Broad Haven has been listed on the worldwide weather forecasting website, Windguru, as a forecast spot for many years. Now a Windguru weather station has been mounted on Haven Sports, the Village Surf Shop.

The weather station provides live data on wind direction, strength, gustiness, temperature and humidity.

The weather station is the first of its kind in Wales, and the 29th worldwide, with many more installations planned for the UK. The data sent back to Windguru from the Broad Haven Station is used to provide more accurate forecasts for the location, and Pembrokeshire in general.

Ian Heys, owner of Haven Sports said ‘We had been looking for a weather station for some time now, so when the offer of a high quality Davis Instruments Station, linked to the Windguru site, came through it was the dream team option’.

Congratulations to Susie Mock on receiving her 10 year service award from the Post Office. Susie has been serving behind both Broad & Little Haven Post Office Counters since she was 16 (officially!) and has seen many changes over the years. She won’t admit how many years that has been.

The Havens Community Council (HCC) would like to welcome everyone to Broad Haven Village Hall on 8th July 7 PM for coffee and a cake (or tea!).

The idea behind the open evening is for all of our community to come along and see what the things that the Havens Community Council do for our community and to share ideas of what you would like to see HCC do in the future - its our community and we are here to serve the community as it sees fit.

Have you ever wondered what the HCC do?

Have you wanted to ask something, but in a more informal setting or not known which member would be best to ask?

Or maybe you have a burning idea that would benefit the community that you would love to discuss?

There will be no formal meeting - we won’t be sat around tables and discussing things. Our aim is to be informal, hear what you have to say - good, bad and everything in-between and hopefully be able to make more of a difference for our community.

This is something that we have never attempted before however we would love to hear your views!

BIRD WATCH

House Sparrow (fledgling): Terry Davies

Welcome to this month’s Bird Watch. I’m one of two Ambas-sadors for the British Trust for Ornithology’s (BTO) Garden BirdWatch Scheme in South Wales. Each month I introduce you to a bird or other animal that you might see in your garden.

Bird of the Month: House SparrowYoung birds are leaving the nest and becoming independent this month, so you may well see fledgling House Sparrows among the birds visiting your garden. Pairs of this species mate for life and often return to the same nest site each year. As the name suggests, House Sparrows are closely associated with human habitats, often living close to (or even in) the homes of people. Whilst the stout bill is designed for eating seeds, young birds are fed on insects. The crown and nape of adult males is grey, the sides of the head are brown and a wide black bib extends down onto the chest (dominant males have larger bibs). The back is a warm brown, streaked with black, with a few white wing feathers. Adult females, and the juveniles of both sexes, are a light sandy brown with brown and grey streaks on the back and wings. Look out for House Sparrows enjoying a dust-bath; the precise reason for dust-bathing is unclear but it probably removes stale preen-oil and other debris from the plumage.

Did you know?House Sparrows have been recorded living and breeding in coal mines.The more feathers there are in the nest, the more eggs the female will lay.They are adaptable at finding new food sources and have been seen plucking insects from spiders’ webs and dead insects from cars.The Welsh name is Aderyn y To, literally ‘bird of the house-top’.

How to attract them to your garden: This is one species which doesn’t turn its beak up at cheap seed mixes as they have a preference for grain. They feel more comfortable feeding as a group, so hang your feeders close together. They will also eat peanuts (always feed from a metal mesh

Conservation status: Red. The House Sparrow population has roughly halved in recent decades in both rural and urban areas. Various causes for the decline in urban areas have been suggested such as loss of nest sites under roof tiles, increased predation, increased competition for food from species such as Woodpigeon and fewer insects due to increased use of pesticides in gardens. House Sparrows never move very far, so the reasons for their decline in rural areas could be quite different.

BTO Garden BirdWatch data show that the rate of decline has been more pronounced in London and South-East England than in Wales and Scotland.

LITTLE HAVEN AND BROAD HAVEN REGATTA

THIS YEARS REGATTA IS ON SUNDAY 10TH AUGUST

The programme to be published in a few weeks, but will be similar to last year with many cups and cash prizes for sailing, swimming and kayak races.

