, which is already hosting dry docks for Botswana, Zimbabwe and Zambia and our aim is to say Walvis Bay could play an important role. By bringing our colleagues from various countries within the southern region, we want to share the role that Walvis Bay could play in promoting regional development in terms of rail and road transport networks.”

Professor Katjavivi stated the parliamentarians will further discuss issues raised in their respective national parliaments as well as the Pan African Parliament convention to be held in

October in South Africa. He further said it is evident that most countries could benefit from working together as a region.

“Together we stand to gain by networking, identifying priority areas within our respective countries and to see how we are able to link together for the common good of the southern region.” Namibia currently holds the position of 3rd Vice President of Pan African Parliament.

Honourable Isaac Mabiletsa of Botswana said as SADC, the Pan African Parliament decided to look at aspects of trade that can benefit SADC member countries. The caucus provided a platform for countries to interact and share common projects that can benefit member countries.

He mentioned that transport networks like air, road, rail and sea formed an import part of trade and connection in Africa but in SADC it is the movement of cargo that is important. This can only take place if the transport system is well developed. Mabiletsa explained that the rich mineral resources, flora and fauna that Africa is endowed with can only be exploited to benefit the region if member countries pull together their resources and expertise to benefit the region.

He added that if Africa can process its own resources, revenue earnings for the region will increase, industries will be set up and employment created.

“Industries will be developed locally, within Africa, within SADC member states. People will get employment and people are in a better position to fight poverty, to fight disease and enjoy better standards of living. This is what African people need. And as MPs, this is the way to go because when we ask our people to elect us into parliament, we do so promising that we can help create employment for them and this platform offers that opportunity.”

Mabiletsa further said Botswana - a land-locked country - is benefiting from using the Trans Kalahari Corridor to move its coal and other cargo. He added that although Botswana’s road and rail systems are not well developed, through joint ventures with SADC member states, the country is able to facilitate movement of people and goods.

Fax2Email clients were left in a state of shock and confusion when they were led to believe that the service had been terminated. However, the email from NamFax did not provide all the details since Telecom has simply moved the service to a new platform.

“We regret to inform you that Telecom Namibia has cancelled the Service Provider Agreement for Fax2Email and Email to Fax service in Namibia. We have made every effort to negotiate with Telecom Namibia to continue with the Service Provider Agreement, but to no avail,” stated NamFax. Telecom Namibia has suspended the Fax2Email service in Namibia with immediate effect, not affecting their Fax2Email service in the UK, South Africa, Lesotho, Mozambique, Zambia and Kenya, the email read further.

“We are in discussions with Telecom Namibia to extend or re-negotiate the Service Provider Agreement and will

inform you as soon as we are successful with our negotiations,” read the email. “We really appreciate the support we have received from you so far and convey our sincere apologies for the inconvenience suffered by the cessation of the Fax2Email services in Namibia and assure you that we have tried everything in our power to prevent this unfortunate situation,” NamFax said.

However, Oiva Angula, Senior Manager of Corporate Communications and Public Relations of Telecom, confirmed that the Fax2Email service has merely changed platforms. “The contract with NamFax ended and we have simply established our own platform and domain name,” stated Angula. “The service is still available; only will clients now receive their fax-copies from ‘@fax.telecom.na’ (...) All customers have already been moved to the new platform.”

It was further confirmed that the service will continue to be free of charge.

Erongo Red announced late last week that the folk in the Erongo Region will have to absorb yet another electricity price increase of 11.7%.

The tariff hike has come into effect on Monday, 1 July already. “As some of you might be aware, the national utility, NamPower, has increased its tariffs by 13% for 2013/2014. However the real impact on Erongo Red is about 16%,” said Claude Tjizo, Acting CEO of Erongo Red. Tjizo also stated that registered pensioners and the low-income-bracket on the 30amps breaker will not be affected by the tariff increase.

According to Tjizo, the reason for the increase is to ensure cost reflectivity and at the same time to provide reasonable tariffs to the coastal residents. “Since last year our tariffs

have drastically decreased compared to the other electricity distributors in the country, thus making Erongo Red the cheapest at the moment on prepayment tariffs,” he said. According to the CEO, Erongo Red took many factors into account whilst determining the new tariffs, stating that they looked at the impact the 13% increase by NamPower had on Erongo Red, the end-users and capital projects.

