    As we continue to address and prepare for the states final decision on the Probable Maximum Precipitation (PMP) for the Lake Montclair watershed and the resulting emergency spillway alterations, an on-site meeting was held at Dolphin Beach with Scott Lingamfelter, Delegate, 31st District; Terry Durkin, Scott Lingamfelters assistant; Michael Wang, the states regional dam engineer; Phil Hoover, Montclairs dam engineer; Buck Arvin, chairman of the Lake Management Committee; Board and Management representatives.

    Montclairs concerns were clearly presented and thorougly discussed. There was a majority agreement that the states currently imposed 28-6 hours, 33-12 hours, and 37-24 hours is ridiculous and unsupportable.

    As presented earlier, these PMP requirements are being reevaluated considering the rainfall records in the Montclair watershed and surrounding area.

    Facing reality, we must be prepared to make some emergency spillway alterations after the final PMP determinations. Those alterations necessary for recertification by the state of Lake Montclairs damn.

    To prepare an up-to-date site plan showing the contours of the dam and the emergency spillway (Dolphin Beach) is required. In addition, the plan must show all of the areas electrical, sewage, waterlines, hard topping, and other items. Drillings are also necessary to determine the location and depth of the bedrock.

    The one-on-one discussions with Scott were very positive. He understands Montclairs concerns and position on this issue. We have his support. He shared with us his intentions to meet with state dam officials, and his intentions to introduce benefiting legislative actions if necessary.

    And I say again you will be kept informed and involved on this community priority issue.

    Savings in Sand for FY2016During the 2014 dredge of Lake Montclair, the Associations contractor, Lake Services, Inc., scraped the Dolphin Beach swim area and recycled approximately 200 tons of sand. This is enough sand to replenish all of the beaches for the 2015 beach season. Normally MPOA puts down around 60 tons of sand at Dolphin Beach, 40 tons at West Beach, and 20 tons at Beaver Landing each year. The going rate for sand per ton is about $38.00 and $650.00 for the delivery charge. With those numbers, the Associations savings is approximately $5,500.00. Thank you Lake Services!

    AssessmentsAs we close out the fiscal year, please remember that all assessments for the fiscal year 2015 (May 2014 through April 2015) are due no later than February 10, 2015. Payment in full of the annual assessment is required to be eligible for voting at the Annual Meeting. Call the MPOA office if you have any questions or to check your account to see if any payments are due.

    Prince William County Leash LawAccording to Prince William Countys Code of Ordinances, Section 4-23, it is unlawful for dog owners to allow their pets to run or be at large within the county. If you are out playing with or walking your dog, please ensure that they are on a leash at all times.

    Welcome Management StaffIn January, Management Staff welcomed Events Coordinator Zachary Flanagan. Flanagan graduated from Virginia Tech in May of 2014 with his degree in Communications with a focus on Multimedia Journalism. He has previously worked for small and large companies by setting up digital platforms and creating strategic marketing plans. As Events Coordinator, Flanagan will be in charge of the logistical and creative elements of Montclairs events and can be reached by email at [email protected].

    MPOA Office ClosedThe MPOA office will be closed on Monday, February 16 in observance of Presidents Day. The office will open with normal business hours Tuesday, February 17.

    Amendments to Community Guidelines Article 2, Section 2.4.3 Conduct of MeetingsThe latest edition ... or Association documents. A variation to Roberts Rules of Order allows friendly amendments for expediency and efficiency. Once a motion is made, it may be amended without formal procedures, as long as no voting Board Member objects to the amendment. If one or more Board Members object to the amendment, it may only be adopted via the formal process.

    Amendments to Community Guidelines Article 3, Section 3.2.7 Committee MembersAn MPOA member or resident in good standing and who is properly designated to be a participant of a committee. Members of the Board will normally not be appointed as committee members.

    Amendments to Community Guidelines Article 3, Section 3.8.1 ParticipationParticipation at committee...and Finance Committee. The Covenants Administrator, provided by the Agent, is a full member of the Covenants Committee. The Committees Coordinator, and the Board Liaisons and Covenants Administrator may participate in committee meetings in an advisory capacity.