There have been many changes to the Committee and it was a delight to see new faces at the AGM 30th May, especially those that have taken responsibility for various aspects of this annual event. Geoff Parker, Chairman has stepped down after many years of excellent work in the annual preparation of and in the collection of the monies from Patrons, essential in being able to run the Regatta.

In most years the costs are close to the total monies received from corporate sponsors, patrons, entry fees and the raffle, so we just about break even.

In many ways we have had a wake up call, with our historic very comfortable arrangement with Peter Morgan of Dale Yacht Club coming to an end. Our grateful thanks to DYC and Peter in particular for their many years of support.

Of course, for all such events the issue is insurance and as it is a "one off " event each year, relatively expensive. Until this year we were an extension of DYC and the insurance cost was reasonable. Now that we are "standing alone" the insurance cost will about treble so if there are no changes to receipts we will be running at a significant loss. This is a pressing matter for the Committee and we are seeking increases in all forms of financial support for this year.

Last year was a truly great Regatta, with strong winds and superb racing not diminished by the heavy rain! The swimming and kayak races were strongly contested. In spite of the conditions entries were up on the previous year. It would be great if this year there were even more competitors, especially as I am sure the weather will be a lot kinder.

Watch out for notices and Programmes and plan your Regatta Day - it should be fun for both spectators and competitors alike!

Centenary News from the WI

On June 10th members had an enjoyable day visiting “The Museum of Childhood” and a nearby POW Camp where Italian prisoners had created a chapel. We would like to thank all those who shared in the day with us.

Next months meeting will be on Tuesday, July 8th, 7.30pm in Broad Haven Youth Hostel. Helen Brockley from Age Concern will be giving a talk. Please come and join us.

Finally the WI has its centenary year in 2015. As part of the celebrations a baton is being passed around the country. It will be arriving in Broad Haven on July 21st. You may find us, weather permitting, on Broad Haven Beach that morning, prior to its onward journey by Puffin Shuttle to Dale WI.

SPPOT (Supporting People & Pets Through Opportunity & Training) is a social enterprise based in Portfield Gate and founded by canine behaviour advisor Kerri Bee, formerly of Windrush Dogs for Life. SPPOT provides training & services for dogs & people in Pembrokeshire. SPPOT's services are available to everyone and our accredited training courses in dog care & training specialise in supporting people with additional learning needs. Our first group of learners have now finished their training and we are delighted to be able to offer an affordable dog walking service starting this summer. Also starting this summer we have Canine 1st Aid Courses running in conjunction with The Oak Vet Group which we expect to be very popular.

We would like to thank the many local businesses in the Havens who have generously supported us with raffle prizes for our fun quiz nights, the money raised has enabled us to buy display materials for our exhibition stand which we use at events throughout the year.

THE HAVENS COMMUNITY ALLOTMENTS AND GARDENSSuccess! We have planning consent for sheds at the side of the north and north-west hedges of the allotment site and it comes with reasonable conditions. Many thanks to everyone that has lent their support to our cause. I have learnt a lot about our planning system and met with many people over this issue so it is a real pleasure to have found an acceptable solution.

Now we can recover the sheds that blew over in the winter gales and fix them to a secure base next to the hedge which will screen them and give some protection from gales. We will also move the few sheds that withstood all gales to conform with our planning consent.

Gardeners, especially vegetable growers are very stoical. They have to be, because as soon as anything has germinated from seed it comes under attack from a multitude of creatures as well as blight, wind and drought.

Indeed, wonderful sunny June is making everything grow at amazing speed - if the plant has plenty of water. At home I am watering frequently and of course every day and sometimes twice on really hot days, the tomato plants in the polytunnel. Tigerella is doing particularly well.

Regular readers may recall I planted Rocket and Pentland Javelin 1st early potatoes in March on St Patrick's day (well it seemed so appropriate), a bit early, but the weather was good and we hardly ever have a hard frost once the potatoes are showing above ground. We are eating the Rocket potatoes and have been since 2nd June so I count that as a good gamble and a success.

