The oil production will take place at the seal-processing factory in Henties Bay, which has expanded its operations due to the seasonal nature of the seal processing business. Factory Manager Gys Cilliers said that the aim of the olive plantation is to create permanent employment for Namibians. Currently the factory permanently employs 96 people during the seal harvesting season which runs from July to November. “By the end of this year we will employ 40 extra people to permanently work for the Olive project. Most of them will be women,” added Cilliers. The factory was in the media spotlight late last year amidst reports that seal-meat was to hit coastal shelves in the near future. At the time, Mr Cilliers told the Namib Independent, “The project is still only in an experimental phase and a lot more market research is needed. Also, there are a lot of regulations and permissions involved, so we still have a long way to go.” Much controversy surrounded the concept of seal meat being sold in our stores, which is a conventional and commonplace product in countries such as Canada, Greenland, China, Norway, Sweden and Alaska. Whilst seal meat is very nutritious and would certainly be a sustainable product for Namibia, the local appetite is hesitant, and the announcement once again brought our seal culling practices under scrutiny. This new olive oil project, however, will prove to be much less provocative. The project started with 1000 olive plants in 2013 and most of the plants have already started bearing fruit. Shortly after the accident, my daughter and her friend discovered that the cell phone was no longer in my daughters pocket and this obviously caused a problem with the family of her friend and they accused my daughter of stealing the phone. According to my daughter, the only obvious explanation was that in the hurry to exit the car the phone must have fallen from her pocket,” said an obviously distraught Mazongolo. A 15 year old child and Walvis Bay resident is alleged to have been held against her will in what turned out to be a four hour ordeal in which she was interrogated, intimated and brutally beaten with a hosepipe by a female policewoman.

according to the victim’s mother, maya mazongolo, the alleged attack happened last saturday following a car accident in which the victim is said to have lost a cell phone belonging to a friend.

The Ministry of Mines and Energy announced a price decrease in petrol and diesel, effective 4 February 2015, the second price decrease in a month. On 7th January, motorists enjoyed a decrease of 60 cents per litre, and this latest decrease which was effective on 4th February sees prices decreasing by a further N$1.00 per litre to below N$10.00 per litre.

the new prices we can see at walvis bay petrol pumps are as follows:

95 octane Unleaded Petrol - N$ 9.59 per litreDiesel 500ppm - N$ 9.82 per litreDiesel 50ppm - N$ 9.92 per litre

in a press release issued by the ministry of mines and energy on 28th January, hon minister isak Katali stated that the global price of crude oil is collapsing, now standing at us$50.00 per barrel. he added that many observers are trying to understand this rapid decrease and have proposed various explanations.

elaborating on the theory of supply and demand,

Katali explained, “the supply of oil has increased sharply in recent months, mainly because of the prolific production of shale oil in the united states, thanks to the technologies of fracking and horizontal drilling. in fact, the us is now the world's largest producer of crude oil and us imports of oil have dropped to the lowest level in 10 years.”

Kamati added that there also are political considerations surrounding this price collapse which override simple economics.

‘’the general view is that saudi arabia is permitting the price to collapse in order to put pressure on their main competitors in the oil business. they are doing this by not cutting their production, willing to reduce profits in the short term.” He further explained that the saudis can cut their production at any time they wish, thereby raising the world price of crude oil once they have eliminated their competitors.

Crude oil prices will eventually have to rise again as exploration and development slow down because low prices cut off capital funding. gradually, supply will drop below demand and prices will naturally begin to rise again. but in the meantime, at least coastal motorists can enjoy this latest decrease at the pumps.

Being a commercial diver in Walvis Bay is not an easy job and at only 20 years old, Tari van der Merwe is the only female commercial diver in Namibia qualified to dive to a depth of 50 meters. We spoke to her to learn more about her interesting career choice.

tari started diving two years ago when her father suggested she give it a try, and she got hooked. she did her training in south africa and has received her class two surface supplied diving equipment (ssde) certificate, which allows her to dive up to 50 meters. In addition, she has a radio licence, a skipper’s licence, is trained in off shore survival as well as medical training.

