On June 23, 2016 the Board of Directors held a special meeting to review the Engineering report from

Froehling & Robertson and to select and approve one of the proposed options for renovating the spillway

in order to comply with VA state law and the revised Probable Maximum Precipitation (PMP) levels. The

report is available for members to review on montclairva.com.

Prior to the board meeting, the Lake Management Committee (LMC) met at Dolphin Beach with a draft

version of the report and reviewed all of the options in order to provide an informed recommendation

to the board. Option #1 requires the entire spillway to be concrete, which would result in the elimination

of the beach area. Option 2b includes in a 6 foot drop off on the back side of the labyrinth weir wall with

no ability to place a fence or guardrail for safety. The committee’s opinion was that neither of these were

desirable options. The LMC recommended that the board select option #2, which will result in Dolphin

Beach remaining as close to its current condition, as possible. The appendix Included in the report

provides a breakdown of the cost associated with the construction estimate of $650,000 for option 2.

Announcements for upcoming meetings pertaining to the spillway project, including plans to pay for

the project and estimated construction start date, will be included in the Montclairion, MPOA News &

Events email blast, montclairva.com, and our Facebook Group/Page.

Manager’s MessageSchool’s Out: Drive SlowSchool’s out and summer is upon us, which means increased pedestrian traffic along Montclair streets. You are asked to please observe the posted speed limits throughout the community and watch carefully for pedestrians. There are several roads within Montclair that carry an enhanced $200 fine for speeding, and Prince William County does perform speed monitoring within Montclair. I also ask that pedestrians exercise caution as well by checking both ways before crossing the street and crosswalks when possible. I, along with the MPOA Safety Committee and the Board of Directors are working with Prince William County to identify and implement speeding deterrents in the community, as well as to make improvements to the crosswalks. More information will be forthcoming as progress is made.

Montclair DayI was pleased to receive so much positive feedback regarding Montclair Day, both in person and on Facebook. The Events Committee and the Events Manager planned a phenomenal event with a great Carnival theme. While the threat of rain did force the cancellation of the inflatables, fun was still had at the game stations! It was great to look around and see everyone enjoying all the entertainment, whether it was the magician, the jugglers, the stilt walker, or the dueling piano band. I had a great view of the fun being had while taking my turn in the dunk tank! I think we have a lot of future major league ball players in this community! A special thanks to the other dunk tank participants, Rob Clemens, Brad Hancock, and Tracy Hansen. I really hope you enjoyed yourself as much as I did, and look forward to seeing you all again at our next event!

New Staff MemberI would like to welcome Kaitlin O’Brien to the MPOA staff. Kaitlin has worked with the MPOA in the past as a Recreation Guard and Recreation Manager. She will now serve in the capacity of Front Desk Administrator. She brings a great attitude and wonderful customer service experience with her and we know she will be a great fit here in the office. Quick Track: Full view, clear glass storm doors that match the front door color or trim color of the house and doors, entry/storm. Replacement of garage doors which are like for like except for new materials and meeting the Requirements and Restrictions below with sub-association approval.

Requirements and Restrictions:a. For Southlake Cove and Southlake Landing: Only full view glass doors in white or the dominant color of the house are permitted. Full view

storm doors with one small dividing bar through the middle are permitted.b. For Southlake Cove and Southlake Landing: All changes to exterior doors in Southlake Landing and Southlake Cove Townhomes Association

which differ from the original door require advance PIR approval of the MPOA and Townhome Association.c. For Northside: Applications will be reviewed on an individual basis regarding the style and color of the proposed storm door.d. For The Island Homes: Only full view glass doors in white are permitted on cluster homes.e. Happy Fourth of July! Summer is here and in full swing! Many are heading for the pool and backyard cookouts to celebrate the season, many are also heading out of town for a well-deserved vacation. Kids are playing outside in the neighborhoods and pesky little critters are appearing in and around our homes. Below we’ve included a few safety tips to follow in these areas.

FireworksEveryone enjoys fireworks, especially in the festive Fourth of July season. But consumers need to be careful about where they buy their fireworks. The National Council on Fireworks Safety (NCFS) recommends that you only buy consumer fireworks from a licensed store, tent or stand. Never buy fireworks from an individual’s house or from someone on the street. Such devices are likely illegal explosives or professional 1.3G fireworks that can seriously injure you.

Recommended Safety Tips• Obey all local laws regarding the use of

fireworks.• Know your fireworks; read the cautionary

labels and performance descriptions before igniting.

• A responsible adult should supervise all firework activities. Never give fireworks to children.

• Alcohol and fireworks do not mix. Save your alcohol for after the show.