On 19th June we had our first cutting of spinach (perpetual that was so successful last year) from seed sown in early April. Absolutely delicious, wilted and served with a little cream. However, the drought is making them bolt so I will have to sow another row soon and therein lies the problem.

The difficulty is seedlings at the allotment. They have such short roots that if not watered almost every day they dry out and wither. This happened last year so I am going to change my approach to cope with this problem. I have a few and will get a lot more of the deep root trainers. Last autumn I used them for sweetpeas and nursed the seedlings through the winter in my greenhouse at home. We had them in flower from the beginning of June. Well I am now sowing swedes and leeks in the trainers and I expect that the long root plug of top quality rooting compost, when planted out, will survive a lot better and need less frequent watering.

I will apply this approach to everything that I plan to grow at the allotment that I would normally sow directly in the ground from May onwards. It will take a lot more effort at the sowing stage and again at the planting out, but the success rate and the plant spacing will be just right and thinning not required! Dumping of Illegal Waste

Green waste has been found dumped by Broad Haven play parkIt comprised mainly of Montbretia which is known to be invasive; and as such is is an offence to cause it to grow in the wild.

The Havens Community Council / Cyngor Cymuned The HavensThe Group discussed the requirement for regular inspections and agreed with Ian that monthly inspections would be carried out and paper work produced to record date of inspection, defaults identified and action taken. The Community Council confirmed that they will look favourably on providing some financial support for future maintenance.

Boardwalk Viewing Area The clerk advised the Council that as the walk up to the viewing area has not yet been tarmacked contractors were asked to strim the overgrowth along the path and around the picnic tables. The decision on how often we shall be able to do this work will be discussed further and the Clerk will make enquiries as to when it is likely to be closed for the work.

Parking Questionnaire for Puffin Way All residents in Puffin Way were issued with a questionnaire in order to get feedback on what action they would like Pembrokeshire County Council to take to solve the problems they are experiencing with visitors to the area parking in the street instead of the allocated car parks. Residents were asked to return their questionnaire to Antony Sage and the Clerk will collect and collate the responses before the next meeting.

Items discussed at the June 2014 Meeting MATTERS ARISING

Boardwalk Progress Report Cllr Ian Whitby (Chair) reported that the volun-teers had done a fantastic job over the bank holiday weekend fixing the broken boards, cutting back the overgrowth and addressing the slippery boards. The Group have arranged for Phil Lees to inspect the walk on Tuesday, 10 June and the Clerk will email Emrys Llewelyn, Area Maintenance Manager, to ask him to inspect the walk also.

The meeting held on the 2 June 2014 was very well attended. Monies raised so far amount to £5,150, this includes a £2000 donation from the Raymond Brothers (landowners). The group are investigating the community grants available from SITA Trust which has either a fast track grant of £20k or a core grant of £60k. Ian Whitby and Sue Reynolds (Vice Chair) attended the meeting. The Clerk confirmed that there were 21 years left on the existing lease which should be sufficient to meet grant criteria. She confirmed she had contacted the Havens Solicitors in order to get a copy of the signed lease.

Sgt Vaughan reported that they are usually prepared for problems of this nature as they see parties advertised on social media. However, this is getting more difficult as there are more and more websites to check. They had not seen this one advertised and were, therefore, unprepared for the event. He said around 150/200 youths descended on the area with no warning but as soon as they became aware of the situation all available staff were sent to the area. The youths brought with them large amounts of alcohol including wines, beers and spirits but as the majority of them were under aged much of this was seized. A number of social behaviour orders were issued, two instances of criminal damage, three instances of Section 27 notices (a notice telling you to leave the area and why) along with a caution for possession of cannabis.

The Western Telegraph will be interviewing Sgt Vaughan and publishing an article on the trouble created for residents and tourists and the damage caused to local businesses. He said families will be visited and they will talk to the parents with the child present and advise them they were not dropping their kids off at a harmless party, some of whom were as young as 14 with bags full of alcohol and condoms, and that they had told the police their parents had bought the alcohol for them. He did point out that some parents will complain they are spoiling their children's fun. They will also be going into schools to talk directly to the youths. He stressed that the end of exams, which is coming up soon, followed by the results could mean more trouble when the youngsters get together to celebrate. A group of youths

is not in itself a crime but if they start to cause trouble or vandalism they will be dispersed. If they are incapable due to alcohol they will be taken home.