“I am happy to say that the tariffs this year are below last year’s increase. We have also been able to structure our tariffs so that we could offer average tariffs below the NamPower increase,” said Tjizo. When questioned on how Erongo Red will absorb the extra costs of the power hike, without charging its clients the full impact percentage of 16%, Tjizo explained that they would make up for the extra 5% by cutting internal costs. He said

that residents might have to also look at other alternatives to generate power. “Geysers are one of the biggest electricity-using utilities in the home, so it might be wise to invest in solar electricity for geysers,” he said. He admitted that Erongo Red has been faced with many challenges over the past few years. “Many African countries are faced with electricity supply deficit, including Namibia. In addition to supply deficit, we are also faced with aging infrastructure that needs to be upgraded to accommodate development in the region,” he explained.

According to Tjizo, another challenge the electricity supply industry faces is the pressure to supply electricity at an affordable rate while the cost of generating, transmission and distributing electricity is rising steeply. “Electricity is vital to economic growth and social development,” he stated. Tjizo further

indicated that Namibia does not trade in isolation, but rather in global community, thus one should be mindful that any global economic shift will have an impact on Namibia’s economy, as well as local businesses. “For example, Namibia imports the bulk of its energy from outside and any economic shift with these suppliers will influence our tariffs as well as rates for the end-user.”

The 83-year-old Oukwanyama Queen and her entourage of 23 members visited the coast last week, to familiarise themselves with the operations of various companies and also to seek sponsorship for the construction of a museum that will safe-keep the tribe’s historical collections.

During the week-long stay, the Queen visited the Municipality of Walvis Bay and Swakopmund as well as various fishing companies, before taking a tour to the Rossing Uranium Mine in Arandis. Here, she was welcomed by the Mayor of Arandis, H.W. Daniel Muhuura, and representatives of the Arandis Town Council. The highlight of the Queens’ stay was the visit to Namport, where the entourage was taken on board the Tug for a short tour at sea within the port limit. The Queen and her entourage also had

a successful discussion with the Topnaar Traditional Authority at Utuseb where they exchanged cultures. On Saturday she addressed the community elders and Walvis Bay community at the Kuisebmond Stadium, which was followed by a special Oukwanyama event, ending in a special traditional dinner in the business community of Walvis Bay.

In November 2005 the Oukwanyama Royal Family appointed Martha Christian ya Nelumbu as the successor of the late Kornelius Mwetupunga Shelungu. Ya Nelumbu is a widow resident of Okambebe near Omungwelume in the Ongenga Constituency. She is the first woman leader to preside over a traditional authority, which is largely male-dominated. About eight senior headmen resort under her. The coronation of the Queen of Oukwanyama in 2005 was the first of its kind after 88 years without a royal leader.

The last King of Oukwanyama, Mandume Ndemufayo, whose mother was Ndamona Shikende, died in the battle of Oihole against the combined British, South African and Portuguese forces on February 6, 1917. Since then, the Oukwanyama have never had a King. The area resorted under senior headmen. The Queen ended her stay by a visit to the ELCIN Church before she and her entourage departed on Monday.

House Prices Remain Stubbornly High

The FNB House Price Index fell by 2.5% in February, but house prices still remain 21% higher than the same period last year. Namene Kalili, Manager Research and Competitor Intelligence at FNB Namibia, said that this figure is somewhat lower than the annualised growth for 2012, which stood at 25% and thus indicates that house prices are decelerating for now. This becomes apparent when looking at the FNB Housing Index of February 2013.

He added: “Property prices grew fastest in the lower price segments, while contracting in the upper price segment. Although the volume index continued to fall on a month to month basis, this was to be expected given historical trends. The annualised figures show that volumes have surpassed the February levels seen over the past 4 years and may be indicative of a recovery in volumes. The central and coastal property markets were largely responsible for the increased volume growth. Volume growth in the upper price

segment drove the trend in the central market, while volume growth in the middle price range drove the trend at the coast. Land delivery remained weak as 17 stands were mortgaged through the month, while developers mortgaged 94,200m² during February with a maximum yield potential of 220 free standing homes.”

The FNB Housing Index continued to state that central property prices remained 25% higher than the same period last year hovering around the N$690k mark. For February, house prices declined by 3% from the previous month due to a shift in the housing mix, where volumes fell in the middle to upper price segments, while increasing in the lower price segment. When considering the coast, it becomes apparent that coastal property prices increased by 1% month on month. Kalili stated, “Although there is an increase, prices are pretty much at the same level they were a year ago, hovering around the N$550k range. Coastal property prices have begun recovering from their seasonal dip, with improved house prices across all price segments and particularly in the lower price segments.”