    Amendments to Community Guidelines Article 4, Section 4.1.6 BeveragesOnly non-glass containers ... MPOA recreation facilities. Alcoholic beverages may not only be consumed at the MPOA recreational facilities during officially sanctioned MPOA events. Alcoholic beverages are, therefore, not permitted unless the alcoholic beverages are sold by MPOA under an ABC Banquet License. 1. Where beverages are sold by MPOA or an MPOA vendor under an ABC Banquet License; Members may bring their own beverages to these events; or2. During events where MPOA expressly allows Members to bring their own alcoholic beverages on MPOA recreation facilities.The Association assumes no responsibility, nor liability for the actions of individuals consuming alcoholic beverages on MPOA recreation facilities.

    Amendments to Community Guidelines Article 4, Section 4.1.12 Posession and Use of Firearms and Weapons is Expressly ProhibitedThe possession, use...in appropriate cases. Members meeting Virginia state requirements for concealed carry of a firearm are allowed to exercise those rights without regard to this guideline.

    Amendments to Community Guidelines Article 5, Section 5.4.15 Firewoodf. Firewood stacks must be located at least 5 feet from rear and side property lines if there is no fence on that property line.

    Amendments to Community Guidelines Article 5, Section 5.4.37 Security CamerasPre-Approved: None No more than 4 cameras, no larger than six (6) inches in any dimension, may be installed per lot. Cameras area approved only to monitor lot on which installed.Quick Track: NoneRequirements and Restrictions: Cameras not meeting the above stipulations can be requested with a PIR application.a. Any cameras located on the exterior of the dwelling require submission of a PIR.b. No more than 4 cameras may be installed on the exterior of any dwelling.c. Any approved cameras may not be used to monitor any common ground area or any other neighboring properties.d. Field of view must be limited to the confines of the applicants property and documented as such in the PIR.

    Information to be included with PIR: Detailed illustration or diagram of the location of the cameras in relationship to the dwelling; Picture and/or detailed drawing of the proposed cameras to include the size, material, and color; Detailed field of view diagram illustrating what areas will be monitored by cameras; and Intended use and/or purpose of installing cameras.

    Amendments to Resolution #12-101 Procedures for Receiving and Reviewing ComplaintsE. When the Complaint...two weeks thereafter. Written notice of the time, date and location of the Board meeting at which the complaint will be considered

    shall be provided to the complainant and the party or parties of whom the complaint is regarding or any affected residents by hand delivery, certified or registered mail, return receipt requested, or electronic means, provided management retains sufficient proof of electronic deliver, within a reasonable period of time prior to the Board meeting.

    F. The Board of ... dismissing the complaint. Within seven days after the Board of Directors makes a final determination with respect to the disposition of the complaint, management shall provide written notice of the final determination to the complainant and the party or parties of whom the complaint is regarding or any affected residents by hand deliver, certified or registered mail, return receipt requested, or electronic means, provided management retains sufficient proof of electronic delivery.

    NOTICE! - ANNUAL MEETING PACKETS TO BE SENT TO ALL OWNERS OF RECORDThe 2015 Annual Meeting packets will be mailed to the Owners of Record on Thursday, February 12, 2015 by Election Trust, the company hired by MPOA to administer this election. Non-owner residents, while eligible for all Montclair amenities and activities, are not eligible to vote. If you are an owner of a lot in Montclair and in good standing (all assessments, fees and charges paid by February 10, 2015), and do not receive a packet in the mail by Friday, February 20, 2015, please contact the MPOA office to make arrangements for a replacement from Election Trust.

    This year the lot owners will be asked to vote for four Precinct Representatives to serve on the Board of Directors and the FY2016 Budget. Owners of Record may vote via the internet, mail, fax or in person at the Annual Meeting on March 14, 2015.

    Paper ballots should be mailed by Friday, March 6, 2015. Ballots submitted by fax or internet must be submitted by 5 p.m. EST, Thursday, March 12, 2015.

    Your vote is important. To achieve quorum at the Annual Meeting, our governing documents require that 25% of the eligible voters cast a vote on the budget.     Why are you interested in serving on the MPOA Board of Directors?I am not one to sit back, whine, and complain about things that need to get fixed. I am concerned about elected county officials that seem to be more interested in kowtowing to developers than residents. I would like to contribute. (And maybe add a few bus-stop shelters...)