Sgt Vaughan said he was aware that such events resulted in unfavourable litter being left on the beach when families arrive the next morning and was surprised to find that Broad Haven did not have a beach cleaner. He will discuss this with Pembrokeshire County Council who he hoped would allocate a beach cleaner to the area.

Sue Mock (local business owner) want-ed to put on record that the police were superb and reacted to the situation very quickly preventing the situation from becoming much worse. Cllr Brian Henderson reported that a large number of the youths descended on the children's play park where there is a potential for a lot of damage and the police moved them on quickly before this happened.

Sgt Vaughan said the youths came from a wide area across Pembrokeshire and stressed that as soon as there was any sign of trouble in the future, residents should phone 101, the non-emergency number for those who need the police, as soon as possible.

Public Liability Insurance In view of the these problems the Clerk reported that she had checked with the council's Public Liability Insurance provider to see if we were covered for vandalism in the village. It would appear that we have a limited cover for vandalism and the cost of applying this cover to more expensive items like the Boardwalk would be around £298 per year. The

Retirement Tribute for Margaret Thomas

Margaret served on The Havens Community Council for some thirty eight years. Councillors used to rib her that she was easily the oldest Cllr but she used to correct them that she was “the longest serving”. Margaret had that unique knack of listening to a debate thoughtfully and then summarising Cllrs feelings in such a way that there was general agreement. She was unfailingly helpful and constructive – she was never afraid to disagree but always in such a reasoned way. She oozed common sense.

She was Chair on numerous occasions. She declined the Chair on many more saying it was time for someone else.

She was also an astute checker of budgets and figures – in fact I would not even tender my proposed budget to full Council until I had run it past Margaret. She will be sorely missed.

Council have never had this in the past and in view of the limited budget available it was decided to continue as we are for now.

Councillor Vacancy The Council was saddened to receive Cllr Margaret Thomas's resignation due to ill health. Margaret has been on the council for around 38 years and the Clerk was asked to write to Margaret thanking her for all her hard work throughout this time. She was also asked to put a notice in the Diary and on the Website to this affect.

The Clerk advised that she would prepare the necessary papers to advertise the vacancy at the end of the month.

Little Haven Traffic Problems A letter from David Jones was circulated to all Councillors regarding long vehicles attempting to negotiate the sharp bend on the road leading to Broad Haven from Little Haven. Councillors agreed that although the additional signage which had been erected did reduce the number of lorries attempting to go round the bend there was still a problem.

Cllr Joan Phillips pointed out that she knew of a number of instances where the driver's sat nav had taken them in this direction. She suggested that a new sign further back may alert drivers before it is too late to turn around.

County Councillor Peter Morgan said he would speak to Natasha Thomas to advise her of our requirements and ask her to do the new sign.

Regular Local Surgery For Residents

the Council should hold regular surgeries to give residents the opportunity to come and discuss topics in person as this would help communications between both the Council and the residents.

Cllr Mary Whitewright suggested that the Council could organise an open evening, with refreshments, for residents to come and meet councillors. This was fully supported by all Councillors and the date was set for Tuesday, 8 July by which time the new councillor vacancy will have been advertised. The venue was set for 7 pm in the Broad Haven Village Hall. Details of the Open Day will be published in the Village Hall, on Facebook, in the Diary and on the Council Website.

It was agreed to discuss the setting up of regular surgeries after the Open Day during next month's meeting.

Trafalgar Terrace Car Park Summer Fees The Clerk advised the meeting that she did not have a copy of the Trafalgar Terrace Car Park Lease but understood this was a short term lease with temporary planning permission for car parking for users of the Church and the School. The Clerk agreed to contact the solicitors to check when the lease was due for renewal and investigate whether planning permission had subsequently been made permanent.

Councillors had a short discussion regarding fees being brought in over the summer holidays as a possible way of increasing the community budget. County Councillor Peter Morgan reminded the council that they had been approached by the school contractors

who required a suitable parking area for their vehicles during the school renovations and their offer to tarmac the car park on completion. The council agreed to give their support for this.