He concluded that, “February saw volumes recover to November 2012 levels and although there are indications of stronger volume growth through 2013, it is doubtful that the volumes will be sufficient to meet market demand. According to our calculations the market is under-supplied by 80%. It is this supply imbalance, along with a shift in housing mix, in favour of more expensive properties, that is currently driving the trend in local house prices.

There is very little evidence that this will change during 2013 as new housing supply would need to grow fivefold to reach equilibrium. Based on current land delivery rates and developer activity, we do not foresee such a strong growth in housing supply and therefore house prices are expected to remain stubbornly high for 2013.”

Homo sapiens have slowly evolved over thousands of millennia, but what happens when modern technology comes into play?

Visual artist, Nickolay Lamm of Pittsburgh, tried to answer that question. Interested in illustrating how humans would look like in 100,000 years, he asked science for the answers.

“Because I'm no expert in evolution, [I] got in touch with Dr. [Alan] Kwan who gave me his educated guess at what we may look like,” Lamm told FoxNews.com in an email.

Working with Dr. Kwan, who has a PhD in computational genomics from Washington University, they established “one possible timeline” to future human evolution of sorts. "It's not science -- just a thought experiment," Kwan has clarified -- but it's fascinating to think about.

These changes to modern-day humans were based on the assumption that by the 210th century, scientists will be able to modify human appearances before birth through zygotic genome engineering technology.

Kwan based his theories on the accepted idea that between 800,000 and 200,000 years ago, the Earth underwent a period of fluctuation in its climate, which resulted in a tripling of the human brain, as well as skull size. Scientists agree that the rapid changes in climate may have created a favourable

environment for those with the ability to adapt to new challenges and situations.

This trend has noticeably continued, for British scientists have found that modern humans have less prominent features and higher foreheads than people during medieval times.

“My goal is to get people talking and thinking about things they otherwise wouldn't have. For example, this 'Future Face' project is getting people talking about whether or not something like 'Gattaca' may happen,” Lamm told FoxNews.com, referring to the 1997 movie starring Ethan Hawke.

Some have criticised Dr. Kwan for appearing to ignore common scientific knowledge. Such 100,000 year projections are “fantasy”, Razib Khan, a geneticist, told Matthew Herper of Forbes.

"This is more of a speculative look than a scientific look into one possible future where human engineering replaces natural evolution in determining human physiology, but we have been very happy that our humble project has garnered so much attention and provided a platform for others share their own vision of the future," Kwan said, according to Lamm. I live in Langstrand and have to drive to work and back every day. This doesn’t bother me too much. What bothers me is the fact that I have to drive between 60 and 80 Km/h the whole way there and back.

The road between Walvis Bay and Swakopmund has become so crowded lately that it’s just not funny anymore (was it ever?). There are trucks moving at a snail’s pace along the road which forces the rest of us to slow down and trudge along behind them. This wouldn’t be too much of a problem if cars actually overtook them from time to time. When a car gets behind a truck and decides not to overtake the truck, it makes it that much harder for the next car to overtake. Eventually you have a line so long that it is impossible to get past it, unless you

had a death wish.I want to know why something can’t be done about

it. I know that there is a road that runs past Dune 7 (I think) that one could take that links Walvis Bay and Swakopmund together, but it seems as if the trucks never take it. I would gladly use that road; unfortunately I can’t get to it from Langstrand without actually going to either Swakopmund or Walvis Bay first which would make it redundant.

Wouldn’t it be possible for the government to put shoulders on the road so that cars may overtake the trucks (and each other) more easily, I think it would be a great way to loosen up all this congestion that we are facing. The roads in South Africa have shoulders and the system works amazingly.

BMW's four-door answer to the Mercedes-Benz CLS and Audi A7 is here, wrapped in stretched 6-series coupé sheet metal. Like the 6er coupé, it is mechanically similar to the 5-series—following the pattern of the A7 and CLS, which are re-bodied versions of the Audi A6 and Benz E-class.Adding Agility to Mass

Having the 5-series as a base means weight—and a lot of it. With identical engines and drive-lines, the Grand Coupé adds about 200 pounds to its respective 5-series. That puts the base 640i somewhere near 1950 Kilograms; the upper limit will be set by the all-wheel-drive 650i xDrive, at 2018 Kilograms.

