The beach season is here! New photo ID cards are replacing the old style beach tags of the past. Please take the time to get your new card before you and your family hit the beach, attend an event, or visit Kids’ Dominion. The young, hard-working teenagers who are hired to monitor owners and their guests will deny entry if you do not have them. Do not get mad at them. They are doing their job.

On the topic of Kids’ Dominion; the Board has authorized the placement of a porta-john at that site to support the increasing number of residents who are enjoying the outdoors with their children. The new pavilion is open for use and looks fantastic. New mulch padding will be added within the next few weeks so go out and enjoy.

There are two separate components that make up MPOA’s covenant process. There are paid staff, who are employed by FirstService Residential on our behalf, and volunteer Covenant Committee members. When you submit a Property Improvement Request (PIR), it is processed by our paid staff and forwarded to our volunteer Covenants Committee. Those members review each and every request package. They actually visit your property. The Covenants Committee approves or disapproves your request, or forwards it to the Board for action with their recommendations. Like you, these members are fellow owners. They volunteer to do this work. If you see them out there, give them your thanks.

Lastly, I have been receiving an above normal number of calls from owners concerning un-neighborly behavior from residents of our Montclair community. The Board cannot regulate “good neighboring practices”. To counteract the actions of a very small minority, I encourage you to take a cue from the Boy Scouts of America and do a good deed. Start by helping a senior who may be living in your neighborhood on a fixed income and needs your assistance with some minor repairs. Working together respectfully produces much better outcomes.

If you need service hours for any reason, or are just interested in making your community a better place,

consider volunteering for an event this summer. Without adequate volunteers, games, activities and

other aspects of the event can be stopped early or cancelled altogether. If you are interested in helping

Coupon Exchange in the MPOA Lobby

When you stop by the MPOA office this summer, take a moment to check out the Coupon Exchange

basket in our lobby. This basket, provided by the Community Events Committee, is a resource for

residents to drop off unused coupons and take any coupons that they may find useful.

10 Steps to a Greener Lawn

The Virginia Cooperative Extension will be hosting a “10 Steps to a Greener Lawn” program at the

MPOA office on Saturday, June 20 from 9 a.m. to 12 p.m. Learn how you can keep your lawn looking

great, and become more environmentally aware.

Notice from the Montclair Country Club

Adrian Zahand, General Manager for the Montclair Country Club, asked that we publish the following

notice to residents:

“We would like to notify Montclair residents that the cart path usage by residents to walk dogs, stroll children,

ride bikes or scooters is strictly prohibited. We recently had someone pushing a baby stroller struck by a golf ball.

This is a very dangerous situation to put yourself or children in. Montclair CC and its members & guests will

take no responsibility for anyone injured walking on our property. Furthermore we are constantly cleaning dog

droppings from the course and sand traps. Please respect your community and clean up your pet droppings.”

These amendments will go into effect July 1, 2015.

Amendments to Community Guidelines Article 3, Section 3.2.7 Committee Members

An MPOA member in good standing and who is properly designated to be a participant of a committee. Members of the Board will normally not be appointed as

committee members. With the exception of the Covenants Committee, Budget and Finance Committee, and Election Committee, residents in the homes

of Members in good standing may participate in standing or ad hoc committees in an advisory capacity.

Amendments to Community Guidelines Article 4, Section 4.1.2 Recreation Tags Photo IDs

Recreation Tags Photo IDs. To control insurance costs and to ensure that the facilities are available to those who pay for them, MPOA requires that Members

display valid MPOA Recreation tags Photo IDs to use the facilities. Homeowners with valid ID are to receive a one-day pass to recreational facilities. This privilege

may be extended three times within one calendar year. There are two types of tags photo IDs: unrestricted and restricted. To increase the safety of our youth,

children eleven years and younger are permitted to use the Montclair beaches only with a person 16 years of age or older. Children 9 to 11 eleven years and

younger may be issued restricted recreational tags a Restricted Montclair Recreation Photo ID card and must be accompanied by someone 16 years or older.

The restricted tags allow unattended use of Kids’ Dominion and Hockersmith. After payment of the annual or appropriate monthly MPOA assessment, tags Photo

IDs may be obtained at the MPOA office. Each resident property owner or renter will be required to show a recognized form of identification showing name and

current address within Montclair before a Recreation tag Photo ID will be issued. Identification may be in the form of a driver’s license showing name and current

address or a utility bill showing name and current address within the community. Members paying monthly installments may obtain tags Photo IDs through the

tenth of the month if the owner’s assessment account is current through the end of the previous month. Notification of the exact dates tags Photo IDs may be

obtained will be made in The Montclairion and on the community bulletin boards.

Amendments to Community Guidelines Article 4, Section 4.2.2 Authorized Users

People 12 years and older with valid Montclair unrestricted recreation tags Photo IDs are permitted to use the beaches. Children under 12 must be accompanied by

a person 16 years of age or older. Children with a Restricted Montclair Recreation Photo ID card may bring a guest 16 years or older that is their caregiver.

That person is solely responsible for the child. Children ages 12 years of age and older may bring guests who are 12 years of age and older. Persons displaying a valid

unrestricted recreation tag Photo ID may be accompanied by up to four guests for whom they are responsible, except at Montclair community events.