HCC/Community Communications

Cllr Mark Burch advised the Council that since being appointed Councillor at the last meeting he had a number of residents approach him and said they did not know what the Community Council did and did not trust them to be working on their behalf. Cllr Mary Whitewright felt that this was not entirely accurate as she and other councillors regularly discussed topics with residents throughout the week.

Mark pointed out that Solva Community Council did far more for their community and had a budget surplus of some £27k as opposed to our £104. He felt that if the precept was raised to a similar figure as Solva's precept there would be sufficient funds to pay for amenities such as the Boardwalk. It was pointed out by members of the Council that Solva's precept was set at twice that of The Havens plus they had a very large income from the Car Park and could not really be compared with Broad Haven.

Mark felt that it was insufficient for information to be posted in the Diary and Minutes and suggested one way of improving communications with the residents was to have a Facebook Page as this was becoming more and more popular as a form of communications. The Clerk pointed out that she has insufficient time to maintain a Facebook Page and Mark advised that Emma Pritchard from Broadway was willing to

maintain this for us. It was decided that although we have just gone live with the Pembrokeshire County Council hosted website the Council would support this idea provided the content was controlled by the council.

Cllr Joan Phillips pointed out that Councillors details were in the Diary originally but had been left out for some time now. The Clerk agreed to arrange to have the details included in diary and confirm that they were online.

Broad Haven Rubbsh Bins Sue Mock expressed concern regarding the amount of rubbish left in and around bins in Broad Haven at the end of the day and had circulated a graphics which clearly showed how the rubbish ended up blown all over the car park, pavements and roads by the following morning. She felt that with the impending retirement of one of the local collection men the situation would probably get worse. Sue said this was not a new problem but had been going on for some years now. There is insufficient bins with insufficient collection times. She had been told that the last collection of the day had to be early enough for the bin lorries to take the rubbish to the tip before it closed as they were not allowed to leave rubbish in the bins all night. This she found a little contradictory as it seemed perfectly acceptable to leave rubbish in the bins and around the streets of Broad Haven all night. It was pointed out that if they arranged for a rubbish collection in the evening there would not be a need for a collection first thing in the morning and there would be no rubbish in the bins to be picked by Seagulls or blown by heavy winds around the town.

Sue had spent some time investigating what others communities were doing and was quite impressed with the system in Narberth where the bins included an incinerator thus reducing the amount of rubbish and length of time to fill the bin. These were solar powered. She was not sure who had funded these.

One of the suggestions put forward by Sue was for Broad Haven to become a litter free zone with all bins removed and visitors taking their rubbish home with them. Cllr Mary Whitewright advised that this had been tried in Little Haven but it was a disaster. Suggestions had been made in the past that shops would have their own rubbish bins outside their premises but Sue pointed out businesses had to pay for these to be emptied and they were being used by everyone, even with tourists weekly rubbish before they left to go home.

After some discussion it was agreed that County Councillor Peter Morgan would discuss the problem with Emrys Llewellyn and ask him to put forward some ideas on how to resolve the problem.

Play Park Repair Fund The Clerk advised the meeting that she had been asked by one or two residents what arrangements the Council had made to ensure the future of the Play Park. She had assured them that for the present there was sufficient monies available with a £500 maintenance allowance from Pembrokeshire County Council plus a yearly allowance from the Community Council Budget. In order to

respond regarding the longer term arrangements she needed to clarify a number of points and circulated a document from the Havens Carnival Committee dated April 2009 which outlined and summarised their proposal for the adoption.

In the document the Carnival Committee records that it has £11k in the bank and with the PCC £500 allowance said there were no significant maintenance issues at present. However, it predicts that between 2019/2024 the equipment will start to need replacing and that' funding for this now needs to start being accumulated by the Community and that this was being done by the Carnival Committee already but it may not be enough'. Their proposal was summarised as using the precept for long term replacement with the Carnival Committee also retaining funds.

Christine asked for clarification on the funds being retained by the Carnival Committee. Mark said this was long before his time and he would have to come back to Christine on this.