The volume of traffic on Waterway, the need for better crosswalks at the schools, and the security of our neighborhoods are primary issues. In my tenure on the board, Ive made several accomplishments and achieved changes that have actually had positive impact on neighborhood.

    Do you have other experience that would contribute to your success as a board member?In my profession, I work in Compliance as a Registered Principal in the financial services industry. My role involves ensuring that financial professionals follow and adhere to rules and regulations designed to protect consumers. Essentially, the same role the MPOA and board fulfill for homeowners in the community.

    Why are you interested in serving on the MPOA Board of Directors?I am engaged in our community and a very active board member; I reach out to members within my precinct and look for ways the association can save money. Im a founder of Montclair Moms Facebook group - all these are community building and Id like to continue these contributions.

In the past I volunteered my services and worked closely with several organizations to include the Boy Scouts of Troop 1390, the Forest Park Crew Team, and the Quantico Yacht Club.

    Why are you interested in serving on the MPOA Board of Directors?I have both the time and the skills to oversee the Associations management which exists to serve and protect all of its Members in a fair and equitable manner. As a Director, I will continue to uphold all rights and protections afforded to us.

    Section 5.3 (a) of the Montclair Declaration establishes the limits of capital additions, alterations or improvements in the aggregate to the Common Area at 5% or less of the total annual assessment for Common Expenses during the fiscal year or any twelve consecutive month period that may be approved by the Board of Directors. Expenditures above this limit, other than those stipulated for upkeep, require the approval of a majority of the total membership of the Association.

    Building the Dolphin Beach Restroom facility was the outcome of a community referendum vote approved by a majority of the voting membership at the March 2012 annual meeting. In response to the memberships support, the Board of Directors approved an action to proceed with construction of the restroom facility at Dolphin Beach with an estimated total project cost of $98,000. The FY14 budget (May 2013 to April 2014) was the anticipated funding source for this capital improvement project. Also during FY14, the Board approved funds for other capital Improvements (Pavilion at Kids Dominion and Beach related security expenditures) which resulted in additional expenditures for capital improvements totaling $7,471.33.

    For FY14, the 5% limit of the annual budgets Common Expense income line (derived from the combined Residential and Commercial assessment income lines funding the budget) was calculated to be $98,557. As documented in the associations most recent audit

    covering FY14 expenditures, the total capital improvement costs for FY14, which included the restroom construction project, and the Kids Dominion and Beach security improvements, was documented to be $107,263. See the associated table for a summary of the FY14 capital improvement expenditures. This total FY14 capital improvement figure represents an audited overage of Board approved expenditures of $8,706.22 when factoring in the 5% capital improvements limit.

    This serves as notification to the membership of an FY14 capital improvements cost and authority of expenditure breach as established within the associations governing documents (see Section 5.3(a) Action of the Board. in the Articles of Incorporation, Declaration, and Bylaws).

    If youve visited the MPOA office or Kids Dominion in the past few months, you may have noticed a new addition. A picnic pavilion was added at Kids Dominion this December as a place for residents to relax, host family gatherings, and enjoy a day at the playground.

    In the spring, picnic tables and trash receptacles will be installed under and in the vicinity of the pavilion respectively. There will

    be three picnic tables, one of which will be wheelchair accessible. Both the picnic tables and trash receptacles are made from recycled plastic material.

    While the pavilion itself was built in just one day, it took months to plan, obtain permits, and prepare the site. A big thanks goes out to all those involved with the project, including the Landscape and Facilities Management

    Committee, whose perserverance and determination ensured this project was completed for all Montclairions to enjoy.

    The Kids Dominion pavilion will be available for reservations during this beach season, with a guest limit of 25. More information on reserving this and other picnic areas will be included in a future issue of The Montclairion.