ScoutingTroop 35By Nader Najjar, Troop ScribeMay was another very busy month for the scouts of Troop 35. We started the month with a number of scouts participating in the 53rd West Point Camporee. This event, sponsored by the West Point Cadets, brings together Scouts from all over the eastern US for a weekend of fun activities on the grounds of the U.S. Military Academy. Our scouts had a great time. May continued with our annual swim test at the Dale City Rec Center. It was a great way to complete the swimming requirements for advancement, and it got everyone ready for Summer Camp.

The highlight of our month, the Hike-in “Chopped” Camp Out, was a success!

It started off with a hike across Prince William Forest Park from Washington-Reid Elementary School to the American Legion Post 28 off of Joplin Rd. Once the scouts were there, the focus changed to cooking. For Saturday’s Dinner, each Patrol was given a bag of random ingredients to prepare a meal. It was amazing what meals the scouts came up with. On Sunday morning the scouts hiked back to Washington Reid Elementary School to complete the camp out.

On Saturday of Memorial Day weekend the scouts manned the Flag Drop Off Site at the Prince William County Landfill. Each month citizens drop off several dozen flags. Our scouts sort and fold them in preparation for respectful retirement. If you have an American flag that needs retirement please drop it off at the Drop Off Site.

May concluded with Duncan Gibson’s Eagle Scout Service project. Our scouts, under Duncan’s leadership, created raised planting beds and a stepping-stone walkway in Ashland Elementary School’s Community Garden to make the garden more accessible for the handicapped. It was a lot of work but the results were worth it.

Troop 1390In February and March Troop 1390 welcomed new Scouts from various Cub Scout Dens in the area. The new Scouts are (pictured) Jonah, Phillip, Martin, Tevor, Stacy, Anthony, James, Palmer, (not pictured) Josia, Parker, and Anthony. Also pictured is Matt, the Senior Patrol Leader.

During the first month the veteran Scouts in the Troop taught the new Scouts basic camping and Scouting skills to prepare them for their first campout in April. Training the new Scouts will be the focus of the Troop for the next several months so that all boys attending summer camp will be prepared for the experience.

Summer is here! Who doesn’t want to be outside sunbathing, swimming, playing catch on the beach or just barbecuing in the backyard? While summer means fun in the sun, make sure you’re not getting too much of a good thing. Avoid the consequences of overexposure to the sun like sunburns, premature aging of the skin, wrinkling, and skin cancer (including melanoma) by practicing proper sun protection. The hours between 10 a.m. and 4 p.m. Daylight Savings Time (9 a.m. to 3 p.m. Standard Time) are the most hazardous for UV exposure in the continental US. UV rays are the greatest during the late spring and early summer in North America.

The Center for Disease Control recommends easy options for sun protection:

Sunscreen• Use sunscreen with a sun protective factor

(SPF) 15 or higher, and both UVA and UVB protection.

• Sunscreen wears off. Put it on again if you stay out in the sun for more than two hours, and after you swim or do things that make you sweat.

• Check the sunscreen’s expiration date. Sunscreen without an expiration date has a shelf life of no more than three years, but its shelf life is shorter if it has been exposed to high temperatures.

Clothing• Wear clothing to protect exposed skin.• Loose-fitting, long-sleeved shirts and long

pants made from tightly woven fabric offer the best protection from the sun’s UV rays. A wet t-shirt offers much less UV protection than a dry one. Darker colors may offer more protection than lighter colors.

• If wearing this type of clothing isn’t practical, at least try to wear a t-shirt or a beach cover-up. Keep in mind that a typical t-shirt has an SPF rating lower than 15, so use other types of protection as well.

Hats• Wear a hat with a wide brim to shade the

face, head, ears, and neck.• For the most protection, wear a hat with a

brim all the way around that shades your face, ears, and the back of your neck. Tightly woven fabric, such as canvas, works best to protect your skin from UV rays. Avoid straw hats with holes that let sunlight through. A darker hat may offer more UV protection.

• If you wear a baseball cap, you should also protect your ears and the back of your neck by wearing clothing that covers those areas, using sunscreen with at least SPF 15, or by staying in the shade.

Sunglasses• Sunglasses protect your eyes from UV rays

and reduce the risk of cataracts. They also protect the tender skin around your eyes from sun exposure.

• Wear sunglasses that wrap around and block as close to 100% of both UVA and UVB rays as possible.

• Sunglasses that block both UVA and UVB rays offer the best protection. Most sunglasses sold in the United States, regardless of cost, meet this standard.

Shade• Seek shade, especially during midday hours.• You can reduce your risk of sun damage

and skin cancer by seeking shade under an umbrella, tree, or other shelter before you need relief from the sun. Your best bet to protect your skin is to use sunscreen or wear protective clothing when you’re outside - even when you’re in the shade.

Community InformationBoard of Directors MeetingsThe Board of Directors meets the second Wednesday of the month at the MPOA office. The Executive (closed) Session of the meeting begins at 7:00 p.m., followed by the Open Session for all residents and guests at approximately 7:30 p.m.

AssessmentsAssessments are $530 when paid in full, or $55 when paid monthly. Monthly assessments are due on the first of the month, May through February. Any assessment not received within ten days of the due date will incur a $45 late fee. Payments placed in the dropbox at the MPOA office after 5 p.m. on the 10th will not be processed until the next business day and will be considered late.