tari is being groomed to take over her father’s commercial diving business, so she does not go out every day anymore, but does still undertake big jobs. when she goes out for inspections, her team includes a second diver, who is on standby should tari need any assistance, two tenders who monitor the equipment from the surface, a skipper and an assistant. when she dives she wears a helmet called a Kirby, for which she had to do a course to learn to operate and maintain. this helmet is connected to the boat via an umbilical cord to supply the diver with air and communications.

the surface crew feed the umbilical cord into the water as she dives, and more importantly, pick up any slack in the line. if the umbilical cord gets stuck or wrapped around one of the various pieces of equipment that are attached to the hull of the boat, this would cut off her air supply.

another danger inherent to diving is decompression sickness (dCs). this is a disorder that affects divers having breathed gas that is at a higher pressure than

the surface pressure, owing to the pressure of the surrounding water. tari has never experienced dCs, but has almost lost consciousness while diving.

tari says that what she enjoys most about diving is the fact that it is other worldly down there where nothing can bother her. in a way it is also quite fascinating and relaxing to be deep under water and see this huge ships propeller that is as big as you if not bigger. every dive is a challenge and keeps your mind sharp.

Commercial diving is a tough industry, and tari advises that if you want to become a diver you must be committed and be willing to go the distance. though she will be taking a management role in her father’s diving business, she hopes to continue to dive for a long time. having achieved so much at such a young age in an industry dominated by men, tari’s positive attitude and determination will no doubt indulge her passion for years to come.

at this stage that a woman the family have identified as a police officer and member of nampol and who they claim is a family member of the ‘interrogators’ joined in the affray. in a statement by the victim’s mother to the paper, her daughter alleged that the office duty policewoman who they have identified as a sergeant Ngaave began violently lashing out at the youngster with a hosepipe that she had picked up. “she would not stop beating me and she beat all over the body, on my neck, back, arms, legs and stomach. i could also tell that she had been drinking,” the distressed child told her mother.

after suffering the ordeal for an extended period the youngster was sent home and informed that she had one hour to produce the phone.

the hapless youngster’s mother immediately took her to the Kuisebmond police station to lay charges where she says a sergeant iita assisted her. “we went with the sergeant to the scene where we found the hosepipe exactly where my daughter said she was beaten. From there sergeant iita informed us that we can open a case against the attackers. before we laid any charge though, sergeant iita, took us to the hospital where my daughter received medical treatment. she told us that when we were finished we could go back to lay a charge”.

in the hospital a nurse examined the child and a report was issued stating that she had multiple injuries on her body and her arm was very swollen.

From there the victim and mother went back to lay a charge at the Tutaleni police office were she insists that the officer on duty would not open

a case, stating only that the girl deserved a beating for hanging around in the wrong places and for taking the phone,”.

“eventually i had to put in for a day’s leave on monday to get a new doctors examination document at the hospital, as i was told the one i had was invalid as it did not have a police stamp on it. desperate to lay charges i went to the state hospital only to be told that i had to get the child examined at the clinic. after spending a whole day at the clinic, we were not seen and now i am back at work and have not been able to lay charges. i have to put in for another days leave and i don’t know when i can. i feel like they are trying to waste time by sending me all over so that the child’s wounds will not be visible when we finally get there,” said mazangolo.

after following up our queries, Chief inspector ikuyu from nampoL indicated in an interview with the paper, that an incident had indeed taken place and confirmed that the account of the victims are in line with the records of both police stations. however, he refused to provide any specifics or to confirm that the claimed assailant was indeed a member of nampol. at time of going to press, ikuyu said that no charges had been laid with regards to the matter and that until official charges were laid, he was not free to divulge any details. he did however indicate that if the woman was indeed a nampol member that an internal investigation would be undertaken immediately.