• Wear safety glasses when shooting fireworks.

• Light one firework at a time and then quickly move away.

• Use fireworks outdoors in a clear area: away from buildings and vehicles.

• Never relight a “dud” firework. Wait 20 minutes and then soak it in a bucket of water.

• Always have a bucket of water and charged water hose nearby.

• Never carry fireworks in your pocket or shoot them into metal or glass containers.

• Do not experiment with home made fireworks.

• Dispose of spent fireworks by wetting them down and place in a metal trash can away from any building or combustible materials until the next day.

Grilling/Food Safety• Thoroughly clean a grill of any food grease

or dust. Always check the tubes leading into the burner for any blockages from insects or grease that can cause an uncontrolled fire.

• Replace any connectors which can lead to a gas leak and keep lighted cigarettes, matches or open flames away from a leaking grill.

• Follow the manufacturer’s instructions that accompany the grill.

• Do not use a grill in a garage, breezeway, carport and porch or near any surface that can catch fire. Never grill indoors – not in a house, camper, tent or any enclosed area.

• Use the long-handled tools especially made for cooking on the grill to keep the chef safe.

• Never add charcoal starter fluid when coals have already been ignited.

• Always watch the barbecue grill when in use.• To avoid food poisoning, cook fresh poultry

to 165 degrees, hamburgers to 160 degrees and beef to at least 145 degrees. (U.S. Dept. of Agriculture).

• Remember to refrigerate all perishable food within 2 hours, 1 hour if the temperature outside is above 90 degrees.

• Keep uncooked meats away from other foods to avoid cross contamination of bacteria.

Vacationers• Do not announce to the world that you

will be out of town; you never know who is listening. Do not advertise your travel plans or dates on Facebook or Twitter.

• Make your house look like it is being lived in. The idea is to give the impression that you have never left.

• Before you head out, make an inventory of all your valuables, including serial numbers and video or photo documentation.

• Use timers and program them for different times throughout the house.

• Cancel your newspaper. For those receiving the Washington Post go to http://www.washingtonpost.com click on “subscribe” and you can set up a Vacation Stop, or have a neighbor that you trust pick up your papers.

• Place your mail on hold by going to http://www.usps.com. Look for “HOLD MAIL,” fill out the form and you’re done.

• Have one of your neighbors park in your driveway or in front of your townhome while

you’re away, and lock all your windows and doors, including the door inside the garage, set your alarm system and let the company know where you can be reached.

• If you are going to be away for a significant amount of time have someone mow your lawn.

• Do not leave notes on your door when you are gone, and do not hide your keys under the mat or in other conspicuous places.

• Most neighborhoods in the community of Montclair have a neighborhood watch, if so, contact your Neighborhood Watch Captain and see if they can keep an eye on your home while you are away.

Home/Community Recommendations• Keep your home well lit at night, inside and

out, and keep your curtains closed at night.• Do not leave bicycles and skate boards out in

your front lawns over night. Unfortunately they sometimes have a habit of disappearing.

• Lock your cars! Do not leave valuables in plain view inside your car. Better yet, don’t leave anything valuable inside your car. There are opportunists out there that are tempted by laptop computers, cameras, purses, cell phones, GPS and other valuables lying on the seat.

• By all means don’t hesitate to report any suspicious activities. You can call the Prince William County Police non-emergency line at 703-792-6500 and always dial 911 if it is an emergency.

• Keep doors to the house within garages locked when working outside or in the back yard when the garage door is open. In fact, keep your garage doors closed even when you are home as it invites those pesky critters, such as snakes right into your home.

• Just in case you need help with one of these critters, know that Prince William County services only deals with domestic animals. If you have any type of wildlife problem or need pest control, trapping, or for wildlife prevention in Prince William County, call 1-888-488-7720 and ask for Hire a Trapper.

Runners/JoggersBe sure you hydrate really well in these hot summer months and if you are running early in the morning before the birds are awake and the sun comes up, you might be smart to get yourself a reflective vest of some kind. They can be found in any deptartment store such as Walmart or Target. It really helps if others can see you particularly when crossing intersections. Be smart and be safe!

ChildrenMost of all, keep an eye out for children playing when you are driving in and out of your street or any neighborhood community. Be cautious, slow down, you are the adult, be responsible and look out for their safety.