From behind the wheel, however, this BMW manages to mask its abundant heft with some success, thanks in part to the adjustable chassis. It offers multiple settings, although each generally has trade-offs. Sport and sport plus are our clear favourites, with stiffer suspension settings and minimised body roll, although these modes can amplify the car’s general tendency to go a bit jittery over broken pavement. Sport plus claims to loosen the reins of the stability-control system, but we couldn’t really tell a difference. Down the

settings ladder, comfort will improve the ride but sacrifice agility. Comfort plus was a mode we avoided at all costs, as it turns the car too soft and brings even more artificiality to the electrically boosted steering. (The 650i xDrive Grand Coupé has hydraulic power steering.)Focus on the Familiar

As are those of other 6-series models, the Grand Coupé's cockpit is beautifully executed. The front seats and the outboard rear seats offer a satisfying level of lateral support, even for larger people. Finding a proper driving position is a snap. Rear-seat room is merely okay, however, considering the Grand Coupé is three inches shy of a short-wheelbase 7-series in overall length. It won’t be an issue unless you sit behind a particularly gangly front occupant, so there’s no need to fear being stuffed in the back for a few hundred miles.

The Grand Coupé is offered with three engines, two of which we’ll get in the 640i and 650i. The former is powered by a 235 Kw, 3.0-litre, single-turbo gasoline inline-six producing 447 Nm; the latter uses BMW’s twin-turbo, 4.4-liter V-8 with 332 Kw and 650 Nm. Both models feature a ZF-sourced eight-speed automatic that shifts flawlessly and

quickly, and there’s enough grunt at nearly any speed—particularly in the 650i—that it hardly matters which gear you’re in.

We estimate that the 640i will hit 100 km/h in 5.3 seconds; it will top out at a governed 250 km/h. That is really quick, although the N55 engine's soundtrack leaves a bit to be desired. The 650i sounds fantastic and should hit 100 km/h about a second quicker—we peg it at 4.5 seconds - but you’ll pay dearly for those delights at the gas pump. If you don’t care about fuel prices and none of the foregoing numbers excites, an M6 Grand Coupé appears to be on the way.Where Once There Was One…

Our initial exposure to the 6 Grand Coupé leaves us with a positive vibe—it looks fantastic and is tastefully executed—but there are alternatives. BMW likes to consider the Mercedes-Benz CLS, Porsche Panamera, and Aston Martin Rapide as competitors, although we’d say the A7 and Jaguar’s XF and XJ are more akin to this new 6-series than the Aston in particular.

Well done, BMW on this sultry piece of sheet metal. It comes down to taste—and price.

at the mining operation close to Swakopmund, Namibia.

GEOLOGY SUPERINTENDENT Purpose: To coordinate the functions of all Geologists of the Company in order to plan the efficient ore extraction at the mine site of the Company, ensuring optimization and quality control of the recovery of the mine’s ore resource. In addition this role is responsible to provide leadership to geology staff and to ensure that geology actions take place within the requirements of a safe, healthy and an environmentally responsible manner.

Main Responsibilities:

Daily supervision of the Geology Department. Oversee management of all Geological activities within the mining area. Maintenance and updating of Short Range and Grade Control Block models for scheduling and planning

purposes. Ensure that sufficient ore is correctly delineated ahead of the mining program. Modeling of mineralized zones and geology for grade control purposes. Oversee pit geological and structural mapping and sampling procedures including grade control. Reconciliation of grade control tonnages and grades with block model and processing plant tonnages and

grades. Approval of short term mine plans involving ore and waste extraction and supply of ore to the crushers. Liaison with the Processing and Mining departments to ensure effective management of stockpiles, working

pits and grade control / exploration and accurate recording of production data. The preparation of annual budgets, monthly production reports and project technical reports as required. Supervise near mine drilling programs, and management of drilling costs and budgets as required Quality Assurance and Control of sample analysis. Development of good relationships with personnel from other companies involved in exploration and mining

in the district.

Requirements:

Hon BSc Degree (Geology) or MSc Geology (or similar) Minimum 7 years experience in a similar position and work environment Experience in Open Pit mining / Uranium operation environment an advantage Experience with contract management. Demonstrated leadership skills with track record of success Valid Code 08 Drivers License Excellent interpersonal communication, supervisory and organizational skills

GEOLOGY SUPERINTENDENT Purpose: To coordinate the functions of all Geologists of the Company in order to plan the efficient ore extraction at the mine site of the Company, ensuring optimization and quality control of the recovery of the mine’s ore resource. In addition this role is responsible to provide leadership to geology staff and to ensure that geology actions take place within the requirements of a safe, healthy and an environmentally responsible manner.