The Eight Legged Freak in my Garden

44’s Opens Its Doors

Last weekend, one of our Walvis Bay readers, Mrs Judith Foghill, discovered this huge, creepy creature in her garden, and sent these photos to us to see if we could confirm its species and origin, and indeed if it was poisonous.

ever willing to please, we carried out extensive research and confirmed that this eight legged freak is in all likelihood a golden orb spider, otherwise known as a golden orb-weaver, a giant wood spider or a banana spider. the golden orb is so named because of the colour of the spider’s silk which it weaves. the spider’s physical colour varies from reddish to greenish yellow, with a distinctive whiteness on the cephalothorax and the beginning of the abdomen. their contrasting colours act as a message to warn potential predators that their venom might be dangerous.

these spiders’ busy eight legs weave the yellow silk; xanthurenic acid, two quinones and an unknown fourth compound is what contributes to the yellow colour. the yellow threads of

11th Road in Walvis Bay was a hive of activity last Monday morning as Walvis Bay’s newest coffee shop officially opened its doors. 44’s is a fresh new coffee shop with a European influence. Local business woman and proprietor of 44’s, Mrs Susan Callard, is a coffee fanatic, and she says she has finally realised her dream which she has been in the planning for almost 20 years.

“we tried to make 44’s like a typical italian coffee house,” says Callard amidst the wonderful aroma of freshly brewed coffee, the soft hisses of coffee machines and the buzz of excited conversation from the patrons.

asked what differentiates 44’s from other coffee shops in walvis bay, Callard says, “of course, the coffee! and our food is very different – we are using different recipes for traditional dishes.”

We asked Mrs Callard about the significance of the name, 44’s. “we looked for a name for three or four months and couldn’t settle on anything. then my daughter, Laura, suggested we use my favourite number and then she created our logo.”

in line with the café’s european style, 44’s signature dish is the French Crèpe. “it’s like a pancake only bigger – we cook them on a special stove and then stuff them with yummy goodies such as nutella,” says Callard.

and what are the future plans for 44’s? mrs Callard confided that she would like to find a partner to assist her in the business. due to her current obligations, 44’s is only open from 7.00 am to 2.15 pm, but if she found the right partner she would like to extend the opening hours to 8.00 pm and perhaps even open on sundays. over time she says she will continue to improve the menu as well as the premises to truly bring a taste of europe to walvis bay!

their webs shine like gold in the sunlight, and are extremely strong, containing potent ant-repellant chemicals. amazingly, they change their webs every day, and construct their webs in different ways according to the weather. on windy, rainy days they dismantle the lower part of the web allowing strong wind to flow through a large opening in the web without breaking.

mrs Foghill was curious as to how this particular golden orb ended up in her garden, as they are known to reside in warmer climates. walvis bay is usually too cold for these spiders’ liking, but anyone who has taken a walk in the bush inland will no doubt be familiar with these eight legged freaks and may even have been caught in their sticky webs!

perhaps it is the recent spell of warm weather that attracted this unusual visitor. if you happen to see another one of these fascinating arachnids, do let us know. but do not panic: their venom is potent but not lethal and the worst that will happen if you are bitten is some redness and swelling which should disappear within 24 hours. happy spider hunting!

Pohamba the Fifth Most Expensive President in Africa

In a recent report by French magazine Jeune Afrique on presidential salaries in Africa, it has emerged that outgoing President Hifikipunye Pohamba is the fifth highest paid president in Africa.

according to the report, president pohamba’s annual salary is n$1.25 million, this works out to roughly n$104 000 monthly or n$5000 a day. south african president Jacob Zuma topped the list with an annual salary of n$ 2.6 million and second place is held by Abdelaziz Bouteflika, the president of algeria, who earns n$1.9million annually.

it comes as no surprise that south africa and algeria top the list of presidential earnings. south africa is the second biggest economy in africa, with a gross domestic product (gdp) of over $341 billion and a population of 52 million. algeria is ranked fourth in africa in terms of gdp with the latest statistics showing that algeria has a gdp of $137 billion and a population of 38 million. with such large economies and populations to govern, it seems understandable that the presidents of these countries earn more than their

counterparts in africa. however, our president seems

to be earning more than he should. pohamba and president dennis sassou-nguesso of the democratic republic of the Congo earn the same amount, but the Congo is a much larger country than namibia. the Congo has a population of over 4.6 million and their gdp stands at 14 billion, while in namibia, our gdp is merely $12 billion and there are only roughly 2 million people living our country. Clearly, psessou-nguesso has ore on his plate than pohamba, with a bigger economy and a larger population to oversee. why then, are their salaries equal?

however, the president’s remuneration is not completely unrealistic when compared to the salaries of some Ceo’s in namibia, who are often paid in excess of n$2 million a year.

the great author John steinbeck commented, "we give the president more work than a man can do, more responsibility than a man should take, more pressure than a man can bear." it seems only fair that the head of state should receive a salary in keeping with the immense responsibility his position demands.