Hurricane SeasonThe National Oceanic Atmospheric Administration’s (NOAA) Atlantic hurricane season forecast agrees with earlier forecasts of a season with fewer named storms than historical averages in 2015. NOAA calls for a 70 percent likelihood of: 6-11 named storms (including May’s Tropical Storm Ana), 3-6 of which would become hurricanes, 0-2 major hurricanes - those of at least Category 3 strength on the Saffir-Simpson Hurricane Wind Scale. This is below the 30-year average of 12 named storms, six hurricanes and three major hurricanes. Regardless of the outlook, it’s vital for anyone living or vacationing in hurricane-prone locations to be prepared. You can refer to Ready.gov/hurricanes for comprehensive information on hurricane preparedness at home and in our community.

On May 7, Boy Scout Troop 1390, led by Montclair resident and Eagle Scout Candidate Todd Hunt Jr., completed an Eagle Scout Project at the Brentsville Courthouse Historic Center. The Center is located along Rt. 619 near Bristow and includes the 1850s-era Haislip-Hall property containing a house, a garden, an animal paddock, a hog pen, a smokehouse, and a spring house. All the buildings are maintained in their original 1850s state and are open for public viewing.

The Historic Interpreter at the site, Mr. William Backus, advertised a need to replace a fence surrounding the Haislip-Hall garden. The fence had rotted over time and fallen into disrepair, allowing critters to enter the garden area and eat the seasonally-grown herbs, hops, and greens in the garden.

Todd Hunt Jr. prepared a project proposal, raised funds, prepared a detailed construction plan, and led the Troop in a multi-phased fence building project. Long Fence of Chantilly

donated 200 fence pickets, and many residents of Montclair and the surrounding area donated to fund the project. Todd planned a day to demolish the existing fence and a day to build the new fence. Throughout this work, over 25 Scouts and adults assisted Todd in the completion of the project.

Todd Hunt and several other Scouts from Troop 1390, led by Scoutmaster Doug Doerr of Montclair, will achieve the hard-earned rank of Eagle Scout this spring and summer.

As a long-time Montclair bird-watcher, I made a thrilling discovery in my backyard earlier this year. Without trying to be too melodramatic, here’s how it came about.

I know that lots of Montclair residents enjoy feeding wild birds. Many of us also enjoy visiting our local parks to see some of the birds that don’t visit our feeders. In that regard we’re very fortunate to have so many wonderful natural venues within a short drive. Last month’s The Montclairion, for example, featured an article on one of the best of these

facilities, Leesylvania State Park.

As I visited many of these parks and wildlife preserves, I became more interested in identifying and photographing the birds that I found there. I eventually discovered a group of beautiful songbirds that I previously had known very little about -- the wood warblers.

Warblers are small, colorful birds that either spend the summer with us, or migrate through our area in the spring and fall. They are generally insect-eaters, so they have no

reason to come to our seed feeders. Most bird-watchers would tell you that if you want to find them, you have to go looking for them in our surrounding forests and wetlands. Finding them can be tough, however, because most warblers spend a lot of time high in the forest canopy. It takes a great pair of binoculars, a strong neck, and a ton of patience to locate them.

With time, however, I discovered a warbler secret -- they love shallow streams of trickling or dripping water, which they visit regularly

to drink and bathe. It took me a while, but I eventually came to another important realization -- we have water like that right here in our Montclair neighborhoods! It’s in the form of the stormwater drainage channels found throughout our community that direct rainwater into Lake Montclair. I decided to invest some time watching the channel that flows just a few feet behind my lot.

The results were startling! Within two weeks I had discovered and photographed ten warbler

species, several of which I had never seen before. I had been wrong about the warblers for the past several years. I didn’t have to travel to a park or wildlife preserve to see them. All this time they were right here in Montclair, in my case just a few feet behind my back fence. I just had to know where to look for them.

The accompanying photos document some of the warblers I found. Whether you are a bird-watcher or not, I hope you’ll agree that these warblers are beautiful birds. For this

bird-watcher, at least, they were well worth the effort it took to find them.

Summer can quickly become an expensive season, but being mindful of energy conservation can help reduce your electricity bills—and your carbon footprint. Take a look at the following suggestions to increase your energy conservation efforts and beat the heat without breaking the bank.

• Cook dinner outside. Save electricity by using a charcoal or gas grill to cook your favorite summertime meals.

• Open the windows. Instead of cranking the air conditioning on summer evenings, opt for fresh air instead. Invest in an inexpensive electric fan to circulate the air.

• Light candles. Since longer summer days afford more daylight, reconsider turning on the lights and use candles instead or as a supplement. Be sure not to leave burning candles unattended, especially around pets and children.

• Modify the AC when you’re not home. Adjusting the thermostat—even by a few degrees—when you’re not home can conserve a significant amount of electricity.