Main Responsibilities:

Daily supervision of the Geology Department. Oversee management of all Geological activities within the mining area. Maintenance and updating of Short Range and Grade Control Block models for scheduling and planning

purposes. Ensure that sufficient ore is correctly delineated ahead of the mining program. Modeling of mineralized zones and geology for grade control purposes. Oversee pit geological and structural mapping and sampling procedures including grade control. Reconciliation of grade control tonnages and grades with block model and processing plant tonnages and

grades. Approval of short term mine plans involving ore and waste extraction and supply of ore to the crushers. Liaison with the Processing and Mining departments to ensure effective management of stockpiles, working

pits and grade control / exploration and accurate recording of production data. The preparation of annual budgets, monthly production reports and project technical reports as required. Supervise near mine drilling programs, and management of drilling costs and budgets as required Quality Assurance and Control of sample analysis. Development of good relationships with personnel from other companies involved in exploration and mining

in the district.

Requirements:

Hon BSc Degree (Geology) or MSc Geology (or similar) Minimum 7 years experience in a similar position and work environment Experience in Open Pit mining / Uranium operation environment an advantage Experience with contract management. Demonstrated leadership skills with track record of success Valid Code 08 Drivers License Excellent interpersonal communication, supervisory and organizational skills

With both teams geared for a hard match everyone knew that it would not be an easy win for either side.

Trustco United struck first with a converted penalty. Ellies Walvis scored their first try through centre Lu-Andre Duvenhage, and Jaroen van Dam converted to bring the score to 7-3. Hard hitting and solid defence from both teams prevented easy scores. Thanks to strong running, Diffie de Wit scored Ellies Walvis Bay’s second try, which was converted by Jaroen van Dam to bring half time score to 14-3.

Trustco United did not let a missed penalty dampen their spirit and scored their first try to bring the score to 14-10. With determination and hard running lines, Trustco United were able to score their second try

and convert to 14-17. Jaroen van Dam converted a penalty to even the scores, but Trustco United converted a penalty from in front of the posts to bring the final score to 17-20.Ellies Walvis II had to call up all their experienced players to fill the shoes of the injured players. They were able to keep Trustco United II out in the first half but in the second half was a different ball game. The final score was 5-44.

Both captains commented that this was the hardest game in the season thus far. The coaching staff of Trustco United stated that they were very impressed by the performance of the players and wished Ellies Walvis the best for the rest of the season. Swakop Striders Get Ready for First Ever Club Championships

In 1986 Swakop Striders was born. The "Doom Prophets" predicted an early demise, but here we are in 2013 and the club is not only existing, but still growing at a phenomenal rate.

Notwithstanding the natural changes, like people leaving or giving up the sport, Striders is now over 200 members strong! Track & Field Athletics was introduced some three years ago and today it is an active part of the club. We have several very talented young athletes who have already reached national status at senior level.

On Saturday, 6 July 2013, Swakop Striders will host its first ever Club Championships in Swakopmund at the Tartan track. Swakop Strider Athletes

must be there at 07h30 to register. We invite the public to come and see some great athletes performing.

The whole idea of this competition is to prepare the athletes in the “off-season/wintertime” for the upcoming competition season. Our first big competition already starts in October (Meerkamp) and then the first leg of the Bank Windhoek Grand Prix will be on the 7th of December in Swakopmund.

“I never enter the ring if I am not confident of a win,” said Harry Simon, reminiscing about his latest victory over Hungary’s Zalton Kiss Jr in Windhoek last Saturday.In a telephone interview with the Namib Independent, Simon said although he was confident to win, “I was not expecting it to be as easy as it turned out to be because of the way he (Kiss Jr) was bragging. My last defeat was in Barcelona in 1992 and I was an amateur. Now I am a professional.”Kiss Jr succumbed to Simon’s barrage of well orchestrated blows that floored his opponent and made the referee to stop the bout in an infant second round that earned Simon a technical knockout victory. Although Simon is slightly troubled with the negative criticism doing the rounds, his consolation is imbedded in the pride of having put Namibia on the map for an unbeaten 20-year record.“I am the only one in Africa with such an unbeaten record. You can Google it if in doubt. I feel great.”Simon's next fight is in August and he is vying for an International Boxing Federation (IBF) heavy light weight title. “I have five names and I have to sit down with my team to decide which one I will fight. ready him for the August fight but his home town fans can continue to benefit from the training offered at Simon’s boxing academy. Simon is also engaged in offering training to the youth in all 13 regions of the country. He said he has received numerous invitations from the regions and is willing to offer the training but because he moves around with the training team, the regions can assist by meeting the travel and accommodation expenses. “My services are free of charge,” Simon said.“To my fans, I want to express my gratitude for their unwavering support and I promise them that I will do my best. They should not listen to the criticisms. I owe my triumph to God and mine is a God given talent. I know I have made mistakes in my life but I have reformed,” assured Simon.