Walvis Bay residents can expect numerous billion dollar developments to commence this year, as outlined by Mayor H.W. Cllr Uillika Nambahu. Nambahu described these upcoming developments as great ‘opportunities’ in her first address of the year held at the Council Meeting in Kuisebmond on 27 January.

one of the most notable facts that emanated from the meeting was the continued use of the word billion (s), which until recently was unheard of as the common figure bandied about for large projects has traditionally been millions. the key billion dollar projects on the cards for 2015 are highlighted in as follows.

Bulk Fuel Storage Project – 4 Billion Dollarswhilst the ground-breaking ceremony for this project took place in november, the construction of this project is expected to start in February. upon its completion, the oil storage capacity of our country will increase from its current 14 days to approximately 30 days. the storage facilities capacity will be approximately 80 million litres and will ultimately allow namcor to mitigate fuel prices within our borders. the facility will also ease port congestion, currently caused by vessels having to wait for space to become available to offload. The construction for the fuel facility is been carried out by a joint venture between the Chinese harbour engineering Company and the roads Contractor Company (rCC) and is expected to take approximately three years to complete.

Walvis Bay to Swakopmund Road Upgrade – 1.3 Billion Dollarsthe development of a dual carriageway between walvis and swakopmund is what her worship nambahu described as ‘upgrading the current dust road behind dune 7 to bitumen standard.’ This upgrade will not only significantly reduce road traffic accidents which currently occur on the B2, but it will ensure safe and efficient mobility of passenger and cargo to and from Walvis Bay. With traffic set to increase astronomically with the completion of the harbour expansion, the development of a viable, alternative road route is something of an imperative, especially considering the current congestion on the b2.

Gas Power Station – 5 Billion DollarsH.W. Cllr Nambahu touched briefly on this project during her address, but it seems that the power plant, the plans for which were originally reported by the namib independent in april 2014, is set to commence development this year. The project actually consists of three components: liquefied natural gas (Lng) will be delivered from angola by ship and unloaded onto a stationary vessel (Fsru) which will be permanently moored in walvis bay harbour. the ship converts the liquid to natural gas before sending it to the power station by pipeline. the 250 mw power station, to be situated in the industrial park behind dune 7, will utilise gas turbines, considered to be one of the cleanest means of power generation, emitting substantially less carbon dioxide (Co2) per kw than any other fossil fuel technology in general commercial use. an additional n$1 billion may be allocated at a later stage for the addition of a desalination plant.

Eco Tourism Complex – 1 Billion Dollarsthe proposed eco tourism Complex is planned to include a six storey hotel building consisting of 322 standard rooms, 8 executive suites and 4 presidential suites. there will also be 18 self-catering single storey family suites, a gymnasium, spa and a swimming pool. the hotel will be built upon the well-known walvis bay landmark known as Lover’s hill, and we are informed that the existing infrastructure, namely public walkways, park and car park, will be retained and improved. according to local business mogul, Jose Luis bastos, the eco-tourism Complex is a billion dollar project and is expected to take two years to complete.

“in total the development will employ 2000 namibians during the construction phase and 400 full time staff upon completion, “stated bastos.

Shopping Malls – investment unknownWith the new surge of business flooding our harbour town, the move is going towards developing more office blocks and shops with flair to meet the demand. The new two storey Katulife Complex in 6th street broke ground in november last year, and promises to be completed as early as august 2015. another double storey commercial development that is going to get started soon, is business park in sam nujoma avenue. Currently the bulldozers are busy at work tearing down an old railway house, to make way for another modern structure comprising offices and retail units.

plans are well underway to develop a 25 000 m2 ‘dune mall’ for walvis bay at erf 4451, the site which was previously earmarked for the ultimately doomed truck port project. the company behind the mall development is Safland Namibia, who have worked on many mall projects including the grove mall in windhoek, gwashamba mall in ondangwa and town square in otjiwarongo. according to Safland Property Group’s Leasing Director Mirinda van der merwe, the dune mall will be based on the grove mall concept in windhoek, only a little smaller. she added that development may well get off the ground this year.

when we consider these huge developments, and not to forget the harbour expansion, the sadC gateway terminal, the trans Kalahari railway project, bulk electricity upgrade and the work currently being carried out on the walvis bay airport, there is no doubt that these billion dollar developments will significantly change our landscape, but what will be the impact on our society overall? mayor nambahu indicated that along with these opportunities there come unique challenges.