The New Dominion Choraliers of Prince William County--voted Best Performing Arts Group in 2014--invite you to join them for their 19th Spring Concert Season. Rehearsals are held on Monday evenings from 7:30 p.m. to 9:30 p.m., at Old Bridge United Methodist Church, 3966 Old Bridge Road, in Woodbridge. Rehearsals start Monday, January 19, 2015, and new members are welcome to join through the third rehearsal on February 3, 2015. No auditions are necessary. The registration fee is $40.00. NDC welcomes you to join them and be part of a joyous musical experience! Membership in the chorus is open to adults, and to Juniors and Seniors in High School who have a serious interest in choral music.     SchoolsHenderson ElementaryDonation Doubled!After the PTCO gave $13,000 to Henderson from your Read-a-Thon donations, we were delighted to learn that Prince William County Schools agreed to a 50/50 match to replace outdated computers in our school! Mrs. Bevans added an additional $7,000 from the school budget and was able to buy $40,000 worth of new computers for only $20,000! Our Huskies now have 20 new desktops and 50 new laptops to use in their classrooms, library and computer lab! WOO HOO!!!

    Montclair ElementaryMontclairs learning community has enjoyed many spirited events this first semester.

    SeptemberWe block partied as Cardinal Defenders against bullying behaviors at Montclair.

    OctoberOur annual Monster Mash brought out our ghoulish costumes and game playing with friends while Ms. Sobers, our marvelous music smart teacher, spun the songs to dance.

    BoosterthonThis year, to increase our earning profit, our PTCO and staff spearheaded this annual body and self-smart event. We are still collecting our family pledges. To date, our profit is $12,019.00 and growing. We met the challenge of $12,000 so students enjoyed a Rock n Roll concert by Mrs. Soltis and Ms. Slonka in December! We bought 30 laptops for classrooms thanks to the generosity of our parents.

    NovemberOur annual holiday shop created an opportunity for vendors to sell their home-made and business items. Fifth grade elves helped students shop in the holiday shop.

    DecemberWe had 26 families participate (along with their 4th & 5th grade children) in our first Pastries with Parents. This is an opportunity that our PTCO Board plans so parents can meet each other and socialize with their children. January 16 is our next session for our 2nd & 3rd grade parents.

    FebruaryWe will be selling carnations to give to each other or family members with special valentine wishes.February 27 is our second family movie night. This is always a wonderful evening for our families.

    We NEED volunteers to coordinate and supervise future fabulous family opportunities. Please respond to pink fliers describing events and contact the person arranging the event. Our students need us!

    Box TopsNext tallying date is February 26. We use these funds to support our classroom and library technology equipment (i.e. library books, headphones, listening centers).

    ScoutingBoy Scout Troop 35By Aidan Clarke, Troop ScribeJanuary was a good month. On the 5th, the scouts dropped their snowballs and video games and picked up their books and pencils. Yes, sadly the nice break ended. The scouts went back to school being well rested and full of energy. The 17th had the scouts training for their upcoming trip to the Boy Scouts Sea Base in the Florida Keys. They all went through the scout swim test hoping to have lots of fun at the real thing. On the 19th, the scouts celebrated MLK Day by attending the Occoquan Districts Merit Badge Day where a wide assortment of merit badges were earned. From the 23rd to the 25th was the family ski trip. The scouts had lots of fun being with their families. The slopes were good and everyone had a great time. The month was good with lots of bonding and remembering. A great way to bring in the new year.

    To end the month, scouts relaxed over the winter break. Presents were opened, cookies were eaten, and family was seen. The scouts of Troop 35 had plenty of fun over the month of December, but in January, the scouts will have a lot of work to do. A new month means new opportunities, there is no room for slacking, so lets get started.

Born and raised in communist Cuba, he was given many opportunities - including offers to study in Moscow with some of the greatest musicians of our time - if only he and his family would renounce their belief in God. They refused. When Jaime was ten, miraculously, his family was given the opportunity to leave the country. They came to the United States, where Jaime received a Christian education and violin lessons with eminent violinist Cyrus Forough. But Jaime dreamed of being a missionary doctor, and in 1994, was accepted by University of Illinois School of Medicine. In 1996, he left medical school and a promising medical career to devote himself to full-time music ministry. Since 1988 he has traveled over 6 million air miles and recorded and released 17 albums.