• Turn off the electronics. Power down the television and computer to spend time with friends and family outdoors. Splash around in your community pool or

have a potluck barbeque in your backyard.• Take a walk. If possible, choose to walk

to nearby stores and restaurants instead of driving. Early mornings and evenings are prime times for a stroll, especially in areas with hot climates.

• Take a cool shower or bath. For a refreshing alternative to a hot shower, reduce your hot water heater usage by bathing in cooler water a few times a week.

• Limit water consumption. Water the lawn every other day at off-peak times, use environmentally-friendly, disposable plate ware and utensils instead of running the dishwasher and spend a little less time in the shower.

Your dedicating a park in Tom’s name is such an occasion. …On a more personal level, your gesture has touched me deeply. It is an affirmation of the kindness and caring I have always known and been shown – repeatedly – exists in this community.

This photo was taken May 18, 1978 at the dedication ceremony for Hockersmith Park; on Northgate Drive, just east of Edgewood Drive. The Hockersmiths were early residents of Montclair, back in the day when there were only a few hundred homes, not the 3,800 plus we have today. Mary Leilani Fletcher Hockersmith (holding the flowers in the photo) was active in the garden club. Her husband Thomas E. Hockersmith was dedicated to

having playgrounds and recreational facilities in the community for the kids; he volunteered on the precursor to today’s Landscape and Facilities Management Committee (LFMC). After getting married in 1964, Tom and Lani had two children; Robert “Robbie” Forrest (he’s on the right in the photo, age 12) and Julia Anne (on the left, age 11). Robbie was named after Tom’s dad, Forrest Hockersmith (also in the photo).

About a year before this photo was taken, Tom died of cancer at the age of 41. He was a mechanical engineer for the Department of the Navy. And while Tom was born in Washington, D.C., his wife was born in Honolulu, just a short distance east of Pearl Harbor and less than one year after the horrible events there in early December of 1941. That may be why her parents gave her a middle name which means “heavenly lei; royal child of heaven”. You can tell from Lani’s letter above to our homeowner’s association that those who made the park happen back then were deeply moved

by his death at such a young age.

Hockersmith Park is significant for another reason. It was Montclair’s first recreational park, complete with playground equipment, picnic tables, and a basketball area. It was built in cooperation with the property owners’ association, the developer, Second Montclair Corporation and the Garden Club. Sadly, there is very little of the former park there today. In its day, it was beautifully landscaped.

Fast-forward about 40 years, and it is so very hard to connect a park name to a person and family. I must give a special thanks to Rob Clemens and the LFMC for asking me about Hockersmith and to the many current and former residents who provided me clues as I tried to unravel this mystery; Clovanne Stalcup, Gail Stern Keller, and Amy Hale. I hope the LFMC decides to improve ‘Tom’s” park and maybe install an informative marker so we never forget this “pioneer family”.

Epilogue: I don’t know when Lani and the children moved out of their home on Dolphin Drive, but she re-married in 1984 to Eugene Amaral up in Alexandria, Virginia. Sadly, she passed away in 1999 just short of her 57th birthday. Also, Tom and Lani’s daughter Julia died in 1997 at the age of 31. Rumor has it, from injuries sustained in an auto accident. As best I know, Robert F. Hockersmith is still living in the northern Virginia area.

Ghost Hunting 1017 p.m.-12 a.m.Ben Lomond Historic Site, ManassasBen Lomond has a diverse history from being a Civil War hospital to the home of countless slaves. Today, many local residents claim that the house and grounds are haunted by spirits from the past. Ben Lomond Historic Site is partnering with East Coast Research and Investigation of the Paranormal (ECRIP) to host a paranormal seminar and investigation at Ben Lomond. ECRIP is a local volunteer group of researchers who investigate claims of potential paranormal phenomena and educate interested parties by sharing collective research, experience, knowledge and theories. Participants will first attend a seminar with discussions about various theories and current techniques. Afterwards, participants will work alongside members of ECRIP in a paranormal investigation. The seminar will run from 7 to 8:30 p.m. The investigation will be held from 9 p.m. to midnight. Tickets are $100/person for seminar and investigation, $40/person for the seminar only.

Community InformationBoard of Directors MeetingsThe Board of Directors meets the second Wednesday of the month at the MPOA office. The Executive (closed) Session of the meeting begins at 7:00 p.m., followed by the Open Session for all residents and guests at approximately 7:30 p.m.

AssessmentsAssessments are $530 when paid in full, or $55 when paid monthly. Monthly assessments are due on the first of the month, May through February. Any assessment not received within nine days of the due date will incur a $35 late fee. Payments placed in the dropbox at the MPOA office after 5 p.m. on the 10th will not be processed until the next business day and will be considered late.