“growth presents many challenges such as housing, employment, better health care and better education.” she urged her fellow councillors to become very close to our community in order to gain a clearer understanding of what our people need.

The office of the Mayor also intends to implement a selection of community-based projects with the view to alleviate food insecurity in our City.

According to the Namibia Broadcasting Corporation Television bulletin on 28 January 2015, the Walvis Bay Municipality is set implement a number of billion dollar projects being developed at the coastal town. The town’s Mayor Uilika Nambahu, cited the construction of an N$4 Billion Bulk Fuel Storage facility, the upgrading of a N$1.3 billion gravel road behind Dune-seven among the many projects. This the mayor revealed on the 27 January 2015 to Council and the media.

the cost of the above mentioned projects are questionable and suspect, and more information needs to be given in terms of how such inflated calculations have been arrived at. Logically, speaking there is no way how a 40 kilometre road upgrade can cost n$1.3 billion and as tax payers we cannot be insulted into believing that tarring the road between walvis bay

and swakopmund will cost n$32.5 million per kilometre.

as if this is not enough, in may 2014 the walvis bay Council tabled a capital budget, which provided for the refurbishing of dolphin park at a great cost, with the investment including replacing a water slide at a cost of n$30 million and the envisaged building of a conference centre at the same resort but at a separate cost. this is a non-priority and unviable project in terms of the business risk and the over-supply of conference services in the walvis bay market, which offer competitive services and enjoy well established business patronage and will relegate the conference facility at dolphin park to a white elephant project.

the tarring of old roads at a cost of n$1million per kilometre as a capital budget item was another cause of concern especially considering the cost factor, which is too high for the poor quality of work done that involved patching and pasting. in addition the

construction of the new roads and building Complex as a project was also questionable in the face that no explanation was given at the meeting as to why the former complex was discarded. Sufficient justification must be given for projects with their cost justified by facts and figures and the rationale remains a key problem in the approval of projects by walvis bay Council.

the servicing of land in walvis bay and nationally is another question that needs more explanation in terms of whether land is being developed for the poor or for the rich or in order to pauperise the poor. in this case the Land and property development market should be regulated to bring an end to inflating land prices and housing prices by 400%, a capitalist conspiracy that has forced namibians to live in shacks or to move to a big shack.

the national land and property development policy should regulate the price of land and property in terms of setting a price ceiling on land and property and to subsidise the price of property and land. Land allocation and access to housing should also be linked to the promotion of

Christian family values and only persons who subscribe to sexual purity values should have housing subsidy and land access benefits. The sexually corrupt and debased should be excluded from these benefits.

in addition the servicing of land should be the responsibility of Council and should not be outsourced in order to ensure that land service projects are not high jacked by private contractors who pillage Councils of valuable capital through inflated tender prices benefiting the mafias.

in conclusion, approved of capital project or investment projects should contribute to a Christian-centric coherent vision and mission for the world. at the same time capital projects or investment projects should have a multiplier effect or positive spill-over’s to the socio-economic environment in the form of job creation; poverty alleviation; support for local businesses by buying from them (backward linkages) and creating opportunities for local business to buy from them (forward linkages). such projects should by no means compromise a Christian-centric coherent vision and mission for the world.

in addition approval of capital and investment projects by Council should be supported by facts and figures justifying their implementation based on a market viability study or market research recommendations, especially if their commissioning is to achieve commercial goals. social capital projects are an exception to the rule.

approved capital projects of a technical nature should be supported by facts and figures justifying their implementation in terms of the benefits to be derived by the community in terms of efficient and effective service delivery; their technical relevance; the cost of foregoing them; their feasibility; the reliability of the service and the durability of the product; customer satisfaction reference; and the value for money to be derived from the quality of the product and the quality of the service measured against its cost and

industry price range.recommendation for tender approvalstender boards should ensure that the

tender process is transparent and that the most competent and cost-effective candidate is awarded a tender based on:

- the know-how and subject matter knowledge of the tenderer.

- the technical expertise, experience and skills of the tenderer.

- the track record and customer satisfaction record or references on the tenderer’s services.

- approval of the most cost-effective tender price outlining the cost of the product or service; the cost of expenditures to be incurred on all items pertaining to the implementation of the project and which should not be inflated to rip-off the customer.

- submission of a project management plan/strategy which should benefit locals in terms of sub-contracting opportunities (if possible); the employment of locals and namibians (where skills are available).

- disclosure of the owners of the company tendering; the sleeping partners; and the interest of Council employees in the company tendering.

- projects such as national air, road, rail and water transport and energy should enter into regional partnerships under a joint-venture partnership between governments in the sadC region and tenders should be given to state owned enterprises in such partnership and to outsource services only when such services are technically justified. Where there is african solution or south-south technical competencies such solutions or competencies should be maximised and exploited based on a win-win relation and not to bow to machiavellian or new imperialism related lose-win relations, while taking into account to employ the best practice, knowledge and wisdom and to generate, apply, and adopt new knowledge and science because such abilities exist and true science is universal and the source of it is god the Father. glory be to god.

1. BRIEF PROJECT DESCRIPTIONThe project consists of the reclamation of 40 hectares of land offshore in the Port of Walvis Bay (the Port) in the South West corner of the Port on which a modern container terminal will be built. This new container terminal will be linked to the existing port land by a 106m wide solid access causeway also to be reclaimed. All material to be used for land reclamation consists of sandy material which is sourced from the areas to be dredged. These newly dredged areas will form the berth pockets and the turning basin of the new container terminal.

1.1. General Features • 600m of new quay wall (berth length) will be created (existing port has 1900m of berth length). This new quay wall will be of the “deck-on-piles” type with piles of 1.4m diameter thickness and with pile founding depths of up to 50m below chart datum (about 51m below mean sea level). • The quay wall design depth is 16.0m below chart datum. • The quay wall is designed and built to withstand some of the heaviest mobile container cranes as well as ship-to-shore quay cranes. • 4 x superpost panamax ship-to-shore quay cranes will be installed on the quay wall. • 4 x LHM500 mobile container cranes will also operate on the quay wall. • The new container terminal will have two large berths for accommodating two container vessels at once. • The throughput capacity of the new container terminal will be 750,000 TEU’s (twenty foot equivalent units/containers) per annum. • The new terminal will be connected to the existing port’s road network, rail network, utilities networks as well as communication systems. • A new administration building, access gate, substations, and mechanical workshop will also be built. • Finally, this project also includes the construction of a jetty which will accommo date Namport small craft on the one side and up to 8000dwt passenger liners on the other side. This will be the first time that a dedicated passenger liner berth is built in the Port of Walvis Bay.

2. MAIN EPC DESIGN AND CONSTRUCTION CONTRACT: • Contractor: China Harbour Engineering Company Limited (CHEC) • Contract amount: NAD 3.44 billion • Contract award date: 8 November 2013 • Commencement date: 19 May 2014 • Contract period: 36 months • Contract milestones: (Month 1 = June 2014) o Completion of reclamation: month 22 o Completion of quay wall construction: month 24 o Completion of STS quay crane installation: month 31 o Contract completion: month 36

2.1. Summarised Construction schedule:

2.2. EPC Contract progress to date (June 2014): • All activities are on schedule, with some being slightly ahead of schedule, and some being slightly behind schedule. Overall progress is, therefore, satisfactory at this stage in the contract. • All temporary works such as the contractor’s camp site, site offices, etc. have been completed on schedule. • Causeway and revetment construction is slightly ahead of schedule, at 25% to date. • Bulk dredging and reclamation commenced in December 2014 and have progressed to a level of 22% to date. • Quay wall pile tests commenced on schedule and one test pile of 1.4m diameter has been cast to a founding depth of 60m below chart datum (low water level) or approximately 55m below seabed level.

2.4. Namibianization Parameters:

The Minister urged the Commissioners to ensure that monies of the Commission are handled effi ciently. “You must stay focussed on the main purpose of the Commission - to provide social protecti on to all Namibian workers, reti red workers and their families in ti mes of greatest need though benefi ts paid by pooled solidarity funds to which all employers and employees must contribute”.

Honourable Sioka highlighted the following as focus areas for the new Commissioners:

• Expansion of social security coverage to reach all eligible members with special emphasis on domesti c workers, farm workers and workers in the constructi on industry;

• Public educati on to ensure opti mum compliance by employers on the provisions of Social Security Act as well as create awareness on the rights and obligati ons of members;

• Expansion of social security coverage to provide protecti on for workers in the informal economy;

• Operati onalizati on of the Nati onal Pension Fund (NPF) and Nati onal Medical Benefi t Fund (NMBF);

• Improving governance of the Commission through entering into performance agreements with the Minister; and

• Regular communicati on and consultati on between the Commission and the line Ministry.

The Minister also appealed to the new Commissioners to maximise the benefi ts of the triparti te compositi on of the Commission to strengthen its work.

At the occasion, the Labour and Social Welfare Minister thanked the outgoing Commissioners for a “job well done” by restoring public confi dence, good governance and fi nancial stability. She noted that the outgoing Commissioners served with great commitment to ensure that the work of the Commission conti nued.

The early days of 2015 seem like a great ti me to refl ect on what we have accomplished, the journey we have taken to get to where we are and the plans we have for an exciti ng, bright future. Last year was quite a year for SSC. There is ample evidence that we conti nually moved forward in transforming our insti tuti on. We have been through many developments and achieved a number of milestones. We never lost sight of our priority, putti ng our customers at the heart of everything we do. We produced and submitt ed our new strategic document which defi nes our future directi on.

Our future directi on will allow us to play a fundamental role in furthering the social security objecti ves within the broader Namibian development aims, and establish the highest possible inclusivity and benefi ts that will serve as an eff ecti ve barrier to social regression and further general social stability.

SSC looks forward to ushering 2015 with a renewed commitment to undertake the hard work required to enhance the welfare of our members and benefi ciaries. I am sure that if we apply ourselves in a focused, interested and committ ed manner, we will become much more profi cient at what we do i.e. providing our customers with excellent service.

I have great hope and confi dence in our future and the years ahead will bring their own mix of successes and challenges. Francis of Assisi once said “Start by doing what’s necessary, then what’s possible, and suddenly you are doing the impossible”. The years to come will see SSC growing from strength to strength and together we will achieve what is considered impossible.

Living with Bipolar DisorderSharon Brooks

It is estimated that 450 million people worldwide suffer from some form of mental illness. Despite the staggering amount of sufferers, mental disorders are still poorly understood by the general public. Sarah* spoke to us about her experiences living with bipolar disorder and her story is disturbing.

What is bipolar disorder?bipolar disorder, also known as manic-

depressive illness, is a brain disorder that causes unusual shifts in mood, energy, activity levels, and hampers the ability to carry out daily tasks. these moods are different from the normal ups and downs that everyone goes through from time to time.

sarah was tentatively diagnosed at 13, after surviving three suicide attempts. this behaviour could have been caused by hormonal changes or adhd, so she remained untreated until 18, when she was diagnosed with bipolar disorder not Otherwise Specified.

this means that she does not fall into the category of bipolar i (a person who has suffered from at least one manic episode) or bipolar ii (someone who suffers from mood swings but does not experience mania). a manic episode is a period of abnormally elevated mood, accompanied by abnormal behaviour that disrupts life.sarah suffers from ultra-rapid cycling, she experiences both manic and

depressive episodes in a single day, and even suffers from mixed episodes, when she can be both manic and depressive at the same time.

A day in the life on a bad day, sarah’s life is a

nightmare. she wakes up in the midst of a panic attack. she loses control over her body, she cannot breathe, is unable to think clearly, her mind races and adrenalin pumps through her veins making her feel like she is going to die.

this is followed by severe depression, where all she can do is curl up into a ball and cry. it is in these moments that she feels suicide is the only solution, suicidal thoughts make her panic, causing another panic attack, starting a vicious cycle for which there is no easy cure. her only choice is to take medication that knocks her out for the whole day. sarah has hallucinations so often that she is used to them, however an inability to distinguish reality from fiction is dangerous for her and the people around her. she recounts an incident where she lay on the floor repeating “help me, help me” over and over again, but when anyone came near her she screamed and wanted to slit her throat with a piece of glass.

sarah’s manic episodes involve extremely risky behaviour, from drug taking to one night stands. this behaviour is uncharacteristic for her, in her normal state of mind these actions would be inconceivable and sometimes her mania is so severe that she requires hospitalisation,

where she is sedated and sleeps for days at a time. she says “when i am manic i believe i can do anything, when i am depressed i believe i can’t do anything”

Work, friends and familySarah cannot work on a bad day, and finding a normal

office job is impossible. Luckily her career as an estate agent allows her to schedule appointments around her psychological state and the people around her keep her afloat. She has an understanding boss that takes all her calls if she is unable to and her family are supportive both emotionally and financially by helping her cover her medical costs. her boyfriend is particularly supportive, and tells her that her baggage has made her into a kinder, more compassionate person with so much to give. she has a few close friends that love her and understand her condition, but sarah no longer socialises because she finds normal social interaction tough and has difficulty trusting people.

Finding the right treatmentsarah has found a radical treatment that works for

her. she has undergone electro shock therapy twice, and will continue to go for this treatment on a yearly basis. electroconvulsive therapy (eCt) is a procedure in which electric currents are passed through the brain,

intentionally triggering a brief seizure. eCt causes changes in brain chemistry that can quickly reverse symptoms of certain mental illnesses.

What does the future hold?now that she has experienced such great results from

electroconvulsive therapy, she is better equipped to handle daily life. she hopes to go to germany to complete her masters in psychology and even sees children in her future. though her moods are too unpredictable to say what her future holds, she can finally enjoy life despite her illness and is able to experience life through a normal lens.

“Just get over it”sarah is often told to “think herself out of this”. the

misconception that a change in attitude will cure mental illness is dangerous. bi-polar disorder is life threatening, one in five people diagnosed will commit suicide, so it is vital that sufferers receive treatment before it is too late. There is only one way to beat bi-polar disorder: find a treatment that works and stick to it. if a loved one suffers from mental illness, remember that a solid support network is just as important as medication. having someone to rely on during the dark times could mean the difference between life and death.

The cat who "came back from the dead" will not be returned to its owner after "new information" emerged about his burial.

A three-year-old boy in the US got hold of a handgun from his mother's bag and fired a shot that injured both his parents.

the family was reportedly living in the hotel room where the shooting occurred.

the toddler apparently reached for an ipod in his mother’s bag, but found the loaded weapon, according to police in albuquerque.

The bullet first struck his father in the buttock and then hit the shoulder of his mother, who is eight months pregnant. his two-

year-old sister was present but unhurt.

Local media reports say police believe the shooting was an accident.

the father was treated and released, while the mother is in hospital in a stable condition. they will be investigated for possible negligence charges. Childcare officials are taking care of the children.

ellis hutson told vets that he had found bart lying in a pool of blood after he was hit by a car, and had taken him away and buried.

the humane society of tampa bay has since released a statement saying that it does not intend to

return bart to the hutson family."recently we have learned

bald bonces could be a thing of the past if scientists at the sanford-burnham medical research institute in California are to be believed.

they were able to grow hair for the first time using human stem cells.

past studies relied on the availability of existing healthy dermal papilla cells – the cells vital to follicle growth – which could be grown in a culture. however, they would quickly lose their hair-producing qualities as they multiplied.

by using human stem cells, these problems are eradicated.

‘our stem cell method provides an unlimited source of cells from the patient for transplantation and is not limited by the availability of existing hair follicles,’ explained

alexey terskikh, associate professor at sanford-burnham.

the technique has already been effectively tested on hairless mice.

the scientists believe their research is the first significant step towards a cell-based treatment for hair loss.

‘our next step is to transplant human dermal papilla cells derived from human pluripotent stem cells back into human subjects,’ said terskikh.

with baldness believed to affect about half of all men over 50 in the uK, while one in four starts losing his hair by the time he is 20, we reckon that means a lot of happy chappies today.
